India is one of the top importer of Chinese products. Due to the current stand-off situation between India and China, a gesture to boycott Chinese product emerges amongst natives. But India is heavily dependent on Chinese imports to regulate the supply over demand at cheap price.

Nations demands to boycott Chinese products; but is it really practically possible?

The Supreme Court on Tuesday directed the Centre and state governments to send all the migrant workers to their native places within 15 days and formulate employment schemes after conducting their skill mapping to rehabilitate them.

A bench of Justices Ashok Bhushan, Sanjay Kishan Kaul and M R Shah also directed the Centre to provide additional trains within 24 hours of states making the demand for sending the migrant workers back to their native places.

The top court also directed authorities to consider withdrawing all cases against migrant workers for alleged violation of lockdown norms under the Disaster Management Act.

The bench also directed the authorities to identify and register migrant workers who want to go back to their native places and conclude the exercise, including their transportation, within 15 days from Tuesday.

The bench, which posted the matter for further hearing in July, said the schemes for welfare and employment of migrant workers should be publicised adequately.

The top court, which pronounced its order through video conferencing, asked the state governments to consider granting counselling to migrant workers, who have returned to their homes and provide them employment opportunities as per their skill sets.

The top court had on June 5 reserved its order on the suo motu case registered on the plights of migrant workers during the coronavirus-triggered lockdown period.

It had said that it intended to give 15 days to the Centre and the state governments for sending to native places all the migrant workers wanting to return home and they should be registered by the authorities for extending benefits of welfare measures, including employment opportunities.

The top court, which after taking suo motu note of the plight of such workers, had directed on May 28 that they should not be charged train or bus fare and should be provided food free of cost.

It had taken note of the submissions of the Centre and the state governments on steps taken so far to mitigate the miseries of the migrant workers stranded across the country during the nationwide lockdown.

The Centre has said it has done its "best" and that till June 3, over 4,200 'Shramik Special' trains have been deployed to transport migrant workers to their native places.

It had said till now, over one crore stranded migrant workers across the country have been sent to their destinations and most of the trains have ended up in Uttar Pradesh and Bihar.

The Centre had said that the state governments can inform as to how many more migrant workers need to be shifted and how many trains are required for that purpose.

Solicitor General Tushar Mehta, appearing for the Centre, had assured the court that trains required are being made available to the concerned states and they would be provided in the future as well when demands are raised.

The law officer had said the Indian Railways has run 802 trains for transportation of workers from Maharashtra to various places in the country and if a state puts in a request for trains, then they are being provided within a day.

The counsel for states, including Gujarat, Delhi, Uttar Pradesh, Bihar, Karnataka, West Bengal and Kerala, had given data about migrant workers.

"Out of 22 lakhs, 2.5 lakhs migrant workers are remaining," counsel for Gujarat had said.

The counsel for Delhi had said that now, less than 10,000 such people wanted to go back.

Counsel for the Uttar Pradesh government had said that over 100 special trains were used for transporting people back to the state from various parts of the country.

The Bihar government had said that 28 lakh migrant workers have returned to the state and the government has been taking steps for providing them employment.

The Kerala government had said that out of 4.34 lakh migrant workers, over 1 lakh have been transported so far. And 1.61 lakh wanted to remain in the state leaving 1.2 lakh such people who are yet to be sent back.

On May 28, the top court had directed that the migrant workers wanting to return to their home states will not be charged train or bus fares and those stranded across the country will be provided food free of cost by the authorities concerned.

Centre's Locust Warning Organization will press into service 25 drones and buy 60 more vehicle-mounted insecticide spraying machines to counter the attack of locust swarms in the near future, an official said on Tuesday.

Authorities are worried that millions of locusts may enter India along with monsoon winds from the Arabian Sea to destroy Kharif crops.

"The locust swarms may attack in late June and early July. There is every possibility that locust swarms will come towards India from African countries along with monsoon winds rising from the Arabian Sea," K L Gurjar, Deputy Director of the Faridabad-based Locust Warning Organisation (LWO), told PTI.

He said the summer and rainy weather is favourable for locusts and they move from one place to another during this time, travelling 150 km in a day.

India faced a locust attack last month and the swarms reached Jaipur for the first time.

Swarms of locusts travelled through several areas of Rajasthan, Madhya Pradesh, Maharashtra and Uttar Pradesh amid their worst invasion in years.

The swarms entered Rajasthan in April from Pakistan and then spread to areas across the western states, helped by strong winds.

Gurjar said the LWO is making full preparations at its level.

For the first time, a team of 25 drones is being prepared to fight the locust swarm, which will be ready in a day or two.

It will be used for spraying insecticides.

Apart from this, the organization will get 60 more vehicle-mounted sprayers by the end of this month.

State Agriculture Commissioner Dr Omprakash told PTI that the Food and Agriculture Organization of the United Nations is predicting that grasshoppers will come so "we have made full preparations".

Around 800 tractor-mounted sprayers were already being used, and now the district collectors have been authorized to take into service more such vehicles as per the requirement.

He said there is no dearth of resources to counter-attack locust swarms.

The state government has already given about Rs 6.5 crore to the districts.

The department has asked for around Rs 4 crore additionally.

The government has decided to purchase 100 fire fighting vehicles from the Disaster Relief Fund (SDRF), which can also be used for locust control.

In a meeting with Chief Minister Ashok Gehlot recently, State Agriculture Minister Lalchand Kataria said a large number of locust swarms could come to Rajasthan in the coming days.

He said swarms are breeding in African countries.

A large number of these swarms are expected to reach Rajasthan.

In such a situation, a district-wise strategy will have to be made to deal with them, Kataria said.

The Confederation of Indian Alcoholic Beverage Companies (CIABC), an apex body of the alcoholic beverage industry, has urged Bihar Chief Minister Nitish Kumar to allow liquor trade in the state in a "controlled and responsible manner".

The Bihar government had on April 5, 2016, banned the manufacture, trade, storage, transportation, sale, consumption of liquor, including Indian Made Foreign Liquor (IMFL), and made it a punishable offence for those violating the Bihar Prohibition and Excise Act 2016 which was amended in 2018.

The confederation- whose members include most major Indian companies which manufacture and market their product range in India and abroad- has written a letter to the CM urging him to permit liquor trade in the state.

The letter was written by Confederations Director-General Vinod Giri also urged the CM to allow the opening of liquor shops in urban areas (municipal bodies) besides permitting on-line sales/ home deliveries like many other states are doing.

It was also requested the state government to allow the sale of liquor products only above a price point to ensure only those who have means can buy it, Giri said while stating that the government should allow state-based alcohol producers to freely produce and export from the state.

"As a responsible Industry Association, we understand and concur with your objective of saving the poor from unwarranted social and economic effects of alcoholism.

"Taking note of Bihar governments stated goals of saving states poor from ill-effects of alcoholism, and at the same time getting necessary tax revenues so vitally needed to fight coronavirus spread," Giri said in a release on Tuesday.

He came out with a set of recommendations mentioned above for the state government that mainly incorporated the demand to open liquor trade "in a controlled and responsible manner".

Over the past couple of months, CIABC has led various discourses involving state governments facilitating measures needed in the light of pandemic such as on-line sales, home deliveries etc, the Director-General said.

"If given an opportunity, we would like to work with Bihar government also to work out a model that earns Bihar vital revenues, and at the same time help achieve the social goals that the state government had set for itself while implementing prohibition," he added.

As it stands now and is expected to remain in near future, GST collections are weak and the central government's ability to provide additional funds to states is much diminished due to its own requirements.

In that case taxes from alcohol will be one significant revenue in state governments control and something that state vitally needs to run itself and fight the pandemic, said Giri, who hails from Bihar.

Stating that excise revenues are vital part of governments own tax generation accounting for 10-30 per cent of revenues for most states, he said that I am pained to point out that Bihar is missing out on this easily accessible source of funds on account of prohibition".

GST devolutions are expected to be less and delayed.

Hence it makes sense for the government to take recourse to the tax revenues on alcohol by permitting liquor trade.

"We estimate taxes on alcohol in Bihar to be in the range of Rs 7000-8000 crores annually.

That could make all the difference in the fight against Corona, the Confederation's Director-General said.

It, however, noted that prohibition had resulted in creating awareness about abuse of alcohol, significantly reduced alcohol dependence amongst poor, and drastically brought down drunken behaviour in public places.

"CIABC would help the state earn vital revenue without compromising on the noble social goals you (state govt) had set out while implementing prohibition", Giri said.

The Meghalaya government on Tuesday withdrew its earlier order that allowed religious places to reopen doors to devotees from June 14, and said congregations of any kind would have to be avoided for the time being, given the unrelenting rise in COVID-19 cases.

The state government had earlier drafted safety protocols and said churches and other places of worship in the Christian-dominated state would be given permission to resume normal services from June 14, provided they abide by the guidelines.

"We have withdrawn our previous order allowing places of worships to open, in view of the spike in COVID-19 cases in the state," Deputy Chief Minister Prestone Tynsong told PTI.

Earlier in the day, Chief Minister Conrad K Sangma met the top religious leaders in the state to discuss the matter.

"Based on consultations with different religious organisations this afternoon, the Govt has decided to put on hold the reopening of religious institutions in #Meghalaya that was previously decided for the 14th of June," he tweeted.

Four new coronavirus cases have been detected in the state since Monday, increasing the tally to 40 -- three times of what it was during the second week of May.

Many churches have issued statements, contending that they were not keen on opening the doors anytime soon, as it could expose people to the risk of virus transmission.

"We will continue with online services until people feel safe to come to church," Unitarian Union of North East India president D P Pariat said.

NEW DELHI:

The Supreme Court Tuesday directed the Uttar Pradesh government not to fill up all the 69,000 posts of assistant basic teachers and instead keep 37,339 posts vacant, which are currently held by Shiksha Mitras.

The top court said it had directed the state government on May 21 that the services of all the Siksha Mitras, presently working on the post of assistant teachers, shall not be disturbed.

A bench of Justices M M Shantangoudar and Vineet Saran said that despite the order “it is, prima facie, borne out from the records now produced that the State Government is proceeding with the selection to fill up all the posts.

Such process to be adopted by the State Government shall not be permitted in view of the interim order passed by this Court on May 21, 2020”.

The top court was hearing a batch of petitions challenging various orders of the high court and the government on the issue of appointment of assistant basic teachers.

Counsel for petitioners pointed out that it was not disputed by any party that 37,339 persons, who are currently working as Shiksha Mitras, have appeared for the examination of assistant basic teachers.

“In view of the same, it is open for the State Government to fill up the remaining posts of assistant teachers other than 37,339. In other words, 37,339 posts of assistant teachers shall be kept vacant. Other posts can be filled up,” the bench said and posted the matter for further hearing on July 14.

Appointment of assistant basic teachers in Uttar Pradesh has seen several rounds of litigations from High Court to Supreme Court.

It is second round of litigation in the top court.

On June 3, the Allahabad High Court, while hearing pleas of several unsuccessful candidates, had stayed the appointment of 69,000 assistant basic teachers in the state, holding that there has been an 'error' in the evaluation of question paper.

The top court on May 21, had issued notice and sought state government's reply on a batch of pleas challenging the May 6 verdict of the Allahabad High Court which upheld the state's decision to keep higher cut-off marks for the appointment of 69,000 assistant basic teachers.

It had said that pending notice, the services of all Shiksha Mitras who are presently holding their posts as assistant teachers shall not be disturbed.

The top court had, however, allowed the state government to fill up the remaining posts of assistant teachers by taking resort to the present selection process.

It had asked the state government to explain through a chart detailing the vacancies and the chronology of events in the process which was undertaken for the appointments.

The bench had asked the UP government to submit the details as how many Shiksha Mitras are presently working in the State and how many Shiksha Mitras appeared in the instant selection process.

It had sought to know how many Shiksha Mitras secured more than 45 per cent marks in General Category or more than 40 per cent marks in reserved category; and the roll numbers of Shiksha Mitras who have secured more than 45 per cent or 40 per cent marks.

The top court had asked the Uttar Pradesh government to explain as to why it changed the earlier criteria of 45 per cent cut-off marks for the general category and 40 per cent for the reserved category.

Several petitions, including those by individuals and Uttar Pradesh Prathmik Shiksha Mitra Association, have been filed challenging the May 6 decision of the Lucknow bench of Allahabad High Court.

The high court's final verdict of May 6 this year had paved the way for completing the process for appointment of 69,000 assistant basic teachers in Uttar Pradesh.

It had directed the state government to complete the process of appointment within the next three months.

The process is almost already complete on the strength of the interim directions of the division bench issued on May 29, last year and only result is to be declared finally.

The division bench has set aside the single bench order that had quashed the government order by which it had fixed the criteria of 65 per cent qualifying marks for general category candidates and 60 percent for reserved category candidates for appointment as a basic teacher.

The single bench had said that the minimum cut-off marks would be 45 per cent for general and 40 per cent for reserved candidates.

On July 25, 2017, the top court had asked the state government to cancel the recruitment of 1,37, 517 teachers on the post of TET Assistant Teacher but gave them the benefit of experience in two recruitment process.

Six months later, on January 17, 2018, the government had issued the order for the written examination for the assistant teachers' posts for the first time to hire 69,000 teachers.

The Wuhan virus has brought the world down to its knees while China wants to use this pandemic to rule the world. From the South China Sea to Himalayas in Ladakh, China is trying to grab territory in the middle of a pandemic.

While insisting that it does not want a war but shows open disregard for international rules. China repeatedly expresses faith in dialogue but its army does not walk the talk but instead keep building up military presence at the border. The India-China border face-off is one such example of China's two-facedness.

The PLA's intrusion in Ladakh is the not work of fiction and the border tussle is no ordinary standoff. China's troops have not moved back despite their ambassador's talk of dance and dialogue..

These are promises which the Chinese especially their state media are definitely not keeping. The Global Times says that Indian nationalists are desperately trying to smear and defame China. It says India's strategic and policy-making circles are in the hands of a small group who 'Hold negative views towards china' and that the ongoing standoff could continue before concrete resolutions are made.

This rhetoric has been on despite high-level military talks between the two sides. A meeting between the representatives of the Indian Army and the PLA was held in the Chushul-Moldo region on June 6. According to MEA, it took place ''cordial and positive atmosphere''. Both sides agreed to peacefully resolve the situation as per bilateral agreements.

They agreed that 'peace' and 'tranquillity' was essential for the overall development of bilateral relations. They promised to continue military and diplomatic engagements to resolve the situation.

This is largely a message of intent to diffuse tensions through diplomacy and dialogue but there are no specifics about what was really discussed. This meeting came on the back of at least 10 rounds of negotiations at the local level.

Negotiations with no concrete outcome. This one was supposed to be different. It was meant to settle the issue, at least temporarily, if not fully resolved.

To that extent, it seems to have fallen short as there is no sign of de-escalation from China's side. In fact, PLA's show of strength has only grown. The Chinese Army carried out massive manoeuvers featuring thousands of paratroopers in the north-west region. The Chinese state media has been trying to intimidate India with videos and editorials.

The aim should be to ease out tensions through diplomacy but given the threats and bluster, India's approach in dealing with the dragon needs to be firm.

Catapulted to the national spotlight for his work in helping migrants reach their homes, actor Sonu Sood brushes off allegations that he is interested in politics and says he is doing what he is purely out of love.

The actor, viewed as a messiah of sorts for migrants and also the unlikely centre of debates over his motivations and possible political leanings, has been arranging for transport for thousands of migrants desperate to return to their home states.

"I have nothing to do with politics. I am doing this purely out of my love for migrants. I want to help reunite them with their families," Sood told PTI.

He estimates that he has helped 18,000-20,000 workers to go back to their homes in states such as Odisha, Bihar, Uttar Pradesh and Jharkhand.

"I intend to work till the last migrant reaches his home. The journey has to continue in full force. No one should be rendered homeless. We want them to reach home safely," Sood said.

On Monday night, he was stopped outside the Bandra Terminus by police from meeting labourers.

The last days have been a ceaseless whirl for the 46-year-old, who came to Mumbai from Moga in Punjab and has made his mark in films such as Dabangg and Jodha Akbar.

Sood has met Maharashtra Governor Bhagat Singh Koshyari who praised him for helping the workers as well as Chief Minister Uddhav Thackeray.

He also came under attack from Maharashtra's ruling Shiv Sena MP Sanjay Raut, who asked whether the BJP had propped him to offer help to workers from north India, stranded in Maharashtra amid the lockdown, to show the Thackeray government in poor light.

Defence Minister Rajnath Singh backed Sood for his work for migrant labourers, stranded in the state with no work and no money in the extended lockdown to stave off COVID-19.

"I feel strongly about them because I came to Mumbai as a migrant. I boarded a train one day and landed up here. Everyone comes to a city with a dream of a better life," Sood said.

He said he can empathise with their plight.

It was heartbreaking to see migrants travelling on foot for their homes, Sood said.

The lockdown led to a massive exodus with tens of thousands of people leaving the cities to return to their villages – walking, cycling or hitching their way home, hundreds, maybe thousands, of kilometres away.

Some died of hunger or collapsed in sheer exhaustion.

"Seeing their struggle reminds me of my own here as an actor. It was difficult initially for me. When I see them I can recollect my journey," Sood said.

He said he first came to know about migrants leaving Mumbai while distributing food to workers on May 9 with his childhood friend Niti Goel.

The workers told him that they were going back to their homes in Karnataka.

"It is because of them that we have houses and offices, roads, etc. How can we leave them like this? The images that I saw gave me sleepless nights.

And when I saw migrants walking on the highway, risking their lives, I realised it is important to come forward and do something.

"I spoke to them and was able to convince them to stop so that I can get permission from the authorities to help them go back home safely," Sood said.

Within two days, the first batch of buses was arranged for about 300 people after acquiring permissions from various state authorities and getting their medical tests done.

He was there to see the workers off and has continued the practice since.

The actor has been inundated with requests from every corner of India.

He said his friends and family are helping him connect with every request that comes to him personally, through social media or through the helpline number he has launched.

"The whole wave started when people from different states started approaching me and they would cry. They were in bad shape. I have kept all my focus on that.

"I spoke to a lot of people from ground to top-level, got all the permissions, be it from the police or medical department. We do all the required paperwork."

The actor said he is happy that people have faith in him and send him messages for help.

"They feel they will be able to reach their destination. That's why I have to be active and convey to them that I will make this journey possible."

Sometimes, the actor said, there are challenges in implementing the requests that come to him.

"The biggest difficulty has been getting permissions. It is not an easy job to convince everyone. I want to help people in Tamil Nadu, Andhra Pradesh, Telangana.

"But Telangana is not accepting people from Maharashtra. Some people respond fast and some take time."

The philanthropic work has led to memes and cartoons on social media and even some quirky requests, one asking him for help to meet his girlfriend, and another if he can help procure alcohol.

Sood accepts it all with a smile.

"This kind of banter on Twitter will keep people entertained," he said.

He credits his parents Shakti and Saroj Sood for inspiring him in his humanitarian efforts said celebrity status can be put to use in speeding up the process.

"Everyone should come forward to do their bit. Every kitchen should make an extra meal for someone, be it a vegetable vendor or a watchman or anyone else. No one in the country should sleep hungry or stay homeless," he concluded.

Filmmaker Anurag Kashyap is among those who have spoken out in his support.

"You are doing a great job @SonuSood. Ignore the naysayers and haters. You are doing more than the respective governments even when it's not supposed to be your responsibility. More power to you. Just be at it brother," he tweeted.

"The whole wave started when people from different states started approaching me and they would cry. They were in bad shape. I have kept all my focus on that. "I spoke to a lot of people from ground to top-level, got all the permissions, be it from the police or medical department. We do all the required paperwork." The actor said he is happy that people have faith in him and send him messages for help. "They feel they will be able to reach their destination. That's why I have to be active and convey to them that I will make this journey possible." Sometimes, the actor said, there are challenges in implementing the requests that come to him. "The biggest difficulty has been getting permissions. It is not an easy job to convince everyone. I want to help people in Tamil Nadu, Andhra Pradesh, Telangana. "But Telangana is not accepting people from Maharashtra. Some people respond fast and some take time." The philanthropic work has led to memes and cartoons on social media and even some quirky requests, one asking him for help to meet his girlfriend, and another if he can help procure alcohol.

I have nothing to do with politics, working purely out of love for migrants, says Sonu Sood

On Monday, Tamil Nadu yet again witnessed a record number of coronavirus cases, 1,562 to take the overall count to 33,229. For several days, the TN is the worst-hit state in the country after Maharashtra.

However, compared to the number of cases it has reported, the state has seen very few deaths, 286, which means the fatality rate is less than one per cent when nationwide rate stands at about 2.8 per cent.

Dr P. Vasanthamani, Dean of Government Kilpauk Medical College in Chennai, one of the earliest coronavirus facilities in the state, told us that the main reason behind a lot of cases in the state is because it tests more. She also said that Chennai is "thickly populated, crowded" and have slums because of which a majority of cases in the state are from Chennai.

Dr Raju, deputy director of a coronavirus testing lab in Chennai, backs this point and adds: "The reason is...that Tamil Nadu govt is scrupulously following the guidelines issued by the govt of India, ICMR".

Raju also said that they knew very early that there would be a huge demand for testing, so they started making preparations for it and the officials dedicatedly ensured that testing capacity in the state improves.

Recent reports have claimed that because of a high number of cases in the state, hospitals are struggling to admit patients as they are running out of beds, ventilators, and other treatment-related equipment.

Vasanthamani denies these reports and said, "there is no shortage of beds".

She explained that all city medical college hospitals are admitting only severe and very severe cases.

Vasanthamani said that there are four levels for managing coronavirus patients, adding that mild and asymptomatic and mild cases are admitted in COVID Care Centres and mild and symptomatic patients are given treatment in screening centers.

"In Chennai itself, 20,000-30,000 beds are ready for admission," the dean said.

Tamil Nadu has also been praised for controlling the number of fatalities despite being the state having second-most number of cases.

Raju has an answer for this and he explains that their strategy is to focus on high-risk patients, who require hospitalistion.

Vasanthamani said that for the treatment of moderate and severe patients, they recently started an early protocol, called Low-Molecular-Weight Herapin, under which many patients got recovered.

"So if you put 100 patients under this protocol, almost 95 patients recover within a day or five days", adding that this is why the death rate is less.

After bringing back Indians from Sri Lanka and Maldives, Indian Navy ships are all set to bring back Indians from Iran.

In the first phase of operation "Samudra Setu" from Iran, INS Shardul will bring back Indians from Bandar Abbas, Iran to Porbandar, Gujarat. It is part of the third phase of "Vande Bharat" mission announced by EAM Dr Jaishankar last month.

As far as INS Shardul is concerned, most of the over 200 Indians coming back are Gujarat fishermen. There are also some seafarers and workers. A 15-member team from the Indian mission in Tehran and consulates in Bandar Abbas and Zahedan have been present to coordinate the repatriation.

The second phase of Samudra Setu from Iran is expected to facilitate the return of fishermen from Tamil Nadu and Kerala.

There are more than 1,000 Indian fishermen in Iran’s southern provinces of Hormozgan and Bushehr. They are spread over a large geographical area of around 500 kms and live in remote areas such as Asaluyeh, Chiruyeh, Charak, Lavan island, Moqam, Bustaneh and the popular tourist place, Kish island.

They operate from small jetties. These fishermen hail primarily from Tamil Nadu, Gujarat and Kerala. They have been earning their livelihood in Iran over the last 4-5 years.

The Indian mission in Tehran and its Consulate in Bandar Abbas have been in constant touch with these fishermen during the COVID-19 pandemic and had provided essential supplies to them in March despite inter-province lockdown and other restrictions.

Last month saw India beginning repatriation from the Maldives via INS Jalashwa and INS Magar. It was expanded to Sri Lanka earlier this month. More than 2,500 people in the two countries have been brought back via two Navy ships.

Iran was among the earliest countries to be significantly impacted by the coronavirus. The first case in Iran was reported on February.

Special flights to repatriate Indian nationals from Iran started in early March. There were as many as seven flights in March and two in May.

More than 1,500 Indians have been brought back home via these flights, including more than 1100 pilgrims (around 900 from Ladakh, more than 100 from J&K and around 50 from Maharashtra), around 200 students, mostly from J&K, and more than 50 seafarers from all over India.
