Saudi Arabia's non-oil business sector has seen a strong growth trend, as indicated by a recent survey, revealing that the Kingdom's economy has been on an upward trajectory for a second consecutive month in October.

According to Reuters, the Riyad Bank Saudi Arabia Purchasing Managers' Index, which is seasonally adjusted, surged to 58.4 last month, up from September's 57.2. This marks an upturn and stands well above the 50-point threshold, signifying growth. Notably, this figure represents the highest reading since June.

One of the driving factors behind this performance has been the surge in new orders, which has played a pivotal role in sustaining the growth momentum. The new orders sub-index rose to 66.1 in October, marking a four-month high and showcasing a significant improvement from the previous month's 64.2.

The positive impact of this surge in new business has been witnessed across various sectors, including manufacturing and construction. Although the growth in output remained strong, the sub-index eased slightly to 60.1, which is slightly below the long-term trend.

Reuters quoted Naif Al-Ghaith, the chief economist at Riyad Bank, as saying, "The surge in new orders signifies an expanding market and suggests that the non-oil sector is experiencing sustained growth and demand for its products."

This is a promising sign for the Saudi economy, indicating a growing demand for labour and potential improvements in the job market, as reflected by the rise in the employment subindex.

In October, the employment subindex reached a nine-year high of 54.5, up from 52.0 in September.

This surge in employment is in line with the government's plan towards creating more job opportunities for its citizens, a key element of Vision 2030, an ambitious economic diversification plan spearheaded by Crown Prince Mohammed bin Salman.

The plan aims to reduce the nation's dependence on oil and create a more diverse and sustainable economy.

Saudi Arabia's non-oil economy shows resilience in October | World Business Watch

Saudi Arabia and Russia have confirmed their commitment to maintaining oil supply reductions of over 1 million barrels per day until the end of the year, even as geopolitical tensions in West Asia continue to unsettle global oil markets.

According to a Bloomberg report, leaders of the OPEC+ coalition jointly announced this decision in separate official statements on Sunday. Riyadh has significantly reduced its daily crude production by 1 million barrels, while Moscow is curbing its oil exports by 300,000 barrels. These actions are in addition to previous production cuts implemented with other OPEC+ member nations.

Saudi Arabia intends to review its production levels in the coming month and will consider the options of "extending the cut, deepening the cut, or increasing production," as stated by the Saudi Press Agency.

Russia's Deputy Prime Minister, Alexander Novak, echoed these sentiments in a separate statement.

Recent weeks have seen fluctuations in oil prices due to concerns about the conflict between Israel and Hamas potentially escalating into a larger regional conflict involving major crude producer Iran. On Friday, Brent futures closed just under $85 a barrel in London.

Should a broader conflict ensue, it might prompt both Saudi Arabia and Russia to reassess their planned production cuts. The International Energy Agency has warned about the potential risks posed by high fuel prices to global inflation and the economy. Nevertheless, for now, the Organisation of Petroleum Exporting Countries (OPEC) and its partners remain committed to keeping oil supplies under strict control.

Saudi Arabia, in particular, may be motivated to continue these production cuts as it seeks oil prices as high as $100, according to Bloomberg Economics. Such high prices are essential to fund ambitious projects like Neom, a futuristic city, and the acquisition of prominent athletes for domestic sports franchises. On the other hand, President Vladimir Putin relies on petroleum revenues to finance ongoing efforts related to the situation in Ukraine.

According to Bloomberg, Saudi Energy Minister Prince Abdulaziz bin Salman previously stated at the Future Investment Initiative conference in Riyadh that the kingdom's oil-market strategy has been effective.

Additionally, signs of weakness in physical oil markets may incentivise Saudi Arabia to maintain its course. Declining profits in the fuel-making sector and rising freight costs for transporting crude across regions have posed challenges. Despite industry expectations, substantial inventory declines have yet to materialise, as observed by Goldman Sachs Group Inc.

Eurasia Group, a consultancy, suggests that Saudi Arabia might be compelled to extend its unilateral 1 million barrel-a-day production cut into 2024 if market conditions continue to deteriorate. The International Energy Agency predicts that a new surplus in supply will emerge early next year as demand growth slows significantly.

The entire OPEC+ coalition, comprised of 23 nations, is scheduled to convene for a ministerial meeting on November 26 to review the policy for 2024.

FIFA have confirmed that Saudi Arabia have submitted the only bid to host the 2034 World Cup. Australia opted against bidding for the 2034 FIFA World Cup on Tuesday (Oct 31), hours before the deadline for 'declarations of interest' was set to expire. Football Australia said it had decided after considering all factors. Australia's decision to skip the bidding process had long been coming, especially after Saudi Arabia opted to submit an official proposal for the marquee event last month. “We have explored the opportunity to bid to host the Fifa World Cup and – having taken all factors into consideration – we have reached the conclusion not to do so for the 2034 competition,” said the Australian FA in a statement. It added that the Down Under country was still interested in hosting the Women’s Asian Cup in 2026 and the 2029 Club World Cup. “For international tournament hosting, the Australian time zones provide significant opportunities for broadcasters, and we are within touching distance of billions of people in Asia and Oceania, which also helps to provide a strong commercial outlook for competitions,” FA said, explaining the advantage of hosting world events in Australia. Also read | 2030 Football World Cup to be held in Europe, Africa and South America, announces FIFA Why did Australia not submit the bid? As soon as FIFA last month announced the venues for the 2030 World Cup, Saudi Arabia sprang into action and submitted a letter of intent to host the event to the world football governing body. According to the Saudi Arabian Football Federation (SAFF), after the kingdom showed its intention to bid for the tournament, "over 70 FIFA member associations from across different continents" pledged their support. The last straw for Australia came when the Asian Football Confederation also decided to back Saudi Arabia's 2034 bid. With Australia opting out, the path for Saudi Arabia to host the quadrennial event is wide open. If all things fall in place, the football World Cup will return to Asia, 12 years after Qatar hosted the 2022 World Cup. What did FIFA announce? Last month, FIFA announced it had reached an agreement to host the 2030 World Cup across three continents viz, South America, Africa and Europe. While Morocco, Portugal and Spain will be the joint hosts for the marquee event, games will also be played in Uruguay, Argentina and Paraguay. As a result, all six nations will automatically qualify for the World Cup. "In 2030, the FIFA World Cup will unite three continents and six countries, inviting the entire world to join in the celebration of the beautiful game, the Centenary and the FIFA World Cup itself," FIFA said in a statement. FIFA said the World Cup matches were being held in South America as part of the centenary celebration of the first World Cup held in Uruguay. (With inputs from agencies) WATCH WION LIVE HERE:

“Let there be no doubt. The United States has Israel’s back,” United States President Joe Biden had stated recently. During the same time, Biden had appealed to Israel to delay the invasion of the Gaza Strip.

The US officials had clarified that the request was made due to multiple reasons which included getting more humanitarian aid inside Gaza, taking more time to reach negotiations for release of hostages and doing better war planning.

Israel's ground invasion of Gaza can turn catastrophic, Saudi Arabia warns US

United States President Joe Biden and Saudi Arabian Crown Prince Mohamed bin Salman, on Tuesday (Oct 24) held a phone call to discuss efforts to prevent the ongoing war between Israel and the Palestinian militant group Hamas from “expanding” to the rest of the region, said the White House in a statement.

The discussion comes days after Biden said that he believed Hamas’ attack on Israel was aimed at disrupting warming ties between the country and Saudi Arabia.

What did the two leaders discuss?

According to a statement released by the White House, both Biden and the Saudi crown prince agreed to pursue broader diplomatic efforts “to maintain stability across the region and prevent the conflict from expanding.”

This comes as several Gulf states, including Saudi Arabia, have expressed concerns about the conflict expanding and how it would affect their national security.

They also welcomed the delivery of humanitarian assistance from Egypt into Gaza and acknowledged that “much more is needed for civilians” to have sustained access to food, water and medical assistance, as per the White House.

This comes as the United Nations reported that no aid entered Gaza on Tuesday (Oct 24).

The UN aid spokesperson Eri Kaneko said around 20 trucks were unable to transport aid to Palestinian civilians without saying why the trucks had not been able to cross into Gaza via the Rafah border crossing.

Biden and MBS on hostages held by Hamas

According to the White House, the two leaders called for the “immediate release” of hostages held by Hamas in Gaza and welcomed efforts to secure their release.

This comes after Israel said more than 220 people were taken as hostages when the Palestinian militant group launched its surprise attack on the country on October 7.

“They also affirmed the importance of working towards a sustainable peace between Israelis and Palestinians as soon as the crisis subsides, building on the work that was already underway between Saudi Arabia and the United States over recent months,” said the White House.

It added the two leaders have “agreed to remain in close coordination” regarding the same.

Notably, the US was in the midst of brokering a deal to normalise relations between Israel and Saudi Arabia – home to Islam’s two holiest shrines – which was shattered once Hamas militants attacked Israel.

The French government is talking to Saudi Arabia about selling the kingdom Rafale fighter jets, France's defence minister said on Monday.

Sebastien Lecornu told reporters there were "discussions" between Rafale maker Dassault Aviation and Saudi Arabia about a potential sale but gave no details.

Weekly La Tribune Dimanche reported that Saudi Arabia -- whose airforce is mostly equipped with American F-15s and Eurofighters built by Britain, Germany, Italy and Spain -- had asked Dassault for a cost estimate for 54 Rafales by November 10.

The Rafale, a twin-engine multirole fighter aircraft, is a bestseller for the French arms industry, and helped push French weapons exports to a record high last year.

France, the world's third-biggest arms exporting nation after the United States and Russia, sold 80 of the fighters to the United Arab Emirates for an estimated 16 billion euros ($17 billion) in 2022.

Indonesia, Greece, India, Qatar and Egypt are also Rafale customers.

France has sold more than half its Rafale production to date abroad.

NGOs often criticise France for delivering arms to what they say are authoritarian regimes.

But the defence ministry said in a report last year that France always respected its "international commitments" and weapons exports were subject to "very strict rules" and export controls.

Saudi Arabia, already a major buyer of French weapons, is regularly accused of human rights violations which NGOs and others say include mass executions and the targeting of individuals exercising their right of freedom of expression and association.

In a move aimed at diversifying the oil-dependent economy, Hyundai Motor Co. has entered into an agreement with Saudi Arabia's sovereign wealth fund, the Public Investment Fund (PIF), to establish a car assembly plant worth over $500 million, according to a report by Bloomberg.

The report cited Park Jiwoo, from Hyundai’s external affairs team who indicated that this venture marks a significant step towards expanding the domestic auto industry, with plans to produce 50,000 vehicles annually. Further, Bloomberg cited her saying that the plant, situated at the King Abdullah Economic City near Jeddah, will be a joint effort, with PIF holding a 70 per cent stake, while Hyundai will retain the remaining 30 per cent.

The assembly plant, projected to commence operations in early 2026, is poised to cover an area spanning around 300,000 square meters. It will encompass the production of both electric vehicles (EVs) and traditional combustion engine cars, marking Hyundai's commitment to embracing emerging green technology while accommodating conventional market demands.

The ambitious project aligns with Saudi Crown Prince Mohammed bin Salman's vision of reducing the nation's reliance on oil revenue through diversification, with a focus on Jeddah as a key hub for the domestic automotive industry. PIF, a pivotal player in this initiative, has been at the forefront of this effort, having previously invested in the U.S.-based EV start-up Lucid Motors Inc. Their investment in Lucid led to the establishment of the company's first international facility in Saudi Arabia, showcasing the country's growing prominence in the electric vehicle sector.

Furthermore, PIF has ventured into the creation of its electric vehicle brand, "Ceer," while also making strategic international and domestic investments to secure essential metals and minerals needed to establish a robust supply chain for the burgeoning EV industry.

Saudi Arabia has urged its citizens to leave Lebanon “immediately”, sparking fears of Hezbollah’s entry into a conflict primarily confined to the Hamas-controlled Gaza Strip.

It was also reported that the kingdom’s embassy in Beirut was shut down following concerning developments in southern Lebanon where at least 18 people were killed during an exchange of fire with Israeli troops.

Israeli military Chief of Staff Herzi Halevi Tuesday (Oct 17) warned that his nation would retaliate aggressively should Hezbollah escalate.

“If Hezbollah makes a mistake, it will be annihilated,” he declared while meeting Israeli troops stationed on the country’s border with Lebanon.

‘Day of rage’

After a strike at a Gazan hospital killed hundreds on Tuesday, Hezbollah called for a “day of rage” against Israel.

Following this, hundreds of protesters gathered in Beirut's southern suburbs on Wednesday to stage demonstrations.

This has sparked fears that a wider conflict could erupt should Iran-backed Hezbollah decide to enter the war. The Saudi embassy statement said citizens remaining in Lebanon should "exercise caution and stay away from places where gatherings or demonstrations are taking place".

'Israel not responsible for Gaza hospital strike': US cites aerial imagery, intercepted communications

England international Jordan Henderson has hit back at the home fans who booed him during the friendly against Australia at the Wembley Stadium last week. Henderson said he didn't like being booed but vowed to not walk away from international football.

The midfielder sported the captain's armband during the match but was booed by the fans when he was substituted in the second half by manager Gareth Southgate.

"It's not nice, your own fans (booing). Everybody has got their own opinion. I love playing for England, I have done for many years, that's why I'm still here," said Henderson.

"I still want to play for England for as long as I possibly can and give everything for the team, for my country. To lead the team out meant an awful lot to me and my family. Another special night and we got the win which is the most important thing," he added.

“If people want to boo if I’m playing in a different country, that’s fine. Everyone is going to have an opinion over playing in Saudi."

Southgate supports Henderson

After the match, even Southgate criticised the fans saying "it defied logic' as to why certain fans would take such a position, especially against England's captain.

"He is a role model in the squad. I don't understand it," said Southgate.

Jordan Henderson doesn't understand why he was booed by English fans

Saudi Arabia is reportedly putting plans of normalisation of ties with Israel on the back burner in light of the latest conflict between Israel and Hamas, Reuters reported citing sources. This has signalled rapid rethinking of its foreign policy amid escalation of situation in the Middle East.

The conflict has pushed Saudi Arabia to engage more with Iran, its regional foe. Saudi Crown Prince Mohammed bin Salman spoke with Iranian President Ebrahim Raisi with a view to prevent broader surge in violence which may span the entire Middle East.

A Saudi statement said the crown prince told Raisi "the kingdom is exerting maximum effort to engage with all international and regional parties to halt the ongoing escalation", underling Riyadh's move to contain the crisis.

Reuters said that there would now be delay in US-backed talks on normalisation of ties with Israel.

Until Hamas' attack on Israel on October 7, both Saudi Arabia and Israel had been saying that they were moving towards a normalisation deal. This had potential to reshape the geopolitical scenario in the Middle East.

Saudi Arabia is home to Islam's two holiest sites. The kingdom had reportedly indicated till recently that it would not allow its pursuit of a U.S. defence pact be derailed even if Israel did not offer significant concessions to the Palestinians in the their bid for statehood.

As the Israel-Hamas conflict completes a week, at least 1300 Israelis have been killed till now. On the Palestinian side, 1900 people have lost lives.

Reuters said that Saudi Arabia is not in a mood to continue normalisation talks with Israel for now and Israeli concessions for Palestinians may assume greater importance in the kingdom's calculus.

"Normalisation was already considered taboo (in the Arab world) ... this war only amplifies that," Saudi analyst Aziz Alghashian said as quoted by Reuters.

The US has been working for greater intergration of Israel with the Arab world that immediately surrounds it geohraphically. Washington has been keen to build on the Abraham Accords which saw normalisation of ties between Israel and some Gulf states, including the United Arab Emirates (UAE).

US National Security Adviser Jake Sullivan said in a White House briefing earlier this week that normalisation effort was "not on hold" but also added that the focus was now on other immediate challenges, an apparent reference to Israel-Hamas war.

In a significant move toward bolstering their energy cooperation, India and Saudi Arabia have signed a Memorandum of Understanding (MoU) for the development of a green hydrogen supply chain and electrical interconnections, Mint reported.

The MoU was signed on Sunday in Riyadh, Saudi Arabia, during the MENA Climate Week 2023, marking another milestone in the partnership between the two nations.

According to reports, the agreement aims to establish a comprehensive framework for cooperation encompassing various aspects of the energy sector. The focus areas include electrical interconnection, exchange of electricity during peak demand and emergencies, co-development of projects, co-production of green and clean hydrogen, and the creation of secure, reliable, and resilient supply chains for materials used in green and clean hydrogen production and renewable energy.

With a larger objective of integrating national power networks with other nations, lessening the need for costly renewable energy storage technologies, and improving grid dependability, India is interested in developing electrical connections with Saudi Arabia. This action is crucial as India moves on with the OSOWOG plan, which aims to link nations through a global power grid.

Mint reported that R. K. Singh, India's Union Minister for Power and New & Renewable Energy, emphasised India's dedication to the energy transition during the MENA Climate Week 2023. He mentioned that India, with almost 17 percent of the world's population and as the world's fifth-largest economy, was actively taking substantial measures to decrease the emission intensity of its GDP by 45 percent by 2030 and to attain the Net Zero goal by 2070.

Singh also extended an invitation to MENA countries to join the recently launched Global Biofuels Alliance, fostering international cooperation in sustainable bio fuels. This alliance, launched during the G20 Summit in New Delhi, includes 19 countries and 12 international organisations, with India, Brazil, and the U.S. as founding members.

The MENA Climate Week serves as a platform for discussing climate solutions and energy sustainability ahead of COP28 and is hosted by the government of Saudi Arabia. Singh emphasised the significance of global collaboration in shaping the energy transition narrative and encouraged sustainable behaviours and choices to achieve this transition.

The high-level GST (Global Stocktake of the Paris Agreement) regional dialogue at the MENA Climate Week further provides an opportunity to discuss challenges, solutions, and opportunities for enhancing climate action and support within the MENA context and globally. The GST is essential for periodically assessing the progress toward the Paris Agreement's goals and long-term objectives, with its first session held in Glasgow in 2021 and concluding at the climate change conference in Dubai, UAE.

US Secretary of State Antony Blinken, on Sunday (Oct 8), stated that one of the intentions behind the unprecedented attack launched by Hamas may have been to derail the efforts that were being made to normalise ties between Saudi Arabia and Israel.

"It wouldn't be a surprise that part of the motivation may have been to disrupt efforts to bring Saudi Arabia and Israel together, along with other countries that may be interested in normalising relations with Israel," Blinken told CNN in an interview on Sunday.

Blinken, in a separate interview with ABC, stated that in recent years, Hamas grew stronger because of the support it received from Iran. However, he also mentioned that for now, there wasn't any direct evidence linking Tehran's involvement to the assault.

"There's a long relationship between Iran and Hamas. In fact, Hamas wouldn't be Hamas without the support that it's gotten over many years from Iran. We haven't yet seen direct evidence that Iran was behind this particular attack is involved, but the - the support over many years is clear."

He added, "It's one of the reasons that over the last couple of years, we have been resolutely working against Iran's support for terrorism, for destabilising actions in other countries. We've sanctioned more than 400 Iranian individuals and entities precisely for the kind of support that they've offered Hamas in the past. And it's something that we remain extremely vigilant about."

"This is a massive terrorist attack that is gunning down Israeli civilians in their towns, in their homes, and as we've seen so graphically, literally dragging people across the - the border with Gaza, including a Holocaust survivor in a wheelchair, women and children. So, you can imagine the impact this is having throughout Israel. And the world should be revolted at what it's seen," he further added.

Days after announcing its bid for the 2034 FIFA World Cup, Saudi Arabia on Monday (Oct 9) took the official step by submitting a letter of intent to host the event to FIFA - the world soccer governing body.

According to the Saudi Arabian Football Federation (SAFF), ever since the kingdom showed its intention to bid for the tournament, "over 70 FIFA member associations from across different continents" had pledged their support.

"Last week we announced our ambitions to host the 2034 FIFA World Cup, and this official submission continues our journey to make the dreams of our people a reality," Yasser Al Misehal, president of the SAFF said in a statement.

"We are extremely committed to presenting the most competitive bid possible that will also help unite the world through football," he added.

Last week, reports also claimed that the kingdom hosting the quadrennial event was basically a 'done deal'.

"A Saudi World Cup in 2034 isn't just likely, it's basically a done deal. Money has talked again, and the event will be worth billions in new cash for FIFA," a source close to the matter told DailyMail.

What did FIFA announce?

On Thursday (Oct 5), FIFA announced it had reached an agreement to host the 2030 World Cup across three continents viz, South America, Africa and Europe.

Additionally, FIFA said it was fast-tracking the bidding process for the 2034 tournament, adding that the World Cup will be staged in a host country (or countries) represented by the Asian or Oceania confederations.

The 2034 bidding process began earlier this month and countries only have until October 31 to confirm their interest in submitting a formal bid proposal. Apart from the kingdom, Australia, perhaps alongside Indonesia is expected to throw its hat into the ring.

If Saudi Arabia gets the nod to host the event, the FIFA World Cup will return to Asia 12 years after Qatar hosted the 2022 World Cup.

Saudi Arabia takes formal step to host 2034 World Cup, submits letter of intent to FIFA

In an attempt to maintain stability in global oil markets, six Arab nations - Bahrain, Iraq, Kuwait, Oman, Saudi Arabia, and the United Arab Emirates - have reaffirmed their commitment to "collective and individual voluntary adjustments" to oil production, according to a report from Reuters.

This pledge comes as these oil-producing nations emphasize their support for market stability and cooperative efforts within the OPEC+ framework.

The oil ministers of these six countries convened on the sidelines of the U.N. MENA climate week event held in Riyadh on Sunday. As reported by the Saudi state news agency SPA, they reiterated their readiness to take additional measures when necessary, building on the cohesion of the OPEC+ group, which includes OPEC nations and non-OPEC allies like Russia.

The commitment to voluntary oil production adjustments aligns with the Declaration of Cooperation (DoC) countries' ongoing efforts to bolster market stability. Notably, OPEC+ had previously agreed in June to extend voluntary oil cuts initiated in April, extending them until the end of 2024. In the case of Saudi Arabia and Russia, additional voluntary cuts are set to continue until the end of 2023, subject to monthly reviews.

Last week, during a meeting of the Organisation of the Petroleum Exporting Countries (OPEC) and its allies, there were no changes to the group's oil output policy. Saudi Arabia and Russia reaffirmed their intention to maintain voluntary supply cuts, demonstrating their commitment to supporting the market.

According to a report by Mint, at the U.N. MENA climate week event, the importance of the oil and gas industry in facilitating an orderly energy transition was emphasised. UAE Energy Minister Suhail al-Mazrouei highlighted the role of major hydrocarbon producers in ensuring a responsible and reasonably priced energy transition. Saudi Energy Minister Prince Abdulaziz bin Salman echoed this sentiment, underscoring the continuing need for hydrocarbons in the world.
