<p>"I tried to press his chest and tried to shake him to see if he was breathing. But he was totally unconscious. He was not breathing," he said.</p>

<p>"A car came from around the alley and they got into it. There were three others sitting in that car," Singh said. "We could smell the smoke from the guns, the smell of the guns was everywhere."</p>

<p>India's High Commissioner to Canada Sanjay Kumar Verma has asked Canada for evidence that would support allegations made against India that it is involved in the killing of Khalistani terrorist Hardeep Singh Nijjar. In an interview with&nbsp;Canadian platform The Globe and Mail on Friday (Nov 3), Verma said, "There is no specific or relevant information provided in this case for us to assist them in the investigation."</p>

<p>"Where is the evidence? Where is the conclusion of the investigation? I would go a step further and say now the investigation has already been tainted. A direction has come from someone at a high level to say India or Indian agents are behind it," the envoy added.&nbsp;</p>

<p>The Indian envoy's call for evidence comes in response to Canadian Prime Minister Justin Trudeau's allegations leveled against India in September where he said that agents of the Indian government are involved in Nijjar's killing.</p>

The country also retaliated by expelling a Canadian diplomat when Ottawa removed a top Indian diplomat - Senior Punjab cadre IPS officer Pavan Kumar Rai, the head of Indian intelligence in Canada.&nbsp;</p>

<p>Canada has once again made a poor diplomatic show as it chose to evade the most important question posed by a journalist amid the country's row with India over the killing of&nbsp;Khalistani terrorist Hardeep Singh Nijjar. During the interaction with the media, after Canada withdrew 41 of its diplomats from India, Foreign Minister Melanie Joly was asked a straightforward question. The question was whether Canada has shown the evidence to India which confirms that there is an Indian government hand behind the killing of the Khalistani terrorist Hardeep Singh Nijjar, as alleged by Ottawa.&nbsp;</p>

<p>After the question was fired by the journalist, the Canadian minister looked like she was at a loss for words and had no direct answer.</p>

<p>India has already asked Canada to give it the evidence to support its contentious claims, but Ottawa has so far come up with nothing but the same rhetoric.&nbsp;</p>

<p>While navigating through her stammering and fumbling, Joly said that Canada first raised the issue with India, and then only the Prime Minister Justin Trudeau chose to bring it to the Parliament.</p>

<p>Later, when the media person pressed on, Joly once more dodged the question and continued saying that Indian officials were made aware of the "credible allegations" and based on that India has decided to take their own decisions.&nbsp;</p>

<p>Upon listening to Joly dilly-dallying for about a minute and not responding to the posed question, the reporter while thanking Joly also asserted that she did not answer what was asked. At this point, the Canadian FM looked a bit irate and asserted that she did address the question and that "links and information" were shared.&nbsp;</p>

<p>This came as India, while demanding a reduction in the number of Canadian diplomats, also cautioned Ottawa that if this was not made sure, it would remove their diplomatic immunity.</p>

<p>India's external affairs ministry has since responded and rubbished "any attempt to portray the implementation of parity as a violation of international norms."&nbsp;</p>

<p>"Our actions in implementing this parity are fully consistent with Article 11.1 of the Vienna Convention on Diplomatic Relations," it said.</p>

After the question was fired by the journalist, the Canadian minister looked like she was at a loss for words and had no direct answer. India has already asked Canada to give it the evidence to support its contentious claims, but Ottawa has so far come up with nothing but the same rhetoric. While navigating through her stammering and fumbling, Joly said that Canada first raised the issue with India, and then only the Prime Minister Justin Trudeau chose to bring it to the Parliament. Upon listening to Joly dilly-dallying for about a minute and not responding to the posed question, the reporter while thanking Joly also asserted that she did not answer what was asked. <p>Press Trust of India reported that the police have identified two suspects with the help of CCTV footage. An eight-member special investigation team (SIT) has been formed. It is headed by a deputy superintendent of police.</p>

<p>The state police released a statement saying that the video on the social media is referring to the graffiti in Dharamshala. It has a voice message from Khalistani separatist Gurpatwant Singh Pannun, who is based in Canada and runs a controversial organisation called Sikhs for Justice.</p>

<p>A threat has been issued that the World Cup final, slated to take place in Ahmedabad will be targeted.</p>

<p>There are references in the clip of "avenging" Nijjar's killing, said police. The clip also says “Himachal Pradesh Banega Khalistan” (Himachal Pradesh will become Khalistan).</p>

<p>Nijjar was killed in the month of June in Canada. Relations between Canada and India came under great strain recently after Canadian Prime Minister Justin Trudeau accused "Indian government agents" of having killed Nijjar. India has rejected Trudeau's claim but both sides have been trading barbs.&nbsp;</p>

<p>Kangra Superintendent of Police Shalini Agnihotri said authorities were informed about the Khalistan graffiti on Tuesday night. A police team reached the spot and got the wall repainted, she said.</p>

<p>The police said CCTV footage that captured the suspect showed them taking pictures after spray-painting the slogan.</p>

<p>Five additional patrol teams and local intelligence units were deployed in Dharamshala and Mcleodganj areas, they added.</p>

<p>Kangra Police registered a case of disfigurement and damage to public property.</p>

<p>In another twist to his diplomatic stance, Prime Minister Justin Trudeau said Canada is committed to building closer ties with India, despite his claim of “credible allegations” of the Indian government's involvement in the murder of Sikh leader Hardeep Singh Nijjar in British Columbia just last June, reported Canada-based National Post.<br />

Nijjar was murdered in Surrey, British Columbia on June 18. He was designated as a terrorist by India in 2020.<br />

Speaking about India's increasing influence worldwide, Trudeau said that it is “extremely important” that Canada, as well as its allies, continue engaging with the South Asian giant.<br />

<p>Emphasising Pannun's designation as a "terrorist" and the outlawed status of his organisation, SFJ, within India, HFC's attorney, Thorning, brought to the attention of the Canadian authorities the longstanding connections between the two countries, which have faced political challenges due to Khalistani elements promoting hatred under the guise of free speech.</p>

<p>“We highlight that the Government of India has previously labelled Pannu a terrorist, according to Indian media reports, and has banned the group in the country, accusing it of supporting violent extremism," said the letter.</p>

<p>"Canada and India have longstanding bilateral relations built upon shared traditions of democracy, pluralism and strong interpersonal connections. Canada is home to one of the largest communities of Indian origin, with approximately 4% of Canadians being of Indian heritage (1.3 million people). The deep cultural and political ties between Canada and India are strengthened by a growing network of official dialogues, agreements, memoranda of understanding and working groups," HFC's counsel added in the letter.</p>

<p>The Hindu group&nbsp;also brought attention to a recent video featuring Pannun in which he issued a warning to all Indo-Canadian Hindus to depart Canada.</p>

<p>In the video, Pannun accused Canadian Hindus of "working against the very nation from which they derive economic advantages," as stated in HFC's communication.</p>

<p>HFC's legal representative explicitly outlined the relevant sections related to 'Public Incitement of Hatred' and requested an inquiry into Pannun's actions, as well as the prohibition of his entry into Canada.</p>

<p>"Section 319 of the Criminal Code makes it unlawful to incite or promote hatred against an identifiable group. There is no doubt that Hindus are an identifiable group&nbsp;as defined in section 318 (4) of the Criminal Code," the letter further said.</p>

<p>Furthermore, Trudeau's use of the term "genocide" in relation to Sri Lanka's past conflict has had repercussions on Sri Lanka-Canada relations.</p>

<p>"That has actually affected our relationship. The Foreign Ministry has a different take on that. Ministry of Global Affairs has very clearly said that Sri Lanka did not go through a genocide, whereas PM Trudeau as a politician stands up and says that genocide had taken place. That itself is contradictory to each other. That doesn't help," said Sabry.</p>

<p>Sabry stressed the importance of not interfering in the internal matters of sovereign countries.</p>

<p>Reacting to Canada's accusations against India, former Pentagon official and a senior fellow at the American Enterprise Institute, Michael Rubin, stated that Canada lacks sufficient evidence to support its claims.</p>

<p>He suggested that Trudeau might have made hasty allegations without substantial proof and urged him to clarify why his government was providing shelter to a "terrorist with a criminal record." Rubin went on to say that most probably Justin Trudeau won't be there for long in premiership, and the US can get rebuild its relationship with Canada after he's gone.</p>

<p>"I suspect that the United States doesn't want to be pinned in the corner to choose between two friends, but if we have to choose between two friends, increasingly we're going to choose India on this matter simply because Nijjar was a terrorist and India is too important. Our relationship is too important. <p>Meanwhile, the leader of the Canadian Opposition, Pierre Poilievre, expressed concerns about an increase in hate crimes against Hindus in Canada. He highlighted recent incidents of hateful comments and emphasised that every Canadian should be able to live without fear and feel welcomed in their community.</p>

<p>“We need to have the evidence that drew that allowed the prime minister to come to the conclusions he made,” he said.</p>

<p>“I would have to have more evidence to make a judgment on that. I do find it interesting that he knew about vast foreign interference by Beijing for many years, at the same time as Beijing had kept two Canadian citizens hostage. And he said nothing. And he did nothing. Just very interesting that that was the approach he took in that case,” Poilievre&nbsp;added.</p>

<p>Amid rising tensions with Canada over the killing of Khalistani terrorist Hardeep Singh Nijjar, Indian authorities have prepared a detailed dossier encompassing his links to militant organisations and involvement in criminal activities in India and Canada.</p>

<p>The dossier also revealed that Nijjar fled to Canada and gained citizenship based on a forged passport. Following that, he started running a terror ecosystem on Canadian soil, while being in close touch with other terrorists based out of Pakistan.</p>

<h2><strong>Detailed timeline of Nijjar’s past</strong></h2>

<p>According to the dossier prepared by Indian agencies, Nijjar was a close associate of Khalistan Commando Force (KCF) militant Gurdeep Singh, who was “involved in more than 200 killings in Punjab during late 1980s and early 1990s.”</p>

<p>“Hardeep Singh Nijjar was a resident of village Bhar Singh Pura, Jalandhar, Punjab. Since his early days, he had connections with local goons. He was initiated to gangster life by Gurnek Singh Neka," the dossier says.</p>

<p>In 1996, when police in India started probing his links with Khalistani militant outfits and his involvement in criminal activities, he fled to Canada on a forged passport.</p>

<p>He used the fake passport under the alias Ravi Sharma, and applied for asylum in Canada by claiming that he feared persecution in India because of his ‘alleged’ links to Sikh militancy.</p>

<p>In 1997, Nijjar’s asylum plea was rejected by Canadian authorities as they found it fabricated.</p>

<p>Just days after his plea was rejected, he entered into a marriage agreement with a lady, who reportedly sponsored his immigration.&nbsp;</p>

<p>But the application was rejected again as the lady had also arrived in Canada the same year (1997), whose application was sponsored by a different husband.</p>

<p>“Nijjar was later granted Canadian citizenship the circumstances of which are not clear," Indian agencies have said.</p>

<p>Initially, he earned his living as a truck driver in Canada but in 2012, Nijjar visited Pakistan and met Babbar Khalsa International (BKI) chief Jagtar Singh Tara. BKI is a designated terrorist organisation in India and is believed to have close ties with Pakistan’s intelligence agency ISI.&nbsp;</p>

<p>Jagtar Singh Tara reportedly imparted arms and IED training to Nijjar in Pakistan.</p>

<p>In 2013, Tara sent US-based Harjot Singh Birring to Canada to impart training to Nijjar in operating hand-held GPS devices. In return, Nijjar sent one million Pakistani rupees to Tara.</p>

<p>In 2014, Nijjar planned a terror attack on Dera Sacha Sauda Headquarters in the northern Indian state of Haryana. The plan was foiled as India denied entry to Nijjar.</p>

<p>In November 2014, Interpol published a Red Corner Notice (RCN) against Nijjar for masterminding more than a dozen cases of murder and terror.</p>

<p>“The details of cases were shared with Canadian authorities but no action was taken. Also, despite RCN, Canadian authorities did not take any action except putting him on a no-fly list," the dossier says.&nbsp;</p>

<p>Inaction from the Canadian authorities further encouraged Nijjar’s terror activities in India.</p>

<p>In 2014, Nijjar directed his module to target former top police official in Punjab Mohd Izhar Alam, and Punjab-based political leaders Nishant Sharma and Baba Mann Singh Ji Pehowa Wale.</p>

<p>“After returning to Canada, he started arranging funds for terror activities through his associates engaged in drugs and arms smuggling in Canada. Nijjar was also associated with Sikhs For Justice, a banned terrorist organisation, as the head of its Canada chapter,” the dossier says.&nbsp;</p>

<p>“He had also organised violent anti-India protests in Canada and threatened Indian diplomats. He had also given a call to ban Indian embassy officials from participating in various programmes organised by local gurdwaras in Canada," it adds.</p>
