'Excited about what our two great democracies can achieve', Rishi Sunak tells PM Modi

Prime Minister Narendra Modi on Friday mooted the idea of "One Nation, One Uniform" for police personnel across states, saying it is just a suggestion and he is not trying to impose it on the states. Addressing a "Chintan Shivir" of state home ministers, Modi also advocated close cooperation among the states to tackle crime and criminals.

He said cooperative federalism was not only the feeling of the Constitution but also the responsibility of the states and the Centre.

"The One Nation, One Uniform for police is just an idea. I am not trying to impose it on you. Just give it a thought. It may happen, it may happen in 5, 50, or 100 years. Just think over it," Modi said.

The prime minister said he thinks that the identity of the police across the country should be identical.

He also urged the state governments to review old laws and amend them to the current context as he batted for coordinated action by all the agencies to meet the emerging challenges of law and order and security.

Modi said it was "very important" to maintain a good perception of police and the "wrongs here" should be addressed.

PM Modi moots idea of 'One Nation, One Uniform' for police personnel across states

Russian President Vladimir Putin lauded Indian Prime Minister Narendra Modi’s “independent foreign policy”, saying that he put the needs of his people above and defied the western sanctions by continuing to carry on trade with Moscow.

“He is one of those people who is capable of carrying out an independent foreign policy which serves the interests of its people. Despite all attempts to impose some kind of restrictions on India, he is like an ice-breaker and continues moving in the direction which the Indian state needs,” Putin said during a plenary session of the Valdai International Discussion Club in Moscow on Thursday, according to Sputnik news agency.

Calling Modi a “patriot”, Putin underscored the historical ties shared between India and Russia, saying, “India has come a long way from a British colony to an independent country. We have a special relationship with India. It has been underpinned by a close ally relationship of many decades."

"A lot has been under the leadership of PM Modi. He is a patriot. His idea of 'Make in India' matters both economic wise and in ethics. The future belongs to India. It can be proud of the fact that it is the largest democracy in the world."

The Russian leader also slammed the West, saying that the latter incited the Russia-Ukraine conflict and blamed the US for stoking a crisis over China’s sovereignty in Taiwan to enforce its global dominance.

India's external affairs minister Dr S Jaishankar will be travelling to Australia later this month. The visit will be the first such visit from Delhi since the new Albanese government took charge. Last month, Jaishankar met Australian foreign minister Penny Wong bilaterally and as part of the India-France-Australia, India-Australia-Indonesia foreign minister trilaterals.

During her United Nations General Assembly speech, minister Wong called for United Nations Security Council (UNSC) reforms, backing India's bid for a permanent seat at the table.

Since the new government came in Australia, both PM Narendra Modi and PM Anthony Albanese have met on the sidelines of the Quad in-person meeting in Tokyo which was followed by the visit of Deputy Prime Minister and Defence Minister Richard Marles.

Interestingly, during the India visit, Richard flew aboard the Indian Navy's P8i becoming the first minister from a foreign country to do so. P8i is a maritime patrol and reconnaissance aircraft.

The visit comes in the backdrop of India's thwarting China's attempt to pass an anti-Aukus resolution at the International Atomic Energy Agency (IAEA) meet in Vienna. Foreign Minister S Jaishankar to travel to Australia this month

India was mentioned by leaders of 12 countries at this year's United Nations General Assembly, many of them thanking India for its support amid Covid, others lauding its role, and some ranting by the habitual adversaries. At the Samarkand bilateral meeting, French President Emmanuel Macron recalled PM Modi's remarks to Russian President Putin on the ongoing Russian invasion of Ukraine.

Lauding the comments, Macron said, "As Narendra Modi, Prime Minister of India, rightly said, today’s era is not an era of war." The remarks have been widely praised in the West, and no world leader has made such direct remarks to Russia's President since the conflict began in February this year.

Two western leaders, the UK's Prime Minister Liz Truss and German chancellor Olaf Scholz, both highlighted ties with New Delhi. PM Truss said that her country is "deepening links with fellow democracies like India, Israel, Indonesia, and South Africa." India and the UK are currently engaged in free trade agreement talks, and with London's Indo-Pacific tilt policy, engagement with New Delhi is set to increase further.

The German Chancellor mentioned his government's being involved with "countries holding the Chairmanship of the African Union and the Community of Latin American and Caribbean States in our discussions as the G7, as well as India and South Africa". As the chair of the G7, Germany had invited India to attend the summit earlier this year at Schloss Elmau. It is important to know that PM Modi visited Germany twice this year, first on a bilateral visit, then to attend the G7 summit.

Three countries, Portugal, Russia, and Ukraine, backed India for being a member of a reformed United Nations Security Council. Portugal's PM, António Costa, said that the UNSC "should have permanent seats for the African continent, Brazil, and India and should represent small countries more fairly." It is interesting to know that Costa is of Indian origin, with his father's side being from Goa. He has been to India many times, and during one bilateral visit, gave Indian PM Modi a jersey of Portugal's football icon Cristiano Ronaldo.

Ukraine's President, Volodymyr Zelenskyy, the only leader to address this year's summit, virtually called for reforms at the high table, pointing out, "This is an imbalance when Africa, Latin America, most of Asia, and Central and Eastern Europe comply with the right of veto, that they themselves never had," adding, "For some reason. For what reason, not Japan or Brazil, not Türkiye or India, not Germany or Ukraine. The day will come when this will be resolved. Ukraine's president mentioned India, along with a whole host of countries, who were able to get supplies of Ukrainian agricultural products due to the UN-led Russia-Ukraine deal for the export of agricultural products to the international community amid the ongoing conflict."

Russian foreign minister Sergey Lavrov also backed India's bid for UNSC, identifying "India and Brazil—key international actors—as worthy candidates for the permanent membership."
Venezuela's foreign minister, Carlos Rafael Fara Tortosa, slammed a "unipolar" world and said the "north" must "accept new powers and new leadership of China, the Russian Federation, India, Iran, and Turkey." While the US president called for reforms of the United Nations Security Council, it was only in a briefing later by US government officials that they pointed out that the White House backs India's bid for the high table.

Bhutan and Nepal both thanked India for its support during the Covid crisis. Bhutan's foreign minister Tandi Dorji said, "Today, more than 90 per cent of our entire population is fully vaccinated. This, in no small measure, was possible due to the heartwarming goodwill of friends and partners, including India, whose Vaccine Maitri initiative enabled the full first round of vaccinations for our adult population."

Bhutan was the first country, along with the Maldives, to receive India-made Covid vaccines, which benefited both countries. Nepal's foreign secretary Bharat Raj Paudyal said, "In Nepal, we have been able to fully vaccinate 96 per cent of the target population, with almost everyone receiving at least one dose. We thank our immediate neighbors India and China, our development partners."

Expressing worry about global food prices, Guyana President Mohamed Irfaan Ali said, "Export bans of rice from India and wheat from Russia contributed to a price increase of 12.3 per cent and 9 per cent for rice and wheat, respectively." The Ukraine conflict and its impact on food and fuel prices were a recurring theme during this year's address by global leaders, particularly from the global south. Ali said, "Since the onset of the Russia-Ukraine war, global food prices have increased sharply, reaching an all-time high in February 2022."

He said, "Narendra Modi, Prime Minister of India, was right when he said the time is not for war. It is not for revenge against the West....It is the time for a collective time for our sovereign equal states to cope together with challenges we face." Earlier, US national security adviser Jake Sullivan lauded the remarks by PM Modi, calling them "statement of principle on behalf of what he believes is right and just". He said the remarks are "very much welcomed by the United States and for the Indian leadership, which has longstanding relationships in Moscow, from the very top all the way through the Russian government, to continue to reinforce that message that now is the time for war to end."
The electoral outcome in Sweden suggests that it may be better aligned with today’s “New India” on the “right” path. Gone is the Sweden for long regarded as a moral superpower, a model of the “Third Way” and neutral between East-West blocs but firmly on the side of democracy, tolerance and inclusiveness.

In fact, that Sweden of yore, identified with the Third World and known for thought leaders with their development focus on developing countries, has been vanishing gradually in the last two decades. The historic defeat of the Social Democrats, who presided over the Swedish state for decades after World War II, in the 1991 election, marked the rise of the Conservatives.

Conservative leaders, like Carl Bildt of the Moderate Party, who had long terms in government, did not deviate very much from the path of social democracy. Although the conservatives, or the centre-right (as they could be called then), were a force during their stints in government, the Social Democrat-led centre-left remained a powerful pole of politics till 2014.

In the years since then, Sweden, like other parts of Europe, has seen the rise of a new aggressive right, which has been openly anti-immigrant and grown on the support of white supremacist fringe groups and racist elements. Paradoxically, in Scandinavia, the new right flaunts the word “Democrats” in its nomenclature even while its politics are the anti-thesis of democracy as known to Europe during the decades it saw all-round peace and development.

Given that history, Sweden’s sharp swing to the right in the just-concluded elections is a watershed moment.

The Moderates led by Ulf Kristersson, along with Sweden Democrats, Christian Democrats and Liberals have wrested a narrow but convincing victory, winning 176 of the 346-seat parliament against the Social Democrat-led centre-left’s 173 seats.

The emergence of the anti-immigrant Sweden Democrats has stoked fears of Sweden’s celebrated model of tolerance and inclusive politics coming apart amidst new uncertainties, economic concerns, social insecurity and political polarisation.

Kristerssson’s government is bound to be severely tested in a Sweden that of late has witnessed recurrent violence involving criminal gangs as well as immigrant groups. Sweden’s generous immigration policies, which were tightened in recent years including to overcome flaws in implementation, may become more restrictive to meet the expectations of those who voted for a “New Sweden”, which also wants to militarise itself as a member of NATO.

PM Narendra Modi to have bilateral meetings with heads of three countries at SCO Summit

Indian Prime Minister Narendra Modi and Russian President Putin, both of whom will be at the Samarkand for Shanghai Cooperation Organisation (SCO) summit, will be holding a bilateral meeting, the Russian government has confirmed. Ties between the two countries are close with defence and now energy forming the main pillars. But what is interesting is that the meeting in Samarkand will be the first between the two leaders since the Russian invasion of Ukraine. The impact of the invasion has been seen on global food and oil prices and amidst this, New Delhi has increased its import of discounted energy from Russia. And while criticism against India has also increased from the west, especially in Europe, New Delhi has strongly defended its import of energy needs from Russia.

Both leaders last met when Russian President Putin came to India in December of 2021 for the annual India-Russia summit. While the visit was for six hours only, it happened amid Covid and only for the second time that year, the Russian President travelled abroad which shows the close relationship between the two countries. Both leaders have spoken four times this year, including on the day when Russia began its invasion of Ukraine--24th February. India has continuously emphasised the need for dialogue and diplomacy to end the conflict in Ukraine, from the United Nations Security Council to various conversations both leaders have had.

At UNSC, Ambassador Ruchira Kamboj, Permanent Representative of India to the UN recently said, 'India’s approach will be to promote dialogue and diplomacy with an overarching aim to end the conflict and work with other partners to mitigate economic challenges emerging from the Russia-Ukraine conflict.'

India, on its part, has sent 12 consignments of humanitarian aid to Ukraine. The 12th consignment consisted of 26 types of medicines, including ‘hemostatic bandages’ meant to stem the bleeding of deep wounds in children and adults. The earlier 11 consignments included 97.5 tonnes of humanitarian aid to Ukraine and neighbouring countries like Romania, Moldova, Slovakia and Poland. Ukraine and its neighbouring countries offered their full support in the relief and evacuation operation of around 22500 Indian nationals in February-March this year.
