In a step aimed at deepening defence ties with Vietnam, the Indian Navy on Saturday decommissioned INS Kirpan and handed over the indigenously built missile corvette to the southeast Asian country’s navy at Cam Ranh as a gift, with the ceremony presided over by navy chief Admiral R Hari Kumar and Vietnam People’s Navy (VPN) deputy commander-in-chief Rear Admiral Pham Manh Hung.

Over 50 officials went on trial in Vietnam on Tuesday (July 11) for the alleged corruption over repatriation flights during the Covid pandemic. Prosecutors would charge 21 officials and civil servants for receiving almost seven million dollars from up to 100 businesses to solve administrative procedures for repatriation, a report by Thanh Nien newspaper said quoting the indictment.

The report said 33 others will face various other charges including "offering or intermediating bribes, fraudulence and power abuse." The total amount of bribery in the case reached $9.5 million. This amount included around $2.65 million given to police to avoid prosecution. The repatriation flight trial, which involves over 100 defence lawyers, is scheduled to last one month. On Tuesday morning, state media published photos of the defendants -- all wearing masks -- as they were led by police to the court building in central Hanoi where they underwent a security check. The scandal In 2020 when the Covid pandemic started, Vietnam closed itself off to the world in a bid to slow the spread of the virus and organised nearly 800 charter flights to bring citizens home from 60 countries and territories. However, citing multiple reports, the news agency AFP reported that travellers faced complications while paying exorbitant airfares and quarantine fees to get back to Vietnam. The alleged bribes totalled millions of dollars. This case is part of a major anti-corruption drive in Vietnam that led to President Nguyen Xuan Phuc's sudden resignation earlier this year. To Anh Dung, the former deputy minister of foreign affairs is alleged to have received nearly $910,000 in bribes to add companies to a list of repatriation flight providers, the AFP report said. Dung and Nguyen Quang Linh- the former assistant to the deputy prime minister- could face the death penalty if found guilty. An anti-corruption purge The corruption allegations are part of an anti-corruption purge led by Communist Party General Secretary Nguyen Phu Trong that involved several deals done during Vietnam's Covid pandemic response. Earlier this year, the National Assembly removed Pham Binh Minh and Vu Duc Dam from their positions as deputy prime ministers. Minh was a minister of foreign affairs while Dam was in charge of Vietnam's handling of the pandemic. At least 100 officials and businesspeople, including Dam's assistant, have been arrested in connection with a scandal involving the distribution of Covid testing kits. Vietnam rescue flights scandal: Trial opens for over 50 officials

The upcoming 'Barbie' movie is getting a lot of mixed reactions, especially from Vietnam and Philippines. Philippines has threatend to ban the film from screening. Many countries are offended by the representation of the 'nine-dash line' in the film. What is the 'nine-dash line'? Molly Gambhir tells you more.

Vietnam has launched an inspection into K-pop group Blackpink's tour organiser's website, ahead of its concert in Hanoi, over criticism from fans that it shows a map of the South China Sea with disputed boundaries.

The controversy follows Vietnam's decision to ban Warner Bros' highly-anticipated film Barbie over a scene allegedly featuring the "nine-dash line" used in Chinese maps to illustrate Beijing's claims over vast areas of the South China Sea, including swathes of what Vietnam considers its continental shelf.

Vietnam's culture ministry said late on Wednesday it had ordered an inspection of the website "to verify the suspicion that the company organizing the Blackpink music night promoted the cow-tongue line", using the Vietnamese phrase to describe the U-shaped line.

The ministry did not immediately respond to questions about the possible outcome of the inspection. It was unclear when it would announce its findings.

Chinese organiser iME Entertainment and South Korean agency YG Entertainment, which manages Blackpink, had no immediate comment.

The organiser's website was inaccessible on Thursday but a cached version seen by Reuters and last updated on July 4, shows a vague nine-dash line that encompasses nearly the whole South China Sea.

Vietnam and China have long had overlapping territorial claims to a potentially energy-rich stretch in the waterway. The Southeast Asian country has repeatedly accused Chinese vessels of violating its sovereignty.

Blackpink, a cornerstone of South Korea's multi-billion dollar entertainment industry, is the latest to court trouble in Vietnam for depicting China's controversial nine-dash line, which was repudiated in an international arbitration ruling by a court in The Hague in 2016. China refuses to recognise the ruling.

The culture ministry's move followed complaints by Vietnamese internet users who noticed the nine-dash line on the organiser's website.

"Bought two tickets for me and my date. Then saw the cow-tongue, and quit. I am (a) patriot," Tu Anh Xinh, a Blackpink fan wrote on Facebook.

The world-famous K-pop girl group is due to perform in Vietnam for the first time ever on July 29-30, having been granted a government license that requested the organiser to comply with the government's regulations on performing activities.

Vietnam's booming food scene was awarded its first-ever Michelin stars Tuesday, with four restaurants selected by the prestigious dining guide.

Three eateries in Hanoi -- Gia, Tam Vi and Hibana by Koki -- and one in Ho Chi Minh City -- Anan Saigon -- were each awarded one Michelin star.

Although no stars were handed out to traditional street food eateries serving classics such as pho -- a noodle soup -- or bun cha -- a vermicelli noodle dish with grilled pork -- Vietnamese flavours feature heavily among the winners.

Tam Vi largely focusses on northern Vietnamese dishes including ham with periwinkle snails -- served with fresh herbs, rice vermicelli noodles and fish sauce -- and crab soup with spinach, a popular summer meal.

Nguyen Bao Anh, whose mother, Tam, owns the restaurant and named it after herself, said her mum "had a dream of opening a restaurant where customers could come and feel like they were eating a home-cooked meal".

"The restaurant serves traditional food and I think now not many restaurants serve that kind of food that remind people of familiar flavours," Bao Anh told AFP after the awards ceremony in Hanoi.

"This award is for my mum and I'm proud of her," she added.

Sam Tran, the chef and co-founder of high-end contemporary restaurant Gia, spent 10 years studying in Australia before returning to Hanoi, her home city, to push the boundaries of Vietnamese cuisine.

"Through each dish at Gia, I want to tell the story of Vietnamese culture," she wrote in a guide to the ceremony.

"I want to tell the story of each stage of my life, the regions I have visited, the flavours passed down from generation to generation that I have tasted."

In Ho Chi Minh City, Anan Saigon was recognised for its modern take on Vietnamese classics, including a bone marrow wagyu beef pho.

Gwendal Poullennec, international director of the Michelin Guide, said Vietnam's two biggest cities, Hanoi and commercial centre Ho Chi Minh City, offered a vibrant and varied dining experience.

"Hanoi has a laid back and relaxed vibe, with small shops and restaurants mostly from the Old Quarter", Poullennec said.

"Ho Chi Minh City on the other hand is a bustling and rapidly growing city, which offers a unique energy to all travellers and a very diverse food scene."

Hibana by Koki, which serves Japanese cuisines was the only non-Vietnamese restaurant to receive a star.

For the first time, restaurants in Vietnam get the Michelin star

A Chinese research ship and its escort, which operated for nearly a month in Vietnam's exclusive economic zone (EEZ) in the South China Sea and prompted a rare protest from Hanoi, left those waters late on Monday.

Chinese vessel Xiang Yang Hong 10 began sailing in Vietnam's EEZ on May 7, at times flanked by a dozen ships, regularly crossing gas and oil fields operated by Russian companies, according to vessel-tracking data.

The Chinese vessel and its entourage of more than half a dozen ships began their journey back to China's Hainan island, leaving Vietnam's EEZ around midnight, the data showed.

Asked about the movements of the ships, China's foreign ministry did not comment about the return to Hainan.

"It is legitimate and legal for Chinese research vessels to carry out normal research activities in waters under its jurisdiction, and there is no such issue about entering the exclusive economic zones of other countries," Chinese foreign ministry spokesperson Wang Wenbin said at a regular press conference on Tuesday.

Vietnam's foreign ministry did not respond to requests for comment.

Under international law, ships are allowed to sail through foreign EEZs, but unauthorised surveys are not permitted and China's operations in the South China Sea have long been problematic for countries in the region, as Beijing claims most of the energy-rich sea, including foreign EEZs.

In a rare public protest on May 25, Vietnam's government urged the Chinese research ship and its escort to leave the country's EEZ after a visit to Hanoi by senior Russian official Dmitry Medvedev.

The incident comes amid what Washington has described as "growing aggressiveness" from Beijing, following close encounters between U.S. and Chinese ships and jets in the area. Senior U.S. and Chinese officials held talks in Beijing on Monday that both parties called constructive.

At 0300 GMT on Tuesday, the Chinese research ship was seen approaching Hainan, said Ray Powell, who leads Stanford University's Project Myoushu on the South China Sea.

Vietnam's fisheries surveillance ships turned back after the Chinese vessel and its escort left Vietnam's EEZ around midnight Vietnam time, Powell added.

Vietnam-based researcher Van Pham, who heads independent non-profit South China Sea Chronicle Initiative (SCSCI), confirmed the ships had left Vietnam's EEZ but warned that Hainan was not the research ship's home port, and after a break there it could resume activities in the South China Sea.

Chinese ships leave Vietnam waters after Hanoi protest

Amid record-breaking heat, Vietnam's capital Hanoi is reducing street lighting to save energy. This is being done to keep the national power system running. Weather officials have warned that the heatwave could continue in the month of June.

Vietnam cuts public lighting to save energy during heatwave | WION Climate Tracker

To keep the power system of the country running amid soaring temperatures, Vietnam's capital city Hanoi has turned some street lights off partially to keep the national power system running.

The record rise in temperature has triggered a surge in the demand for air conditioning in some parts of the Southeast Asian nation.

As per local media reports, two-thirds of street lights were turned off after 11 pm, following which the parks in the city descended into total darkness.

The weather officials issued a warning that the country could be hit by a heatwave in the month of June.

Following the warning, several cities cut back on public lighting after state utility company Vietnam Electricity (EVN) said rising public demand for air conditioning could burden the national grid further.

"It's so harsh and hot outside that people have to wear protective clothing to cool down and not get burned," Reuters quoted Hanoi resident Tran Van Hung, 67, as saying on Monday (May 29).

"I am worried about a power shortage, which may badly impact us during the hot summer," Hanoi resident Do Tung Duong said while on a walk in the dim city centre.

Another resident, Vu Thi Hoa, told AFP she agreed with the measure to cut public lighting.

"We should turn off unnecessary electric equipment, especially the lights. It feels hotter if there are too many lights on," she said.

"We need power for fans and air conditioners. It will be terrible if there is a power cut."

In response to EVN's calls for power saving, Hanoi Public Lighting Company HAPULICO reduced the city's street lights.

Although some cuts are made to street lights every year, "the power saving scheme is in a wider area this year, covering 70 per cent of the city's public lighting system," HAPULICO deputy director Le Trung Kien told local media.

"We still ensure enough lighting for traffic, security and order."

The cuts may last until the end of August, said HAPULICO.

Vietnam reports record high temperatures of 44.1 degrees

Vietnam's northern and central regions are experiencing a heat wave, which has caused temperatures in some locations to reach a record 44.1 degree Celsius.

Low pressure advancing from the west and the Foehn effect are the reasons for the extreme temperatures over the past three days. The Fohn effect is a meteorological change from wet and cold conditions on one side of a mountain to warmer and drier conditions on the other side. There have been 39 to 43-degree temperature readings in about 15 different places.

The highest temperature was 42 degrees in the northwestern Son La Province and 43 degrees in the north-central Nghe An Province.

To keep the power system of the country running amid soaring temperatures, Vietnam's capital city Hanoi has turned some street lights off partially to keep the national power system running.

It will be terrible if there is a power cut." In response to EVN's calls for power saving, Hanoi Public Lighting Company HAPULICO reduced the city's street lights. Although some cuts are made to street lights every year, "the power saving scheme is in a wider area this year, covering 70 per cent of the city's public lighting system," HAPULICO deputy director Le Trung Kien told local media. "We still ensure enough lighting for traffic, security and order." The cuts may last until the end of August, said HAPULICO. Vietnam reports record high temperatures of 44.1 degrees Vietnam's northern and central regions are experiencing a heat wave, which has caused temperatures in some locations to reach a record 44.1 degree Celsius. (With inputs from agencies) WATCH WION LIVE HERE

Vietnam heatwave: Hanoi turns off street lights to save electricity amid soaring temperatures

Authorities in Vietnam cut down on street lights to save energy

A noodle vendor in Vietnam, famous for impersonating the famous celebrity chef "Salt Bae", was sentenced to five and a half years in prison on Thursday for allegedly mocking a powerful government official, said the police after a court supposedly found him guilty of anti-state propaganda.

The conviction by the court is the latest in what as per the rights group is the government's wide-ranging attempt to silence the voices that are disapproving of the ruling Vietnamese Communist Party.

In November 2021, a video of 39-year-old Bui Tuan Lam went viral when it was shared days after a powerful Vietnamese official was captured eating gold-encrusted steak at the London restaurant of the Turkish chef whose real name is Nusret Gökçe.

Lam, who described himself in a Facebook post uploaded alongside the video as "Green Onion Bae", was arrested late last year.

On Thursday, he was convicted of "making, storing, distributing, or disseminating information, documents, and items against the state", the Danang police department said after a one-day trial.

"They charged the defendant based on posts and video clips Lam had on his accounts on social media platforms," lawyer Le Dinh Viet told AFP.

He added that there was nothing about the Salt Bae clip.

Lam denied the charges and said he had only "expressed his personal viewpoint and exercised his right to freedom of speech".

As per Reuters reports, apart from running a beef noodle stall in the city, Lam had been a public advocate for democracy in Vietnam and had also been an active participant in many anti-China and pro-environment protests.

The Danang police department also cited Lam's indictment as saying he had posted 19 articles and 25 videos on social media to "distort and smear the state."

Phil Robertson, deputy Asia director at Human Rights Watch, called on the Vietnamese government to stop prosecuting Lam and others for criticising the Vietnamese Communist Party.

"The list of posts and videos listed as 'evidence' of Bui Tuan Lam's 'crimes' shows the extreme lengths to which the Vietnamese go to block any sort of online criticism of the government," Phil said.

"For the Vietnamese leadership, even songs are a threat to their monopoly of power," he added.

G7 Summit: India's PM Modi holds bilateral talks with leaders of South Korea, Vietnam

Vietnam is clamping down on social media websites. The country is ready to make identity verification for all users. This new policy will apply to platforms both local and foreign. For details, watch the video.

Telecommunication Law to be passed by the end of 2023 in Vietnam

Vietnam's deputy minister of information and communications said on Tuesday (May 9) that the country plans to ask all social media users to verify their identities. The minister cited the need to tackle online scams. Vietnam plans to bring social media platforms, including Facebook, Youtube and TikTok, under the purview of this decision.

The Southeast Asian nation has one of the highest online fraud rates in Asia, with financial, identity and romantic scams particularly common, according to the Global Anti Scam Alliance.

However, restrictions on social media are also used by the communist state to curb freedom of expression. Government critics with online following are reportedly regularly targeted.

"Unidentified social network accounts will be dealt with," said Nguyen Thanh Lam, deputy minister of information and communications, without elaborating.

Lam said that a new government decree on online information will be issued later this year. The decree will make the measure compulsory. The deputy minister said that there were times in the past authorities couldn't track social media users who violated the law.

This measure, he said, will "prevent the using of those platforms to create fraud groups that are untraceable". He did not elaborate further. Lam was quoted by AFP.

No details were shared about the potential punishments for breaking this law.

The announcement from the government comes a month after authorities said they'd probe TikTok over alleged "toxic content". Vietnam has also asked foreign tech companies to store Vietnamese users' data inside the country and establish representative offices.

The requirement is part of a sweeping cyber security law introduced in 2018 that compels Facebook and Google to take down posts deemed to be a national security threat within 24 hours.

Facebook, TikTok and YouTube do not ask users in Vietnam to verify their identity.

Earlier this year, authorities ordered mobile phone users to verify their identities and subsequently blocked around 1.2 million SIM cards.

On Saturday, the Central Highlands and Southern Vietnam are forecast to have high temperatures between 35 and 37 degrees. Rain in the afternoon is anticipated in the two areas from May 7 to 12.

The risk of fire and explosions may grow owing to increased electrical consumption in harsh sunshine and low air humidity of 30–50%, meteorological authorities have warned.

This month, temperatures across all of Vietnam are predicted to be 0.5 to 1.5 degrees higher than usual. Due to the impacts of El Nino, northern and central Vietnam should expect more temperatures and fewer precipitation and storms.

In the latest bid to build relations with a growing partner, the US Secretary of State Antony Blinken is on a visit to Vietnam. Blinken is on a visit to Vietnam as he is passing through Hanoi while on his way to the G7 Foreign Ministers' meet in Japan.

Singapore has the world's best business environment for the next five years, as per a report by a leading market intelligence group.

The Economist Intelligence Unit's Business Environment Rankings has named the Southeast Asian city-state as the best business destination due to its high level of economic and political stability.

Canada and Denmark are in the second and third position respectively. The United States, New Zealand and other European countries make up the top 10 list.

Only one other Asian territory finds a place in the top 10 - Hong Kong. The Special Administrative Region of China, a traditional rival of Singapore, occupies the seventh position.

"Our ranking shows that North America and western Europe remain the best regions in the world to do business," Economist Intelligence Unit report quoted Prianthi Roy, country forecast manager and Europe analyst, as saying.

While Singapore and Hong Kong are the only Asian territories in the top 10, several Asian countries have moved up in the rankings.

Vietnam is the biggest gainer, climbing 12 spots in the latest rankings. Thailand has risen 10 places since 2022 while India has managed to move up six places.

Vietnam, in particular, has fared so well due to companies pursuing the policy of having an alternate supply chain in Vietnam. With favourable investment policies and competitive labour costs, Vietnam is being seen as an alternate manufacturing hub to China.

With a stringent zero-Covid policy that ended only last year and the consequent economic distress, it comes as no surprise that the biggest loser in this year's rankings is China.

"The outlook for China’s business environment has deteriorated as a result of greater policy uncertainty, US-China tensions and a more challenging longer-term outlook for growth," the report noted.

China, the report said, now ranks below Malaysia, Thailand, Vietnam and India for doing business.

A Vietnamese woman was recently discovered to have parasitic worms swimming under her skin and buried inside her brain. According to reports, this occurred after she ate a raw blood pudding. Before becoming unwell, the unidentified 58-year-old woman from An Binh consumed the regional delicacy "Tiet canh," which is made of cooked beef and raw animal blood.

After cooking the meal herself, she reportedly experienced severe headaches and repeatedly fell over in her home.

Initially, doctors thought the woman was having a stroke, but following a scan, it was found that she actually had parasitic worms. The worms had built a nest in her brain and were swarming in her limbs, reported the Mirror.

Dr Tran Huy Tho, the deputy director of the Dang Van Ngu Hospital, stated that the woman's health could have been much worse and that she got the worm infestation from the raw blood pudding.

After obtaining a prescription for medicine to treat the infestation, the woman was discharged from the hospital. In a statement to the local media about her ordeal, she admitted that she consumes blood pudding once a month. It was something she had prepared herself, and she had thought it would be clean and disease-free.

The National Assembly of Vietnam has confirmed Vo Van Thuong as the new president in a reshuffle of the country's top leadership amid a comprehensive anti-corruption operation, as reported by Reuters.

After the Communist Party in power nominated Thuong, 52, as its lone candidate on Wednesday (March 2), lawmakers ratified Thuong's presidency in a special session on Thursday (March 3).

The presidency is one of the top four political positions in Vietnam, although being primarily ceremonial, as per Al Jazeera.

According to the state-run Viet Nam News, Thuong received the support of 487 of the 488 members of the National Assembly who were present.

Thuong's appointment comes at a time when Vietnam is experiencing political unrest, during which the all-powerful Communist Party is engaged in a campaign of de-corruption, and in which factional struggle has resulted in the dismissal of a number of ministers.

The election comes after his predecessor, Nguyen Xuan Phuc, was abruptly removed from office in January. The party accused him of ordering "violations and malfeasance" by those in his employ.

An important step forward in the nation's "blazing furnace", anti-corruption campaign was evident in Phuc's ouster as president.

President-elect Thuong promised to "resolutely" carry on the fight against corruption in his opening address to the parliament as Vietnam's new leader.

“(I will) strive to fulfil to the best of my abilities the responsibilities and missions entrusted by the party, state and the people,” the newly elected president said at a swearing-in ceremony, the Viet Nam News reported.

Thuong is the youngest member of the party's Politburo (the principal policymaking committee of a communist party), which is the highest-ranking body in the government, although he is regarded as a veteran of the party because he started his political career in communist youth organisations while he was an undergraduate.

He is commonly recognised as being close to Nguyen Phu Trong, the party's general secretary and the most important man in Vietnam who is responsible for the party's fight against corruption, as per Reuters.

The body of a 10-year-old boy, who fell into a 35-metre deep hole on a construction site in Vietnam, was pulled by rescuers, state media said Friday (January 20). Earlier this month, the boy, identified as Thai Ly Hao Nam, fell into the shaft of a hollow concrete pillar which was just 25 centimetres wide.

Previous reports had mentioned that the pillar was part of a new bridge being built in the southern Dong Thap province. One rescuer had said that the boy was believed to be looking for scrap metal when he fell into the narrow shaft.

From soldiers to engineering experts, hundreds of rescue workers were deployed to the site in Dong Thap province in the Mekong Delta. But all the efforts went in vain as after four days, the authorities declared him dead. They also said that retrieving his body would be a "very difficult task".

The VNExpress news site reported that early on Friday the boy's body was brought to the ground after rescuers went to a depth of 25 metres. The experts used specialised equipment to bring him up.

Vice chairman of the provincial committee Doan Tan Buu said Friday: "The rescue lasted a very long time. As there was soil surrounding the pillar... the boy's body was intact."

Rescuers have been desperately trying to save a 10-year-old boy in Vietnam who fell into a narrow land cavity three days ago. On New Year's eve, Ly Hao Nam, the 10-year-old boy, fell into the open shaft of a concrete pile at a construction site.

Shortly after Ly fell into the pile on a Saturday morning, he started crying for help. But as rescuers lowered their cameras into the 35-metre-long support pillar to locate his position on Monday, they did not receive any response from him.

The incident occurred in the Mekong delta province at a bridge construction site, AFP news agency reported. The reports say that before the boy fell into the pit, he searched for scrap iron to play with his friends.

"I cannot understand how he fell into the hollow concrete pile. It has a diameter of 25 cm. And it was only driven 35 metres into the ground," Le Hoang Bao, director of Dong Thap province's Department of Transport, told a local newspaper.
