Iran in talks with mediators on 7-day plan; Araghchi says Tehran giving diplomacy a chance

The Ministry of External Affairs (MEA) on Sunday said that India and China have agreed to peacefully resolve the standoff in Ladakh according to the various bilateral agreements, adding the military and diplomatic dialogue would continue to resolve the situation in eastern Ladakh.

"The two sides will continue the military and diplomatic engagements to resolve the situation and to ensure peace and tranquility in the border areas," the ministry said in a statement.

The military delegates from both sides met on Saturday in the Chushul-Moldo region. While the Indian team was headed by Leh-based 14 Corps Commander Lieutenant General Harinder Singh and the Chinese side was led by Major General Liu Lin, Commander of South Xinjiang Military Region.

India and China held the dialogue to resolve the standoff situation in Ladakh region, particularly on the north bank of Pangong Tso lake where the Chinese People's Liberation Army has attempted to change the status quo by putting up shelters and a camp in areas under Indian control so far.

It took place in a "cordial and positive atmosphere", the ministry said.

"Both sides agreed to peacefully resolve the situation in the border areas in accordance with various bilateral agreements and keeping in view the agreement between the leaders that peace and tranquility in the India-China border regions is essential for the overall development of bilateral relations," the statement released by the ministry further said.

The ministry stressed that both the countries noted that this year marked the 70th anniversary of the establishment of diplomatic relations between the two countries.

"Both the countries have agreed that an early resolution would contribute to the further development of the relationship," the ministry said.

Saturday's meeting took place after 12 rounds of talks between local commanders of the two armies and three rounds of discussions at the level of major general-rank officials could not produce any tangible outcome, the sources said.

The high-level military dialogue took place a day after the two countries held diplomatic talks during which both sides agreed to handle their "differences" through peaceful discussions while respecting each other's sensitivities and concerns.

The situation in eastern Ladakh deteriorated after around 250 Chinese and Indian soldiers were engaged in a violent face-off on May 5 and 6. The incident in Pangong Tso was followed by a similar incident in north Sikkim on May 9 -- turning out to be the most serious military standoff between the two armies after the Doklam episode of 2017.

In 2017, there was a 73-day stand-off between India and China. The standoff was at the India-China-Bhutan tri-junction Doklam. China's road construction in Bhutanese territory was seen as an attempt to change the status quo by India and finally the road work had to be stopped.

China on Friday said that it is committed to properly resolve the relevant issue with India.

The Chinese army is learnt to have deployed around 2,500 troops in Pangong Tso and Galwan Valley besides gradually enhancing temporary infrastructure and weaponry.

India-China talks to resolve Ladakh standoff to continue, says MEA

Maharashtra Chief Minister Uddhav Thackeray on Sunday lauded actor Sonu Sood's initiative to arrange buses for stranded migrant workers.
The actor met Thackeray at the latter's residence Matoshree in suburban Mumbai in the night.

The meeting came on a day the Thackeray-led Shiv Sena launched a scathing attack on Sonu saying he was "enacting a political script written by BJP".

Sena MP Sanjay Raut had wondered whether the BJP propped up the Bollywood actor to "offer help" to migrant workers from north India stranded in Maharashtra amidst the lockdown, with the political motive to show the Uddhav Thackeray government in poor light.

In his weekly column 'Rokhthok' in Sena mouthpiece 'Saamana' on Sunday, Raut questioned the sudden rise of "Mahatma" Sood on the social scene of Maharashtra during the lockdown.

Raut also referred to a "sting operation" against Sood ahead of the 2019 general elections, saying he had agreed to promote the BJP-led government at various platforms through his official social media accounts.

A token system for regulated entry and no physical offerings like prasad' at temples will be some of the norms as shopping malls, religious places, hotels and restaurants are set to reopen in most states from Monday after over two months that could pose new challenges to check the spread of the coronavirus.

As India prepares for a calibrated exit from the lockdown by easing more restrictions, Unlock-1 kicks in at a time when the country recorded a daily jump of COVID-19 cases by over 9,000 for the fifth straight day on Sunday and also crossed the 10,000 mark for the first time. It is the first of the three-phase plan for reopening of prohibited activities in non-containment zones with a stringent set of Standard Operating Procedures(SOPs) which will be in place till June 30.

India registered its highest single-day spike of 9,971 new infections taking the total to 2,46,628 and 287 deaths in the 24 hours since Saturday morning, the Union Health Ministry said. The death toll stood at 6,929, it said.

According to a PTI tally based on reports from states, the daily rise crossed the 10,000 mark for the first time to touch 10,218.

The number of active COVID-19 cases stands at 1,20,406 while a total of 1,19,292 people had recovered and one patient has migrated, the ministry added. Around 48.37 per cent of the patients have recovered so far, a senior ministry official said.

The new phase is especially challenging for the five worst affected states, accounting for nearly 70 per cent of the total coronavirus cases, and nearly 78 per cent of the deaths.

A visit to the shopping malls, hotels and restaurants and religious places will no longer be the same like before the lockdown imposed on March 25 after the Union Health Ministry issued the SOPs for strict adherence to contain the spread of COVID-19.

In the malls, cinema halls, gaming arcades and children play areas will continue to be in the prohibited segment.

The SOPs are advisory in nature and the Centre has left it to the states to finetune the details.

The Punjab government for example provides for a token-based entry to malls as part of its guidelines.

In Gujarat, some of the religious places have decided to organise prayers in shifts and even start a token system to specify time slots to devotees for visits in a bid to maintain social distancing and avoid crowding,

Delhi Chief Minister Arvind Kejriwal announced that the hospitals run by the Delhi government and private entities will only treat Delhiites during the coronavirus crisis while the city's borders with UP and Haryana will be reopened from Monday.

Addressing an online media briefing, Kejriwal said hospitals run by the Centre will have no such restriction, and if people from other states come to the national capital for specific surgeries, they can also get medical treatment at private hospitals.
He also said hotels and banquet halls will remain closed as the authorities may need these facilities to convert them into hospitals.

The Centre, meanwhile, defended the timing of the imposition of the lockdown and rejected as "baseless" media reports expressing concern that it did not take inputs from technical experts while drawing up its COVID-19 strategy.

Asserting that coronavirus is a "new agent" about which not everything is known, the Health Ministry also said it is "fine-tuning" its strategy based on emerging knowledge and experience on the ground.
In a statement, the ministry said there was all round consensus on the lockdown among all the state governments.

The government has already shared the information on the impact of lockdown and other restrictions on averting lakhs of infections and thousands of deaths, it added.

"The doubling rate of cases had dropped to a low level, pointing toward a dangerous trajectory of high case load and high mortality, as experienced by many western countries. The possibility that our health systems could soon be overwhelmed with COVID-19 patients, seemed to be real."

Around 21 more Congress legislators from Gujarat have been shifted to a private resort in Rajasthan ahead of the Rajya Sabha elections in the state. The Congress has 65 MLAs in Gujarat, some of whom have already been packed off to different resorts.

Around 21 more Congress legislators from Gujarat have been shifted to a private resort in Rajasthan ahead of the Rajya Sabha elections in the state. The Congress has 65 MLAs in Gujarat, some of whom have already been packed off to different resorts. The party decided to take action after two of its MLAs resigned on June 4. A third resigned a day later. Patan MLA Kirit Patel said those who wanted to leave the Congress had left. "Now we are all together. No one can lure us," he said. Meanwhile, the Bharatiya Janata Party (BJP) has questioned the Congress move of shifting MLAs to Rajasthan amid the lockdown. "The shifting of MLAs to a resort in Rajasthan shows how much pressure the Congress must be under in the present circumstances. Even the party high command didn`t think of lockdown norms and sent MLAs to Rajasthan knowing well about the coronavirus risk for these many people," said a BJP leader. Earlier too, Gujarat MLAs had been shifted to a Jaipur resort to prevent poaching when the elections were scheduled for March 26. The Rajya Sabha elections to 18 seats were postponed due to lockdown. It`s now scheduled on June 19. MLAs will vote for 4 seats in Gujarat and 3 in Rajasthan.

Addressing ‘Bihar Jansamvad Rally’ through video conferencing, he said ''Modi ji brought the Citizenship Amendment Act which provided citizenship and respect to refugees in India''. ''There are elections in Bihar in the coming days, I believe that under Nitish Kumar ji's leadership, NDA will form the government with 2/3rd majority but this isn't the time for politics. We all should fight COVID-19 under Modi ji's leadership,'' he added. Regarding migrant workers' crisis following the nationwide lockdown to contain the novel coronavirus, he said some people lost patience and started walking when it came to notice, buses were deployed to bring them to railway stations. 85% of the cost was borne by central government & 15% by state governments, Shah said. ''When all arrangements were made, quarantines centres were set up, then only trains were run from May 1. They were named 'shramik trains' as a tribute to the migrants,'' he said. Around 1.25 crore migrants have been safely brought to their places by BJP's Modi government, he said.

The carcass of an 18-feet-long, one-toed sperm whale washed ashore on Atrankarai near Alakankulam in Ramanathapuram district, on Sunday.

Forest officials later buried it on the beach after conducting an autopsy. Oil and wax products were found from the upper jaw and small intestine of the whale, which are used to make medicine.

Forest officials are investigating the matter to confirm whether it was hunted to dispatch the drug, or was it unable to swim towards the deep seas after being wounded on the rocks.

Researchers at IIT Mandi claim to have developed a technology for making high efficiency masks using waste pet bottles that are not only more breathable than commercially available masks but also can be washed and reused up to 30 times.

The team at the Indian Institute of Technology Mandi has also filed a patent for the waste plastic bottles derived filter membrane technology based on electrospinning.

The researchers shredded waste plastic bottles and dissolved the pieces using a combination of solvents and extruded nanofibres from the solution.

According to Sumit Sinha Ray, Assistant Professor, IIT Mandi, the team used waste plastic bottles to develop a single thin layer of nano-nonwoven membrane that provides desirable particle filtration efficiency, at par with N95 respirator and a medical mask.

"The first concern that comes to mind when we hear that something is made of plastic is whether it is safe to use. These nanofibres meet the safety requirements of the user by excluding the bacteria and infectious components. The breathability in the developed masks is better than the commercially available masks.

"At the laboratory scale, the material cost for the mask was around Rs 25 per piece. However, during the commercial manufacturing stage, its cost will be nearly halved. The mask can be washed and reused up to 30 times," Ray told PTI.

"Nanofibres can do wonders for masks. Air-borne particulate and pollutant removal efficiency and breathability are the two main criteria for efficient masks. Commercially available melt blown fabric-based masks can be efficient at a cost of high breathing resistance, whereas generic three-ply surgical masks are breathable but have meagre efficiency. Nanofibres based masks can filter out small particles effectively despite being comfortably breathable," he explained.

The team claimed that the masks will not require any separate protocol to be followed for their disposal than the standard hygiene measures.

Ashish Kakoria, a research scholar at the institute and one of the team members, said, "These ultrafine fibres allow less resistance in airflow due to a unique phenomenon called 'slip flow' which improves breathability. Moreover, the thrown away PET bottles can be put to good use using this technique."

The coronavirus pandemic has mandated the use of masks by people to avoid contracting the infection.

India registered its highest single-day spike of COVID-19 cases for the fifth consecutive day on Sunday, with 9,971 new infections taking the country's tally to 2,46,628, while the death toll rose to 6,929, according to the Union Health Ministry.

The country registered 287 deaths in the last 24 hours since Saturday morning.

India had raced past Spain on Saturday to become the fifth worst-hit nation by the COVID-19 pandemic. Now, only the US, Brazil, Russia and the UK are ahead of it.

While observing Garib Adhikaar Diwas in protest against Union Home Minister Amit Shah's virtual rally, Rashtriya Janata Dal (RJD) leader Tejashwi Yadav on Sunday said that the double engine government has tortured poor people and the state government is only focused towards satisfying its hunger for power.

Earlier today, RJD leaders Rabri Devi, Tejashwi Yadav and Tej Pratap Yadav clanged utensils to protest against Amit Shah's virtual rally to be held today and over the situation of migrant workers.

"Not only RJD but Bihar's labourers, farmers, unemployed people and others are clanging utensils in protest. The double engine government has tortured them mentally, physically and financially. We believe that poor people are an empty stomach, people are dying of hunger because of the governments," said Yadav.

He further asserted that the current government is only focused on satisfying their hunger for power. "Around 12 crore people across the country are unemployed. This government wants to satisfy their hunger for power rather than helping the poor.

RJD believes that BJP is the country's first such party who will celebrate the death of the poor. Seven crore youth in Bihar are unemployed," said Yadav.

"I want to ask Amit Shah and Nitish Kumar, are Bihar's migrants and poor being treated as thieves if they want to return to their homes. They are facing physical torture and financial constrain. Who is responsible for this situation? Nitish Kumar should at least apologise to Bihar's labourers and poor people. If he can't respect poor people, he should not disrespect them either," he added.

Nepal has reportedly sought foreign secretary-level talks with India via video conferencing. However, it seems unlikely that India will agree at this stage when the Himalayan nation is all set to pass the Second Constitution Amendment Bill next week, which will give it a legal backing to the updated map that claims parts of the Indian territory.

Nepal watchers here in New Delhi believe India has always offered talks but this depends on reasonableness- if Nepal unilaterally prejudges the situation then it is willfully complicating the prospects of any settlements through talks.

Nepal has fast-tracked the process of bringing the constitution amendment. It is learned that KP Sharma Oli's government has secured the support of opposition Nepali Congress and is likely to pass the amendment with the desired two-third majority on June 9. Even if Madhesi parties oppose the move, numbers are stacked in favour of the amendment.

Tension has been mounting between India and Nepal after New Delhi inaugurated a road linking Kailash Mansarovar via Lipulekh on May 8 after which Nepal handed over a diplomatic note to India objecting to the move.

Diplomatic ties between the two nations frayed further after the issuance of a new updated map by Nepal on May 20.

New Delhi urged Kathmandu to refrain from such an "unjustified cartographic assertion" and respect India's sovereignty and territorial integrity.

India had earlier said it attaches great importance to deep-rooted historical, cultural and friendly relations with Nepal.

New Delhi also said that it is open to engaging with all its neighbours on the basis of mutual sensitivity and mutual respect in an environment of trust and confidence. This is a continuous process and it requires constructive and positive efforts. Ministry of External Affairs (MEA) also expressed hope that Nepali leadership creates a positive environment for talks on a matter related to the border.

Five Enforcement Directorate (ED) employees, including a special director rank officer, have tested positive for COVID-19, following which the headquarters of the central probe agency have been sealed for 48 hours till Monday, officials said.

Out of the five, two are contract employees. The employees were found infected after the agency carried out section-wise testing at its headquarters in the wake of some COVID-19 cases being reported from other floors of the Lok Nayak Bhawan in Khan Market, where the ED office is located, the officials said on Saturday.

All the ED employees who were found infected with COVID-19 after "proactive testing" are asymptomatic, they said.

According to the officials, the employees who have tested positive include a special director rank officer and an investigating officer. All of them have been admitted to isolation facilities for treatment.

People who came in contact with them have been quarantined, they added.

As per procedure, the headquarters of the agency have been sealed for 48 hours and are expected to resume operations on Monday, the officials said.

The affected employees have not been coming to office since they tested positive, they said.

In order to check the spread of COVID-19, a protocol has been put in place for sanitising the ED headquarters twice a week and all documents. 'Daak' (post) is sanitised before it is handed over to officers and other staff of the agency, they added.

Last month, too, an ED employee had tested positive for COVID-19.

"I have written to Chief Secretaries of the States on June 3, asking them to tell us their requirements. The requirement we got was for 171 trains. In the past two days, we have run 76 trains out of the 171 trains," Yadav said.

"Maximum requirement is from Kerala 66 trains, then Tamil Nadu, 26 trains. The other States require either two or five trains. The Indian Railways can run 100 trains in one day which is the requirement of the States. The States have some demand and they have given us some schedule," he said.

A five-member panel constituted by the Delhi government has suggested that the health infrastructure of the city should be used only for treating residents of the national capital, in view of the raging COVID-19 crisis, sources said on Saturday.

The suggestion comes in the backdrop of Delhi recording over 1,000 coronavirus cases daily for the past few days and the AAP government fending itself against allegations of lack of hospital beds and other facilities.

The panel, headed by Indraprastha University vice-chancellor Dr Mahesh Verma, has submitted its report to the government in which it has said that if Delhi health infrastructure is open for non-residents, all beds will be occupied within just three days, according to sources.

An official said that the government will soon take a decision on the report of the panel, constituted earlier this week.

The other members of panel are: Dr Sunil Kumar, the medical director of GTB Hospital; Dr Arun Gupta, president of Delhi Medical Council; Dr R K Gupta, former president of Delhi Medical Association; and Dr Sandeep Budhiraja, the group medical director of Max Hospital.
The Delhi government had asked the panel to guide it on healthcare infrastructure augmentation and overall preparedness of hospitals to battle COVID-19 in the national capital.

The panel was also asked to guide the government on any other area where strengthening of infrastructure is required to better manage the pandemic in Delhi.

On Friday, Delhi recorded 1,330 fresh coronavirus cases taking the COVID-19 tally in the city beyond the 26,000-mark, as the death toll due to the disease jumped to 708.

The highest spike in fresh cases -- 1513 -- was recorded on June 3.

The Tamil Nadu government has capped the daily rate for treatment of COVID-19 patients in private hospitals across the state. This comes after complaints, demands from the public due to overcharging private hospitals and the mounting pressure on government hospitals. Earlier this week, the state had permitted those covered under the CM’s health insurance scheme (economically weaker sections) to avail free treatment in private hospitals.

As per the latest statement from the Tamil Nadu government, for asymptomatic and mild symptomatic patients, private hospitals under A1 and A2 category can charge no more than Rs.7500 per day, whereas the day rate has been capped at Rs.5000 for Grade A3 and A4 hospitals.

In the case of treatment in Intensive Care Units (ICUs) hospitals across grades A1-A4 cannot charge more than Rs.15,000 per day. The government has issued strict guidelines that the hospitals must not charge above the stipulated amount.

The state government has been emphasizing that government and private hospitals must come and fight together in this battle against Corona virus to ensure that the health infrastructure can deal with the pandemic in a better manner.

As on Friday, Tamil Nadu has seen a total of 28,694 cases, of which 12,697 are active. The state has been witnessing over 1,000 new cases for the last six days. It needs to be noted that despite the high number of cases (second highest in the country) Tamil Nadu has seen a relatively low number of deaths- 232 as on Friday. The recovery rate in the Southern Indian state has also been quite high, with more than half - 15,762 having recovered.

So far, the state government has been providing free-of-cost treatment to COVID-19 patients in Government hospitals across then state and other specially setup COVID-19 care facilities.

Today’s announcement also means that COVID-19 treatment in private hospitals is made more affordable than earlier. There were several reports in recent weeks about private hospitals fleecing COVID-19 patients(charging over Rs.20,000 per day), and the State Health Minister had assured that the government would step in and cap the treatment cost.

Fixing the rates for treatment is also said to be a little impetus too private hospitals. Earlier, the scenario was such that private hospitals did not encourage many insured patients and were overcharging those who were admitted. But now that costs are capped, the patients also can breathe a sigh of relief, while the hospitals also can earn a little revenue, rather than having a good number of their beds empty.

India and China military top brass are slated to begin talks to resolve the stand-off situation in eastern Ladakh region -- particularly at north bank of Pangong Tso where the Chinese People's Liberation Army has attempted to change status quo.

The other motive is de-escalation of forces across the Line of Actual Control. The talks were held at the Border Personnel Meeting Point in Maldo on the Chinese side of the Line of Actual Control (LAC) in Eastern Ladakh.

The India-China border dispute covers the 3,488-km-long LAC. China claims Arunachal Pradesh as part of southern Tibet while India contests it. Both sides have been asserting that pending the final resolution of the boundary issue, it is necessary to maintain peace and tranquillity in the border areas.

Indian military delegation is headed by the commander of Leh-based 14 Corp Lieutenant General Harinder Singh and the Chinese are led by Major General Liu Lin, Commander of South Xinjiang Military Region.

Without specifically mentioning the talks, an Indian Army spokesperson said: "Indian and Chinese officials continue to remain engaged through the established military and diplomatic channels to address the current situation in the India-China border areas."

The incident in Pangong Tso was followed by a similar incident in north Sikkim on May 9.

It is learnt that two sides are also engaged in diplomatic talks to find a solution to the face-off which is turning out to be the most serious military standoff between the two armies after the Doklam episode of 2017.

In 2017, there was a 73-day stand-off between India and China. The standoff was at the India-China-Bhutan tri-junction Doklam. China's road construction in Bhutanese territory was seen as an attempt to change the status quo by India and finally the road work had to be stopped.

After the standoff began early last month, the Indian military leadership decided that Indian troops would adopt a firm approach dealing with the aggressive posturing by the Chinese troops in all disputed areas of Pangong Tso, Galwan Valley, Demchok and Daulat Beg Oldie.

Sources further pointed out that the standoff was not a spontaneous reaction to India's road construction in Ladakh. Unusual activities were first noticed in few weeks before that clash.

China on Friday said that it is committed to properly resolve the relevant issue with India.

The Chinese army is learnt to have deployed around 2,500 troops in Pangong Tso and Galwan Valley besides gradually enhancing temporary infrastructure and weaponry.

The sources said satellite images have captured significant ramping up of defence infrastructure by China on its side of the LAC, the de-facto border, including upgrading a military airbase around 180 km from the Pangong Tso area.

Both the sides are expected to deliberate on specific proposals to end the month-long bitter standoff in eastern Ladakh during the first extensive talks between the Indian and Chinese military.

Without specifically mentioning the talks, an Indian Army spokesperson said: "Indian and Chinese officials continue to remain engaged through the established military and diplomatic channels to address the current situation in the India-China border areas." Saturday's meeting took place after 12 rounds of talks between local commanders of the two armies and three rounds of discussions at the level of major general-rank officials could not produce any tangible outcome, the sources said. The high-level military dialogue took place a day after the two countries held diplomatic talks during which both sides agreed to handle their "differences" through peaceful discussions while respecting each other's sensitivities and concerns.
