France's envoy has also called for “greater representation” from African countries among the permanent members as well as remaining seats for “equitable geographical representation.” The debate was about the ‘Question of equitable representation on an increase in the membership of the Security Council and other matters related to the Security Council’. She further explained that the objective of the UNSC must remain twofold - to consolidate the Council’s legitimacy and “to strengthen its capacity to fully assume its responsibilities in the maintenance of international peace and security.” France’s deputy permanent representative also stated that the question of veto is “eminently sensitive” and stressed that it is up to the State requesting a permanent seat to decide on the matter.

US accuses Russia and China of providing 'blanket protection' to North Korea, urges UNSC action

The UN Security Council's Counter-Terrorism Committee on Saturday called on member-countries to ensure "zero tolerance" towards terrorist activities and vowed to deal with the scourge more vigorously at the end of its two-day special conclave in India.

The meeting, attended by representatives of 15 member countries of the UN Security Council and global counter-terror experts, adopted the "Delhi Declaration" listing the Council's priorities in combating the challenge of terrorism and terror-financing.

In the document, the global body expressed concerns over the increasing use of Internet and other information and communications technologies, including social media platforms, for terrorist purposes, reported PTI.

It said innovations in financial technologies such as crowd funding platforms present a risk of being misused for terrorist-financing and noted with concern the increasing global misuse of unmanned aerial systems by terrorists to conduct attacks on critical infrastructure.

The Counter Terror Council urged all member-states to ensure "zero tolerance" towards terrorism, consistent with their obligations under international laws, including human rights law, according to the declaration.

India hosted the meeting in its capacity as chair of the Committee. While the second and final day's meeting took place in Delhi on Saturday, the first day's events were held in Mumbai.

The meeting underlined the need for taking "urgent action" to counter terrorism in all its forms and manifestations through the full and effective implementation of various UN resolutions.

The Committee reaffirmed that terrorism in all forms constitutes "one of the most serious threats" to international peace and security, and vowed to contribute further to enhancing the effectiveness of the overall effort to fight the scourge on a global level.

It said terrorism should not be associated with any religion, nationality, civilisation or ethnic group, and called on member states to continue their efforts towards the Comprehensive Convention on International Terrorism. The Committee stressed the need to effectively counter terror groups like ISIL, also known as Daesh, and Al-Qaida, and their affiliates, and foil their attempts to incite and recruit others to commit terrorist acts.

It strongly condemned the "continued flow of weapons, military equipment, unmanned aerial systems and improvised explosive devices (IED) to and between ISIL, Al-Qaida, their affiliates and associated individuals and groups. The Committee encouraged member states to prevent and disrupt procurement networks for such weapons and systems. It also noted the importance of continuing discussions on the misuse of emerging technologies for terrorist purposes in other relevant international forums, including the G20.

While elaborating on various measures to contain terrorism, the committee, at the same time emphasised on the need for respecting human rights and fundamental freedoms. The Committee emphasised the need for member states and CTED ( Counter-Terrorism Committee Executive Directorate) to continue cooperation with the private sector and civil society for more effective means to counter the use of new and emerging technologies for terrorist purposes. It recognised the efforts of the UN-affiliated Tech Against Terrorism initiative to foster collaboration with representatives of the technology industry, including technology firms, civil society, academia, and government, to disrupt terrorists' ability to use the Internet

The Committee also referred to relevant UN resolutions to emphasise the need for member states to develop counter-terrorist narratives and innovative technological solutions. The Council recognised the ongoing work of the Financial Action Task Force (FATF) concerning virtual assets and virtual assets service providers (VASPs).

It also decided to work on recommendations on the three themes of the special meeting, namely 'Countering Terrorist Exploitation of ICT and Emerging Technologies', 'Threats and opportunities related to new payment technologies and fundraising methods' and 'Threats posed by misuse of unmanned aerial systems (UAS) by terrorists'. UN Secretary-General Antonio Guterres, in message to the meet, called for concerted global efforts to deal with the challenge of the use of new technologies by various terror groups.

United Nations Security Council (UNSC) on Monday (October 17) could not come to agreement over the matter of sending and international force to Haiti to help with lawlessness and surge in cholera. Powerful gangs have taken over the main port in Haiti and blocked fuel deliveries.

UN Secretary-General Antonio Guterres said Haitians faced a dramatic emergency and that there was a need for "armed" intervention to help local police open up the port to create a humanitarian corridor for delivery of aid.

"It's an absolutely nightmarish situation for the population of Haiti, especially Port-au-Prince," Guterres said before the Security Council met.

"I'm talking of something to be done based on strict humanitarian criteria, independent of the political dimensions of the problem that needs to be solved by the Haitians themselves," Guterres said.

Haiti asked United Nations for help last week to reopen Varreux oil terminal. The terminal was seized by gangs in mid-September.

"I have the delicate mission of bringing before the Security Council the cry of distress of an entire suffering people and to say out loud and intelligible that the Haitians do not live, they survive," Haiti's foreign minister, Jean Victor Geneus, told the council on Monday.

The United States and Mexico were preparing two resolutions for the council to address the request.

US Ambassador to the UN Linda Thomas-Greenfield said one resolution would authorize a non-UN international security assistance mission to improve security and enable humanitarian aid to flow into Haiti.

She said the proposal was for "a limited, carefully scoped, non-UN mission" to be led by "a partner country" with experience in such operations.

Once decided, Washington would "consider the most effective means to directly support, enable, and resource" the mission, she said.

China had some reservations about sending an armed force to Haiti

"At a time when the Haitian government lacks legitimacy, and is unable to govern, will sending such a rapid action force to Haiti receive the understanding support and cooperation from the parties in Haiti, or will it face resistance or even trigger violent confrontation from the population?" asked China's deputy permanent representative to the UN

Russian UN envoy Dmitry Polyanskiy said it would be "unacceptable" to support "external interference in the political processes in Haiti" that would subsume Haiti's interests "to the interests of world-known regional players who view the American continent as their backyard."

United Nations Security Council (UNSC) on Monday (October 17) could not come to agreement over the matter of sending and international force to Haiti to help with lawlessness and surge in cholera. Powerful gangs have taken over the main port in Haiti and blocked fuel deliveries. "It's an absolutely nightmarish situation for the population of Haiti, especially Port-au-Prince," Guterres said before the Security Council met. UNSC divided over response to crisis in Haiti as gangs take over

Russia has vetoed the United Nations Security Council resolution which was introduced by the United States and Albania condemning Moscow's proclaimed annexation of parts of Ukraine. The vote in the 15-member Security Council was 10 against one with India, China, Brazil and Gabor abstaining from it.

India abstains UN vote against Russia, latter claims west sabotaged Baltic gas pipelines

India was mentioned by leaders of 12 countries at this year's United Nations General Assembly, many of them thanking India for its support amid Covid, others lauding its role, and some ranting by the habitual adversaries. At the Samarkand bilateral meeting, French President Emmanuel Macron recalled PM Modi's remarks to Russian President Putin on the ongoing Russian invasion of Ukraine.

Lauding the comments, Macron said, "As Narendra Modi, Prime Minister of India, rightly said, today’s era is not an era of war." The remarks have been widely praised in the West, and no world leader has made such direct remarks to Russia's President since the conflict began in February this year.

Two western leaders, the UK's Prime Minister Liz Truss and German chancellor Olaf Scholz, both highlighted ties with New Delhi. PM Truss said that her country is "deepening links with fellow democracies like India, Israel, Indonesia, and South Africa." India and the UK are currently engaged in free trade agreement talks, and with London's Indo-Pacific tilt policy, engagement with New Delhi is set to increase further.

The German Chancellor mentioned his government's being involved with "countries holding the Chairmanship of the African Union and the Community of Latin American and Caribbean States in our discussions as the G7, as well as India and South Africa". As the chair of the G7, Germany had invited India to attend the summit earlier this year at Schloss Elmau. It is important to know that PM Modi visited Germany twice this year, first on a bilateral visit, then to attend the G7 summit.

Three countries, Portugal, Russia, and Ukraine, backed India for being a member of a reformed United Nations Security Council. Portugal's PM, António Costa, said that the UNSC "should have permanent seats for the African continent, Brazil, and India and should represent small countries more fairly." It is interesting to know that Costa is of Indian origin, with his father's side being from Goa. He has been to India many times, and during one bilateral visit, gave Indian PM Modi a jersey of Portugal's football icon Cristiano Ronaldo.

Ukraine's President, Volodymyr Zelenskyy, the only leader to address this year's summit, virtually called for reforms at the high table, pointing out, "This is an imbalance when Africa, Latin America, most of Asia, and Central and Eastern Europe comply with the right of veto, that they themselves never had," adding, "For some reason. For what reason, not Japan or Brazil, not Türkiye or India, not Germany or Ukraine. The day will come when this will be resolved. Ukraine's president mentioned India, along with a whole host of countries, who were able to get supplies of Ukrainian agricultural products due to the UN-led Russia-Ukraine deal for the export of agricultural products to the international community amid the ongoing conflict."

Russian foreign minister Sergey Lavrov also backed India's bid for UNSC, identifying "India and Brazil—key international actors—as worthy candidates for the permanent membership."

Venezuela's foreign minister, Carlos Rafael Fara Tortosa, slammed a "unipolar" world and said the "north" must "accept new powers and new leadership of China, the Russian Federation, India, Iran, and Turkey." While the US president called for reforms of the United Nations Security Council, it was only in a briefing later by US government officials that they pointed out that the White House backs India's bid for the high table.

Bhutan and Nepal both thanked India for its support during the Covid crisis. Bhutan's foreign minister Tandi Dorji said, "Today, more than 90 per cent of our entire population is fully vaccinated. This, in no small measure, was possible due to the heartwarming goodwill of friends and partners, including India, whose Vaccine Maitri initiative enabled the full first round of vaccinations for our adult population."

Bhutan was the first country, along with the Maldives, to receive India-made Covid vaccines, which benefited both countries. Nepal's foreign secretary Bharat Raj Paudyal said, "In Nepal, we have been able to fully vaccinate 96 per cent of the target population, with almost everyone receiving at least one dose. We thank our immediate neighbors India and China, our development partners."

Expressing worry about global food prices, Guyana President Mohamed Irfaan Ali said, "Export bans of rice from India and wheat from Russia contributed to a price increase of 12.3 per cent and 9 per cent for rice and wheat, respectively." The Ukraine conflict and its impact on food and fuel prices were a recurring theme during this year's address by global leaders, particularly from the global south. Ali said, "Since the onset of the Russia-Ukraine war, global food prices have increased sharply, reaching an all-time high in February 2022."

On expected lines, Türkiye and Pakistan mentioned India and Kashmir, both of whom got replies from India in some way or another. Türkiye's President Recep Tayyip Erdoğan hyphenating, India and Pakistan said, "We regret that a strong peace and cooperation between India and Pakistan has still not yet been established, despite 75 years following their independence", adding, "We hope that a just and lasting peace and tranquilly will be reached in Kashmir."

While he did mention Kashmir, his position was seen as a change of stance given that since 2019 when India removed special status for the erstwhile state of Jammu and Kashmir, he has been critical of Delhi and even mentioned the UNSC resolution's implementation. Hours after his comments, Indian external affairs minister Dr. S Jaishankar met with Türkiye's foreign minister and raised the situation in Cyprus, a touchy issue for Ankara.

Lastly, Pakistan came as no surprise, as PM Shehbaz Sharif mentioned Kashmir more than 12 times, and India more than nine times in his speech, much more than his mention of climate (seven times) and floods (two times). Hours after his remarks at the UNGA, India slammed him in its right of reply.

The Indian diplomat Mijito Vinito said, "It is regrettable that the Prime Minister of Pakistan has chosen the platform of this august assembly to make false accusations against India," explaining that he has done so to "obfuscate misdeeds in his own country and to justify actions against India that the world considers unacceptable."

India strongly calls for immediate end to Ukraine war: S Jaishankar at UNSC

India's external affairs minister Dr S Jaishankar slammed China for putting a hold on listing of Pakistan-based terrorist at the United Nations Security Council (UNSC). He said the security council "must send an unambiguous and unequivocal message" and "politics should never ever provide cover to evade accountability. Nor indeed to facilitate impunity."

Explaining further, without mentioning China, he said, "Regrettably, we have seen this of late in this very chamber, when it comes to sanctioning some of the world’s most dreaded terrorists."

China earlier this month put a hold on listing of key mastermind of 26/11 terror attack, Sajid Mir, in the UNSC's international terror list--the 1267 Al Qaeda Sanctions committee. Sajid Mir, based in Pakistan, has a reward of up to $5 million on his head announced by US FBI for information leading to his arrest and conviction. Mir allegedly conspired to commit a terrorist attack against a newspaper and its employees in Denmark between 2008 and 2009.

EAM said, "If egregious attacks committed in broad daylight are left unpunished, this Council must reflect on the signals we are sending on impunity. There must be consistency if we are to ensure credibility."

This is third time this year that China has put a hold on listing of a Pakistan-based terrorist as an international terrorist under UN Sanctions regime.

China, which is a permanent member of the security council and member of the committee that lists international terrorist, also blocked listing of Abdul Rehman Makki and Abdul Rauf. Abdul Rehman Makki is 26/11 mastermind Hafiz Saeed's brother-in-law and has been involved in raising funds, recruiting, and radicalising youth to violence and planning attacks in India, particularly in Union territory of Jammu and Kashmir. Abdul Rauf is the younger brother of Masood Azhar and was involved in the hijacking of the Indian Airlines Flight IC-814 in 1999.

The external affairs minister was speaking at the UNSC meeting on Ukraine under French Presidency. He expressed "profound concern" over the conflict the impact of which "is being felt even in distant regions".

Pointing to its consequences "in terms of higher costs and actual shortages of food grains, fertilizers and fuel", he said, "Global south, especially, is feeling the pain acutely. We must not initiate measures that further complicate the global economy."

During PM Modi's bilateral meeting with Russian President Putin in Samarkand earlier this month, he emphasized that this is not an era of war. His comments have been welcomed by the US and France.

At UNSC, EAM Jaishankar slams China for putting hold on listing of Pakistan-based terrorist

Karambir Kang, the general manager of the Taj Hotel in Mumbai when the 26/11 attack occurred, urged all international communities to take action against terrorism and seek justice for the victims.

Kang, during his speech at the first UN Global Congress of Terrorism Victims, shared his bitter memories, including losing his family. He further said that the entire world witnessed the horrific incident that continued for over three days and nights and over 34 lives were lost. Adding to this, he further mentioned how bravely his staff members, armed with courage, stood strong without any weapons against the attackers. While many lives were lost, the colleagues managed to save thousands of lives that night.

India has called the ongoing conflict between Israel and Gaza a "matter of grave concern" and that "violence has not completely subsided despite hectic diplomatic parleys, development initiatives". Conflict broke out between Israel and Gaza-based Palestinian Islamic Jihad (PIJ) and since then worries are growing amid growing violence.

Speaking at the United Nations security council meeting on the situation in Gaza, India's new Ambassador to United Nations Ruchira Kamboj, said," The latest cycle has, once again, caused immense suffering and resulted in the loss of precious civilian lives, including children, and has left several injured and traumatized. We extend our deepest condolences to all those affected and their families."

These are the first public comments by India after hostilities broke between the two sides. The conflict came almost a year after clashes broke out in May of last year that lasted for 11 days. This time the violence broke out after Israel arrested Palestinian Islamic Jihad (PIJ) commander which was followed by strikes by the group. In retaliation, Israel conducted its own strikes.

Ambassador Ruchira lauded Egypt's role in working on a ceasefire between the two sides. She said, "We support the diplomatic efforts of the UN and members of the international community, the countries in the region, especially Egypt, that has led to a ceasefire, to calm the situation further and seek to achieve durable peace.". She further added, "We urge all parties to de-escalate the situation to ensure that this does not spiral out of control."

India has good relations with Israel, which are incrementally growing, and has been an important development partner of Palestine. This year India and Israel are celebrating 30 years of establishment of formal relationship and are part of groupings like I2U2. As for Palestine, New Delhi has in the past extended economic assistance for various projects. Indian govt supported the construction of the Jawaharlal Nehru Library at the Al Azhar University in Gaza city and the Mahatma Gandhi Library-cum-Student Activity Centre at the Palestine Technical College at Deir Al Balah in the Gaza Strip.

Indian envoy to the UN recalled New Delhi's long-standing policy on the issue. She said, "Long-term peace in Israel and Palestine can be achieved only through a negotiated two-state solution leading to the establishment of a sovereign, independent and viable State of Palestine living within secure and recognized borders, side by side, at peace with Israel, taking into consideration the legitimate security needs of Israel. "

She called on for the "resumption of direct peace negotiations between the parties, which, we believe, is the best path towards achieving the goal of a two-state solution" and that the "UN and the international community must prioritize the revival of these negotiations."

At UNSC, India's envoy Ruchira Kamboj calls Israel-Gaza conflict 'matter of grave concern'

India on Tuesday hit out at China, and Pakistan at United Nations Security Council meeting on terrorism, calling out both on several counts from "double standards" to "hypocrisy" over the issue. Pointing out the "practice of placing holds and blocks on listing requests without giving any justification", India's Ambassador to UN, Ruchira Kamboj, said, "It is most regrettable that genuine and evidence-based listing proposals pertaining to some of the most notorious terrorists in the world are being placed on hold."

Earlier this year, China had put a hold on the UN listing of Pakistan-based Lashkar-e-Tayyiba's 2nd command Abdul Rehman Makki. China has put a technical hold on Makki that will last for 6 months. In the past too, Beijing had put a hold on the listing of Jaish-e-Mohammed (JeM), Maulana Masood Azhar and it took a decade for New Delhi to list him as an UN-listed terrorist.

Ambassador Ruchira explained that "double standards and continuing politicization have rendered the credibility of Sanctions Regime at an all-time low. We do hope that all members of the UNSC can pronounce together in one voice, sooner than later, when it comes to this collective fight against international terrorism."

Important to note, that the meeting on the issue of terrorism comes under the month-long presidency of China of the UNSC.

About Pakistan, the ambassador pointed to the "state hospitality" for terrorists in a "neighbouring country despite being listed under the UNSC 1267 Sanctions Committee." UN's 1267 committee lists one of the largest numbers of Pakistanis as international terrorists. These include Masood Azhar, Hafiz Saeed, and Zaki ur Rehman Lakhvi, many of whom were responsible for terror attacks in India, including the 26/11 Mumbai terror attack. Islamabad has gone to UNSC for getting allowances for many of them. She asked the international community to call out "such hypocrisy.. when the threat of terrorism looms large in each of our countries."

During her address, the ambassador announced that India will be hosting a special session of the UN's counter-terror committee in Mumbai and Delhi on 28th and 29th October which will highlight the nature of the "threat, member states’ capacity gaps and best practices and exploring the further course of action to effectively deal with this threat." India is the chair of the Counter-Terrorism Committee.

During the address she also mentioned the recent attacks on Gurudwara in Kabul, calling them "highly alarming". The multiple attacks on Sikhs and Gurudwaras in Afghanistan have led to an exodus of the minority community as many arrive in India seeking refuge. The ambassador emphasised that "The linkages between groups listed by the UNSC such as the Lashkar-e-Tayyaba and the Jaish-e-Mohammed as well as provocative statements made by other terrorist groups operating out of Afghanistan pose a direct threat to the peace and stability of the region".

The Secretary General's report on threats posed by Islamic State received criticism as well for "selective filtering" as India hoped that in "future iterations of SG’s reports, inputs from all member states would be treated on an equal footing". The report made no mention of several terror groups in the region "especially those that have been repeatedly targeting India."
