Indian and Chinese armies on Wednesday held Major General-level talks with an aim to end the military standoff in Pangong Tso and a number of other areas in eastern Ladakh, people familiar with the development said.

In the over four-and-half-hour meeting, the Indian delegation pressed for restoration of status quo ante and immediate withdrawal of sizeable number of Chinese troops from all the standoff points, they said.

The Major General-level dialogue took place in a "positive atmosphere" with an aim to further ease tension between the two sides, they said.

The talks came a day after the two armies began a limited disengagement in a few areas in Galwan Valley and Hot Spring in a demonstration of their intent to end the row peacefully.

However, both sides remained engaged in aggressive posturing in areas such as Pangong Tso, Daulat Beg Oldie and Demchok.
Military sources on Tuesday said the two armies began "disengagement" around patrolling points 14 and 15 in Galwan Valley and another in the Hot Spring area, adding the Chinese side has even moved back up to 1.5 km in the two areas.

Indian and Chinese troops have been engaged since May 5 following a violent clash in Pangong Tso.

In their first serious efforts to end the row, Lt General Harinder Singh, the general officer commanding of Leh-based 14 Corps, and Commander of the Tibet Military District Maj Gen Liu Lin held an extensive meeting on June 6.

China said on Wednesday that Indian and Chinese troops have started implementing the "positive consensus" reached by the senior military officials of the two countries on June 6 aimed at "easing" the situation along the borders.

Asked about the reports of the troops on both sides disengaging and moving back to their previous positions, Chinese foreign ministry spokesperson Hua Chunying told a media briefing in Beijing that both sides are taking steps to ease the situation along the borders.

"Recently the diplomatic and military channels of China and India held effective communication on the situation along the border and reached positive consensus," she said.

"The two sides are following this consensus to take actions to ease the situation along the borders," the spokesperson said.

Saturday's talks came a day after the two countries held diplomatic parleys during which both sides agreed to handle their "differences" through peaceful discussions while respecting each other's sensitivities and concerns.

In a statement, India's external affairs ministry had on Sunday said that the the meeting took place in a "cordial and positive atmosphere" and that both sides agreed that an "early resolution" of the issue would contribute to the further development of the relationship between the two countries.

After the standoff began in early last month, Indian military leadership decided that Indian troops will adopt a firm approach in dealing with the aggressive posturing by the Chinese troops in all disputed areas of Pangong Tso, Galwan Valley, Demchok and Daulat Beg Oldie.

The Chinese Army has been gradually ramping up its strategic reserves in its rear bases near the the Line of Actual Control (LAC) by rushing in artillery guns, infantry combat vehicles and heavy military equipment, the sources said.

The trigger for the face-off was China's stiff opposition to India laying a key road in the Finger area around the Pangong Tso Lake besides construction of another road connecting the Darbuk-Shayok-Daulat Beg Oldie road in Galwan Valley.

The road in the Finger area in Pangong Tso is considered crucial for India to carry out patrol. India has already decided not to stall any border infrastructure projects in eastern Ladakh in view of Chinese protests.

The situation in the area deteriorated after around 250 Chinese and Indian soldiers were engaged in a violent face-off on May 5 and 6. The incident in Pangong Tso was followed by a similar incident in north Sikkim on May 9.

The India-China border dispute covers the 3,488-km-long LAC. China claims Arunachal Pradesh as part of southern Tibet while India contests it.

Both sides have been asserting that pending the final resolution of the boundary issue, it is necessary to maintain peace and tranquillity in the border areas.

In their historic informal summit in Chinese city of Wuhan in 2018, Prime Minister Narendra Modi and Chinese Presdent Xi Jinping underscored the importance of maintaining peace and tranquillity in all areas of the India-China border region in the interest of the development of bilateral relations.

The summit had taken place months after a 73-day military face-off between the two armies in Doklam that raised fears of a war between the two Asian giants.

In their talks on June 6, both sides agreed to follow the broad decisions taken by Modi and Xi in the Wuhan summit to ensure peace and tranquillity along the LAC.

The BJP government under the leadership of Prime Minister Narendra Modi has achieved in five years what the Congress could not in its 55 years' reign, Union minister Nitin Gadkari said on Wednesday.

He was addressing his party's `Jan Samvadvirtual rally' here from Nagpur.

"What the Congress could not do in 55 years, the BJP government under the leadership of Modi has done in just five years," the senior BJP leader said.

Nationalism was his party's priority and ideology, and the Modi government has manifested it in the way it is dealing with Maoists and terrorists, Gadkari said.

Their "appeasement" has now ended and Maoists and terrorists are being dealt with an iron hand, he added.

Under Modi's leadership, nationalism which puts the country's interest above other things is being pursued and vote bank politics is receding, the BJP leader further said.

By annulling Article 370 which gave a special status to Jammu and Kashmir and clearing the hurdles in the way of the construction of Ram Temple, the BJP has stuck to its ideology, Gadkari said.

12 years ago retired air marshal Pranab Kumar Barbora's actions provided India with a strategic advantage against China. In 2008, he was the commander-in-chief of the western air command. Air marshal Barbora wanted to maximise logistical support for troops stationed in the difficult terrain of Ladakh. He wanted to re-open an airstrip to stonewall any incursion by the Chinese but his proposal was rejected. He sought permission repeatedly and was denied.

The message from the UPA government was a strict no for reasons that are not clear. This was despite the constant threat of a Chinese incursion. The air marshal knew the reality at the line of actual control. So he decided to follow his plan, without the centre's permission.

In May 2008, he reactivated the Daulat Beg Oldi airstrip in Ladakh without informing the government. He himself flew an an-32 aircraft to this strategic airstrip. There was no written order by the then defence minister AK Antony regarding this. The entire operation was kept a secret. It has been 12 years. and this airstrip is now playing a critical role in the face-off with China.

The DBO airstrip is said to be one of the world's highest and located at an altitude of nearly 17,000 feet. It was built during the 1962 war with China but there had been no operations here since 1965. For 43 years, there had been no clearance from Delhi to re-operate from this outpost. There was no clearance in 2008 either. But air marshal Barbora kept national interest above politics. His decision was historic. Today DBO is adding weight to India's bargaining power with China.

Highly prized and super-soft cashmere Pashmina wool is one of the world's finest fabrics but the pashmina industry is facing a serious threat due to ongoing border dispute between nuclear neighbours India and China.

The highly coveted wool comes from the fine undercoat of a breed of a Himalayan goat. Pashmina goats are reared in the high-altitude areas of Ladakh.

It is called the 'roof of the world' and has been at the centre of heightened tensions between India and China for weeks.

The goats have been pushed away from the grazing land because of the military tensions and the timing couldn't have been worse.

This happens to be the breeding season for the pashmina goats, around 85 per cent of the newborns died this year.

At an altitude of over 16,400 feet, more than 1,000 families of nomadic herders roam the vast Changthang plateau in Ladakh.

Grazing some 300,000 pashmina goats, these herders have already been struggling due to the impact of climate change. The winters are now harsher and the summers drier.

Some have even migrated to towns in Ladakh to look for other means of livelihood.

Those who stayed back, now find themselves caught in military tensions between India and China.

Beijing on Wednesday said that a "positive consensus" has been reached by the senior military officials of China and India over easing of the situation along the border, news agency ANI reported quoting Chinese state media.

Beijing on Wednesday said that a "positive consensus" has been reached by the senior military officials of China and India over easing of the situation along the border, news agency ANI reported quoting Chinese state media. "China and India have been effectively communicating via diplomatic and military channels over issues concerning the western sector of the China-India border, during which a positive consensus has been reached," Chinese foreign ministry spokesperson Hua Chunying was quoted by Global Times as saying. Ahead of the next round of military talks scheduled to start this week, troops of India and China have disengaged on the ground at multiple locations in eastern Ladakh. The talks between the two armies are going to be held this week at multiple locations including Patroling Point 14 (Galwan area), Patrolling Point 15 and Hot Springs area, top government sources said earlier. India and China recently held the dialogue to resolve the standoff situation in Ladakh region, particularly on the north bank of Pangong Tso lake where the Chinese People's Liberation Army has attempted to change the status quo by putting up shelters and a camp in areas under Indian control so far.

India and China's latest border dispute may have involved scuffles and troop maneuvers on the ground, but, the Indian Army has won a rare public compliment from a Chinese military expert who said India has the world's largest and experienced plateau and mountain troops equipped with some of the best weapons suited for such terrain in the Tibetan border.

His remarks coincided with the current military standoff between India-China troops along the Line of Actual Control (LAC).

Mountain brigades being raised by India are mostly meant for the Chinese border, especially the Tibetan plateau, and it is perhaps the first time a Chinese military expert publicly complimented their strength and strategic importance.

"With more than 200,000 troops in 12 divisions, the Indian mountain force is the largest mountain fighting force in the world,” Huang wrote.

Huang said that since the 1970s, the Indian military has established and expanded the size and personnel of the mountain troops on a large-scale, and also plans to create a mountain strike force of more than 50,000 troops.

China on June 10 refused to give details about the disengagement of border troops of the two countries along the line of actual control (LAC) in Ladakh. The Chinese foreign ministry spokesperson Hua Chunying said that the armies of India and China had undertaken a “limited disengagement” in eastern Ladakh to demonstrate intent to end the month-long border standoff ahead of another round of military talks on Wednesday.

India has dispatched 20,000 litres of pesticide "Malathion 96% ULV” to Iran as part of ongoing cooperation to help Iran deal with the locusts' crisis. A 40 feet container carrying the pesticide consignment is scheduled to arrive next week at Chabahar port.

Sources at the Indian Embassy in Tehran told WION that the "Indian Mission has been in touch with the Plant Protection Organization (PPO) under Iran’s Ministry of Agriculture to discuss cooperative efforts to arrest the spread of desert locusts to Iran and their further movement eastwards to Pakistan and India."

Iran has warmly welcomed this offer of assistance from India.

While Iran faces locust infestation every year, this year, about one million hectares of land is expected to be swarmed by locusts in 10 provinces across Iran.

The South-East province of Sistan & Baluchestan, bordering Pakistan and the southern Hormozgan province is expected to be the worst affected regions of the West Asian country. Malathion 96% ULV does not require much water and is, therefore, appropriate for Sistan-Baluchistan where water is scarce.

Iran does not produce this type of pesticide and is dependent on imports from India and China.

India is among a group of 15 high-risk countries where lifting lockdown and relaxing restrictions can lead to a spike in new infections, according to an analysis by securities research firm Nomura.

The analysis, which covers 45 major economies, takes into account case trajectories and mobility trends to determine the impact movement of people will have on new cases.

It divides the countries into three groups: those 'on track', facing 'warning signs', or are in the 'danger zone'.

''Our visual tool has yielded a mixed bag of results: 17 countries are on track with respect to reopening economies with no sign of second wave; 13 countries showing some tentative warning signs; and 15 countries in danger zone of being most at risk of a second wave,'' the report said.

Lifting lockdown will have two possibilities according to the analysis. ''In the first (good) scenario, a country or US state experiences a quick recovery in people mobility. Lockdown measures become relaxed, and businesses resume operations with minimal increases in the number of new daily cases, resulting in an ease in public fear and further increase in people mobility. As the number of new cases declines, a positive feed-back loops kicks in.''

''On the other hand, the second (bad) scenario is characterised by a much 'flatter' curve. The reopening of the economy is associated with an acceleration in the number of new daily infections, growing public fear and ceasing people mobility; in extreme cases, lockdowns would be reimposed,'' it added.

The projections come at a time when most of these nations are easing restrictions in order to allow people to get back to work following what has been an unprecedented erosion of earnings and employment in many regions.

The World Health Organization urged countries to press on with efforts to contain the virus and that now ''is not the time for any country to take its foot off the pedal.''

In India, malls, restaurants and religious places opened on Monday for the first time since March 25 as most parts of the country rolled out new guidelines that are part of the government’s ''unlocking'' plan.

India had requested regular technical meet to happen earlier given the unprecedented scale of the locust crisis but Pakistan had dragged its feet.

The India-Pak meeting will be part of an existing institutionalized mechanism to deal with the locust crisis.

Under the mechanism, regular border meetings happen between the locusts officers of the two countries.

Six border meetings between the locust officers led by Plant Protection Advisers of India and Pakistan are held every year (June to November) either at Munabao (India side) and or at Khokhropar (Pakistan side) for exchanging information on locust situation of both the countries.

Wireless communication between Jodhpur (India) and Karachi (Pakistan) is also maintained every year during this period (June to Nov) for exchange of locust information between the two countries.

Pakistan is also yet to take Indian offer to facilitate the supply of pesticide Malathion for control operations on their side. This even as New Delhi has already dispatched consignment of 20,000 litres of pesticide to Iran.

India had also offered to supply pesticide to Iran to carry out desert locust control operations in its Sistan-Balochistan and South Khorasan provinces.

All the three countries also work under Food and Agriculture Organization's (FAO) SWAC - Commission for Controlling the Desert Locust in Southwest Asia regional mechanism.

In March 2020, India's minister of state in the ministry of agriculture Kailash Choudhary had participated in a South West Asian Region virtual meeting coordinated by FAO to discuss regional cooperation to combat desert locust problem.

As per the FAO reports, in Iran, hopper bands of the locust which matured along the southwestern coastal plains are migrating to Pakistan and another group of pests are migrating to India from breeding areas in Baluchistan. Reports of locust attacks have surfaced in northwestern India.

The 2019–20 locust infestation has impacted more than 10 countries in Africa and South Asia and Iran, India and Pakistan are currently affected by the crisis.

The Jama Masjid may have to be closed again in view of the "deteriorating" situation in Delhi due to the COVID-19 pandemic, the mosque's Shahi Imam Syed Ahmed Bukhari said on Wednesday.

The development comes after the Shahi Imam's secretary Amanullah died due to the novel coronavirus at the Safdarjung Hospital on Tuesday night.

Delhi recorded 1,366 fresh cases of COVID-19 on Tuesday, taking the tally to 31,309, while the death toll mounted to 905, authorities said on Wednesday.

The Shahi Imam said the opinion of the people has been sought on closing the historic mosque again in view of the surge in the number of novel coronavirus cases in the national capital.

"People are giving their views through social media and other channels on closing the Jama Masjid. We may again shut it down for people and limit 'namaz' for a few people, in a day or two," he said.

The mosque had opened on June 8 after a gap of over two months with the government allowing further relaxations as part of "Unlock-1", the first phase of a calibrated exit from the novel coronavirus-induced nationwide lockdown.

"I have also asked other smaller mosques to appeal to people to stay at home and offer 'namaz' instead of going to mosques for it. What is the point of visiting mosques at such a time when the spread of the coronavirus is peaking in Delhi, when we did not do so even during Ramzan and Eid due to the lockdown," Bukhari said.

As religious places along with several other establishments, like shopping malls and offices, opened across the country on June 8, Bukhari asked governments to reconsider their decision in view of the rapid spread of the coronavirus.

At a time when the opposition in the Indian state Uttar Pradesh has been attacking the Yogi government over its handling of the corona crisis, the state has earned praise for handling of the crisis from a senior journalist from Pakistan.

The Editor of Pakistan's 'Dawn' newspaper Fahd Hussain, tweeted how Uttar Pradesh had strictly enforced the lockdown while Pakistan did not.

"The Indian state of UP has a lower mortality rate than Pakistan, Maharashtra has a higher rate despite the younger population & higher GDP/capita. We must know what UP did right & Maharashtra did wrong to learn the right lessons," he said in the tweet.
