Qatar leads negotiations between Israel and Hamas amid ongoing war

Russia has been able to increase its missile production beyond prewar levels by eluding Western sanctions and export regulations. Officials from the United States, Europe, and Ukraine claim that this makes Ukraine particularly open to more intense strikes in the upcoming months.

Russia-Ukraine War | European firms helping Russia produce dagger missiles: Report

The Israeli Defence Forces (IDF) recently made use of the 'Iron Sting' precision munition system for the first time in a military operation. The IDF's elite Maglan Unit used this innovative technology to target Hamas rocket launchers in the Gaza Strip, demonstrating a new level of precision and effectiveness.

This deployment comes at a crucial time when Israel faces allegations of civilian casualties in Gaza following a barbaric Hamas attack in southern Israel on October 7.

The 'Iron Sting' system was born out of collaborative efforts between the Israeli military and the renowned defence firm, Elbit Systems.

Within the Israeli military, it was the Directorate of Defence Research and Development in the Ministry of Defence and the Israel Defence Force's Ground Forces that spearheaded its development.

Elbit Systems, a key player in the Israeli defence industry, played a vital role in shaping the 'Iron Sting' into a reality.

What are its features?

The 'Iron Sting' stands out as a precision laser and GPS-guided mortar munition. Its primary ammunition is 120mm mortar rounds, and it boasts remarkable accuracy.

This munition system is designed to target a wide range of distances, with an impeccable range spanning from 1 to 12 kilometres, contingent on the ammunition used. The most impressive feature is that the 'Iron Sting' is suitable for deployment in both urban environments and open terrains, rendering it a versatile solution.

Also read | What's inside Israel's safe rooms shielding people from Hamas airstrikes?

Another feature is the ability to penetrate double-reinforced concrete, making it a formidable force in urban warfare. This capability gives Israeli forces a significant advantage in operations that demand precision and minimal collateral damage.

A decade in the making

Yaniv Rotem, the head of the Defence Ministry's Administration for the Development of Weapons and Technological Infrastructure, told the Times of Israel, that the 'Iron Sting' had been in development for a decade.

He described it as "groundbreaking" and explained that it empowers infantry units with a level of accuracy that was previously achievable only through missiles and airborne weaponry.

The testing phase of this groundbreaking system concluded in March 2021, setting the stage for its operational debut.

During IDF's intense bombing in Gaza, the 'Iron Sting' was showcased as an "innovative and accurate mortar bomb." The IDF even shared a video showing the 120mm mortar in action, accurately targeting and neutralising an enemy rocket launcher, thereby minimising the risk to civilians.

He highlighted its precision in striking short-range targets within several kilometres, with an accuracy level of a few metres.

Then-defence minister Benny Gantz, speaking in March, acknowledged the transformative potential of the 'Iron Sting.' He stated that this system "changes the battlefield" by equipping Israeli forces with more accurate and effective means, ushering in a new era of precision warfare.

The Israeli military has faced the complex challenge of battling Palestinian militants in the densely populated Gaza Strip while simultaneously preparing for potential conflicts with Hezbollah militants in Lebanon.

This dual threat landscape necessitates innovative solutions that minimise civilian casualties and collateral damage, making the 'Iron Sting' system all the more relevant.

Controversial history

The use of precision munitions and advanced weaponry by Israel has often stirred controversy. The chief prosecutor of the International Criminal Court launched a preliminary investigation into possible war crimes by Israel during its 2014 conflict in Gaza, where hundreds of civilians lost their lives. This ongoing scrutiny highlights the importance of developing and using technologies that can differentiate between combatants and non-combatants, minimising the risk to innocent lives.

Amid escalating tensions and violence, it is widely anticipated that Israel will launch a ground offensive in Gaza in response to Hamas's October 7 attack into southern Israeli communities.

The massing of tanks and troops at the Gaza border, along with increased airstrikes, is indicative of Israel's readiness to engage in the next stages of the conflict.

Human toll

The ongoing violence has resulted in a significant loss of life on both sides. In Israel, over 1,400 people have been killed, primarily civilians who were victims of the initial Hamas attack. Additionally, over 222 individuals were captured and taken back to Gaza, including foreign nationals. Two Americans were released in a recent development.

On the Palestinian side, more than 5,000 individuals, including around 2,000 minors and 1,100 women, have lost their lives. These casualties underscore the urgency of finding ways to mitigate the human toll of conflicts in the region.

This current war marks the deadliest of five wars fought between Israel and Hamas in the last 15 years.

Explained | What is Iron Sting, the system that can put Israel ahead of Hamas in the war?

The Israel-Palestine conflict has grabbed the global headlines for the past two weeks. The worldwide, incessant coverage of the conflict has somewhat pushed the Russia-Ukraine war to the fringes of public consciousness. But the war trudges on, one horrific day at a time. The much-touted Ukrainian spring offensive hasn't quite yielded the desired result for the Ukrainians. And now, Russian troops have launched a major offensive on the strategic, eastern Ukrainian city of Avdiivka. Considered a symbol of Ukrainian resistance since 2014, the Ukrainian soldiers defending Avdiivka are now bracing for a massive Russian attack. Mohammed Saleh brings you the details.

Prestige battle for frontline city of Avdiivka intensifies

The unexpected terror let loose by Hamas into Israel on October 7 has dealt a blow to long-standing beliefs on the Israeli-Palestinian conflict over the years.

Israelis drew parallels between the attack, which led to approximately 1,400 casualties on their side, primarily among civilians, and the tragic events of September 11, 2001, in the US.

The element of shock and surprise in the assault evoked memories of both 9/11 and the Yom Kippur War of 1973. In that war, Israeli forces found themselves unprepared for an Arab coalition, spearheaded by Egypt and Syria, challenging widely accepted assumptions.

However, the present Israel-Hamas war has shattered a series of long-held assumptions that once underpinned the Israel-Palestine dispute.

Assumption 1 - Israel is 'bulletproof' and its army unbeatable

Israel was basking in its own technological glory when the Hamas attacked. The country boasts of the most sophisticated military in the Middle East. Yet, akin to the shock felt in the US after 9/11, a considerably less equipped adversary managed to put together an unforeseen attack.

While Hamas may rely on relatively basic, mostly hand-held weaponry , they did use drones, paragliders and their own intelligence to outfox Israel's supposedly impenetrable border, laden with top-notch surveillance tools.

Streaks of light seen as Israel's Iron Dome system intercepts rockets launched from Gaza. Photo credit: Reuters

Hamas' ability to keep their mega assault plot under wraps, despite the involvement of hundreds of fighters, dealt a significant blow to Israel's pride in its on-ground human intelligence capabilities in Gaza, led by the reputed agency Mossad.

Assumption 2: Hamas could be kept in check

Israel's Prime Minister Benjamin Netanyahu long pursued a strategy aimed at dividing Palestinians between the West Bank and Gaza. This involved weakening the Palestinian Authority led by President Mahmoud Abbas, allowing Hamas to maintain control over Gaza, whereas PA was confined to West Bank, the other piece of land which, along with Gaza, constitutes the homeland of Palestinians.

The theory was that, by letting Hamas focus on governance and bolstering the Gaza enclave's living conditions, the group might moderate its stance and avoid major conflicts with Israel.

Palestinian Hamas militants take part in a rally marking the 31st anniversary of Hamas' founding, in Gaza City. Photo credits: Reuters

In practice, Israel permitted Qatar to financially support Hamas, provided essential resources, and allowed a limited number of Gazans to work in Israel, while maintaining strict controls on population movement in cooperation with Egypt, leading to what many termed "an open-air prison."

Assumption 3: The US could take a backseat in Middle East relations

For the longest time, the US has only verbally expressed its commitment to a two-state solution and criticised Israeli settlement expansion in the occupied West Bank.

The US has also consistently prioritised matters related to China and the Indo-Pacific region. Similarly, it has also been involved in managing the aftermath of Russia's actions in Ukraine.

Hamas assault may have destroyed deep-rooted beliefs about Israel and Palestinians

The Israeli army discovered manuals on the dead bodies of Hamas terrorists which showed how they were given orders to execute “problematic” hostages and babies were designated as specific targets during the October 7 attack carried out on Israel.

The document clearly states 'hostage-taking' as the attack's central aim, as reported by Western media outlets. In the document, the attackers have been instructed to ration their food and keep the hostages for a long duration in an enclosed location.

“Kill the problematic and those who post a threat. Gather some of the hostages in the area and use them as cannon fodder, ensuring they are clearly visible,” read the document, written in Arabic. The document reveals their plan to attack Kibbutz Kfar Sa’ad, which included sweeping two schools along with a youth centre.

High-level planning

The officials of the Israeli government said that the manuals showed the high level of planning carried out by Hamas in the last few months before the October 7 attack.

“It shows they were very, very task orientated,” said an IDF spokesman Lt Col Peter Lerner, while speaking to The Telegraph. “It wasn’t just haphazardly ‘let’s cross over and kill whoever we walk into’ but rather that we go in, we take, we attack, we abduct, we tie them up… there’s a whole list of things to do,” he added.

As per the hostage-taking manual, the victims had to be gathered in “pre-determined” locations on maps after every terrorist squad had finished “cleansing their operating areas”.

The documents also included maps in which blue circles were drawn around Kfar Sa’ad and three other villages, which also share a border with Gaza, Alumim, Nahal Oz and Kraf Aza. It was in these villages that Hamas killed dozens of Israeli civilians, which included children and babies, and kidnapped many of them.

The Israeli army discovered manuals on the dead bodies of Hamas terrorists which showed how they were given orders to execute “problematic” hostages and babies were designated as specific targets during the October 7 attack carried out on Israel.

High-level planning The officials of the Israeli government said that the manuals showed the high level of planning carried out by Hamas in the last few months before the October 7 attack. ALSO READ | Explained: Gaza Strip and the struggle for survival for millions of its residents As per the hostage-taking manual, the victims had to be gathered in “pre-determined” locations on maps after every terrorist squad had finished “cleansing their operating areas”. The killings of men and women were mentioned as the “last resort”, and the terrorists were asked to use “firearms, smoke and stun grenades, indirect threats, electric shocks, violence and terrorism” to maintain order, as per the document. Hamas 'abduction manual' states 'hostage-taking' as central aim of Israel attack

Eleven days after killers from Hamas murdered more than 1,400 Israelis in a series of massacres of stomach-turning brutality and Israel responded with devastating air strikes on Gaza, a senior State Department official resigned over Washington’s decision to send more weapons to Israel, a move he said reflected “blind support for one side.”

The official, Josh Paul, worked for 11 years at the State Department’s Bureau of Political and Military Affairs, which handles arms transfers to foreign countries. He rose to a senior position, that of director of congressional and public affairs.

Paul explained his decision in a two-page letter and the points he made raise questions about the US-Israeli relationship that are rarely asked in a country where sympathy for Israel goes back to its foundation 75 years ago. No major speech on Israel by a US president fails to mention that the US was the first to recognise the new state, just 11 minutes after its formation.

Polls after the outbreak of the Hamas-Israeli wars showed that 80 per cent of Americans were siding with Israel. Whether that level of support is stable remains to be seen as graphic images of the death and damage caused by Israeli air strikes on densely populated Gaza will fill US television screens for days to come.

“The response Israel is taking and with it the American support both for that response and for the status quo of the occupation will only lead to more and deeper suffering for both the Israeli and Palestinian people,” his letter said. “This administration’s response – and much of Congress’s as well – is an impulsive reaction built on confirmation bias, political convenience, intellectual bankruptcy, and bureaucratic inertia.”

Israel’s immediate response to the Hamas attacks, described by Paul as a “monstrosity of monstrosities”, was airstrikes that levelled dozens of buildings and a complete siege of Gaza, cutting off water, electricity, food and fuel. UN Secretary-General Antonio Guterres called it collective punishment.

Strong words in a country where criticism of Israeli policy or Prime Minister Benjamin Netanyahu is often conflated with anti-Semitism – as were pro-Palestinian demonstrations across the Middle East, parts of Asia, Europe and the United States condemning Israeli air strikes on Gaza and the country’s occupation of parts of the West Bank.

President Joe Biden flew to Israel 11 days after the October 7 massacre of civilians in villages close to the border with Gaza, pledged America’s support – “Israel, you are not alone. The United States stands with you” – and promised US weapons would continue to give Israel a “qualitative military edge” in the region.

That edge, dubbed QME in military jargon, makes the US-Israeli relationship truly unique. No other country can count on getting the latest and most sophisticated American military hardware and no other country can be secure in the knowledge that deliveries will continue because they are enshrined in US law.

The Congressional Research Service spells it out in detail: “In 2008, Congress enacted legislation (that) defines QME as the ability to counter and defeat any credible conventional military threat from any individual state or possible coalition of states or from non-state actors while sustaining minimal damage and casualties, through the use of superior military means, possessed in sufficient quantity…”

To make sure the requirement for “sufficient quantity” will be met as Israel pounds Gaza with airstrikes and prepares for a ground offensive, Biden has asked Congress for an additional $14.3 billion for Israel. That request is stuck in Congress because Republican Party infighting has left the House of Representatives, which has the power of the purse, without a speaker.

A fact sheet by the Bureau of Political-Military Affairs, from which Paul resigned last week, notes that maintaining the QME “has helped transform the Israeli Defense Force into one of the world’s most capable and effective militaries and turned the Israeli military industry and technology sector into one of the largest exporters of military capabilities worldwide.”

Still, the United States has provided military aid of more than $3 billion year after year for decades preceding the 2008 legislation. No country has received as much US aid overall as Israel.

The logic of continued aid to a relatively rich and successful country is puzzling but rarely questioned. Not only has Israel turned into the region’s military superpower but it also is the only country in the Middle East with a nuclear arsenal, though this is rarely mentioned in debates about nuclear proliferation.

(Israel does not admit nor deny having nuclear weapons but the Arms Control Association, a widely-respected Washington-based think tank, cites estimates of up to 90 nuclear warheads, with fissile material stockpiles of more than 200.)

Arming Israel to the teeth made sense during the Cold War when Israel served as an American outpost in a region where the Soviet Union had strategic ambitions and close friends.

As then US Secretary of State Alexander Haig put it at the time: “Israel is the largest US (aircraft) carrier that cannot be sunk, does not carry even one U.S. soldier, and is located in a most critical region for US national security.”

It still is. But today’s geopolitics have changed so much that the United States has dispatched two aircraft carrier strike groups to the eastern Mediterranean to protect what Haig had called a stationary carrier and to prevent the Hamas-Israel conflict from spreading through the region.

Hamas-Israel war: Rare dissent over US arms for Israel raises troubling questions

Alain Robert, fondly called the "French Spiderman", urged for peace between Israel and the Palestine by scaling the 220-metre-high Hekla Tower in Paris' business district on Sunday (Oct 22).

"Today, I am climbing in support of peace. I'm trying not to pick a side, for Palestine or for Israel, but in my opinion, there is one urgent and important thing to do, which is to hear each other out and sign peace accords that are long-lasting, so that Palestine and Israel can both get what they want,” he told Reuters.

Robert said that the Israel-Palestine conflict, spanning for over 70 years, needs to stop, and a common ground must be established. He urged world leaders to sit down and chalk out peace agreements that benefit both countries, stressing that promoting violence and conflict leads to nothing positive.

U.S. officials are worried about more attacks on U.S. troops in the Middle East. Secretary of State Antony Blinken and Defense Secretary Lloyd Austin are also concerned about the threat.

The United States, in response to recent attacks on US troops in the region, is deploying additional missile defence systems to the Middle East. This move comes as the US government expresses concerns about heightened regional tensions, particularly during the Israel-Hamas conflict. Here are the key developments:

Deployment of THAAD and Patriot systems

The Pentagon has announced that it will send a Terminal High Altitude Area Defence (THAAD) system and additional Patriot air defence missile system battalions to the Middle East. These systems are considered crucial for defence against missile threats. The THAAD system, known for its powerful radar, is being deployed to enhance regional defences.

In recent weeks, the United States has also increased its naval presence in the Middle East, deploying two aircraft carriers along with their support ships and approximately 2,000 Marines. This significant naval presence is part of the US response to regional tensions.

Defence Secretary Lloyd Austin explained that these actions are a response to recent escalations by Iran and its proxy forces across the Middle East region. He stated that the additional deployments are aimed at strengthening the Department of Defence's posture in the region. While he did not specify the exact number of additional troops being placed on prepare-to-deploy orders, the Pentagon had previously elevated the readiness of approximately 2,000 troops for potential deployment to the region.

The deployments are intended to achieve several objectives. They are aimed at bolstering regional deterrence efforts, enhancing force protection for US troops in the region, and contributing to the defence of Israel. These steps reflect the US government's commitment to maintaining stability and security in the Middle East.

It's noteworthy that this deployment of missile defence systems comes two years after the Biden administration had withdrawn some air defence systems from the region, citing a reduction in tensions with Iran. The Patriot air defence system, known for its advanced capabilities, is in high demand among US allies worldwide.

These deployments follow a surge in attacks against US forces in Iraq and Syria, especially since the onset of the Israel-Hamas conflict. Notably, the US military recently intercepted a significant number of drones and cruise missiles launched by Iranian-backed Houthis in Yemen.

US sending THAAD, more air defence systems to Middle East, says Pentagon

Israel has stated that the future aim of its military campaign in Gaza is to end all ties with the territory.

Israeli Defence Minister Yoav Gallant stated that after defeating Hamas, Israel plans to end its "responsibility for life in the Gaza Strip".

Before the war broke out, most of the energy needs of Gaza were fulfilled by Israel and it also monitored imports into the territory.

The statement was released as Israel continues bombardment in Gaza and aid remains blocked on the Rafah border with Egypt. Israel started pounding Gaza after Hamas militants attacked the country on October 7, killing at least 1,400 people and taking 203 others hostage.

Israel has now been planning to launch a ground offensive. Minister Gallant, while speaking to a parliamentary committee on Friday (Oct 20), said that the campaign's first stage aimed at destroying the infrastructure of Hamas, as per a statement from his office.
