<p>The first reading of a measure to reinstate military conscription in Iraq that was scheduled to take place on Sunday, has been postponed. From 1935 until 2003, when a US-led operation deposed previous tyrant Saddam Hussein, military service in Iraq was required. The parliament's press office said that the first reading of the measure, which was originally set for Sunday, has been moved to Tuesday. The press agency did not provide a justification for the postponement.</p>

<p>According to MP Yasser Iskander Watout, the measure would allow for the conscription of young males between the ages of 18 and 35 for durations ranging from three to eighteen months, depending on their degree of schooling.</p>

<p>Their compensation would be in the range of 600,000 to 700,000 Iraqi dinars (more than $400), noted Watout, a member of the defence committee of the assembly.</p>

'My car broke down': Search for excuses to skip work rose in 2022, companies concerned

<p>Iraqi lawmakers approved a new government on Thursday, a key step forward after bitter infighting between Shiite Muslim factions and deadly violence following contested elections.</p>

<p>Prime Minister Mohammed Shia al-Sudani's 21-member cabinet is expected to face myriad challenges.</p>

<p>The oil-rich but war-ravaged country is plagued by endemic corruption, rampant unemployment and decaying infrastructure.</p>

<p>"Our ministerial team will shoulder the responsibility at this critical period, in which the world is witnessing tremendous political and economic changes and conflicts," Sudani's office said in a statement after the vote.</p>

<p>Those changes will "add new challenges to our country, which is already suffering from accumulated crises, that have had economic, social, humanitarian and environmental impacts on our citizens", it added.</p>

<p>It said that Sudani's government obtained the confidence of&nbsp;parliament, but did not gave a breakdown of the vote which took place by a show of hands.</p>

<p>It added, however, that 253 MPs out of&nbsp;parliament's 329 members were present at the session.</p>

<p>Sudani, 52, was chosen to form the new government on October 13 following months of infighting between key Shiite Muslim factions that plunged the country into political deadlock.</p>

<p><strong>Elections 'within a year'</strong></p>

<p>The movement of firebrand cleric Moqtada, Sudani's rival in&nbsp;Iraq's majority Shiite camp, refused to join the government.</p>

<p>But Sudani had the backing of the Coalition for the Administration of the State, which includes the Coordination Framework, an alliance of powerful pro-Iran Shiite factions that hold 138 out of 329 seats in&nbsp;parliament.</p>

<p>Other members include a Sunni grouping led by&nbsp;parliament&nbsp;speaker Mohammed al-Halbussi, and two key Kurdish parties.</p>

<p>Of the 21 ministries nominated, 12 posts go to Shiites supported by the Coordination Framework, six to Sunni leaders, two to Kurds and one to a Christian woman -- one of three females in the new government.</p>

<p>Some analysts say a new government does not mean the end of the power struggle between the Sadr and Coordination Framework camp that spilled into deadly clashes in August.</p>

<p>Ihsan al-Shammari, a political scientist at the University of Baghdad, said in order to avoid fresh unrest the new cabinet and the Coordination Framework should deliver reforms as demanded by Sadr.</p>

<p>Sudani has pledged to hold early elections "within a year" as requested by Sadr, a grey-bearded preacher who once led a militia against American and Iraqi government forces.</p>

<p><strong>Endemic corruption</strong></p>

<p>The new prime minister and his government were confirmed at a time when&nbsp;Iraq&nbsp;is facing numerous challenges and a battered economy.</p>

<p>State institutions have been weakened by decades of war, and corruption is endemic.</p>

<p>Official figures published last year estimated that well over $400 billion had gone missing from state coffers in the near two decades since dictator Saddam Hussein was toppled in 2003.</p>

<p>One of Sudani's first task would be to adopt a budget for 2022 -- a move key to unblock huge revenues from oil exports earned this year that are locked up in the central bank's coffers.</p>

<p>The colossal $87 billion in foreign exchange reserves are needed to put in motion much-needed reforms and kickstart infrastructure projects.</p>

<p>Despite its immense oil and gas reserves, about one-third of&nbsp;Iraq's 41 million population now lives in poverty, while some 35 per cent of young people are unemployed, according to the UN.</p>

<p>On Thursday, the UN mission in&nbsp;Iraq&nbsp;said it "welcomes confirmation of Iraqi government, reaffirms readiness to support".</p>

Iraq parliament approves new government after year of deadlock

<p>Bosnian Serb political leader Milorad Dodik was on Thursday declared the president of Bosnia's Serb entity, election officials announced, following a recount after the opposition cried foul.</p>

<p>The election for the presidency of the Republika Srpska (RS, the country's Serb entity), was one of several votes held on October 2 at the central level and in the two entities, the RS and the Muslim-Croat federation, that make up the Balkan country.</p>

<p>Bosnia has been governed by this dysfunctional administrative system created by the 1995 Dayton Agreement that succeeded in ending the 1990's conflict, but largely failed in providing a framework for the country's political development.</p>

<p>The recount "confirmed that the candidate Milorad Dodik representing the Serb people and who was in the lead... and remained so with the greatest number of votes won," said Suad Arnautovic, chairman of Bosnia's central election commission.</p>

<p>The final figures for the race were still being compiled, according to officials, who said the opposition had a narrow window to <a href="https://www.wionews.com/south-asia/pakistan-imran-khans-haqeeqi-azadi-march-to-begin-shortly-529105">contest </a>their findings.</p>

<p>Shortly after the electoral commission's announcement, Dodik told reporters, "the interests of the RS" would be his priority.</p>

<p>"I call on all political factors to work for stability and peace, co-operation and understanding. We will need a lot of know-how to be able to understand, all together.. the difficult times that are coming," he said.</p>

<p>But one opposition leader, Branislav Borenovic, announced a legal challenge to the electoral commission's decision.</p>

<p>"To take such a decision is to turn a blind eye to the obvious electoral plundering. If we leave it at that.. it means we are living in a dark age of democracy... and that corruption is the only winner of the elections," Borenovic was quoted by BNTV television as saying.</p>

<p>Hours ahead of the electoral commission's announcement of the result, the US embassy in Bosnia issued a barely concealed warning to Dodik.</p>

<p>"Any action taken toward the dissolution of Bosnia-Herzegovina would violate Dayton and carry grave consequences," the embassy tweeted.</p>

<p><strong>Stoking tensions</strong></p>

<p>A preliminary count following the <a href="https://www.wionews.com/videos/us-midterms-2022-inflation-tops-voter-concern-residents-struggle-to-pay-bills-529053">election</a> had given Dodik victory -- with the Kremlin-friendly leader winning 48 percent of the vote compared to 43 percent for opposition candidate Jelena Trivic.</p>

<p>However, on the day after the election, opposition parties accused Dodik and his party of "organised plundering of the elections" and demanded a recount.</p>

<p>Thursday's announcement comes just days after Dodik rallied thousands of supporters in the RS capital Banja Luka, where the long-time leader of the country's Serbs remained defiant he would be victorious.</p>

<p>The recount cements Dodik's third term as RS president after he completed a stint in the tripartite presidency.</p>

<p>For years, Dodik has been stoking tensions with frequent calls for Bosnia's Serbs to separate even further from the country's central institutions, earning him fresh sanctions from the United States in January.</p>

<p>Running on an anti-corruption ticket, Dodik's rival Trivic -- a 39-year-old professor of economics -- sought to offer an alternative to RS voters, while also trumpeting the Serbs' desire to maintain autonomy in Bosnia.</p>

<p>October's elections saw the three established ethnic parties secure major wins.</p>

<p>The lone exception was the defeat of Bakir Izetbegovic, a two-time member of the country's tripartite presidency who also leads the main Bosniak party -- the SDA.</p>

<p>Izetbegovic was clobbered by Denis Becirovic in a double-digit landslide win.</p>
