Asked about this, Rai said, "This challenge has been accepted by the Indian engineers. The river has a bank and the river may change course. Earthquakes may occur in the future. Below is the crumbly sand. Taking all these things seriously, experts are preparing for strong construction."

Rai said, "Sand has been found up to 60 metres below the proposed site for construction of the temple. We have also asked for photos from ISRO. It has been revealed that Saryu river has changed direction five times. The river may change direction in the next 500 years also. The temple construction committee is taking all these things into account."

Rai said, "There was brainstorming of experts on this subject. It has been decided that the way a dam wall is built, that method should be adopted for the construction of the temple foundation."

The Uttar Pradesh Police have registered an FIR against unknown persons for fraudulently transferring rupees&nbsp;six lakh from the bank account of the Ram Mandir Trust through two fake cheques and attempting to transfer around Rs 10 lakh with a third cheque that was timely detected as counterfeit by the bank.

A case has been registered at the Kotwali police station on a complaint filed by the Trust's secretary and VHP leader Champat Rai, a senior police official said.

"We have seized the account in which the fund has been transferred. A police team has been sent to Lucknow and another team to Bombay as the account in which the money has been transferred is of Maharashtra," Ayodhya DIG Deepak Kumar told PTI.

He said those behind the crime have withdrawn rupees&nbsp;four lakh from the fraudulently transferred amount while rupees&nbsp;two lakh is still in their account.

Rupees 2.5 lakhs was fraudulently transferred from the Trust's account in State Bank of India (SBI) on September 1 and rupees&nbsp;3.5 lakh on September 8 through a second fake cheque, the FIR said.

The issue came to light after a senior official of the SBI in Lucknow called Rai to confirm if the Trust had issued a cheque for transfer of Rs 9.86 lakh.

"We give phone calls to all our customers before clearing cheques (with large amounts). I myself called the customer regarding the clearing of cheque for Rs 9 lakhs 86 thousand and the customer (Rai) received the phone after many repeated calls," Mona Rastogi, deputy manager of the clearing department of SBI, told PTI.

She said it was certain that bank officials had called on the Trust's registered phone number to confirm payments for the first two "fake" cheques of Rs 2.5 lakh and Rs 3.5 lakh each before clearing the payments earlier this month.

"Definitely the bank had called the customer before clearing the cheques of Rs 2.5 lakhs and Rs 3.5 lakh. The call records and details are being checked to ascertain if the customer had received the calls," she said.

Rastogi said had Rai not taken her call, the third cloned cheque would also have been cleared because it appeared as original and the signatures too raised no doubts. "The cheques are cleared if the norms are followed and the signatures are found to be correct," she said.

On Saturday, Senior Superintendent of Police (SSP), Ayodhya, said that COVID-19 protocols have been put in place. "We have requested everyone to not let more than five people gather at a place. We have also planned route diversions at 12 places to ease traffic movement," the SSP said.

After a protracted legal battle, the Supreme Court had on November 9 last year paved the way for the construction of the Ram temple by a trust at the disputed site in Ayodhya, and directed the Centre to allot an alternative five-acre plot to the Sunni Waqf Board for building a new mosque at a "prominent" place in the holy town in Uttar Pradesh.

Sharma expressed his gratitude to the Apex Court for delivering the long-awaited judgment on the Ram temple.

Since Prime Minister Modi could pave the way for a conducive environment, the judgment was delivered by the Apex Court, he claimed. 
The minister also appreciated the maturity of people of the country, especially residents of Uttar Pradesh, for maintaining harmony after the court verdict.

He also accused opposition parties of trying to create hurdles on the way of construction of the temple.

"The Ram temple in Ayodhya is being constructed as per the positive thinking and faith of the prime minister," Sharma, the minister for energy, additional sources of energy, said.

"But the MVA government is doing a good work under the leadership of CM Uddhav Thackeray. It has been working hard to tackle the COVID-19 situation in the state," the minister said.

BJP leader Devendra Fadnavis had on Friday said that the three MVA allies- Shiv Sena, NCP and Congress- were not a family, but were in a live-in relationship and the government will collapse on its own.

“Water from sacred rivers and soil from teerths (pilgrim places), where Lord Ram visited, will be used during the abhisheka in bhoomi pujan, said the Trust member. Volunteers are sending them from across the country to Ayodhya, he added.

Veteran BJP leaders LK Advani, MM Joshi and RSS chief Mohan Bhagwat are among those being invited to the 'bhoomi pujan' ceremony of Ram temple in Ayodhya on August 5 which will be shown live by Doordarshan, trustees of the temple said.

The meeting was held in the presence of various local authorities at the Circuit House here and attended by trust secretary Champat Rai and members Anil Mishra and Bimlendra Mishra among others.

"I am pleased to announce that a significant decision has been taken to follow the directives of the Supreme Court. As per the directions of the Supreme Court, the cabinet has prepared a detailed plan for the construction of the Ram Temple at Ayodhya," the prime minister said.

"As per the direction of the top court, a proposal for a Shri Ram Janmabhoomi Tirth Kshetra has been passed by the cabinet," PM Modi added.

Expanding on PM's announcement, home minister Amit Shah said that there would fifteen trustees in Shri Ram Janmabhoomi Teerth Kshetra Trust in which "one will always be from the Dalit community."

"For such an unprecedented decision that strengthens social harmony, I thank PM Narendra Modi," Amit Shah added.

All of these petitioners are supported by the AIMPBL.In a press release, AIMPBL said, "Muslim Personal Board General Secretary Mohammad Wali Rahmani expressed his satisfaction and extended gratitude and thanks to Rajiv Dhavan and other senior counsels and AORs.

"Rajiv Dhavan had appeared for Muslim parties in the Ramjanmbhoomi-Babri Masjid land title dispute suit and has recently been sacked by the AIMPBL. "Title could not have been given to Hindu parties on the basis of exclusive possession of entire site which never existed at any point in time with the Hindus, since it is admitted that Muslims entered and prayed at the site till 16th December 1949 and were later prevented from doing so because of the attachment while unfairly permitting Hindu worship following criminal trespass," one of the petitions read.

It further said, "The November 9 judgment erred in accepting the juristic personality of the idol entitled it to the middle dome of the courtyard after holding that the idol was illegally and forcibly put there. An idol, as the deity, cannot be simultaneously illegally placed and legally valid to claim the title."

"The Judgment in Review condones serious illegalities of destruction, criminal trespass and violation of rule of law including damaging the mosque and eventually destroying it," the review plea further said, adding that the court erred in not considering that there was a dedication of the mosque which was self-evident from the inscriptions, read petitions. "The Judgment in Review condones serious illegalities of destruction, criminal trespass and violation of rule of law including damaging the mosque and eventually destroying it," the review plea further said, adding that the court erred in not considering that there was a dedication of the mosque which was self-evident from the inscriptions, read petitions. Describing Congress as the only party which had taken serious steps in the past towards construction of a Ram temple in Ayodhya, AICC general secretary Harish Rawat said Friday that the party will try its best to fulfill the demand if it comes to power at the Centre after the Lok Sabha polls.

"My statement on Ayodhya is already in public domain. I have been saying that if elected to power at the Centre, the congress will try its best to build a Ram temple there. My stand on the issue should also be considered as the party's view," Rawat said at a press conference here.

He said even senior BJP leader Subramanian Swamy had acknowledged the fact during an interaction with him that it was the Congress which had made serious efforts towards construction of a Ram temple in Ayodhya twice while in power.

Accusing the BJP of doing politics over the issue, he said the Centre should play the role of facilitator on the construction of a temple.

Targeting the BJP over the Pulwama terror attack, Rawat said the saffron party was giving the tag of being a nationalist only to Prime Minister Narendra Modi which was wrong.

"Why is only Prime Minister Modi being reckoned as a nationalist. I have strong objection to it. Every citizen of India is a nationalist. I am also a nationalist and so are you," he said, adding that the entire nation stands together over the martyrdom of the soldiers.

Reacting to the budget for Uttarakhand tabled by the state government, the former chief minister expressed disappointment over it saying there was nothing new in it except that some old proposals moved by his government had been incorporated into it under new names.

He said the scheme of reviving NGOs which was introduced during his tenure has been incorporated into the budget under the name of Deendayal Upadhyay.

"I want to ask how many NGOs the BJP government has revived during its tenure? which was the main objective of the scheme," he said.

A conglomerate of saints on Wednesday said the construction of Ram Temple in Ayodhya will start on February 21.

Swami Swaroopanand Saraswati said the 'Dharam sansad', after a three-day meeting in Prayagraj, decided that foundation stone for the temple will be laid on February 21. He said the saints and those mobilised for the effort would not be deterred by arrests or any other kind of obstacles.&nbsp;

The decision came a day after the government approached the Supreme Court for permission to restore the "excess" land surrounding the disputed portion in Ayodhya to Ram Janambhoomi Nyas.

The government, in a petition, sought direction for releasing to the Nyas 67 acres, which it had acquired about two-and-a-half decades back, leaving untouched 0.313 acres of disputed.

Union Minister Prakash Javadekar later said the government “wants to give the land back to Nyas to build Ram temple there”. He said the government expects the sanction to be given immediately as there has been “too much delay” on the issue which is 70-year-old.

“The government has in-principle decided to restore the land” to the Nyas, Javadekar told reporters in Prayagraj, hours after the writ petition was filed in the top court.

“The land has to be given to the Nyas,” he said, adding the Centre is not touching as of now 0.313 acres of land which is disputed. The government move came against the backdrop of Ram Janambhoomi Nyas making an application to the government of India, demanding the return of the undisputed part of the land to it.

Government sources said its move is a part of the constitutional route that Prime Minister Narendra Modi and BJP National President Amit Shah have spoken about.

The sources said the petition was in pursuance to an earlier Supreme Court judgement by which the government was allowed to take a policy decision with regard to 67 acres of undisputed land.

In 1994, a five-judge Supreme Court bench had held that a mosque was not an “essential part of the practice of the religion of Islam” and that namaz could be offered anywhere and hence, “its acquisition (by the state) is not prohibited by the provisions in the Constitution of India”.

The sources said the Government of India has exercised its right created by the court itself and has shown fairness by itself proposing - leaving - (with the view to give - the extent of land required). The architecture created by the court in Ismail Farooqui case provides the government with a window to adopt such measure, they said.

"The central government was duty bound as per para 49-59 of the Ismail Farooqui judgement. The judgement says that the government can take a policy decision and there need not be any judicial scrutiny", according to the sources.

The sources also claimed that the Ismail Farooqui judgement is clear that the Muslims are not interested beyond the disputed area and do not lay any claim over the area acquired beyond .313 acres.&nbsp;

It is also mentioned in para 49 of the judgment that the title of Hindus not in dispute.

Recently, the Prime Minister had said that any decision on an Ordinance on the Ram temple can be considered only after the judicial process gets over.

Significantly, the government filed the petition on a day when a new five-judge bench was to hear the Ayodhya case before it was cancelled due to unavailability of one of the judges Justice S A Bobde.

RSS executive head Bhaiyyaji Joshi has expressed confidence that the Ram temple will be constructed in Ayodhya by the time of next 'Kumbh' in 2025, the Sangh said in a statement on Friday.

In a bid to "contextualise" the comments, the RSS in a statement issued by spokesperson Arun Kumar said Joshi had made these remarks on Thursday at the ongoing Kumbh in Praygraj in Uttar Pradesh.

"When Kumbh is again held after six years in 2025, the construction of Ram temple, which is a symbol of India's national honour, will be completed and the nation will move towards prosperity," the spokesperson quoted Joshi as saying.

Joshi, who is number two in the hierarchy of the Sangh, made these remarks at the time when its allied organisation VHP is demanding the government to enact a law which paves the way for construction of temple in Ayodhya.

In Varanasi, Telecom Minister Manoj Sinha said that not just the BJP but the majority people of this country wants Ram temple to be built in Ayodhya at the earliest.

The Supreme Court on Friday had said an "appropriate bench" on January 10 will fix the date of hearing in the Ram Janmabhoomi-Babri Masjid land title dispute case.

On the same day, the court also dismissed a fresh plea that demanded an urgent hearing on a day-to-day basis in the Ayodhya land dispute matter.

The petition was PIL filed by advocate Harinath Ram, who had submitted that in view of the inordinate delay in the adjudication of the matter and in the prevailing sentiments surrounding, the Ayodhya land dispute matter should be given a hearing on priority.

"Not only us, but the entire Hindu community hopes that Prime Minister Narendra Modi will ensure that the matter is resolved and pay real tributes to 'karsewaks' (volunteers) killed by Mulayam Singh Yadav government in 1990," Mahant said.

It said if the Ram temple cannot be built before 2019 (polls), it will be like betraying people of the country, for which the BJP and the RSS would have to apologise to them.

The Sena, an ally of the BJP at the Centre and in Maharashtra, slammed Modi for his comment in a recent interview, broadcast by several TV channels, that any government action on the temple construction can happen only after the judicial process is over.

“He (Modi) came to power in the name of Ram, however, according to him, Lord Ram is not bigger than law (RPT Lord Ram is not bigger than law). The question now is if the temple cannot be constructed in the majority government, when will it ever be,” the Sena asked in an editorial in party mouthpiece ‘Saamana’.

Without naming anyone, Adityanath said, "We have the opportunity of understanding these conspiracies, which represent the negativities in the country and making an effort to push the country towards disintegration. Preparations will be made to hatch this conspiracy at every level, but it is important that we have to remain alert".

On employment generation in the state, the Chief Minister process is on to recruit 69,000 teachers and 50,000?policemen in the state, which will be completed in the initial month of 2019.&nbsp;

He said the One District, One Product scheme will generate jobs for 20 lakh youth in the next 5 years and that an investment climate was being created.

Adityanath along with UP Governor Ram Naik participated in the inaugural session of the Yuva Kumbh.

Adityanath also said, "Kumbh is the symbol of India's unity and integrity, and its spirit is that youth power should be used for nation building. Key NDA ally Lok Janshakti Party (LJP) on Wednesday made public its unease with the BJP, saying it had digressed to "non-issues" like Ram temple and demanded urgent steps to return to the "real issue" of development.

LJP leader Chirag Paswan, while being critical of the BJP, praised Congress President Rahul Gandhi, saying he had raised "real" issues of the youth and farmers, which fetched his party victory in the recently-held Assembly elections in Rajasthan, Madhya Pradesh and Chhattisgarh.

Chirag Paswan, the son of LJP chief Ram Vilas Paswan, told ANI that the BJP lost the Assembly elections because it failed to address the issues of farmers and youth unemployment and emphasized on Ram temple only.

"We have few concerns. All the allies have their concerns. It's for the biggest party in our alliance, the BJP, to address the concerns," he said.

He specified that seat-sharing "is not an issue at all" and "It will be too early to talk about going out of the alliance."

At the same time, he said, "The NDA was voted to power in 2014 on the issue of 'sabka saath, sabka vikas' (cooperation to all, development for all). The youth, the farmers had supported our government. But recently, non-issues have dominated over the real issues, because of which we had to suffer losses in these (Assembly) elections."

The 35-year-old MP from Bihar said, "The youth have no jobs, farmers are committing suicide and are indebted. The result of three states proves that it's important for the BJP to address these concerns, which the BJP is not being doing."

Emphasising that the "agenda of our government is and should be development," he said, "when the agenda gets diverted and other issues like Ram Mandir start taking over, such failures are bound."

He said the LJP has put forth its views before the BJP considering itself a "life partner" of the NDA and expressed hope that "our issues will be addressed at the earliest."

He underlined that there is an urgent need for the BJP to return to the issue of development like in 2014 by keeping way the issues like Ram temple.

He said the BJP and its allies need to restrategise their policy ahead of the Lok Sabha elections due by May next year.

Referring to the recent Assembly polls, Paswan said Ram temple and Hanuman were made issues while on the other hand, the opposition raised the voice for farmers and the youth, which gave them benefits.

"We are not against the Ram temple. That is in the manifesto of the BJP," he said.

Talking about Rahul Gandhi, he said, "There has definitely been a positive change in him."

He said credit must be given to him for the Congress party's victories after a long time.

He said Gandhi has been criticised several times for his party's defeat in elections but now since under his leadership, the party has been victorious, he should be praised.

"If you criticise someone, you should also appreciate them when they perform well. They chose issues well," Paswan said about Gandhi.

Asserting that government is always receptive to the issues raised by parties, the Prime Minister said the government and the opposition have to cooperate with each other so that Parliament functions smoothly which is in public interest.

Briefing reporters on the nearly two-hour long meeting, Parliamentary Affairs Minister Narendra Singh Tomar said all parties were in favour of a productive session and the government is always ready to discuss any issue as permitted under rules.

Shiv Sena representative in the meeting Chandrakant Khaire said his party would not allow parliament to function if the government does not bring a bill for the construction of Ram temple at the disputed site in Ayodhya.

The Sena has 18 members in Lok Sabha and three in Rajya Sabha. However, when asked about Sena's demand, Tomar did not give a specific reply and said temple issue was not on the agenda of the all-party meet.&nbsp;

After the meeting, Congress leader and Leader of the Opposition in the Rajya Sabha Ghulam Nabi Azad said, the opposition will press for a Joint Parliamentary Committee (JPC) to probe the Rafale jet deal and raise several issues, including the misuse of probe agencies and autonomy for RBI, in the winter session.

He said the opposition will once again press for the formation of a JPC to look into the Rs 58,000 crore Rafale jet deal in which it has alleged corruption. Azad told reporters that the issue of alleged misuse of probe agencies by the government to settle political scores will also be raised.

Congress, TDP and TMC have alleged in the recent past that probe agencies including CBI and ED are being used by the government to settle a political score.&nbsp;

The opposition, he said, will take up the issue of autonomy of the Reserve Bank of India in the session.

Amid a tussle between the government and the RBI, opposition parties have accused the NDA regime of trying to damage every institution in the country by interfering in their autonomy and alleged the central bank was being forced to "open bank funding" to defaulting corporates.&nbsp;

Significantly, RBI Governor Urjit Patel quit, within hours after the all-party meeting.&nbsp;

At the meeting, Azad along with Aam Admi Party's Sanjay Singh raised the issue of the sanctity of the Electronic Voting Machine (EVM). Azad said he told the meeting that the government has to settle the EVM issue in a bid to establish the credibility of the electronic process.

The AAP leader also alleged that the sanctity of polls was "under question" in view of "manipulation" of the EVMs.&nbsp;

"I demanded paper ballots for the coming elections as there are reports about EVMs being found at highways and the house of a political leader," Singh said.

A statement from the parliamentary affairs ministry said the Prime Minister "encouraged" parties to strive to create a "constructive atmosphere" in the Winter session and to collectively address issues related to the welfare of people.&nbsp;

"It is a prime responsibility for all of us to contribute to the service of the nation and its people by ensuring smooth functioning of Parliament," the statement said quoting the Prime Minister.&nbsp;

"There was a consensus across party lines on ensuring smooth functioning of the Parliament without disruptions and deadlocks to be resolved through constructive discussions in both the Houses," the statement said.

At the meeting, the Trinamool Congress urged the government not to rush through bills without examination in Parliament and raised issues such as the breakdown of institutions, chaos in the economy, fuel price hike and the lack of jobs.&nbsp;

Sources in TMC said that many present in the meeting suggested to the government to keep Parliament proceedings suspended between December 24 to January 1, which they claimed has been a tradition.&nbsp;

In the original schedule, Parliament will have sittings on December 24, 26 as well as on January 1. However, according to sources, the government will take a final call after considering the issue based on precedents of not having sittings&nbsp;on these dates.&nbsp;

Samajwadi Party's Ram Gopal Yadav also alleged that farmers are being "robbed" in BJP-ruled Uttar Pradesh and added that Dalits and backward classes are not getting the benefits of reservation in the state.&nbsp;

"The government says that Parliament should function. We also want it to function and find solutions to these issues. But if these issues are not allowed to be raised and discussed, then the Samajwadi Party would not allow the House to run," Yadav said

Rajya Sabha Chairman M Venkaiah Naidu had also convened a meeting of floor leaders of parties in the upper house for smooth conduct of proceedings.&nbsp;
