Is China exploiting BRICS and turning it into a propaganda vehicle? President Xi Jinping has turned his visit to South Africa, for the BRICS summit, into a wider state visit. The agenda on the table are many. China has larger interests in Africa, plus it wants to expand BRICS - a grouping of 5 nations, namely Brazil, Russia, India, China and South Africa. By adding more members, Beijing wants to bolster its image as a global leader. Molly Gambhir brings you the story.

Chinese President Xi Jinping at BRICS 2023: 'Emerging nations being blocked and suppressed'

In his opening speech at a business forum of the 2023 BRICS summit taking place in South Africa, President Cyril Ramaphosa highlighted the primary objectives of the BRICS group, stressing the need to not only strengthen government-to-government relations but also to forge deeper connections among the five member nations.

To achieve this multifaceted goal, various institutions have been established, enabling collaboration across diverse sectors, including business, politics, social welfare, and sports. The overarching aim is to fortify economic ties and promote inclusive economic development, he said.

<h2>'BRICS nations play pivotal role in shaping&nbsp;global economy'</h2>

Over the past decade, BRICS nations - Brazil, Russia, India, China and South Africa- have played a significant role in shaping the global economy, said Ramaphosa , who is the summit chair this year.

These five countries collectively represent a quarter of the world's economic output and contribute to one-fifth of global trade. However, he stressed that the recent surge in protectionist measures worldwide poses a considerable threat to ongoing economic growth.

<h2>Need for&nbsp;multilateral trading system</h2>

To counter this challenge, Ramaphosa stressed the importance of upholding a multilateral trading system.

This approach ensures that economic growth remains compatible with global trade norms and prevents the adverse effects of protectionist policies.

Additionally, he called for fundamental reforms within global monetary institutions to promote transparency and inclusiveness, supporting a shared developmental agenda.

Foreign investment, a cornerstone of the BRICS economies, has played a vital role in their development.

However, concerns have arisen regarding protectionist measures that undermine the established rules of the World Trade Organization (WTO).

Ramaphosa urged greater transparency, inclusivity, and adherence to multilateral principles to protect and enhance foreign investment.

He highlighted Africa's vast potential in critical sectors like mineral resources, which are essential for 21st-century business success. This underscores the potential for mutually beneficial collaboration between BRICS countries and the African continent.

Additionally, Ramaphosa stressed the importance of empowering women in Africa for inclusive growth.

He acknowledged the pivotal role women can play in business and called for their liberation across the continent.

By providing women with the necessary tools, opportunities, and support, Africa can harness their talents to drive economic progress, he said.

All eyes this week are on Johannesburg. As BRICS Summit is finally kicking off. Leaders are all set to visit the host nation. But what this year's BRICS Summit holds for India?

What's at stake for India at the BRICS Summit in South Africa?

The BRICS Summit is all set to take place from August 22 to 24 at Johannesburg, South Africa. The leaders of India, China, Brazil and South Africa will be attending the meeting, while Russia will be represented by its foreign minister.

This year's BRICS Summit is taking place amid tectonic geopolitical shifts, in which two key member states - Russia and China - are playing a starring role. Western sanctions against Russia have started to hurt the economy, with the rouble weakening due to fall in exports and a flight of capital. China, on the other hand, is locked in an economic tussle with the United States while facing its worst downturn in four decades.

There are several indications that the upcoming BRICS summit may focus on greater economic co-operation to navigate the uncertainties arising out of the Ukraine War and the global economic slowdown. Perhaps, the Johannesburg summit is a great opportunity for the five-member grouping of emerging economies to break the long-held view about its 'irrelevance'.

BRICS expansion

All eyes are now whether the grouping will expand to add 40 more countries, including Argentina, Iran and Saudi Arabia. Many argue that the expansion of the grouping will help in counter-balancing the US-led Group of Seven's influence on the global economy. This will not only help the BRICS remain relevant in the global order but also provide an alternate source of financing for the developing world. Any expansion in BRICS' membership will also be seen as China's attempt to emerge as the leader of the developing world, much to the chagrin of rival India.

China's De-dollarisation move

The BRICS plan to expand its membership is closely linked to China's move to de-dollarise the global trade. Through de-dollarisation, China seeks to eventually replace the US dollar with other denominations. But with China locked in a fierce economic 'cold war' with the US, there are already indications that Beijing intends to push yuan as an alternative to the US dollar. Two member countries, Brazil and Russia, are already paying for Chinese goods in yuan. However, the US dollar continues to remain the global reserve currency, accounting for about 80 per cent of the global trade.

BRICS common currency?

However, China's ambitions for the yuan are likely to hit a roadblock. India, China's regional rival which harbours ambitions of making the rupee a dominant global player, will not like the yuan becoming a major reserve currency. Given the complicated political relations between the two neighbours, it is not very difficult to understand India's concerns. Nevertheless, the grouping has been stressing on the need to reduce the dependence on the US dollar. But reports suggest that a framework for a common 'BRICS currency', first mooted by Russia and Brazil, is unlikely to be discussed at the upcoming summit.

Greater trade with Africa

A substantial part of the discussions&nbsp;is likely to revolve around deepening trade ties with African countries. The grouping is all set to explore greater opportunities in the continent, which is considered a largely untapped market, through the African Continental Free Trade Area. The BRICS, China in particular,&nbsp;is already Africa's biggest trading partner, with trade expected to reach more than $500 billion by 2030.&nbsp;

BRICS economic potential

Constituting over 40 per cent of the world population, the BRICS is a huge unexplored market. The five member countries together account for over one-fourth of the global Gross Domestic Product. As per a UN report, foreign investments into the five-member BRICS quadrupled between 2001 and 2021,&nbsp;helping ignite economic growth.&nbsp;&nbsp;

The BRICS economies represent 18 per cent of global exports, with a huge potential for more exports between the member countries. Moreover, an expansion of the BRICS is likely to not only boost global trade but also the grouping's economic relevance. One estimate suggests that an expanded BRICS can contribute over 50 per cent of global GDP by 2030.

The BRICS Summit is all set to take place from August 22 to 24 at Johannesburg, South Africa. The leaders of India, China, Brazil and South Africa will be attending the meeting, while Russia will be represented by its foreign minister.

Wales have been hit by a third late withdrawal from their side to play South Africa in a&nbsp;Rugby&nbsp;World Cup warm-up game in Cardiff on Saturday after wing Alex Cuthbert dropped out as a precaution, officials have confirmed. Cuthbert has a tight calf and will be replaced in the starting team by Tom Rogers. Louis Rees-Zammit comes onto the replacements bench. &nbsp;&nbsp;

Flyhalf Dan Biggar (back) and fullback Liam Williams (hamstring) withdrew from the team on Thursday, though coach Warren Gatland was at pains to stress that both were as a precaution. Gatland will announce his 33-player squad for the World Cup in France on Monday. Cuthbert’s place is now in serious doubt, having not featured in any of Wales’ warm-up games, or their training camps in Switzerland and Turkey. &nbsp;

<h2>Springboks delighted to have captain Kolisi back after injury</h2>

The return from injury of Springboks captain&nbsp;Siya&nbsp;Kolisi ahead of the Rugby World Cup is "massive" for South Africa, according to wing Cheslin Kolbe, who also believes the squad has more depth than when they lifted the trophy in Japan four years ago. Bok captain Kolisi suffered a serious knee injury in April, casting major doubt over his availability for the team's title defence, but he has been selected for the first time this year against Wales in a warm-up fixture in Cardiff on Saturday.

"It's massive for us as a team to have&nbsp;Siya&nbsp;back in the mix," Kolbe told reporters on Wednesday. "The way he has set his mind to return to play and focus on his rehab, putting in the extra hours with the physios, shows what type of person he is and what this team means to him. "He means a lot to us as players with his experience and the energy he brings. Even when he was not playing, he was on the sidelines giving input, helping a lot of the guys."

The Boks may not be favourites in many people's eyes to claim back-to-back World Cup wins, but Kolbe says that in many ways, they are better equipped for victory than four years ago. "We have got much more depth in the squad than 2019. It is actually scary. If someone gets injured, we know the next guy coming in will fill that role and is capable of doing even better." "The nice thing about this team is that no one is bigger than the next person and whoever gets the opportunity to play, we encourage that person to give him confidence and make sure he is well-prepared."

Rugby World Cup: Alex Cuthbert latest to withdraw from Wales team to play Springboks

Amid much chatter, the&nbsp;BRICS Summit, comprising top leaders from Brazil, Russia, India, China and South Africa, is scheduled to begin next week and the entire globe has its eyes on the developments that take place on the platform. Responsible for nearly 40 per cent and 26 per cent of the global population and economy respectively, the forum members will gather from August 22-24 in the city of Johannesburg.&nbsp;

<h2>Here are some key facts about the summit:</h2>

<h3>When and where is the summit?</h3>

As mentioned earlier, the 15th edition of the summit is scheduled to be held in the city of Johannesburg in South Africa from&nbsp;August 22 to 24.&nbsp;The summit will be hosted at the Sandton Convention Centre (SCC) in Johannesburg, Gauteng.

After the COVID-19 pandemic broke out,&nbsp;this will be the first in-person BRICS summit, which makes the gathering all the more crucial.&nbsp;

<h3>Who is the president?</h3>

South Africa took over the rotating presidency of the grouping from China on 1 January 2023. Consequently, the African nation announced the theme of the summit as&nbsp;"BRICS and Africa: Partnership for Mutually Accelerated Growth, Sustainable Development, and Inclusive Multilateralism".

Notably, South Africa&nbsp;participated for the first time in BRICS during the third summit held in Sanya, China in April 2011. Prior to South Africa's participation, the forum was named BRIC, coined by Jim O’Neil of Goldman Sachs in 2001.&nbsp;

<h3>What are the priorities?</h3>

As the president, South Africa has listed&nbsp;a wide array of priorities for the summit, which include:&nbsp;

1) Developing a partnership towards an equitable just transition.&nbsp;

2)&nbsp;Transforming education and skills development for the future.

3) Unlocking opportunities through the African Continental Free Trade Area.&nbsp;

4)&nbsp;Strengthening post-pandemic socio-economic recovery and the attainment of the 2030 Agenda on Sustainable Development.&nbsp;

5)&nbsp;Strengthening multilateralism, including working towards real reform of global governance institutions and strengthening the meaningful participation of women in peace processes

<h3>Who will attend?</h3>

Indian Prime Minister Narendra Modi,&nbsp;President Xi Jinping of China,&nbsp;Brazil's President Luiz Lula da Silva and&nbsp;South African President Cyril Ramaphosa are expected to attend the summit.&nbsp;

However, Russian President Vladimir Putin will not attend the summit in person, according to Ramaphosa. According to reports, the arrest warrant issued by&nbsp;the&nbsp;International Criminal Court against Putin for alleged war crimes in Ukraine is the reason for Putin's absence. Since South Africa is an ICC signatory, it is compelled to arrest Putin if he lands on South African soil.&nbsp;

</div>
<a class="close-mark close-div" href="#" id="jqclosemark">×</a></div>

In a statement, South Africa's presidency described the agreement for Putin not to attend as "mutual" and said it had come about following a "number of consultations" on the summit. Notably, Foreign Minister&nbsp;Sergei Lavrov will take Putin's place.&nbsp;

As the host nation, South Africa has also extended the invitation to&nbsp;67 leaders from Africa, Latin America, Asia and the Caribbean, informed&nbsp;South African Foreign Minister Naledi Pandor.&nbsp;

<h3>Key issues to be discussed</h3>

One of the burning issues in the lead-up to the summit has been the expansion of the grouping. China, looking to utilise the forum as a way to boost its geopolitical might against the US has been the primary force, batting for the expansion.

Russia, which has been isolated due to the war with Ukraine is fully on-board with the expansion, as is South Africa. India remains undecided and non-committal while Brazil remains highly sceptical of any new inclusion.&nbsp;

While adding members remains the priority, the members are first expected to flesh out the admission criteria for the new joiners. Since the grouping was formulated to bring together emerging economies that seemed set to dominate the world economy by 2050, it remains to be seen if the requirements are tweaked to allow new countries, experts said.&nbsp;

<a href="https://www.wionews.com/opinions-blogs/brics-summit-assessing-dynamics-and-prospects-625982">Also read |&nbsp;BRICS summit: Assessing dynamics and prospects</a>

Notably, over 40 countries, including&nbsp;Argentina, Indonesia, Egypt, Saudi Arabia, Iran, United Arab Emirates and Ethiopia, have expressed interest in joining BRICS.&nbsp;

Apart from new admissions, BRICS leaders will engage with business during the BRICS Business Forum and engage with the New Development Bank, BRICS Business Council and other mechanisms during the summit. South Africa will also continue its outreach to leaders from Africa and the global South and hold a BRICS outreach and BRICS plus dialogue during the summit.&nbsp;

<h3>Controversies leading up to the summit&nbsp;</h3>

Ahead of the summit, South Africa's radical leftist opposition party urged the leaders of the forum from&nbsp;China, India and Brazil to boycott the summit in solidarity with Russia's Vladimir Putin who will not be attending.&nbsp;

"We call on the president of the People's Republic of China, India and Brazil not to come to (the) BRICS summit in solidarity with President Putin," said&nbsp;Julius Malema, leader of&nbsp;South Africa's third-largest party, the Economic Freedom Fighters (EFF).&nbsp;

There were reports by Western media outlets that Indian PM Modi will also not be attending the summit, leading to speculations that the Johannesburg event was a dud even before it started.&nbsp;

However, New Delhi slammed those reports and said PM Modi was attending the summit after he held a telephonic conversation with Ramaphosa.&nbsp;

Amid much chatter, the BRICS Summit, comprising top leaders from Brazil, Russia, India, China and South Africa, is scheduled to begin next week and the entire globe has its eyes on the developments that take place on the platform. Responsible for nearly 40 per cent and 26 per cent of the global population and economy respectively, the forum members will gather from August 22-24 in the city of Johannesburg. Here are some key facts about the summit: When and where is the summit? As mentioned earlier, the 15th edition of the summit is scheduled to be held in the city of Johannesburg in South Africa from August 22 to 24. The summit will be hosted at the Sandton Convention Centre (SCC) in Johannesburg, Gauteng. After the COVID-19 pandemic broke out, this will be the first in-person BRICS summit, which makes the gathering all the more crucial. Who is the president? South Africa took over the rotating presidency of the grouping from China on 1 January 2023. Consequently, the African nation announced the theme of the summit as "BRICS and Africa: Partnership for Mutually Accelerated Growth, Sustainable Development, and Inclusive Multilateralism". Notably, South Africa participated for the first time in BRICS during the third summit held in Sanya, China in April 2011. Prior to South Africa's participation, the forum was named BRIC, coined by Jim O’Neil of Goldman Sachs in 2001. What are the priorities? As the president, South Africa has listed a wide array of priorities for the summit, which include: 1) Developing a partnership towards an equitable just transition. 2) Transforming education and skills development for the future. 3) Unlocking opportunities through the African Continental Free Trade Area. 4) Strengthening post-pandemic socio-economic recovery and the attainment of the 2030 Agenda on Sustainable Development. 5) Strengthening multilateralism, including working towards real reform of global governance institutions and strengthening the meaningful participation of women in peace processes Who will attend? Indian Prime Minister Narendra Modi, President Xi Jinping of China, Brazil's President Luiz Lula da Silva and South African President Cyril Ramaphosa are expected to attend the summit. However, Russian President Vladimir Putin will not attend the summit in person, according to Ramaphosa. According to reports, the arrest warrant issued by the International Criminal Court against Putin for alleged war crimes in Ukraine is the reason for Putin's absence. Since South Africa is an ICC signatory, it is compelled to arrest Putin if he lands on South African soil. Watch | Russian President Putin to skip BRICS Summit in South Africa × In a statement, South Africa's presidency described the agreement for Putin not to attend as "mutual" and said it had come about following a "number of consultations" on the summit. Notably, Foreign Minister Sergei Lavrov will take Putin's place. As the host nation, South Africa has also extended the invitation to 67 leaders from Africa, Latin America, Asia and the Caribbean, informed South African Foreign Minister Naledi Pandor. Key issues to be discussed One of the burning issues in the lead-up to the summit has been the expansion of the grouping. China, looking to utilise the forum as a way to boost its geopolitical might against the US has been the primary force, batting for the expansion. Russia, which has been isolated due to the war with Ukraine is fully on-board with the expansion, as is South Africa. India remains undecided and non-committal while Brazil remains highly sceptical of any new inclusion. While adding members remains the priority, the members are first expected to flesh out the admission criteria for the new joiners. Since the grouping was formulated to bring together emerging economies that seemed set to dominate the world economy by 2050, it remains to be seen if the requirements are tweaked to allow new countries, experts said. Apart from new admissions, BRICS leaders will engage with business during the BRICS Business Forum and engage with the New Development Bank, BRICS Business Council and other mechanisms during the summit. South Africa will also continue its outreach to leaders from Africa and the global South and hold a BRICS outreach and BRICS plus dialogue during the summit. Controversies leading up to the summit Ahead of the summit, South Africa's radical leftist opposition party urged the leaders of the forum from China, India and Brazil to boycott the summit in solidarity with Russia's Vladimir Putin who will not be attending. "We call on the president of the People's Republic of China, India and Brazil not to come to (the) BRICS summit in solidarity with President Putin," said Julius Malema, leader of South Africa's third-largest party, the Economic Freedom Fighters (EFF). Also read | India confirms PM Modi's in-person attendance at BRICS summit in South Africa There were reports by Western media outlets that Indian PM Modi will also not be attending the summit, leading to speculations that the Johannesburg event was a dud even before it started. However, New Delhi slammed those reports and said PM Modi was attending the summit after he held a telephonic conversation with Ramaphosa. WATCH WION LIVE HERE:

Explained | Key facts about the upcoming BRICS 2023 Summit at Johannesburg

Ahead of the BRICS summit, South African High Commissioner Joel Sibusiso Ndebele has highlighted his country’s focus as the chair of the grouping which includes sustainable development and inclusion of the global South in multilateral systems.

Ahead of the BRICS summit, South African High Commissioner Joel Sibusiso Ndebele has highlighted his country’s focus as the chair of the grouping which includes sustainable development and inclusion of the global South in multilateral systems. The mega summit will take place in Johannesburg from August 22 to 24, and a total of 67 countries have been invited to attend. Speaking to our diplomatic correspondent Sidhant Sibal exclusively ahead of the summit, High Commissioner Ndebele affirmed, "The Summit will also provide an opportunity to amplify the voices of our friends in Africa and the global South with the BRICS-Africa outreach and BRICS-plus dialogues." He stressed that the summit's priorities align with the shared challenges and opportunities faced by South Africa, other BRICS members, and the global south. President Cyril Ramaphosa will host this year's BRICS Summit, which encompasses the Business Forum and the BRICS leaders retreat on August 22, followed by the main Summit on August 23. The event will conclude with the BRICS-Africa outreach and BRICS-plus dialogues on August 24. High Commissioner Ndebele emphasised the pivotal role of aligning the work plans and calendars of South Africa, as the chair of BRICS, and India, the G20 host. "With India currently holding the G20 presidency and pushing for a more inclusive world order, it is an opportune time to induct the African Union (AU) as a permanent member of the G20," he stated. He expressed South Africa's full support for India's G20 Presidency's proposal for the African Union's full membership during the upcoming New Delhi Summit. Here is the full interview WION: Could you highlight the significance of the BRICS summit for South Africa, and how does it reflect the country's priorities and objectives on the international stage? Joel Sibusiso Ndebele: South Africa chairs BRICS for the third time in 2023 under the theme: 'BRICS and Africa: Partnership for Mutually Accelerated Growth, Sustainable Development, and Inclusive Multilateralism.' This theme reflects a vision of BRICS providing global leadership in addressing the needs and concerns of the majority of the world, namely beneficial economic growth, sustainable development and inclusion of the global South in multilateral systems. The theme informs the chair's five priorities for 2023. 1) Developing a partnership towards an equitable just transition: Climate change forces significant transformational changes to our economies, particularly the energy sector. This should not stand in the way of improving the lives of our people. 2) Transforming education and skill development for the future. 3) Unlocking opportunities through the African Continental Free Trade Area. 4) Strengthening post-pandemic socio-economic recovery and the attainment of the 2030 agenda on sustainable development. 5) Strengthening multilateralism, including working toward real reform of global governance institutions, and strengthening the meaningful participation of women in peace processes. South Africa's priorities reflect our principled position that we advance in partnership with others. Our priorities respond to challenges and opportunities that are shared by South Africa, BRICS members and the global South. WION: How does South Africa view the expansion of the grouping? More and more countries want to join the grouping. Joel Sibusiso Ndebele: The significant interest in joining BRICS is a clear sign that BRICS has remained true to its values of championing the global south, strengthening multilateralism, and driving reform as well as boosting global economic growth and stability. South Africa welcomes the discussion on BRICS membership expansion and will, in our capacity as chair, take this forward in close cooperation and full consultation with our BRICS partners. WION: South Africa has been inviting a few countries to BRICS's proceedings like FMs or NSAs meet. What has been the key focus, and which countries will be invited to the summit? Joel Sibusiso Ndebele: South Africa initiated the BRICS outreach/plus during its chairship in 2013 by inviting African countries to the summit as a clear message that BRICS aims to act in concert with the global south. In this regard, all BRICS members subsequently hosted an outreach dialogue on the margins of their respective Summits until 2019. China restarted the practice during their chairship in 2022 extending it for the first time to foreign ministers' meetings. This mechanism is an effort to further promote dialogue with like-minded countries and to enhance the inclusiveness of the BRICS strategic partnership. This year we hosted the National Security Advisors meeting, inviting all 15 countries that were invited to the foreign ministers' meeting in June 2023. These meetings typically exchange views on issues such as strengthening multilateralism and global governance and responding to new threats and challenges to national security. In inviting these countries is to acknowledge that the dynamics around various aspects of the globe have material and adverse bearings at a global, regional, and national level. South Africa has again invited the Friends of BRICS to the impending Summit as a vehicle for building global support to promote sustainable development in the spirit of South-South cooperation. In line with our theme, we have invited 67 leaders from Africa and the global south in addition to dignitaries and decision-makers in the regional and international organisations. WION: How has South Africa been preparing to host the BRICS summit this month? Joel Sibusiso Ndebele: Since assuming our chairship in January 2023, many meetings across all three pillars of cooperation, namely, Political and security, economic and financial; and Social and people-to-people cooperation have taken place such as the BRICS Civil Forum, BRICS Ministers of Communication, the BRICS Youth Forum, the BRICS Urbanisation, BRICS Ministers of Health, and BRICS Ministers of Science and Innovation. All these activities build up to the 15th BRICS summit which will provide an opportunity for BRICS leaders to reflect on all the elements of BRICS cooperation. The Summit will also provide an opportunity to amplify the voices of our friends in Africa and the global south with the BRICS-Africa outreach and BRICS-plus dialogues. President Ramaphosa has confirmed South Africa's readiness to host the summit which will kick off with the business forum, followed by the BRICS leaders retreat. The summit will take place on August 23 whereafter the BRICS-Africa outreach and BRICS-plus dialogues will be held on August 24. WION: How does South Africa see India's G20 presidency? Joel Sibusiso Ndebele: I wish to congratulate the Government of India for chairing a very successful G20 Presidency thus far. We look forward to President Ramaphosa’s participation at the summit next month. India has certainly set the bar high. We are taking many lessons and we will take these forward as South Africa will be taking over G20's presidency after Brazil for the first time in 2025. With South Africa chairing BRICS and India, the G20, there is an opportunity to align our respective work plans and calendars in the interests of the global South such as reform of the world’s systems, such as the UN multilateral system as well securing a voice for all in the global financial architecture. With India currently holding the G20 presidency and pushing for a more inclusive world order, it is an opportune time to induct the African Union (AU) as a permanent member of the G20. With seven years left to meet the Sustainable Development Goals of the United Nations, development must be at the centre of this agenda, Indian Presidency’s focus on Accelerating Progress on Sustainable Development Goals (SDGs) is therefore of critical importance. The G20 2023 Action Plan on accelerating progress on the SDGs will have a significant impact on Africa’s development which addresses issues that are critical for Africa’s development. WION: India has mooted the idea of AU being a permanent member of the group, how do you see this idea, and do you support it? Joel Sibusiso Ndebele: South Africa strongly believe that admission of the AU in the G20 will be the right step towards the development of a just, fair, more inclusive and representative global governance architecture. President Cyril Ramaphosa advocated for the AU’s membership of the G20 during the Bali summit’s working session on food and energy security in 2022. As the G20 is a key multilateral platform for global economic and financial cooperation, discussions at the G20’s annual Leaders’ Summit have far-reaching implications for Africa. It is therefore important for Africa to be adequately represented in the G20. We are therefore pleased to confirm South Africa’s support for the Indian G20 Presidency’s proposal for the AU to be accorded full membership of the G20 at the New Delhi Summit. WION: As the South African high commissioner to Delhi, how do you perceive the current state of bilateral relations between South Africa and India? Joel Sibusiso Ndebele: This year South Africa and India celebrate 30 years of formal diplomatic ties. South Africa and India enjoy a strategic partnership and bilateral relations that are anchored by a deep and shared history of friendship and solidarity. We will never forget India’s support for the fight for freedom and democracy in South Africa. Our partnership with India has grown from being a partner in the struggle for freedom to a partnership that embraces the best of both of our societies. Bilateral relations with India are structured via a Joint Ministerial Commission (JMC) and Foreign Office Consultations (FOC) which are held at a senior officials’ level. India hosted the FOC in 2022 and we are to host the next JMC. In today’s highly polarised and fragmented world, South Africa and India continue the struggle for equitable and inclusive development, as well as greater voice and representation in global institutions. The economic relations between South Africa and India have grown exponentially since 1993. Today, South Africa is India's second-largest trading partner in Sub-Saharan Africa and India is South Africa’s second-largest trading partner in Asia after China. The potential for tourism, both leisure and business, cannot be underestimated. Currently, India is South Africa’s largest source market in Asia for tourism and the 6th largest in the world. In the last year, post Covid, the Indian market has grown by 200%. WION: As a representative of South Africa in India, how do you assess the potential for increased trade and investment between the two countries? Joel Sibusiso Ndebele: South Africa and India have a well-developed bilateral investment relationship. There is considerable progress in cooperation in the defence, education, and agriculture sectors, among others. Both countries have reiterated the need for further deepening bilateral cooperation in trade and investment, food security, defence, pharmaceuticals, digital financial inclusion, skill development, insurance, health, and people-to-people contacts. Our cooperation is as wide as it much as it has depth. The two countries recognise a huge potential for increased trade and investment cooperation and desire a mutually beneficial relationship. The South African High Commission is inundated with a considerable number of Indian companies which are interested in setting up their operations in South Africa. According to the latest estimates, there are over 130 Indian companies in South Africa, employing approximately 18 000 South Africans. South Africa’s largest investment into India is through Naspers / Prosus Ventures in Indian start-ups. Moreover, given South Africa’s expertise in the areas of defence equipment, agriculture and agro-processed goods, capital and mining equipment and financial services, there is considerable room for expansion in trade and investment between our two countries. WION: What is the state of bilateral defence relations? Joel Sibusiso Ndebele: In terms of defence cooperation, India and South Africa officially commenced in 1996 with the signing of an MoU on "Cooperation in the field of Defence Equipment", this was subsequently replaced by a MoU titled "Defence Cooperation" in 2000. The last Joint Defence Committee (JDC) was held in 2017, post Covid, no JDC has taken place with one scheduled for late 2023. Various Indian Navy ships have made port calls to South Africa with the latest vessel the INS Trishul docking in Durban from 7 to 10 June 2023. The IBSAMAR exercise between India, Brazil and South Africa has proven to be very valuable for the three countries in the maritime domain. The South African Army participated in the multinational field training exercise for African nations conducted by the Indian Army in Pune in March 2019. Chief of the SA Air Force visited the Indian Armed Forces in 2021 and the Chief of the Army visited his Indian counterparts in 2022. Various military officers from South Africa have and currently are undergoing training in India. Two Indian officers are attending staff courses in South Africa. The South African military industry is making small gains in the field of exporting military equipment. South African and Indian soldiers work side by side in many peacekeeping operations in various mission areas. The relationship bond between the Indian Armed Forces and the SANDF is cordial and friendly and growing at a steady pace. WATCH WION LIVE HERE ×

Exclusive: South African HC says BRICS meet to amplify global south voices; backs proposal for AU's G20 entry

Environmental activists have sued the South African environment minister and the national air-quality officer and a regional unit of ArcelorMittal South Africa for failing to take action against the company over its air pollution, according to a report by Bloomberg.

According to a statement sent through email on Tuesday, the Vaal Environmental Justice Alliance and groundWork filed the lawsuit&nbsp;at the South African High Court. They assert that the government has not taken any action to reduce emissions from ArcelorMittal South Africa Limited’s largest steel plant, located in Vanderbijlpark, south of Johannesburg.

The lawsuit is similar to one that was filed against the government in 2022 and won by activists including groundWork because of air pollution from coal-fired plants run by Eskom Holdings SOC Limited and Sasol Limited.

Judge Colleen Collis of the South African High Court concluded in that in the 2022 case,the Environment Minister Barbara Creecy was required by the Constitution to adopt and enforce laws to promote cleaner air.

Presently, the activists claim that Arcelor’s South African branch has failed to reduce air pollution for years, even after installing technology to control emissions. The parties filing the action assert that the government acted leniently and lowered emission restrictions for the company.

“The minister, instead of bringing industries into compliance, continues to allow for weaker limits,” Bloomberg quoted the activists as saying in the court papers. “This erodes the rights of the people living in the area, who are breathing dangerous levels of pollution.”

The southern and eastern regions of Johannesburg have the highest concentration of coal-burning enterprises, contribution to severe air pollution. Coal being the primary fuel for manufacturing petrochemicals, steel, and ferroalloys, provides more than 80 per cent of South Africa’s electricity, has also played a role in the economic development of the continent’s most industrialised country.

South African environment authorities sued over Arcelor pollution: Report

In the latest mass-shooting incident to rock South Africa, on Friday, at least four gunmen forcefully entered a house in a township situated near the eastern city of Durban and claimed the lives of four people. Two were killed inside the main building, one in a backroom and another near an outside toilet, said the police.

Two more people were shot dead inside a shack a few metres away and a third was wounded.&nbsp;

On Saturday, the police released a statement saying that they have launched a "massive manhunt" for the assailants who shot six people dead over a missing identity card. &nbsp;&nbsp;

According to police spokesman Robert Netshiunda, preliminary investigations showed the suspected ringleader demanded his identity document from the victims before shooting them.

"It is believed that he was implicated and is wanted by police for another murder in which he allegedly dropped his identity document accidentally," Netshiunda said.

As per the reports, the attacker thought one of the victims killed by him was in possession of the document, he added.

<h2>Five killed in Cape Town amid taxi strike</h2>

Last week, five people were killed in the South African city of Cape Town after a strike by mini-bus taxi drivers turned violent.

A British doctor was also shot dead after taking a wrong turn during the demonstrations.

The South African National Taxi Council (SANTACO) had announced a one-week provincial shutdown after failing to resolve various issues with the local government in Cape Town.

The strike ended on Saturday, after the taxi association came to an agreement with city officials.

The protests by the drivers began on Aug 3 in response to what they described as "heavy-handed tactics" against them by police and city authorities.

"Taxi operators were caught by law agencies where there were exchanges of gunfire, so it really was unpleasant. There have been losses of life, losses of income and families' livelihoods for a week of the month when people are already living as it is on the breadline in many of those communities. Then the larger geopolitical and international costs to Cape Town and South Africa is that we've seen as a result of the taxi-related violence travel advisories from various countries," said Rob Quintas, mayoral committee member for the Urban Mobility City of Cape Town.
