India has slammed Pakistan for not acting on the concrete evidences shared by it on several terrorist attacks, including the 1993 Mumbai serial blasts and the 2008 Mumbai terror attack and pointed out that the perpetrators of these heinous crimes, though proscribed by the UN, continue to enjoy "state hospitality" in the country.

Mahaveer Singhvi, head of the Indian delegation, made the comments at a webinar on Thursday during the ongoing virtual Counter-Terrorism Week.

"This is an occasion for reiterating our collective resolve to protect and uphold human rights. It is unfortunate that Pakistan, a sponsor of cross border terrorism, and the globally acknowledged fountain head and pernicious cradle of terrorism, has once again used this forum for propagating its discredited narrative and making mischievous and scurrilous allegations against India," Singhvi said.

While the whole world, including India, has undertaken proactive steps to promote human rights and build resilience against terrorism, Pakistan has main-streamed terrorism as statecraft, Singhvi added.

"It continues to provide military, financial and logistical support to cross border terrorism but has denied the victims of terrorism their fundamental right to justice by not acting on the concrete evidences shared by India on several terrorist attacks, including 1993 Mumbai Serial Blasts and 2008 Mumbai Terror Attack. The perpetrators of these heinous crimes have been proscribed by the UNSC 1267 committee but continue to enjoy state hospitality in Pakistan," Singhvi, Joint Secretary for Counter-Terrorism in the Ministry of External Affairs, said.

Singhvi also said Pakistan's attempt to "masquerade" as a promoter of human rights and egalitarianism is "farcical" considering its record of systemic persecution of its minorities, including Christians, Ahmadiyyas, Sikhs, Hindus, Shias, Pashtuns, Hazaras, Sindhis, and Balochis. Through draconian blasphemy laws, forced conversions and marriages and extrajudicial killings.

Pakistan consistently rakes up the issue of Jammu and Kashmir and other internal matters of India at various UN fora. Earlier this week also, India had strongly hit out at Pakistan for raising India's domestic policies and internal affairs at the counter-terrorism forum.

During the webinar "Protecting and Promoting Human Rights as a Cornerstone for Building Resilience against Terrorism', Singhvi asserted that Jammu and Kashmir has been, is and will continue to remain an integral part of India and said Pakistan should cease to covet it.
"What is portrayed by Pakistan is actually state sponsored cross border terrorism. India reiterates that despite the continued proxy war and state sponsored cross border terrorism raged by Pakistan against the people of Jammu and Kashmir, the people of Jammu and Kashmir have reposed their faith in the Indian democracy."

Singhvi said that before preaching to others, Pakistan must remember that terrorism is the worst form of human rights abuse.

"The world doesn't need lessons on human rights from a country whose own citizens as well as minorities have never enjoyed true democracy. The least Pakistan could do, therefore, is to look into its own sorry state of affairs and put its house in order before pointing fingers at others and spewing venom against the democratically elected Indian Government and its leaders."

Singhvi told the UN forum that India has a civilisation ethos of inclusiveness, tolerance and acceptance and the philosophy of "Vasudhaiva Kutumbakam', the world is one family, permeates each aspect of Indian life.

"Our cultural, linguistic and religious diversity is our strength and our Constitution guarantees equal rights to all faiths and creeds. Pakistan may repeat its Goebbelsian lies, a thousand times, but it cannot change the fact that Minorities feel secure and empowered in India."

He further said that terrorism is the grossest affront to the enjoyment of the inalienable human right to life and to live in peace and security. It poses a serious threat to economic and social development, undermines democracy and jeopardises the rule of law and is an attack against freedom of thought, expression and association.

"While acts of terrorism violate the rights of individual victims, it also deeply affects the enjoyment of a range of rights by the families of the victims and society as a whole," he said, adding that building resilience of the society against terrorism forms an integral part of any counter terrorism strategy.

"There is a need to foster a society in which individuals and communities are able to counter the spread of terrorist ideologies and challenge those who espouse them. This requires robust partnerships and cooperation with citizens and local communities."

Noting that any terrorist incident disproportionately affects the human rights of women, girls and children, he said gender and age sensitive measures need to be incorporated in addressing the short, medium and long-term needs of the most vulnerable groups of victims of terrorism.

Protection of the rights of children and young persons, especially their right to education is also critical to prevent radicalisation and indoctrination of terrorist ideologies, he said.

After Pakistan claimed that Kulbhushan Jadhav had refused review petition that was offered to him, India's external affair ministry said that "Pakistan is attempting to create a mirage of compliance with the ICJ judgment."

"We have been pursuing through diplomatic channels full and effective implementation of the ICJ judgment in the case of Kulbushan Jadhav. The media statement made by Pakistan today in the case seeks to mask its continuing reticence to implement ICJ judgment in letter and spirit," India's external affairs ministry said.

"He has clearly been coerced to refuse to file a review in his case," the MEA added.

Pakistan's Additional Attorney General Ahmed Irfan had earlier claimed that Kulbhushan Jadhav had refused to file a review petition after being invited by the Pakistan government for reconsideration of his sentence and conviction.

However, India's external affairs ministry said: "Since 2017, when military court carried out a farcical trial, Pakistan has refused to hand over any relevant document, including FIR, evidence, court order, etc in the case to India. Clearly, Pakistan is attempting to create a mirage of compliance with the ICJ judgment."

"ICJ has already held that Pakistan is in egregious violation of international law. The government will do its utmost to protect Jadhav and ensure his safe return to India. To that end, it would consider all appropriate options," the statement added.

Pakistan had earlier enacted an ordinance to implement the ICJ order under which an appeal can be made to the court with Jadhav given a chance to file a review petition.

When 2020 has given the world COVID-19, “turn it into an opportunity and create awareness via food” is the mantra of KL Kumar, a Madurai based Hotelier. His Temple City hotel in has innovated their existing dishes and are presenting them in line with the current trend. Mask Parottas, Corona-shaped Dosas, Bondas and a new herbal concoction are the latest offerings on their menu since Tuesday morning.

Over the last week or so, the Madurai district has been seeing a rapid spike in COVID-19 cases, with over 300 new cases being reported daily. The district has also been under intense lockdown since the last week of June.

Amid these tough times, hotelier Kumar thought of giving their dishes a twist while also creating awareness among the public. And what better dish to start with than the iconic Parotta that Madurai is renowned for.

“From yesterday morning we have started selling these new dishes and they are available for take-away only, because of the current government restrictions. We didn’t expect that they would go viral in a day. We hope to revive the business as the last few months have hit us really hard” KL Kumar who owns the chain of Temple City Hotels told WION.

He adds that innovating with dishes is nothing new for them. Kumar recalls offering a bat-shaped dosa after Sachin Tendulkar scored 100 tons and also a ‘Rasi-dosa’ that was made from ingredients said to be suitable to one’s astrology. “Our idea is to create a small impact and awareness via the food we serve”, he says.

Besides these innovative eatables that are sold for Rs.50(for a set of 2), the hotel also offers a complimentary 'herbal rasam' with some of their dishes. They claim that it helps people build immunity.

“Usually during the lockdown we have a demand for only 50 sets of parottas, but now the demand has shot up nearly ten times. Parottas are generally sought after at night, but now the demand is high even from the morning” Kumar said.

While the quirky cuisine has brought about a big spike in sales at his branch in the Mattuthavani market area, he hopes to offer these dishes across his chain of 12 hotels in Madurai once the lockdown eases.

The new visa regulations requiring international students in the US with an F-1 visa to take at least one in-person course or face the prospect of deportation is likely to "cause uncertainties and difficulties" for some students, the Indian Embassy here has said.

"These new modifications at a time when many of the US universities and colleges are yet to announce their plans for the new academic year are likely to cause uncertainties and difficulties for some Indian students wishing to pursue their studies in the US," said a spokesperson of the Indian Embassy.

The spokesperson said the Indian government has taken up the matter with concerned US officials.

At the India-US Foreign Office Consultations held on July 7, Foreign Secretary Harsh Vardhan Shringla conveyed India's concerns on the matter to Under Secretary of State for Political Affairs David Hale.

According to a recent report of Student and Exchange Visitor Program (SEVP), there were 1,94,556 Indian students enrolled in various academic institutions of the US in January this year. Of these 1,26,132 were males and 68,405 were females.

Noting that partnership in higher education is a key component of the strong people-to-people ties between India and the US, the spokesperson said in the last two decades Indian students in American universities and colleges have been the harbingers of a strong partnership between technology and innovation sectors between the two countries.

The spokesperson hoped that the US authorities would provide adequate flexibility in their visa rule, keeping in mind the extraordinary circumstances created by the COVID-19 pandemic for the Indian students community.

Announced by the SEVP on July 6, the new rules provide temporary exemptions for nonimmigrant students on F-1 and M-1 visas taking online classes due to the COVID-19 pandemic for the fall semester of the 2020 academic year.

"While these modifications do provide some flexibility for US universities and colleges to adopt a hybrid model -- that is a mixture of online and in person classes -- they also restrict international students on F-1 and M-1 visas from taking courses entirely online," the spokesperson said.

As concerns grow over Kuwait expat bill that could force out lakhs of Indian workers from the country, India has discussed the matter with the country highlighting the "well regarded" role of Indians.

MEA spokesperson Anurag Srivastava in his weekly presser said," We are closely following the developments in Kuwait. This matter has been discussed between FMs of India and Kuwait. We share excellent bilateral ties which are deeply rooted in people to people linkages."

"The Indian community in Kuwait is well-regarded in Kuwait and elsewhere in the Gulf region and their contributions are well recognised. We have shared our expectations that Kuwait’s decision will take into account."

The Kuwait expat draft law calls to introduce a quota for expats in the country so as to reduce the percentage of foreigners in the country, now more than locals in the country. The law stood the test of constitutionality a few days ago in the Kuwaiti Parliament.

Indians form the largest expatriate community in Kuwait with over the presence of one million Indian community members. The law aims to put a quota of 15 per cent for Indian expats in the country with respect to the overall population.

The bill, once passed by the Parliament will not only force many Indians out from the west Asian country but will also impact remittances. The worst-impacted will be the southern state of Kerala, from where a lot of people live in Kuwait.

The development comes even as COVID has had a major impact on economies of west Asian countries due to the collapse in crude oil prices. These countries have been trying to reorient the economies.

Recently foreign secretary Harsh V Shringla said Gulf is feeling the impact as cost of energy comes down, as a result, Indians coming back but India sees this "as a temporary phenomenon" as production picks up "they will require the expertise of our expats".

Gulf countries while are not keen on any foreigners coming now amidst COVID-19, are keen to have Indian healthcare workers deal with the ongoing global pandemic.

The National Investigation Agency (NIA) will investigate the Kerala gold smuggling case in which the gold was smuggled into the country in diplomatic baggage in the name UAE's consulate in the southern Indian state of Kerala.

MHA gave the case to the investigative body saying "organised smuggling operation may have serious implications for national security."

Meanwhile, Ministry of external affairs reacting on the matter on Thursday said UAE's mission has been informed on the matter.

MEA spokesperson Anurag Srivastava in his weekly presser said, "Ministry of External Affairs had kept the Embassy of the UAE informed regarding the matter. The United Arab Emirates (UAE) has already launched an investigation into the case to find out who was trying to smuggle gold to India under its consulate's name.

According to local authorities, Sarith Kumar, a former PRO at the consulate and one Swapna Suresh, working with Kerala govt IT Company were involved in the gold smuggling racket.

A statement by the UAE mission in Delhi said, "The authorities have stressed that the culprits who not only committed a major crime but also sought to tarnish the reputation of the UAE mission in India will not be spared. The Ayurvedic practitioners and researchers in India and the US are planning to initiate joint clinical trials for Ayurveda formulations against the novel coronavirus, the Indian envoy here has said.

In a virtual interaction with a group of eminent Indian-American scientists, academicians, and doctors on Wednesday, Indian Ambassador to the US Taranjit Singh Sandhu said the vast network of institutional engagements have brought scientific communities between the two countries together in the fight against COVID-19.

"Our Institutions have also been collaborating to promote Ayurveda through joint research, teaching and training programmes. The Ayurvedic practitioners and researchers in both the countries are planning to initiate joint clinical trials of Ayurvedic formulations against COVID-19," Sandhu said.

"Our scientists have been exchanging knowledge and research resources on this front," he said.

The Indo-US Science Technology Forum (IUSSTF) has always been instrumental in promoting excellence in science, technology, and innovation through collaborative activities.

To address COVID-19-related challenges, the IUSSTF had given a call to support joint research and start-up engagements. Large number of proposals are being reviewed on fast track mode by the experts on both the sides, he said.

"Indian pharmaceutical companies are global leaders in producing affordable low-cost medicines and vaccines and will play an important role in the fight against this pandemic," Sandhu said.

According to the ambassador, there are at least three ongoing collaborations between Indian vaccine companies with the US-based institutions.

These collaborations would be beneficial not just to India and the US, but also for the billions who would need to be vaccinated against COVID-19 across the world, he noted.

Asserting that innovation will be the key driver in pandemic response and recovery, he said tech-companies and start-ups have already begun to take the lead in this direction.

"Telemedicine and telehealth will evolve as will other digital platforms across sectors," he said.
Noting that there has been longstanding collaboration between India and US in health sector, he said scientists have been working together in several programmes to understand important diseases at basic and clinical level.

Many such programmes have been focused on translational research to develop new therapeutics and diagnostics.

There are over 200 ongoing NIH funded projects in India involving 20 institutions from NIH network and several eminent institutions in India engaged in a wide spectrum of research areas to create health care solutions, the senior diplomat said.

The collaboration under Vaccine Action Programme (VAP) resulted in development of ROTAVAC vaccine against rota virus which causes severe diarrhea in children.

The vaccine was developed by an Indian company (Bharat Biotech) at an affordable cost. It has been commercialised and introduced in the Expanded Programme on Immunisation.

Development of many other vaccines such as TB, Influenza, Chikungunya are also in progress under the VAP, he said.

"As I speak, the VAP meeting is in progress where experts from both countries are deeply engaged in technical discussions to expedite development of COVID-19 vaccine," Sandhu said in his remarks.

During the interaction, the eminent experts appreciated India's handling of the COVID-19 pandemic and offered their valuable suggestions and best practices.

They shared their ideas on deepening the knowledge partnership between India and the US.

The experts who took part in interaction, were drawn from a wide-ranging fields including artificial intelligence, quantum information science, biomedical engineering, robotics, mechanical engineering, earth and ocean science, virology, physics, astrophysics, and health sciences.

In the latest incident, new variants of Ecstasy pills commonly known as ‘Frosch’ and ‘Lamborghini’ have been seized by Customs Officials at the Foreign post office in Chennai. There have been multiple thwarted attempts of Ecstasy pills coming into Chennai via Foreign post in the recent weeks.

On suspicion of containing narcotic substances, Chennai Air Customs had detained two postal parcels suspected which arrived from the Netherlands.

On examination, first parcel was found to contain 490 green-colored pills suspected to be MDMA, a narcotics substance. These pills are commonly known as ‘Frosch’ have a smiley on one side and contain around 160 mg of MDMA.

The second parcel was found to contain 50 orange pills embossed with a bull logo, similar to that of the supercar brand. These pills are known as “Lamborghini” and contain around 200 mg of MDMA. The seized pills are extremely potent as they contain a very high dosage of MDMA. Dosage above 120 mg is considered to be high and can be fatal.

Total 540 MDMA pills valued at Rs 16 lakhs were recovered and seized under the NDPS Act, 1985.

MDMA is commonly known as Ecstasy, a party drug that alters mood and perception and is chemically similar to both stimulants and hallucinogens which produce feelings of increased energy and pleasure.

The parcels were addressed to two different persons in the city. As a follow-up action, officials carried out searches at the addresses and detained two persons to ascertain their role in smuggling.

“During the lockdown period, the availability of alcohol and drugs have come down and we have been maintaining a strict vigil. In recent times most of the Ecstasy drug parcels have come from Europe as that is the hub of illegal MDMA pill manufacture. In terms of the pills, Netherlands are said to offer the best quality and these drugs are very common among youth in Europe. These are popular party drugs that are even used by teenagers in certain countries” Customs Commissioner, Rajan Choudhary told WION.

During the recent weeks(Including the 17-day lockdown in Chennai) there has been a spurt in Ecstasy seizures. Four parcels containing highly potent drugs had been seized over the last few weeks. The combined value of these four drug parcels(excluding the latest), all of which contained variants of ecstasy are Rs.26 lakhs.

In March this year, Air Customs had seized ecstasy pills worth Rs. 30 Lakhs at the Foreign Post Office, Chennai and arrested a Mysore based person.

The Indian Navy on Wednesday said it has completed Operation Samudra Setu, which began on May 5, by bringing nearly 4,000 Indians back home from three countries amid the coronavirus pandemic.

"Indian Naval Ships Jalashwa (Landing Platform Dock), and Airavat, Shardul and Magar (Landing Ship Tanks) participated in this operation which lasted over 55 days and involved traversing more than 23,000 kilometres by the sea," the Navy said in a statement.

While five repatriation trips were done by ships to Male in the Maldives, two were done to Bandar Abbas in Iran and one was done to Colombo in Sri Lanka under this operation.

"The COVID-19 pandemic has had a significant impact on ships and seafarers due to the compact environment and forced ventilation systems onboard ships," the statement noted.

The greatest challenge for the Indian Navy was to avoid any incident of the outbreak of the infection on board the ships during the evacuation operation, it noted.

Rigorous measures were planned and medical and safety protocols unique to the operating environment of ships were implemented, it mentioned.

"These were strictly followed on board the ships undertaking Op Samudra Setu resulting in the safe return of 3,992 of our citizens to their homeland," it stated.

Ships used for the operation were especially provisioned and the Sick Bay or the clinic on board was specially equipped with COVID-19 related equipment and facilities, the statement said.

This operation was undertaken by the Indian Navy in close coordination with the Ministry of External Affairs, Home Affairs, Health and various other agencies of the government of India and state governments.
