<p>India's Permanent Representative at the UN, Ambassador Ruchira Kamboj, speaking at the Inter-Governmental Negotiations (IGNs) on Security Council Reform on Friday, said that "equity" must be the cornerstone of global efforts to reform the 15-nation UN body.</p>

<p>Since 2008, the Inter-Governmental Negotiations (IGN) take place in the informal plenary of a session of the UN General Assembly to address the question of equitable representation and increase in the membership of the Security Council.&nbsp;</p>

<p>By their "informal" nature,&nbsp;the Inter-Governmental Negotiation (IGN) on UN Security Council reform does not have any draft text on the table to negotiate.&nbsp;</p>

<p>Kamboj noted that there are many fundamental issues in the discourse over UNSC reform but “the most fundamental is this question. Can we allow five permanent members, and we've all just agreed that this permanent category is not going to go away, to eternally override the collective voice of 188 member states?"</p>

<p>"This must change," she emphasised.</p>

<p>Kamboj's comment was a reference to the five permanent members of the Council - China, France, Russia, the UK and the US - whose exclusive veto rights have the power to impact decision-making in the Security Council on matters of maintenance of international peace and security.</p>

<p>The Council's other 10 members are elected for two-year terms to the non-permanent category and they do not have veto powers.&nbsp;</p>

<p>Kamboj also highlighted the need to redress "centuries of injustice".</p>

<p>"I think we might all broadly agree that the historical injustices perpetrated against the Global South can no longer be ignored," she said, adding that it is time to rectify these disparities by ensuring greater representation for regions like Asia, Latin America and Africa on the UN Security Council through reform in both permanent and non-permanent categories of membership.</p>

<p>"Injustice anywhere is a threat to justice everywhere," Kamboj said.</p>

<p>"Empowering nations from the Global South ensures that all perspectives are heard and respected, that a diversity and democracy of voices is brought to the table leading to more inclusive decision-making, a more inclusive Council to foster broader consensus and legitimacy in its decisions," she added.</p>

<p>Kamboj highlighted New Delhi's example of "bold leadership" leading to change, exemplified by the inclusion of the African Union as a full member of the G20 during Delhi's presidency of the grouping of the world's wealthiest nations.</p>

"It will in fact not reform one category of the United Nations Security Council at all. And in fact will widen the difference between permanent and non-permanent members even more, thereby perpetuating inequities instead of removing these and further entrenching a dispensation that is no longer relevant to the current geopolitical context," Kamboj added.</p>

<p>The United Nations Security Council has passed a resolution on the Gaza war but has stopped short of calling for a ceasefire. The resolution 'demands' that all sides in the war "allow and facilitate the use of all... routes to and throughout the entire Gaza Strip, including border crossings... for the provision of humanitarian assistance."</p>

<p>The resolution also requests the appointment of a UN humanitarian coordinator who will oversee and verify aid to Gaza coming from a third country.</p>

<p>AFP reported that an earlier text of the resolution said that in order for aid mechanism to accelerate, the function of aid delivery should be "exclusively" under UN control.&nbsp;</p>

<p>The resolution now states that delivery of relief&nbsp;material will be managed consulting "all relevant parties". This is likely to practically mean that Israel would have operational oversight of relief material delivery.</p>

<p>India's External Affairs Minister (EAM) S Jaishankar on Sunday (Dec 17) opened up about allegations made by the United States and Canada regarding pro-Khalistani elements saying that both the issues were not the same.</p>

<p>He further stated that India was ready to look into the matter as it is a responsible country.</p>

<p>While speaking at the Rotary Institute 2023 event in Bengaluru, Jaishankar asserted that India is willing to take into consideration the concerns shared by any other country referring to the allegations imposed by Canada about the alleged link of "agents of the Indian government" in the killing of Khalistani terrorist Hardeep Singh Nijjar.</p>

<p>"I think everybody knows that India is a country where we are very responsible, very prudent in what we do and the whole issue for us has been that we have always maintained that. If any country, not just Canada, if any country has a concern and gives us some input or some basis for that concern, we are always open to looking at it," he said, adding, "This is what countries do."</p>

<p>"So we very sincerely have told the Canadians saying that look it's up to you, I mean your choice whether you would like us to pursue it, further look into it or not," he added.</p>

<h2><strong>US indictment of Nikhil Gupta</strong></h2>

<p>Jaishankar, speaking on US indictment of Indian national Nikhil Gupta in connection with a foiled murder plot to kill Khalistani separatist and leader of the banned Sikhs For Justice (SFJ) outfit Gurpatwant Singh Pannun, underlined that at the time America raised the issue, some specific things were brought to India's notice and that New Delhi was looking into it.</p>

<p>Earlier in November, the United States had charged Gupta with murder-for-hire over a conspiracy to assassinate Pannun, who is a dual citizen of America and Canada, the US attorney's office in Manhattan said in a statement.</p>

<p>US Attorney Damian Williams announced charges against Gupta, who was arrested by Czech authorities in the month of June this year in conformance to the bilateral extradition treaty between the United States and the Czech Republic.</p>

<p>Following this development, MEA spokesperson Arindam Bagchi released a statement saying that the case, allegedly linking Gupta to an Indian official was a "matter of concern" and was contrary to government policy.</p>

<p>On the other hand, Canadian Prime Minister Justin Trudeau said alleged the involvement of "agents of the Indian government" in the killing of Khalistani terrorist Hardeep Singh Nijjar.</p>

<p>However, India has rebuffed the claims calling them "absurd and motivated".</p>

<p>"Security Council is like an old club, where there are set members who don't want to let go of the grip. They want to keep control over the club. Not very keen to admit more members, not keen to have their practices questioned," Jaishankar said.</p>

<p>"In a way, it's a human failing. But I think today it is harming the world. It is harming the world because, on key issues confronting the world, the UN is getting less and less effective," he said.</p>

<p>"And I can also tell you the global sentiment. I mean, today, if you ask 200 countries in the world, do you want reform or don't you want reform? A very large number of countries would say, yes, we want reform...," he added while emphasising that nations are urging for reform efforts in the UN Security Council to deal with the prevailing challenges.</p>

<p>The United States on Friday (Dec 8) vetoed the proposed demand by the other&nbsp;United Nations Security Council countries for an immediate ceasefire in the intense fighting between Israel and the Palestinian militant group Hamas in Gaza, in a bid to shield its longtime ally.</p>

<p>Thirteen other members voted in favour of the draft resolution moved by the United Arab Emirates, while the United Kingdom abstained.&nbsp;</p>

<p>The voting came after United Nations Secretary-General Antonio Guterres, in a rare move, formally warned the 15-member council of a global threat from the war, which has now been going on for over two months.</p>

<p>"What is the message we are sending Palestinians if we cannot unite behind a call to halt the relentless bombardment of Gaza?," Deputy UAE U.N. Ambassador Mohamed Abushahab asked the council.<br />

"Indeed, what is the message we are sending civilians across the world who may find themselves in similar situations?"</p>

<p>"The United Arab Emirates is deeply disappointed," said the representative of the UAE. "Regrettably... this council is unable to demand a humanitarian ceasefire."</p>

<p>"This resolution still contains a call for an unconditional ceasefire... it would leave Hamas in place able to repeat what it did on October 7," said US deputy UN representative Robert Wood.</p>

<p>Wood further denounced the UAE stating that the draft resolution was a rushed, imbalanced text "that was divorced from reality, that would not move the needle forward on the ground in any concrete way."</p>

<p>"We do not support this resolution's call for an unsustainable ceasefire that will only plant the seeds for the next war," said Wood.</p>

<p>UK's UN Ambassador Barbara Woodward said that her country abstained because there was no denunciation of Hamas.</p>

<p>"Israel needs to be able to address the threat posed by Hamas and it needs to do so in a manner that abides by international humanitarian law so that such an attack can never be carried out again," she told the council.</p>

<p>Israel's UN Ambassador Gilad Erdan did not address the Security Council after the vote, but in a statement said: "A ceasefire will be possible only with the return of all the hostages and the destruction of Hamas."</p>

<p>Washington, being the permanent member of the Security Council, can veto any resolution.</p>

<p>Ahead of the vote, Guterres had said that "the brutality perpetrated by Hamas can never justify the collective punishment of the Palestinian people."</p>

<p>Madhu Sudan said that as the concept paper of the meeting suggests, "we should work on transparent and equitable financing and be vigilant with respect to the dangers of unsustainable financing which leads to the vicious cycle of debt traps."</p>

<p>He further noted that peace is “elusive as in our lived experiences where the UN representing the international community struggled to restrain the vaccine apartheid during Covid or the rising inflation of food, fuel and fertilisers which unjustly affect the Global South. It is reflective enough that the voice of the Global South is lost and forgotten without representation."</p>

UNSC prepares to hold emergency meeting on Israel-Hamas situation

<p>Russia and the United States on Wednesday (Oct 25) voted against each others’ draft resolutions which has further deepened the United Nations Security Council’s deadlock over any unified response to address the ongoing war between Israel and the Palestinian militant group Hamas.&nbsp;</p>

<p>The proposals come days after the US vetoed a draft resolution proposed by Brazil which condemned the October 7 terror attacks in Israel by Hamas and called for “humanitarian pauses” in the fighting to allow for aid delivery.</p>

<p>However, US ambassador to the UN Linda Thomas-Greenfield at the time criticised the text for not mentioning Israel’s right to defend itself.&nbsp;</p>

<h2><strong>‘Broadly similar’ US and Russia proposals</strong></h2>

<p>Notably, both resolutions are said to be similarly worded but the Russia-led proposal calls for a “humanitarian ceasefire” while the US has called for a “humanitarian pause” to enable the safe delivery of aid to civilians in Gaza.&nbsp;</p>

<p>Both resolutions condemned the terror attacks by Hamas on Israeli civilians and urged the UN to address the worsening humanitarian situation in Gaza.&nbsp;</p>

<h2><strong>Russia, China veto US-led resolution</strong></h2>

<p>Russia and China vetoed the US-led resolution which reportedly shocked several diplomats as it said Israel has a right to defend itself and demanded Iran stop exporting arms to militant groups.&nbsp;</p>

<p>Nine countries, aside from the US, voted in favour of the Washington-led resolution – Albania, France, Ecuador, Gabon, Ghana, Japan, Malta, Switzerland, and the United Kingdom.&nbsp;</p>

<p>However, it was rejected since China and Russia – two permanent members of the council – voted against the proposal. Brazil and Mozambique abstained from voting.</p>

<p>Ahead of the vote, Thomas-Greenfield said that the US has “worked exhaustively to draft a strong and balanced text.” She also said that in drafting the resolution, “we listened, we engaged” with humanitarian agencies and that the draft includes mechanisms to protect civilians and UN personnel.&nbsp;</p>

<p>However, after the resolution was double vetoed, Thomas-Greenfield told the 15-member council that she was disappointed and “though today’s vote was a setback, we must not be deterred.”</p>

<p>“The draft does not reflect the world’s strongest calls for a ceasefire, an end to the fighting, and it does not help resolve the issue,” said China’s UN Ambassador Zhang Jun after the vote.&nbsp;</p>

<p>He added, “At this moment, ceasefire is not just a diplomatic term. It means the life and death of many civilians.”</p>

<p>However, the Russian proposal failed to garner the minimum number of votes – four – to pass the resolution. A resolution needs at least nine votes and no vetoes by the five permanent members of the Security Council in order for it to be adopted.&nbsp;</p>

At UNSC, India vows continued humanitarian assistance for Palestinians

The United States has vetoed a United Nations Security Council (UNSC) resolution that would have called for humanitarian pause in the Israel-Gaza war for humanitarian aid to flow the vote on the resolution drafted by Brazil.

<p>In a major development concerning the Iranian regime, a UN embargo prohibiting the Shi’ite country from purchasing and selling missiles and drones expired Wednesday (Oct 18).</p>

<p>Richard Goldberg, who served on the National Security Council during the Trump administration, termed the development a “huge victory for Iran.”</p>

<p>Removal of UN sanctions on Iran’s missile programme "will be a huge victory for Tehran that is simply serving as a reward for terrorism and proliferation around world," he was quoted as saying by Fox News.</p>

<h2><strong>How could US retain the sanctions?</strong></h2>

<p>According to experts, US had multiple options on its table to ensure sanctions on Iran remain enforced, especially in the wake of the Israel-Hamas war.</p>

<p>UN Security Council Resolution 2231 states unequivocally that the US is a partner to the resolution that endorsed the JCPOA. The Trump administration previously cited the resolution in its push to trigger snapback sanctions.</p>

<p>Apart from taking this route, the Biden administration could have asked EU3—made up of the UK, France and Germany—to dispatch a letter to the president of the UNSC.&nbsp;</p>

<p>Now, the Biden administration has come under fire for not doing enough to retain the sanctions.</p>

Iran’s missile proliferation radius keeps expanding, and with the lapse of UN restrictions this October, that will almost certainly grow to include Russia," Behnam Ben Taleblu, an Iran expert and senior fellow at FDD, was quoted as saying by Fox News.</p>

<h2><strong>EU taking steps at its level</strong></h2>

<p>Meanwhile, a statement by the European Union said it was acting to maintain the designations that the UN had imposed initially.</p>

<p>"The Council also agreed to maintain sectoral and individual measures, existing under the EU's sanctions regime, notably those related to Iran nuclear proliferation, as well as arms and missile embargoes," the EU statement read.</p>

<p>Earlier, the EU foreign policy chief, Josep Borrell, announced he received a letter from the Foreign Ministers of France, Germany, and the UK (E3) informing him how the country has been in non-compliance with international law since 2019.<br />
The E3 also blamed Iran for missing the opportunity twice to revive the nuclear agreement last year.</p>
