Vasily&nbsp;Nebenzya, Russia's permanent representative of Russia to the United Nations said apart from the resolution, Moscow was circulating some 300-page worth of material detailing the Ukraine-US collusion for developing biological weapons.

According to reports, Russia's draft resolution will authorise the UNSC to set up a 15-member&nbsp;commission that will investigate the claims made. The panel is expected to submit its report to the council by November 30 and later in a review conference in Geneva, scheduled to take place from November 28-December 16.&nbsp;

Ever since the Russia-Ukraine war broke out in February earlier this year, Moscow has been claiming that the US, in cooperation with Ukraine is developing biological bombs. The claim was denied by both parties.&nbsp;

Notably, the development comes in the backdrop of Russia&nbsp;claiming that Ukraine is planning to detonate a dirty bomb.&nbsp;In recent telephonic conversations between Moscow and the West, the country's Defence Minister Sergei Shoigu discussed Ukraine and informed about the supposed 'dirty bomb'.&nbsp;

Shoigu "conveyed to his British colleague his concern about possible provocations by Ukraine with the use of a 'dirty bomb'," the ministry said in a statement.&nbsp;

During a speech at the United Nations Security Council on Thursday (October 21), the Iranian deputy ambassador to the global body rejected the idea of Western countries serving as 'caretakers' for women in Iran amid violence and protest.&nbsp;

As per a report released on October 5, the majority of delegates agreed with the report's finding that "violent wars and military spending" are to be blamed for the global reverse on women's rights.&nbsp;

United Nations Security Council (UNSC) on Monday (October 17) could not come to agreement over the matter of sending and international force to Haiti to help with lawlessness and surge in cholera. Powerful gangs have taken over the main port in Haiti and blocked fuel deliveries.

UN&nbsp;Secretary-General Antonio Guterres said Haitians faced a dramatic emergency and that there was a need for "armed" intervention to help local police open up the port to create a humanitarian corridor for delivery of aid.

"It's an absolutely nightmarish situation for the population of Haiti, especially Port-au-Prince," Guterres said before the Security Council met.

"I'm talking of something to be done based on strict humanitarian criteria, independent of the political dimensions of the problem that needs to be solved by the Haitians themselves," Guterres said.

Haiti asked United Nations for help last week to reopen Varreux oil terminal. The terminal was seized by gangs in mid-September.&nbsp;

"I have the delicate mission of bringing before the Security Council the cry of distress of an entire suffering people and to say out loud and intelligible that the Haitians do not live, they survive," Haiti's foreign minister, Jean Victor Geneus, told the council on Monday.&nbsp;

The United States and Mexico were preparing two resolutions for the council to address the request.

US Ambassador to the UN Linda Thomas-Greenfield said one resolution would authorize a non-UN international security assistance mission to improve security and enable humanitarian aid to flow into Haiti.

She said the proposal was for "a limited, carefully scoped, non-UN mission" to be led by "a partner country" with experience in such operations.

Once decided, Washington would "consider the most effective means to directly support, enable, and resource" the mission, she said.

China had some reservations about sending an armed force to Haiti

"At a time when the Haitian government lacks legitimacy, and is unable to govern, will sending such a rapid action force to Haiti receive the understanding support and cooperation from the parties in Haiti, or will it face resistance or even trigger violent confrontation from the population?" asked China's deputy permanent representative to the UN

Russian UN envoy Dmitry Polyanskiy said it would be "unacceptable" to support "external interference in the political processes in Haiti" that would subsume Haiti's interests "to the interests of world-known regional players who view the American continent as their backyard."

Two western leaders, the UK's Prime Minister Liz&nbsp;Truss and German chancellor Olaf Scholz, both highlighted ties with New Delhi. PM Truss said that her country is "deepening links with fellow democracies like India, Israel, Indonesia, and South Africa." India and the UK are currently engaged in free trade agreement talks, and with London's Indo-Pacific tilt policy, engagement with New Delhi is set to increase further. 
 
The German Chancellor mentioned his government's being involved with "countries holding the Chairmanship of the African Union and the Community of Latin American and Caribbean States in our discussions as the G7, as well as India and South Africa". As the chair of the G7, Germany had invited India to attend the summit earlier this year at Schloss Elmau. It is important to know that PM Modi visited Germany twice this year, first on a bilateral visit, then to attend the G7 summit.

Three countries, Portugal, Russia, and Ukraine, backed India&nbsp;for being a member of a reformed United Nations Security Council. Portugal's PM, António Costa, said that the UNSC "should have permanent seats for the African continent, Brazil, and India and should represent small countries more fairly." It is interesting to know that Costa is of Indian origin, with his father's side being from Goa. He has been to India many times, and during one bilateral visit, gave Indian PM Modi a jersey of Portugal's football icon Cristiano Ronaldo.

Ukraine's President, Volodymyr Zelenskyy, the only leader to address this year's summit, virtually called for reforms at the high table, pointing out, "This is an imbalance when Africa, Latin America, most of Asia, and Central and Eastern Europe comply with the right of veto, that they themselves never had," adding, "For some reason. For what reason, not Japan or Brazil, not Türkiye or India, not Germany or Ukraine. The day will come when this will be resolved. Ukraine's president mentioned India, along with a whole host of countries, who were able to get supplies of Ukrainian agricultural products due to the UN-led Russia-Ukraine deal for the export of agricultural products to the international community amid the ongoing conflict."

Russian foreign minister Sergey Lavrov also backed India's bid for UNSC, identifying "India and Brazil—key international actors—as worthy candidates for the permanent membership." 
 
Venezuela's foreign minister, Carlos Rafael Fara Tortosa, slammed a "unipolar" world and said the "north" must "accept new powers and new leadership of China, the Russian Federation, India, Iran, and Turkey." While the US president called for reforms of the United Nations Security Council, it was only in a briefing later by US government officials that they pointed out that the White House backs India's bid for the high table.

Bhutan and Nepal both thanked India for its support during the Covid crisis. Bhutan's foreign minister&nbsp;Tandi Dorji&nbsp;said, "Today, more than 90 per cent&nbsp;of our entire population is fully vaccinated. This, in no small measure, was possible due to the heartwarming goodwill of friends and partners, including India, whose Vaccine Maitri initiative enabled the full first round of vaccinations for our adult population."

Bhutan was the first country, along with the Maldives, to receive India-made Covid&nbsp;vaccines, which benefited both countries. Nepal's foreign secretary&nbsp;Bharat Raj Paudyal said, "In Nepal, we have been able to fully vaccinate 96 per cent of the target population, with almost everyone receiving at least one dose. We thank our immediate neighbors India and China, our development partners."

Expressing worry about global food prices, Guyana President Mohamed Irfaan Ali said, "Export bans of rice from India and wheat from Russia contributed to a price increase of 12.3 per cent&nbsp;and 9 per cent&nbsp;for rice and wheat, respectively." The Ukraine conflict and its impact on food and fuel prices were a recurring theme during this year's address by global leaders, particularly from the global south. Ali said, "Since the onset of the Russia-Ukraine war, global food prices have increased sharply, reaching an all-time high in February 2022."

On expected lines, Türkiye and Pakistan mentioned India and Kashmir, both of whom got replies from India in some way or another. Türkiye's President Recep Tayyip Erdoğan hyphenating, India and Pakistan said, "We regret that a strong peace and cooperation between India and Pakistan has still not yet been established, despite 75 years following their independence", adding, "We hope that a just and lasting peace and tranquilly will be reached in Kashmir." 
 
While he did mention Kashmir, his position was seen as a change of stance given that since 2019 when India removed special status for the erstwhile state of Jammu and Kashmir, he has been critical of Delhi and even mentioned the UNSC resolution's implementation. Hours after his comments, Indian external affairs minister Dr. S Jaishankar met with Türkiye's foreign minister and raised the situation in Cyprus, a touchy issue for Ankara.

Lastly, Pakistan came as no surprise, as PM Shehbaz Sharif mentioned Kashmir more than 12 times, and India more than nine times in his speech, much more than his mention of climate (seven times) and floods (two times). Hours after his remarks at the UNGA, India slammed him in its right of reply.

The Indian diplomat Mijito Vinito said, "It is regrettable that the Prime Minister of Pakistan has chosen the platform of this august assembly to make false accusations against India," explaining that he has done so to "obfuscate misdeeds in his own country and to justify actions against India that the world considers unacceptable."

Mir allegedly conspired to commit a terrorist attack against a newspaper and its employees in Denmark between 2008 and 2009.

EAM said, "If egregious attacks committed in broad daylight are left unpunished, this Council must reflect on the signals we are sending on impunity. There must be consistency if we are to ensure credibility."&nbsp;

This is third&nbsp;time this year that China has put a hold on listing of a Pakistan-based terrorist as an international terrorist under UN Sanctions regime.&nbsp;

China, which is a permanent member of the security council and member of the committee that lists international terrorist, also blocked listing of Abdul Rehman Makki and Abdul Rauf. Abdul Rehman Makki is 26/11 mastermind Hafiz Saeed's brother-in-law and has been involved in raising funds, recruiting, and radicalising youth to violence and planning attacks in India, particularly in Union territory of Jammu and Kashmir. Abdul Rauf is the younger brother of Masood Azhar and was involved in the hijacking of the Indian Airlines Flight IC-814 in 1999.

During PM Modi's bilateral meeting with Russian President Putin in Samarkand earlier this month, he emphasized that this is not an era of war. His comments have been welcomed by the US and France.

We extend our deepest condolences to all those affected and their families."

These are the first public comments by India after hostilities broke between the two&nbsp;sides. The conflict came almost a year after clashes broke out in May of last year that lasted for 11 days. This time the violence broke out after Israel arrested Palestinian Islamic Jihad (PIJ) commander which was followed by strikes by the group. In retaliation, Israel conducted its own strikes.

She said, "We support the diplomatic efforts of the UN and members of the international community, the countries in the region, especially Egypt, that has led to a ceasefire, to calm the situation further and seek to achieve durable peace.". She further added, "We urge all parties to de-escalate the situation to ensure that this does not spiral out of control."

India has good relations with Israel, which are incrementally growing, and has been an important development partner of Palestine. This year India and Israel are celebrating 30 years of establishment of formal relationship and are part of groupings like I2U2. As for Palestine, New Delhi has in the past extended economic assistance for various projects. Indian govt supported the construction of the Jawaharlal Nehru Library at the Al Azhar University in Gaza city and the Mahatma Gandhi Library-cum-Student Activity Centre at the Palestine Technical College at Deir Al Balah in the Gaza Strip.

Indian envoy to the UN recalled New Delhi's long-standing policy on the issue. She said, "Long-term peace in Israel and Palestine can be achieved only through a negotiated two-state solution leading to the establishment of a sovereign, independent and viable State of Palestine living within secure and recognized borders, side by side, at peace with Israel, taking into consideration the legitimate security needs of Israel. "

She called on for the "resumption of direct peace negotiations between the parties, which, we believe, is the best path towards achieving the goal of a two-state solution" and that the "UN and the international community must prioritize the revival of these negotiations."

At UNSC, India's envoy Ruchira Kamboj calls Israel-Gaza conflict 'matter of grave concern'

India on Tuesday hit out at China, and Pakistan at United Nations Security Council meeting on terrorism, calling out both on several counts from "double standards" to "hypocrisy" over the issue. Pointing out the "practice of placing holds and blocks on listing requests without giving any justification", India's Ambassador to UN, Ruchira Kamboj, said, "It is most regrettable that genuine and evidence-based listing proposals pertaining to some of the most notorious terrorists in the world are being placed on hold."&nbsp;

Earlier this year, China had put a hold on the UN listing of Pakistan-based Lashkar-e-Tayyiba's 2nd command Abdul Rehman Makki. China has put a technical hold on Makki that will last for 6 months. In the past too, Beijing had put a hold on the listing of Jaish-e-Mohammed (JeM), Maulana Masood Azhar and it took a decade for New Delhi to list him as an UN-listed terrorist.

Ambassador Ruchira explained that "double standards and continuing politicization have rendered the credibility of Sanctions Regime at an all-time low. We do hope that all members of the UNSC can pronounce together in one voice, sooner than later, when it comes to this collective fight against international terrorism."

Important to note, that the meeting on the issue of terrorism comes under the month-long presidency of China of the UNSC.

About Pakistan, the ambassador pointed to the "state hospitality" for terrorists in a "neighbouring country despite being listed under the UNSC 1267 Sanctions Committee." UN's 1267 committee lists one of the largest numbers of Pakistanis as international terrorists. These include Masood Azhar, Hafiz Saeed, and Zaki ur Rehman Lakhvi, many of whom were responsible for terror attacks in India, including the 26/11 Mumbai terror attack. Islamabad has gone to UNSC for getting allowances for many of them. She asked the international community to call out "such hypocrisy.. when the threat of terrorism looms large in each of our countries."

During her address, the ambassador announced that India will be hosting a special session of the UN's counter-terror committee in Mumbai and Delhi on 28th and 29th October which will highlight the nature of the "threat, member states’ capacity gaps and best practices and exploring the further course of action to effectively deal with this threat." India is the chair of the Counter-Terrorism Committee.

During the address she also mentioned the recent attacks on Gurudwara in Kabul, calling them "highly alarming". The multiple attacks on Sikhs and Gurudwaras in Afghanistan have led to an exodus of the minority community as many arrive in India seeking refuge. The ambassador emphasised that "The linkages between groups listed by the UNSC such as the Lashkar-e-Tayyaba and the Jaish-e-Mohammed as well as provocative statements made by other terrorist groups operating out of Afghanistan pose a direct threat to the peace and stability of the region".

The Secretary General's report on threats posed by Islamic State received criticism as well for "selective filtering" as India hoped that in "future iterations of SG’s reports, inputs from all member states would be treated on an equal footing". The report made no mention of several terror groups in the region "especially those that have been repeatedly targeting India."

The UNSC on Wednesday issued a strongly worded statement condemning the attack.&nbsp;“The members of the Security Council strongly condemned the recent attacks on the United Nations Organisation Stabilisation Mission in the Democratic Republic of the Congo (MONUSCO) in North Kivu, which resulted in the death of three peacekeepers from India and Morocco, as well as in injuries to peacekeepers,” the statement read.

Extending condolences to the "families of the victims and to India and Morocco", the statement underlined that "deliberate attacks targeting peacekeepers may constitute war crimes under international law."

The statement asked the Congolese Government to 'swiftly investigate these attacks and bring the perpetrators to 'justice'&nbsp;and "proactively enhance the understanding of MONUSCO’s mandate among the local population, counter disinformation and misinformation". At least 15 people have died in anti-UN protests in the country. Protests happened in Goma, Butembo. Goma hosts the largest UN Bases and two BSF platoons are deployed there.

It is pertinent to note that the aforementioned&nbsp;press statement called for an "update consistent with para 4(a) of Security Council resolution 2589 (2021) on measures undertaken to promote accountability for such acts."&nbsp;

The resolution that is mentioned was passed under the Indian presidency of the council in August last year and calls for governments to protect peacekeepers and requests for the creation of an online database cataloguing attacks. Para 4 (a)&nbsp;specifically mentions the need for "accountability" for acts on UN peacekeepers under domestic justice systems.

India is a major contributor to global UN peacekeeping missions and is the third largest contributor to MONUSCO with 5581 personnel. India has provided more than 200,000 military and police officers to UN peacekeeping over the last 70 years. Currently, more than 6,700 troops and police from India have been deployed in UN peacekeeping missions across the world.
