Additionally, Trump wants to declare ANTIFA (the anti-fascist movement) a terrorist movement. However, the group doesn't have a leader, or a defined structure or any membership roles.

It represents activists - who share similar philosophy and tactics and are usually far left and anti-fascist.

The President, however, cannot officially designate the ANTIFA as terrorists.

Firstly, it is impossible to know exactly how many people identify themselves as part of the “ANTIFA. Secondly, the United States does not have a domestic terrorism law.

The law, as it exists right now - applies to foreign entities, and not domestic groups.

Nonetheless, the President has made the pronouncements on Twitter.

According to a report, Trump's own advisers are worried about his tweets, for they feel his content is “pouring fuel on an already incendiary situation".

The Democrats have latched onto this. Joe Biden, his co-contender in the upcoming elections, is taking on Trump for these remarks.

He ordered Afghanistan's security forces to end their "active defence position" and "return to offensive postures, and resume their operations against the enemy."

Two newborn babies and several women were among 14 civilians killed and 15 injured in the attack.

More than 100 people were rescued during the hours-long attack on the hospital. The Dasht-e-Barchi area, where the hospital is located, is largely inhabited by the Shia Hazara community, which has been repeatedly targeted by Daesh.

The second strike was on a funeral procession for a local police chief which was taking place in a district of eastern Nangarhar province. It included lawmakers and provincial council members.&nbsp;

At least 26 people died and over 60 were injured in the suicide blast.

The attacker detonated his explosives in the middle of the ceremony, said Ataullah Khogyani, spokesman for the governor of Nangarhar province.

Newborn babies among 40 killed as two terror attacks rock Afghanistan; forces to resume offensive operations

External Affairs Minister S Jaishankar on Wednesday strongly pitched for "collective action" by the Shanghai Cooperation Organisation (SCO) in dealing with the overwhelming threat of terrorism.

Jaishankar made the remarks at a video conference of foreign ministers of member countries of the SCO, a China-dominated influential bloc focusing on political and security-related issues.

It was chaired by Russian Foreign Minister Sergey Lavrov and attended by his counterparts from all SCO countries including China's Wang Yi and Pakistan's Shah Mehmood Qureshi.

The conference extensively deliberated on the evolving situation in Afghanistan, holding that the peace process must take into consideration the aspirations of the Afghan people and stakes of the neighbouring countries.

Jaishankar underlined that the security challenges the region faced are not linked by physical or political boundaries, and that terrorism continues to be the overwhelming threat to security and stability in the SCO region, according to the Ministry of External Affairs.

He said collective action would be required to deal with the challenge.

The conference deliberated on the coronavirus crisis and possible areas of coordination among the SCO member countries in dealing with trade, economic and social consequences of the pandemic.

"Jaishankar reaffirmed India's strong commitment to the joint fight against COVID-19 pandemic and its readiness to share information, expertise and best practices to the SCO member states," the MEA said in a statement.

The foreign ministers also discussed the preparations for the upcoming SCO summit in Saint Petersburg.

The External Affairs Minister also highlighted the initiatives and various decisive steps taken by India in the wake of the pandemic, including the announcement of Rs 20 lakh crore economic package to stimulate economic growth.

"He also indicated that India is committed to work towards creation of a favourable environment for mutually beneficial trade-economic cooperation among the SCO members," the MEA said.

India became a full member of the China-dominated grouping in 2017 and New Delhi's entry into it increased the bloc's heft in regional geo-politics, besides giving it a pan-Asian hue.

India is also keen on deepening its security-related cooperation with the SCO and its Regional Anti-Terrorism Structure (RATS) which specifically deals with issues relating to security and defence.

India was an observer at the SCO since 2005 and has generally participated in the ministerial-level meetings of the grouping which focus mainly on security and economic cooperation in the Eurasian region.

Along with India, Pakistan was also granted membership of the SCO in 2017.

The SCO was founded at a summit in Shanghai in 2001 by the presidents of Russia, China, Kyrgyz Republic, Kazakhstan, Tajikistan and Uzbekistan.

On Tuesday, gunmen attacked a government hospital in Kabul and killed at least a dozen people. According to reports, the attack was aimed at expats.

The hospital houses a maternity clinic supported by doctors without borders. The hospital is located in Dashti Barchi which is mostly inhabited by the minority Shia community. Dashti Barchi has been targeted by the Islamic State in the past.

No militant group has claimed responsibility for this attack. Meanwhile, Islamic State militants are known to operate in the province.

Hours before the hospital seize, a suicide attacker detonated himself at a funeral at Khewa district of the Nangarhar province. The suicide attack killed at least 20 people.

The Taliban denied responsibility for the attack on the mourners gathered in Khewa district of Nangarhar province on the border with Pakistan.

Several&nbsp;attacks in the capital in recent months have been claimed by Islamic State. Islamic State fighters first appeared in eastern Afghanistan in around 2014.

The Afghan affiliate of Islamic State, known as Islamic State Khorasan (ISIS-K), after an old name for the region that includes Afghanistan, has carried out some of the deadliest attacks in Afghanistan over recent years.

In the shadow of the coronavirus pandemic, the crises of tomorrow can fester. A resurgence of Islamic State (IS) is likely to be one of them.

In recent weeks, IS has carried out a spate of attacks on security forces in Iraq and different areas of Syria. There are striking similarities between these current developments and events that happened in 2013-14 as IS seized huge swathes of territory in Iraq and Syria.

The threat of a resurgent IS is mounting and governments around the world could be about to make the same mistake again of missing it and reacting too late. Based on my ongoing research investigating why the rise of IS in 2013 came as a strategic surprise to European governments, I’ve identified the seven most eye-catching parallels between 2013 and today.

1. Declared dead prematurely

After the death of Osama Bin Laden in 2011, the various branches of al-Qaida in Afghanistan and Pakistan, Syria and Iraq, Yemen, the Horn of Africa, and the Sahel and Maghreb refocused more locally. The remaining leadership directly addressed grievances against their respective local governments. Al-Qaida seemed to be on the defensive and leaders in Europe and the US expected it to stop posing a national threat.

Similarly to today, it was misleading to hope that IS would decline after its leader Abu Bakr al-Baghdadi was killed in October 2019 in a US special forces raid. Like when it emerged out of al-Qaida in Iraq, IS might very well resurge under its new leader, Amir Mohammed Abdul Rahman al-Mawli al-Salbi.

2. Risk of prison breaks 
 
One of IS’s most successful operations was its 2012-13 prison escape campaign Breaking the Walls to free veteran fighters. The campaign was remarkable due to its length and level of organisation, including the major break of Abu Ghraib, Iraq in July 2013 in which more than 500 prisoners escaped.

The IS prisons in northern Syria are currently run by the Syrian Democratic Forces (SDF), the primarily Kurdish militia that defeated IS with the support of the west. Overcrowded and understaffed, the SDF has called these prisons a ticking time bomb.

According to Iraqi intelligence, IS has been preparing a prison break campaign, which it calls Break Down the Fences. A systematic prison break campaign similar to Breaking the Walls could pave the way for a resurgence of IS in Iraq and Syria.

3. Car bombs and insurgency attacks 
 
In 2013 more than 8,000 Iraqis were killed by IS, mainly through choreographed suicide bombings. Today, IS is again launching increasingly sophisticated insurgent attacks in Syria and Iraq. This type of violence might be a prelude to a more forceful military return of IS in northern Iraq.

Concentrated in areas beyond the reach of Iraqi and Kurdish security forces, in January a UN report warned that IS is preparing for a steady and gradual return.

4. Western fatigue 
 
The coalition against IS proclaimed that the group had been defeated in March 2019 when it liberated Baghuz, the last city under control of the group. Should IS surge again, the coalition’s efforts would have been in vain. Military action would have to be continued, the SDF further reinforced, and the Iraqi security forces strengthened – not what western governments were hoping for.

In 2013, US and UK public opinion was very negative about the Iraq war, which was largely considered a failure. This resulting “war fatigue” and the desire to militarily leave the Middle East affected the UK’s decision not to intervene in Syria in 2013.

Today’s politicians are wary of contributing resources once again to the fight against this never-ending Jihadi whack-a-mole. The Iraqi parliament’s non-binding resolution to expel US troops after the American assassination of Iranian General Qassem Soleimani in January has added another layer of complication.

5. Risk of a power vacuum in Iraq 
 
In a difference to 2013, the highly polarised sectarian divide between Sunnis and Shias in Iraq – one of the root causes of IS’s appeal to frustrated Iraqi Sunnis – seems to have faded. Yet, Iraq still has a very fragile government and a newly designated prime minister, Mustafa al-Kadhimi, who faces huge challenges.

For the time being the government is holding, although further protests like those which began in October 2019, a lack of reforms, and a weakening economy might destabilise the country. Another round of chaos caused by a collapsing government would quickly be exploited by IS to recruit disenchanted citizens.

6. Risk of a power vacuum in Syria

One element that helped IS gain strength in 2013-14 was the ongoing war in Syria, which created a power vacuum that was filled by IS. Other factors that contributed to the group’s success included the departure of US troops from Iraq in late 2011; and Turkey’s subsequent policy to relax its border controls with Syria, which allowed foreign fighters to join IS.

Today, the Syrian civil war and foreign actors might facilitate an IS revival. American disengagement from northern Syria and Turkey’s military campaign in the country that started in October 2019 forced the SDF to redirect its forces towards the north-east. The SDF therefore has fewer resources to devote to the sustained efforts that are needed to prevent IS from resurging.

In early March 2020, a Turkish-Russian deal was concluded, which among others agreed to stop the fighting in Idlib in Syria’s north west. Yet, given the strategic and symbolic importance of Idlib for those involved in the conflict, experts fear that the deal might not last.

Meanwhile, the SDF’s redeployment of forces to defend Kurdish regions against the Turkish incursion has already opened the door for IS to regain footholds in the Deir Ezzor area, IS’s last stronghold before its territorial defeat in March 2019.

7. Foreign fighters and a global presence 
 
In 2013 and 2014, IS was able to attract large numbers of foreign fighters, at the time estimated at 11,000 from 74 nations.

While the flow of foreign fighters coming to Iraq and Syria has now nearly halted, IS still maintains strong propaganda machinery. Groups around the world have kept affiliations with IS, such as in West Africa and south-east Asia, and IS still has the capacity to prepare or inspire terrorist attacks around the world.

Given these elements, it seems highly probable that IS will regroup, gain territories, and pose a global threat once again. With coronavirus now clouding the picture, governments around the world have neither paid attention nor devoted enough resources to prevent a possible IS surge.

The international community would be wise to learn from 2013 and tackle each of these different warning signals now. Addressing them individually is much more feasible and could prevent IS from rising again.

Today, IS is again launching increasingly sophisticated insurgent attacks in Syria and Iraq. This type of violence might be a prelude to a more forceful military return of IS in northern Iraq. Concentrated in areas beyond the reach of Iraqi and Kurdish security forces, in January a UN report warned that IS is preparing for a steady and gradual return. 4. Western fatigue The coalition against IS proclaimed that the group had been defeated in March 2019 when it liberated Baghuz, the last city under control of the group. Should IS surge again, the coalition’s efforts would have been in vain. Military action would have to be continued, the SDF further reinforced, and the Iraqi security forces strengthened – not what western governments were hoping for. In 2013, US and UK public opinion was very negative about the Iraq war, which was largely considered a failure. This resulting “war fatigue” and the desire to militarily leave the Middle East affected the UK’s decision not to intervene in Syria in 2013. Today’s politicians are wary of contributing resources once again to the fight against this never-ending Jihadi whack-a-mole. The Iraqi parliament’s non-binding resolution to expel US troops after the American assassination of Iranian General Qassem Soleimani in January has added another layer of complication. 5. Risk of a power vacuum in Iraq In a difference to 2013, the highly polarised sectarian divide between Sunnis and Shias in Iraq – one of the root causes of IS’s appeal to frustrated Iraqi Sunnis – seems to have faded. Yet, Iraq still has a very fragile government and a newly designated prime minister, Mustafa al-Kadhimi, who faces huge challenges. For the time being the government is holding, although further protests like those which began in October 2019, a lack of reforms, and a weakening economy might destabilise the country. Another round of chaos caused by a collapsing government would quickly be exploited by IS to recruit disenchanted citizens. 6. Risk of a power vacuum in Syria One element that helped IS gain strength in 2013-14 was the ongoing war in Syria, which created a power vacuum that was filled by IS. Other factors that contributed to the group’s success included the departure of US troops from Iraq in late 2011; and Turkey’s subsequent policy to relax its border controls with Syria, which allowed foreign fighters to join IS. Today, the Syrian civil war and foreign actors might facilitate an IS revival. American disengagement from northern Syria and Turkey’s military campaign in the country that started in October 2019 forced the SDF to redirect its forces towards the north-east. The SDF therefore has fewer resources to devote to the sustained efforts that are needed to prevent IS from resurging. In early March 2020, a Turkish-Russian deal was concluded, which among others agreed to stop the fighting in Idlib in Syria’s north west. Yet, given the strategic and symbolic importance of Idlib for those involved in the conflict, experts fear that the deal might not last. Meanwhile, the SDF’s redeployment of forces to defend Kurdish regions against the Turkish incursion has already opened the door for IS to regain footholds in the Deir Ezzor area, IS’s last stronghold before its territorial defeat in March 2019. 7. Foreign fighters and a global presence In 2013 and 2014, IS was able to attract large numbers of foreign fighters, at the time estimated at 11,000 from 74 nations. While the flow of foreign fighters coming to Iraq and Syria has now nearly halted, IS still maintains strong propaganda machinery. Groups around the world have kept affiliations with IS, such as in West Africa and south-east Asia, and IS still has the capacity to prepare or inspire terrorist attacks around the world. Given these elements, it seems highly probable that IS will regroup, gain territories, and pose a global threat once again. With coronavirus now clouding the picture, governments around the world have neither paid attention nor devoted enough resources to prevent a possible IS surge. The international community would be wise to learn from 2013 and tackle each of these different warning signals now. Addressing them individually is much more feasible and could prevent IS from rising again. Twitter has suspended a fake account which was used by Pakistan's spy agency Inter-Services Intelligence (ISI) to spread false news about India in the Gulf states. The suspended Twitter account is @idanialusaf, it was impersonating Noura bint Faisal, a princess of Saudi Arabia by creating a fake ID named @NouraAlSaud and was involved in anti-India propaganda operated from Pakistan.

Twitter suspends an account if it has been reported as violating the micro-blogging platform's rules surrounding abuse. The account can be suspended on it is indulges in abusive behaviour, like sending threats to others or impersonating other accounts.

Indian security agencies say ISI has been spreading hatred against India and Prime Minister Narendra Modi in Gulf countries by using several fake accounts on social media platforms. The intelligence agencies have prepared a dossier of Pakistan's involvement in activities of spreading anti-India messages through fake or hacked accounts on social media.

Investigators revealed that fake accounts are being created in the name of royal family members of Gulf countries to spread hatred about India.

This revelation comes after another twitter account ID @pak_fauj was found to have changed its name to Mona bint Fahd al Said @SayyidaMona a member of the Oman royal family. This account has also been used to spread anti-India propaganda.

Several anti-India tweets on ties between India and the Gulf were made from this twitter handle which was retweeted by many including Pakistani media personnel.

The dossier prepared by security agencies and accessed by Zee News reveals that hundreds of such Twitter accounts have been used to spread hatred against India and are being operated from Pakistan, but have assumed identities of persons from Gulf nations to push the narrative that there is a backlash against Indian government in Gulf.

An Indian security official said, "How ISI executed the fake news campaign; it first dug out old tweets put out by Indians in Gulf with negative references to Muslims and through ISI handles popularised it. It adopted two methods for popularising- fake handles purportedly belonging to high profile people in Gulf like royal family and journalists."

A cyber expert Jiten Jain said, "Interesting aspect was that those ISI handles that were claiming that they were India or Pakistan based, started showing themselves to be Gulf based to push the narrative that there is a backlash against Indian govt in Gulf. ISI is using name of royal families to spread hatred against India."

The Gulf nations have been very appreciative of PM Modi’s efforts to reduce tension and bring stability in the region, especially during the COVID-19 crisis, and the Pakistani spy agency is trying to create a divide.

Omani Princess Mona bint Fahd whose identity was used to create the fake profile issued a statement saying, "Friends, first of all I thank you for your concern to verify the offensive post published through an account impersonating me, which you are sure that I have no connection with it."

She confirmed that her social media presence is restricted to two accounts. "With full trust in all of you in strengthening awareness among all regarding such activities, which are not acceptable to the Omani society, I confirm again that my presence in social media is restricted on the following accounts: @hhmonaalsaid &nbsp; and @MonaFahad 13," she said.

On Twitter, one can change their name, username and description but its history is not managed publicly. A handle, Pak Army (@pak_fauj) took advantage of this and changed its profile’s identity to that of a fake profile of Oman’s Princess. Many prominent people started retweeting its messages thinking it to be a genuine profile. It is likely that this profile was reported to Twitter, and to save itself from getting blocked the account added the word ‘parody’ in its bio. Twitter does not block parody accounts.

The Indian security agencies suspect that the ISI was behind the two hashtags - #ShameOnModi and #ChaosInIndia that was trending on Tuesday and Wednesday. A Pakistan-managed Twitter account had changed its handle name to pose as an Omani princess and tweeted anti-India material on Tuesday.

Interestingly, several old anti-India tweets from the same account, which has now been deleted, were also detected which indicated that the two Pakistani agencies - ISI and Inter-Services Public Relations (ISPR) - were operating it.

The ISI is alleged to be behind the propaganda running on social media platforms claiming that Muslims are not safe in India. It may be recalled that the ISI’s cyber cell used the same tactics during the Delhi riots to spread fear and hatred among the Indian Muslims and instigated them to join the jihad against India.

One of those who died in the attack is Tian Singh, a 71-year old Indian citizen from Delhi. Family members of Mr Singh have demanded that his mortal remains should be brought to India.
