UK government opens review of EV targets following industry pressure

The British government initiated a consultation on Tuesday to review regulations requiring automotive manufacturers to increase their electric vehicle production, following significant industry warnings about potential factory closures and job losses. The review aims to examine the Zero Emission Vehicle (ZEV) mandate, which currently requires car manufacturers to achieve specific electric vehicle sales targets or face financial penalties.

The automotive industry has raised concerns about lower-than-anticipated demand for electric vehicles, which has forced manufacturers to implement substantial discounts to meet sales targets. These financial pressures have reportedly diminished Britain's attractiveness as a manufacturing destination. The impact of these regulations was notably highlighted last month when Stellantis, the owner of Vauxhall, announced the closure of a van factory in southern England, potentially affecting more than 1,000 jobs, citing the ZEV mandates as a contributing factor.

The Labour government has emphasised that while the consultation aims to update the targets, it will maintain the overall direction of the regulations, which are integral to Britain's broader climate objectives. The review will explore several key areas, including the potential reinstatement of the 2030 deadline for phasing out new petrol and diesel car sales, and the possibility of allowing hybrid vehicles to be sold alongside zero-emission vehicles.

Business Secretary Jonathan Reynolds emphasised the government's commitment to supporting the automotive industry, stating, "We are steadfast in our mission to help our world-leading automotive industry thrive, and this consultation will look at how we can support manufacturers, investors, and the wider industry to reach their targets."

The consultation, scheduled to run until 18 February, will also examine measures to stimulate consumer demand for electric vehicles. This aspect is particularly crucial given the industry's current challenges in achieving sales targets without significant price reductions.

The Society of Motor Manufacturers and Traders (SMMT) has welcomed the government's initiative. Mike Hawes, SMMT Chief Executive, highlighted the urgency of the situation, particularly concerning the 2025 market outlook. He called for swift resolution and clear regulatory adaptations, emphasising the need for robust incentives to boost demand.
