<p>"Vietnam and the United States are critical partners at what I would argue is a very critical time."&nbsp;</p>

<p>The deal with Vietnam puts the US on par with China and other countries like Russia, India and South Korea, in the Vietnamese hierarchy of diplomatic relations.</p>

<p>"We're deepening our cooperation on critical emerging technologies, particularly around building a more resilient semiconductor supply chain," Biden said.&nbsp;</p>

<p>Trong thanked Biden for his contribution to improving US-Vietnamese ties. He said Vietnam would work hard to implement the new agreement with the US.</p>

<h2><strong>Rare earth minerals in the mix</strong></h2>

<p>Ahead of Biden's arrival, US Deputy National Security Adviser Joe Finer told reporters that talks between the US and Vietnam would also cover supplies of rare earth minerals which are used in the manufacture of high-tech devices like smartphones and electric car batteries.</p>

<p>Vietnam has world's second-largest deposits of rare earth minerals after China. US has said that Vietnam has a key role to play as it aims to source less from China.</p>

<p>Biden moved last month to restrict US investment in Chinese technology in sensitive areas including semiconductors, quantum computing and artificial intelligence.&nbsp;</p>

<p>The IMEC is widely perceived to be a counter to the China-led Belt and Road Initiative (BRI).</p>

<p>Biden said during the press conference that he met Chinese Premier Li Qiang during the G20 Summit. Chinese President Xi Jinping had skipped the summit and sent the premier instead.</p>

<p>"We talked about stability... it wasn't confrontational at all," Biden said.</p>

<p>He added that he hoped to meet Xi Jinping sooner or later.</p>

Vietnam likely to benefit more from India’s restrictive trade policy

<p>US President Joe Biden is planning to sign a strategic partnership agreement with Vietnam during his state visit to the Southeast Asian country in mid-Spetember, Politico has reported citing three people with knowledge of the planning towards such a deal.</p>

<p>The agreement will reportedly allow for new bilateral collaboration between the US and Vietnam which will boost the latter's efforts to develop its high technology sector in areas including semiconductor production and artificial intelligence.</p>

<p>Reuters said citing a source that Biden was thinking of visiting Vietnam in September. Earlier this month, Biden had said that he would be travelling to Vietnam "shortly" as the country wanted to stregthen its ties with the US and become a major partner.</p>

<p>There hasn't been an official confirmation from the White House about specifics of the trip. There was no immediate statement from Vietnam's foreign ministry. Reuters reported that ministry spokesperson Pham Thu Hang on Thursday did not confirm or deny a possible Biden visit.</p>

<p>"High-level leaders of the two countries have agreed and are discussing measures to further deepen bilateral relation in a stable, substantive and long-term manner, and aiming to upgrade (the relation) to a new level when possible," Hang told a regular press conference as quoted by Reuters.</p>

Using a technique known as starch grain analysis, they examined microscopic plant remains from various grinding and pounding tools excavated at the Oc Eo site, dating from the 1st to 8th centuries CE.</p>

<p>The analysis of 40 tools produced a range of spices, including turmeric, ginger, fingerroot, sand ginger, galangal, clove, nutmeg, and cinnamon. This evidence strongly suggests that the site's inhabitants utilised these tools to process spices, transforming rhizomes, seeds, and stems into flavourful powders.</p>

Prosecutors would charge 21 officials and civil servants for receiving almost seven million dollars from up to 100 businesses to solve administrative procedures for repatriation,&nbsp;a report by Thanh Nien newspaper said quoting the indictment.</p>

<p>The report said 33 others will face various other charges including "offering or intermediating bribes, fraudulence and power abuse."</p>

<p>The total amount of bribery in the case reached $9.5 million. This amount included around $2.65 million given to police to avoid prosecution.&nbsp;</p>

<p>The repatriation flight trial, which involves over 100 defence lawyers, is scheduled to last one month. On Tuesday morning,&nbsp;state media published photos of the defendants -- all wearing masks -- as they were led by police to the court building in central Hanoi where they underwent a security check.</p>

<h2><strong>The scandal</strong></h2>

<p>In 2020 when the Covid pandemic started, Vietnam closed itself off to the world in a bid to slow the spread of the virus and organised nearly 800 charter flights to bring citizens home from 60 countries and territories.</p>

<p>However, citing multiple reports, the news agency AFP reported that travellers faced complications while paying exorbitant airfares and quarantine fees to get back to Vietnam. The alleged bribes totalled millions of dollars.&nbsp;</p>

<p>This case is part of a major anti-corruption drive in Vietnam that led to President Nguyen Xuan Phuc's sudden resignation earlier this year. To Anh Dung, the former deputy minister of foreign affairs is alleged to have received nearly $910,000 in bribes to add companies to a list of repatriation flight providers, the AFP report said.&nbsp;</p>

<p>Dung and Nguyen Quang Linh- the former assistant to the deputy prime minister- could face the death penalty if found guilty.</p>

<h2><strong>An anti-corruption purge</strong></h2>

<p>The corruption allegations are part of an anti-corruption purge led by Communist Party General Secretary Nguyen Phu Trong that involved several deals done during Vietnam's Covid pandemic response. Earlier this year, the National Assembly removed Pham Binh Minh and Vu Duc Dam from their positions as deputy prime ministers.</p>

<p>Minh was a minister of foreign affairs while Dam was in charge of Vietnam's handling of the pandemic.&nbsp;</p>

<p>At least 100 officials and businesspeople, including Dam's assistant, have been arrested in connection with a scandal involving the distribution of Covid testing kits.</p>
