The development comes within 48 hours of the Afghan Foreign Minister requesting the Indian External affairs minister to hold a special of the council on the situation in Afghanistan.

Afghanistan's Haneef Atmar on Tuesday called India's Dr. S Jaishankar&nbsp;and an Afghan foreign ministry release said, they "talked about the escalation of violence, widespread human rights violations by the Taliban and foreign terrorist groups operations in Afghanistan, and the need to hold a special session of the UN Security Council on Afghanistan."

The meet will be a briefing so it will be open for the public to see. The meet comes ahead of Troika plus meet on Afghanistan which includes the US, Russia, China, and Pakistan.&nbsp;A routine meeting of the United Nations Assistance Mission in Afghanistan UNAMA will take place next month.&nbsp;

The development has been welcomed by the Afghan government&nbsp;with Afghan envoy Farid Mamundzay in a tweet saying, "Thank You India for the lead role as UNSC President".&nbsp;

Earlier again under India's Presidency, the UNSC issued a press statement condemning the attack in the United Nations compound in Herat on 30th July that killed an Afghan security forces guard.

In a strongly worded release, the statement said, "members of the security council expressed their deep concern about the high levels of violence in Afghanistan following the Taliban's military offensive" and "called for an immediate reduction of violence"

We have seen in recent days, violence is only increasing..and targetted killing has increased". He made the comments at the customary presser by UNSC President on the first working day of the council. He highlighted that "India has supported every opportunity that can bring peace, security, and stability in Afghanistan. We should address the question of violence and the targetted attacks".

Taliban has increased offensive in many parts of the country including Herat, Kandahar, and Helmand. In a recent briefing to foreign envoys based in Kabul, he highlighted how the Taliban is being supported by international terror groups including Pakistan-based anti-India Lashkar-e-Taiba (LeT).&nbsp;

Indian envoy Rudrendra Tandon was also present at the meet.&nbsp;A UN report has said that the number of casualties from May to June exceeds the number between January and April.

The 28th report of the Analytical Support and Sanctions Monitoring Team highlights the fragile situation in Afghanistan. It said that it fears the situation might worsen.&nbsp;

As per the report, Islamic State in Iraq and the Levant-Khorasan has moved into other provinces. Also, they have formed sleeper cells in Nuristan, Badghis, Sari Pul, Baghlan, Badakhshan, Kunduz and Kabul.&nbsp;

The sleeper cells were formed despite territorial, leadership, manpower and financial losses during 2020 in Kunar and Nangarhar provinces.

The report states that Shahab al-Muhajir cooperates with Sheikh Tamim, who heads the al-Sadiq office.&nbsp;

Tamim’s office is tasked with building networks to connect ISIL-K with ISIL presences in the wider region.

We have consistently supported the independence, sovereignty, territorial integrity, and unity of the Republic of Cyprus."&nbsp;

Globally, India joins the US,&nbsp;the&nbsp;UK, Russia, France,&nbsp;the&nbsp;UN,&nbsp;the&nbsp;EU, Norway, Israel, Greece&nbsp;and&nbsp;Germany in expressing concern over the issue. India is the first stop of his destination after the victory in June. He is also the foreign minister of Maldives and called ties with India "special". Asked about threats to Indian diplomats, as the foreign minister of his country he assured, "We do not take any of these threats lightly", adding his government has taken "appropriate security measures to protect the Indian diplomats in the country". WION: What will be your key focus areas during your Delhi visit? Also, congratulations on your new role as the UNGA president starting September. Abdulla Shahid: Thank you very much for your kind wishes. I am looking forward to calling on the Prime Minister and meeting [External Affairs Minister] Dr Jaishankar. We will be discussing multilateral issues as well as bilateral issues between the two countries. We have been able to consolidate the Maldives-India relationship during the past two and half years of President Solih's government. WION: What will be your key focus areas as the president of the United Nations General assembly starting from September? Abdulla Shahid: I came promising the presidency of hope. I choose the theme of the presidency of hope, taking into account the loss, pain, and devastation that COVID-19 has taken in all countries of the world. I felt that it is the time we look to the future. Take into heart the goodness that we have inside, every individual. during the pandemic, we have seen the kindness, the humanity of so many, the frontline workers, the healthcare workers--nurses and doctors, so selflessly giving themselves to the cause of humanity. we have seen a miraculous vaccine invented during record time, there is light at the end of the tunnel. That is why I came to promising--the presidency of hope. During the presidency of home, it is my submission to the international community that we build a presidency of hope on 5 rays of hope--recovering from COVID-19, rebuilding sustainably, reviving from the economic devastation, we have to reform the United Nations, we have to address the climate issues and we have to respect human rights, the right of all. These are the areas that I will be concentrating on during my presidency. WION: Reforming the United Nations Security Council has been something that is much talked about with a lot of focus here in Delhi. How will you make sure things move forward? Abdulla Shahid: The United Nations Security Council reform is a membership-driven process. The role of the president of the general assembly is to bring the members together. The membership-driven process of UNSC reforms, I hope will gain momentum during my presidency. You would recall that the Maldives was one of the 10 countries that initiated the Security Council reform process way back in the early 1970s. We are committed to it, Maldives is committed to it. As the president of UNGA, I will do my utmost to make sure the members move forward on this process. WION: As UNGA president, your focus is on Afghanistan, especially forming consensus. It is a neighbour and SAARC member. What will your message be for the people of Afghanistan? Abdulla Shahid: For the people of Afghanistan, my message is that they are resilient people. That they will be able to come together and they should be fully committed as they are to the promotion of democracy and respect for human rights, good governance. I wish them all the best. WION: The entire world is divided on the issue of cross border terrorism. India has been calling for a single definition on the issue of terror. What is your focus area, especially on consensus formation? Abdulla Shahid: Terrorism is a scourge that has taken so many victims and it may hit anywhere because it is one person to cause so much damage. It is clear that the international community must come together and come together to make sure that we condemn all forms of terrorism. We can't pick and choose when it comes to terrorism. The definition that has been so long in coming within the United Nations is still not forthcoming. I hope given the experience of so many countries with terrorism, we will be able to come to a clear definition of terrorism. That will be the most clear signal for those perpetrators who so callously take innocent lives. we need to come together WION: You are also the foreign minister of Maldives. Speaking of the ties, what is the sentiment for India in the Maldives and how do you characterise this relationship? Abdulla Shahid: The Maldives has always believed that India is a special friend. It has always come to us at the most needed time, irrespective of the government in place, either in Male or in Delhi, the special relationship has flourished. Look at the 1988 coup, terror attack on the Maldives, India was the first responder. Look at the Indian Ocean tsunami that totally devastated the island, Indian Navy was the first responder. During President Yameen's time, we had the Male water crisis. The entire Male ran out of water, India was the first responder. Clearly shows, irrespective of government in either in Male or Delhi, the special relationship has never changed. When it came to the Covid crisis, India was the first responder, India made sure, when you rolled out the vaccines here in India, within 48 hours, the vaccines reached the Maldives and we started our rollout. These great acts of kindness, timely kindness are, remembered and appreciated in the Maldives. WION: Who is behind the anti-India campaign, especially on social media? Abdulla Shahid: It is very clear, the former government when they were in place, they were in government, they did not have a proper foreign policy. They had only one policy, that is to try and play one country against the other. It is clear that the India out campaign that is going by a few people on social, that is also an act of trying to play one country against other. It does not work in this day and age. In this day and age, we need to engage with all countries, and President Solih's govt will engage with everyone. We are reaping the fruits of engagement with everyone. WION: There seems to be a threat to Indian diplomats. What measures is the Maldives taking to ensure their safety? Abdulla Shahid: We do not take any of these threats lightly. The government has taken appropriate security measures to protect the Indian diplomats in the country and Sidhant you would know that when it comes to social media, and the internet, it takes just one person to float such a threat. It should not be seen as the majority of Maldivians supporting this kind of violent propaganda. Fake news is an issue that not only Maldives has to deal with, here in India it is the same, in the United States it is the same, we all have to live with this in this day and age of such proliferation of information which takes one individual to right something on media. WION: Both India and Maldives working for the security of the wider Indian ocean. Since you are at the heart of the Indian Ocean, are you worried about illegal fishing, piracy? Abdulla Shahid: I am very happy that you mentioned the Maldives as the heart of the Indian ocean, that is something that I firmly believe in. We are in the heart of the Indian Ocean. We are a large ocean state, huge ocean territory and we also have most of our wealth in that area. The fish stocks, we can't let fish stocks be captured by the illegal trawlers, we can't let our territory be used as a transit point for drugs, people who are trading in drugs, we cant have peace and stability of the Indian ocean be compromised. Because peace, stability, and prosperity of the Indian ocean are of utmost importance for the peace, stability, and prosperity of the Maldives. Vice versa, stability, prosperity, and peace of Maldives is required for the greater Indian ocean prosperity. So it is a relationship that is connected and the Maldives will be playing the role it is required to. Recently we became a member of the Indian Ocean rim association and we will take that responsibility seriously, we will work together with India, Sri Lanka, and many many other countries of the region to make sure we maintain this ocean of our stable, peaceful, and prosperous ocean.

He also extended condolences to the families of the 99 humanitarian workers who were reported to have been killed over the last year and he strongly condemned attacks against humanitarian personnel.

He called for "ensuring accountability" for "serious violations of international humanitarian law" which he pointed "remains one of the key challenges before us". On the issue of terrorism, he highlighted,"that it "further compounds the twin problems of violence against humanitarian personnel and lack of accountability" and "access to new and emerging technologies has enhanced the capacities of terrorist groups to obstruct humanitarian action, including safe and unhindered access for medical and humanitarian agencies".

India's Foreign Secretary Harsh Vardhan Shringla extended support to Libya's national unity government with New Delhi willing to provide "capacity building and training assistance in mutually identified areas."

After years of instability, Libya's National Unity government was formed in March this year and has been charged with the conduct of elections on December 24, 2021.

Speaking at United Nations Security Council (UNSC) briefing on United Nations Support Mission in Libya (UNSMIL), Shringla said, "elections need to be held as planned on 24 December 2021 in a free and fair manner. In order to achieve this, it is vital that the constitutional basis for conducting elections is agreed upon early"

He stressed on an "inclusive and comprehensive national reconciliation process" and hoped that all the "parties concerned would engage sincerely in this endeavour."

The elections would be a critical step in international efforts to bring stability to&nbsp;Libya, which has been in turmoil since a 2011 NATO-backed uprising against Muammar Gaddafi.

A U.N.-led peace process brought a ceasefire last summer after fighting between rival factions paused and then a unity government was formed.

The ceasefire pact called for the withdrawal of foreign mercenaries and other forces from the country within 90 days, and a number of confidence-building measures including prisoners exchange.

FS said that the ceasefire agreement "need to be respected" but "unfortunately, these provisions, in particular, those related to the withdrawal of foreign forces and mercenaries, continue to be violated". &nbsp;

He also highlighted that," arms embargo continues to be blatantly violated" and "there needs to be a serious discussion within" UNSC for measures "to ensure that the decisions of the Council on withdrawal of foreign forces are implemented" for "sustainable peace and stability" in the North African country.

He pointed out that,"Libya has become a logistics platform for Al Qaida affiliates in Mali. This is a matter of grave concern due to the potential cascading effect it could have throughout the Sahel region".

Ethiopia&nbsp;is pinning its hopes of economic development and power generation on the dam. Egypt relies on the river for as much as 90 per cent&nbsp;of its fresh water and sees the dam as an existential threat. Sudan is concerned about the operation of its own Nile dams and water stations.

The ministers, meeting in Qatar, agreed on "steps to be taken gradually" to support Egypt and Sudan in the dispute, Qatari Foreign Minister Mohammed Bin Abdulrahman Al-Thani told a news conference, without giving details.

At a debate on safety and security of UN peacekeepers at the United Nations Security Council (UNSC) on Monday, India said it is&nbsp;"proud" of its "contribution", highlighting the recent role played by Indian brigade in the aftermath of volcanic eruption in DR Congo.&nbsp;

Indian forces part of the MONUSCO or United Nations Organization Mission in the Democratic Republic of the Congo played a key role in safeguarding civilians and UN assets when the eruption took place.&nbsp;MONUSCO has 14,000 total military personnel including 2,200 Indians, making India the largest troop-contributing country.

India has contributed in many ways to strengthen UN peacekeeping. Earlier this year it&nbsp;delivered 200,000 doses of made-in-India COVID-19 vaccines, which has helped vaccinate&nbsp;140,000 field personnel. Nagraj Naidu said, "During the pandemic, India readily answered the Secretary General’s call by upgrading its hospitals in UNMISS or United Nations Mission in South Sudan and MONUSCO or&nbsp;United Nations Organization Stabilization Mission in the Democratic Republic of the Congo".

India is also working with UN's Department of Peacekeeping Operations for development of a mobile tech platform – UNITE AWARE, which, India's deputy envoy said will help "increase situational awareness and provides terrain related information to peacekeepers." India has contributed $1.64 million towards it and will be launching it in August when it will be chair of the United Nations Security Council for that month.

India’s Centre for UN Peacekeeping (CUNPK) which was set up in 2000 will be signing an MOU with C4ISR Academy for Peace Operations for new training modules for UN peacekeepers. It has also pledged a helicopter unit for MINUSMA or&nbsp;United Nations Multidimensional Integrated Stabilization Mission in Mali and upgraded its medical facilities at MONUSCO (Goma) and UNMISS (Juba).

At the debate, India gave few suggestions to strengthen peacekeeping which involved pointing out that "peacekeeping missions cannot be a long-term response to what are fundamentally political problems" and "it is for the council to address these issues rather than burden peacekeeping missions beyond their mandate."

The statement said, "The Security Council needs to authorize carefully thought-out mandates to peacekeepers in close consultation with troop contributing countries since protection of peacekeepers is as important as protection of civilians.".&nbsp;

The statement also recognised “the important role” played by Egypt and other regional countries in maintaining peace.

UNSC calls for 'full adherence' to Israel-Gaza ceasefire

India has once again extended its support for an African seat at a reformed United Nations Security Council, highlighting it "understands and empathize with the aspirations" of the continent.

Speaking at the discussion on "peace and security in Africa" at the key United Nations body, India's External Affairs Minister Dr. S Jaishankar said, "it is a matter of continuing regret for us that the voice of Africa is not given its proper due in..most pivotal (UN) Institution".

He extended his support for the common African Position as mentioned in the Ezulwini Consensus and the Sirte Declaration.&nbsp;

Ezulwini Consensus and Sirte Declaration, both call for at least two&nbsp;permanent and five&nbsp;to two&nbsp;non-permanent UNSC seats to be given to African countries at the high table.

Pointing out how New Delhi reached out to Africa which is "too is being tested by the COVID-19 pandemic", he said India has supplied "medicines, vaccines and health-related equipment to 42 African countries".

He explained that India will "support peace and security, help address root causes of conflict and be a reliable partner in fighting the pandemic."

During his address, he mentioned the joint India-South Africa proposal at the World Trade Organization which calls for a waiver on Covid&nbsp;vaccines so that they can be mass-produced. The US recently announced that it will support the proposal, with more and more developed countries extended support for a discussion on it.

India, which shares traditional and historical ties with the continent has been involved in 189 projects in 41 African countries via its concessional loans.

It has given 43,000 education and training slots in the last five&nbsp;years and is involved in digital education and health programs with 17 African countries.&nbsp;

EAM Jaishankar said, "India will respond to the priorities of Africa, as defined by Africans themselves. Our support is without conditionalities and in line with African expectations."

India has been involved in peacekeeping in the continent under the United Nations Umbrella. Indian Peacekeeping troops are present in South Sudan, Somalia, Abeyi, Western Sahara, and the Democratic Republic of Congo.

As part of "establishing capabilities and capacities", New Delhi has partnered in the establishment of defense institutions in Nigeria, Ethiopia, and Tanzania with its training teams being deployed in Botswana, Namibia, Uganda, Lesotho, Zambia, Mauritius, Seychelles and Tanzania.

In a letter to the United Nations Security Council, Eritrea agreed to start pulling its troops from Ethiopia’s Tigray region, making its first public admission to having troops in the neighboring country.&nbsp;

On Thursday, UN aid chief Mark Lowcock had told the Security Council that there was no proof Eritrean forces were withdrawing. The development has come in response to this admission. &nbsp;

In the letter posted on Eritrea’s Information Ministry’s website, Eritrea’s UN Ambassador Sophia Tesfamariam, said, “Eritrea and Ethiopia have agreed, at the highest levels, to embark on the withdrawal of Eritrean forces and the simultaneous redeployment of Ethiopian contingents along the international boundary.” Eritrea has not given a timeline for the withdrawal.&nbsp;

Meanwhile, Ethiopia’s prime minister has confirmed that Eritrea agreed to withdraw its forces from the Tigray region, where they had been described to have carried out looting, killing and raping.&nbsp;

The statement by Prime Minister Abiy Ahmed’s office came after intense pressure from the United States and others to address the deadly crisis in Tigray.&nbsp;

The Ethiopian forces will take over guarding the border areas ‘effective immediately’, the statement added.&nbsp;

Abiy only in the past week has acknowledged the presence of soldiers from Eritrea, long an enemy of the Tigray leaders, who once dominated Ethiopia’s government.&nbsp;

His statement accuses the former Tigray leaders of starting the conflict by attacking Ethiopian forces, then drawing Eritrea into the fighting by firing rockets into Eritrea’s capital. But witnesses have alleged the involvement of Eritrean soldiers from the start of the fighting.&nbsp;
