"Will the Council quibble over language in yet another statement or will we act to save the lives of the Burmese people?" she said, using Myanmar's former name of Burma.

People of Myanmar have fiercely opposed military rule and have held demonstrations and protests across the country almost everyday since the military coup. The military has resorted to strong-handed tactics. Armed forces have opened fire on number of occasions and this had the death toll rise to hundreds.

Estonia, a non-permanent member of the Security Council, said that the 15-nation body needed to start drafting a resolution that could include sanctions on Myanmar including an international arms embargo.

"The United Nations Security Council is the only entity in the world, which has the legitimate power to protect nations at risk and must explore every tool in its toolbox to end this horrible situation," said Estonia's ambassador, Sven Jurgenson.

Russia and China both hold veto power and have historically opposed international sanctions, although Beijing -- the military's primary ally -- has voiced increasing concern about the instability in its neighbor.

The military on February 1 toppled democratic leader Aung San Suu Kyi and has since violently suppressed pro-democracy protests, with the United Nations saying that more than 600 people have died.

This was the second Arria-formula meeting on Crimea in five days.

Wednesday meeting was a follow-up to the 12 March high-level Arria-formula meeting on Crimea organised by Council members Estonia, France, Ireland, Norway, the UK, and the US.

As per Russia, the meeting's objective was to provide comprehensive information on the situation in Crimea from current residents of Crimea.

After the 2014 referendum, Crimea (Russian-speaking province of Ukraine) subsequently acceded to Russia.

Council members whose positions are closely aligned with that of Ukraine have used the Arria-formula format to promote discussions on different aspects of the situation in Crimea starting in March 2014.

Since then, these meetings have been held each March on the anniversary of the Russian annexation of Crimea. They have usually been organised jointly by European members of the Council and the US, in partnership with Ukraine. Inter-Parliamentary Union President&nbsp;Duarte Pacheco&nbsp;on Tuesday addressed Members of Parliament at the Central Hall and thanked India for its support for Portugal's election to the IPU, stating that New Delhi and Lisbon are brothers.&nbsp;

The one-page statement expressed "deep concern" over restrictions against medical personnel, civil society, labour union members, journalists and media workers, and "called for the immediate release of all those detained arbitrarily".&nbsp;

This is the first time the UNSC statement has "condemned" the violence in Myanmar.

India's "constructive" engagement was reflected in the UNSC statement and also in line with its previous statement at the United Nations. When it comes to New Delhi's policy on Myanmar, it was explicitly mentioned by India's ambassador to the UN, TS Tirumurti, at the United Nations General Assembly in February. While expressing "concerns", the envoy called out for "restoration of democratic order", the release of political detainees, and the development should not impact the repatriation of Rohingya refugees to the country.&nbsp;

The UNSC presidential statement builds upon the earlier press statement of February 4. The core UN group had met back then, days after February 1 coup.&nbsp;

Back then, India was widely appreciated for playing an "important" role by being the "bridge" and making sure that there is a balanced approach in the text. In both major conversations at the UN high table, India did not take sides with the Chinese or Russian position.&nbsp;

Interestingly, immediately after the UNSC statement, the Chinese envoy to United Nations Zhang Jun issued a statement and parroted the line of Myanmar's military.&nbsp;

"The international community should create an enabling environment for relevant parties in Myanmar to address differences under the constitutional and legal framework," he added.

Question is that half the "relevant parties" is the disposed civilian government of the country which is in jail for any "differences" to be addressed. As for the "constitutional or legal" framework, many will see it being violated by Tatmadaw or the armed forces of Myanmar in the first place.

The Chinese statement was seen as one backsliding on the UNSC presidential statement. The statement also had no mention of the restoration of democracy or the release of detainees, unlike the Indian statement at UNGA.

The US, which is the chair of the UNSC for the month of March, also issued a statement commending the "courage and determination" of the "peaceful protesters" in Burma in the "face of continued, brutal attacks by military and security forces."

The US does not recognise "Myanmar" as the official name of the country but refers to it as Burma. Myanmar was the name adopted by the country's military in 1989.

India engages constructively in UNSC presidential statement on Myanmar

In a strong message to Turkey, India on Wednesday reminded Turkey of United Nations Security Council or UNSC resolutions on Cyprus after the latter raked UNSC resolutions on Kashmir.

India's Second Secretary, Permanent Mission of India to UN, Geneva, Seema Pujani said, "As far as the subject of UN Resolutions is concerned, we would advise Turkey to practise what it preaches by first implementing those UN Resolutions that apply to it."

Turkey in the past, especially after India removed special status for the erstwhile state for Jammu and Kashmir has been supporting Pakistani "cause" at various multilateral organizations especially UN.&nbsp;

Pujani, hitting out at Turkey said "we find them completely unacceptable", pointing out, "it is ironical for a country which has trampled upon its own civil society to pass unjustified comments on other’s internal matters."

Pakistan was the key focus of India's right of reply at the council, which out of habit raises Kashmir, irking New Delhi. For the first time, India raised the issue of acquittal of Omar Saeed, key accused in the killing of US Journalist Daniel Pearl and Islamabad's support to "state-sponsored terrorism".

Pujani said,"The recent acquittal of Omar Saeed Sheikh, the al-Qaeda terrorist and murderer" of Daniel Pearl by the Pakistani Supreme Court is a "clear example of the Pakistani establishment’s nexus with such entities and, as the US Secretary of State said, it is "an affront to terrorism victims everywhere.”

The young Indian diplomat listed out the "institutionalized discrimination and persecution" faced by the minorities in the country, along with "instances of repression" of journalists and civil society activists giving the example of Pakistani human rights defender Gulalai Ismail, Idris Khattak.

Gulalai Ismail is right now in the US and as retribution, her father Muhammad Ismail has been arrested under "terror" charges by Pakistan. Idris Khattak, who was doing a report on enforced disappearances in Pakistan’s Federally Administered Tribal Areas has been missing since November 2019.

It is still unknown where Suu Kyi is detained who has not been seen in public since Monday when the military moved in to oust the democratic leadership and detained &nbsp;Myanmar president Win Myint.

The military had blocked internet services in the country on Thursday and restricted access to Facebook which is used by a majority of Myanmar population even as there were some reports of residents and NLD supporters hitting out against the military in Yangon.

Highlighting its vaccine diplomacy at the United Nations Security Council, India has pointed out how it is assisting the world community amid the COVID-19 pandemic that wrecked the world.

India's Deputy Permanent representative, Nagraj Naidu said, "As the largest vaccine-producing country of the world, we are&nbsp;fulfilling our commitment to make our vaccine production and delivery&nbsp;capacity available for the benefit of the entire humanity."

India has gifted India-Made vaccines to 7 countries and sent contractual supplies to 3 countries so far, with many being planned. New Delhi began supplying vaccines days after it began its mega countrywide vaccination drive. The country also trained medical representatives of 13 countries when it comes to the administration of vaccines and is supplying vaccines to WHO's COVAX facility.

During the intervention, India pointed out how amid the pandemic it&nbsp;upgraded the medical facilities of UN&nbsp;peacekeeping missions in Goma in DRC and Juba in South Sudan.&nbsp;

In a message to Islamabad, the Indian diplomat without taking name said, ''While countries like India have launched vaccination drives...there are countries which continue to foment terror and indulge in hate speech and widespread&nbsp;disinformation campaigns". He explained, "While we are working with the scientific community, medical fraternity, industry and academia to find solutions to COVID19, these globally recognized state sponsors of terrorism have used the pandemic to ramp up recruitment and infiltration activity to spread the venom of terror".

Important to remember,&nbsp;India assisted more than 150 countries with&nbsp;medical supplies during the pandemic. New Delhi has pledged US$15 million for GAVI or&nbsp;Global Alliance for Vaccines and Immunization.

The process also lacks any "single draft outcome document" for negotiations. A normal UN process begins with the initial sharing of views, followed by written documentation provided by those stewarding the process, which is then the basis for transparent give-and-take negotiations through attributed additions, deletions or amendments.

India has called for "Immediate application" of UN General Assembly Rules of Procedure to the IGN Process and "outcome text" to capture the views and positions expressed by all delegations, with attributions. Additionally, operational changes have also been suggested--which includes, live broadcast/webcast of the proceedings.&nbsp;

Envoy Tirumurti said, "we simply cannot allow the IGN to continue to serve as a convenient smokescreen for a handful of reform naysayers" and the "success and continued relevance of the IGN will be measured by whether or not, we have a common text with attributed positions to base our future discussions".

The G4 nations comprising Brazil, Germany, India, and Japan, calling for the UN reforms also spoke at the meet. German Ambassador Christoph Heusgen to UN speaking on behalf of G4 retreated the call for single text for UN Reforms and application of rules of procedure of general assembly.

India on Thursday highlighted the plight of Yemenis at the United Nations Security Council(UNSC) especially children impacted by the ongoing famine in the west Asian nation.

India's envoy to the United Nations, TS Tirumurti said, "The plight of millions of Yemenis facing, inter alia, severe food insecurity, as well as children suffering malnourishment, are immediate needs which should 
move the conscience of the world community."

"India will continue to provide medical and other assistance to those affected by the conflict," Tirumurti added.

Yemen is undergoing the worst famine, termed as by UNICEF as the largest humanitarian crisis in the world. According to the UN body with more than 24 million people some 80 per cent of the population require humanitarian assistance which includes more than 12 million children.

The Indian envoy said, "It is time we put the people of Yemen at the centre of our efforts in the midst of all other developments". He called on for the implementation of the Stockholm agreement that calls for Yemeni govenment and Houthi rebels to address the humanitarian situation as "there are predictions of a widespread famine in Yemen in 2021."

The country has seen a number of attacks, the latest being at the Aden airport when a plane carrying newly formed Yemeni government landed in the city as 28 people were killed which included members of the Red Cross.&nbsp;

India has expressed its concerns on acts of terrorism in West Africa at the United Nations Security Council pointing out to increased activities of Boko Haram and&nbsp;Islamic State's West Africa Province (ISWAP).

Highlighting out how, "terrorism, drug trafficking, and organized crime have continued unabated", India's envoy to United Nations, TS Tirumurti said, "The terror attacks in Burkina Faso, particularly in regions bordering Mali and Niger, have again underscored the urgent need to intensify efforts to combat terrorism, which is spilling over into other countries and regions"

He explained, "The activities of Boko Haram in Nigeria and Lake Chad have not subsided either". Adding, "the recent terror attacks by the Islamic State's West Africa Province (ISWAP) are more brutal than those carried out by Boko Haram. ISWAP, supported by elements in West Asia and North Africa, is emerging as a radicalized and brutal terrorist entity, posing a serious threat to peace and stability in the region"

India was speaking at a security council meeting on West Africa and Sahel region. The council had taken up the latest report of the Secretary-General on the activities of the United Nations Office for West Africa and the Sahel (UNOWAS) between 23 June to 14 December 2020.

The Indian envoy called for "closer coordination in counter-terrorism cooperation in the region and its periphery, to counter the growth of terrorist entities effectively.". In fact, India has commenced counter-terrorism training in the region.&nbsp;

New Delhi also conveyed its deep condolences for the terror attack in Niger earlier this month that killed around 100 people and the&nbsp;deaths of French soldiers involved in Operation Barkhane in Mali.&nbsp;Operation Barkhane is an ongoing anti-insurgent operation by France and 5 countries of Sahel--G5 Sahel--Burkina Faso, Chad, Mali, Mauritania and Niger. The British and Estonia have also extended support to it.

The Indian envoy commended the "efforts of regional counter-terrorism initiatives such as G-5 Sahel Joint Force, and Multinational Joint Task Force (MNJTF), which is a model that illustrates the ownership taken by countries of the region for their collective security. EAM Jaishankar to address UNSC on Tuesday

Tirumurti said the Taliban Sanctions Committee, also known as the 1988 Sanctions Committee, has always been a "high priority"&nbsp;for India, keeping in mind the country's strong interest and commitment to peace, security, development and progress of Afghanistan.

?Our chairing this committee at this juncture will help keep the focus on the presence of terrorists and their sponsors threatening the peace process in Afghanistan. It has been our view that peace process and violence cannot go hand in hand,? he said.

Tirumurti will chair the CTC in 2022, the year in which India will commemorate the 75th anniversary of its independence.

"India will also chair the Counter-Terrorism Committee in 2022, which coincides with the 75th anniversary of India's independence. The chairing of this committee has a special resonance for India, which has not only been in the forefront of fighting terrorism, especially cross-border terrorism, but has also been one of its biggest victims,"&nbsp;he said.

Tirumurti said the Libya Sanctions Committee, also called the 1970 Sanctions Committee, is a very important&nbsp;subsidiary body of the Council, which implements the sanctions regime, including a two-way arms embargo on Libya and assets freeze, a travel ban and measures on illicit export of petroleum.

"We will be assuming the chair of this committee at a critical juncture, when there is international focus on Libya and on the peace process,"&nbsp;he said.

The three committees are highly significant subsidiary bodies of the UNSC and India chairing them is a ringing endorsement of the country's leadership to steer the panels. India is a leading voice at the UN in the fight against the global scourge of terrorism, particularly the threat posed in the region by cross-border terrorism emanating from Pakistan.

India has underscored that the fight against terrorism will be a key priority for it as it sits at the UN high-table for the 2021-22 term.

Prime Minister Narendra Modi had said as a Council member, India will not hesitate to raise its voice against the enemies of humanity, including terrorism and will always speak in support of peace, security and prosperity.

Under the Libya Sanctions Committee, all member states are required to prevent the sale or supply of arms and related material to Libya; prevent the entry into or transit through their territories of all listed individuals; freeze all funds, other financial assets and economic resources that are owned or controlled, directly or indirectly, by the listed individuals or entities.

The Flag State of a designated vessel is required to direct the vessel not to load, transport, or discharge petroleum, including crude oil and refined petroleum products, from Libya, among other measures.

India's Foreign Secretary Harsh Shringla has made a pitch for New Delhi's support to Africa at the United Nations Security Council, not only backing an African seat at the council but also highlighting India's partnership for the continent.&nbsp; &nbsp;

He said, "India&nbsp;welcomes the evolution and rise of Africa as a key factor in the contemporary world. We are committed to supporting African countries in this endeavour, as per African priorities and without conditionalities."&nbsp;

Adding, "India will continue to support Africa’s aspirations and work towards empowering Africa for a future that is founded on the principles of inclusivity, sustainability, transparency, and socio-economic development with dignity and respect."

India has executed 189 developmental projects in 37 African countries and currently, around 77 projects are under execution. New Delhi has committed US$ 1.7 billion as soft loans for solar projects in the continent and has offered 50,000 scholarships to African students.

On no African representation at the UNSC, Shringla said, "the African continent does not even have a single voice amongst the permanent membership of the United Nations Security Council to defend its own interests. This historical anomaly needs to be corrected by supporting the Ezulwini consensus."

India's top diplomat also pointed out how India reached out to the continent amid the pandemic. He said,"&nbsp;India has supplied critical medicines to several countries in Africa to help them fight the COVID-19 pandemic. Premier Indian institutions and hospitals have been linked to 16 African countries to offer tele-education and tele-medicine services through the e-Vidya Bharati and e-Arogya Bharati portals."
