Russia, on the other hand, claims that the UN aid mission breaches Syria’s territorial integrity and sovereignty. There are concerns amongst the opposition that more help should be distributed domestically and that this will lead to being under the government’s control.

Tearing apart Pakistan for raising the Jammu and Kashmir issue in the UN Security Council, India said that its neighbouring country is a live example of how a nation continues to evade accountability for serious crimes of genocide and ethnic cleansing in&nbsp;Bangladesh.

Dr Kajal Bhat, Counsellor and Legal Adviser in India’s Permanent Mission to the UN, was retorting to comments made by the representative of at the UN Security Council open debate on “Strengthening accountability and justice for serious violations of international law”.

The debate was chaired by Council President Albania.

Bhat said that she was constrained to respond to some of the falsehoods and malicious propaganda spread by the representative of Pakistan as they are accustomed to doing like a “broken record”.

“The irony is perhaps lost on the representative of Pakistan, given their shameful history of committing genocide in what was then East Pakistan, and what is now Bangladesh, over 50 years back for which there has not even been an acknowledgement, much less apology or accountability,” Bhat said.

To ask them to reflect on this is perhaps asking too much, but the least they could do is not sully the dignity of this Council, Bhat said and noted that innocent women, children, academics and intellectuals were treated as weapons of war during ‘Operation Searchlight’.

She further said that the reign of terror unleashed by Pakistan on the population of the then East Pakistan resulted in thousands killed brutally and several thousands of women raped.

Speaking a day earlier in the council, Minister for State for External Affairs Dr Rajkumar Ranjan Singh had said that accountability and justice cannot be linked to political expediencies.

“The representative of Pakistan presents a live example to the Security Council of how a state continues to evade accountability for serious crimes of genocide and ethnic cleansing. To ask them to reflect on this is perhaps asking too much, but the least they could do is not sully the dignity of this Council,” she said.

The United States has imposed sanctions on North Korea that target its weapons of mass destruction programme after China and Russia vetoed a UN resolution to punish Pyongyang.

Air Koryo Trading Corp, a North Korean company that helped in bolstering Pyongyang's ballistic missile launches, has been sanctioned by the US Treasury Department.

According to Brian Nelson, the Treasury's Under Secretary for Terrorism and Financial Intelligence, "The United States will continue to implement and enforce existing sanctions while urging the DPRK (North Korea) to return to a diplomatic path and abandon its pursuit of weapons of mass destruction and ballistic missiles."

North Korean Kim Jong Un met former US President Donald Trump in 2019 but after three failed summits between them, the talks between the two countries stalled and reached a stalemate.

Describing the vote as a "disappointing day" for the council, US Ambassador to the UN Linda Thomas-Greenfield said, "The world faces a clear and present danger from the DPRK (North Korea). Council restraint and silence has not eliminated or even reduced the threat. If anything, DPRK has been emboldened."

Defending Russia's decision, its UN Ambassador Vassily Nebenzia told the council, "The introduction of new sanctions against the DPRK (North Korea) is a path to a dead end."

"We have stressed the ineffectiveness and the inhumanity of further strengthening the sanctions pressure on Pyongyang."

According to China's UN Ambassador Zhang Jun, "The situation on the Peninsula has developed to what it is today thanks primarily to the flip flop US policies and failure to uphold the results of previous dialogues."&nbsp;

In a joint statement, the ambassadors of Russia and China said they would have preferred a non-binding statement rather than a fresh resolution with teeth against Pyongyang.

While Russia has started swaying towards North Korea after its relations deteriorated following Ukraine's invasion, China has been Pyongyang's closest ally for several decades.

North Korean leader Kim Jong Un had previously rejected US President Joe Biden's help with vaccines in return for curbing his nuclear programme.

Although Kim held three high-profile meetings with Biden's predecessor Donald Trump, ties between the two countries sunk after the UN Security Council voted unanimously three times to tighten pressure on North Korea.

The resolution, which had passed in 2017, had received support from China and Russia which were also exasperated by nuclear and ICBM launches by North Korea.

The meeting came after a request from Russia, who claimed that the US is involved in bioweapon manufacture in the war-torn country, something that Washington has strongly dismissed.&nbsp;

"Noting" the "recent statements by States and wider information regarding biological activities relating to Ukraine," Indian envoy to the UN, TS Tirumurti said, "We would like to underline the importance attached by India to the BTWC as a key global and non-discriminatory disarmament convention, prohibiting an entire category of weapons of mass destruction."

BTWC is a treaty that came into force in 1975 and prohibits the development, production, acquisition, transfer, stockpiling and use of biological weapons.&nbsp;

A total of 183 countries are party to the treaty that outlaws bioweapons, including US, Russia and Ukraine.&nbsp;

The Indian envoy called for 'full and effective implementation of the BTWC in letter and spirit" and pointed out "any matters relating to obligations under the BTWC should be addressed as per the provisions of the convention, and through consultation and cooperation between the parties concerned".

The Russian invasion of Ukraine is currently in its third week, leading to Europe's worst refugee crisis since the end of second world war. Expressing "serious concern over the ongoing situation in Ukraine," envoy Tirumurti hoped that the "ongoing direct negotiations between Russia and Ukraine would lead to cessation of hostilities".&nbsp;

Both countries have had several rounds of talks in Belarus, with the foreign minister of both countries recently meeting in Turkey.&nbsp;

Envoy highlighted, "There is no other alternative except the path of diplomacy and dialogue. The dire humanitarian situation needs immediate and urgent attention."

During the recent talks PM Modi had with Ukraine and Russian Presidents, the focus was on direct talks.&nbsp;
