US in talks with Vietnam for an arms deal

The Biden administration is in talks with Vietnam over an agreement for the largest arms transfer in history between the ex-Cold War adversaries, according to two people familiar with a deal that could irk China and sideline Russia.

A package, which could come together within the next year, could consummate the newly upgraded partnership between Washington and Hanoi with the sale of a fleet of American F-16 fighter jets as the Southeast Asian nation faces tensions with Beijing in the disputed South China Sea, one of the people said.

The deal is still in its early stages, with exact terms yet to be worked out, and may not come together. But it was a key topic of Vietnamese-U.S. official talks in Hanoi, New York and Washington over the past month.

Washington is considering structuring special financing terms for the pricey equipment that could help cash-strapped Hanoi steer away from its traditional reliance on lower-cost, Russian-made arms, according to the other source, who declined to be named.

Spokespersons for the White House and Vietnamese foreign ministry did not respond to requests for comment.

"We have a very productive and promising security relationship with the Vietnamese and we do see interesting movement from them in some U.S. systems, in particular anything that can help them better monitor their maritime domain, perhaps transport aircraft and some other platforms," said a U.S. official.

"Part of what we're working on internally as the U.S. government is being creative about how we could try to provide better financing options to Vietnam to get them things that might be really useful to them."

A major U.S.-Vietnam arms deal could aggravate China, Vietnam's larger neighbour, which is wary of Western efforts to box in Beijing. A long-simmering territorial dispute between Vietnam and China is heating up in the South China Sea and explains why Vietnam is looking to build up maritime defences.

"They are developing asymmetric defensive capabilities, but (want) to do so without triggering a response from China," said Jeffrey Ordaniel, associate professor of international security studies at Tokyo International University and director for maritime security at Pacific Forum International, a think tank. "It is a delicate balancing act."

Ordaniel said Washington should shift funds set aside for financing militaries in the Middle East to the Indo-Pacific region "so partners like Vietnam, the Philippines and Taiwan can afford the weapons they need to resist Beijing."

The Biden administration has said it is trying to balance geopolitical competition with China, including in the Pacific, and responsibly managing the two superpowers' relationship.

Earlier this month, Vietnam upgraded Washington to Hanoi's highest diplomatic status, alongside China and Russia, when U.S. President Joe Biden visited the country.

The diplomatic turnaround marks a sharp pivot nearly a half-century after the end of the Vietnam War.

Since an arms embargo was lifted in 2016, U.S. defence exports to Vietnam have been limited to coast guard ships and trainer aircraft, while Russia has supplied about 80% of the country's arsenal.

Vietnam spends an estimated $2 billion annually in arms imports, and Washington is optimistic that they can shift a share of that budget over the long term to weapons from the United States or its allies and partners, especially South Korea and India.

The cost of U.S. weaponry is a major obstacle, as is training on the equipment, and is among the reasons the country has taken in less than $400 million of American arms over the past decade.

"Vietnamese officials are well aware that they need to spread the wealth," the U.S. official said. "We need to lead the charge in helping Vietnam get what it needs."

Meanwhile, the war in Ukraine has complicated Hanoi's longstanding relationship with Moscow, making supplies and spare parts for Russian-made arms harder to acquire. Nonetheless, Vietnam is also actively in talks with Moscow over a new arms supply deal that could trigger U.S. sanctions, Reuters has reported.

Vietnam: Major fire engulfs Hanoi apartment block, over 50 feared dead

US President Joe Biden concluded his inaugural Asia trip with a press conference in Vietnam which was marred by bizarre, meandering responses, awkward humour, and an unusual request for a nap in an exercise that lasted around 26 minutes.

Biden, as is the case with most US presidents, is often described as 'leader of the first world'.

During the Sunday night's press conference, Biden was dodged by jazz music mid-speech akin to a lengthy awards ceremony.

Biden Vietnam Press Conference gaffe: What happened?

Biden began his remarks with discussions of stability and the Southern Hemisphere. Following Biden's meandering responses that the Republicans typically associate with his old age, the press conference was cut short when White House Press Secretary, Karine Jean-Pierre, abruptly ended the event.

Unaware that his microphone had been muted, Biden continued speaking while soothing jazz melodies filled the room.

Eventually, he put away his notes and exited the stage behind a curtain.

The press conference in Hanoi, intended as Biden's Asia trip's grand finale, instead became a spectacle of missteps and gaffes.

Biden appeared fatigued and disoriented, frequently going off-topic and cracking Poor Jokes (PJs).

At one point, he even mentioned going to bed after the 26-minute conference and following staff instructions on which questions to address while dismissing "softball" queries.

The goal of the visit to Hanoi is to establish a "comprehensive strategic partnership" with the Vietnamese, a symbolic but important status that the US has long wanted. Since taking office, Mr. Biden has worked to strengthen ties with a number of Southeast Asian countries due to their strategic importance as a line of defense against escalating Chinese aggression in the Indo-Pacific.

US, Vietnam sign 'comprehensive strategic partnership' during Biden's visit

In the electrifying arena of global smartphone manufacturing, a heavyweight showdown is unfolding. In one corner, we have Vietnam, the reigning champion, the world's second-largest handset exporter after China, with its tariff-free components. And in the other corner, we have India, the contender eager to dethrone the champion and ascend to the throne of smartphone manufacturing greatness.

China continues to receive brute criticism from countries that were antagonised after its Ministry of Natural Resources released the controversial map. On Friday (September 1), Vietnam also released a statement saying the map violates its sovereignty over the Spratly and Paracel Islands and jurisdiction over its waters.

US President Biden to visit Vietnam after G-20 in India: White House

India’s restricitve trade policies with custom duties as high as 22 per cent may have given Vietnam the upper hand for manufacturing smart phones, and other electronics, reports suggest.

The glass cover, the touch-screen display, the camera module, and the printed circuit board assembly, when combined, makes about 75 per cent of a smart phone’s bill-of-materials price. Vietnam, the world’s second-largest handset exporter after China, is able to source components with zero-tariff from trade partners.

In contrast, despite its eagerness to promote local smart phone manufacture, India has a four per cent cost disadvantage, according to the 2023 edition of a price comparison research published by the industry association India Cellular & Electronics Association (ICEA).

India has intentionally increased the burden on assemblers even as it started compensating them for the various cost disadvantages that already exist, namely inadequate infrastructure and excessive regulations.

The existence of production-linked incentives, or PLIs, guarantees to pay businesses up to 4 per cent to 6 per cent of their additional sales for a period of five years. But the report suggests that India is hampering its ability to compete, while it pays companies to locate its plants there.

Another opinion holds that the assistance is “supported through indirect revenue from increased indirect taxes from the same sector,” as the ICEA study states.

Competition elsewhere in Asia and is focused on semiconductors. Several nations, ranging from Thailand to Singapore and Malaysia, are currently looking to move the manufacturing of front-end chips from East to Southeast and South Asia. India is attempting to climb that ladder through testing and packaging. While those intentions have yet to materialise, the nation is now Vietnam’s next competitor in a low-value-added activity like assembly electronics parts because to its affordable labour.

Multinational companies have altered their manufacturing plans after the pandemic and President Xi Jinping’s deteriorating relations with the West. Only a few weeks after they begin shipping from Chinese manufacturing, the Foxconn Technology Group plant in the southern Indian state of Tamil Nadu is getting ready to export iPhone 15s, according to a report by Bloomberg News.

Apple Inc. and other companies are wary of placing an undue reliance on China to meet global demand. India now has an opportunity to take over the supply chain as a result of their pursuit of a China+1 strategy. However, due to Samsung Electronics Co., Vietnam’s phone exports increased by six times last year compared to other South Asian countries. This is the difference that New Delhi seeks to bridge.

However, data from the ICEA revealed that India’s total cost disadvantage due to tariffs on smart phone components came to around 3.6 per cent in comparison to the cost gap with Vietnam. This competitive disadvantage may increase to a near 4 per cent. This could possibly prompt multinational companies to look for alternative manufacturing locations in countries like Vietnam, potentially making it a huge competitor to India.

The world is seeing a major shift in global manufacturing. China is slowly losing its position as the world's factory. But companies are not shifting to another country - lock, stock & barrel. So, it is unlikely that the world will see a single country, as dominant in global manufacturing as China in the future. What can be expected is companies hedging their bets on different countries. So, India, Vietnam, Mexico, brazil & Thailand, will have to share the spoils of the global shift in manufacturing.

Esmee Brugts netted two long-range stunners as the Netherlands rediscovered their scoring touch in a crushing 7-0 win over Vietnam on Tuesday, reaching the Women's World Cup knockouts in style and locking up top spot in Group E. The Dutch had only scored once in each of their two previous games but, knowing goal difference could decide the group winners, were 4-0 up inside 25 minutes, with Brugts' curled effort the pick of the bunch. Her second goal in the 57th minute was a carbon copy of the first and put the Netherlands 6-0 ahead before Jill Roord also bagged her second of the night to wrap up the emphatic win, the biggest of the tournament so far.

"I'll surely be looking back with a happy feeling," Brugts said. "I scored two but the rest of the team also played well. "The confidence level is the same as before the game. We wanted to be ranked first in the group. We managed to do so, and that's nice."

The Netherlands were expected to finish behind the United States in the group but the defending champions were held to a goalless draw by Portugal in Auckland and ended in second place in Group E, two points off the summit. The 2019 runners-up will travel to Sydney for their last 16 tie on Sunday and are likely to face Italy, who sit in second place behind Sweden in Group G.

Although they were missing all-time top scorer Vivianne Miedema due to injury, the Dutch had five different goalscorers against Vietnam, who had already been eliminated after losing their first two games.

Lieke Martens, Katja Snoeijs, Roord and Danielle van de Donk also scored in the first half and the Netherlands had a staggering 42 attempts at goal overall, including 17 on target. By contrast, Vietnam managed five shots but none on target. Dominique Janssen launched a wonderful ball from defence into Vietnam's penalty area, where Martens lobbed goalkeeper Tran Thi Kim Thanh to put the Netherlands ahead after eight minutes for her 60th international goal.

Snoeijs slotted in the second three minutes later after being set up by Van de Donk, and Brugts soon added another from distance, her strike from outside the box nestling into the top right corner. Roord, who had twice fired wide twice, finally got on the scoresheet after volleying in Janssen's cross. Roord drew a fantastic save from Kim Thanh just before halftime, but Van de Donk was on hand to tap in the rebound.

After Brugts' superb sixth with another fierce strike, Roord, who had hit the crossbar, headed in the seventh with seven minutes remaining. "I was afraid that the gap would be even bigger," Vietnam coach Mai Duc Chung said. "We have tried our best but it is clear that we cannot close the gap between us and the Netherlands. "We have conceded 12 goals in our three games, so our level is low even compared to other Asian teams. But I think our efforts have been great. In this journey, I am satisfied with the spirit of the team."

In this journey, I am satisfied with the spirit of the team." WATCH WION LIVE HERE You can now write for wionews.com and be a part of the community. Share your stories and opinions with us here.

Football: Netherlands thrash Vietnam 7-0 to reach FIFA Women's World Cup knockouts

The spicing up or mellowing down of our cuisines has been defined by spices almost since time immemorial. But a recent study appears to be the evidence of Southeast Asia's oldest known curry, and the oldest curry ever found outside Indian subcontinent.

The research, published in Science Advances, sheds light on the historical spice trade, dating back around 2,000 years.

The study by a group of researchers from Australian National University (ANU) in Canberra presents their remarkable discovery at the Oc Eo archaeological complex in southern Vietnam as the evidence of aforementioned curry.

The intriguing find includes eight distinct spices sourced from different origins, presumably used for preparing curry. The most fascinating aspect is that some of these spices had been transported over vast distances, traversing thousands of kilometres by sea.

Initially focused on understanding ancient stone grinding tools called "pesani," the team's research expanded to explore the broader context of the ancient spice trade. Using a technique known as starch grain analysis, they examined microscopic plant remains from various grinding and pounding tools excavated at the Oc Eo site, dating from the 1st to 8th centuries CE.

Trade of spices: Which all spices were traded?

The analysis of 40 tools produced a range of spices, including turmeric, ginger, fingerroot, sand ginger, galangal, clove, nutmeg, and cinnamon. This evidence strongly suggests that the site's inhabitants utilised these tools to process spices, transforming rhizomes, seeds, and stems into flavourful powders.

The combined results indicate that the Oc Eo complex was occupied between the 1st and 8th centuries CE.

What does it mean?

This research fills a significant gap in our knowledge of ancient curry, as previous evidence mainly originated from India. It vividly confirms the historical significance of spices as valuable commodities traded in a global network nearly 2,000 years ago.

The presence of spices at Oc Eo indicates that they were likely transported to the region through maritime trade via the Indian or Pacific Ocean, highlighting the captivating history of curry beyond India's borders.

The study also reveals the enduring nature of culinary traditions. The curry recipe used in Vietnam today remains remarkably consistent with that of nearly 2,000 years ago, with key ingredients like turmeric, cloves, cinnamon, and coconut milk standing the test of time.

Continued dating of the site may also reveal insights into the global trade and distribution of various spices and plants throughout history.

Asian masalanomics for spice trade spiced up in Vietnam 2000 years ago, reveals study

Portugal's Telma Encarnacao scored one goal and set up the other in a 2-0 win over fellow Women's World Cup debutants Vietnam, sending the Southeast Asian side out of the tournament at Waikato Stadium on Thursday. Portugal are third in Group E with three points and will face the U.S. in their final group game in Auckland while Vietnam, yet to score or pick up a point, take on the Netherlands in Dunedin. Both matches will be played on Tuesday.

The U.S. are level on four points with the Netherlands but top the table on goal difference after the teams drew 1-1 earlier on Thursday. Portugal coach Francisco Neto made seven changes to the team that lost 1-0 to the Netherlands in their Group E opener and the decision paid off as first-half goals from Encarnacao and Francisca Nazareth earned them a first-ever World Cup win.

Neto will be thrilled with Thursday's accomplished performance as Portugal dazzled under the floodlights - a stark contrast to their struggling first display - although the scoreline did not reflect their dominance. Encarnacao swept Portugal in front after seven minutes with a smart first-time finish from Lucia Alves' cross before turning provider for Nazareth, who fired the ball past goalkeeper Tran Thi Kim Thanh in the 21st minute.

Only 11 places separate the two teams in the world rankings, with Portugal sitting higher at 21, but the contest was one-sided and the Europeans were firmly on top throughout with five attempts on target in the first half alone. They could not add more gloss to the result, however, as Kim Thanh, who helped restrict holders the United States to three goals in Vietnam's opening defeat, was once again key in ensuring they did not concede more than two.

However, despite Kim Thanh's efforts, Vietnam struggled to create chances and managed only one shot on target in the match when Nguyen Thi Bich Thuy drew a save from Patricia Morais just before the break.
