The court was hearing a PIL on safety measures to ensure no such incident repeats and to enforce Section 147 of the Railways Act, which prescribes a punishment of up to six months in prison and a fine of Rs 1,000 for unauthorised entry into the railway.

&ldquo;If you implement a simple thing in a positive manner... in letter and spirit... this situation (the stampede at the Delhi railway station) could have been avoided,&rdquo; the Chief Justice said.

As per a government release, PM Modi laid the foundation stone for the redevelopment of 553 railway stations spread across 27 states and Union Territories and the combined cost of all the projects is $2.29 million (Rs 19,000 crore).&nbsp;&nbsp;

Earlier in the day, the Indian prime minister also inaugurated Bharat Tex 2024, which is one of the largest-ever global textile events held in the country.

While speaking at Bharat Mandapam in Delhi, PM Modi said, "Today, India is one of the largest producers of cotton, jute and silk in the world. Lakhs of farmers are engaged in this work. Today the government is supporting lakhs of cotton farmers, purchasing lakhs of quintals of cotton from them. The Kasturi Cotton launched by the government is going to be a big step towards creating India's own identity."

At the inauguration, Union Minister Piyush Goyal also highlighted the growth of Bharat Mandapam in a span of just seven months. He also expressed the need to expand the infrastructure to accommodate the increasing demand.

"It has been only seven months since this Bharat Mandapam was inaugurated by PM Modi on 26th July 2023 and in just seven months, this place and YashoBhoomi have started falling short of space. Now, we need to start Phase 2 at both locations as early as possible which you can inaugurate in your third term," Goyal said.

According to experts, solar storms can trigger powerful magnetic disturbances on Earth, which can even lead to the flipping of red rail signals to green, posing great threats to railway infrastructure.

“Crucially, our research suggests that space weather is able to flip a signal in either direction, turning a red signal green or a green signal red. &nbsp;This is obviously very significant from a safety perspective," said PhD researcher Cameron Patterson.

Such storms can also interfere with electricity and distribution, causing blackouts in certain areas.

<h2>Lower geoelectric fields at the highest risk</h2>

According to the experts, such disruptions can occur at lower geoelectric field strengths, and so could be triggered by weaker storms.

Patterson said: “When we experience severe space weather which happens every few decades or extreme space weather seen every century or two, then there is a potential for significant signalling misoperation, which has an obvious safety impact.”

As per Jim Wild, Professor of Space Physics at Lancaster University, industries like aviation, electricity generation, space and railways are analysing the threats posed by these changes in space weather to their safety systems.

He added that it is possible to avert such incidents if efficient space weather forecast mechanisms are put in place.

President Widodo, alongside other dignitaries, is expected to ride the inaugural Whoosh train from the first station, Halim KCBJ in eastern Jakarta, to the final station, Tegalluar in Bandung.

The proposal for the infrastructure could be discussed on Sunday as the&nbsp;national security advisers (NSAs) of these&nbsp;countries meet in Saudi Arabia, according to a report by Axios.&nbsp;

"The initiative would include connecting Arab countries in the Levant and the Gulf via a network of railways that will also connect to India through seaports in the Gulf," the publication noted.&nbsp;

US National Security Adviser Jake Sullivan has reportedly planned the meeting of&nbsp;Saudi-UAE-India NSAs and is expected to push forward the idea.&nbsp;

Notably, the seeds of such a joint infrastructure programme were first laid out over 18 months ago in another forum called I2U2 which comprises the likes of the India, Israel, US and UAE. The forum established in late 2021 discussed strategic infrastructure projects in the Middle East.&nbsp;

Sullivan hinted at picking up from where the discussion was left, during his speech earlier this week at the&nbsp;Washington Institute for Near East Policy.

“If you remember nothing else from my speech, remember I2U2, because you will be hearing more about it as we go forward," he said.

According to industry data,&nbsp;OPEC's (Organization of the Petroleum Exporting Countries)&nbsp;share in India's oil imports fell to an all-time low of 46 per cent in April as purchase&nbsp;of cheaper Russian oil peaked.&nbsp;

OPEC made up for as much as 90 per cent of all crude oil India imported at one point in time but this has been sliding since Russian oil became available at a discount.&nbsp;

However, despite the change, India remains a significant exporter of consumer goods and labour to West Asia. Not to forget, New Delhi enjoys friendly relations with both countries.&nbsp;

The proposal for the infrastructure could be discussed on Sunday as the national security advisers (NSAs) of these countries meet in Saudi Arabia, according to a report by Axios. "The initiative would include connecting Arab countries in the Levant and the Gulf via a network of railways that will also connect to India through seaports in the Gulf," the publication noted. US National Security Adviser Jake Sullivan has reportedly planned the meeting of Saudi-UAE-India NSAs and is expected to push forward the idea. Notably, the seeds of such a joint infrastructure programme were first laid out over 18 months ago in another forum called I2U2 which comprises the likes of the India, Israel, US and UAE. The forum established in late 2021 discussed strategic infrastructure projects in the Middle East. The standards and certification process for service providers, including hotels, guides, tour operators, and drivers, as well as other businesses such as handicraft shops are being revised. The new requirements are more robust and ensure a minimum quality standard across the tourism sector. Persons employed in the industry will be required to undergo skill training where necessary. The intent is to provide quality service for our guests and enhance their experience. The inflow of visitors has been steadily increasing over the past months since the reopening, and we expect it to continue. Moreover, we are carrying out proactive and rigorous advertising and promotional activities to heighten Bhutan’s presence in the travel industry. We aim to establish Bhutan as a high value destination based on authentic experiences, Bhutanese hospitality, and interactive travel. The figures of tourism inflow are encouraging. So far, we have received more than 14000 tourists (as of 27th Nov, 14,473 tourists - 7,217 Indians and 7,256 others)

WION: Please tell us more about Bhutan’s response to the COVID-19 pandemic and how India and Bhutan supported each other during the difficult times.

Dr&nbsp;Tandi Dorji: Bhutan’s response to the pandemic was characterised by a quick and proactive approach. The people’s morale as usual was upheld by the exemplary leadership of His Majesty The King during the difficult times and cultivation of trust by the government led by medical and health specialists and the health authorities. All sections of the society came together in solidarity and provided their support right from following the Covid protocols to providing volunteer services and other contributions. People of Bhutan followed all the health directives and cooperated to ensure the success of the Covid response. The people and the Royal Government of Bhutan are profoundly grateful to the people and the Government of India (GoI) for the unconditional and generous support provided by GoI to Bhutan in its efforts in managing the pandemic. The support of 690,000 doses of Covishield vaccine enabled Bhutan to launch the first nationwide vaccination programme in March/April last year, and GoI’s support in terms of medical supplies significantly supported Bhutan in its effective response efforts. During one of the most difficult times, India, under Prime Minister Modi provided admirable leadership to fight the virus through innovative initiatives such as SAARC COVID-19 Emergency Fund and Vaccine Maitri. India’s role in vaccine production and distribution, and its resolute commitment to reach out to other countries during this world crisis, was critical to Bhutan’s success in combating the challenges posed by the pandemic. Dr Tandi Dorji: Discussions for railway connectivity between India and Bhutan are underway. The railway initiative, which will be a historical milestone in the Bhutan-India relations, will further integrate trade and commerce as well as people to people relationships.

WION: When it comes to opening of Bhutan, a fee has been imposed on International as well as Indian tourists. Don't you think that will be seen as something like a barrier? What is the rationale for it?

Dr Tandi Dorji: The Sustainable Development Fee is not a new levy, it is a revision of the Tourism Levy Act of Bhutan 2020. The fees for Indians has remained the same and for international tourist, it has been increased from US$ 65 to US$ 200. The increase was necessary given the fact that it had been revised only once since the 1970s when Bhutan started receiving tourists. The tourism industry in Bhutan was founded on the principle of ‘High value, Low volume’ and the SDF was introduced since the start of tourism business in the country in 1974.&nbsp;

Bhutan’s reopening was a good opportunity for us to reset our tourism sector and go back to our roots of ‘high value, low volume’ tourism. We have unveiled a new tourism strategy, underpinned by transformations in three key areas: enhancements to our sustainable development policies, infrastructure upgrades, and the elevation of the guest experience. We need tourism to not only benefit Bhutan economically, but socially as well, while maintaining our low, sustainable footprint. The goal of our new strategy is to create high value experiences for guests, in addition to well-paying and professional jobs for our citizens. As such, we see tourism as a vital strategic driver of long-term transformation and opportunities for our people, so we are fully invested in its success. This is our moment of evolution, and we invite our guests to become our partners in this process. WION: Reports suggest China is sitting on some of the Bhutanese territory even as it claims some.

Any issues that arise along the Bhutan-China border are resolved through dialogue based on the 1988 Guiding Principles for the Settlement of the Bhutan-China Boundary Issues and the 1998 Agreement on the Maintenance of Peace and Tranquillity in Bhutan-China Border Areas.

Railway connectivity with India being discussed, says Bhutan Foreign Minister Dr Tandi Dorji

A&nbsp;complete diesel engine was stolen piece by piece from a railway yard in the Begusarai region of Bihar. The complete engine that had been brought there for maintenance was allegedly systematically destroyed by the thieves after they constructed a tunnel to the yard and began collecting parts.&nbsp;

As reported by PTI, PS Dubey, an inspector of the Muzaffarpur station of the Railway Protection Force (RPF), said, "Last week, a case was registered at the Barauni police station for the theft of a diesel engine brought for repairs to the Garhara yard. In the course of the investigation, three people were arrested."&nbsp;

Searches were carried out in a scrap godown in the Prabhat Nagar region of the Muzaffarpur district based on the details they provided when questioned, and 13 sacks full of railway parts were discovered, he claimed.&nbsp;

"A search is on for the owner of the scrap yard, he added. Recovered items include engine parts, wheels from vintage train engines, and railroad parts made of heavy iron, he said. They had dug a tunnel to the railroad yard, and through it, they used to carry the locomotive parts and other items in sacks," said Dubey.

According to him, the gang also steals the components from steel bridges that have been unbolted. An antique steam engine kept on the grounds of the Purnea Court was allegedly sold off by a railway engineer working at Samastipur Loco Diesel Shed last year, leading to his suspension.&nbsp;

In collusion with other railway officials and security personnel, the engineer allegedly sold the engine using a falsified letter from the divisional mechanical engineer of Samastipur.

In the course of the investigation, three people were arrested." Searches were carried out in a scrap godown in the Prabhat Nagar region of the Muzaffarpur district based on the details they provided when questioned, and 13 sacks full of railway parts were discovered, he claimed. "A search is on for the owner of the scrap yard, he added. Recovered items include engine parts, wheels from vintage train engines, and railroad parts made of heavy iron, he said. They had dug a tunnel to the railroad yard, and through it, they used to carry the locomotive parts and other items in sacks," said Dubey. An antique steam engine kept on the grounds of the Purnea Court was allegedly sold off by a railway engineer working at Samastipur Loco Diesel Shed last year, leading to his suspension. In collusion with other railway officials and security personnel, the engineer allegedly sold the engine using a falsified letter from the divisional mechanical engineer of Samastipur.
