India on Wednesday said it is "proud" to endorse the US initiative on a joint statement on the Universal Declaration of Human Rights that recognises the many differences in national traditions and yet reaffirms fundamental freedoms and rights for all.

A joint statement, issued by the US, on the Universal Declaration of Human Rights (UDHR) said, "On the occasion of the 75th anniversary of the founding of the United Nations, We, the above listed signatories of the Universal Declaration of Human Rights, established and adopted in 1948, recommit ourselves today to the Declaration and its foundational ideal that certain principles are so fundamental as to apply to all human beings, everywhere, at all times."

"India is proud to endorse the US initiative on the Joint Statement on the Universal Declaration of Human Rights," India's Permanent Mission to the UN tweeted.

Other nations joining the US on the statement include Bahrain, Brazil, Democratic Republic of the Congo, Egypt, Iraq, Israel, Japan, Jordan, Maldives, Morocco, Saudi Arabia and the United Arab Emirates.

"We recognise the many differences in our cultural, political, legal, religious, and other traditions, yet reaffirm fundamental freedoms and rights for all, and reassert our commitment to honouring the dignity of all persons that is the basis for our commitments under the UDHR," the joint statement said.

The Universal Declaration of Human Rights is a "milestone document" in the history of human rights.

Drafted by representatives with different legal and cultural backgrounds from all regions of the world, the Declaration was proclaimed by the UN General Assembly in Paris in December 1948 as a common standard of achievements for all peoples and all nations. It set out, for the first time, fundamental human rights to be universally protected.

The contribution of Indian reformer and educator Hansa Jivraj Mehta in ensuring a more gender sensitive language in the landmark Universal Declaration of Human Rights is widely lauded. But for Mehta's insistence, it could very well have been that the Universal Declaration of Human Rights may have been only the Universal Declaration of the Rights of Man.

Mehta had served as the Indian delegate to the UN Commission on Human Rights from 1947 to 1948. She is widely credited with making a significant change in the language of Article 1 of the Universal Declaration of Human Rights by replacing the phrase "All men are born free and equal" to "All human beings are born free and equal".

US Secretary of State Mike Pompeo said in a video message that "we must defend unalienable rights today, because the International Human Rights Project is in crisis. Authoritarian governments from China to Iran to Venezuela are depriving our fellow human beings of their basic rights.

He added that many multinational organisations have lost their way, focusing on partisan policy preferences while failing to defend fundamental rights.

"Even many well intentioned people assert new and novel rights that often conflict. To uphold universal human rights we should look to the framers of the UDHR, who identified a clear set of principles that apply to all people everywhere, and at all times. They stood unwaveringly in defense of the dignity of every human being."

Researchers at IIT-Madras have have successfully booted up(initialized) ‘Moushik,’ a Microprocessor that has been indigenously designed and fabricated in India. Moushik is a processor cum System on Chip(SoC), which means that, as a processor it can execute the instructions and as a SoC, different components can be attached to the it. This is the third in the series of six computer chips being designed as a part of the Shakti Microprocessor programme.

Speaking of the user applications of this processor, Prof. V. Kamakoti, Reconfigurable Intelligent Systems Engineering (RISE) Group, Department of Computer Science and Engineering, IIT-Madras says that they can be used in Credit cards, Electronic Voting Machines (EVMs), surveillance cameras, safe locks, personalized Health Management Systems and a boost of other Internet of Things (IoT) devices.

“This is a 180nm chip with a 100Mhz speed and can cater to various small devices and home appliances. In terms of cost, if there is an order for one million units, cost can be brought down to even 1USD per chip. Even though it is of less processing power, India needs billions of such chips for various purposes” he told WION.

The processor development is a joint effort between Indian academia and scientific facilities. While the Design of the Microprocessor, Motherboard PCB, its Assembly and Post-Silicon Boot-up were done at IIT Madras, the foundry-specific backend design and fabrication was undertaken at Semi-Conductor Laboratory of Indian Space Research Organization (ISRO) in Chandigarh. The manufacturing of this motherboard was done at Bengaluru. Shakthi Moushik SoC will constitute the heart of an indigenously-developed motherboard called ‘Ardonyx 1.0.’

It is notable that Moushik’s predecessor - Risecreek (22nm chip designed in India and fabricated by Intel) is already in use in India’s strategic sector. Risecreek, an industry-level chip caters to the 100-350Mhz speed segment. Rimo, another variant in this series was also based on the 180nm technology and was designed and developed in India. “Now we have three processors ready and another class of processors is in the works. To serve higher computing speeds we can use the existing chips, combine them like building blocks and scale up” Prof Kamakoti added.

Currently, India's fabrication facilities can only offer upto 180nm technology chips. Sophistication and efficiency of chips increase with the decease in nm. For context, some of the chips powering contemporary smartphones and laptops are between the 5nm and 22nm range. it is expected that Indian facilities will scale up their technology in the coming years.

IIT says that the Shakti series Microprocessors can be used by others as it is on par with International Standards and can pave way for a global market. Given their open-source nature, startups and industries can customize its design based on their needs. Indigenous design, development and fabricating also reduces the risk of using (Imported) systems that may be infected with back-doors and hardware Trojans. This development will assume huge significance when systems based on SHAKTI processors are adopted by strategic sectors such as defence, nuclear power installations and Government Agencies and Departments.

The government of India has also launched the Swadeshi Microprocessor challenge, where the start-ups in this domain can provide solutions to complex designs around home-grown processor ecosystem, catering to both global and domestic requirements.

Several Indian students are among over 200 overseas student signatories of a letter delivered to UK Prime Minister Boris Johnson at Downing Street in London on Thursday, seeking justice in the wake of being accused of cheating in a compulsory English language test six years ago.

The scandal, believed to have impacted around 34,000 international students, relates to the Test of English for International Communication (TOEIC), a compulsory requirement in some student visa cases.

Many of the students caught up in the row are Indian and have consistently maintained their innocence and have been lobbying the government for a chance to prove their innocence.

''We were innocent but our visas were refused or revoked and the government gave us no way to defend ourselves. Our futures were destroyed and we were left to fight a years-long legal battle costing each of us tens of thousands of pounds,'' reads the letter.

''We write to you because it is within your power to right this wrong, to put an end to our detention, deportation and humiliation. Allow us to prove our innocence by establishing a free and transparent scheme independent of the Home Office through which we can get our cases to be reviewed and clear our names,'' they wrote in a direct appeal to Johnson.

The group has been supported in its long-running campaign by Migrant Voice activists and several parliamentarians including Labour Party MP Stephen Timms, Chair of the All-Party Parliamentary Group (APPG) on TOEIC. In the letter to the UK PM this week, they also sought to highlight how their plight has been magnified during the coronavirus pandemic.

''The coronavirus pandemic has made our situation even worse. Our support networks have collapsed, the charities we rely on have been closed, our friends and families are unable to help as they are struggling themselves. We are terrified of catching the virus and being hospitalised, or dying with a black mark still against our names. This is not the future we wanted or worked for,'' they write.

Several reports over the years, including by the UK's National Audit Office and House of Commons Public Accounts Committee (PAC), have flagged. flawed evidence used by the Home Office against the affected students and raised serious doubts over the decision to revoke or refuse tens of thousands of visas.

''These students have been living a nightmare for six years. Stripped of their rights and their futures destroyed, many are destitute and suffering severe mental health problems. There is a mountain of evidence that proves they are victims of a mammoth injustice ? and the government can ignore this no longer,'' said Nazek Ramadan, Director of Migrant Voice.

The issue dates back to February 2014, when BBC's ?Panorama' investigation uncovered evidence of organised cheating in two English language test centres run on behalf of the Educational Testing Service (ETS).

This included providing English-speakers to take speaking tests instead of the real candidates and staff reading out multiple choice answers for other tests. The UK Home Office responded vigorously, investigating colleges, test centres and students and cancelled thousands of visas in the wake of the expose.

It has maintained that the courts, consistently, found that the evidence it had at the time was sufficient to take action and that the 2014 investigation into the abuse of English language testing revealed "systemic cheating".

Last year, the influential PAC parliamentary body had issued a harsh rebuke of the government's reaction to the scandal.

''The Home Office's pace of response to the issue of cheating has either been 'full throttle' or 'too slow', with no middle ground. It has been quick to act on imperfect evidence, but slow in responding to indications that innocent people may have been caught up in its actions,'' noted the report titled 'English Language Tests: A Systemic Failure Affecting Thousands'.

"We are staggered that the Department thinks it is acceptable to have so little regard for the impact its actions might have on innocent people,? it said.

The Central Board of Secondary Education (CBSE) on Thursday informed the Supreme Court that the results of compartmental exams for class 12 will be declared by October 10.

The University Grants Commission (UGC) said that its admission process will close by October 31, which shall give enough time for students to apply for admission in varsities.

After the assurance, the apex court closed the case expressing gratitude to both CBSE and UGC.

Earlier, a bench headed by Justice AM Khanwilkar had asked the CBSE to declare the results of the compartment exams as soon as possible and coordinate with UGC to enable around 2 lakh students who have appeared in it to apply for admissions in colleges in the current academic year.

It had asked CBSE and UGC to take a joint decision on the declaration of results and admissions in colleges for students giving compartment exams.

The court was hearing the plea filed by students who were placed in the compartment category, after CBSE declared the result for the said classes, based on an alternate evaluation method, in July this year.

The petitioners had contended that it shall be impossible for CBSE to safely conduct the compartment examination amid the pandemic and since the compartment exams were not conducted in July, students have been unable to take admissions in varsities.

The plea sought an extension of the deadline for admissions in college due to the delayed compartment exams and the ensuing announcement of results.

"I heard these days there is a Yo-Yo test for the team, what is this test," asked Modi during the virtual interaction.

Kohli, smiling, replied, "This Test was very important from fitness point of view. If we talk about global fitness level, our fitness level is still low compared to other teams and we want to take it up, which is a basic requirement."

The gruelling routine has two sets of cones that are 20 metres apart. Once the beep is sounded, the athlete has to reach the marker on the other side by the time the next beep sounds, turn and get back to where he started before the third beep.

The frequency of the beeps gradually increases for the subsequent runs.

Kohli, who is currently in the UAE for the ongoing 13th IPL, said even he has to clear the test to get selected for the India team.

"I'm the one who goes to run first and this is the condition that if I fail that I am also not available for selection. It is important to set that culture and it will lead to improvement in overall fitness levels."

The session was attended by sports persons such as Paralympic javelin gold medallist Devendra Jhajharia and woman footballer from Jammu and Kashmir Afshan Ashiq.

Also present were actor, model and runner Milind Soman and nutritionist Rujuta Diwekar.

Modi also interacted with Afshan, who hit the headlines in 2017 as a stone pelter in Srinagar.

The 25-year-old played as goalkeeper in J&K women's football team and later played in the Indian Women's League in 2019 for FC Kolhapur City. She also trains youngsters in Srinagar.

To encourage her Modi said, "You have done very well in football. Mostly, football fans say 'Bend it like Beckham', but now they will say 'Ace it like Afshan'."

Afshan said she gets inspiration from former India skipper Mahendra Singh Dhoni, eulogised as 'captain cool'.
"I do meditation at 5:30 every morning to keep my mind cool. I have learnt a lot from M S Dhoni, he is always calm. I like getting that calmness in my life, it helps to do all work calmly. It helps in balancing mental stress."

Kohli said better fitness has helped the players, especially fast bowlers, to perform during crucial moments.

"In Test cricket, sometimes we get tired. Our fast bowlers are best in the world currently and if they have to put that effort on the fourth and fifth day on the field, they can do it now," he said.

"We always had the skills but when in the crucial moment when the body gets tired and the team needs you, our performance used to dip and our opponents used to win, now because of our fitness, we have been able to capitalise and perform on those crucial moments," he added.

Kohli said he didn't follow the right diet early in his career and stressed on the need to bring an overall change in lifestyle.

"When I started playing, I started having lot of things which were not good from health point of view. So physical fitness and diet had to change. Now life is very hectic, so if we don't keep fitness in sync with our times, we will keep falling behind. If we wouldn't have focussed on our fitness then we would have fallen behind in our sports as well. We can't only depend on our skills as mental strength depends on how fit is the body and mind."

Modi said he was glad that healthy eating is becoming a part of people's way of living.

"Becoming fit is not as difficult as most think. It just requires a little discipline. 'Fitness ki dose, aadha ghanta roz'. Every Indian should play some game or do some fitness activity, be it tennis, badminton, kabaddi. It has to be for at least half an hour," the PM said.

Parliamentarians from Tamil Nadu and other parts of the country have written to the President of India seeking his immediate intervention in ensuring that the committee announced by the Minister for Culture to study the origin and evolution of Indian culture is disbanded. They pointed out that the 16-member group formed to study this subject did not itself reflect a pluralistic society and ignored various sections of the country’s population.

“There are no South Indians, Northeast Indians, minorities, Dalits or women. Almost all the members of the said committee belong to certain specific social groups which are in top of the Caste hierarchy of Indian society” read the letter that was endorsed by 32 Members of Parliaments (MPs), which predominantly featured opposition MPs from Tamil Nadu. They reasoned that India with its great legacy of pluralism, requires inputs from diverse cultures of the nation.

It was emphasized that the the committee did not feature any experts in South Indian languages, including Tamil, which has been recognized as a classical language by even the Central Government. Raising questions about the intentions, composition of the committee, the letter asked, “Isn’t India below Vindhya hill ? Is there no civilization other than the Vedic Civilization ? Is there no ancient language here than Sanskrit ?”

The letter also expressed fear that the committee in question, would negate the positive, immense contributions of scholars like John Marshall, Sunithkumar Chatterjee, Iravatham Mahadevan, Tony Joseph and R. Balakrishnan. “We feel this committee with this composition may not have scientific outlook and may lead to distortion of history and defeat the very purpose if its stated objective” it added.

On Wednesday, Tamil Nadu Chief Minister Edappadi K Paaniswami had written to Prime Minster Narendra Modi, requesting him to personally intervene and ensure that experts from Tamil Nadu are included in the same committee. The Chief Minister’s letter expressed surprise on how the Ministry of Culture, which is responsible for this initiative happened to ignore experts from the Southern state.

Touching upon the Prime Minister’s Mamallapuram visit, it was pointed out that the committee had no representative from any of the Southern states, especially from Tamil Nadu, which has a glorious past and is home to the Dravidian civilization, which is a living and thriving culture in the South of India.

The Apex Court on Thursday asked the Supreme Court Arguing Counsel Association seeking interest-free loans for lawyers to file an affidavit detailing their credentials and other details.

A bench headed by Chief Justice SA Bobde asked if it`s a registered association.

The association has filed a plea seeking direction to the Centre to form a scheme to disburse interest-free loans up to Rs 20 lakh to lawyers.

"We want to know about the Association, is it a registered Association, is it a one-man show, who is running it. We have to know all this because it is an Article 32 petition," the bench said.

The counsel appearing on behalf of the petitioner said that all members in the Association are from the Bar.

"Petitioner`s members are the regular practitioner of the Supreme Court having more than 10 years experience. The member of this association is the real face of this institution, who argues before this Court. They are coming from across the country and started practice, after purchasing their offices and houses. They have taken loan for offices and houses," the plea stated.

"In the present pandemic situation normal work of the courts is suspended from the last 6 months and further there are no chances to start the work smoothly, consequently, petitioners are unable to pay the monthly installment of the loan amount of their offices and housing loan, therefore, petitioner seeks indulgence of this court for direction to give relaxation in payment of monthly installment as well as for the direction to the respondent (Centre, RBI, and UCO Bank) to give interest-free loans up to Rs 20 Lakhs," it added.

To this, the CJI said "We are glad you are doing good work but we want to know about the Association."

With over 5 lakh infected persons having recovered from Covid-19, Tamil Nadu has posted a high recovery rate of around 90%, among the badly hit states. As per the government medical bulletin, there are a little over 46,000 active cases in the state, which has recorded nearly 5.58 lakh Covid-19 cases in total.

In a video interaction with the Chief Ministers of states that are badly hit by the pandemic, Prime Minister Narendra Modi is seen appreciating Tamil Nadu’s efforts in mass testing, tracing and isolation. Commending the people and the state government, he said Tamil Nadu presented itself as an example to other states for having controlled the spread of the virus.

In his interaction with the Prime Minister, Tamil Nadu Chief Minister Edappadi K Palaniswami said that he had personally toured 26 districts to review the performance in the fight against the pandemic. Emphasizing that the state was only employing the highly reliable RT-PCR tests, he said over 66 lakh samples have been tested across the state’s 66 Government and 110 private labs, with an average testing capacity of 85,000 RT-PCR tests per day.

Adding that the daily testing alone cost Rs.6.8crore, the Chief Minister requested Government of India to fund at least 50% of the cost of the PCR tests from the PM – CARES fund, owing to the financial difficulties faced by the state government.

“The State has maintained a low death rate, which is now at 1.62%, one of the lowest in the country. As on date, in no district, the positivity rate is above 10%, deaths due to COVID have also been reduced from an average of 100 deaths per day to around 70 deaths per day. The positive cases per day in Chennai have now been reduced below 1000 from around 2,300 in the month of June 2020” the Chief Minister appraised the Prime Minister.

Adding that the State Government had placed orders for 5.25 crore triple layer face masks, 48.05 lakh N-95 masks, 44.61 lakh PPE kits and 63.25 lakh RT-PCR testing kits, the Chief Minister urged the Prime Minister to increase the package of Rs. 712.64 crore allotted to Tamil Nadu to Rs. 3000crore. Mentioning that the state exchequer had fully exhausted the State Disaster Response and Mitigation Fund, he requested an ad-hoc grant of Rs.1, 000 crore rupees from NDRF immediately to fight the pandemic.

From September 1st, in line with Unlock 4.0 aimed at reviving economic activity Tamil Nadu has resumed to near-normalcy. Only academic institutions, Cinema halls, swimming pools, amusement parks, big auditoriums, beaches, zoos, museums, tourist places and similar public places remain shut, until further notice. While all modes of transport are allowed to ply (even if in limited numbers), suburban trains alone are yet to resume services. Religious, political, social, cultural, educational events and celebrations also remain restricted.

While Tamil Nadu has done away with the E-passes for inter-district travel, the state still follows the E-Pass system for inter-state travel. The government maintains that the E-pass system is being retained to keep track of the flow of persons into and out of the state. However, the passes for inter-state travel are offered on an instant approval basis, once applied on the state's web portal.

Assam Chief Minister Sarbananda Sonowal on Wednesday ordered to cull nearly 12,000 pigs in the areas affected by the deadly African swine fever and asked officials to compensate the owners adequately.

So far, 18,000 pigs have died after contracting the virus across 14 districts of the state, a senior official of the Animal Husbandry and Veterinary Department said.

"Chairing a meeting with department officials, the chief minister said that in compliance with the guidelines of the Centre and the state government, and adhering to experts' opinion, culling of the infected swine population in all the affected districts should be completed before Durga Puja," according to an official statement.

The total number of pigs to be killed in this exercise will be around 12,000, it added.

"As a result of the culling operation, the loss incurred by the farmers will be adequately compensated," Sonowal said.

The latest culling drive will be carried out within one kilometre radius of 30 epicentres across the 14 affected districts, the senior official said.

"We will start the exercise immediately," he added.

When asked about the compensation, the official said the owners of the 12,000 pigs will get the money deposited in their bank accounts, while a proposal has been sent to the government for giving financial support to the owners of the 18,000 pigs that have died already.

Indians who had left the Gulf amid the COVID-19 pandemic have started to return to the region signalling a return of normalcy. An estimated 50,000 Indians have already gone back.

The secretary in the Overseas Indian Affairs (OIA) of the ministry of external affairs (MEA) Sanjay Bhattacharyya speaking at a FICCI event said,"We are happy that the return of Indian workers and professionals to the Gulf region has now begun. With the return of PRs to their families and return to Gulf of professionals in healthcare, data management, oil and construction sectors and even sports professionals, the future of our cooperation in human resources looks bright."

Under the Vande Bharat mission, the largest repatriation mission launched by India, the maximum number of Indians came back from the Gulf and the wider Arab region. At least 457596 Indians came back from the United Arab Emirates, 163851 from Saudi Arabia, 104444 from Qatar, 85498 from Oman and 90759 from Kuwait.

Indians are the largest expatriate community in the Arab world with 9 million workers and professionals which form 30 per cent of all expat workforce. Indian ex-pats remit around $48 billion to India from the Arab world.

Sanjay Bhattacharyya also highlighted India's reach out to the Arab world in the pandemic. He said, "India provided emergency medical supplies to several Arab countries, emerging as the first provider of humanitarian assistance to COVID-19."

Adding,"India was able to provide, during the pandemic, thousands of healthcare professionals to Saudi Arabia and hundreds to Kuwait, Bahrain and UAE to help them address the challenge of COVID-19. We also had cooperation in COVID-19 research and testing."

He assured vaccine availability from India to the Arab world "once the vaccine is ready."

For India, energy security forms a key component of its ties with the Arab world. India imports 53 per cent of its oil imports and 41 per cent of gas imports from the region and has stakes in oil blocks in Iraq, Syria, Libya, UAE, Yemen and South Sudan.

Sanket Mehta, a Doctor ailing from Covid-19, who risked his life by offering his oxygen support to an elderly patient at a crucial time, is now out of danger. While performing his duties at his hometown Surat, he is said to have contracted Covid-19, following which he was hospitalized. However, while admitted in the ICU, Mehta, an anesthetist is said to have offered the oxygen support (that he was dependent on) to an elderly person who was also in need of ventilator support.

This act of selflessness to save the 70-year old, had deteriorated his own health condition and led to respiratory failure, after which he was airlifted to a private hospital in Chennai for further treatment.

The MGM hospital in Chennai, had admitted Dr. Sanket at a time when he had fluctuating oxygen saturation and was ECMO dependent for oxygenation. His lungs were found to be stiff and not contributing to the respiration process. Owing to severe muscular weakness, he wasn’t able to even move his limbs. After spending weeks under critical care, it was feared that he would require a lung transplant. But the MGM hospital has said that with continued ECMO support and clinical management his condition has improved.

Extracorporeal membrane oxygenation (ECMO) treatment uses a machine that can perform the function of the heart and lungs, when the patient’s heart is unable to pump enough blood and the lungs cant release carbon dioxide.

“We had the option of doing bilateral lung transplant in case lungs do not recover. Fortunately, we could wean off of ECMO with the recovery of lungs. Today, we are grateful to all based on how this has turned out” Dr Suresh Rao, Co-Director, Institute of Heart & Lung Transplant and Mechanical Circulatory Support said.

On Tuesday, Dr Sanket had been taken off ECMO support and his lungs with 40% oxygen support are able to sustain oxygenation at 100% oxygen saturation, said the hospital. He has been undergoing intensive physiotherapy and his muscle power has gradually increased, while his blood parameters are also within normal range.

Dr. Apar Jindal, Clinical Director & Consultant, Lung Transplant, Interventional Pulmonology & Chest Medicine said, “The importance of physiotheraphy and muscle movement in ICU especially in ventilated and ECMO patient is very crucial. If offered early and managed well, ECMO can help improve patient’s lungs and avoid escalation to transplant in COVID Acute Respiratory distress syndrome.”

Delhi Health Minister Satyendar Jain on Wednesday said there is no shortage of oxygen in Delhi hospitals and that enough stock is available for the next six to seven days.

The minister also the COVID-19 positivity rate in the national capital has plateaued out a bit and a downward trend is expected in a week or two.

"There is no shortage of oxygen in Delhi hospitals. I took stock of the situation. There is a slight issue, but there is enough oxygen for 7 days in Delhi government-run hospitals," he said.

Delhi gets oxygen from Uttar Pradesh and Rajasthan. Some suppliers in those states have been told to first supply oxygen there. These issues are being sorted, Jain told reporters here.

He said Delhi reported a positivity rate of 6.47 per cent on Tuesday. The average positivity rate for the last 7 days stood at 7 per cent.

It was 8.5-9 per cent in the recent past. Since the beginning of the pandemic, the cumulative positivity rate has come down from 12 per cent to 9 per cent.
