The seismic shift means that India's population will hit 1.4286 billion, compared to China's 1.4257 billion by the middle of this year. Occupying only 2.4 per cent of the world's land mass, India is now home to nearly a fifth of humanity (we surpassed 8 billion number in November 2022). As India attains the 'world's biggest population' title, a few simple questions beg for answers. What does it mean to have such a population? Is it good or bad? Are we doomed or is this the beginning of something special? The questions might be simple but the answer certainly is not straightforward - one that can be painted with only black or white hues. Though the connotations of world's most populous nation are often perceived as negative, it also brings with itself a set of remarkable opportunities. The opportunities India is yet to compile its own population data as it has not conducted a census since 2011. The one supposed to happen in 2021 was delayed due to the Covid pandemic and the government does not seem particularly enthused to get the census campaign back on track. However, according to a Time Magazine report, nearly half the population of India (650 million people) is below the age of 25 - meaning the country won't be hitting its peak until 2065. Adults aged 65 and older comprise only seven per cent of population compared with 14 per cent in China and 18 per cent in the US. The share of Indians who are 65 and older is likely to remain under 20 per cent until 2063 and will not approach 30 per cent until 2100, under the UN’s medium variant projections. Considering that the younger population errs on the side of caution and only procreates one or two children per couple, the population will only stabilise after the said year. Until then, India and its mostly young populace could help put the country's economic future into overdrive. The economy can be boosted up to levels hitherto unseen. India can create industries and provide services in new fields, all the while sustaining a healthy growth rate. Even in a post-pandemic world, India is one of the few bright spots economically, generating growth rates much higher than nations across the globe. Numerous reports have predicted India and China to lead the economic growth story in the coming decades. India under Prime Minister Narendra Modi is already taking financial decisions that it may not have taken earlier. It is trading with Russia to buy oil without the use of the US dollar, it has created its own nexus of power in the Indio-pacific by playing a key part in militarising the Quad grouping. In fact, one of the biggest benefits of India's population is the ability it imparts to its leaders to put their foot down and get their way in major political, financial and geopolitical decisions. However, having the biggest share of the population should automatically bolster India's claim for a permanent seat in the UN Security Council (UNSC). The challenges It is not to say that increase in population will not come with its own set of challenges. To unlock the true potential of India's young population to drive the economic chariot, the country's government will have to massively focus on addressing core problems like healthcare, education, infrastructure and food availability. The division of resources will be a major headache and the problem could be exacerbated by climate change. Then, there is a lack of employment. only five per cent of the workforce currently comes under the formally skilled bracket. Schools, and universities will have to step up majorly so that new avenues of employment are generated for the youth. If India's overwhelming majority of youth sits without a job, it will be a wastage of resources and human capital. Something India can ill-afford to do. China took evasive measures such as imposing the one-child rule that led to steep decline in numbers, forcing the government to take a 180 on the issue. Increasing the education levels ought to suffice as aware people are much more likely to limit the number of offspring they want. Moreover, the total fertility rate is already going down and in the coming years, it may automatically offset the numbers. The National Family Health 5 Survey (2019-21) found that India attained a Total Fertility Rate (TFR) of 2.0 for the first time, less than the replacement level of 2.1, falling from 2.2 in NFHS 4 (2015-16). Countries like Japan and Italy have been witnessing an alarming drop in population levels which has caused serious concerns. Thus, trying to solve a problem that does not really exist for India would be a huge blunder. “But the truth of the matter is, it’s a rotating seat. We expect that they will behave professionally,” she said.

“But we also expect that they will use their seat to spread disinformation and to promote their agenda as it relates to Ukraine, and we will stand ready to call them out at every single moment that they attempt to do that,” the ambassador added.

Ukraine and the West have for months been denouncing Russian ‘propaganda’ over its invasion of Ukraine in February last year.

Russia's announcement that it will deploy its tactical nuclear weapons in Belarus has left the United Nations Security Council seemingly divided. While the Western Nations have expressed concern, Russia has said that there is no difference between what it plans to do and NATO's strategy.

However, critics are questioning how could Russia take over the UN’s most powerful organ when its leader, Vladimir Putin, was served with an arrest warrant by the ICC over alleged war crimes, and the Kremlin planning to deploy tactical nuclear weapons to neighbouring Belarus amidst the Ukraine&nbsp;war.

Ukrainian Foreign Minister Dmytro Kuleba termed the starting of Russia’s one-month presidency a “bad joke”.

“Russian UN Security Council presidency on April 1 is a bad joke. Russia has usurped its seat; it’s waging a colonial war; its leader is a war criminal wanted by the ICC for kidnapping children,” Kuleba said on Twitter.

“The world can’t be a safe place with Russia at UNSC #BadRussianJoke #InsecurityCouncil.”

“Unfortunately, Russia is a permanent member of the Security Council, and no feasible international legal pathway exists to change that reality,” Jean-Pierre said.

UNSC comprises 15&nbsp;members. While the permanent members are Russia, China, the US, France and the United Kingdom, the non-permanent members of the council are elected by the United Nations General Assembly for two-year terms. The permanent members take turns as president according to alphabetical order (as per the English spellings).

The last time Russia presidency came up in the rotation was in February 2022, when Putin launched his "special military operation" into Ukraine.

"Ukraine expects effective actions from the United Kingdom, China, the United States and France to counteract the Kremlin's nuclear blackmail... We demand that an extraordinary meeting of the UN Security Council be immediately convened for this purpose," the Ukrainian foreign ministry said.&nbsp;

Russia on Saturday made clear its decision to station tactical nuclear weapons in Belarus, a country the ruling regime of which is a strong ally of Russia. President Putin himself made the announcement.

Putin said the move to deploy tactical nuclear weapons to Belarus was "nothing unusual."

"The United States has been doing this for decades. They have long placed their tactical nuclear weapons on the territory of their allies," Putin said.

Putin said he spoke to Belarusian leader Alexander Lukashenko and said "we agreed to do the same."

Germany was comparatively vocal in its condemnation of Russian decision. Berlin said that the Russian announcement was "another attempt at nuclear intimidation by Russia", as quoted by AFP.

The resolution, still in draft form, "reaffirms that the establishment by Israel of settlements in the Palestinian territory occupied since 1967, including East Jerusalem, has no legal validity and constitutes a flagrant violation under international law."&nbsp;

It also "condemns all attempts at annexation, including decisions and measures by Israel regarding settlements, including settlement outposts," and calls for their immediate reversal.&nbsp;

AFP said that the text,"reiterates its demand that Israel immediately and completely cease all settlement activities in the occupied Palestinian territory, including East Jerusalem, and that it fully respect all of its legal obligations in this regard."&nbsp;

The United Nations Security Council is scheduled to meet Monday to discuss the Israeli-Palestinian situation, but it remains unclear whether the draft will be presented for a vote, according to diplomats.&nbsp;

On Sunday, Israel's security cabinet announced it would legalize nine settlements in the occupied West Bank, following a series of recent attacks on Israelis in East Jerusalem.&nbsp;

Draft UNSC text lashes out at Israel over settlements: Report

United Nations General Assembly (UNGA) President Csaba Korosi said on Sunday (January 29) that the United Nations Security Council (UNSC) no longer reflects today's realities, was paralysed and unable to discharge its basic function of maintaining international peace and security when one of its permanent members has attacked its neighbour. Speaking to the news agency PTI, Korosi, a Hungarian diplomat, said that the UNSC, "which has been created back then” and given the primary responsibility of maintaining “international peace and security and preventing wars now is paralysed.”

In a reference to Russia's offensive in Ukraine, which will soon mark one year, the UNGA President said, "The Security Council cannot discharge its basic function for a very simple reason. One of the permanent members of the Security Council attacked its neighbour. The Security Council should be the body to take action against the aggression. But because of the veto power, the Security Council cannot act."

He added this was a “very serious lesson learnt” for the future when talking about how to improve the functioning of global organisations.

On Sunday, Csaba Korosi arrived on a three-day visit to India,&nbsp;his first bilateral visit to any country since he assumed the presidency of the UNGA in September last year. According to a statement issued by the Indian foreign ministry, Korosi will hold talks with foreign minister S Jaishankar on key multilateral and regional issues of mutual interest. 
 
The UNGA chief will also interact with senior officials of NITI Aayog and India's G20 presidency team to explore the scaling up of the country's best practices. On Monday, Korosi will pay floral tributes to Mahatma Gandhi at Rajghat on the occasion of Shaheed Diwas.

Before leaving for India, Korosi told PTI that the issue of the UN Security Council reform was both “burning” and “compelling” since the composition of the Security Council reflected&nbsp;“the outcome of the Second World War”.&nbsp;

India has been at the forefront of the years-long efforts to reform the UNSC, saying it rightly deserved a place as a permanent member of the UN. At present, the UNSC has only five permanent members&nbsp;– China, France, Russia, the United Kingdom and the United States (US) and only a permanent member has the power to veto any substantive resolution.

In the history of the UN, the composition of the Security Council has been altered only once – in 1963. Csaba Korosi said, "Since then, the world has changed. The geopolitical relations in the world altered, the economic responsibilities in the world in some countries, including in India, including some other very strongly developing countries, actually changed." Korosi added that the composition of the UNSC did not reflect today's realities.

On being asked whether he has hope for any forward movement in the UNSC reform, the UNGA president said, "Yes, I do have hope."

Releasing a video from the Kot Lakhpat Jail in Pakistan's Lahore, Makki said "I believe that the grounds for my listing are based on heresy and disinformation by the Indian government. I never met Osama Bin Laden, Ayman Al-Zawahiri or Abdullah Azam as alleged by some propaganda reports," news agency ANI reported.&nbsp;

He said that he denounced the views and actions of Al-Qaeda, adding that it was the opposite of what he believed in. "I believe in the principal position of the Pakistani government regarding Kashmir...," the LeT leader further said in the video on Thursday.&nbsp;

Makki is the cousin of the Mumbai terror attack mastermind and Jamat-ud-Dawa (JuD) Hafiz Saeed. Makki has been in jail since 2019 serving multiple sentences in terror finance cases along with Saeed and some other senior leaders of the LeT and JuD. On Monday, he was added to the UNSC's list of designated terrorists, and subjected to an assets freeze, travel ban and arms embargo.&nbsp;

The Indian government had made listings of Pakistan-based terrorists a top priority of its UN tenure during 2021-22, ANI reported citing people familiar with developments. The government submitted five names under the 1267 committee last year which included Abdul Rehman Makki.&nbsp;

In a statement, the UN said, "On 16 January 2023, the Security Council Committee pursuant to resolutions 1267 (1999), 1989 (2011) and 2253 (2015) concerning ISIL (Da`esh), Al-Qaida, and associated individuals, groups, undertakings and entities approved the addition of the entry specified below to its ISIL (Da`esh) and Al-Qaida Sanctions List of individuals and entities subject to the assets freeze, travel ban and arms embargo set out in paragraph 1 of Security Council resolution 2610 (2021) and adopted under Chapter VII of the Charter of the United Nations."

India and the United States already listed Makki as a terrorist under their respective domestic laws. He has been involved involved in raising funds, recruiting and radicalizing youth to violence and planning attacks in India, especially in Jammu and Kashmir, the report added. Reacting to the UNSC listing, Makki said "No due process was followed or information was provided regarding these listings."

Responding to the news, Indian former Permanent Representative to the UN Ambassador T S Tirumurti, under whose tenure India and the US had made the 2022 pitch, called the listing a “huge success”.

The Indian foreign minister said that terrorism is an existential threat to international peace and security, which is not bound by borders, race, nationality, etc.&nbsp;

Jaishankar noted that the briefing was a part of India's ongoing efforts in the UN Security Council to re-invigorate its counter-terrorism agenda, which is overdue because the threat of terrorism has become even more serious.&nbsp;

While addressing the 15-nation Council, he said: "The threat of terrorism has actually become even more serious. We have seen the expansion of Al-Qaida, Da'esh, Boko Haram and Al Shabab and their affiliates."&nbsp;

He said that at the other end of the spectrum are "lone wolf" attacks inspired by online "radicalisation and biases", but we cannot forget that old habits and established networks are still alive, especially in South Asia.&nbsp;

"The contemporary epicentre of terrorism remains very much alive and active, whatever gloss may be applied to minimise unpleasant realities,&nbsp;he added.&nbsp;

Jaishankar also highlighted specific challenges with which the counter-terrorism architecture is grappling the world. He talked about the double standards in addressing counter-terrorism, which is leading to concerns of politicisation and countering threats from the misuse of new and emerging technologies by terrorists.&nbsp;

"Uniform criteria are not applied to sanctioning and prosecuting terrorists. It would seem sometimes that the ownership of terrorism is more important than its actual perpetration or its consequences," he said.&nbsp;

Jaishankar's remarks were a clear reference to those countries that have repeatedly blocked India's proposals to blacklist terrorists which are reportedly based on Pakistani soil.&nbsp;

Jaishankar issued a stern message on terrorism with a veiled reference to Pakistan and China. He said that the "contemporary epicentre of terrorism remains very much alive and active". He was speaking during the UNSC briefing on 'Threats to international peace & security caused by terrorist acts: Global counter-terrorism approach – principles & the way forward'. The Indian foreign minister said that terrorism is an existential threat to international peace and security, which is not bound by borders, race, nationality, etc. Jaishankar noted that the briefing was a part of India's ongoing efforts in the UN Security Council to re-invigorate its counter-terrorism agenda, which is overdue because the threat of terrorism has become even more serious. While addressing the 15-nation Council, he said: "The threat of terrorism has actually become even more serious. We have seen the expansion of Al-Qaida, Da'esh, Boko Haram and Al Shabab and their affiliates." He said that at the other end of the spectrum are "lone wolf" attacks inspired by online "radicalisation and biases", but we cannot forget that old habits and established networks are still alive, especially in South Asia. "The contemporary epicentre of terrorism remains very much alive and active, whatever gloss may be applied to minimise unpleasant realities, he added. No individual state should endeavour to seek political gain from terrorism and none of us collectively should ever put up with such calculations. He talked about the double standards in addressing counter-terrorism, which is leading to concerns of politicisation and countering threats from the misuse of new and emerging technologies by terrorists. "Uniform criteria are not applied to sanctioning and prosecuting terrorists. It would seem sometimes that the ownership of terrorism is more important than its actual perpetration or its consequences," he said. Jaishankar's remarks were a clear reference to those countries that have repeatedly blocked India's proposals to blacklist terrorists which are reportedly based on Pakistani soil. On Friday, France reaffirmed its support for India&nbsp;as a permanent member of the United Nations Security Council. This comes after the United Kingdom also extended its support for permanent membership of New Delhi&nbsp;among the four countries, receiving mounting support from Veto members.&nbsp;

“France endorses the candidacy of Germany, Brazil, India and Japan as permanent members for permanent seats,” said Nathalie Broadhurst Estival, France's&nbsp;Deputy Permanent Representative to the UN while addressing the UN General Assembly on the annual debate on UNSC reform.&nbsp;

France's envoy has also called for “greater representation” from African countries among the permanent members as well as remaining seats for “equitable geographical representation.” The debate was about the ‘Question of equitable representation on an increase in the membership of the Security Council and other matters related to the Security Council’. Furthermore, Broadhurst said that to preserve its executive and operational nature the UNSC permanent members could have up to 25 members.&nbsp;

She further explained that the objective of the UNSC must remain twofold - to consolidate the Council’s legitimacy and “to strengthen its capacity to fully assume its responsibilities in the maintenance of international peace and security.” France’s deputy permanent representative also stated that the question of veto is “eminently sensitive” and stressed that it is up to the State requesting a permanent seat to decide on the matter.&nbsp;

“It is in this spirit that France proposed, as early as 2013, that the five permanent members (China, France, US, UK, and Russia) of the Council voluntarily and collectively suspend the use of the veto in case of mass atrocities. This voluntary approach does not require a revision of the Charter but a political commitment by the permanent members,” said Broadhurst.&nbsp;

This comes after the UK’s Ambassador to the UN Barbara Woodward also extended their country’s support for the inclusion of G4 countries’ (India, Germany, Japan and Brazil) membership bid as well as permanent African representation on the Council.&nbsp;

France, UK back India's bid for a permanent seat on UN Security Council

Deputy Envoy to the UN said that France supports the candidacy of Germany, Brazil, India and Japan as permanent members. He said that French President Emmanuel Macron has called for regulations in the use of veto with regards to Massachusetts. He said this comes in the context of the changing world.

The United States on Friday (November 04) during the Security Council meeting&nbsp;accused superpowers China and Russia of providing blanket protection to North Korea over its latest ballistic missile tests.&nbsp;Following Pyongyang's latest launch on Friday, including the one that failed, the US along with Britain, France, Albania, Norway and Ireland requested the UNSC to take action.&nbsp;

According to diplomats, both China and Russia will not support any council action against North Korea's missile tests.

Russia and China had in May vetoed a US-led effort to increase sanctions on North Korea but both have been advocating North Korea's nuclear actions for their own profits.&nbsp;

Referring to Russia and China, the US ambassador to the UN, Linda Thomas Greenfield said that the countries should not abandon UNSC responsibilities just because the DPRK might send some nuclear weapons to you for the ongoing war in Ukraine or if they think they make a good regional&nbsp;buffer to the States. 
 
In reaction, China's UN ambassador Zhang Jun said that the council should play a constructive role instead of continuously pressuring&nbsp;others.&nbsp;He added, the council should work on how to reduce conflicts and lower political tensions.&nbsp;

The United Nations has long prohibited Pyongyang for&nbsp;its tests and ballistic missile launches and even imposed several sanctions on the country to cut off the funding for such actions.&nbsp;

France's envoy, Nicolas de Rivière, said,&nbsp;"The current escalation is unprecedented, and these new provocations are unacceptable."

The 10 non-permanent members of the Security Council, which include India, Brazil and Mexico, condemned North Korea's missile launches in a joint statement.

US accuses Russia and China of providing 'blanket protection' to North Korea, urges UNSC action

The UN Security Council's Counter-Terrorism Committee on Saturday called on member-countries to ensure "zero tolerance" towards terrorist activities and vowed to deal with the scourge more vigorously at the end of its two-day special conclave in India.

The meeting, attended by representatives of 15 member countries of the UN Security Council and global counter-terror experts, adopted the "Delhi Declaration" listing the Council's priorities in combating the challenge of terrorism and terror-financing.

In the document, the global body expressed concerns over the increasing use of Internet and other information and communications technologies, including social media platforms, for terrorist purposes, reported PTI.

It said innovations in financial technologies such as crowd funding platforms present a risk of being misused for terrorist-financing and noted with concern the increasing global misuse of unmanned aerial systems by terrorists to conduct attacks on critical infrastructure.

The Counter Terror Council urged all member-states to ensure "zero tolerance" towards terrorism, consistent with their obligations under international laws, including human rights law, according to the declaration.

India hosted the meeting in its capacity as chair of the Committee. While the second and final day's meeting took place in Delhi on Saturday, the first day's events were held in Mumbai.

The meeting underlined the need for taking "urgent action" to counter terrorism in all its forms and manifestations through the full and effective implementation of various UN resolutions.

The Committee reaffirmed that terrorism in all forms constitutes "one of the most serious threats" to international peace and security, and vowed to contribute further to enhancing the effectiveness of the overall effort to fight the scourge on a global level.

It said terrorism should not be associated with any religion, nationality, civilisation or ethnic group, and called on member states&nbsp;to continue their efforts towards the Comprehensive Convention on International Terrorism. The Committee stressed the need to effectively counter terror groups like ISIL, also known as Daesh, and Al-Qaida, and their affiliates, and foil their attempts to incite and recruit others to commit terrorist acts.&nbsp;

It strongly condemned the "continued flow of weapons, military equipment, unmanned aerial systems and improvised explosive devices (IED) to and between ISIL, Al-Qaida, their affiliates and associated individuals and groups. The Committee encouraged member states to prevent and disrupt procurement networks for such weapons and systems. It also noted the importance of continuing discussions on the misuse of emerging technologies for terrorist purposes in other relevant international forums, including the G20.&nbsp;

While elaborating on various measures to contain terrorism, the committee, at the same time emphasised on the need for respecting human rights and fundamental freedoms. The Committee emphasised the need for member states and CTED ( Counter-Terrorism Committee Executive Directorate) to continue cooperation with the private sector and civil society for more effective means to counter the use of new and emerging technologies for terrorist purposes. It recognised the efforts of the UN-affiliated Tech Against Terrorism initiative to foster collaboration with representatives of the technology industry, including technology firms, civil society, academia, and government, to disrupt terrorists' ability to use the Internet

The Committee also referred to relevant UN resolutions to emphasise the need for member states to develop counter-terrorist narratives and innovative technological solutions. The Council recognised the ongoing work of the Financial Action Task Force (FATF) concerning virtual assets and virtual assets service providers (VASPs).

It also decided to work on recommendations on the three themes of the special meeting, namely 'Countering Terrorist Exploitation of ICT and Emerging Technologies', 'Threats and opportunities related to new payment technologies and fundraising methods' and 'Threats posed by misuse of unmanned aerial systems (UAS) by terrorists'. UN Secretary-General Antonio Guterres, in message to the meet, called for concerted global efforts to deal with the challenge of the use of new technologies by various terror groups.&nbsp;
