<p>Russian President Vladimir Putin asked his Turkish counterpart Recep Tayyip Erdogan on Wednesday (August 2) to help Moscow export its grain to African countries to evade crisis because of food shortage.&nbsp;During the call, Putin also reaffirmed that&nbsp;Russia&nbsp;would return to the deal "as soon as the West actually fulfils all the obligations to&nbsp;Russia" contained within it.&nbsp;</p>

<p>Kremlin said in a statement that during a telephonic conversation between Putin and Erdogan, the "willingness for cooperation with Turkey and other interested states on this issue was expressed".&nbsp;</p>

<p>Food security has again become the main issue of global concern after Moscow's decision to scrap the deal brokered by United Nations and Turkey. The grain deal allowed Ukraine to export food through the Black Sea in the aftermath of the Russia-Ukraine war, which started last year on February 24.&nbsp;</p>

Regional governor Serhiy Lysak, taking to the Telegram messaging app, said that the injured were being treated at home. Dnipro Mayor Borys Filatov said that this was the third time the SBU security service building was targeted by Russia. The two buildings were empty - the residential building had no one inside it because it just got completed and units were being put up for sale.</p>

<p>In the videos shared on social media, smoke was seen billowing from the residential building's top floors, which were&nbsp;badly damaged. President Volodymyr Zelensky said, "Dnipro. <p>"The African continent is indeed becoming a new centre of power. Its political and economic role is growing exponentially. Everyone will have to take this reality into account. For example, let's look at the initiative by a number of African states on solving the Ukraine crisis, which is an acute problem, we are not shying away from reviewing it," Putin added.&nbsp;</p>

<p>Before Russia, an African group travelled to Ukraine and offered crisis mediation. They called for military de-escalation, security assurances for both parties and mutual acknowledgement of sovereignty.&nbsp;</p>

<p>The offer to mediate was rejected by Ukraine, saying it would freeze the conflict without ensuring that Russian troops leave Ukrainian soil. The Kremlin had also said earlier that the African proposals would be "very difficult to implement".</p>

<p>On Wednesday, three different media outlets cited unnamed US officials as saying Kyiv had launched a new phase of its ambitious counteroffensive which seeks to eject Russian troops from nearly 20% of Ukrainian land still under occupation.</p>

<p>Asked about these reports, Yuriy Sak, an adviser to Ukraine's defence minister, told Reuters that "there is nothing new" happening at front lines. "In the south, we are moving forward slowly but surely," he said.</p>

<p>As he interacted with Russian television, Putin claimed that every Ukrainian attack had been beaten back. He also said that Russian forces had inflicted significant losses on their opponents.</p>

<p>Defence ministries of both countries appeared to offer contradicting reports of fighting.</p>

<p>Russian defence ministry said that Russian forces had repelled Ukrainian attacks around the village of Klishchiivka, as per reports by Russian news agency TASS. The village is near Bakhmut.</p>

<p>However, Hannah Maliar, Ukraine's Deputy Defence Minister wrote on Telegram that Ukraine's troops were "gradually moving forward" near Bakhmut. She claimed that the fight was ongoing near Klischiivka, Kudriumivka and Andriivka.</p>

Ukraine intensifying attacks on frontline, Russian forces inflicted heavy losses, claims Putin

<p>Ukrainian President Volodymyr Zelensky on Friday (July 21) said that the bridge which links Russia to the Crimea peninsula "brings war not peace" and hence it is a military target.</p>

Russia had annexed Crimea from Ukraine in 2014 and Kyiv wishes&nbsp;to reclaim it as it continues to fight back against the 17-month-long full-scale invasion by&nbsp;Russia.</p>

<p>The rail and road bridge, which was constructed by Russia and came into service in 2018 was "not just a logistical road", stated Zelensky, while speaking at the Aspen Security Conference in the United States through a video link.<br />

"This is the route used to feed the war with ammunition and this is being done on a daily basis. And it militarises the Crimean peninsula," said Zelensky, in his address as heard through an interpreter.<br />
<br />
"For us, this is understandably an enemy facility built outside international laws and all applicable norms. So, understandably, this is a target for us. And a target that is bringing war, not peace, has to be neutralised,” he added.</p>

<h2><strong>'Crimea bridge attack not linked to grain export deal'</strong></h2>

<p>Replying to questions raised through a moderator, Zelensky denied any link between the withdrawal of Russia from a UN-backed deal to export grain from Ukrainian ports and the attack on the Crimea bridge.<br />

Zelensky calls Crimea bridge 'legitimate military target', says it feeds ammunition for war

<p>Head of French President Emmanuel Macron's Elysee Palace diplomatic team has said that China was delivering items to Russia which could be used as military equipment by the latter. However, he said that such a supply was not on a massive scale.</p>

<p>"Yes, there are indications that they are doing things we would prefer them not to do," he told the moderator late on Thursday (July 20).</p>

<p>When he was asked whether China was delivering weapons, he said: "Well, kind of military equipment ... as far as we know they are not delivering massively military capacities to Russia but (we need that to be) no delivery."</p>

<p>Naval and air forces of China and Russia kicked off a joint exercise in the Sea of Japan on Thursday (July 20).</p>

<p>The Northern/Interaction-2023 joint exercise marks second time Russia is participating in an annual Chinese exercise. It is also the first time Russia has sent both, naval and air forces to participate in the exercise.</p>

<p>The theme of the joint exercise this time is "safeguarding the security of strategic maritime routes".&nbsp;</p>

<p>The joint exercise main includes naval and air escort, deterrence and expulsion, and anchorage defense drills to further enhance the coordination capabilities of both militaries to jointly maintain regional peace and stability.</p>

<p>Zbigniew Hoffmann told PAP: "Training or joint exercises of the Belarusian army and the Wagner Group is undoubtedly a provocation."&nbsp;</p>

<p>"The Committee analysed possible threats, such as the dislocation of Wagner Group units. Therefore, the Minister of National Defense, chairman of the Committee, Mariusz Blaszczak, decided to move our military formations from the west to the east of Poland," Hoffmann added.&nbsp;</p>

<p>On Wednesday, wheat prices on the European stock exchange soared by nearly nine per cent from the previous day to $284 per tonne. US wheat futures saw a jump of 8.5 per cent — the highest daily rise since the war broke out in February last year. Similarly, corn prices were up five to four per cent.&nbsp;</p>

<p>The immediate effect of the suspension is that millions of tonnes of wheat that was bound for Africa and West Asia has been stranded. While the wheat remains stuck, the Russian side has started "deliberately targeting the grain deal infrastructure", according to Ukrainian President Volodymyr Zelensky.&nbsp;&nbsp;</p>

<p>Experts argue that the domino effect will be reflected in global inflation which had calmed down after a long time.&nbsp;</p>

<p>Massive explosions were reportedly heard in Crimea as a suspected Ukrainian missile attack hit an ammunition depot and forced thousands of people to evacuate from the region. <p>"I want to emphasise that nothing was done, nothing at all. It's all one-sided," Putin said in a televised interview, adding: "We will think about what to do, we have a few more days."</p>

<p>The deal between Russia and Ukraine was brokered by the United Nations and Turkey. The deal has till now, allowed Ukraine to ship more than 32 million tonnes of grain past Russian warships stationed in the Black Sea.</p>

<p>A large part of the grain has gone to feed people in developing countries in the African continent, West Asia and elsewhere. If the deal is not extended and the exports are blocked again, food prices can soar.</p>

<h2><strong>Advanced 2 km along front, says Ukraine</strong></h2>

<p>Meanwhile, Ukraine said on Friday that its troops advanced nearly two kilometres along the southern front over the past week.</p>

<p>Mykola Urshalovych, a senior representative of the National Guard, told reporters that the force's 15th Karadag brigade and regular troops had moved towards the occupied southern city of Melitopol during the ongoing offensive.</p>

<p>The Security Service of Ukraine (SBU) said that a Ukrainian court, on Friday, jailed a man for 10 years after finding him guilty of plotting with Russia to blow up transport infrastructure to disrupt foreign arms supplies. The man, who was not identified, is said to have been fighting for the Russia-backed militant groups in eastern Ukraine even before Moscow began its “special military operation,” over a year ago.</p>

<p>According to Ukraine’s domestic security agency, he was tasked with blowing up two infrastructure objects by Russian military intelligence but had been detained back in February before he was able to carry out the attack.&nbsp;</p>

<p>While the exact location of where the supposed attack was not mentioned, the targets were said to have been in the Rivne region in western Ukraine which is home to several important road and railway links with NATO member and Kyiv supporter, Poland.&nbsp;</p>

<p>The routes in question are kept a secret in Ukraine but the equipment is often seen passing through the eastern part of the country. This comes as Western military support is seen as vital for Ukraine to fight Russian forces.&nbsp;</p>

Ukraine says it advanced nearly 2 km on southern front this week; downed 16 drones overnight

<p>Deputy commander of Russia's military operations in Ukraine, General Sergei Surovikin, who has not been seen in public since the mutiny by mercenary group Wagner, is currently 'resting', said a lawmaker from the ruling party on Wednesday.</p>

<p>As per Reuters reports, Andrei Kartapolov, head of the State Duma Defence Committee, is heard saying in a video posted on social media: "Surovikin is currently resting. (He is) not available for now."</p>

<p>Surovikin, who is also called 'General Armageddon' by the Russian press for his assertive strategies in the Syria conflict, was last seen publicly when he issued an appeal via a video urging the mercenary group to halt the mutiny while it was underway.</p>

<p>As per reports, Surovikin had good relations with Wagner chief Yevgeny Prigozhin, who appreciated the general while regularly criticising Moscow's military leadership, especially Defence Minister Sergei Shoigu and Chief of Staff Valery Gerasimov, over their handling of the war in Ukraine.</p>

<p>As per a New York Times report based on a U.S. intelligence briefing, Surovikin had prior knowledge of the rebellion and that Russian authorities were probing if he was associated with it or not.</p>

<p>According to the news agency Reuters, Russian and international media, last month, reported that Surovikin had been arrested, but there has been no official confirmation of that, and the Kremlin has declined to answer questions about him.&nbsp;</p>

<p>Russian President Vladimir Putin met the Wagner mercenary group’s chief Yevgeny Prigozhin five days after the failed coup attempt, the Kremlin said on Monday.</p>

<p>Briefing the reporters, Kremlin spokesman Dmitry Peskov said that the meeting took place on June 29, in which 35 people were invited, including unit commanders. He further said that the meeting lasted three hours.</p>

<p>Putin “gave his assessment of the events of June 24,” Peskov said, referring to the date of the Wagner Group’s failed uprising. He added that Putin also "listened to accounts given by (Wagner) commanders".</p>

<p>The Wagner commanders told Putin they were his soldiers and would continue to fight for him.</p>

<p>The development comes following speculations that Prigozhin wasn't exiled to Belarus at all as part of the peace deal brokered by Belarusian President Alexander Lukashenko.</p>

<p>Last week, Lukashenko told reporters that it was unclear if the Wagner fighters would come to Belarus after he previously offered them a desert military base.</p>

<p>“As for Prigozhin, he's in St Petersburg. He is not on the territory of Belarus," he said.</p>

<p>Responding to Lukashenko's remarks, the Kremlin said it was "not following" Prigozhin's movements.</p>

<p>"No, we do not follow his movements, we have neither the ability nor the desire to do so," Kremlin spokesman Dmitry Peskov told reporters.</p>

US is aiding Kyiv's war effort through CIA's presence in Ukraine: Report

But I'll say frankly that some Latin American countries are blocking the decision and this invitation," he stated, in remarks from Kyiv which aired by state broadcaster TVE.</p>

<p>As per Ukrainian police, Russia fired two S-300 surface-to-air missiles at the city.&nbsp;The S-300 is a surface-to-air missile that cannot hit targets on the ground accurately, but have&nbsp; been repurposed it for loosely targeted strikes on cities.&nbsp;</p>

<p>"There were a lot of people in there -- there are children under the rubble," said Yevgen, who had been dining with two friends at the Ria Pizza restaurant.</p>

<p>"We were just about to leave," he said, but one of his friends was not "under the rubble", he told AFP after the blast.</p>

<p>As per AFP reports, a crowd quickly gathered at the site of the strike where fires broke out after the strikes as soldiers and rescue workers searched for other victims.</p>

<p>President Volodymyr Zelensky&nbsp;condemned the missile strikes saying that S-300 missiles were used to carry out the deadly attacks.</p>

<p>"Exactly on the anniversary of the Russian terrorists' attack on Kremenchuk, on a shopping mall, where&nbsp;22 people were killed, Russian savages again fired missiles at the Kremenchuk district," he said.</p>

<p>"Today, Russian terrorists also brutally shelled Kramatorsk... Unfortunately, there are killed and wounded. Assistance is being provided. The rubble is being cleared."</p>

<p>"They can't get him out, he was covered&nbsp;by debris," she said.</p>

<p>The strike also caused destruction and damaged several nearby buildings which have often been targeted by Russian forces since the invasion launched by Russia in February 2022.</p>

<p>"People told me they heard a plane flying, there was a hissing and then an explosion," a 19-year-old Ukrainian soldier who gave his war name as "Ghost", and was nearby when the strike occurred, told AFP.</p>

<h2><strong>An offer hard to resist</strong></h2>

<p>The May 16 decree signed by Putin is hard for Nepali youngsters to resist keeping in mind the unemployment rate in the country. Basnyat said that after finishing their studies, a large number of Nepali youngsters are coming out for employment, but they have not been absorbed.&nbsp;</p>

<p>"The number of youth looking to leave for other countries in search of jobs and opportunities has shot up,” he added.&nbsp;</p>

<p>The major employment opportunities in Nepal are in the informal sector with poor working conditions and wages, the report said.&nbsp;</p>

<h2><strong>Videos show Nepalese youths joining Russian Army</strong></h2>

<p>For the past few weeks, videos on social media platforms including TikTok and Telegram showed Nepali youngsters joining the Russian Army. There was also news of Nepalese citizens joining the French Legion, but entering Russia is easier than entering Europe.&nbsp;</p>

<p>Earlier, the publication reported that Nepalese Gurkhas won't be joining the Indian Army this year as Kathmandu did not allow the recruitment.&nbsp;</p>

<p>A youth from Nepal's Koshi, who studied at a Russian university, said he had two options after completing his education - either go back to Nepal unemployed or join the Russian army.&nbsp;</p>

<p>The person said that even during the (army) training period, the salary was about 50,000 Nepalese Rupees along with insurance. "After one year, citizenship is also available. If I don’t die in one year, I will live here,” he added.&nbsp;</p>

<p>Lukashenko said Prigozhin had arrived in Belarus and was welcome to stay "for some time".&nbsp;</p>

<p>“At 10.10, he (Putin) called and informed me in detail about the situation that is happening in Russia. He asked several questions, including how to counteract this, and I realised that the situation is complicated,” Lukashenko said at a military awards ceremony in Minsk.</p>

<p>He then said that Putin wanted to eliminate Prigozhin, but decided not to “rush” after Lukashenko intervened.</p>

<p>Lukashenko said he told the Wagner chief that he would be “squashed like a bug” if he proceeds to march towards Moscow and warned that the Kremlin would never fulfil his demand of ousting Russian defence minister Sergei Shoigu and the Chief of The General Staff, General Valery Gerasimov.</p>

<p>Detailing his back-to-back calls with Putin and Prigozhin on Saturday, Lukashenko told Prigozhin that it would be against his own interests if he thinks that he would get justice for the alleged wrongdoings against Wagner.</p>

<p>“Our first round of talks lasted about 30 minutes and we talked mostly in swear words. Almost only swear words," Lukashenko said.</p>

<p>Lukashenko said that he had detailed negotiations with Putin, who was reluctant to let go Prigozhin unpunished.</p>

<p>“The most dangerous thing, as I understand it, is not what the situation was, but how it could develop and its consequences,” Lukashenko said, according to Belarussian state media.</p>

<p>“I also realised there was a harsh decision taken — to destroy (Prigozhin). I suggested Putin not to hurry. Let’s talk with <a name="_Hlk138863381">Prigozhin</a>, with his commanders.”</p>

<p>Lukashenko said Putin told him: “Listen, Alex, it’s useless. (Prigozhin) doesn’t even pick up the phone, he doesn’t want to talk to anyone.”</p>

<p>But despite that Lukashenko said he was able to get hold of the Wagner boss and bring him to senses.</p>

<h2><strong>Kremlin’s response</strong></h2>

<p>Putin has so far been silent on the backchannel talks between his long-time ally Lukashenko and Prigozhin.</p>

<p>But in a statement, the Kremlin credited Lukashenko for helping to de-escalate the tense situation, though they did not corroborate the Belarus leader’s account of events.</p>

<p>Kremlin spokesperson Dmitry Peskov said Lukashenko was able to draw on a personal relationship&nbsp;with Prigozhin to reach the deal, which would also see Wagner troops and equipment absorbed by the Russian military.</p>

<p>The Defence Ministry didn't release any information about casualties, but media reports said at least a dozen airmen were killed.</p>

<p>When asked why the rebels were allowed to advance to roughly 200 kilometres away from Moscow without facing any resistance, National Guard chief Viktor Zolotov said authorities tried to assemble a strong force capable of stopping the onslaught.</p>

<p>"We concentrated our forces in one fist closer to Moscow," he told reporters. "If we spread them thin, they would have come like a knife through butter."</p>

<p>General Zolotov also said the National Guard had lacked battle tanks and other heavy weapons, but&nbsp;would now get them.</p>

<h2><strong>Belarus wouldn’t mind a Wagner-like unit</strong></h2>

<p>Lukashenko further said that his defence minister Viktor Khrennikov was very much interested in having a Wagner-like unit in the Belarusian army. He said that he has instructed Khrennikov to negotiate with Prigozhin on the matter.</p>

<p>When asked where is Prigozhin and his troops are staying, the Belrusian leader said that the mercenary leader and some of his troops are staying at one of the abandoned military bases.</p>

<p>They will be staying at their own expense, Lukashenko said.</p>

<h2>What will happen of Wagner troops?</h2>

<p>The Russian Defence Ministry said that preparations are underway for Wagner's troops, who numbered 25,000, to hand over their heavy weapons to the Russian military.&nbsp;</p>

<p>Prigozhin had said those moves were being taken ahead of a July 1 deadline for his fighters to sign contracts to serve under the Russian military's command.</p>

<p>Ukraine on Friday claimed to have struck down 13 cruise missiles fired by Russian forces overnight targeting an airfield in the west of the country.</p>

<p>"Thirteen of the occupiers' cruise missiles were destroyed on June 23.... This time, the attack was aimed at a military airfield in the Khmelnytskyi region," the Ukrainian air force said on social media.</p>

<p>The country’s air force said that four TU-95 bombers fired 13 Kh-101/Kh-555 cruise missiles from the Caspian Sea against a military airfield in Khmelnytskyi Oblast.</p>

<p>"The launches were carried out around midnight from the Caspian Sea from four Tu-95MS bombers," the air force statement said.</p>

<p>Air raid alerts rang across&nbsp; Ukraine early on Friday, with warnings of Russian missile and drone attacks issued over wide areas.</p>

<p>The military also alleged that it has eliminated one reconnaissance drone of an unspecified type.</p>

<p>Mayor of Khmelnytskyi, Oleksandr Symchyshyn reported explosions in the town with a pre-war population of around 275,000 and praised Ukrainian air defence systems.</p>

<p>Meanwhile, Ukraine’s armed forces said they have halted a Russian offensive towards the cities of Kupiansk and Lyman in the east of the country, and are advancing in the south.</p>

<p>“We had very fierce battles in the Kupiansk and Lyman directions, but our soldiers stopped the enemy there,” Deputy Defence Minister Hanna Maliar told Ukrainian television.</p>

<p>Attacks on Russia-held regions have intensified over the past month, after Ukraine received military aid to start its counter-offensive.</p>

<p>So far, it has retaken eight villages during its counteroperation, its first substantial gains on the battlefield for seven months, but Ukraine President Volodymyr Zelensky admitted that it has not been smooth sailing as he&nbsp;would have expected.</p>

<h2><strong>‘Russian Navy likely training dolphins’</strong></h2>

<p>The British Ministry of Defence (MoD) in its report has claimed that Russia has been training combat dolphins in the Crimean peninsula.</p>

<p>In its daily intelligence update, the report said that the Russian Navy has invested heavily in security at the Black Sea Fleet’s main base at Sevastopol.</p>

<p>“In recent weeks, these defences have highly likely also been augmented by an increased number of trained marine mammals. Imagery shows a near doubling of floating mammal pens in the harbour which highly likely contain bottle-nosed dolphins,” the report said.</p>

<p>“In Arctic waters, the navy also uses Beluga whales and seals. Russia has trained animals for a range of missions, but the ones housed in Sevastopol harbour are highly likely intended to counter enemy divers.”</p>

<p dir="ltr">The UN report, as per Reuters, said that at least 24,300 violations had been committed against children in 2022.&nbsp;</p>

<p>The annual report is about the treatment of children in conflict zones which is submitted to the 15-member UNSC and accounts attacks such as killing, maiming, sexual abuse, abduction or recruitment of children, denial of aid access and targeting of schools and hospitals.</p>

<p>The report was compiled by Virginia Gamba, United Nations chief Antonio Guterres’ special representative for children and armed conflict.&nbsp;</p>

<p>Notably, the so-called “list of shame” is intended to shame the parties involved in the conflict and hopes to push them to implement measures for protecting children during a war.&nbsp;</p>

<p>The report, in question, will be made public next week. It also reportedly noted most violations were in the Democratic Republic of Congo, Israel and the occupied Palestinian territories, Somalia, Syria, Ukraine, Afghanistan, Haiti and Yemen.&nbsp;</p>

<p>Guterres in the report said that “non-state armed groups” were responsible for 50 per cent of the “grave violations,” adding that “government forces were the main perpetrator of the killing and maiming of children, attacks on schools and hospitals, and the denial of humanitarian access,” as quoted by Reuters.</p>

<h2><strong>What did it find about Russia and Ukraine?</strong></h2>

<p>According to the UN report, Russian armed forces and affiliated groups in addition to killing over 100 children, also maimed 518 children and carried out 480 attacks on schools and hospitals, reported Reuters.&nbsp;</p>

<p>The Russian forces have also been accused of using 91 children as human shields. Last year, as per the document, a total of 477 were killed in Ukraine and 909 were maimed, as per AFP.&nbsp;</p>

<p>On the other hand, the report also shows that Ukrainian armed forces killed 80 children, maimed 175 children and carried out 212 attacks on schools and hospitals, as per Reuters, but has not made it to the so-called “list of shame”.&nbsp;</p>

<p>Notably, Gamba visited Kyiv and Moscow where she met with Russia’s envoy for children’s rights, Maria Lvova-Belova who is currently wanted by the International Criminal Court for war crimes charges along with Russian President Vladimir Putin.&nbsp;</p>

<p>This comes after the ICC issued an arrest warrant against them, earlier this year, for the illegal deportation of Ukrainian children and unlawful transfer of people from Ukraine to Russia since the beginning of the conflict over a year ago.</p>

<h2><strong>‘Particularly shocked…’: UN chief fumes over findings</strong></h2>

<p>In the document, as per reports, the UN chief said he is “appalled” by the high number of grave violations committed in Ukraine, last year. Guterres also said that he is “particularly disturbed” by such a number of offences committed against children by Ukrainian armed forces.&nbsp;</p>

<p>“I am particularly shocked by the high number of attacks on schools and hospitals and protected personnel, and by the high number of children killed and maimed attributed to the Russian forces and affiliated armed groups,” said Guterres about Russia, in the report, as quoted by AFP.&nbsp;</p>

<p>It is also worth noting that despite years of criticism and push by human rights organisations, Israel has not made it to the so-called list for killing dozens of Palestinian children. According to the UN report, Israeli forces killed 42 children last year, and 78 in 2021.&nbsp;</p>

<p>Addressing this the UN chief noted, a “meaningful decrease in the number of children killed by Israeli forces, including by air strikes.” “Nevertheless, I remain deeply concerned by the number of children killed and maimed by Israeli forces during hostilities,” Guterres said, as quoted by AFP. &nbsp;</p>
