The United Nations is stepping up its efforts to try and resolve the very complicated and very fluid situation that is presently underway in Afghanistan. The UNSC has held a quarterly debate on the situation in the country.

India’s External Affairs Minister S Jaishankar on Monday said that “nobody saw the endgame coming” in Afghanistan and called on the international community to “work in the collective interest” of Afghans.

These were the first public comments by the minister on the current situation in Afghanistan, which saw a surprise takeover from the Taliban of Kabul on August 15. Earlier, he only made a public statement&nbsp;on the Afghanistan evacuation process but didn't express his views on the Taliban seizing power.

Speaking at the JG Crawford Oration 2021, he pointed out, “All of us understood for some years that the presence of the United States and its allies would wind down eventually in Afghanistan... The fact was that for all the debate and deliberations on it, it would be a fair statement to assert that the endgame was not something that anybody saw it coming. It wasn't exactly the scenario anybody was prepared for.”

Ever since the fall of Kabul, India left no stones unturned to evacuate as many of the citizens it can. It has been coordinating with several countries like the US, Tajikistan, Uzbekistan, Iran, Oman and lifted more than 500 people, of which more than 200 are Afghans, mostly Sikhs and Hindus.&nbsp;

Highlighting New Delhi’s role in taking up the Afghanistan issue in the United Nations Security Council, he said, “I should emphasise that in the UNSC, in the month where we held the presidency, the members passed resolution 2593 on Taliban, demanding that Afghanistan’s territory should not be used for terrorism, and expecting them to live up to their promises of forming an inclusive government, and better treatment of minorities, women, children.”

India is the non-permanent member of the council and it held the chair of the presidency in August, presiding over key meetings. Under its presidency, three meetings took place on Afghanistan—on August 6, August 16, and August 30—the last one saw a resolution being passed on the Afghanistan crisis. The resolution saw the backing of 13 countries, while the remaining two—Russia and China—abstained from voting.

Cautioning against some countries’ “natural temptation of diplomacy to score a point above the others and try to get ahead in the game", he said, “This is the time for the international community to actually come together and work in what is true for the collective interest.”

While heartbreaking visuals of Afghans fleeing the country via the Hamid Karzai International Airport emerged, there has been a deafening silence by the international community on the crisis. During the UNSC meeting, a divide emerged between the West, led by the US, and Russia and China on the issue of engaging with the Taliban.

Speaking on the role of the US in the aftermath of the Afghan crisis, the EAM said, “US is the US, it has deep strengths, an extraordinary capacity to re-invent itself, re-energize itself. We have seen that in history and that some variant of the debate would have also happened in the 1970s&nbsp;after Washington's Vietnam debacle.”

The UNSC resolution also took note of the condemnation of the attack by the Taliban. &nbsp;

“It strongly demands that Afghan territory not be used to threaten or attack any country or to shelter or train terrorists, or to plan or to finance terrorist acts, and reiterates the importance of combating terrorism in Afghanistan, including those individuals and entities designated pursuant to resolution 1267 (1999), and notes the Taliban's relevant commitments," the resolution said. &nbsp;

It was the first resolution adopted by the council on Afghanistan situation after the takeover of Kabul by the Taliban. It came on the penultimate day of India's presidency of the security council for August. &nbsp;

United Nations Security Council to adopt resolution on Afghanistan tonight

The UN Security Council is set to hold a meeting on the ongoing Afghanistan crisis. Today the meet will be attended by the invoice of the permanent members of the council.

On August 27, the UNSC while issuing the statement after the suicide attack at Kabul airport said: “The members of the Security Council reiterated the importance of combating terrorism in Afghanistan to ensure the territory of Afghanistan should not be used to threaten or attack any country, and that no Afghan group or individual should support terrorists operating on the territory of any country.”

The attack was claimed by Islamic State in Khorasan(ISIS-K) which the UNS statement said was affiliated to Islamic State in Iraq and Levant(ISIL/Da'esh).

Afghan envoy to the United Nations Ghulam M Isaczai, speaking at United Nations Security Council, said, "Taliban continue to enjoy a safe haven in and supply and logistics line extended to their war machine from Pakistan." He was speaking at the session of UNSC organised under India's presidency of the top UN body. The session was organised days after Afghan foreign minister Hanif Atmar had called India's external Affairs minister Dr S Jaishankar. The Afghan envoy Isaczai highlighted, how "graphic reports and videos of Taliban fighters congregating close to the Durand Line to enter Afghanistan, fund-raising events, transfer of dead bodies for mass burial, and treatment of injured Taliban in Pakistani hospitals are emerging and are widely available." Pointing that this is "not only a naked violation of the 1988 UN Security Council Sanctions Regime but also leads to further erosion of trust and confidence towards establishing a collaborative relationship with Pakistan to end the war in our country." Last month at the Uzbekistan connectivity summit, Afghan President Ashraf Ghani had publically slammed Pakistani PM Imran Khan for his country's support to the group and terror elements that are causing mayhem in his country. During a bilateral meet between Ghani and Khan in Tashkent, the latter had urged that Islamabad must help in removing and dismantling of the Taliban’s sanctuary and supply line. Kabul also called for the establishment of a joint monitoring and verification mechanism to make the fight against terrorism effective and credible. Giving details of the Taliban offensive in 31 of the 34 provinces of Afghanistan, the Afghan envoy said, "these attacks have been launched with the direct support of more than 10,000 foreign terrorists fighters representing 20 groups including al-Qaeda, Lashkar-e-Taiba, TTP, IMU, ETIM, and ISIL, who entered our country and are fighting alongside the Taliban against our population and security forces." It is not for the first time Pakistan-based international terror group Lashkar-e-Taiba's name has been mentioned by the Afghan government. Recently in a briefing to foreign envoys based in Kabul, Afghan FM Atmar had also mentioned Lashkar's name. The terror group has been responsible for attacks in India. Later at the media stakeout, in response to the WION question that will the Afghan government provide evidence of Pak support to the Taliban, the Afghan envoy said, "Our government is constantly in touch. We have been providing evidence to the Pakistani Government. Should the security council want the evidence, we are ready to provide it." At the same media stakeout, he thanked India's under whose presidency the council met very urgently on our request and pen holders, Estonia and Norway.
