India has said both France and Russia are important and you can't compare both as they are close partners for New Delhi

Well placed sources said, "India's strategic partnership with France has its own merits, both are important and special in their own way."

Explaining, "Comparison is not useful just as you cannot compare French champagne with Russian vodka."

The development came after a question was asked to French Emmanuel Lenain at a virtual meeting of ORF in Delhi that has France replaced Russia as India's new best friend. French envoy was quick to reply that, "being Russia in India is quite a compliment." Sources appreciated the sentiments expressed by the French envoy.

France with a veto at UNSC, growing defence partnership and increased political ties have led to some suggesting that Paris could be the new Moscow for Delhi. The support India got from the erstwhile Soviet Union and later Russia has been something that has become part of a legend in India.

On the occasion of World Environment Day, Minister of Environment, Forest and Climate Change Prakash Javadekar on Friday launched the urban forest programme in 200 corporation cities of India.

"We have forests in rural areas but not much in urban areas. In many cities, there are 2-3 forests but we need more. Therefore, we have introduced the scheme of urban forests. In cities, there are gardens but not forests. We have to create forests so we decided to launch an urban forest programme in 200 corporation cities of India. We will fund it to some extent to compound it and to carry out minimum services there," Javadekar said at the virtual celebration of World Environment Day 2020.

"Let us map forest lands and degraded land in cities. And if that is reserved for creating these urban forests, it becomes a people's movement. I appeal to everyone to work together. We are thinking of giving a prize for creating good forests with people's participation and in PPP mode in various urban cities," he said.

The minister said that India has been able to preserve 8 per cent of the world's biodiversity despite constraints.

"India has 16 per cent human population of the world. We have 16 per cent population of cattle in the world. Both require land, water and food. We have only 2.5 per cent of the world's landmass and only 4 per cent of natural water resources," he said.

"We are in constraints but India has been able to preserve 8 per cent of the world's biodiversity. This is no small feat because India has been able to prove that here is a country that can preserve despite constraints," Javadekar added.

He said that our lifestyle is inextricably linked with nature, and trees and all species are a part of our life.

As the number of coronavirus cases are on a constant rise in the country, the political parties are now blaming each other for poor cooperation.

A few days ago, Delhi's ruling party, Aam Aadmi Party (AAP) claimed that the centre-run RML Hospital in Delhi was giving out "erroneous" coronavirus test results.

The accusation by the Delhi-origin party did not do well with the ruling party BJP. Union Health Minister Harsh Vardhan responded to the accusation saying, "it is not right to do politics over the COVID-19 situation in Delhi as it weakens the fight against the disease."

In a series of tweets, composed in Hindi, the Union Health Minister called this accusation a 'cheap media publicity stunt' and urged Delhi Health Minister Satyendra Jain to concentrate on strengthening health services in the national capital instead of making "baseless" allegations on a distinguished institute such as RML Hospital.

Few days ago, in a press conference in Delhi, AAP spokesperson Raghav Chadha claimed that the Delhi government had re-tested 30 samples from Ram Manohar Lohia (RML) Hospital which were declared COVID-19 positive, out of which 12 turned out to be negative, and two were inconclusive.

RML Hospital dismissed the accusation pointing out a gap of 7-14 days in the testing dates.

"We are doing quality checks with AIIMS and NCDC and the results are concordant. Our positivity is more as all hotspot cases, family clusters and high-risk contacts of lab confirmed cases are more in our screening centre. Also we do not have any backlog now. The problem existed earlier when adequate testing kits were not available," RML Hospital said in a statement.

AAP leader Raghav Chadha earlier alleged there was an error of 45 per cent in RML's coronavirus testing.

A few days ago, Delhi's ruling party, Aam Aadmi Party (AAP) claimed that the centre-run RML Hospital in Delhi was giving out "erroneous" coronavirus test results.

Make China pay is work in progress, new strategies are being explored and new alliances are taking shape. Australia was the first to demand an investigation into the Wuhan virus outbreak.

In response, China slapped punitive tariffs but Australia did not budge. It got support from more than 100 countries including India.

India backed a motion at the World Health Assembly for an independent probe. In response, China became more aggressive in Ladakh. So, India and Australia are now working together.

The two Asia-Pacific giants joined hands to counter Beijing. A digital summit was held between the two nations on Thursday. Indian Prime Minister Narendra Modi and Australia's Scott Morrison met virtually.

It was perhaps the first virtual summit of its kind. It reflected the determination of both sides to hold talks. There were significant outcomes. Firstly, India and Australia have entered into a "comprehensive strategic partnership" and wide-ranging declaration on maritime co-operation has been signed.

A momentous decision probably aimed to counter Chinese bullying.

"India and Australia have common concerns regarding the strategic, security, and environmental challenges in the Indo-Pacific maritime domain," the joint statement said.

"These include activities and actions that are inconsistent with international law," it added.

"inconsistent activities" as examples the joint statement mentioned "terrorism" "poaching of marine species" "drugs, "arms smuggling" and "illegal, unreported and unregulated fishing" were all included.

Then, there was an arrangement for mutual logistics support - cooperation in defence, science and technology.

Also, a pact on sharing military logistics which will give Indian warships and aircraft enhanced reach in the Pacific. Military assets of both countries can re-supply and re-fuel at each other's bases.

India had tightened FDI rules to prevent hostile takeovers by Chinese firms.

Now, the Scott Morrison government has also shaken up foreign investment laws for national security.

Under it all foreign investors will face greater scrutiny when bidding for sensitive assets regardless of the size of the deal or whether the buyer is private or state-owned - compliance would also be tightened. It's the biggest shake-up if reports are to be believed.

The authorities plan on spending an additional $50 million only on the enforcement of rules.

There is China's belligerence at the border with India and its many diplomatic firestorms with Australia have only been a catalyst for India-Australia ties.

Both countries may be miles apart but they have united against a common threat.

In the first-ever interview after the first India-Australia virtual summit, Australia's envoy to India Barry O'Farrell speaking exclusively to WION said while the countries are separated by the Indian Ocean both Delhi and Canberra are joined in a shared goal and responsibility to maintain its security.

Speaking exclusively to our Principal Diplomatic Correspondent, Sidhant Sibal, Australian envoy said, "both share a view around multilateral issues to resolve issues" and "Quad is important to share perspective on COVID-19".

Both India and Australia had the first virtual summit on Thursday with both countries elevating the relationship to a comprehensive strategic partnership agreement.

WION: What has been the key outcome of the first India-Australia summit?

Barry O'Farrell: In recent months and years, India and Australia have worked closely together on a number of shared goals, for instance, contributing to more secure and open and prosperous Indo Pacific region, strengthening of economies and making them more resilient and strengthening international institutions so that they can better meet the needs of our citizens and what came from those interactions was that it has become more important than ever for like-minded democracies like Australia and India to cooperate in shaping the region and indeed the world we want to live in.

So this what drove, what I believe is the historical high point in the relationship as demonstrated by comprehensive strategic partnership agreement at the virtual summit and the elements of the partnership are essentially defence and maritime security, cybersecurity and technology, science and research and critical supply chains across the eight agreement. two new areas stand out for me, in particular, critical mineral supply chain and cyber-enabled critical technology and the fact we are expanding cooperation in these areas reflect the emerging challenges we face as like-minded democracies in this region.

WION: How will the logistics pact increase the collaboration between Indian and Australian forces?

Barry O'Farrell: The mutual logistics support agreement and the corollary defence science and technology implementation arrangement which was also agreed out are important stepping stones to take our defence relationship to an even greater level.

Already our defence cooperation is at historic levels. Defence activity has quadrupled in the past six years, the AUSINDEX naval exercises last year was Australia's largest-ever defence deployment to India and our most complex involving submarine-to-submarine and maritime patrols across the Bay of Bengal.

And with this agreement, it makes easier for us to do more of these and more complex joint activities and realise the shared goal of free, open, inclusive and secure Indo Pacific.

WION: Was China discussed during the summit? The Chinese combativeness in the region. In terms of Indo-Pacific how, we saw the vision statement, from the South China Sea to Ladakh...

Barry O'Farrell: The leaders focused on broad regional dynamics. As PM Modi said Australia and India should focus on how the relationship can focus on what he called as a factor of stability in our region and in the world.

We have elevated our relationship to a comprehensive strategic partnership and expand our work together in new areas such as critical minerals, cyber-enabled critical technology.

We have also elevated foreign and defence 2+2 meeting to ministerial level to ensure ministerial oversight to deliver our leader's vision as India does with other countries like the US, Japan.

We are both maritime powers, we are separated by the Indian Ocean but joined in a shared goal and responsibility to maintain its security for not just us but for all the countries.

WION: How do both countries plan to increase collaboration with like-minded countries under various formats like quad?

Barry O'Farrell: Both India and Australia share a commitment to internationalism, both share a view around multilateralism, bilateralism and using international institutions to resolve issues.

Now, Quad remains as important as ever, it is proving itself as a very useful venue for countries like India and Australia to coordinate our approaches to critical issues like maritime and cybersecurity and counter-terrorism and those issues haven't gone away and they will never go away completely regrettably.

Quad has been useful for sharing perspective, also on our individual efforts on COVID-19.

We do similar with ASEAN as a dialogue partner and ASEAN has been discussing the COVID-19 approach and our foreign secretaries have been having regular calls with colleagues from South Korea, Japan, New Zealand, US, South Korea and Vietnam.

Talking about COVID-19 yes, talking about supply chains, it is one of the ways we managed to strengthen the relationship across the region. More familiarly you have, better you get to know people and less likely you will be in misunderstandings.

WION: Virtual diplomacy has changed the world....is this the future?

Barry O'Farrell: PM Modi's use of technology to reach out to world leaders throughout the crisis as India has assisted more than 150 countries to get access to its pharma is a bit like what TATA and Infosys have done for business work.

They have used technology for the best possible outcome and PM Modi has translated it to the art of diplomacy. Secondly, I can say I thought yesterday's meeting was might have been, bit flat but what I think yesterday also demonstrated usefully for the future of ICT technology is that you can still get that level of warmth between leaders notwithstanding they are separated by continents, by distance, you saw that in the opening section of the meeting and I saw it as I observed the whole meeting.

Thirdly, there will be always a challenge which can be fixed, in relation to security. Like in a face-to-face meeting, you can have quite a conversation about issues you may not normally want to communicate particularly using audiovisual equipment.

There are few wrinkles, but one of the opportunity out of COVID-19 is the opportunity to use to keep in touch in the way PM Modi has done so successfully at a period when countries have been in lockdown.

WION: Was Australian participation for Malabar discussed?

Barry O'Farrell: It has and the answer is exactly the same which is that is a matter for partners of Malabar to exercise and Australia is interested and will welcome the chance to participate in Malabar but as I have said, I don't believe if Malabar proceeds or not should get in the way of fact our defence relationship has depended and strengthen particularly over the last six years and the foundation stone for this historic outcome was achieved yesterday with the comprehensive strategic partnership agreement.

WION: Well, thank you so much for speaking to WION, hope to see more samosa and virtual diplomacy in future.

Barry O'Farrell: My PM is a good cook and he might go through all 29 states and seven territories for cuisines.

Kamal Haasan alleged that there was a contrast in the Covid-19 data being shared by the Tamil Nadu government, during a video conference with journalists. However, he refused to take many questions about his allegations, possible testing strategies or elaborate on his ‘Naame Theervu’ (We are the solution) initiative that is aimed at changing Chennai into a green Zone from its current Red Zone status.

In a video message, the actor-turned-politician said that there was no use in plate banging when migrant workers were starving to death and frontline Covid-19 fighters such as medical staff and police are battling it out. Adding that he was furious with rage, he said, “this is not the time for criticism or petty politics. We need strong and measured actions, Chennai is our healthcare capital, don’t let it become a Corona capital”.

The ‘Naame Theervu’ (we are the solution) campaign launched by him calls forth an army of volunteers(irrespective of their differences and political affiliation) to join in for activities ranging from donating to delivering relief materials to the needy. He was the first to register for his party’s campaign via a phone call to 6369811111.

A statement from his party says that “When each fo us saves one person, no one will be left behind. People are the solution to those who need medical assistance, safety equipment, sanitizers, food and rations. Sanitiser dispensers will be kept at places where people gather frequently, masks will be distributed as well. We need the participation and contribution of volunteers to take this forward.”

During the video conference with journalists, Haasan stated that some states such as Kerala, Karnataka and Odisha had seen partial victory in the battle against Corona while accepting that it seems like it (Corona wave) would keep recurring. He added that no government could fight corona alone and emphasized the need for people and volunteers to pitch in.

Adding that he was not saying this for politic mileage, the actor-turned-politician said, “There is no transparency in what they(State government) are saying, we are not able to see the numbers. The numbers shared by the government and the numbers on the street are contrasting. We are concerned about the Chennai situation and doing our best about it”.

However, the actor or his team did not respond to journalists questions on whether this campaign would be extended to Chennai’s neighbouring districts (Tiruvallur, Kanchipuram, Chengalpattu) which are also badly affected.

When questioned about comparing the Covid-19 situation in Tamil Nadu and Kerala(a relatively smaller state with lesser population and population density), there was no response.

WION asked if Kamal Haasan had discussed with his panel of medical experts regarding the possibility of Pooled testing and suggested any strategy in this regard to the government, there was no response and the video conference was ended stating a paucity of time. Questions sent to his PR team seeking a response also went unheeded.

Kamal Haasan questions Tamil Nadu Covid-19 data, launches people’s campaign to ‘resurrect’ Chennai

The sparkle has returned to the Yamuna river flowing through India's capital of New Delhi, residents say, after decades of filthy and stinking waters, matted with garbage and polluted with toxic effluent from industry.

In a feat that eluded years of government cleanliness efforts, a nationwide lockdown against the coronavirus has brought about the transformation of a river many Hindus consider holy, with a halt in industrial activity since late in March.

Sanjay Gir, a 55-year-old Hindu monk who spends his time on the riverbank, said he could not remember when he had last seen the river so clean.

"Ever since the lockdown, we can take Mother Yamuna's water in our hands and offer it for prayer, as well as drink it," said the bearded Gir, clad in traditional white dhoti.

"Because everything is closed right now - all the factories, industries are shut...their waste is not coming into the river."

From its source among Himalayan peaks, the river meanders 1,376 km (855 miles) through a clutch of northern states to join the river Ganges in the city of Allahabad, where Hindu tradition says the two merge with a third, the mythical Saraswati.

One of the world's toughest lockdowns against the coronavirus, which has caused nearly 217,000 infections and more than 6,000 deaths in India, kept out most of the industrial waste that normally clogs the Yamuna.

That was the key reason for the better water quality, said Anshuman Jaiswal of city research body the Energy and Resources Institute.

"The industrial discharge which was going into the Yamuna actually stopped and that, for sure, has reduced the pollution load," he added.

But the waters will deteriorate again, Jaiswal warned, as the lockdown lifts and industries re-open.

Nevertheless, while it lasts, a clean, revitalised Yamuna also augurs well for the environmental condition of the Taj Mahal, India's famed monument to love that stands on the riverbank in the northern city of Agra.
