Saudi Arabia has restarted talks on a defence pack with the United States and according to media reports these talks have been paused after the Israel-Gaza war. In early January US senators reportedly travelled to the Northwestern town where they met Crown Prince Muhammad bin Salman on the agenda was the revival of earlier negotiations of a defence pact. That would have also included a historic tie-up between Saudi Arabia and Israel.

Saudi Arabia's unexpected decision to abandon plans to increase its oil production capacity by 8 per cent to 13 million barrels a day by 2027 has sparked speculation about the kingdom's outlook on future oil demand. This is based on a Bloomberg report. In a major move to liberalise alcohol regulations, the country will be opening its first Liquor store for non-Muslim delegates only. Saudi has so far. Been experimenting with mocktail pop-up bars, that have become a commercial success.

Saudi Arabia gets its first liquor store

The crown prince's latest decision will surprise many and shock conservatives in the country. Saudi Arabia is set to open its first alcohol shop. How will this store work? What are the restrictions?

Gravitas: Saudi Arabia to open its first liquor store

The Kingdom of Saudi Arabia (KSA) is gearing up to open its first alcohol store in the capital city of Riyadh that will exclusively serve non-Muslim diplomats in the country, according to a report by news agency AFP, citing sources.

Up until now, the kingdom had strict rules governing liquor sales where the non-Muslim diplomats had to import alcohol via a diplomatic pouch, or sealed official package.

However, under the new plan, alcohol sales will take place in a store in Riyadh's Diplomatic Quarter, a neighbourhood replete with foreign missions. According to Saudi government officials, a new regulatory framework was being introduced to counter the "illicit trade of alcohol goods and products received by diplomatic missions".

"The new process will focus on allocating specific quantities of alcohol goods when entering the kingdom to put an end to the previous unregulated process that caused an uncontrolled exchange of such goods in the kingdom," read the statement.

Notably, alcohol is forbidden in Islam and is regarded as 'haram'. The issue becomes all the more sensitive in Saudi Arabia, the de-facto leader of the Muslim world, housing the religion's holiest sites in the cities of Mecca and Medina.

Under the current laws, drinking alcohol can be punishable by hundreds of lashes, deportation, fines, or imprisonment. However, as part of the reforms, the whipping has largely been replaced by jail sentences.

The Kingdom of Saudi Arabia (KSA) is gearing up to open its first alcohol store in the capital city of Riyadh that will exclusively serve non-Muslim diplomats in the country, according to a report by news agency AFP, citing sources.

Watch | Gravitas: 'Will continue sports washing', says Saudi Arabia crown prince × Why the change?
Saudi Arabia's bold endeavour to transform into an electric vehicle (EV) hub, fuelled by billions in investments, faces formidable challenges. Despite significant financial commitments, hurdles such as infrastructure gaps, talent shortages, and the lack of a robust local industry persist. Reuters reports that the kingdom's ambitious goal to produce 500,000 EVs annually by 2030 encounters scepticism and competition from established global players.

Investments and partnerships

Saudi Crown Prince Mohammed bin Salman's vision to diversify the economy led to a $10 billion investment in Lucid Motors, the creation of the domestic brand Ceer, and the establishment of an EV metals plant. The Public Investment Fund (PIF) aims for substantial EV production, targeting 500,000 units by 2030. However, the kingdom's sole auto factory, operational since September 2023, has only assembled around 800 vehicles.

Historical challenges & current initiatives

Saudi Arabia's past attempts to attract automotive manufacturing faced setbacks. Toyota declined a deal in 2019, citing high labour costs, a lack of local suppliers, and a small market. The current push encounters similar obstacles, with analysts highlighting the need for local industry to supply auto components.

Ceer, a joint venture between PIF and Foxconn, plans to launch a car by 2025, but scepticism persists regarding achieving high production numbers. Hyundai's joint venture with PIF, alongside Lucid and Ceer, aims to create an automotive cluster in Jeddah. However, analysts doubt these efforts will sufficiently attract original equipment manufacturers to localise production.

China's dominance in the EV supply chain and production poses a significant challenge. BYD, surpassing Tesla as the world's largest EV maker, exemplifies China's prowess. The Inflation Reduction Act in the United States could channel significant investment into EV manufacturing, intensifying global competition.

Challenges in localisation & sustainability

Attracting producers of auto components remains a major hurdle due to the lack of a significant local industry. Ceer's plan to source components, including batteries, from Germany's BMW raises questions about achieving true localisation. Lucid's strategy to keep its supply chain in the U.S. might limit the expansion of local manufacturing.

Saudi Arabia, keen to enhance its sustainability credentials, showcased Lucid cars prominently at state conferences. The government committed to purchasing up to 100,000 Lucid vehicles over the next decade. Lucid's tie-up with the PIF is seen as a strategic relationship, emphasising the broader goal of developing the automotive ecosystem in the kingdom.

Raw material challenges

To become a centre for EV battery manufacturing, Saudi Arabia needs raw materials, notably lithium. Despite ambitions to produce lithium locally, reserves are yet to be announced. Efforts to extract lithium from saltwater are in the pilot stage, prompting the need for external sourcing.

Despite the hurdles, international industry executives acknowledge Saudi Arabia's financial strength, backed by the PIF. While money can solve challenges, the scale of investment required may surpass initial expectations.

Bottomline

Ambitious investments, partnerships, and sustainability goals mark Saudi Arabia's pursuit of becoming an EV manufacturing hub. However, overcoming historical challenges, intense global competition, and the need for a robust local industry present formidable obstacles. The kingdom's success hinges on effectively navigating these challenges by leveraging its financial prowess.

Germany, on Wednesday (Jan 10) said that they have approved the delivery of 150 IRIS-T air-to-air missiles to Saudi Arabia, marking a reversal in the years-long decision to ban arms exports to the kingdom. The restrictions were imposed by Berlin in 2018 in response to the murder of journalist Jamal Khashoggi.

Government spokesperson Steffen Hebestreit confirmed a report by the German weekly Spiegel, which said Berlin had authorised the sale of the 150 missiles to Riyadh. “The details of this report are accurate,” said Hebestreit, speaking at a daily press conference.

He added that IRIS-T could “be fired from aircraft at airborne targets, that is to say missiles, drones and so on”.

What changed Germany’s mind?

The move marks a major shift of policy for Chancellor Olaf Scholz’s government. According to Spiegel, the authorisation to send missiles, produced by German arms maker Diehl and fired by Saudi Arabia’s Eurofighter jets, was granted towards the end of last year.

Currently, Saudi Arabia has 72 Eurofighters, as reported by DW. Previously, the United Kingdom said that they would like to supply 48 more to the kingdom, a decision which required Berlin’s approval since the Eurofighter project is a joint British, German, Italian and Spanish effort.
