<p>Biden replied by insisting he had “been in the room” for every one of Obama’s important transition meetings. Because of social distancing restrictions related to the coronavirus, Harris has no such luxury, at least not in the physical sense.</p>

<p>After spending election week in Delaware, she has returned to the two-bedroom Washington condominium she bought after she was elected to the Senate in 2016. From there, she is in regular touch with Biden, by text message or telephone, according to aides with the Biden-Harris transition team, and with other transition officials. Harris’ husband, Douglas Emhoff, also has a close relationship with the incoming first lady, Jill Biden; the two campaigned together in the race’s final weeks.</p>

<p>One focus of her time is the quantum leap Harris is soon to make from the legislative to the executive branch. Whereas Biden will have virtually no learning curve upon returning to the White House after eight years as vice president, Harris has spent little, if any, substantive time at 1600 Pennsylvania Ave. (A transition official could not immediately say when she had last visited there.)</p>

<p>That process is made no easier by President Donald Trump’s refusal to acknowledge the election results and authorize an official transition process in which Harris and her aides would have access to White House officials and documents. Harris has not been contacted by her departing counterpart, Vice President Mike Pence. Days after the 2016 election, Biden hosted Pence for nearly two hours at the official vice presidential compound at the U.S. Naval Observatory. “I told Mike, the vice president-elect, that I’m available to him 24/7,” Biden told reporters.</p>

<p>For now, Harris remains a senator. It is unclear when she might relinquish her seat. Obama stepped down from his Senate seat days after his 2008 election, but Biden, ever the sentimentalist, hung on to his until shortly before he was sworn in as vice president the following January, telling friends he wanted to take one last oath of office for the seat he had held for decades. (Biden also said he wanted to retain his vote in case it might be needed in a lame-duck Senate session.)</p>

Largely out of sight in Washington, Kamala Harris preps for White House

<p>Was Ronald Reagan a kindhearted conservative who remade government and merits his standing as a beloved icon of the Republican Party? Or was he a glorified actor who won election with a coded racist appeal to white voters, setting the stage for the rise of President Donald Trump?</p>

<p>That debate has long absorbed Reagan historians and biographers, particularly these days as Reagan’s legacy seems ever more gauzy when held up against these past four years of the just-defeated president.</p>

<p>And it is now being tackled in “The Reagans,” a four-part documentary on Ronald and Nancy Reagan premiering Sunday on Showtime. It is the work of Matt Tyrnauer, a documentarian whose subjects have included Roy Cohn, fashion designer Valentino and Studio 54.</p>

<p>Tyrnauer grew up in Los Angeles when Reagan was governor of California. As a boy being driven to school by his father, he sat in traffic as the motorcade taking the newly elected president from his home in the Pacific Palisades to a postelection news conference in Century City sped down Sunset Boulevard.</p>

<p>From the second instalment of “The Reagans,” it is clear where Tyrnauer, who began his career as a junior aide in Democratic politics before moving into magazine writing and directing documentaries, comes down on Reagan’s place in the nation’s fraught history of race and politics. The episode opens with 40-year-old footage of Reagan in Mississippi, affirming his support for “states’ rights” at a county fair filled with white voters.</p>

<p>“The reason I wanted to make this was to show how Reagan in many ways paved the way for Trump — and the Republican Party that has now fallen into Trump’s hands,” he said in a video interview from his Beverly Hills home a week before the president’s defeat was called. “I really thought it was very important to show that the Republican Party, certainly after the 1950s and since the era of this country’s civil rights movement and reckoning, has been on the wrong side of history. And Reagan was right at the center of that.”</p>

<p>Over the course of nearly four hours, the documentary explores Reagan’s boyhood in Illinois and recounts his Hollywood years and the skills he learned as an actor — the bright smile, his affable if slightly inscrutable affect -&nbsp;that made him such a powerful candidate for president. Recalling Reagan’s first screen test, studio head Jack Warner said, in a 1960s interview clip included in the documentary, that the actor’s “personality projected off the screen and into the audience.”</p>

<p>The series offers a portrait of Nancy Reagan as a powerful and manipulative behind-the-scenes player who was essential to her husband’s success. It follows Ronald Reagan’s evolution from a liberal, the son of two Democrats and the former head of the Screen Actors Guild, to a staunch anti-communist conservative.</p>

<p>And it is striking, after this polarizing election and four years of the Trump presidency, to hear Reagan’s tough talk about law and order, to note his 1980 campaign slogan -&nbsp;“Make America Great Again” -&nbsp;and to watch the parallels between a movie star and a reality television star, both of whom knew how to command the attention of the American public and the media.</p>

<p>But more than anything, this documentary is animated by the notion of Reagan as an early practitioner of dog-whistle politics, a member of the generation of politicians who used coded appeals directed at an attuned audience of white voters.</p>

<p>“I believe in states’ rights,” he said in the summer of 1980 at the Neshoba County Fair near Philadelphia, Mississippi, 7 miles from where three civil rights workers were murdered in 1964. It is a dramatic moment in which he seemingly affirms the power of Southern states to defy a federal government trying to end discrimination: The camera follows as he steps off his campaign plane to be greeted by a grinning Trent Lott, then a senator from Mississippi, and shadows his motorcade winding through crowds of white voters.</p>

<p>To be clear, the idea of Reagan as a politician who swam in the waters of American racism, preparing the way for a Trump presidency, is not a consensus position.</p>

<p>“To me, Reagan is the anti-Trump,” Lou Cannon, a former Washington Post reporter and Reagan biographer who appears in the documentary, said last week. “If you look at Reagan’s presidency, you did not see a career of racial incitement. It’s not a fair rap.</p>

<p>“Reagan is the antithesis of Trump in so many ways,” he added. “He was uniformly courteous and nice and decent to people. Trump, by the way he acts, has made us see that human decency in a political leader is important. Second, he was a compromiser. He always said that he was willing to take half a loaf. He got legislation through because of that.”</p>

<p>Historian Rick Perlstein cautioned against reading too much into the Mississippi speech, arguing that it oversimplified Reagan’s complicated relationship with race.</p>

<p>“Liberals, and I am a proud liberal, are always looking for smoking guns to prove that conservatives are racist,” Perlstein said an interview.</p>

<p>In his new book, “Reaganland: America’s Right Turn 1976-1980,” Perlstein says the former president’s invocation of states’ rights was halfhearted, buried midway into his speech, and inserted at Lott’s suggestion. (And to what end? Reagan barely squeaked by Jimmy Carter in Mississippi.)</p>

<p>Tyrnauer is not a presence in any of his documentaries, and he is heard only twice in “The Reagans,” asking questions off camera. He builds his case with interviews — Ron Reagan Jr., surviving members of Reagan’s White House, journalists from the era and historians — along with contemporaneous news clips and rare archival film footage.</p>

<p>“What I look for is the obscure stuff, or the angles you never saw,” he said. The documentary opens with behind-the-scenes footage in which Reagan’s advertising team is filming the president speaking in the Oval Office for a 1984 campaign commercial. At the side of the shot, aides look at a stopwatch, impressed that this former actor clocked in for the 60-second advertisement at 57 seconds.</p>

<p>Tyrnauer tracked down a lost documentary about Nancy Reagan from when Reagan was governor, with intimate shots of the new governor and his family moving into their new home in Sacramento, and scenes of Nancy Reagan back in Los Angeles shopping for dog food at the Brentwood Country Mart (and admitting, with obvious chagrin, that she did not have money to pay for it).</p>

<p>Most of all, in making his case against the former president, Tyrnauer draws on footage of Reagan in his early days as a politician, as he likened streets in crime-stricken urban areas to “jungle paths” and talked about “welfare queens” in disparaging what he described as a liberal state.</p>

<p>“What was really astonishing to me was seeing how much film there was of Reagan in the act of dog whistling,” Tyrnauer said. “And some of his dog whistles at the time would be considered foghorns today.”</p>

<p>I met Tyrnauer while covering the 1988 presidential campaign; he was an assistant at the Boston headquarters of Michael Dukakis, the Democrat who would lose to George H.W. Bush. Tyrnauer left politics to become a writer at Vanity Fair before turning to directing documentaries. His first, "Valentino: The Last Emperor,” released in 2009, was based on a profile he wrote in Vanity Fair. His Cohn documentary, “Where’s My Roy Cohn?,” explored the relationship between Cohn and one of his most famous law clients, Donald Trump.</p>

<p>Needless to say, it’s an eclectic portfolio.</p>

<p>The Reagan documentary would have been challenging at any time — the Reagans are well-plowed ground. It may have been 32 years since the end of his presidency, but he is remembered by millions of Americans, defined for many of them by the upbeat advertisement that opened with the words “It’s morning again in America,” which helped lift him to a landslide reelection over Walter Mondale in 1984. Nancy Reagan was, apart from Hillary Clinton, arguably the most powerful and polarizing first lady of the past 75 years.</p>

<p>But this project was complicated by the onset of the pandemic. Tyrnauer and his staff were forced to work from their homes. Archives, and in particular the files and videos collected by the Ronald Reagan Presidential Library in Simi Valley, California, abruptly shut down.</p>

<p>Interviews became far more complicated. Most of the subjects are, not surprisingly, older and thus wary of letting a film crew into their homes. Tyrnauer finished his interview with Lesley Stahl, the Reagan White House reporter for CBS, a week before she was hospitalized with COVID-19. Tyrnauer, changing gears, conducted half of the project’s 30 interviews by video from his home, sending in local film crews.</p>

<p>Many top figures in Reagan’s world sat down for interviews, including James Baker III, Reagan’s chief of staff; George Shultz, secretary of state; and Colin Powell, national security adviser. The Reagans’ son, Ron, is a prominent voice throughout the series, chatty and candid. But their daughter, Patti Davis, is notably absent. (Tyrnauer said she was working on another project.)</p>

<p>Stahl, in her interview, describes the allure this first family had over the media as she recalls the first time he stepped into the White House briefing room to talk to the press.</p>

<p>“We all kind of melted,” she says. “We were puddles on the floor.”</p>

<p>Most jarring, for anyone looking for parallels between the Trump and Reagan years, is the appearance by Dr. Anthony Fauci, director of the National Institute of Allergy and Infectious Diseases. The coronavirus crisis is not his first experience with either a pandemic or a president who failed to deal with one: Reagan largely ignored the deadly AIDS epidemic during its early years, and the documentary presents this as one of his most consequential failures as president.</p>

<p>“I was very frustrated with seeing an emerging catastrophe, and he wanted nothing to do with it,” Fauci says.</p>

<p>As a rule, Americans’ views of presidents soften with time — Trump may prove to be the exception — and that certainly happened with Reagan. But this documentary invites a reappraisal. It is a harsh portrait of Reagan as a politician and as a president, and it seems likely to reignite old arguments. Tyrnauer argues that Reagan has been protected by historians, Republicans and journalists because of his political success and likability.</p>

<p>“You can listen to podcast after podcast today of respectable historians talking about all of the dog-whistle sins of the past,” Tyrnauer said. “George Wallace comes up, and Richard Nixon comes up with the Southern strategy. And Willie Horton comes up and George H.W. Bush comes up. Reagan is shockingly absent from all those narratives and discussions.</p>

<p>“He was an extraordinarily intuitive politician and ultimately among the most successful of his generation,” Tyrnauer said. “But how is he not held accountable?”</p>

And Reagan was right at the center of that.” Over the course of nearly four hours, the documentary explores Reagan’s boyhood in Illinois and recounts his Hollywood years and the skills he learned as an actor — the bright smile, his affable if slightly inscrutable affect - that made him such a powerful candidate for president. But more than anything, this documentary is animated by the notion of Reagan as an early practitioner of dog-whistle politics, a member of the generation of politicians who used coded appeals directed at an attuned audience of white voters. “I believe in states’ rights,” he said in the summer of 1980 at the Neshoba County Fair near Philadelphia, Mississippi, 7 miles from where three civil rights workers were murdered in 1964. It’s not a fair rap. “Reagan is the antithesis of Trump in so many ways,” he added. “He was uniformly courteous and nice and decent to people. Trump, by the way he acts, has made us see that human decency in a political leader is important. Second, he was a compromiser. He always said that he was willing to take half a loaf. He got legislation through because of that.” Historian Rick Perlstein cautioned against reading too much into the Mississippi speech, arguing that it oversimplified Reagan’s complicated relationship with race. “Liberals, and I am a proud liberal, are always looking for smoking guns to prove that conservatives are racist,” Perlstein said an interview. In his new book, “Reaganland: America’s Right Turn 1976-1980,” Perlstein says the former president’s invocation of states’ rights was halfhearted, buried midway into his speech, and inserted at Lott’s suggestion. He builds his case with interviews — Ron Reagan Jr., surviving members of Reagan’s White House, journalists from the era and historians — along with contemporaneous news clips and rare archival film footage. “What I look for is the obscure stuff, or the angles you never saw,” he said. The documentary opens with behind-the-scenes footage in which Reagan’s advertising team is filming the president speaking in the Oval Office for a 1984 campaign commercial. At the side of the shot, aides look at a stopwatch, impressed that this former actor clocked in for the 60-second advertisement at 57 seconds. Most of all, in making his case against the former president, Tyrnauer draws on footage of Reagan in his early days as a politician, as he likened streets in crime-stricken urban areas to “jungle paths” and talked about “welfare queens” in disparaging what he described as a liberal state. “What was really astonishing to me was seeing how much film there was of Reagan in the act of dog whistling,” Tyrnauer said. “And some of his dog whistles at the time would be considered foghorns today.” I met Tyrnauer while covering the 1988 presidential campaign; he was an assistant at the Boston headquarters of Michael Dukakis, the Democrat who would lose to George H.W. Bush. Tyrnauer left politics to become a writer at Vanity Fair before turning to directing documentaries. His first, "Valentino: The Last Emperor,” released in 2009, was based on a profile he wrote in Vanity Fair. His Cohn documentary, “Where’s My Roy Cohn?,” explored the relationship between Cohn and one of his most famous law clients, Donald Trump. Needless to say, it’s an eclectic portfolio. The Reagan documentary would have been challenging at any time — the Reagans are well-plowed ground. It may have been 32 years since the end of his presidency, but he is remembered by millions of Americans, defined for many of them by the upbeat advertisement that opened with the words “It’s morning again in America,” which helped lift him to a landslide reelection over Walter Mondale in 1984. Nancy Reagan was, apart from Hillary Clinton, arguably the most powerful and polarizing first lady of the past 75 years. But this project was complicated by the onset of the pandemic. Tyrnauer and his staff were forced to work from their homes. Archives, and in particular the files and videos collected by the Ronald Reagan Presidential Library in Simi Valley, California, abruptly shut down. Interviews became far more complicated. Most of the subjects are, not surprisingly, older and thus wary of letting a film crew into their homes. Tyrnauer finished his interview with Lesley Stahl, the Reagan White House reporter for CBS, a week before she was hospitalized with COVID-19. Tyrnauer, changing gears, conducted half of the project’s 30 interviews by video from his home, sending in local film crews. Many top figures in Reagan’s world sat down for interviews, including James Baker III, Reagan’s chief of staff; George Shultz, secretary of state; and Colin Powell, national security adviser. The Reagans’ son, Ron, is a prominent voice throughout the series, chatty and candid. But their daughter, Patti Davis, is notably absent. (Tyrnauer said she was working on another project.) Stahl, in her interview, describes the allure this first family had over the media as she recalls the first time he stepped into the White House briefing room to talk to the press. “We all kind of melted,” she says. “We were puddles on the floor.” Most jarring, for anyone looking for parallels between the Trump and Reagan years, is the appearance by Dr. Anthony Fauci, director of the National Institute of Allergy and Infectious Diseases. The coronavirus crisis is not his first experience with either a pandemic or a president who failed to deal with one: Reagan largely ignored the deadly AIDS epidemic during its early years, and the documentary presents this as one of his most consequential failures as president. “I was very frustrated with seeing an emerging catastrophe, and he wanted nothing to do with it,” Fauci says. As a rule, Americans’ views of presidents soften with time — Trump may prove to be the exception — and that certainly happened with Reagan. But this documentary invites a reappraisal. It is a harsh portrait of Reagan as a politician and as a president, and it seems likely to reignite old arguments. Tyrnauer argues that Reagan has been protected by historians, Republicans and journalists because of his political success and likability. “You can listen to podcast after podcast today of respectable historians talking about all of the dog-whistle sins of the past,” Tyrnauer said. “George Wallace comes up, and Richard Nixon comes up with the Southern strategy. And Willie Horton comes up and George H.W. Bush comes up. Reagan is shockingly absent from all those narratives and discussions. “He was an extraordinarily intuitive politician and ultimately among the most successful of his generation,” Tyrnauer said. “But how is he not held accountable?”

His state jobless benefits ran out last month, leaving him to rely on a 13-week extension under the federal Pandemic Emergency Unemployment Compensation program, which ends in late December.</p>

<p>Already, Williams is struggling to get by on his $275 weekly benefit check, the maximum allowed in Tennessee. He has fallen behind on rent, racked up thousands of dollars in credit card debt and turned to a food pantry run by a church.</p>

<p>Even with the benefits, “I may have got behind on this or that, robbing Peter to pay Paul this month,” he said. “But without it, I’m dead in the water.”</p>

<p>The expanded unemployment programs are some of the last vestiges of the trillions of dollars in aid that Congress provided through a series of emergency measures in the spring. That spending — which included direct checks to most U.S. households, $600 a week in supplemental unemployment benefits and hundreds of billions of dollars in support for small businesses — offset the pandemic’s financial toll for many families and helped fuel an economic recovery that was initially stronger than many forecasters expected.</p>

<p>Much of that assistance expired over the summer, however. Economic gains have slowed significantly since then, and studies have found that millions of Americans fell into poverty as aid dried up. Employment data released Friday showed that the number of people out of work for more than six months, the standard threshold for long-term unemployment, rose 1.2 million in October, to 3.6 million.</p>

<p>The year-end benefits cliff could be even more damaging. Many families have depleted any savings they built when the $600 supplement was available. A partial federal eviction moratorium is scheduled to expire at the end of the year, although it could be extended. And benefits checks won’t just shrink, as they did over the summer; they will disappear.</p>

<p>“The safety net still has kind of held up until now, and I think we have been maybe lulled into a sense of complacency,” said Andrew Stettner, an expert on unemployment benefits at the Century Foundation, a progressive policy research group. “We’re just putting people in this really precarious financial position where the damage of unemployment can just hit really hard.”</p>

<p>Nearly 4 million Americans are receiving benefits under the pandemic compensation program. That number has doubled in the past month and is expected to keep rising as more people reach the end of their state benefits, which last 26 weeks in most of the country.</p>

<p>If the program ends at the end of the year, some workers will be able to continue to receive benefits under a federal program not tied to the pandemic. But those benefits aren’t available in some states, including Tennessee, and don’t cover some types of workers, like freelancers.</p>

<p>Congress last spring created a separate emergency program, Pandemic Unemployment Assistance, to cover people left out of the normal unemployment system, such as freelancers and self-employed workers as well as those unable to work because of pandemic-related child care issues and similar obstacles. There were 9.3 million people in that program in mid-October, according to federal data, although some experts on the unemployment system believe that figure overstates the total.</p>

<p>By any measure, millions are in danger of losing their benefits. Many economists warn that the harm would extend not just to individual workers but also to the broader economy.</p>

<p>“Those households then have to dramatically cut back on their spending, they then fall further behind on their rent, and that means that their landlords suffer and the businesses that they would have been buying from will suffer,” said Jesse Rothstein, an economist at the University of California, Berkeley.</p>

<p>Conservative economists have long argued that unemployment benefits can be counterproductive because they discourage recipients from seeking or accepting jobs. That argument has been persuasive with many Republican lawmakers, who fought to end extended benefits during the last recession a decade ago and who have been skeptical of offering more generous benefits during the current crisis.</p>

<p>Progressives, including Rothstein, have countered that the disincentive effects of benefits are small, especially when jobs are scarce, and that giving workers a lifeline lets them seek out better jobs. In recent years, researchers have also used new data sources to study what happens when benefits run out and have found clearer evidence that losing benefits creates significant hardship for families.</p>

<p>Bruce Meyer, a University of Chicago economist and longtime critic of unemployment benefits, said he remained unconvinced by many of the traditional progressive arguments for unemployment insurance. But he said he found the new data compelling.</p>

<p>“Unemployment insurance does not help you get a better job; it keeps you out of work and lets your skills deteriorate,” he said. “But it keeps you from starving.”</p>

<p>The threat of losing benefits is amplified during a pandemic. Matt Weis, chief program officer at the National Able Network, a Chicago-based nonprofit organization, said he had long counseled job seekers to look for a “survival job” — one that will pay the bills while they look for more permanent work. But that is a harder argument to make when many sources of stopgap work, like seasonal retail and fast food, could carry health risks.</p>

<p>Neither group is particularly well suited for the chore of trying to persuade Trump, who refuses to concede the election, that it is time to step aside — or at the very least, to stop spreading claims about the integrity of the nation’s elections that are contrary to considerable evidence. And there is little chance that Trump, who has been perplexed and sometimes enraged by the Republican institutionalists who might normally be expected to play such a role, would listen if they did.</p>

Who’s going to tell him? Republicans shy from asking Trump to concede

<p>Since President Donald Trump won the White House in 2016, a shocked Democratic Party had been united behind the mission of defeating him. Four years later, with the election of Joe Biden, the divides that have long simmered among Democrats are now beginning to burst into the open, as the president-elect confronts deep generational and ideological differences among congressional lawmakers, activists and the party’s grassroots base.</p>

<p>The fault lines began to emerge within hours of Biden’s victory. Moderates argued that his success, particularly in industrial Midwestern states that Trump seized from the Democrats in 2016, was proof that a candidate who resisted progressive litmus tests was best positioned to win back voters who had abandoned the Democratic Party. Those tests included single-payer health care, aggressive measures to combat climate change and expanding the Supreme Court.</p>

<p>“The progressives said we need a base candidate,” said Rahm Emanuel, the former mayor of Chicago and White House chief of staff under President Barack Obama, referring to a nominee who appeals to the left wing of the party. “No we didn’t. We needed someone to get swing voters. If you campaign appropriately, you can make that a governing transformation.”</p>

<p>Moderate Democrats said they were hopeful the urgency of the problems confronting the nation would delay the inevitable reckoning the party faces between its ideological wings. Beyond that, they said that a disappointing showing by Democrats in congressional races — the party lost seats in the House and faces a struggle for even narrow control of the Senate — would give liberal Democrats less of a platform to push Biden to the left.</p>

<p>After a fiery call among members of the House Democratic caucus, in which some argued that progressives who have entertained ideas like defunding the police or “Medicare for All” had cost the party congressional seats, some Democratic leaders pushed further away from the left wing.</p>

<p>Rep. Conor Lamb, a moderate from Pennsylvania who survived a difficult Republican challenge, said the results should be a wake-up call to the left.</p>

<p>“What we heard from a lot of our constituents was that they do not like the Democratic message when it comes to police in Western Pennsylvania, and when it comes to jobs and energy,” he said. “And that we need to do a lot of work to fix that.”</p>

<p>But after four years of pent-up frustration and energy, that may prove unlikely. By every early indication, Biden’s election has emboldened progressive energy, no matter the setbacks in the congressional races. There is an up-and-coming generation of elected Democratic officials who have been waiting in the wings, eager to take the lead in formulating a platform for the party.</p>

<p>After supporting Biden as a means of defeating Trump, younger and more progressive Democrats who have gained a foothold in Congress and among party activists are skeptical about his future administration. Sen. Elizabeth Warren of Massachusetts, setting policy terms in a statement after Biden was declared victorious, said: “A Band-Aid approach won’t get the job done. We have a mandate for action on bold plans to meet these twin health and economic crises.”</p>

<p>Rep. Alexandria Ocasio-Cortez of New York, a leading voice of the party’s left wing, said in a phone interview that the next few weeks would set the tone for how the incoming administration will be received by liberal activists.</p>

<p>“I think that’s what people are keeping an eye out for: Is this administration going to be actively hostile and try to put in appointments that are going to just squash progressives and organizing?” Ocasio-Cortez said. “ I don’t envy the Biden team. It’s a very delicate balance. But I think it’s really important to strike a good one. Because it sends a very, very powerful message on the intention to govern.”</p>

<p>The fault lines crystallize the task ahead for Biden, who has long seen himself as a pragmatic consensus builder rather than a strict ideologue. In addition to the fractures within his party, Biden’s administration will also have to navigate a Republican Senate, unless Democrats wrest two seats in Georgia during closely watched runoff elections in January.</p>

<p>If the party doesn’t win those seats, an already divided Washington looks likely to endure.</p>

<p>Some moderate Democratic leaders urged the president-elect to head off any internal conflict by embracing policies both sides can agree on and reaching out to the left.</p>

<p>“The first thing I would do if I were Joe Biden is I’d propose a $15-an-hour minimum wage,” said Edward G. Rendell, the former governor of Pennsylvania and a former chair of the Democratic National Committee. “That’s something that both sides agree on. That would be the first action on behalf of President Biden to show there are significant parts of the progressive agenda that need to be acted on.”</p>

<p>Given the two Senate runoffs taking place in Georgia — contests that will determine whether Biden will, like Obama, begin his first term with a unified Washington — Biden might be initially reluctant to embrace positions that could make it easier for Republicans in Georgia to paint Democrats as out-of-touch, radical socialists.</p>

<p>Biden has made clear he intends for his administration's Cabinet to be diverse in race, gender and sexual orientation — but a left wing that has become disenchanted with the inherent idea of representation as progress will be looking for concessions of power.</p>

<p>Grassroots political groups on the left had a dual message for the president-elect: Congratulations — and here’s a list of demands. Several signaled that they expected Biden to defer to some demands of progressives, not only by selecting people from that wing of the party for key Cabinet positions but also by excluding people with a Wall Street or lobbying background from the administration's hiring process. However, Biden’s flexibility in making Cabinet appointments sought by the left will be constrained if the Senate remains in Republican hands.</p>

<p>Jamaal Bowman, a progressive New York Democrat who will be sworn into the next Congress, took the view that Biden’s victory was not an affirmation of moderate ideology, but a testament to a diverse Democratic Party that had embraced the shared goal of defeating an unpopular president. He cited the work during the general election of progressive groups and candidates who opposed Biden during the Democratic primary, including young climate organizers like the Sunrise Movement — and said they should be rewarded.</p>

<p>“We have to move past the moderate-versus-liberal conversations and start speaking and moving together as a strong party,” Bowman said. “We have organizations like the Sunrise Movement and candidates like Jamaal Bowman who have gone out of our way to get Joe Biden elected.”</p>

<p>Ocasio-Cortez said she expected a long-term fight, particularly given the setbacks for Democrats in the congressional contests. She also cited Cabinet appointments as a way to measure Biden’s ideological core.</p>

<p>She said some people, including Emanuel, should not play a role in the party’s future. The former mayor has been floated by some in Biden’s inner circle to lead a department like housing or transportation.</p>

<p>“Someone like Rahm Emanuel would be a pretty divisive pick,” she said, citing his record as mayor on racial justice and his opposition to teachers’ unions. “And it would signal, I think, a hostile approach to the grassroots and the progressive wing of the party.”</p>

<p>It is unclear what kind of audience progressives will find with Biden and his administration. Throughout the year, his campaign sought to project unity through measures like a joint task force with supporters of Sen. Bernie Sanders, which led a campaign to adopt some of the left wing’s policy proposals, including plans around college debt. But Biden stopped short of the biggest ideas, like eliminating the Electoral College or embracing statehood for Washington, D.C., and Puerto Rico.</p>

<p>Some leading Democratic Party moderates said they supported many of the ideological goals on the left but, reflecting what has long been a divide between the two wings, urged caution, particularly because of Democratic losses in other races.</p>

<p><strong>“</strong>We all have to take a deep breath,” said Rep. Debbie Dingell, a Democrat from Michigan, a state that Trump snatched from Democrats in 2016 but that Biden won back this year. “I know there are going to be people who are pushing for change. I’m one of those people who want Medicare for All.”</p>

<p>She argued that Democrats needed to be careful not to push away voters whom Trump won in 2016, or else risk another, similar candidate.</p>

<p>“I also know we can’t afford to have Donald Trump as president,” she said.</p>

<p>But Stanley Greenberg, a Democratic pollster who advised President Bill Clinton when he successfully pushed the party to the center in the 1990s, said Biden would be able to delay divisive party fights because of the enormity of the crises he faces.</p>

Moderates argued that his success, particularly in industrial Midwestern states that Trump seized from the Democrats in 2016, was proof that a candidate who resisted progressive litmus tests was best positioned to win back voters who had abandoned the Democratic Party. Those tests included single-payer health care, aggressive measures to combat climate change and expanding the Supreme Court. We needed someone to get swing voters. If you campaign appropriately, you can make that a governing transformation.” Moderate Democrats said they were hopeful the urgency of the problems confronting the nation would delay the inevitable reckoning the party faces between its ideological wings. Beyond that, they said that a disappointing showing by Democrats in congressional races — the party lost seats in the House and faces a struggle for even narrow control of the Senate — would give liberal Democrats less of a platform to push Biden to the left. After a fiery call among members of the House Democratic caucus, in which some argued that progressives who have entertained ideas like defunding the police or “Medicare for All” had cost the party congressional seats, some Democratic leaders pushed further away from the left wing. Rep. Conor Lamb, a moderate from Pennsylvania who survived a difficult Republican challenge, said the results should be a wake-up call to the left. “What we heard from a lot of our constituents was that they do not like the Democratic message when it comes to police in Western Pennsylvania, and when it comes to jobs and energy,” he said. “And that we need to do a lot of work to fix that.” Also read: After Jared, Melania advises Donald Trump to accept US election 2020 results But after four years of pent-up frustration and energy, that may prove unlikely. By every early indication, Biden’s election has emboldened progressive energy, no matter the setbacks in the congressional races. There is an up-and-coming generation of elected Democratic officials who have been waiting in the wings, eager to take the lead in formulating a platform for the party. After supporting Biden as a means of defeating Trump, younger and more progressive Democrats who have gained a foothold in Congress and among party activists are skeptical about his future administration. Sen. Elizabeth Warren of Massachusetts, setting policy terms in a statement after Biden was declared victorious, said: “A Band-Aid approach won’t get the job done. We have a mandate for action on bold plans to meet these twin health and economic crises.” Rep. Alexandria Ocasio-Cortez of New York, a leading voice of the party’s left wing, said in a phone interview that the next few weeks would set the tone for how the incoming administration will be received by liberal activists. “I think that’s what people are keeping an eye out for: Is this administration going to be actively hostile and try to put in appointments that are going to just squash progressives and organizing?” Ocasio-Cortez said. “ I don’t envy the Biden team. It’s a very delicate balance. But I think it’s really important to strike a good one. Because it sends a very, very powerful message on the intention to govern.” The fault lines crystallize the task ahead for Biden, who has long seen himself as a pragmatic consensus builder rather than a strict ideologue. In addition to the fractures within his party, Biden’s administration will also have to navigate a Republican Senate, unless Democrats wrest two seats in Georgia during closely watched runoff elections in January. If the party doesn’t win those seats, an already divided Washington looks likely to endure. Some moderate Democratic leaders urged the president-elect to head off any internal conflict by embracing policies both sides can agree on and reaching out to the left. Rendell, the former governor of Pennsylvania and a former chair of the Democratic National Committee. “That’s something that both sides agree on. That would be the first action on behalf of President Biden to show there are significant parts of the progressive agenda that need to be acted on.” Given the two Senate runoffs taking place in Georgia — contests that will determine whether Biden will, like Obama, begin his first term with a unified Washington — Biden might be initially reluctant to embrace positions that could make it easier for Republicans in Georgia to paint Democrats as out-of-touch, radical socialists. Biden has made clear he intends for his administration's Cabinet to be diverse in race, gender and sexual orientation — but a left wing that has become disenchanted with the inherent idea of representation as progress will be looking for concessions of power. Grassroots political groups on the left had a dual message for the president-elect: Congratulations — and here’s a list of demands. Several signaled that they expected Biden to defer to some demands of progressives, not only by selecting people from that wing of the party for key Cabinet positions but also by excluding people with a Wall Street or lobbying background from the administration's hiring process. However, Biden’s flexibility in making Cabinet appointments sought by the left will be constrained if the Senate remains in Republican hands. Jamaal Bowman, a progressive New York Democrat who will be sworn into the next Congress, took the view that Biden’s victory was not an affirmation of moderate ideology, but a testament to a diverse Democratic Party that had embraced the shared goal of defeating an unpopular president. He cited the work during the general election of progressive groups and candidates who opposed Biden during the Democratic primary, including young climate organizers like the Sunrise Movement — and said they should be rewarded. “We have to move past the moderate-versus-liberal conversations and start speaking and moving together as a strong party,” Bowman said. “We have organizations like the Sunrise Movement and candidates like Jamaal Bowman who have gone out of our way to get Joe Biden elected.” Ocasio-Cortez said she expected a long-term fight, particularly given the setbacks for Democrats in the congressional contests. She also cited Cabinet appointments as a way to measure Biden’s ideological core. She said some people, including Emanuel, should not play a role in the party’s future. The former mayor has been floated by some in Biden’s inner circle to lead a department like housing or transportation. “Someone like Rahm Emanuel would be a pretty divisive pick,” she said, citing his record as mayor on racial justice and his opposition to teachers’ unions. “And it would signal, I think, a hostile approach to the grassroots and the progressive wing of the party.” It is unclear what kind of audience progressives will find with Biden and his administration. Throughout the year, his campaign sought to project unity through measures like a joint task force with supporters of Sen. Bernie Sanders, which led a campaign to adopt some of the left wing’s policy proposals, including plans around college debt. But Biden stopped short of the biggest ideas, like eliminating the Electoral College or embracing statehood for Washington, D.C., and Puerto Rico. Some leading Democratic Party moderates said they supported many of the ideological goals on the left but, reflecting what has long been a divide between the two wings, urged caution, particularly because of Democratic losses in other races. “We all have to take a deep breath,” said Rep. Debbie Dingell, a Democrat from Michigan, a state that Trump snatched from Democrats in 2016 but that Biden won back this year. “I know there are going to be people who are pushing for change. I’m one of those people who want Medicare for All.” She argued that Democrats needed to be careful not to push away voters whom Trump won in 2016, or else risk another, similar candidate. “I also know we can’t afford to have Donald Trump as president,” she said. <p>WHDH-TV reported that Major, belonging to the German Shepherd breed, was adopted by Joe Biden in 2018.</p>

<p>The Biden family’s other dog - Champ is not unfamiliar with the White House, where he spent a lot of time when Biden served as Obama’s Vice President.</p>

<p>Georgia could wrap up soon. It has over 10,000 votes to count, Arizona needs to count 263,000 ballots. In Nevada over more than 190 thousand ballots are outstanding....</p>

<p>In Pennsylvania, 160,000 votes need to be counted and in North Carolina more than 116,000 ballots are outstanding. This was the estimate just a few hours back, the actual numbers, however, may vary as the votes are being counted.</p>

<p>Georgia may be in a position to announce a result, other states may take some more time since the process to count the ballots, verify them and announce the result is an elaborate exercise.</p>

<p>The process may slightly vary across states but it goes like this: first, the ballot is verified, it goes to a bipartisan team of election officials who scan the sealed envelope into the computer system, then they verify the signature on the envelope with the signature on the voter database, if they don't match the whole ballot is declared invalid but if the signatures match then the envelope is unsealed.</p>

<p>The ballots are put into a box and fed into a machine that tabulates them. Now the vote is both available on a computer database as well as the physical copy - both are stored for verification purposes.</p>

In Pennsylvania, 160,000 votes need to be counted and in North Carolina more than 116,000 ballots are outstanding. This was the estimate just a few hours back, the actual numbers, however, may vary as the votes are being counted. Georgia may be in a position to announce a result, other states may take some more time since the process to count the ballots, verify them and announce the result is an elaborate exercise. The process may slightly vary across states but it goes like this: first, the ballot is verified, it goes to a bipartisan team of election officials who scan the sealed envelope into the computer system, then they verify the signature on the envelope with the signature on the voter database, if they don't match the whole ballot is declared invalid but if the signatures match then the envelope is unsealed. The ballots are put into a box and fed into a machine that tabulates them. Now the vote is both available on a computer database as well as the physical copy - both are stored for verification purposes. × Election officials then combine the counts and report it to the county and the state board of elections. Members of political parties sit on the state boards and no party is allowed to have a majority on these boards. There scrutiny at every step and it takes time. It may appear like forever, but election officials say they're moving at breakneck speed. An overwhelming number of Americans have voted via mail. Now, under usual circumstances, the result would have been out on the election day itself but the pandemic is still on, so American voters were given four options to cast their votes - if they wanted to vote in person, they could vote early or on the election day otherwise they had the option to choose the ballots, fill them up and send them by mail or drop it off at the dedicated drop off points. A large number of voters picked the mail-in ballot. 64 million postal ballots were sent before the election day itself which is a record number. <p>Trump recently claimed that his administration would involve the US Supreme Court in a bid to halt counting of votes, which according to the incumbent Republican president is causing election fraud in the country.</p>

<p>But many analysts have posited that the US SC may not be the final arbiter in this election.</p>

<p>With a fierce battle in key states of Michigan and Pennsylvania, Trump had claimed that the delay in counting increases the chances of fraud voting.&nbsp;This was the first time in history that so many Americans exercised&nbsp;their franchise, with many voting early, and others voting through mail-in ballots, which the Republicans have tried to invalidate multiple times.</p>

<p>Fraud is rare in US elections, and there is no evidence of any cheating happening due to mail-in voting. "This is a major fraud on our nation. We want the law to be used in a proper manner. So we'll be going to the US&nbsp;Supreme Court. We want all voting to stop”, Trump had announced.</p>

<p>Many analysts told Reuters that such objections to voting may not have a role to play in the final outcome.</p>

<p>An election law expert at the Ohio State University - Ned Foley believe that as opposed to the 2000 presidential race, a SC intervention will most probably will not end in the favour of Trump. In 2000, the Supreme Court announced George W Bush victorious after a recount of votes.</p>

<p>"It’s extremely early on but at the moment it doesn’t seem apparent how this would end up where the US Supreme Court would be decisive," Foley told Reuters.</p>

<p>"If we have to go through these legal challenges, that's not unprecedented," Trump’s attorney Jenna Ellis told Fox Business Network in an interview on Wednesday. “He wants to make sure that the election is not stolen”, Ellis added.</p>

<p>A Pennsylvania top court recently allowed votes arriving upto 3 days after Election Day to be counted in the final tally, much to Trump’s dismay, who wanted the results to be declared on the same day. Earlier, the SC had refused to fast-track a Republican appeal.</p>
