For the second year in a row, Twitter CEO and billionaire Jack Dorsey has taken a salary of $.140.

Recently, the CEO had announced to donate $1 billion towards coronavirus relief.

In 2017, Dorsey earned nothing, which increased to $1.40 in 2019.

"At his own recommendation to the compensation committee and consistent with his compensation in 2018, Mr. Dorsey elected to forgo any compensation for 2019 other than a base salary of $1.40," Twitter said in an SEC filing.

Additionally, the filing touted it “is a testament to his commitment to and belief in Twitter's long-term value creation potential".

When Dorsey resumed control of Twitter in 2015, his salary added up to one cent for each character out of the 140 that users were permitted to include.

It is expected that his salary would rise to $2.80 eventually as Twitter has increased the limit of characters to 280 per tweet.

Based on Forbes numbers, Dorsey is worth $3.9 billion, mostly because of this role as CEO of a company called Square, which is about financial services and mobile payment.

It was from this company that Dorsey had set aside $1 billion to fight COVID-19.

"Simply: I own a lot more Square. And I'll need to pace the sales over some time. The impact this money will have should benefit both companies over the long-term because it's helping the people we want to serve," Dorsey recently tweeted.

Dorsey claims to have funded organisations with potential impact in the past, with funding running up to over $40 million.

He also runs a non-profit organisation with musician Rihanna. “The Clara Lionel Foundation” (CLF) has been able to set aside $4.2 million to help victims of domestic violence during the coronavirus pandemic.

In Los Angeles alone, the CLF has committed $2.1 million to assist victims of violence at home.

China has the knowledge and the techniques to manufacture new viruses and animal models to test the ability of those new viruses to infect humans.

The question remains – is the Chinese virus, COVID-19, the cause of the global pandemic, a naturally-occurring coronavirus that 'jumped' from bats to humans within the Wuhan Seafood Market as China claims or did it 'leak' from a Chinese laboratory either as a yet unknown bat viral isolate stored there or as a man-made virus?

A second, but additionally important question – has China been using politically 'tainted' scientific articles as part of an information campaign to absolve itself of responsibility for the Chinese coronavirus pandemic?

That is, to leverage the widely-accepted credibility of science as one element of a propaganda strategy orchestrated by the Chinese Communist Party.

Beginning already in January 2020, articles written by Chinese scientists started appearing in the international scientific literature that either rejected outright the possibility that COVID-19 originated in a Chinese laboratory or were peppered with statements reinforcing the Chinese government argues that it originated in the Wuhan Seafood Market, such as one written by a lead scientist at the Wuhan Institute of Virology, Zheng-Li Shi.

Many of those articles were published by Chinese-controlled scientific journals, had not undergone the normal peer review process or were written by Chinese scientists with no apparent research background in coronaviruses.

Yet, occasionally, the likely truth slipped through the cracks.

Contrary to the official Chinese government narrative of a late December 2019 onset originating in the Wuhan Seafood Market, a Chinese-authored article published in the prestigious medical journal, The Lancet, states that the first documented case of COVID-19 was at least as early as December 1, 2019, being a hospitalised patient who had not visited the Wuhan Seafood Market.

On December 10, 2019, two out of the three coronavirus patients admitted to the hospital had not been in the Wuhan Seafood Market. It was only after December 15, 2019, that a larger percentage of COVID-19 patients were identified as visitors to the Wuhan Seafood Market.

A Chinese-authored scientific article written during the first week of February 2020 also directly contradicts the Chinese government narrative that COVID-19 'jumped' from bats to humans within the Wuhan Seafood Market:

“The epidemiological investigation of early cases of 2019-nCoV pneumonia showed that many cases had been exposed to the Huanan Seafood Market in Wuhan. In addition, 33 of the 585 environmental samples from Huanan Seafood Market were positive for 2019-nCoV; however, that market was trading a variety of live animals, such as hedgehog, badger, snake, and bird (turtledoves), probably pangolin, but not bats. Thus, bats are less likely to have direct contact with humans, and direct transmission of the virus from bat to human is unlikely.”

An alternative explanation for the origin of the Chinese COVID-19 pandemic is that it resulted from a 'leak' out of a Chinese laboratory.

Just such a leak out of a Chinese laboratory occurred in two separate incidents in April 2004 involving researchers infected with the deadly coronavirus SARS-CoV, responsible for the 2002-2003 pandemic.

In such a scenario, COVID-19, representing one of the hundreds of coronaviruses isolated by the Chinese from various animals, could have similarly leaked out of a Wuhan laboratory either carried by an infected employee who later visited the Wuhan Seafood Market or by an infected experimental laboratory animal that was sold to the market.

An especially dangerous possibility is that COVID-19 is man-made. That would involve a bioengineering capability to construct novel viruses by combining parts of two or more viruses (chimera). The infectivity of the novel viruses would then be tested in cell cultures and animal models.

China possesses all those capabilities.

In 2015, Ralph Baric from the University of North Carolina and Zheng-Li Shi from the Wuhan Institute of Virology jointly published a scientific article describing the combination of the receptor-binding spike protein from a newly isolated coronavirus (SHC014) and the “backbone” from SARS-CoV, the coronavirus responsible for the 2002-2003 pandemic. It produced a novel virus (chimera SHC014-MA15), which showed “robust viral replication both in vitro [cell cultures] and in vivo [animals],” using models adapted to test human infectivity.

Many of the techniques involved in creating coronavirus chimeras are described in detail in a publicly-available 2018 patent (US9884895B2) submitted by Dr. Baric.

In addition to possessing the techniques for creating new viruses, China has developed a genetically-engineered mouse model, not only to test the human infectivity of coronaviruses but, through multiple passages, potentially increase its human receptor selectivity.

It was recently reported that the Wuhan Institute of Virology received a $3.7 million grant from the US National Institutes of Health to study coronaviruses.

Given the well-known propensity for coronaviruses to mutate, both in animals and humans, the introduction of man-made coronaviruses into nature could have catastrophic consequences for human health and the ecosystem.

From the perspective of biological warfare, China could develop new viruses for which there are no known treatments or viruses deliberately designed to circumvent them, risks already identified by Dr Ralph Baric of the University of North Carolina in 2012.

It is now urgent to confront China in order to determine the true origin of COVID-19.

Wuhan's 'wet markets' struggle after virus lockdown

Now there are reports of a second coronavirus wave in China even as the country has been claiming victory over COVID-19.

The city of Sui Fen He is being called the new epicenter, the new Wuhan

A third of China's post-Wuhan cases have reportedly come from this city. The entire town has been placed on high alert after a cluster of cases was reported from returnees from Russia.

The city is located in the Heilong- Jiang province. Its China's northern-most province which marks the border between China and Russia and Sui Fen He has one of China's three railway lines that cross the border to Russia.

Russia had banned all flights to China ever since the virus became serious. So thousands of Chinese citizens crossed the border via rail and Sui fen He did not restrict the movement of its citizens despite a nationwide lockdown.

The result is close to 3,000 people entered the city from Russia as of March 21 and many were infected. On Tuesday, 409 people had tested positive in the city. There are suspected to be 100 asymptomatic carriers and across the country, 89 new cases have been linked to the city.

Panic has again gripped the Chinese regime. Hundreds of healthcare workers from Wuhan are being rushed to the city. The border posts have been sealed. The entire city has been placed under lockdown.

The local authorities say they are not prepared for a surge in cases. China has been converting offices into make-shift hospitals. There's a shortage of beds and ventilators. They are being flown to the city from Wuhan.

China's Global Times says that 15 to 20 per cent of those quarantined in this city may get infected. Sui fen he is slowly turning into the new battleground, China's coronavirus battle is far from over.

Morning news brief: IMF approves debt relief for poor countries, France extends lockdown and more

The recent report about People’s Bank of China (PBoC) buying stake in HDFC Limited shouldn’t come as a surprise; off late Chinese investors have been buying up strategically small stakes in Indian companies especially startup’s; the startups need funding and for them, it’s easy to access to much-needed capital. Of late China has emerged one of the fastest-growing sources of Foreign Direct Investment (FDI), especially in the Indian startup ecosystem. According to a recent study by the Brookings Institution, India the biggest challenge is accurately mapping Chinese investments in India due to lack of a comprehensive single point database availability.

India-China Economic and Cultural (ICEC) Council estimates that in the last three years, Chinese and Chinese-origin investors have invested about $3.7 billion (Rs 23,600 crore) into Indian startups. China is also the biggest trading partner of India, and India the largest project-contracting market for Chinese companies in South Asia outside the digital and startup space. China’s investments have traditionally been concentrated in the automobile industry, however, major beneficiaries are around 25 startups, including Truebil, Ixigo, Paytm, Flipkart and MakeMyTrip. According to domain experts, Chinese investors are in for a long haul in comparison to their western counterparts.

Ola, India’s largest cab-hailing service had raised $50 million at a valuation of roughly $4.3 billion from Hong Kong-based Sailing Capital and the China-Eurasian Economic Cooperation Fund (CEECF), as part of the SoftBank-backed startup’s move to raise fresh funds of at least $1 billion. Sailing and CEECF, a state-backed investment fund of China, will hold a combined stake of more than 1 per cent in Ola. According to a report, Chinese investments into India’s startups and digital platforms represent a new take on the tried and tested China plus one model – shifting or expanding operations out of China to benefit from cheaper labour, new markets, and less domestic vulnerability. In three major ways, however, Chinese companies are expanding on China plus one model to enhance their access to Indian markets, and deepen their presence in the burgeoning digital economy.

Currently, multiple Chinese venture capital funds, are considering buying stakes in Indian startups, ranging from those innovating financial and education technology to e-commerce, content, and online classifieds platforms. In May 2018, China’s leading state-run bank, The Industrial and Commercial Bank of China, publicised the launch of its first India-dedicated publicly offered investment fund. The Industrial and Commercial Bank Credit Suisse India Market Fund, it will track the following sectors for investments – financial industry, information technology, alternative consumption, energy, essential consumption, raw materials, and healthcare, among others.

India’s startup environment is third largest in the world and it may appear to be exciting times, wherein one of the major global economic players is showing keen interest. But as they say, nothing is altruistic in nature, especially in business. Chinese investments into Indian markets is not a one-off event rather it follows a pattern of similar investments across the globe. Chinese investors have been investing in the US, EU, Germany, Australia, France, Italy, Canada over the past few years, especially in the backdrop of the 2008 global financial crisis these investments have increased in volume. Chinese firms have been trying to buy a stake in western firms, which are involved, especially involved in IT, AI, construction, energy, telecom, utilities etc.

But Chinese investment in the United States after hitting record levels and, are now attracting enhanced official scrutiny for potential national security risks; the Committee on Foreign Investment in the United States (CFIUS) conducts reviews. The number of such cases has increased from 155 In 2016, the latest year for which data exist, a total of 172 notices were filed for ‘review’ with CFIUS compared to 155 notices submitted in 2008. The United States has blocked several proposed deals by Chinese firms due to security concerns. Similar measures are being put in place by many European Union countries like Germany, Italy, France. Apart from them Canada and Australia have also enhanced scrutiny of Chinese investments in their country especially in their critical infrastructure sectors which have national security implications.

It is an understandable response by the US—and other like-minded states—is to intensify its scrutiny of the national security risks such inbound transactions might pose domestically, particularly in sectors that even the most advanced of countries consider ‘sensitive’. Some of the industries that used to not be considered ‘sensitive’ have begun to be treated so as it becomes more apparent that there is the involvement of a foreign government with ulterior objectives that owns or controls the entity pursuing the investment. Problem is that an increasing number of these foreign investors are from nations where there is significant involvement in business decisions by governments whose agendas are perceived to go way beyond commercial objectives.

In India’s case, we need to become cautious to such means of stealth investment in our economy. It may be recalled that Chinese in early 2000s started investing in media companies across the continent as part of it wider public engagement exercise by investing gradually and raising stakes in them, now they are using that to influence what gets published in the media. Recently, there were reports coming out of Africa that media houses having Chinese stakeholders have begun censuring stories which aren’t favourable to them. The recent global debate with respect to Huawei has raised genuine concerns with respect to national security infrastructure, corporate espionage and individual privacy. Chinese firms have had a dubious track record when it to honouring proprietary technology and information; hardware-based hacking of big US corporations had highlighted the concerns with the near Chinese monopoly on global supply chains.

India needs to be vigilant, as a country, about such investments, in our startups as well as other institutions, as they will be critical to the economic development of the country in future, especially when startups will mature to the MSMEs. The need of the hour is to a have system in place which acts as a screening authority for such investment proposals i.e. Know Your Investor (KYI), whose database needs to be maintained and published by the SEBI. India’s tryst with its bureaucracy has not been business-friendly, but we need to ensure a balance in order to make the startups thrive as well as protect our national security interests as well as individual privacy of Indian users.

Chinese have been practising salami-slicing strategy in the geopolitical space, it can be now be said that they have been practising the same in geo-economic space as well.

Explained: Why Chinese firms are exploring investment opportunities in India

The world has admired the Narendra Modi government’s handling of the Wuhan virus threat. A near prompt national lockdown of over three weeks has limited the number of those infected to a few thousand, and those killed by the virus to under 300 at this point. Had we not done this, a recent statistical analysis by the Union Health Ministry states that we may have had 8.2 lakh infected by April 15, with a proportionately high death count.

The war against the Wuhan virus is far from over even now, and it will be, perhaps only by the end of 2020, that we will gain perspective on how well we eventually did.

India seems to have made a terrific, unmatched start, however, given our gargantuan population of over 1.3 billion. But as the saying goes- it is equally important to win the peace. And preparations for doing so cannot wait till the end of the war.

Estimates from various international rating agencies have indicated the GDP will plummet to as low as 1.6 per cent as a consequence of this three week plus lockdown. In November 2019, nobody thought India would turn in less than 5.5 per cent despite various economic headwinds.

Had this lockdown gone forward without dilution, the moot point is how many multiples in casualties would the economic consequences have produced in the bargain? Fortunately, the Prime Minister, after widespread consultations with chief ministers of the various states, opposition leaders, doctors, economists, administrators, NGOs and so on, has decided to change course post-April 14. That is when this momentous exercise ends in its present form. His revised mantra now, just revealed yesterday, is Jaan Bhi, Jahan Bhi, which means an equal emphasis on Life as well as Livelihood.

The union council of ministers have been asked to operate from their offices from the April 13, and no longer from their residences. Other measures are about to be announced in the next couple of days.

Hereafter, the hotspots, sometimes small areas, and otherwise entire districts, will be tightly regulated. Simultaneously, the work to revive the economy will commence in other parts, throughout the country. If new hotspots erupt, they too will be strictly quarantined. But the rest of the country will be allowed to take up where it left off gradually, with a set of social distancing precautions and compulsory use of face masks. Frequent hand-washing, sanitisation of workplaces, testing, and other prophylactic measures will be diligently followed. National transportation and movement guidelines are also expected to be announced shortly.

In terms of fixing global responsibility for the situation, which is much worse in Europe and America, Communist China and a collaborative WHO under its present Director General, are being squarely blamed. It is negligence, deliberate suppression of information, and misguidance on their part, in the early stages, that ended up infecting so many around the world.

China knew about the virulent outbreak in Wuhan and its easy contagion as early as October 2019, perhaps even earlier. There is some question on whether it was caused by exotic animals being sold at Wet Markets, or that it was leaked, either inadvertently or deliberately, from a bio-warfare laboratory in Wuhan.

The hypothesis that it was a laboratory-developed virus deliberately leaked, gains traction because the Chinese outside Wuhan were, and are, not at all affected. Perhaps the Chinese themselves, particularly its unaffected leadership, have an antidote or vaccine too which might be revealed at a time that suits it.

But, in the secretive early days of the Wuhan virus proliferation, China placed no restrictions on lakhs of its people travelling internationally, right up to beyond the Chinese new year, which fell this year at the end of January 2020.

China signed a trade agreement with the US in January 2020 after negotiating it through December 2019, before the news on the Wuhan virus was made public. And there is speculation that this may have been a key reason to postpone the announcements, on its existence and infectiousness.

The subsequent plight of the world and its sufferings owe much to being quite unprepared or forewarned. This is all the more galling because China is back to business as usual now, even as all of Europe, America, much of South America, West Asia, the Subcontinent, Japan and the Asia-Pacific, are still reeling from its effects.

The consequences to the economies around the world have been no less than catastrophic, ravaging entire regions; but again the Chinese economy is almost untouched except for lack of demand both at home and abroad.

While the world will be struggling to find ways and means to punish China once it finds its feet; Japan has already determined to move some of its manufacturing out of China. It has allocated $2.2 billion to help in this endeavour.

But, before India assumes it will be the automatic benefactor of companies, including American companies, moving manufacturing operations out of China, it has to show a modicum of economic commonsense. Having done that, it must make itself attractive enough.

The easing of the lockdown is a first and essential step in this direction, even as matching Chinese terms of business will not be easy. People and companies may still move out of China because of strategic reasons, but they could as well go to a more malleable Vietnam. This even though it is placed dangerously close to the South China Sea, the dragon’s own backyard.

The easing of the lockdown before the Indian economy is completely ruined and an ILO estimated 400 million of its workers from the unorganised sector are driven into penury, has come not a moment too soon. But this is just a first step. On the back of expected shallow recovery, India may have to bite the bullet on stalled major economic reforms, what has often been called Stage II Reforms, involving contentious labour and land laws, to make itself an attractive investment destination. One that can finally be compared with China, if the developed infrastructure is added to the mix.

Meanwhile, China is not only on a powerful PR offensive, but it will also fight to keep its business intact and has huge resources to deploy. China flatly refuses to accept any responsibility or liability for the devastation caused by the Wuhan Virus. It even casts doubt as to its origins, blaming American soldiers who visited Wuhan.

Meanwhile, if India did not decide to get back in the reckoning by over-focussing on the Wuhan virus at the expense of all else, there would be little left to discuss.

The famous Chinese treatise The Art of War states that the best victory is when it is achieved without having to go to the actual battle. Why use arms, China might be saying to itself, when a convenient laboratory/wet market developed virus does just as well?

The world has been infected by frequent zoonotic infections from China over the last few years, including Bird Flu, SARS, Swine Flu, and now the Wuhan virus. Earlier, there was the Asian Flu of 1957 and the Hong Kong Flu of 1968.

There is every reason to assume that the world may have entered the era of bio and cyber warfare on the one hand, where arsenals in the hands of the Western powers too are nothing to sniff at. And these zoonotic epidemics that occur innocently enough from Chinese food habits, and the density of its 1.4 billion rural and urban population.

We can, therefore, expect many more pandemics and cyber-hackings in future. China also stands accused of snooping on the world’s sensitive information via its cyber-hacking experts for more than a decade already. It is said to have the capacity to alter or immobilise the electronic controls of the world’s armaments, nuclear weapons and civil transport. The implications of this is horrifying, and much work is being done to negate such possibilities.

Will India have vaccines and medicines for all future pandemics at a minimum? It is comforting to learn that India does manufacture a large number of the world’s vaccines and life-saving drugs, including the much in demand HCQ. So we might indeed be able to fight new scourges as they come, despite low spends on healthcare, but it seems unlikely that we will be ready for them all.

So, just as in conventional warfare, we will have to survive for another day economically, while fighting the threat of the day simultaneously. The advantages of a large and young population must be leveraged.

It may be too much to expect unity amongst all those countries affected, though some degree of cooperation cannot be ruled out. But, in the end, India may have to do it alone, more often than not, and develop the capacity to do so as and when necessary.

This more so at a time when many are wondering about the pros and cons of a globalised economy, versus the sovereignty and greater certainty of individual nations.

Coronavirus outbreak: India shows economic common sense

China's foreign ministry had earlier acknowledged that there had been some "misunderstandings" with the African community amid reports of racism.

"I want to emphasise that the Chinese government treats all foreigners in China equally," said spokesman Zhao Lijian while urging officials to "improve their working mechanisms".

The US State Department hit out at China saying: "It's unfortunate but not surprising to see this kind of xenophobia towards Africans by Chinese authorities."

The US State Department had issued an alert advising African-Americans, or those with potential contact with African nationals to avoid Guangzhou.

Reports said eight people had tested positive for the virus in "Little Africa" in the city's Yuexiu district with widespread anger reported after some claimed Nigerian nationals had broken mandatory quarantine rules.

As a result, nearly 2,000 people they came into contact with had to be tested for COVID-19 or undergo quarantine, state media said.

Last week, Guangzhou reported 114 imported coronavirus cases with 16 from Africans.

Morning news brief: Global cases surpass 18 lacs, US could start reopening in May and more

Many researches across the globe have reiterated the need of giving special care to the elderly, as they are the most vulnerable demographic. As peaks in many countries have shown, old folks, especially those with underlying conditions of the heart and kidney are not likely to survive the infection.

A statement by the European Union chief has rung in similar sentiments, but tiptoeing on precautionary measures.

Ursula von der Leyen recently said that elderly people may have to be kept isolated for the entire year for effective protection.

“Without a vaccine, we have to limit as much as possible contact with the elderly,” she said to a Germany daily Bild.

“I know it’s difficult and that isolation is a burden, but it is a question of life or death, we have to remain disciplined and patient”, Leyen added.

“Children and young people will enjoy more freedom of movement earlier than elderly people and those with pre-existing medical conditions,” she said.

Additionally, the US recently overtook Italy and logged the highest number of coronavirus related deaths in a country ever!

Gilberte Troquet, 92, poses in her house as she wears a makeshift mask, in Montigny-Le-Chartif, western France, on April 8, 2020, on the 23rd day of a lockdown in France to stop the spread of the COVID-19 caused by the novel coronavirus | AFP While talking about a potential vaccine, Leyen claimed that she was hopeful of a European lab successfully developing one before the end of this year. For quick vaccination, authorities worldwide have amped up talks with production groups so that they may be prepared to mass-produce vaccines for the global population. The coronavirus pandemic has infected 1.7 million people and killed more than 107,000 around the world so far, according to the latest tally by the Johns Hopkins University. In the United States alone, there are over half a million cases. The US state of New York currently has more cases than any other country. Additionally, the US recently overtook Italy and logged the highest number of coronavirus related deaths in a country ever!

The 'orange zone' will include places with a lot of cases, but not enough to trigger a complete shutoff. And lastly, 'green zones' would most probably include places with the least number of cases

Red Zones

In the red zones, a complete lockdown will continue to be enforced.

These are districts with a sizeable number of cases. And also the ones that have already been declared hotspots by the government.

Red zones will be sealed. And no non-essential movement will be permitted.

Orange Zones

The orange zones are likely to be districts that initially reported a cluster of cases - but have since flattened the curve.

The likes of Bhilwara in Rajasthan could feature in this list.

There will be a limited lockdown in orange zones, with partial operation of public transport.

But most crucially - agriculture harvest will go ahead as planned in orange zones. This will come as a huge relief to farmers living in these districts.

Green zones

Green zones are districts with zero COVID-19 cases. These districts could see minimum curbs -- mostly in the form of strict social distancing norms.

Already in force
Haryana has already moved ahead with this plan.

Chief Minister Manohar Lal Khattar said that four districts - Faridabad, Palwal, Nuh, and Gurgaon will be declared as high-risk red zones in the extended lockdown period.

During the video conference on Saturday --many chief ministers reportedly suggested adding more industries and services to the exempted list.

Reopening liquor shops was a major demand, liquor sales form a sizeable portion of government revenue in most states.

Micro, small, and medium enterprises in the green zones could also be re-opened after April 14.

States also called for restarting farm activities in green and orange zones.

Transport services could also start operating at partial capacity.

Reports indicate that metros, trains, and domestic flights could function at 30 percent capacity in low-risk areas.

South Asia is on course for its worst economic performance in 40 years, with decades of progress in the battle against poverty at risk, because of coronavirus, the World Bank said Sunday.

India, Bangladesh, Pakistan, Afghanistan and other smaller nations, which have 1.8 billion people and some of the planet's most densely populated cities, have so far reported relatively few coronavirus cases but experts fear they could be the next hotspots.

The dire economic effects are already much in evidence, with widespread lockdowns freezing most normal activity, Western factory orders cancelled and vast numbers of poor workers suddenly jobless.

"South Asia finds itself in a perfect storm of adverse effects. Tourism has dried up, supply chains have been disrupted, demand for garments has collapsed and consumer and investor sentiments have deteriorated," said a World Bank report.

It slashed its growth forecast for the region this year to 1.8-2.8 percent from its pre-pandemic projection of 6.3 percent, with at least half the countries falling into "deep recession".

Worst hit will be the Maldives where the collapse of tourism will result in gross domestic output contracting by as much as 13 percent, while Afghanistan could shrink by as much as 5.9 percent and Pakistan by up to 2.2 percent.

Regional heavyweight India, where the fiscal year began on April 1, will see growth of just 1.5-2.8 percent in its current financial year, down from an expected 4.8-5.0 percent for the year just ended, the bank predicted.

Inequality
The report also warned that the pandemic will reinforce inequality in the region, with the pandemic hitting informal workers with limited or no access to healthcare or social safety the hardest.

In India for instance, the world's biggest lockdown has prompted hundreds of thousands of migrant workers to return to their home villages, many on foot.

Governments need to "ramp up action to curb the health emergency, protect their people, especially the poorest and most vulnerable, and set the stage now for fast economic recovery," the World Bank said.

In the short term this means preparing weak healthcare systems, providing safety nets and securing access to food, medical supplies and necessities for the most vulnerable, it advised.

It recommended temporary work programmes for migrant workers, debt relief for business and individuals and cutting red tape on imports and exports of essential goods.

And once the crisis is over, governments need urgently to pursue "innovative policies" and jumpstart economies.

"Failure to do so can lead to long-term growth disruptions and reverse hard-won progress in reducing poverty," the bank's Hartwig Schafer said.

Fish and vegetable merchants are reopening stalls at wet markets in China's central city of Wuhan as it lifts a months-long lockdown against the coronavirus pandemic, but their future looks uncertain with few customers as the virus stigma persists.

The virus, which has infected 1.6 million people and killed 106,000 in 214 countries, is believed to have originated late last year among wild animals on sale in a seafood market in Wuhan that has been closed and boarded up since January.

That has prompted heavy scrutiny for wet markets, a key facet of China's daily life, even though only a few sell wildlife. Some U.S. officials have called for them, and others across Asia, to be closed.

"This is a person-to-person virus, no matter where you are," said Jin Qinzhi, a vegetable and meat vendor at a wet market, when asked what she thought about demands for their closure.

"Even the supermarket is full of people. Here people are more scattered. As long as we take precautionary measures, and we pay attention to disinfecting, it should be fine."

A common sight across Asia, wet markets traditionally sell fresh produce and live animals, such as fish, in the open air. They tend to be popular with shoppers who believe the items on sale are cheaper and fresher than in supermarkets.

Stall owners in Wuhan said they were not optimistic after their business was badly hurt by the strict shutdowns in China, which ordered a temporary ban on trade and consumption of wildlife in January.

"There is no business and no one is coming," said a worker chopping fish who only gave her surname, Zhang. "Everywhere is blocked and people cannot come in. Everyone is scared to go out and contract the virus."

Wuhan will spend 200 million yuan ($28 million) to upgrade its 425 farmers' markets, in a campaign to improve hygiene, city officials said on Friday. Still, some worry they may not stay around long enough to see it.

"Even the supermarket is full of people. Here people are more scattered. As long as we take precautionary measures, and we pay attention to disinfecting, it should be fine." A common sight across Asia, wet markets traditionally sell fresh produce and live animals, such as fish, in the open air. Everyone is scared to go out and contract the virus." Coronavirus infections continue to increase, US logs most deaths in any country ever

North Korea called for tougher and more thorough countermeasures to keep citizens safe from the fast-spreading coronavirus at a meeting where leader Kim Jong Un presided, state media said on Sunday.

North Korea continues testing for the virus, with more than 500 people in quarantine, but has no confirmed infections yet, a country representative of the World Health Organization told Reuters this week.

The Korean Central News Agency said the virus had created obstacles to work on the economy, but the North had enforced consistent and compulsory "strict top-class emergency anti-epidemic measures" to maintain a stable situation.

At a meeting on Saturday, the political bureau of the central committee of the ruling Workers' Party of Korea adopted a resolution to take "more thorough state measures" to protect people's lives and safety against the pandemic, KCNA added.

It also aimed to step up emergency services nationwide against the outbreak and push ahead with economic construction, increasing the national defence capability and stabilising people's livelihoods this year, the agency said.

But state media photographs showed that none of those at the meeting, including Kim, wore masks or sat unusually far apart from each other.

Neighbouring South Korea reported 32 new infections by the end of Saturday, taking its tally to 10,512, with three more deaths for a total of 214, the Korea Centers for Disease Control and Prevention said.

KCNA said part of Saturday's agenda was to have been presented to a meeting of the Supreme People's Assembly, initially set for Friday, but it was not clear if the larger body had already met, or if not, when it is scheduled to do so.

Kim Yo Jong, Kim Jong Un's sister and a senior government official, was elected an alternate member of the Political Bureau, KCNA added.

In a separate report on Sunday, KCNA said Kim Jong Un expressed satisfaction at a drill of North Korea's pursuit assault aircraft that he oversaw, but suggested important tasks to "further enhance combat efficiency".

Agency photographs of the event showed some military officials wearing masks at the airfield, but not Kim.

Canadian government and opposition legislators approved a wage subsidy worth C$73 billion ($52 billion) on Saturday to support the ravaged economy, in an emergency sitting in the House of Commons.

Opposition parties had agreed prior to the sitting to support the bill. It was expected to also receive Senate approval and royal assent by Canada's Governor General, which is usually a formality.

Prime Minister Justin Trudeau spoke for the first time in weeks in the House after self-isolating with his family as his wife Sophie was infected with the novel coronavirus.

"This situation may get worse before getting better," Trudeau said in Ottawa, comparing it to a war. "Let us make a commitment among ourselves, to do what needs to be done for as long as it takes."

Trudeau's Liberals control a minority in the House of Commons and require support from the other parties to govern.

The subsidy covers 75% of a worker's wages. Finance Minister Bill Morneau said the government may send payments within two to five weeks.

The economy lost a record 1 million jobs last month.

France's death toll from the new coronavirus outbreak rose to nearly 14,000 on Saturday, but the number of patients in intensive care fell for the third day in a row, raising hopes that a nationwide lockdown is curbing the spread of the disease.

The number of people in intensive care units fell to 6,883 from 7,004 a day before, down nearly 2%, while the number of people in hospital virtually stabilised at 31,320, up by just 53 or 0.2%, ministry data showed.

The total death toll rose by 635 or 5% to 13,832 - with 8,943 dead in hospital and 4,889 in nursing homes - but that was less than on Friday, when the total toll rose by 987 as nursing home deaths soared.

France's coronavirus death toll rises to 13,832

Britain said on Sunday it was pledging 200 million pounds ($248 million) to the World Health Organisation (WHO) and charities to help slow the spread of the coronavirus in vulnerable countries and so help prevent a second wave of infections.

More than 1.6 million people are reported to have been infected by the novel coronavirus globally and deaths have topped 100,000 according to a Reuters tally.

Infections have been reported in 210 countries since the first cases were identified in China in December last year and British aid minister Anne-Marie Trevelyan said assisting the poorest nations now would help prevent the virus returning to the United Kingdom.

Britain has reported almost 10,000 deaths from the coronavirus so far, the fifth highest national number globally.

"While our brilliant doctors and nurses fight coronavirus at home, we’re deploying British expertise and funding around the world to prevent a second deadly wave reaching the UK," Trevelyan said in a statement.

UK pleges 200 million pounds in aid to help stop second coronavirus wave

China is now in recovery mode, as coronavirus seems to be exiting the country - city by city. The only new cases being reported now come from outside the country.

However a new problem is brewing in the country. Owing to fake news and rumour mongering, instances of racism and xenophobia have increased in Chinese cities.

Amid pleas from Chinese regime to not refer to COVID-19 as “Chinese virus” or “Wuhan crisis”, it is ironic how the country has done nothing to protect foreign nationals stuck in the country in the midst of the pandemic.

African nationals across the country have been abruptly evicted by landlords, and hotels have also kicked out people belonging to the African continent. This began after rumours of Africans bringing new cases into the country spread like wildfire across local circles.

The Chinese authorities have done nothing to help the foreigners so far.

Additionally, a comic recently went viral. In the strip, all foreigners were labelled “trash”.

Fake news

Earlier this month, fresh cases were detected among africans living in the city.

Fake news began spreading. One story claimed that 300,000 Africans are infected in Guangzhou.

With the first reports of this outbreak, China began accusing the world of racism and pointed out how its citizens abroad were being targeted.

But Beijing is doing little and saying nothing about what's brewing in its backyard.

In the first time ever in the history of the United States, all 50 states have put under a disaster declaration after president Donald Trump approved the order yesterday.

As part of this declaration, states may use federal funds and reserves to combat the disaster, ie, COVID-19.

Wyoming was the last state to be declared a disaster-infested state, and the 50th.

Even off-mainland territories - the US Virgin islands, the Northern Mariana Islands, the District of Columbia, Guam, and Puerto Rico have been declared areas undergoing a disaster at the moment.

“Though Wyoming has not reached the dire situations of some states, this declaration will help us to prepare and mobilise resources when we need them,” said Wyoming’s governor, Mark Gordon, in a statement. He had requested the declaration earlier this week.

Wyoming is US’ least populated state and has over 253 positive cases of the virus so far. It is home to over 578,000 people and has recorded no deaths so far.

As part of relief measures, the US government came up with the Defense Production Act. Under this, private players in the industry will be ordered to provide assistance to the Trump administration in dealing with the crisis.

Over $133 million has been set aside for this. As reported by The Guardian, it will “increase domestic production capacity of N95 masks to over 39m in the next 90 days”. The names of companies that would be taking part in the project are expected by next week.

This is the first time all states in the US have been placed under a disaster declaration.

As the original epicentre of COVID-19 pandemic returns to normalcy, people have been seen swarming the streets to hold funerals for their passed loved ones.

No funeral ceremonies were done after January 25, when it was banned as part of lockdown measures, CNN reported. No cemeteries were open either.

The remains of corpses were held in funeral homes and people were instructed to wait out the peak of the virus, after which they would be allowed to collect the remains.

Transport was shut, people were told to self-isolate, and funerals were disallowed.

Unfortunately, none of the victims received cremation in presence of their family members. The corpses were taken to funeral homes from hospitals directly.

The President of United Nations Security Council (UNSC) and the ambassador of the Dominican Republic, José Singer told WION that an urgent global response is needed to tackle the global coronavirus crisis. He added that the UNSC has an important role to play. The Dominican Republic is the chair of the council for the current month and decides the agenda of the top United Nations body.

Speaking from New York, Ambassador Singer said, "COVID-19 is racing its way around the world. There’s growing concern about the unprecedented magnitude of its outbreak globally and its impact on international peace and security."

"We need an urgent, coordinated, united and global response. No country can fight this alone and we must practice solidarity and kindness, now more than ever", he further said.

The UNSC met for the first time last week to discuss the crisis via video conference under the Presidentship of the Dominican Republic. On April 2, nine countries had requested the UNSC to meet urgently in the face of growing coronavirus escalation.

The United Kingdom is one of the hardest-hit countries by the COVID-19 pandemic.

In a recent press conference by Home Secretary Priti Patel, a lot of data was released.

She claimed that crime in the country has fallen by 21 per cent, while cases on online fraud and underage sexual exploitation have gone up.

According to Patel, people across the country have been conned, and the national loss is expected to be worth £1.8million.

“Fraudsters are exploiting coronavirus as a hook for new acquisitive crimes with losses to victims already exceeding £1.8million”, the Home Secretary thundered to the nation.

The UK is nearing the 10,000 mark in terms of recorded deaths. The Prime Minister Boris Johnson who had tested positive for the virus is now showing signs of recovery.

Recently, the UK police were criticised for using extreme measures in enforcing the nationwide lockdown. She said that the powers “will be reviewed”.

Patel also added that over 400 suspects of domestic abuse were arrested over the last two weeks.

There is no clarity on the timeline for lifting restrictions: “None of us can stand here today... and speculate in terms of when restrictions might move and when they will be lifted”.

While referring to the increasing cases of acts related to cyber pedophilia, she said, “the perpetrators of sickening online child abuse are seeking to exploit the fact that more and more young people and children are at home and online. And in the last week the National Domestic Abuse Helpline reported a 120 per cent increase in the number of calls it received in one 24-hour period”.

The Home Secretary further warned the public against stringent police action in case people were spotted breaking lockdown rules. “To anyone still refusing to do the right thing is clear. If you don't play your part, our selfless police - who are out there risking their own lives to save others - will be unafraid to act”, she said

On a lighter note, she extended gratitude to emergency workers.

“I’d like to thank them - our police officers and staff who are working tirelessly to keep us safe, for engaging with the public so constructively, to encourage everyone to do the right thing and avoid the need to use these powers”.
