Escalation of Tigray crisis, Ethiopia sets out terms of possible attacks

Abiy Ahmed's government is locked in a year-long war with the Tigrayan people's liberation front (TPLF). Ethiopia has now outlined conditions for possible talks with rebels from the country's war-hit Tigray region.
