President Donald Trump on Saturday said that Pakistan took "tremendous advantage" of the US over the years, but is now "starting to have a real" relationship.

Trump's remarks came a day after Pakistan secured the release of an American-Canadian family from the clutches of the Haqqani terror network, five years after they were abducted.

“Yesterday, things happened with Pakistan,” said the US president.

“I have openly said Pakistan took tremendous advantage of our country for many years, but we’re starting to have a real relationship with Pakistan, and they’re to respect us as a nation again, and so are other nations,” Trump said.

"They are starting to respect the United States of America again," he said and thanked the leaders of Pakistan for “what they’ve been doing”.

“In this administration, we will call evil by its name,” Trump said.

American citizen Caitlan Coleman and her Canadian husband Joshua Boyle along with their three children were rescued from the Haqqani network on Friday after an operation by Pakistani forces based on intelligence from the US authorities.

Trump had slammed Pakistan for its continued support to terrorist groups and warned Islamabad of consequences if it continues to do so while announcing his Afghan and south Asia policy in August.

President Trump yesterday hailed the release of the hostages from Taliban captivity. He said their release was a “positive moment” for US relations with Pakistan.

Trump also praised Pakistan for its willingness to “do more to provide security in the region” and said the release suggests other “countries are starting to respect the United States of America once again.”

We call evil by its name: President Trump on Pakistan

US secretary of state Rex Tillerson said today President Trump won't ask Congress to "snap back" sanctions against Iran but will stop short of killing the agreement.

"The intent is that we will stay in the JCPOA, but the president is going to decertify," said Rex Tillerson, referring to the 2015 multilateral agreement.

Tillerson said President Trump will announce additional sanctions on Iran's Islamic Revolutionary Guard but will not declare it a terrorist organization.

"A re-imposition of the sanctions," said Secretary of State Rex Tillerson, "would, in effect, say we're walking away from the deal," he added.

Trump is set to make the announcement in a speech at 12:45 p.m. EDT (1645 GMT).

"What we are laying out here is this is the pathway we think provides us the best platform from which to attempt to fix this deal," he said.

"We may be unsuccessful. We may not be able to fix it. And if we’re not then we may end up out of the deal," the secretary of state added.

Meanwhile, Iran said today it would retaliate against any action targeting towards its armed forces.

"Iran will strongly respond to any action against its military forces, including the Revolutionary Guards Corps," Reuters quoted foreign ministry spokesman Bahram Qasemi statement on state TV.

Qasemi also warned about the possibility of pulling out of the deal.

"Iran always acts based on its interests and will continue to do so. If necessary, we can also withdraw from the deal," Qasemi said.

President Trump to decertify Iran nuclear deal: Tillerson

President Donald Trump on Thursday signed an order to make it easier for Americans to buy bare-bones health insurance plans, using his presidential powers to undermine Obamacare after fellow Republicans in Congress failed to repeal the 2010 law.

Trump issued the executive order aimed at letting small businesses band together across state lines to buy cheaper, less regulated health plans for their employees with fewer benefits. Such new insurance options, however, may not be available until 2019, and the order could face legal challenges from Democratic state attorneys general.

It was Trump's most concrete step to undo Obamacare since he took office in January promising to dismantle Democratic former President Barack Obama's signature domestic policy achievement.

Senate Democratic leader Chuck Schumer accused Trump of "using a wrecking ball to single-handedly rip apart our healthcare system."

Republicans call Obamacare, which extended health insurance to 20 million people, a government intrusion into Americans' healthcare, and have been promising for seven years to scrap it.

Trump's order aims to give people more access to cheaper plans, which do not cover essential health benefits such as maternity and newborn care, prescription drugs, and mental health and addiction treatment.

"Destroying everything"

"The cost of the Obamacare has been so outrageous, it is absolutely destroying everything in its wake," Trump said at a White House signing ceremony.

Trump's order was aimed at making it easier for small businesses to join together as associations across state lines.

Unlike large employers that can create their own health plans because their workforces are big enough to spread risk - mitigating the effect of individuals with serious illnesses - small employers have few options to offer reasonably priced health coverage.

Allowing small employers to band together in associations is meant to give them options similar to larger companies. The White House also said the associations would give employers more leverage to negotiate with insurance companies in purchasing health insurance plans for employees.

Some of the business groups that the order is aimed at, including franchise organisations and retailers - which generally have large number of hourly employees - said they are interested and want to be part of the rule-making process at the Department of Labor, but cautioned that there are many details to tackle.

“It’s not something we'll be able to open a suitcase tomorrow and be in business with. There are a lot of issues to be worked out and to consider,” said Neil Trautwein, vice president of health care policy at the National Retail Federation.

A spokesman for the National Federation of Independent Business, the largest small-business association in the country, said it would be watching to see "how the regulatory architecture develops" and make a determination in the future.

Small businesses have been among the biggest critics of Obamacare.

The order also sought to change an Obama-era limit on the time span that people can use short-term health insurance plans, which are cheaper but cover few medical benefits. Those plans are currently limited to three months.

Joseph Antos, a healthcare expert at the conservative American Enterprise Institute think tank, said he did not believe the order would have much of an impact because employers from regions with lower healthcare costs, like Iowa, would not want to join up with those from regions with higher costs.

Experts also questioned whether Trump has the legal authority to expand association health plans.

Democratic state attorneys general have said they will sue if Trump tries to destroy Obamacare. California Attorney General Xavier Becerra said Trump's executive order is just another step towards imploding the Affordable Care Act.

"It should come as no surprise that California is prepared to fight in court to protect affordable healthcare for its people," Becerra said.

The association health plans could attract young, healthy people and leave a sicker, more expensive patient pool in the individual insurance markets created under Obamacare, driving up premiums.

The American Hospital Association said Trump's order "could destabilise the individual and small group markets, leaving millions of Americans who need comprehensive coverage to manage chronic and other pre-existing conditions, as well as protection against unforeseen illness and injury, without affordable options."

Small health insurers and state insurance regulators also criticised Trump's move.

Hospital stocks edged lower in Thursday trading, with HCA Healthcare down 1.7 per cent and Tenet Healthcare down 4.4 per cent. Medicaid insurers also fell with Centene off 2.5 per cent.

Trump has taken a number of other steps to weaken or undermine Obamacare. He has not committed to making billions of dollars of payments to insurers guaranteed under Obamacare, prompting many to exit the individual market or hike premiums for 2018.

The administration also halved the open enrollment period, which begins November 1, slashed the Obamacare advertising and outreach budget, and allowed broad religious and moral exemptions to the law's mandate that employers provide coverage for women's birth control.

Frustrated by Congress, Trump signs order to weaken Obamacare

US President Donald Trump has "lit the wick of war" with North Korea and his country will be made to pay with "a hail of fire", a Russian news agency quoted North Korea's foreign minister as saying on Wednesday.

Tensions between North Korea and the United States have risen in recent weeks over Pyongyang's nuclear weapons and missile programs.

North Korea has test-fired several missiles and conducted what it said was a test explosion of a hydrogen bomb as it advances toward its goal of developing a nuclear-tipped missile capable of hitting the US mainland.

Speaking to Russia's state-run TASS news agency, North Korean Foreign Minister Ri Yong Ho said his country's nuclear program guaranteed peace and safety in the region and would not be a matter of discussion.

"With his bellicose and insane statement at the United Nations, Trump, you can say, has lit the wick of a war against us," TASS quoted Ri as saying. "We need to settle the final score, only with a hail of fire, not words."

Ri has previously called Trump "President Evil" and his comments are likely to fuel an escalating war of words between the U.S. President and North Korean leader Kim Jong Un.

"We have almost reached the last point on the journey towards our final goal - to achieve a real balance of power with the United States," he said.

"Our principal position is that we will never agree to any talks in which our nuclear weapons will be the subject of negotiations."

President Donald Trump will sign an executive order on Thursday to make it easier for Americans to buy bare-bones health insurance plans and circumvent Obamacare rules, the White House said, but the action faces possible legal challenges.

Stymied in Congress by the failure of Senate Republicans to pass legislation to dismantle Democratic former President Barack Obama's signature domestic policy achievement, Trump's executive order marks his administration's latest effort to undermine the 2010 law without action by lawmakers.

Trump was due to sign the order at a ceremony scheduled for 11:15 a.m. (1515 GMT).

"This is the beginning of the actions the administration will take to provide relief to Americans," Andrew Bremberg, director of Trump's Domestic Policy Council, told reporters.

Bremberg said Trump still hopes Congress will pass legislation repealing and replacing Obamacare, formally called the Affordable Care Act.

The order instructs the labor secretary to consider steps that would make it easier for small businesses to band together as associations across state lines to buy cheaper health plans that would be exempt from some Obamacare requirements.

Those requirements include the mandate that all health plans cover 10 essential health benefits, including maternity and newborn care, prescription drugs, and mental health and addiction treatment.

The order also instructs the departments of Health and Human Services, Labor and Treasury to change an Obama-era limit on the time span people can use short-term health insurance plans, which are cheaper but cover few medical benefits. Those plans are currently limited to three months.

Republicans, despite controlling the White House and both chambers of Congress, have failed since Trump took office in January to make good on their seven-year promise to repeal Obamacare, which they have called a government intrusion into Americans' healthcare.

Experts questioned whether Trump has the legal authority to expand association health plans.

The action could open Trump to legal challenges from Democratic state attorneys general, who have said they will sue Trump if he tries to destroy Obamacare, a law that brought health insurance coverage to 20 million Americans.

Experts said the association health plans could attract young, healthy people and leave a sicker, more expensive patient pool in the individual insurance markets created under Obamacare, driving up premiums and effectively eroding the law's protection for those with pre-existing conditions.

Conservative groups and lawmakers have cheered Trump's order. Republican Senator Rand Paul, who said he worked with Trump for months on the order, opposed the Senate's most recent attempt to overhaul Obamacare because he said it left too many of Obamcare's regulations and spending programs in place.

Trump set to sign order circumventing Obamacare rules

US President Donald Trump tore into the press and questioned whether broadcasters should have their licenses revoked Wednesday, after an unflattering story about his nuclear policy.

"It's frankly disgusting the way the press is able to write whatever they want to write," Trump fumed as he met his Canadian counterpart in the Oval Office "people should want to look into it."

But the president -- who has a history of being combative with the media -- said he did not want to see formal restrictions.

"No. The press should speak more honestly, I mean, I've seen tremendously dishonest press. It's not even a question of distortion."

Trump was angered after NBC News reported he had asked to dramatically increase in America's nuclear stockpile, calling it "made up."

His secretary of defense backed him publicly.

"Recent reports that the president called for an increase in the US nuclear arsenal are absolutely false," Pentagon chief Jim Mattis said in a statement.

"This kind of erroneous reporting is irresponsible."

The US television network reported that Trump told generals and security aides over the summer that he wanted a "nearly tenfold increase" in the US nuclear arsenal.

"With all of the Fake News coming out of NBC and the Networks, at what point is it appropriate to challenge their License? Bad for country!" Trump had earlier tweeted.

The US Constitution is understood to guarantee press freedom, but television networks rely on access to broadcast frequencies granted by government agencies.

After the briefing, the secretary of state is alleged to have called Trump a "moron," although Rex Tillerson's spokeswoman has denied that allegation.

Trump denied requesting more weapons. "I never discussed increasing it. I want it in perfect shape. That was fake news," he said.

Such a move would abrogate key international arms control treaties and upend decades of non-proliferation policy, with deep ramifications across the globe.

"Right now, we have so many nuclear weapons I want them in perfect condition, perfect shape. That's the only thing I have discussed," Trump said.

As president and candidate, Trump has often mused aloud about America's nuclear weapons power, saying there is no point in having them if you do not use them.

US broadcaster NBC has been at the centre of controversy after it reported that vice president Mike Pence had to talk Tillerson out of resigning.

President Donald Trump said today US TV network CBS had "made up a story" that he wanted a ten-fold increase in nuclear arsenal. The President took to Twitter to say: "With all of the fake news coming out of NBC and the networks, at what point is it appropriate to challenge their license." Fake news that I wanted 'ten-fold' increase in nuclear arsenal: Trump

Donald Trump's feud with top diplomat Rex Tillerson burst back into the open Tuesday, after the US president joked that he and his Secretary of State should compare IQ scores.

Having loudly dismissed reports that Tillerson had once called him a "moron," Trump refused to let the controversy go, renewing questions about Tillerson's future.

In an interview with Forbes magazine, Trump was asked about last week's report that Tillerson had insulted him behind his back -- a story that both had already denied.

"I think it's fake news," Trump said, before allowing: "But if he did that, I guess we'll have to compare IQ tests. And I can tell you who is going to win."

The interview was published hours before the two men met in the White House for talks on Iran, Turkey and North Korea and then lunch with Defense Secretary Jim Mattis.

Ahead of the sit-down, Trump had insisted he still had confidence in the secretary of state, saying: "I did not undercut anybody. I don't believe in undercutting people."

But White House insiders say that Tillerson's refusal to personally deny an NBC News report that he labelled Trump a "moron" after a July meeting had only deepened the rift.

President 'allowed to joke'
After the meetings, White House spokeswoman Sarah Huckabee Sanders insisted there was no rift between the men -- and that Trump does not think Tillerson stupid.

"The President certainly never implied that the secretary of state was not incredibly intelligent. He made a joke, nothing more than that," Sanders insisted.

"He has full confidence in the secretary of state. They had a great visit earlier today. And they are working hand in hand to move the president's agenda forward."

Over at the State Department, spokeswoman Heather Nauert declared when asked that Tillerson's IQ was "high" but insisted that the top diplomat he had not been offended.

"Speaking with some of our folks who were over there with the president, with the secretary and the president. The meetings were described as positive," Nauert said.

"I think the president is allowed to joke. He's allowed to have a sense of humor … the secretary is more than fine with that," she said of Trump's remarks about IQ.

Since the alleged insult was reported, White House chief of staff John Kelly has been struggling to keep a lid on the crisis, and on renewed rumors of Tillerson's departure.

But that effort that has been consistently thwarted by Trump's tweets and barbed remarks.

Last week, before the report of the insult was published, Trump took to Twitter to accuse the former ExxonMobil CEO of "wasting his time" trying to negotiate with North Korea.

The rebuke revived rumors that Tillerson is unhappy at his post, but he insists he has no intention of resigning.

Crucial time
In Washington, Tillerson, along with Mattis, Kelly and chairman of the joint chiefs Joseph Dunford are increasingly seen as a buffer against Trump's impulses.

Kelly has worked to control the flow of information across Trump's desk and imposed a decision-making structure that was absent in the early days of the administration.

But for many in Washington, even former supporters from the president's own party, he has not yet been successful.

"The White House has become an adult day care center," Senator Bob Corker declared at the weekend, an astonishing public rebuke from a Republican who campaigned for Trump and chairs the Senate foreign relations committee.

Tillerson's departure would be a major blow to those hoping to temper Trump and prevent the slide towards what Corker described as "the path to World War III."

And it could not come at a more sensitive time diplomatically.

Trump is poised to confront Iran by questioning a major nuclear deal later this week and appears set on stepping up his threats against nuclear-armed North Korea.

Tillerson will also play a major role in preparing Trump's monster trip to Asia next month, that will take in Japan, South Korea, China, Vietnam and the Philippines.

Who's the moron? Trump challenges Tillerson to IQ test

Outside the Morgan County fair in McConnelsville, in a rural swath of Ohio that fervently backed US President Donald Trump in last year's election, ticket seller John Wilson quietly counts off a handful of disappointments with the man he helped elect.

The 70-year-old retired banker said he is unhappy with infighting and turnover in the White House. He does not like Trump's penchant for traveling to his personal golf resorts. He wishes the president would do more to fix the healthcare system, and he worries that Trump might back down from his promise to force illegal immigrants out of the country.

"Every president makes mistakes," Wilson said. "But if you add one on top of one, on top of another one, on top of another, there's just a limit."

Trump, who inspired millions of supporters last year in places like Morgan County, has been losing his grip on rural America.

According to the Reuters/Ipsos daily tracking poll, the Republican president's popularity is eroding in small towns and rural communities where 15 per cent of the country's population lives. The poll of more than 15,000 adults in "non-metro" areas shows that they are now as likely to disapprove of Trump as they are to approve of him.

In September, 47 per cent of people in non-metro areas approved of Trump while 47 per cent disapproved. That is down from Trump's first four weeks in office, when 55 percent said they approved of the president while 39 percent disapproved.

The poll found that Trump has lost support in rural areas among men, whites and people who never went to college. He lost support with rural Republicans and rural voters who supported him on Election Day.

And while Trump still gets relatively high marks in the poll for his handling of the economy and national security, rural Americans are increasingly unhappy with Trump's record on immigration, a central part of his presidential campaign.

Forty-seven percent of rural Americans said in September they approved of the president's handling of immigration, down from 56 percent during his first month in office.

Poll respondents who were interviewed by Reuters gave different reasons for their dissatisfaction with the president on immigration.

A few said they are tired of waiting for Trump to make good on his promise to build a wall along America's southern border, while others said they were uncomfortable with his administration's efforts to restrict travel into the United States.

"There should be some sort of compromise between a free flow of people over the border and something that's more controlled," said Drew Carlson, 19, of Warrensburg, Missouri, who took the poll.

But Trump's "constant fixation on deportation is a little bit unsettling to me."

The Trump administration would not comment about the Reuters/Ipsos poll. (For a graphic depicting poll results, see: http://tmsnrt.rs/2yuVIun)

To be sure, Trump is still much more popular in rural America than he is elsewhere.

Since he took office, "I like him less, but I support him more," said Robert Cody, 87, a retired chemical engineer from Bartlesville, Oklahoma who took the poll.

Cody said that Trump may rankle some people with the way he talks and tweets, but it is a small price to pay for a president who will fight to strip away government regulations and strengthen the border.

Dropping off the screen

When Trump called the election a "last shot" for the struggling coal industry and when he called for protecting the nation’s southern border with a “big, fat, beautiful wall", he was speaking directly to rural America, said David Swenson, an economist at Iowa State University.

"Feelings of resentment and deprivation have pervaded a lot of these places," Swenson said. "And here comes a candidate (Trump) who's offering simplistic answers" to issues that concern them.

Rural Americans responded by supporting Trump over Democratic rival Hillary Clinton by 26 percentage points during the election, an advantage that helped tip the balance in battleground states, such as Michigan, Wisconsin and Pennsylvania, where Trump won by less than 1 percentage point.

But after 10 months, many are still waiting to see concrete changes that could make life easier in rural America, said Karl Stauber, who runs a private economic development agency serving a patchwork of manufacturing communities in south central Virginia.

"Rural people are more cynical about the federal government than people in general are," Stauber said. "They've heard so many promises, and they've not seen much done."

Despite all the talk of bringing manufacturing jobs back, Stauber said he has not seen any companies which have relocated to his region, or anyone expand their workforce, due to new federal policies.

"It just seems like we've dropped off the screen," he said.

According to the poll, Trump's overall popularity has dropped gradually, and for different reasons, this year.

Rural Americans were increasingly unhappy with Trump's handling of healthcare in March and April after he lobbied for a Republican plan to overhaul Obamacare and cut coverage for millions of Americans.

In May and June, they were more critical of Trump's ability to carry out US foreign policy, and they gave him lower marks for "the way he treats people like me."

In August, they were increasingly unhappy with "the effort he's making to unify the country" after he blamed "both sides" for the violence in Charlottesville, Virginia, in which a suspected white nationalist drove his car into a crowd of anti-racist demonstrators.

The Reuters/Ipsos poll was conducted online in English across the United States. It asked people to rate the president’s performance and the results were filtered for people who lived in zip codes that fell within counties designated as "non-metro" by the federal government.

The poll combined the results of "non-metro" respondents into nine, four-week periods. Each period included between 1,300 and 2,000 responses and had a credibility interval, a measure of accuracy, of 3 percentage points.

Trump's popularity slipping in rural America: Poll

President Trump triggered a Twitter firestorm within his own party on Sunday attacking Republican senator Bob Corker labelling him as a man "lacking guts".

The Tennessee senator shot back at the President saying, "White House is being run as an adult daycare center."

I said "NO" and he dropped out (said he could not win without my endorsement). President Trump risks the nation on the path to World War III: Republican senator Bob Corker

US President Donald Trump and Republican senator Bob Corker engaged in an extraordinarily pointed back-and-forth on Sunday, with Trump saying the senator lacked "guts" and Corker replying that the White House had become "an adult daycare center."

The highly unusual exchange seemed to come out of nowhere on a rainy Sunday morning that Trump began in the White House before skies cleared and he headed to a nearby golf course.

Corker, a respected moderate who once supported Trump, has emerged in recent months as one of the president's most outspoken Republican critics. He recently said that only the presence of the generals in Trump's inner circle had kept the White House from descending into "chaos."

Trump made no mention of that remark in his tweets Sunday, instead attacking Corker for his recent decision not to seek re-election and saying that as chairman of the Foreign Relations Committee the Tennessee senator bore heavy responsibility for what Trump considers the deeply flawed nuclear deal with Iran.

Trump's tweetstorm was not particularly unusual -- he has rarely been one to calmly endure criticism -- but Corker's blunt rebuttal was strikingly rare, coming from a fellow Republican in such a prominent position.

The senator, perhaps feeling liberated by his decision not to seek re-election, tweeted: "It's a shame the White House has become an adult day care center. Someone obviously missed their shift this morning," hinting that presidential caretakers were not doing their job.

A few hours later, Trump was online once again -- hitting back to suggest Corker's achievements in office have been limited.

"Bob Corker gave us the Iran Deal, & that's about it. We need HealthCare, we need Tax Cuts/Reform, we need people that can get the job done!" he wrote.

The Trump-Corker feud, long in the making, flared up last week after Trump seemed to pull the rug out from Secretary of State Rex Tillerson as the Texan attempted to open lines of dialogue with North Korea. Trump tweeted that Tillerson was "wasting his time trying to negotiate."

A clearly frustrated Corker told reporters on Wednesday that Tillerson was not getting the support he needed from above.

He then added, "I think Secretary Tillerson, Secretary (of Defense James) Mattis and Chief of Staff (John) Kelly are those people that help separate our country from chaos, and I support them very much."

While he did not mention Trump specifically, his meaning seemed clear.

Corker had supported Trump's presidential campaign. He reportedly was considered as a possible vice presidential running mate to Trump, and later as a potential secretary of state.

But the relationship took a turn for the worse in August. After Trump's much-criticized remarks about the violent protests in Charlottesville, Virginia, Corker said that Trump had "not yet been able to demonstrate the stability, nor some of the competence, that he needs to demonstrate."

Without such qualities and a better understanding by Trump of "what made this nation great," Corker told reporters, "our nation is going to go through great peril."

Senator Bob Corker, a respected moderate who once supported Trump, has emerged in recent months as one of the president's most outspoken Republican critics

US President Donald Trump and Republican senator Bob Corker engaged in an extraordinarily pointed back-and-forth on Sunday, with Trump saying the senator lacked "guts" and Corker replying that the White House had become "an adult daycare center." The highly unusual exchange seemed to come out of nowhere on a rainy Sunday morning that Trump began in the White House before skies cleared and he headed to a nearby golf course. Corker, a respected moderate who once supported Trump, has emerged in recent months as one of the president's most outspoken Republican critics. He recently said that only the presence of the generals in Trump's inner circle had kept the White House from descending into "chaos." The highly unusual exchange seemed to come out of nowhere on a rainy Sunday morning that Trump began in the White House before skies cleared and he headed to a nearby golf course × Trump made no mention of that remark in his tweets Sunday, instead attacking Corker for his recent decision not to seek re-election and saying that as chairman of the Foreign Relations Committee the Tennessee senator bore heavy responsibility for what Trump considers the deeply flawed nuclear deal with Iran. In a series of tweets, Trump wrote: "Senator Bob Corker 'begged' me to endorse him for re-election in Tennessee. I said 'NO' and he dropped out (said he could not win without... "..my endorsement). Trump says senator lacks 'guts', who replies White House has become 'adult daycare centre'

U.S. President Donald Trump on Saturday said "only one thing will work" in dealing with North Korea after previous administrations had talked to Pyongyang without results.

"Presidents and their administrations have been talking to North Korea for 25 years, agreements made and massive amounts of money paid," Trump said in a tweet. "...Hasn't worked, agreements violated before the ink was dry, making fools of U.S. negotiators. Sorry, but only one thing will work!"

Trump did not make clear to what he was referring, but his comments seemed to be a further suggestion that military action was on his mind.

The president has previously said the United States would "totally destroy" North Korea if necessary to protect itself and its allies from Pyongyang's nuclear threats.

Earlier this week, during a meeting with top U.S. military leaders and their spouses, Trump told reporters it was the "calm before the storm." Asked for clarification then on what he meant, Trump said: "You'll find out."

Speaking to reporters on Saturday ahead of a trip to North Carolina, Trump said he had nothing more to clarify.

White House spokeswoman Sarah Sanders referred to Iran and North Korea the following day when asked about Trump's "calm before the storm" comments.

Asked on Saturday about Trump's tweet, Sanders said she had nothing to add to the president's comments.

The Pentagon referred a question for clarification to the White House and said the Defense Department's job was to "present the president military options and carry out orders."

Trump repeatedly has made clear his distaste for dialogue with North Korea. On Sunday he dismissed the idea of talks as a waste of time, a day after Secretary of State Rex Tillerson said Washington was maintaining open lines of communication with North Korean leader Kim Jong Un's government.

Trump said on Saturday that he had a good relationship with his secretary of state despite some disagreements.

"We have a very good relationship. We disagree on a couple of things. Sometimes I’d like him to be a little bit tougher, but other than that we have a very good relationship,” he said.

A Russian lawmaker on Friday was quoted saying North Korea was preparing to test a long-range missile that it believes can reach the west coast of the United States. Anton Morozov, a member of the Russian lower house of parliament's international affairs committee, was part of a Russian delegation that visited Pyongyang from Oct. 2-6, according to Russian RIA news agency.

North Korea's nuclear weapons and missile programs have driven up tensions in the region and around the world in recent months, particularly after it conducted a test explosion of what it said was a hydrogen bomb.

President Donald Trump on Sunday defended US efforts to bring relief to storm-battered Puerto Rico, even as one island official said Trump was trying to gloss over "things that are not going well."

A day after Trump launched a Twitter attack against San Juan Mayor Carmen Yulin Cruz following her desperate pleas for more help, he tweeted that "we have done a great job with the almost impossible situation in Puerto Rico."

Trump said US military teams and the Federal Emergency Management Agency were doing "amazing work" and credited the island's governor and others with a "fantastic job."

But two weeks after devastating Hurricane Maria left much of the island without electricity, fresh water or sufficient food, many Puerto Ricans seemed to have a far gloomier outlook.

Hilda Lopez, in her 80s, broke into tears when approached as she left Mass at San Juan's Cathedral.

"It pains me that the president of the United States has expressed himself the way he has in recent days. I don't know if it's because he doesn't appreciate the pain" that Puerto Ricans are suffering.

'Looking for an excuse'

Trump, in one tweet Sunday, said that those who continued to criticize the relief effort were either "Fake News or politically motivated ingrates."

Mayor Cruz, in an interview with CNN, shrugged off the criticism. She told CNN that millions were still in dire circumstances and that Trump seemed to be "looking for an excuse for things that are not going well."

Trump's criticism has drawn sharp retorts even from within his Republican Party.

"When people are in the middle of a disaster, you don't start trying to criticize them," Ohio Governor John Kasich, a presidential hopeful in 2016, said on CNN. "You got to be bigger than the nonsense."

And Senator Bernie Sanders, an independent who ran for the Democratic presidential nomination in 2016, told CNN: "Speaking from his fancy golf club, playing golf with his billionaire friends, attacking the mayor of San Juan, who is struggling to bring electricity to the island, food to the island, water to the island, gas to the island, that is just -- it is unspeakable.

"And I don't know what world Trump is living in."

Trump spent Sunday morning at his golf resort in Bedminster, New Jersey, before traveling to another golf course in nearby Jersey City to present the trophy to the winner of the Presidents Cup tournament. He dedicated the tournament trophy to all recent US hurricane victims.

"On behalf of all of the people of Texas, and... if you look today and you see what's happening, how horrible it is but we have it under really great control, Puerto Rico," he said.

"And the people of Florida who have really suffered over this last period of time with the hurricanes," Trump said before presenting the trophy to US captain Steve Stricker.

"I want to just remember them, and we're going to dedicate this trophy to all those people who went through so much, that we love, that are part of our great state, really a part of our great nation," Trump said.

'A long way to go'

The Trump administration sent several top officials onto Sunday talk shows with the message that the relief effort is going well, despite complaints that the federal effort in Puerto Rico has fallen short of the work done after hurricanes ravaged Texas, Florida, and Louisiana.

"The administration's done an extraordinary job of delivering goods and services to people," said White House economics adviser Gary Cohn, appearing on Fox News Sunday. "We're working full-speed ahead."

FEMA administrator Brock Long offered a slightly more cautious assessment, telling ABC's "This Week" that "we've got a long way to go."

Long said the storms that struck Puerto Rico -- Irma and Maria -- greatly magnified the challenge for relief workers by damaging or wiping out some 3,200 roads or bridges.

Still, he said, "We (have) pushed everything into that island that we can."

The US Defense Department meanwhile reported that it was continuing efforts to bring relief even to the most isolated communities, while repairing roads, ports, and electrical networks, and reinforcing the badly eroded Guajataca dam. Only one-tenth of the island has cell service.

The Pentagon said 59 of 69 hospitals surveyed were partly or fully operational. The Navy hospital ship Comfort is scheduled to arrive in San Juan on Wednesday.

Outside San Juan Cathedral on Sunday, 57-year-old retiree Aida Rosario said she, too, would welcome a Trump visit.

"Let Trump come, let him see how things are here, let him experience what we are going through," she said.

"There are people who can hardly eat -- or maybe once a day...

"We are in difficult times."

A government based in eastern Libya said on Wednesday it would bar entry to US citizens after President Donald Trump's administration included Libya in a new travel ban.

The eastern-based government of Abdullah al-Thinni is aligned with Libyan military commander Khalifa Haftar and is opposed to the internationally recognised Government of National Accord (GNA) in Tripoli.

Announcing its ban, the eastern-based government said it was responding to "a dangerous escalation that targets Libyan citizens and puts them in the same basket as the terrorists against whom our... armed forces are fighting".

President Donald Trump warned North Korea on Tuesday that any US military option would be "devastating" for Pyongyang, but said the use of force was not Washington's first option to deal with the country's ballistic and nuclear weapons programme.

"We are totally prepared for the second option, not a preferred option," Trump said at a White House news conference, referring to military force. "But if we take that option, it will be devastating, I can tell you that, devastating for North Korea. That's called the military option. If we have to take it, we will."

Bellicose statements by Trump and North Korean leader Kim Jong Un in recent weeks have created fears that a miscalculation could lead to action with untold ramifications, particularly since Pyongyang conducted its sixth and most powerful nuclear test on September 3.

Despite the increased tension, the United States has not detected any change in North Korea's military posture reflecting an increased threat, the top US military officer said on Tuesday.

The assessment by Marine Corps General Joseph Dunford, chairman of the US Joint Chiefs of Staff, about Pyongyang's military stance was in contrast to a South Korean lawmaker who said Pyongyang had boosted defences on its east coast.

"While the political space is clearly very charged right now, we haven't seen a change in the posture of North Korean forces, and we watch that very closely," Dunford told a Senate Armed Services Committee hearing on his reappointment to his post.

In terms of a sense of urgency, "North Korea certainly poses the greatest threat today," Dunford testified.

North Korea has been working to develop nuclear-tipped missiles capable of hitting the US mainland, which Trump has said he will never allow. Dunford said Pyongyang will have a nuclear-capable intercontinental ballistic missile "soon," and it was only a matter of a "very short time".

"We clearly have postured our forces to respond in the event of a provocation or a conflict," the general said, adding that the United States has taken "all proper measures to protect our allies" including South Korean and Japan.

"It would be an incredibly provocative thing for them to conduct a nuclear test in the Pacific as they have suggested, and I think the North Korean people would have to realise how serious that would be, not only for the United States but for the international community," Dunford said.

South Korean lawmaker Lee Cheol-uoo, briefed by the country's spy agency, said North Korea was bolstering its defences by moving aircraft to its east coast and taking other measures after the flight by US bombers. Evans Revere, a former senior diplomat who met with a North Korean delegation in Switzerland this month, said that Pyongyang had been reaching out to "organizations and individuals" to encourage talks with former U.S. officials to get a sense of the Trump administration`s thinking.

"They`ve also been accepting invitations to attend dialogues hosted by others, including the Swiss and the Russians," he said.

Revere said his best guess for why the North Koreans were doing this was because they were "puzzled by the unconventional way that President Trump has been handling the North Korea issue" and were eager to use "informal and unofficial meetings to gain a better understanding of what is motivating Trump and his administration".

In Moscow, Russia`s Foreign Ministry said it was working behind the scenes to find a political solution and that it plans to hold talks with a representative of North Korea`s foreign ministry who is due to arrive in Moscow on Tuesday, the RIA news agency cited the North`s embassy to Russia as saying. The United States and South Korea are technically still at war with North Korea after the 1950-53 conflict ended in a truce and not a peace treaty.

Military option for North Korea not preferred, but would be 'devastating': President Trump

Venezuela accused the United States on Monday of "psychological terrorism" designed to bring down the government after it was included in a list of eight countries targeted by a travel ban.

"As if it mattered to us to have a visa for the United States. I only go to the United States if I have to go to the UN, to the OAS," President Nicolas Maduro said, referring to the Organization of American States.

Speaking at a meeting with governors broadcast by state television VTV, Maduro said US President Donald Trump has "isolated the United States" with his speech at the United Nations General Assembly last week, in which he called the Venezuelan leader a "dictator."

He was speaking a day after Venezuela was added to a new list of countries targeted by the US ban, due to what it called poor security and a lack of cooperation with American authorities.

The restrictions on Venezuela were limited to officials from a list of government agencies and their families, while full travel bans were placed on nationals from the other seven countries, including Chad and North Korea.

Earlier, Foreign Minister Jorge Arreaza described Trump as acting like "the world's emperor."

Amid an escalating war of words, Arreaza told the UN General Assembly that Venezuela would seek dialogue with Washington to "stop the madness and irrationality."

Last week, he accused Trump of being "racist and supremacist" after the US leader told the annual UN gathering that the US was ready to act to restore Venezuela's democracy.

"As a free people, we are ready to defend our sovereignty, our independence and our democracy in any scenario and in any way," Arreaza said.

In a short statement to reporters following his speech, he added: "I insist, if they attack us on the ground, we will respond forcefully in the defense of our country and of our people."

His foreign ministry said that "these types of lists... are incompatible with international law and constitute in themselves a form of psychological and political terrorism."

Most of the nations affected by the US ban were part of a measure targeting Muslim countries that Trump authorized shortly after taking office.

Maduro's socialist government said Washington was using the fight against terrorism for its own political ends.

The foreign ministry statement said the ban was seeking to "stigmatize" Venezuela "under the pretext of combating terrorism, by including it in a unilaterally drawn-up list and accusing other states of being alleged promoters of this terrible scourge."

It rejected "the irrational decision of the United States government to once again catalog the noble Venezuelan people as a threat to their national security."

Venezuela has been rocked by months of economic chaos and deadly protests as Maduro tries to consolidate control, including through a new Constituent Assembly that has wrested power from the opposition-dominated legislature.

OAS Secretary General Luis Almagro called for additional sanctions against the Maduro government, denouncing what he called the "consolidation of the dictatorial regime in Venezuela."

His organization's fourth report on the Venezuelan political crisis says that democracy was "completely eliminated" when the "illegitimate" Constituent Assembly was established on July 30.

US Treasury Secretary Steven Mnuchin said banks doing business in North Korea would not be allowed to operate in the United States.

KCNA also published rare criticism of official Chinese media, saying comments on North Korea's nuclear program had damaged ties and suggested Beijing, its neighbour and only major ally, had sided with Washington.

In a hard-edged speech to the United Nations General Assembly on Tuesday, Trump mockedNorth Korean leader Kim Jong Un as a "rocket man" for his repeated ballistic missile tests.

"We view the speech as portraying a firm and specific stance on the key issues regarding keeping peace and safety that the international community and the United Nations are faced with," the office of South Korean President Moon Jae-in said in a statement on Wednesday.

"It clearly showed how seriously the United States government views North Korea's nuclear programme as the president spent an unusual amount of time discussing the issue," the presidential Blue House's statement said.

North Korea admitted in 2002 it had kidnapped 13 Japanese in the 1970s and 1980s to train spies. Five of them returned to Japan but Tokyo suspects that hundreds more may have been taken.

STRICT SANCTIONS

North Korea, which has conducted more than 80 missile tests under third-generation leader Kim, says it needs its weapons to protect itself from U.S. aggression. South Korea and the United States are technically still at war with North Korea after the 1950-53 Korean conflict ended with a truce, not a peace treaty.

The UN Security Council has unanimously imposed nine rounds of sanctions on North Korea since 2006, the latest earlier this month aimed at restricting fuel supplies and cutting off textile exports, a key foreign exchange earner.

The United States has urged China, North Korea's main ally and trading partner, and Russia to do more to rein in Kim, something Trump appeared to allude to in his speech.

US will destroy its own credibility if it withdraws from Iran nuclear deal: President Rouhani

US President Donald Trump makes his debut at the United Nations on Monday, with an address on UN reform as a week of intense diplomacy kicks off, dominated by worries about North Korea, Iran and Myanmar.

Trump, who once disparaged the world body as a "club" for "people to get together, talk and have a good time," will lay out his views on how to improve the United Nations a day before he makes his first address to the General Assembly.

About 130 world leaders are attending this year's global gathering, but all eyes will be on Trump, whose "America First" agenda has alarmed both allies and foes.

The UN's number one financial backer, the United States has threatened deep cuts to UN funding that Secretary-General Antonio Guterres has said would create an "unsolvable problem" for the world body.

Guterres, who is pushing for an overhaul of the UN bureaucracy, will also address the event at which leaders will sign a pledge of support for reform.

France and Russia have reacted coolly to the US initiative, amid concerns that the US administration is focused more on cost-cutting than improving the UN's performance.

US Ambassador Nikki Haley was a driving force behind a $600-million-dollar cut to the UN peacekeeping budget this year.

Haley on Friday pointed to the more than 120 countries that back the US-drafted political declaration on UN reform as a "miraculous number," showing there is support for a "massive reform package" led by Guterres.

Differences over Iran, North Korea

On Monday, Trump will hold talks with French President Emmanuel Macron, who will also be making his maiden address at the General Assembly on Tuesday, and with Israeli Prime Minister Benjamin Netanyahu.

Both Macron and Netanyahu are expected to raise the future of the Iran nuclear agreement, with the French leader making a strong case for keeping it alive and the Israeli prime minister pushing for its demise.

Trump will also have a working dinner with Latin American leaders that will touch on the crisis in Venezuela.

North Korea's nuclear and missile tests will be in the spotlight with foreign ministers set to discuss enforcing sanctions against Pyongyang during a Security Council meeting on non-proliferation on Thursday.

Also on Thursday, Trump will be holding talks with Japanese and South Korean leaders who have backed the US drive to ratchet up sanctions on North Korea.

The council last week imposed a new raft of measures such as a ban on export textiles and a cap on oil shipments to pile pressure on Pyongyang to come to the table and negotiate an end to its nuclear and missile programs.

Russia and China, however, are calling for diplomatic talks with North Korea while warning that a military option as suggested by the United States would have catastrophic consequences.

Myanmar

British Foreign Secretary Boris Johnson will host a meeting on the military campaign in Myanmar which the United Nations has described as "ethnic cleansing" after more than 400,000 Rohingya Muslims were forced to flee.

The closed-door meeting will be attended by a representative from Myanmar and by foreign ministers from "a range of countries with a strong interest in seeing an end to the violence there," a British diplomat said.

Ahead of the opening of the General Assembly, UN member-states will discuss the aftermath of Hurricane Irma that devastated parts of the United States and the Caribbean.

The hurricane disaster offers a reminder of the destructive force of nature as leaders set their sights on implementing the Paris agreement on climate change despite the US withdrawal from the deal.

Trump, who once disparaged the world body as a "club" for "people to get together, talk and have a good time," will lay out his views on how to improve the United Nations a day before he makes his first address to the General Assembly.

Trump pushes UN reform as world leaders gather for crisis talks

In his first appearance at the United Nations, US President Donald Trump said the "world body had not reached its full potential because of bureaucracy and mismanagement".

"The United Nations was founded on truly noble goals, in recent years the United Nations has not reached its full potential because of bureaucracy and mismanagement," the US president said.

Meanwhile, Trump's chief economic adviser Gary Cohn categorically denied the US had changed its mind on withdrawing from the Paris climate pact.

Cohn speaking to reporters on the sidelines of the UN meeting said: "We made the president's position unambiguous, to where the president stands, where the administration stands on Paris".

In a statement issued after the meeting, Reuters quoted a White House official saying,"We are withdrawing from the Paris Agreement unless we can re-engage on terms more favorable to the United States. This position was made very clear during the breakfast."

During his visit to Iran in 2016, PM Modi signed an agreement, not just committing financial assistance to the tune of 500 Million USD for phase 1 of the development of the Chabahar Project, but also a three nation agreement with Iran and Afghanistan for establishing a land, transit and trade corridor. India will build a 500-km rail line from Chabahar port from the southern coast of Iran to Zahedan, close to the Afghan border, at a cost of $1.6 billion as part of the transit corridor to Afghanistan. "It will open new routes for India, Iran, and Afghanistan to connect among themselves," said PM Modi with regard to the corridor.

India’s main aim was to get access to Afghanistan and Central Asia. Pakistan has continuously opposed India’s entry into the APTTA (Afghanistan-Pakistan Transit Trade Agreement), even though Afghanistan has been in favour of India joining the agreement. APTTA is a transit trade agreement as it is quite evident from its name. Currently, Afghan goods can come into India, but trucks stop at Wagah (Pakistani side of the border). India, however, has been deprived of land access to Afghanistan and Central Asia.

There have been some hitches with regard to the Chabahar project kicking off by 2018. The companies which are to develop customised equipment jetties and container terminals were not willing to take part in the bidding process. The banks were not ready to facilitate the financial transactions involving Iran due to the uncertain policies of Trump administration towards Iran. Apart from this, there was a delay in loan disbursement of $ 150 million with India and Iran blaming each other for the delay. Transport minister, Nitin Gadkari who attended Iranian President Rouhani’s swearing in on August 5, 2017, categorically stated:

"India and Iran have been historically sharing special ties. We are keen on developing Chabahar Port and are hopeful of starting operations in 12 to 18 months."

US-Iran ties

India, however, needs to carefully observe Trump’s warnings to Iran on the nuclear deal. Iran has categorically stated, that it will quit the Nuclear Deal if more sanctions are imposed. Rouhani's exact words were: "Iran could quit the nuclear deal within hours if the US imposes more sanctions."

Even though Iran has followed the conditions of the deal, Trump has threatened about imposing sanctions. The Secretary of State Rex Tillerson, however, has made it clear on umpteen occasions, that the US will not scrap the deal. Interestingly, Tillerson has also stated, that he and the US President have differences over the deal. Whereas President Trump is in favour of calling off the deal and imposing new sanctions, secretary of state Tillerson subscribes to the view, that America should not strike the deal rather engage with Iran to bring stability in the neighbourhood, especially in Iraq and Syria by holding it accountable.

Given India’s increasingly close ties with the US, and importance of Iran in the context of connectivity with Afghanistan and Central Asia, striking a balance may be a challenge given Trump’s unpredictability.

Iran-Pakistan ties

New Delhi should also observe carefully Iran’s support for Pakistan, particularly after Trump’s speech on August 21 where he warned Pakistan to take more concrete action against terror groups operating on Pakistan-Afghanistan border. Iran came to the defence of Pakistan, with foreign ministry spokesman, Bahram Ghasemi saying:

"What presently the US is highlighting to condemn other countries with is the result of years of wrong and inappropriate policies of Americans in the countries of the region, especially Afghanistan.”

Iran already has strong economic ties with China, and it moving closer to Pakistan would not be good news for India. New Delhi has been trying to jointly work with both Afghanistan and Iran much to the chagrin of the Pakistan army.

Significantly, in May 2017, Iran had taken a tough stance against certain terror groups operating from Pakistan, warning that it would hit the bases of Sunni militant groups operating in Pakistan. In April 2017, Ten Iranian border guards had been killed by militants and Iran blamed Sunni groups operating from Pakistan. Major General Mohammad Baqeri, head of the Iranian armed forces had said, “If the terrorist attacks continue, we will hit their safe havens and cells, wherever they are.”

Middle East

New Delhi should also be watching the gradual softening of Iran towards Saudi Arabia and Turkey. On the sidelines of Organisation of Islamic Cooperation (OIC) meeting in Istanbul earlier this month, the foreign ministers of Iran and Saudi Arabia met and exchanged greetings. Earlier this month Iranian chief of staff of the armed forces, Major-General Mohammad Baqeri paid a visit to Turkey to explore possible synergies in counter-terrorism and the Syrian conflict. This is a clear indication of a significant improvement in bilateral ties. It has also been reported, that their high-level officials are likely to meet again.

While New Delhi has strong ties with both, and this has been a challenge in the past, the tensions were also to the benefit of India. Due to tensions between Iran and GCC countries, especially Saudi Arabia, New Delhi could also pressurise both sides to urge Pakistan to take action against terror groups. Apart from strengthening of India-US ties, Saudi Arabia has been apprehensive about India getting too close to Iran. This has resulted in Riyadh not just adopting a more nuanced stand on terrorism emanating from Pakistan and extraditing terrorists, but also strengthening security cooperation with India.

While currently, India is bogged down with numerous domestic challenges, and other foreign policy priorities, especially with China, a close watch should be kept on Iran’s next moves not just in the context of its deal with the US, but also on its ties with Pakistan and GCC countries.

India should be careful about Iran's softening of stance towards Pakistan and China

The Trump-led US administration has notified the US Congress that it was giving $255 million to Pakistan in military assistance on the condition that it can access the money only if it takes action against terror groups, The New York Times said in a report.

The money will be put into the equivalent of an escrow account, the report added.

Pakistan's access to the money has been made conditional based on its action against terror outfits.

UN High Commissioner Zeid Ra'ad al-Hussein on Wednesday said the freedom of the press was under attack from US President Donald Trump.

Pakistani Foreign Minister Khawaja Mohammad Asif announced on Tuesday that Islamabad has suspended talks and bilateral visits with Washington.with Washington.

The talks were suspended to express disapproval of US President Trump's comments criticising the nation, media reports said.

Asif informed the Senate on Monday that the South Asian nation has taken President Trump's remarks in serious light.

Trump has announced a new South Asia policy which has condemned Pakistan.

Last week, during his very first speech as the commander-in-chief, Trump called for more troop deployment in Afghanistan and spoke about India's role in the country.

On the other hand, he attacked Pakistan and accused the country of offering a safe haven to "agents of chaos".

This led to a series of protests and as a consequence, Pakistan postponed the visit by a US acting assistant secretary of State.

According to the previous schedule, US Secretary of State for South and Central Asia Alice Wells was supposed to arrive in Pakistan on Tuesday, while Asif was to travel to the US last week.

In context to Trump's South Asia policy, Asif does not foresee a military role for India in Afghanistan. The minister said that it was rather a role of economic development.

The minister said that India would not be allowed to use Afghan soil to destabilise Pakistan. This particular remark took most committee members by surprise as they were under the impression that India was already using Afghanistan to plan subversive activities in Pakistan. The members sought information on the terror events in Pakistan that were sponsored in India, with emphasis on Indian intelligence agent Kulbhushan Jadhav case.

Members wanted to understand that what mechanism would be put in place to check if Indian presence was not being abused to instigate terrorism in Pakistan.

They were also keen on understanding why there were an unusually high number of Indian consulates in Afghanistan--more than those it had in the US.

Additionally, the members demanded the government to share a fact-sheet on US assistance received after 9/11, the reimbursed amount of coalition support fund (CSF) and the financial loss incurred by the country as a frontline state against the war on terror.

According to media reports, Foreign Secretary Tehmina Janjua told the Senate that a meeting of Pakistan`s representatives had been convened from September 5 to September 7 to draw a strategy over the new US policy on South Asia.

It was decided that the Senate will have another meeting on Tuesday to standardise the policy guidelines, keeping in mind the emerging realities and the role of the US, curated by a six-member committee of the house.

The policy guidelines are likely to be passed on Wednesday.

Meanwhile, Pakistan's newly-appointed Prime Minister Shahid Khaqan Abbasi is to make a trip to the US in the second half of September.

The visit will be his first visit to the US as Prime Minister and he is expected to meet American officials on the sidelines of the UN General Assembly session in New York.
