India is all set to receive its new plane (Air India One) Boeing 777-300ERs which will be used to fly VVIPs including Prime minister, President, and Vice- President of India.

The new plane will be equipped with most sophisticated technology, military defence systems and a reconfigured cabin which includes Large Aircraft Infrared Countermeasures (LAIRCM) and Self-Protection Suites (SPS). The plane will also feature Advanced Electronic Warfare Suites which will not only protect the aircraft from any kind of attack from surface-to-air but also will be able to take countermeasures in case of an attack.

A team of 40 Air India pilots are being trained alongside IAF pilots to fly the state-of-the-art VVIP planes.

Earlier, India's VVIPs use to fly in 747 Boeing jets with some basic modifications which were also used for the general public as well with the plane belonging to the Air India fleet.

The decision to get the new aircraft for the VVIPs movement had a long halt when PM, President, or Vice-President use to travel long hours on 747 Boeing which was not capable of flying more than 10 hours without refuelling, however, now B-777 aircraft can fly over 17 hours continuously without landing in between for refuelling.

Due to the advanced communication system fitted in the aircraft, the prime minister or the president will be able to communicate with the relevant ground staff through video or audio conferencing without a trap.

The new Boeing 777-300ERs will be operated by pilots of the Indian Air Force (IAF) and not of Air India which was the case earlier.

Here is a look at the top three aircraft in the world used by their head of state:

US President:

US president travels anywhere in the world on Air Force One which is Boeing 747-200B series aircraft capable of refuelling midair. Air Force One has unlimited range and can carry the President wherever he needs to travel. Air Force One is equipped with advanced secure communications equipment, allowing the aircraft to function as a mobile command centre in the event of an attack on the United States.

Russian President:

The Russian president's flying palace is IL-96-300PU jet which is equipped with an advanced communication system that allows it to act as a management centre capable of commanding troops in case of an unexpected attack. The plane features a spacious office, a bedroom and a gym that provides all luxuries to the president while he is in mid-air. The Russian president has a total of four similar aircraft which are ready to take the president anywhere in the world but the specific plane to be used by Putin is not known until takeoff.

Chinese President:

President of China flies in massive Boeing 747-400 which are vetted by security and refitted with a living room, bedroom and office when the president needs to fly. It might surprise you to know that President Xi doesn’t own his planes and the planes are reverted to regular passenger flights by Air China for the rest of the time like Indian VVIPs the old Air India One use to do.

PM Modi's plane in new avatar with sophisticated defence systems

The chair of Australian Parliamentary Friendship Group of India, Australian MP Julian Leeser has said that his country shares "highest" relationship with India and the ties are "vital to both countries".

Speaking to WION’s Principal Diplomatic Correspondent, Sidhant Sibal from Australia, MP Lesser said," future of Indo pacific region, the importance of our 2 countries--should not be understated and it’s something that benefits both countries and the whole world". He also called for the similar group on India and Australia in India's lower house--Lok Sabha.

Sidhant Sibal: How do you Characterise the relationship?

Julian Leeser: I think the India Australia relationship is absolutely vital to both countries. Our countries are doing more together and under PM Modi and PM Scott Morrison, given the Geostrategic position that we find ourselves in today, both countries have recognised that this is the moment to consummate the marriage. So the recent virtual summit that occurred, which happened because both PMs were originally supposed to meet in January but because of our bush fires that meeting was delayed, then another meeting was to happen but COVID made it impossible. So we had virtual leaders summit. The relationship is now one of the highest relationships, Australia has--comprehensive strategic partnership and means the relationship has a number of legs to stand on. Its got a diplomatic leg, its got a defence and security leg-- those relationships are particularly important and it has an economic leg which Prime ministers agreed to need much more work. I think the future of Indo pacific region, the importance of our 2 countries--should not be understated and its something that benefits both countries and the whole world.

Sidhant Sibal: How do you see Quad as, India and Australia are both part of it...should leaders of Quad meet?

Julian Leeser:The quad had great potential, both Australia and India have separate relationships with other countries but quad brings all 4 nations together to discuss and to work together on the issue. It is a healthy thing. You have already seen a whole range of things in which relationship is being stepped up. India has sent Gitesh Sarma, a senior diplomat indicates you taking the relationship seriously, although we have good high commissioners from India. Fact that we have sent to India Barry O Farrell, first former Parliamentarian to serve as envoy indicates we are taking the relationship seriously. We don't send former Parliamentarian to places, not of the highest importance. Former Parliamentarian serving in Japan, UK, US. More than just at that symbolic--diplomatic level, it is the defence relationship. The mutual assistance arrangements that have been put in place, Australia and India are close to each other in defence and logistics matters. We are doing exercises with each other. Both PMs Say it’s the economic aspect that things need to look into. India is a technology superpower, Australia is a critical mineral superpower. Given the environment, it requires both of our countries to work much more closely in the development of technology and the use of technology for mutual benefits of both our countries.

Sidhant Sibal: How do you Chinese aggressiveness a work for both the countries?

Julian Leeser: I think Australia and India share a set of value in our region that is welcomed by people of the region. People like the peaceful and prosperous region where development occurs not by trying people under unsustainable debt people can’t repay, development occurs that meets the common good of all. We both believe in the importance of freedom of navigation and India has been a leader in terms of the importance of navigation and maritime policy. China has different geostrategic interest to both India and Australia and I think what we need to do with other like-minded countries to ensure there is a level of strategic competition in our region that is underpinned by values we share and those are the values of democracies and rule of law. India celebrates its independence day, you are the world's largest democracy, Australia is the world' 6th oldest continues democracy. Why is that important, because ultimately the decision made by our leaders are subject to the will of our people. Leaders can’t suddenly make decisions. That limits the range of decisions they can make. Leaders need to operate within the frame of law, courts can strike down decisions, which is a really important feature of democratic decision making.

Sidhant Sibal: How do you see middle powers like India and Australia working together?

Julian Leeser: Middle powers like Australia and India will have to do more of the heavy lifting themselves both in a diplomatic and strategic sense. I think, gone is the times we can have great and powerful friends. History of our strategic relations, that we always had world's geostrategic power--the UK and then the US. India has much more complex relation than Australia and would like to have in future because of the borders and size of India. There are more diplomats in Delhi than any other place in the world, even more than New York. There are more defence attaches in Delhi than anywhere in the world. India and Australia have a great opportunity to work together. We can have leadership in areas of mutual interest and the most important thing is peaceful and prosperous Indo pacific that is governed by rule of law and might is not right and nations which are developing and nations developing in accordance to principles.

Sidhant Sibal: How can Parliamentary Friends of India, Australia. Further the ties?

Julian Leeser: One of the things in the communique, they want to see the greater connection in parliament. When I was in Delhi in the beginning of the year, there is not reciprocal group--parliamentary group in Lok sabha and I want to encourage that. I have mentioned to your high commissioner and when travel permits again, Australian parliaments can come to India, unlikely in medium-term because of COVID, and when international travel this is something we like to do. India is one of the most imp countries for Australia and that is reflected in the diversity of members who are involved in the parliamentary group and significant diaspora in their constituency--like myself and many who have no Indian diaspora but have a real interest in India and 3rd group who believe in the strategic importance of India to Australia and to our future position and its very broad bipartisan group of people.

'Consistently supported peace': India welcomes UAE-Israel normalising ties

Indian envoy to Russia D. Bala Venkatesh Varma has said that China wanted to get "unilateral advantage" on the ground and that is why engaged in clashes at the Line of actual LAC in Eastern Ladakh.

Speaking to a Russian TV channel, Envoy Venkatesh Varma said, "We have always wanted good relations with China. Unfortunately, this year, China has attempted to change the status quo on the ground in a manner that gives a unilateral advantage to China. We have said that we are open to dialogue. But, we are also firm in our resolve to protect our sovereignty and territorial integrity."

Ties between New Delhi and Beijing suffered its most serious blow in decades after the Galwan incident of June 15 in which India lost 20 of its soldiers and China also suffered casualty but never came with a figure.

Envoy explained that while India wants normal relations with China, normalization can happen only once there is "full disengagement and de-escalation on the border, and peace and tranquillity on the border areas have been restored". He also said the disengagement process has "not yet completed, but through dialogue, we hope to resolve these issues."

On the ban on Chinese apps, the envoy said India expects "these companies to follow the rules and regulations of India, especially with regard to digital security and privacy of individual information."

The journalist also asked when can Russians go back to Goa, to which the envoy said, "Main difficulty now is the lack of international flights...But we look forward to welcoming them with double warmth next year in the next tourist season".

Observing that the current situation was "not at all conducive" to reopening of places of worship, the Bombay High Court on Friday refused to pass any interim order directing that temples in Maharashtra be opened for public.

A bench of Chief Justice Dipankar Datta and Justice PV Tavade said the COVID-19 situation in the state had not improved and people must therefore, pray at home.

The bench was hearing a public interest litigation filed through advocate Dipesh Siroya seeking that the Maharashtra government be directed to reopen temples for public.

The state government could open temples and allow only a limited number of worshippers at a time in accordance with its COVID-19 lockdown guidelines, Siroya argued.

The bench, however, asked Siroya which temple he considered personally, to be the "biggest?"

"The biggest temple is humanity," Siroya said.

To which, the bench responded saying, "If you have any love for humanity, do not press for such prayers then."

"For the love and safety of humanity, pray at home," it said.

The state government pointed out that on August 12, it had submitted a detailed reply before another bench of the high court explaining how COVID-19 cases were still on the rise and that opening temples or any other places of worship was not feasible currently.

The state government said it had prohibited public gatherings for celebrations for Gudi Padwa and Janmashtami, and people had been asked to pray at home.

When Siroya pointed out that several other states had reopened some places of worship, and that the COVID-19 situation in Maharashtra was improving, the bench said, it did not think the situation had improved.

"If the situation improves, this temple of justice will be the first to open its doors to the public. The current situation is not at all conducive to opening doors (of places of worship) to the public," it said.

A bipartisan group of two influential US senators has introduced a resolution in the Senate, condemning Chinese military aggression to change the status quo at the Line of Actual Control (LAC) with India and calling for a diplomatic solution.

Indian and Chinese troops have been locked in a bitter standoff in several areas along the Line of Actual Control (LAC) in eastern Ladakh since May 5. The situation deteriorated after the June 15 Galwan Valley clashes in which 20 Indian Army personnel were killed and an unconfirmed number of Chinese soldiers died.

The resolution was introduced by Senator John Cornyn, Republican Senate Majority Whip, and Senator Mark Warner, ranking member of the Senate Select Committee on Intelligence, on Thursday.

Cornyn and Warner are co-chairs of the Senate India Caucus. The Senate resolution follows the passage of a similar resolution by the House of Representatives as part of the National Defence Authorisation Act (NDAA) last month.

"As a cofounder of the Senate India Caucus, I know firsthand the importance of a strong relationship between the US and India. I commend India's commitment to standing up to China and maintaining a free and open Indo-Pacific. It is more important than ever that we support our Indian partners as they defend against Chinese aggression," Cornyn said.

The June 15 conflict between China and India, resulting in the deaths of 20 Indian soldiers, should set off alarm bells regarding Beijing's "provocative actions" in disputed territory, Warner said.

"This resolution condemns PRC's (People's Republic of China) actions to change the Line of Actual Control, especially in the midst of diplomatic negotiations between the two countries; and encourages the two nations to find a diplomatic resolution that restores the April 2020 status quo at the LAC," he said.

Warner said the US has long enjoyed a partnership with India strengthened by shared democratic values.

"That partnership only becomes more important as we work to ensure a free and open Indo-Pacific," he said.
In a joint press statement, the two senators said the deadly conflict broke out on June 15 on the China-India border following weeks of minor military confrontations along the LAC that separates China and the Indian regions of Ladakh and Sikkim.

The "lethal conflict" occurred in the Galwan Valley ? one of the sites of tension in recent weeks ? as the two sides were in the process of negotiating a mutual "disengagement" of forces. The last time the border conflict escalated to the point of casualties was in 1975, it noted.

The events leading up to the clashes included fistfights between Chinese and Indian soldiers stationed near Pangong Lake in India's Ladakh state, territorial advances by Chinese forces in Hot Springs and the Galwan Valley, and clashes between Chinese and Indian soldiers on the border near India's Sikkim state, the statement said.

Over the past several weeks, there has been outpouring of support from top American lawmakers, across the aisle, against Chinese efforts to grab Indian territories.

Support for India against China has come in the form of tweets, public speeches, House and Senate floor, letters to Prime Minister Narendra Modi and India's Ambassador to the US, Taranjit Singh Sandhu, and Congressional resolutions.

Several lawmakers have also made a call to Sandhu to express their outrage against China.

Sandhu, who has been meeting top American lawmakers, virtually, on a daily basis has received multiple Congressmen and Senators expressing their strong support to India against China.

Senator Rick Scott last month wrote a letter to Prime Minister Narendra Modi, commending the Indian government for the continued efforts to negotiate a peaceful resolution to the boundary issue.

Congressmen George Holding and Brad Sherman, co-chairmen of the Congressional Caucus on India and Indian-Americans, alongwith several other lawmakers, including Indian-American Congresswoman Pramila Jayapal, Indian American Congressman Ro Khanna, in July wrote a letter to Sandhu, expressing their disappointment by the events that took place in the Galwan Valley.

Led by Indian-American Congressman Raja Krishnamoorthi and co-sponsored by several others, including Ro Khanna, the House of Representatives in July passed an amendment to the NDAA, which says that China should work toward de-escalating the situation along the LAC with India through existing diplomatic mechanisms and not through force.

In the same month, another NDAA amendment, moved by Congressman Steve Chabot along with Indian-American lawmaker Ami Bera, noted US Congress' opposition to Chinese aggression against India in the Galwan Valley and expressed concern toward the growing territorial assertiveness of China.

A bipartisan group of two influential US senators has introduced a resolution in the Senate, condemning Chinese military aggression to change the status quo at the Line of Actual Control (LAC) with India and calling for a diplomatic solution.

The government has distributed more than 3.04 crore N95 masks and over 1.28 crore personal protection equipment (PPE) kits among the states, Union territories and central institutions for free since March 11, the health ministry said on Thursday.

Also, more than 10.83 crore hydroxychloroquine (HCQ) tablets have been distributed among them, it added.

In addition, 22,533 "Make in India" ventilators have been delivered to various states, Union territories and central institutions, the ministry said, adding that the Centre is also ensuring the installation and commissioning of the machines.

The central role of the government has been in strengthening the health infrastructure of the states and Union territories to fight the COVID-19 pandemic and ensure its effective management, the ministry underlined.

Along with augmenting the COVID-19 facilities, the Centre is also providing medical supplies to the states and Union territories for free.

"Most of the products supplied by the Government of India were not being manufactured in the country in the beginning. The rising global demand due to the pandemic resulted in their scarce availability in the foreign markets," the ministry said.

With the combined efforts of the Ministry of Health, Ministry of Textiles, Ministry of Pharmaceuticals, Department for

Promotion of Industry and Internal Trade (DPIIT), Defence Research and Development Organisation (DRDO) and others, the domestic industry has been encouraged and facilitated to manufacture and supply essential medical equipment such as PPEs, N95 masks, ventilators etc., it added.

"As a result, resolve for 'Atmanirbhar Bharat' and 'Make in India' has been strengthened and most of the supplies made by the Union Government are domestically manufactured," the health ministry underscored.

India at the UN said that the COVID-19 pandemic has adversely impacted initiatives that contribute to peacebuilding and exacerbated conflict situations, stressing that some conflict actors are exploiting the current uncertain climate to press their agendas through misinformation and even sponsor opportunistic terrorist attacks.

"We are in the midst of the COVID-19 pandemic that has caused global disruption on a scale that has not been experienced before by this generation," India said in a statement to the High-Level open debate of the UN Security Council on 'Pandemics and the Challenges of Sustaining Peace' on Wednesday.

The pandemic has "impacted adversely almost all initiatives which usually go on to contribute to peacebuilding. In some ways, it has served to exacerbate conflict situations to the extent that we now have to tackle more strife and conflict as well as a growing humanitarian crisis rather than address some of the other important issues relating to peacebuilding," India said.

"This is where our current challenge lies. How do we prioritize between various needs."

India recalled that UN Secretary General Antonio Guterres had outlined several trends related to the pandemic with implications for conflict prevention, including erosion of trust in public institutions and rise in societal tensions associated with national government's response measures.

"Some conflict actors are also exploiting the current climate of uncertainty to press their agendas, including through spread of misinformation to foment discord and violence and even sponsor opportunistic terrorist attacks," India said.

India further stressed that peacebuilders must mobilize to identify and counter misinformation.

"Community engagement and effective communication are critical to combat the 'infodemic' of false information that often drives fear and division," the statement said.

In the context of the pandemic, India suggested that the immediate focus of the international community should be on ensuring that the humanitarian needs of the community which are in a conflict are met so that lack of availability of minimum needs itself does not become a matter of greater conflict.

"National governments should support and engage local peacebuilders to help design and lead COVID-19 sensitization and response efforts to help mitigate further conflict, prevent violence, adapt and sustain peace processes, and rebuild social cohesion," India, among the largest Troop Contributing Countries to the UN peacekeeping operations, suggested.

India also called for donors and international organizations to sustain financial support to and partnership with local peacebuilders during the crisis, adding that they should also provide flexibility for rapid program re-design, as well as re-direction of resources to respond to emergency situations.

In his remarks, Guterres said the international community's responses to the pandemic must be conflict-sensitive, starting with a multidimensional analysis that looks at how the pandemic affects underlying risks that drive conflict.
India underlined that if peacebuilding has to endure then it should rest on institutions and not on individuals.

"It is only when institutions are strong can other factors, like addressing equitably the needs of the conflicted communities and strengthening of human rights, can be effective."

India stressed that need of the hour is human-centered and cooperative approaches, which are at the core of peacebuilding work. "We also need resilience approaches that can enhance local capacities, skills, and attributes, and enable communities to not just "bounce back" but "build back better".

"These locally owned, conflict-sensitive, gender-sensitive and trauma-informed peacebuilding approaches are highly cost-effective and sustainable. They must not be sacrificed due to short-term reallocation of funds to what is deemed as 'immediate' pandemic responses. Short- and long-term responses to COVID-19 must be aligned."

As the world grapples with the pandemic, India said it is equally essential to ensure performance in peacekeeping.
"Troop Contributing Countries should entail adherence to training plans, including pre-deployment and in mission training, so that key mission tasks are not left to 'learning on the job'."

Underscoring that ensuring women's participation in peacebuilding is not only a matter of women's and girls' rights, India said women are crucial partners in shoring up three pillars of lasting peace: economic recovery, social cohesion and political legitimacy.

"Gender capacity should be deployed in peacebuilding initiatives, gender-responsive analysis of key issues mainstreamed across mediation work and gender-inclusive language incorporated in peace agreements."

India noted that national efforts at peacebuilding and addressing the various facets of peacebuilding have been "weakened" since national resources are being diverted to tackle more immediate humanitarian issues of life and death and the scope for finding innovative solutions have also shrunk.

"While we are still in the early stages of adapting to the new reality of peacebuilding during a global pandemic, we must build back better to regain stability and spur peace and prosperity in a world that is perhaps changed forever," India said.

India is considering offering young Kashmiri militants an escape from a life of violence by temporarily resettling them in more peaceful parts of the country, according to the top military commander in the Kashmir Valley.

Lieutenant General BS Raju revealed the plan for a new scheme to offer a way out of militancy during a telephone interview from his headquarters in Srinagar, Kashmir's main city.

He told Reuters that recommendations had been submitted to Prime Minister Narendra Modi's government and that the plan, while not finalised, was in an advanced stage.

"These are young boys who need to be taken care of for a period of time," Raju said, adding that could involve temporarily settling them outside of Muslim-majority Kashmir.

Past efforts to persuade fighters to put down their guns have had mixed success. But Raju said that the military had recommended that the scheme take a longer-term approach to rehabilitate ex-militants.

"The bottom-line is that it will have a structure that will help and give confidence to the people who are opting to surrender," Raju said.

More than 50,000 people have died during more than three decades of an insurgency fuelled by Pakistan, by using terrorist groups to wage a proxy-war across the disputed border dividing the Himalayan region.

The Centre has flooded the valley with security forces - about 200,000 military and paramilitary troops are deployed there. And Raju said that terrorist attacks have dropped by nearly 40 per cent compared to last year.

Last August, PM Modi changed the political landscape by splitting Jammu and Kashmir it into two federally-controlled territories.

Promising a concerted effort to develop the region economically, PM Modi said that the move was needed to integrate Kashmir more fully with the rest of the country, but critics said it would further alienate Kashmiris.

Pakistan, which maintains a long-standing territorial claim on Kashmir though it denies accusations that it materially helps the militants, has denounced PM Modi's action.

Since the start of the year, Indian security forces have killed around 135 militants, most of them recruited locally.

The military estimates that there are currently around 180 militants operating with various groups active in the Valley, Raju said.

Some 70 local Kashmiris are reckoned to have been recruited by these groups since the start of the year, about a dozen less than during the same period a year ago.

"We wish that this should drop further, and finally cease altogether," Raju said.

Currently, most surrenders are conducted in line with a 2004 policy that provides a lump sum payout of 150,000 Indian rupees ($2,000), a small monthly stipend, free vocational training and cash payments for weapons handed over.

The New Delhi-based South Asia Terrorism Portal estimated that more than 400 insurgents have surrendered since 2004, but after 2007 the numbers came down to a trickle, with only two dozen men giving up arms in the last three years.
