Central Asian heads of state converged in China's historic city of Xian on Thursday for one-on-ones with Chinese leader Xi Jinping to seal pledges of "enduring" friendship, paving the way for a summit expected to result in a regional pact with Beijing.

The bilaterals set the stage for a group huddle on Friday, the first in-person gathering of the six leaders, where Xi will deliver an "important" speech, according to China's foreign ministry. An "important" political document will also be signed.

Across the city of Xian, from where the ancient Silk Road linked imperial China with civilisations to its west over a millennium ago, banners, billboards and even taxi signs were set up to promote the summit.

China is intensifying its economic and political engagement with the former Soviet states as Russia channels what remaining resources it has into the war in Ukraine. Some Central Asian states are increasingly stand up to Moscow, with&nbsp;Kazakhstan&nbsp;not recognising Russian-controlled regions in eastern Ukraine to&nbsp;Tajikistan&nbsp;demanding more "respect" from the Kremlin.

The first head of state to arrive in Xian was President Kassym-Jomart Tokayev of Kazakhstan - China's largest trading partner in Central Asia. When Tokayev met Xi on Wednesday, the Chinese leader greeted him warmly and wished him a happy 70th birthday.

"We have a common goal - to intensify bilateral relations," Tokayev told Xi.

"We are also united by the desire to strengthen regional and international security and co-operation," he added.&nbsp;

After their meeting, Xi and Tokayev jointly declared that the two countries shall build an "enduring friendship" and share "weal and woe".

They also agreed to ensure the safe and stable operation of the Kazakh section of the China-Central Asia natural gas pipeline, and also deepen oil and uranium cooperation.

On the summit's sidelines, state-owned Chinese energy giant Sinopec and Kazakhstan's KayMunayGaz&nbsp;(KMGZ.KZ)&nbsp;agreed key terms for a potential investment in a polyethylene project in Western Kazakhstan's Atryau region.

Russian President Vladimir Putin called the Kazakh president on Wednesday and affirmed the ties of their countries, according to Tass news agency.

Putin was not in China, with Russia not part of the China-plus-Central Asia format.

With Kazakhstan setting the collaborative tone for other bilateral meetings, Kyrgyzstan's President Sadyr Japarov told Xi that he was keen to deepen trade, economic and investment links.

"There are no political disagreements or unresolved issues between our countries," Japarov said.

Two-way trade between China and Central Asia hit a record $70 billion last year, with Kazakhstan leading with $31 billion, as China seeks deeper economic links in its quest for greater food and energy security.

Kyrgyzstan came next with $15.5 billion, then Turkmenistan with $11.2 billion, Uzbekistan with $9.8 billion and Tajikistan with $2 billion.

"We've been supporting exactly this type of integration between China and Central Asia," said Albert Park, chief economist at the Asian Development Bank.

"Under that framework, we're trying to reduce trade barriers among the countries, harmonise trading standards to promote better integration, and just more forums where government officials can talk and try to develop standards to promote more trade," Park told Reuters in Beijing.

Xi's show of solidarity with Central Asia at the summit conspicuously coincides with a meeting of the&nbsp;Group of Seven&nbsp;leaders in Japan, where Beijing's use of "economic coercion" in its dealings abroad is expected to be on the agenda.

Since the 18th National Congress of the CCP in 2012, the Xi Jinping administration has launched an anti-corruption campaign. Those publicly investigated and dealt with after the 18th National Congress include state-level officials, deputy state-level officers, military commission members, dozens of ministerial-level officers, and hundreds of deputy ministerial-level officers.&nbsp;

Citing data, the IPCSC report said, "111,000 people were fined in the first quarter of this year, including provincial and provincial-level cadres, 633 department-level cadres, 669 district-level cadres, and 1,000 townships. Includes level cadres, and 15,000 general cadres. And 76,000 executives in rural areas, businesses, etc."

Recently, the official WeChat handles of the Central Commission for Discipline Inspection and the State Supervisory Commission of the Central Committee of the Communist&nbsp;Party of China released their monthly anti-corruption report. The report mentioned that in the first quarter, disciplinary inspection and supervision agencies across China received 776,000 petitions and reports, of which 231,000 were complaints and accusations.

The prominent senior officials under investigation include Du Zhaocai, Member of the Party Leadership Group and Deputy Director of the General Administration of Sport of China; Li Xiaopeng, former Secretary of the Party Committee and Chairman of China Everbright Group Co.&nbsp;Ltd among others.&nbsp;

Last month, three central cadres were dismissed and over 120 CCP members and department-level cadres were fined.

Meanwhile, data from the March anti-corruption report said that 7,021 violations were investigated and dealt with, involving 10,285 people.

China punishes more than 110,000 officials in anti-corruption drive: Report

A decade-old Chinese military document that has resurfaced recently provides fascinating insight into Beijing's misplaced assertions about the way New Delhi views its neighbours. The 372-page document, titled zhanlue xue (loosely translated 'The Science of Military Strategy'), was published by Beijing-based People's Liberation Army Academy of Military Sciences in 2013.

The document, prepared by PLA's Academy of Military Sciences faculty with "very high-level review", has been translated by Montgomery, Alabama-based US Air University's China Aerospace Studies Institute [CASI].

Among other things, the document lays out China's tactical outlook vis-a-vis India.

<h2>India's military strategy: What China doesn't get right</h2>

Referring to traditional ideas of &nbsp;Indian strategist Chanakya, the PLA document says that New Delhi is deeply affected by his traditional&nbsp;idea "that treated neighbours as enemies."

Experts view this Chinese assertion about Indian military strategy as completely misplaced.&nbsp;

"This statement is a reflection of [China's] limited understanding of Indian foreign policy or a deliberate attempt to create confusion," Suyash Desai, Taiwan-based research scholar on China's military and foreign policy told WION.&nbsp;

To secure its national security interests, India in the past has taken militarily and economically coercive measures in its immediate neighbourhood, points out Anushka Saxena, Research Analyst with the Indo-Pacific Studies Programme at Bengaluru-based Takshashila Institution.&nbsp;

For example, India was concerned when Nepal purchased Chinese military equipment in 1988 following which Nepal did not renew the Indo-Nepalese singular trade and transit treaty. In response,&nbsp;India imposed a blockade on trade with Nepal up till April 1990, when democracy was restored in Kathmandu's corridors of power.&nbsp; 

Similarly, part of the reason why Prime Minister Rajiv Gandhi’s government sent Indian Peace Keeping Forces in Sri Lanka in the early 1990s was to “alleviate India’s concerns surrounding LTTE terrorist activity that impacted our national interests”, Saxena added.&nbsp;

“Has India taken coercive military and economic measures to deal with its neighbours in the past? Yes. Is there some degree of Indo-centrism reflected in this? Yes. But does that mean India did so because it considers its neighbours enemies? No,” Saxena told WION.

<h2>India wants Tibet as a “buffer state”: PLA document</h2>

The PLA document states that since independence, India has “fully carried on with the United Kingdom’s imperial expansionist strategic thought”. This, the document adds, included India attempting to incorporate Tibet into its sphere of influence as a “buffer state”.&nbsp;

A “buffer state” refers to a neutral country between two larger hostile countries whose state of neutrality is aimed to prevent the outbreak of a regional conflict.

“Every big country invests in buffers around it or at least wants to be surrounded by countries which are friendlier to it, also known as the 'sphere of influence'. Generally, the Indian governments have, at least in the early decades of Independence, seen merit in such British ideas,” Sridharan Subramanyam of Chennai Centre for China Studies told WION, adding that.

While New Delhi had no formal foreign policy to treat Tibet as a ‘buffer state’, the Chinese aggression into Western Ladakh in the mid-1950s was aimed at providing its G219 highway a buffer through Aksai Chin, he noted.

“After all, as a 'buffer state,' Tibet would have retained its status as a sovereign nation-state, which it had always been, and would have benefitted the most from dealing with both the big powers on its two flanks,” Subramanyam reasons.

Reflecting upon the complex history of Tibet’s tryst with China and India, Anushka Saxena of Takshashila Institution pointed out that the British did see merit in making Tibet an “autonomous buffer” to prevent the Russian aggression south of China and towards its territory in India in the years of the 'Great Game' between London and Moscow.

Fang began posting videos of himself reporting on the Covid situation in Wuhan in January 2020. The Covid outbreak had devastated the city, home to over 11 million residents. A 76-day hard lockdown was announced by the administration and it was then that the likes of Fang and other citizen journalists started telling their stories and those of others. Although the movement was small in scale, it defied the mandate issued by the Communist Party. As soon as authorities got hold of the videos, he was given warnings but subsequently detained. In the last video, Fang posted a piece of paper reading, “All citizens resist, hand power back to the people.” By February, Fang disappeared from the public eye and alongside him, another citizen journalist named Chen Qiushi. According to media reports, Fang was sentenced to three years in prison for “picking quarrels and provoking trouble", which is a vague term, often used to refer to political dissidence. Just months ago, few would have seen China as a peace broker between Ukraine and Russia. But after China brought together Saudi Arabia and Iran in Beijing and set the two West Asian powers on the path to normalising their relations, there can be no doubt that China is serious. Xi appears to have a plan, if not a solution, for at least cessation of hostilities if not peace.

Soon after Xi’s two-day state visit to Moscow last month—during which he referred to Russian President Vladimir Putin as his “dear friend” and proposed a general, if not vague, 12-point peace plan — Zelensky invited him to Kyiv for talks. He pointed out that the two had made no contact after the war began in February 2022 although they had been in touch before that.

Neither needed to mention that China is Ukraine’s largest trading partner and has vital economic interests to protect in that country. China is also heavily invested in major transport infrastructure projects in Ukraine. These are long-term interests and call for a long-term perspective, which may explain Xi’s readiness to work towards building strategic ties with Ukraine. And, what better way to do it than as a peace broker at this critical juncture.

Given the growing distrust between Kyiv and Washington and also between the US&nbsp;and its leading allies in Europe, as exposed by the recently leaked Pentagon documents, Zelensky decided to bite the bullet and woo the Chinese president. He had good reasons to, for China proclaimed itself to be firmly on the “side of peace,” although it had not condemned Russia’s war in Ukraine. While Xi flaunted his bond&nbsp;with Putin, he made it known that he was neutral on the Russian “military operation” in Ukraine.&nbsp;

When Xi said that Kyiv should “seize the opportunity and build up favourable conditions for the political settlement,” it was, doubtless, a reference to the growing distrust between Ukraine and the US.&nbsp;

Substantively, in his talk with Zelensky, Xi reiterated Beijing’s long-standing position that “mutual respect for sovereignty and territorial integrity is the political foundation of China-Ukraine relations.” On the Ukraine war, Xi impressed on Zelensky that China’s “core stance is to facilitate talks for peace”, as per the 12-point plan set out on February 24. He also made it clear that Beijing would be proactive in pressing for dialogue and negotiation as the only way forward.&nbsp;

Xi proposed that China will “make its efforts for early ceasefire and restoration of peace”. Of course, few expect this to happen in the near term. But the fact that China will send a Special Representative on Eurasian Affairs to Ukraine and other countries for in-depth exchanges with all parties on the political settlement of the Ukraine crisis, is a clear signal of Xi’s earnestness.

Taller European leaders such as France’s Emmanuel Macron and Germany’s Olaf Scholz may be inclined to support the Chinese initiative, given their explicit aversion to being trapped in the bloc-versus-bloc politics of the US.

China and Russia have signed a memorandum of understanding on strengthening maritime law enforcement cooperation. But the west is worried that Moscow and Beijing can use the arctic for military purposes. Experts say that it would be interesting to see how NATO responds to Russia and China's challenge at the North Pole.

Intense military build-up in the Arctic

The Kremlin said on Thursday (April 27) that it welcomed any attempt to end the ongoing war in Ukraine, a day after Chinese President Xi Jinping spoke to his Ukrainian counterpart Volodymyr Zelensky for the first time since the beginning of the Russian offensive in February last year. Addressing a press conference, Kremlin spokesperson Dmitry Peskov said, "We are ready to welcome anything that could hasten the end of the conflict in Ukraine and Russia achieving all the goals it has set itself."

Peskov said that he was familiar with the details of what Volodymyr Zelensky and Xi Jinping discussed and said their stances on the war were well-known.&nbsp;

The Kremlin spokesperson, however, pointed out, "As for the fact that they communicated - that is a sovereign matter for each of these countries and a question of their bilateral dialogue."

On Wednesday, Xi Jinping spoke to Volodymyr Zelensky with the Ukrainian president describing the hour-long call as meaningful. Citing Chinese state media, the news agency Reuters reported Xi told Zelensky that China would send special representatives to Ukraine and hold talks with all parties seeking peace.&nbsp;

Later on Wednesday, Zelensky said in a video address that there was "an opportunity to use China's political power to reinforce the principles and rules that peace should be built upon."

"Ukraine and China, like the absolute majority of the world, are equally interested in the strength of the sovereignty of nations and territorial integrity," the Ukrainian president added.&nbsp;

Zelensky also said that the Chinese president expressed "words of support" for the extension of the deal to export Ukrainian grain from its Black Sea ports.

Apart from Kremlin, NATO Secretary-General Jens Stoltenberg welcomed the phone call between Xi and Zelensky, pointing out it was important&nbsp;that China gets a better understanding of Ukrainian perspectives.&nbsp;

"I welcome the call between (Ukrainian) President (Volodymyr) Zelenskiy and (Chinese) President Xi (Jinping). I think it's important also that China gets a better understanding of the Ukrainian perspectives. This doesn't change the fact that China has not been able to condemn Russia's illegal war, illegal invasion of Ukraine," Stoltenberg said on Thursday.&nbsp;

Since the beginning of the war, Xi Jinping has refrained from denouncing the Russian offensive. He paid a visit to Moscow last month and since February, he has promoted a 12-point peace plan.&nbsp;

Stoltenberg asked China&nbsp;to provide more transparency about its nuclear arsenal, including those with verifiable limits.

"China should be willing to sit down and engage in more arms control agreements, including limits on their number of nuclear warheads," he said.

<h2>Military use of Artificial Intelligence: Why call for universal standards?</h2>

NATO is pushing for "shared universal standards for new technologies". This entails a shared principle-based outline over responsible use of Artificial Intelligence.

"The next step would be to engage with China, both on these values and principles but also to perhaps agree on some rules of the road for responsible use," Stoltenberg told a NATO conference on arms control and disarmament, by video link.

He added that NATO was in regular contact with various stakeholders around the world, including in Beijing.

In June 2022, NATO member nations defined China as a "systemic challenge", given Beijing's assertive security threats and its bullying behaviour against its neighbours.

Since late last month, Chinese President Xi Jinping has hosted a number of heads of state and government. Leaders from Singapore to Malaysia to Spain and France and the European Union are among those who have lined up to meet with Xi Jinping in recent weeks.

A senior Chinese People's Liberation Army (PLA) air force commander, who was arrested by the Chinese Communist Party, received a death sentence for "serious economic corruption". The air force commander, General Liu Yazhou, has expressed disagreements in past about China's policy of military belligerence around Taiwan, said a report in Ming Pao, a Hong Kong newspaper known for reporting on Chinese Communist Party.

Ming Pao has a mixed track record when it comes to the veracity of the information it cites. But this must be seen with respect to the disinformation spread by the CCP elements as part of their information warfare.

According to Bi, who cited information from party insiders, Liu Yazhou had been criticised by Xi in a 40-minute secret speech; Xi supposedly said that Liu was not only guilty of "economic problems" but also spearheaded factionalism within CCP to cater to his leadership ambitions.

According to Bi, "Party princelings do not believe that Liu had established [factional] strongholds. The princelings noted that early reports of the investigation into Liu only found him to have ‘economic problems,’ engaged in promiscuous relations, and offended Xi Jinping with ‘a lot of strange political talk," SinoInsider reported.

The report mentioned that Xi's comments were made during his naval inspection trip on Tuesday. The visit took place hours after the military drills by China's People's Liberation Army in region around Taiwan.&nbsp;

The military drills were launched in the aftermath of Taiwan's President Tsai Ing-wen's visit to the United States, which angered China. During the visit, Tsai also met with US House Speaker Kevin McCarthy.&nbsp;

The state broadcaster CCTV reported that Xi on Tuesday told the People's Liberation Army's Southern Theatre Command Navy that the military must "resolutely defend China's territorial sovereignty and maritime interests, and strive to protect overall peripheral stability".&nbsp;

Beijing has also criticised a plan for US forces to use a growing number of bases in the Philippines, including one near Taiwan.&nbsp;

The report noted that veterans have been listed as a priority, which according to military analysts means that it is an enhancement of PLA combat readiness for a war over Taiwan.&nbsp;

Amid simmering tensions in the South China Sea, Xi said that China must be "innovative in its concepts and methods of combat".

US Secretary of State Antony Blinken said committed to "standing with the Philippines against any intimidation or coercion, including in the South China Sea". The US and the Philippines are holding their largest-ever joint military drills this week.&nbsp;
