"We have been highlighting consistently the threat of terrorism in our neighborhood", India's UN envoy said, pointing, "these security fears have been further exacerbated by the changed political situation in Afghanistan." UNSC's Analytical Support and Sanctions Monitoring Team released earlier this month had raised concerns over continuous links between the Taliban, especially through the Haqqani Network, and Al Qaida.

The envoy said, "We have been reiterating the close links between proscribed terrorist entities under the 1267 Sanctions regime such as Lashkar-e-Taiba and other terror groups including the Jaish-e-Mohammad", however, "in spite of repeatedly flagging these concerns, the SG’s report has failed to take notice of these linkages".

He hoped that in future iterations of such reports, "inputs from all member states would be treated on an equal footing and an evidence-based and credible yardstick be applied by its authors." During the address, India also talked about the recent terror attacks through drones in UAE and Saudi Arabia, calling for the need to work "together to develop appropriate solutions" and "evolve global standards to address these threats." Adding, “This is a country which has been globally recognised as one openly supporting, training, financing and arming terrorists as a matter of state policy.”

There have been a number of terror attacks in India—from the 2008 Mumbai terror attack to Uri and Pulwana attacks of 2016 and 2019—where the links with the Pakistan based terror groups like Lashkar-e-Taiba or Jaish-e-Muhammad have been established.

Other than India, there have been other international terror attacks, including the recent Texas attack, that have had links with Pakistan.

The main perpetrator of the Texas hostage incident was identified as Malik Faisal, a UK resident of Pakistani origin.

Pointing out that Pakistan holds the "ignoble record of hosting the largest number of terrorists proscribed by the UNSC”, the Indian diplomat recalled when Pakistan Prime Minister Imran Khan&nbsp;called the 9/11 conspirator, Osama Bin Laden, a “martyr” during a debate at the national assembly in June last year.

“Pakistani Prime Minister (Imran Khan)and foreign minister (Shah Mahmood Qureshi) have been called out for being supporters of terrorists, including Osama Bin Laden, but they continue to carry on the same path undeterred,” he said.

He also raised the issue of the 26/11 terror incident, saying that the “perpetrators of the heinous terror attack in Mumbai in 2008 continue to enjoy the patronage of the state which they represent”.

UN plans to pay monthly food allowances to Taliban-run personnel guarding UN facilities next year and to subsidise their salaries, a proposal that has raised questions about whether the payments would violate US sanctions.

Since Washington has designated the Taliban as a terrorist organisation for years, it has frozen its assets and barred Americans from dealing with them.

According to a senior US administration official, the Taliban must take action to stave off a further economic contraction in Afghanistan.

"What we can attempt to do, what we're going to work to do, is to mitigate the humanitarian crisis by getting resources to the Afghan people, and these general licenses will allow us to allow organisations that are doing this work to do exactly that," the official told reporters.

Democratic President Joe Biden's administration was criticised by the top Republican on the US House of Representatives Foreign Affairs Committee.

The exemption "could result in using American taxpayer funds to reward, legitimise and enable the same Taliban that took power by force and has shown no interest in abiding by international norms," Representative Michael McCaul said in a statement.

The UN says that nearly 23 million people - about 55 per cent of the population - face extreme levels of hunger, and nearly 9 million are at risk of famine this winter.

In fact, the attempt to do so appears to be motivated by a desire to evade responsibility in the appropriate forum and divert the world’s attention from an unwillingness to deliver where it counts," Tirumurthy said.

The climate resolution was seen as an attempt by the western countries to evade its responsibility on climate finance that has been dominating the climate change debate, especially at the recently-concluded Glasgow climate summit.

"Developed countries must provide climate finance of $1 trillion at the earliest. It is necessary that climate finance be tracked with the same diligence as climate mitigation. And the reality, Mr President, is that the developed countries have fallen well short of their promises. This is particularly important to recognise because today’s attempt to link climate with security really seeks to obfuscate lack of progress on critical issues under the UNFCCC process," the Indian envoy highlighted.

At the high table, out of 15 countries, 12 supported the resolution, two countries—India and Russia—voted against it&nbsp;and China&nbsp;abstained from it. Russian veto led to the non-adoption of the resolution.

Interestingly, this was the first usage of veto by any permanent member of the council this year. And despite 12 voting in support, all was not picture perfect. Three countries of the council did not co-sponsor it—France, which is a permanent 5 member of the UNSC, Kenya and Vietnam.

Essentially, the resolution did not find any takers from three Asian members of the council—India, China and Vietnam.

Pointing to the "manner in which this issue has been brought before the Council", Envoy Tirumurti said,&nbsp; "Honest answer is that there is no real requirement for this resolution, except for the purpose of bringing climate change under the ambit of the security council. &nbsp;And the reason for that is now decisions can then be taken without the involvement of most developing countries and without recognizing consensus. &nbsp;And all this can be done in the name of preserving international peace and security."

He added, "Many of the UNSC members are the main contributors of climate change due to historical emissions. &nbsp;If the security council indeed takes over the responsibility on this issue, a few states will then have a free hand in deciding on all climate-related issues. This is clearly neither desirable nor acceptable."&nbsp;

US, China—both permanent members of the UNSC—are the top 2 emitters globally.

The United Nations Framework Convention on Climate Change is a larger platform to discuss the climate issue and has 197 countries as parties to it as compared to 15 at the council.

Before the resolution was taken&nbsp;up, several attempts were made to defuse the situation. Russia, India&nbsp;and China suggested a presidential statement on the Sahelian countries and climate change.

The Sahel is referred to as a large region in northern Africa having a semi-arid climate, and Niger is part of that region. Brazil, which will become a non-permanent member of the UNSC from January 1, had also written a letter.&nbsp;

This is not the first time Russia, India, China and Brazil have taken a similar approach on the issue. In 2011, when Germany had raised the issue at the council, BRICS had taken a similar position. All members of the grouping were members of the council that year. This year, despite attempts to find an amicable solution, the west seems to be thrusting through, and the intent was seen as 'take it, or leave it' approach.

India's Deputy Permanent Representative to the UN Ambassador R Ravindra had already delivered the national statement at the UNSC open debate on 'Maintenance of International Peace and Security Through Preventive Diplomacy'.

Bhat took the floor to make a second statement in the Council after Pakistan's Ambassador to the UN Munir Akram raked the issue of Jammu and Kashmir in his remarks at the open debate.

"India desires normal neighbourly relations with all countries including Pakistan, and is committed to addressing outstanding issues, if any, bilaterally and peacefully in accordance with the Simla agreement and the Lahore declaration.

"However, any meaningful dialogue can be held only in an atmosphere free of terror, hostility and violence. The onus is on Pakistan to create such a conducive atmosphere. Till then India will continue to take firm and decisive steps to respond to cross-border terrorism,"&nbsp;she said.

Bhat, who hails from Jammu and Kashmir, said in her remarks that UN member states are aware that Pakistan has an "established history and policy"&nbsp;of harbouring, aiding and actively supporting terrorists.

In an exclusive interview with WION’s Siddhant Sibbal, Indian Envoy to United Nations TS Tirumurti talked about Prime Minister Narendra Modi’s UNGA speech and India’s determination to bring reforms in the United Nations Security Council (UNSC).

PM Modi talked about "representing mother of democracy," Tirumurti said. He also used his personal experience to showcase that "democracy can deliver and it has delivered. He has talked about his vision for governance which is to leave no one behind,"&nbsp;Tirumurti added.

In his UNGA speech, PM Modi emphasised that India — which represents one-sixth of humanity — has showcased immense developmental growth and that "will be the developmental journey for the rest of the country. If India grows, world grows and when India reforms, world transforms," the diplomat explained.

Tirumurti also&nbsp;touched upon PM Modi’s announcement about India resuming its vaccine export programme in a bid to help the other countries around the world. Highlighting that India has vowed to be present for global good as a provider and contributor, Tirumurti said that PM Modi’s announcement was widely appreciated with a huge round of applause and "several leaders thanked India in their statements for standing by them with our vaccine contribution".

He also highlighted that India is probably the only country in the G20 group which is on its course to achieve the Paris climate accord target.

PM Modi also underlined India’s continued commitment to combat climate change. "On the question of maritime security, he talked about oceans and the need to protect the resources of the ocean. I think why it is important is that we have just had on August 9, during our presidency of the Security Council, an event on maritime security. It was a high-level event, in which the PM himself was present. We had a presidential statement issued, which was probably first presidential statement issued on the holistic concept of maritime security, so in many ways it was extremely significant and therefore he underlined that, that it is an important concept and needs to be taken forward."

The envoy also revisited PM Modi’s comments on terrorism. "Terrorism has been a very important aspect which we have consistently underlined both in Security Council and outside. India took an active part in the global counter terrorism strategy and it was adopted 2 months ago, and many of the concerns we have and many of the vision which we had on combatting terrorism, was reflected in the document," he said.

United Nations Security Council

The envoy also talked about India not having a permanent seat at the UNSC. This time, after PM Modi met the US President Joe Biden, the US reiterated its support for India getting a permanent seat at the UNSC.

"President Biden also reiterated US support for India's permanent membership on a reformed UN Security Council and for other countries who are important champions of multilateral cooperation and aspire to permanent seats on the UN Security Council," a joint statement from the two countries read.

"Security Council is extremely important organ of the UN but unfortunately it is frozen in time. Over the last 75 years there has been no change,"&nbsp;the envoy said. "The world has changed, but UNSC has not changed."

He also said that the UNSC is becoming less credible as "when you are not representative of the change, you become less credible. So that is the real problem of the Security Council, it is becoming less and less credible to address the problems of the world".

India has called for reforms through the Inter-Governmental Negotiations (IGN)&nbsp;but the discussions have not reached any conclusion as of now, he said. "We are hoping in the 76th session we will get enough steam to make sure we give enough direction to this reform and we take it forward,"&nbsp;Tirumurti said.

Talking about India adopting a tradition of giving young officers&nbsp;a right of reply, he said, "We would like these young officers to go on to the big stage and deliver a powerful message and gain confidence. This is our way of telling them, you go ahead, and perform and you should be noticed. It is important that they gain confidence from this as young diplomats. That is really why we encourage them to do that."

He also said that when some global leaders "misuse multilateral platform, they talk a very false and a very abusive narrative against India, and then having a young diplomat going and calling them out is also in my opinion very symbolic message to send."

Peacekeeping

The envoy defined India as one of the largest contributors of peacekeeping and pioneers.&nbsp;

"The first women peacekeeping contingent was from India and our women peacekeepers went to Liberia at that time. Also, we have had 174 martyrs, so we have played a huge role, we have given our blood for peacekeeping and that is why we felt that during our presidency, we should have, a high-level event which was chaired by external affairs minister himself in person," he said. "It was an extremely important event, and after more than 40 years, India for the first time tabled a resolution in the Security Council and it was against fighting impunity against the peacekeepers. It was extremely important, because the crime is only increasing against the peacekeepers. That was passed unanimously in the Security Council. We have put in money on unite aware technology platform. This is our way of telling the member states that India will walk the talk on peacekeeping."

He also reported that India has "donated 200,000 vaccines for all peacekeepers around the world, that was very widely welcomed. We upgraded two hospitals, one in Juba in South Sudan and another one in Goma in DRC Congo."

President Biden's support provides a big boost to New Delhi's push for the reform of the powerful UN organ as India has been at the forefront of efforts at the United Nations to push for an urgent long-pending reform of the Security Council, emphasising that it rightly deserves a place at the UN high table as a permanent member.

India in June asserted that the Inter-Governmental Negotiations (IGN) on UN Security Council reforms can no longer be used as a smokescreen, as the General Assembly decided to roll over the IGN work to the next UNGA session and agreed to include an amendment proposed by the G4 nations of Brazil, Germany, India and Japan.

At present, the UNSC comprises five permanent members and 10 non-permanent member countries which are elected for a two-year term by the General Assembly of the United Nations.

The five permanent members are Russia, the UK, China, France and the United States and these countries can veto any substantive resolution. There has been growing demand to increase the number of permanent members to reflect the contemporary global reality.

During his meeting with Prime Minister Modi, President Biden also reaffirmed US support for India's entry to the Nuclear Suppliers Group (NSG), the joint statement said.

The NSG is a 48-member grouping which regulates global nuclear commerce.

Ever since India applied for the membership of the NSG in May 2016, China has been insisting that only those countries which have signed the Non-Proliferation Treaty (NPT) should be allowed to enter the organisation.

India and Pakistan are not signatories of the NPT. After India's application, Pakistan too has applied for the NSG membership in 2016.

China maintains that there would be no discussion on India's entry into the NSG before reaching a specific plan on non-NPT members' participation in the elite grouping, as it declined to give a timeline to reach a consensus among member states on this issue.

President Biden's support to India's permanent seat in the UNSC assumes significance as last month, State Department Spokesperson Ned Price told reporters at his daily news conference that the US values "working with India at the United Nations, including in the context this month of the Security Council."

Responding to a question on whether the Biden administration thinks that India should be a permanent member of the UN Security Council, Price said that the US supports building a consensus for a "modest" expansion of the Council for both permanent and non-permanent members, provided it does not diminish its effectiveness or its efficacy and does not alter or expand the veto.

"We believe that a reformed Security Council that is representative, that is effective, and that is relevant is in the best interest of the United States and all of the UN member states," Price had said.

In their talks on Friday, Prime Minister Modi and President Biden also welcomed the extension of the Statement of Guiding Principles on Triangular Cooperation for Global Development to leverage the combined capacities of India and the US to address global development challenges around the world, particularly in the Indo-Pacific and Africa, the statement said.

Rubbishing several reports, France has denied rumours about the country giving up its seat on the United Nations Security Council (UNSC) to the European Union (EU).

Reports started making rounds in the western media after a British magazine The Daily Telegraph reported that France is ready to give up its permanent seat at the UNSC to EU.

The report claimed that French President Emmanuel Macron would be willing to give its seat at the UNSC to EU in exchange for some support from some of the EU nations for a European army.

Hours after Turkish President Recep Tayyip Erdogan, a close ally of Pakistan, raked up the Kashmir issue in his address at the UN General Assembly in New York, India called for respecting UN Security Council resolutions on Cyprus.

In his address on Tuesday, Erdogan said, “We maintain our stance in favour of solving the ongoing problem in Kashmir for 74 years, through dialogue between the parties and within the framework of relevant United Nations resolutions.”

Last year also, Erdogan in his pre-recorded video statement to the General Debate, had made a reference to Kashmir.

Hours after the Turkish president’s speech, India’s External Affairs Minister S Jaishankar, during a bilateral meeting with his Cyprus counterpart Nikos Christodoulides, emphasised the need to adhere to the relevant UN Security Council resolutions with respect to the east Mediterranean island.

Hours after Erdogan rakes up Kashmir at UNGA, India calls for respecting UNSC resolutions on Cyprus

After a decade India become a non-permanent member of the United Nations Security Council for 2021-22 by securing a record 184 votes from a maximum of 193 countries. This is the eighth&nbsp;time India has been part of the highest decision-making body at the UN. While its the 75th year of the UN, this year also coincides with India's 75th year of independence.

With the summer holidays in many countries, August is normally a quiet month with empty tables at&nbsp;the UN,&nbsp;added to this was the ongoing impact of the COVID-19 pandemic&nbsp;which despite all protocols has had a major impact on normal activities. &nbsp;As it turned out it was not the case in the Security Council this August. Fourteen "Outcome Documents"&nbsp;five of which resulting in UNSC resolutions was a great feat. For the record, the last time a similar number of "Outcome Documents" was&nbsp;achieved in June last year.&nbsp;&nbsp;

The three main issues in front of the UNSC were – maritime security, peacekeeping and counter-terrorism. All the three are very important for India and found reinforcement not just within the Security Council but with the members at large.

Keeping in mind the importance of maritime security, not only for India but also for&nbsp;global trade, Prime Minister Narendra Modi chaired a high-level open debate on "Enhancing Maritime Security - A Case for International Cooperation". It&nbsp;was the first time an Indian PM chaired a UNSC session.

The presence of PM Narendra Modi drew Russian President Putin and&nbsp;President Kenyatta of Kenya who also addressed the meeting&nbsp;and raised&nbsp;the level of deliberation at the UNSC. PM Modi drew attention on&nbsp;how piracy and terrorism are affecting world trade and putting seafarers at tremendous risk. He highlighted the issues of maritime disputes between countries, climate change and the resulting natural disaster.&nbsp;

Cargo vessels crisscrossing the seas are the target and unarmed seafarers become the victims of kidnapping, captivity for an extended period&nbsp;and it sometimes proves fatal. Ships are exposed to the heightened threat perception when they sail from India and move towards the Suez Canal. Hence getting this resolution was very crucial.

India worked closely with all UNSC members to achieve a consensus in the adoption of the statement which included UN Convention on Law of the Sea; terrorism; piracy; freedom of navigation; arms and human trafficking; stronger regional and international cooperation amongst others.

The session on "Technology and Peacekeeping" was chaired by external affairs minister&nbsp;Dr S Jaishankar on August 18. This session was important due to India’s contribution over past four decades in providing peacekeepers&nbsp;who showed exemplary discipline and dedication.&nbsp;A resolution on "Protecting the Protectors"&nbsp;was co-sponsored by all the 15 members which was a record of sorts, more so when this was the first resolution piloted by India in four decades.

In the session on "Technology and Peacekeeping"&nbsp;standalone presidential statement of UNSC on the subject was adopted. Dr Jaishankar also chaired a session on the threat posed by ISIL/DAIESH which is not only a&nbsp;concern for&nbsp;South Asia&nbsp;but the entire region and world at large.

On expected lines, the situation in Afghanistan and the issues arising from the country dominated the month. Deft handling by India enabled a swift resolution with a clear focus on Afghan soil not to be used for exporting terrorism, departure of Afghan and foreign nationals, human rights, especially of women and minorities. While this was passed without any dissenting voices,&nbsp;there were no surprises when the Chinese Ambassador complained calling the resolution "non-balanced"&nbsp;and "forcefully pushed".&nbsp;

During this eventful month issues like Myanmar; Palestine; Lebanon where India is the biggest troop contributor; Iraq with a focus on upcoming elections on October 10; Yemen’s need for an immediate ceasefire and humanitarian issues especially children; Syria regarding chemical weapons; Ethiopia (TIGRAY); Somalia; sanctions on Mali were discussed and in some cases, resolutions were adopted.

Our presidency month ended with a session chaired by foreign secretary, Harsh Vardhan Shringla on August 30 on the Middle-East peace process.&nbsp;

As change is the only constant, the UN which came into existence after World War-II&nbsp;based on the prevailing condition then, is now long overdue for change. In the words of Prime Minister Modiji, “Till when do we have to wait? Till when will India be kept out of the decision making process?"

India as chair of United Nations Security Council creates record of sorts

India's envoy to United Nations T.S. Tirumurti on Thursday called for an "inclusive dispensation" in Afghanistan.

His comments come days after the Taliban announced its government in Afghanistan.&nbsp;

Earlier this week the Taliban had announced a 33-member government, which is being led by Prime Minister&nbsp;Mohammad Hassan Akhund, two&nbsp;deputies, Maulavi Abdul Salam Hanafi and Mullah Abdul Ghani Baradar. 17 ministers in the cabinet&nbsp;are on the United Nation's terror list.

The government announced by the Taliban has no representation of women,&nbsp;no representation from the Hazara community, no ethnic minorities and includes two&nbsp;members of Haqqani, a known terror group.

While the Taliban has been calling the govt, acting, not many in the international community buy that.

This was the first meeting of this month under the Irish Presidency of the security council on Afghanistan. India was the president of the council for August month and had chaired three&nbsp;meetings on Afghanistan, with a resolution being passed as well.&nbsp;&nbsp;

Indian envoy pointed out to the&nbsp;"substantial and forward-looking"&nbsp;UN Security Council Resolution (UNSCR) 2593 resolution on Afghanistan being passed on August 31, which&nbsp;took into account "collective concerns" in particular on terrorism, where it has noted the "commitment of the Taliban not to allow the use of the Afghan soil for terrorism, including from terrorists and terrorist groups designated under resolution 1267."

A number of Pakistan-based international terror groups like Jaish E Mohammad and Lashkar-e-Toiba have been listed under the 1267 resolution.&nbsp;

India has pointed out its concerns regarding the use of Afghan soil&nbsp;a number of times both privately and publicly.

The last being at the BRICS summit and NSA Ajit Doval's meetings with&nbsp;visiting Secretary of the Security Council of the Russian Federation, General Nikolay Patrushev.&nbsp;

Recalling the August resolution on Afghanistan, envoy Tirumurti pointed out that it underlined that "Afghan territory should not be used to threaten or attack any country or to shelter or train terrorists, or to plan or to finance terrorist acts" and "commitments made in this regard are respected and adhered to."

During the statement, the Indian envoy called the situation in Afghanistan "very fragile" and being an "immediate neighbour and a friend to its people", the current situation in the country is of "direct concern to us". &nbsp;

Afghanistan witnessed a Taliban takeover in August, with the pace of Taliban's advancement shocking everyone. &nbsp;Talking about the "Uncertainties abound about the future of the Afghan people", the envoy reiterated the "need for the voices of Afghan women to be heard, aspirations of Afghan children to be realized and the rights of minorities to be protected".

Kabul saw a major protest rally, many of its participants being women. Visuals from the rally showed the Taliban beating up women protestors. 2 journalists were also beaten up by the Taliban for covering the rally.&nbsp;India said that the international community needs to "come together, rise above any partisan interests" and to "stand together with the people of Afghanistan in their desire for peace, stability, and security in the country".

On United Nations Assistance Mission in Afghanistan Mandate (UNAMA), the Indian envoy called on members of UNSC to decide the future with a focus "centered on Afghan people and their expectations from the international community to stand by them in this hour of crisis."
