<p>Musk has bought thousands of powerful, costly computing processors and hired AI engineering talent, Insider reported, while another tech-focused outlet, the Information, said the entrepreneur has floated the idea of starting a rival to ChatGPT.</p>

Musk had earlier said that code transparency would lead to higher trust among users and rapid improvements to the product.</p>

<p>Musk took over Twitter last year after a protracted negotiation and legal process. There were concerns that under Musk, who is viewed by many to be leaning towards political right wing, Twitter would lose revenue as advertisers would flee the platform. The mass layoffs Musk embarked on after his acquisition did throw up questions on stability of the platform and the company itself. <p>Billionaire Elon Musk's Tesla has embarked on a strategy that has triggered a price war among the electric carmakers in the hyper-competitive Chinese market. The company has slashed prices of its cars, up to 50 per cent, that has forced other companies to take similar steps in order to stay competitive. Tesla's deep price cut even threatens to drive competitors out of the market.</p>

<p>Tesla's gameplan came into force last October. Tesla, a dominant player in the Chinese market, manufactures its cars at its factory in Shanghai. The initial price cut in October was followed by another round which made Tesla's locally manufactured cars 14 per cent cheaper than they were last year. In some cases, the cars were 50 per cent cheaper than their price in the US and Europe.</p>

<p>Tesla's aggressive pricing strategy forced other carmakers to reduce prices of their models. Both, local and global brands have got drawn into the price war. These include Xpeng, Nio Volkswagen, Mercedes-Benz to name a few.&nbsp;</p>

<p>Mercedes Benz has offered a discount of up to 70,000 yuan (USD 10,000). Ford Motor Company has brought down the price of its Mach-E electric sport utility vehicle to 209,000 yuan. This makes it cheaper by about a third than it is in the US.</p>

<p>“Tesla created havoc for the rest of the market,” said Jochen Siebert, managing director of JSC Automotive, a consultancy with offices in Shanghai and Stuttgart.<br />

<p>As per the complaint, "Tesla disregarded Simon’s safety complaints," and the "dangerous heat situation did not improve."</p>

<p>Instead, Simon was penalised for his complaints. Bloomberg reports that the manager was stripped of three of the eight dealerships under his supervision. After he kept pushing for the ACs, he was eventually "fired in retaliation," the pretext "Tesla concocted involving his use of a company vehicle."</p>

<p>Elon Musk is on trial this week for potential fraud after tweeting in 2018 that he was poised to take Tesla private. In a federal courtroom in San Francisco, where Tesla CEO Musk was scheduled to be one of those summoned to testify, the selection of jurors who would evaluate the evidence began. The episode started in August 2018 when Musk tweeted that he had the funds to take Tesla private, sparking a wild rise in the price of the company's stock.</p>

<p>Stockholders sued Musk for allegedly costing them billions of dollars with the tweet that said finance was "secured" to buy out the company's shareholders.</p>

<p>"The plaintiff alleges that these tweets were materially false and artificially affected the price of Tesla stock and other securities after they were made," US District Court Judge Edward Chen said while summarizing the case for potential jurors.</p>

<p>The Tesla tycoon's attorneys, according to Chen, will contend that any attempts to prove that Musk's tweet was "materially" false or that shareholders experienced damage as a result would fail at trial.</p>

Subsequently, the regulatory body said they have asked Tesla for additional information on Musk's tweet&nbsp;which is now a part of the broader ongoing investigation into the 14 vehicles.&nbsp;</p>

<p>The ongoing investigation is necessary before NHTSA can demand a recall and it also includes a review of whether Tesla vehicles ensure that the drivers are paying attention as they said previously that evidence suggests that the drivers had complied with the electric carmaker’s alert protocols. This has since raised questions about the effectiveness of the company’s alert strategy for its drivers.&nbsp;</p>

Earlier this year, the electric carmaker also said at least 160,000 of its cars which amount to nearly 15 per cent of all Tesla which is currently on US roads are participating. While the company website says that their cars cannot drive themselves, the “Full Self-Driving” can more or less autonomously&nbsp;navigate roads in several instances. However, experts have raised concerns about the system’s errors, said a report by the Associated Press.&nbsp;</p>

<p>The tweet in question was an interaction between Twitter Chief Executive Elon Musk and a user on December 31 about Tesla’s FSD feature, said Carlson confirming that the agency was in discussion with Tesla about the same.</p>

<p>The tweet reportedly suggested that drivers who have used Tesla’s “Full Self-Driving” software system for more than 10,000 miles should be able to disable the “steering wheel nag,” an alert which asks drivers to hold the wheel and confirm that they are paying attention.&nbsp;</p>

<p>Law enforcement officials investigating Elon Musk's Neuralink Corp over its animal trial programme are also scrutinising the US&nbsp;Department of Agriculture’s oversight of the company's operations, after the agency failed to act on violations at other research organizations, according to several people familiar with the matter.</p>

<p>Reuters reported on Dec. 5 that the USDA's watchdog, the Office of the Inspector General, is investigating Neuralink, a medical device company that is developing brain implants, over potential animal welfare violations. A federal prosecutor in the civil division at the US&nbsp;Attorney’s Office for the Northern District of California requested the probe, people familiar with the matter said.</p>

<p>Reuters was unable to determine what potential violations are being investigated. The Dec. 5 report identified four experiments in recent years, involving 86 pigs and two monkeys, that were marred by human errors. The mistakes weakened the experiments’ research value and required the tests to be repeated, leading to more animals being killed.</p>

<p>Given that the USDA cleared Neuralink's facilities during eight visits in the last three years, federal investigators believe there is merit in reviewing the USDA's oversight of the company as it considers potential animal welfare violations, said the individuals who are familiar with the investigation.</p>

<p>These sources said the decision by federal investigators to scrutinise the USDA was bolstered by criticism from the USDA's Office of the Inspector General, which has for years described the agency as overstretched and ineffective.</p>

<p>In 2014, the watchdog noted in a report that the department’s enforcement office “had a backlog of over 2,000 cases, a volume so large that (animal inspectors) could not quickly address serious violations.”</p>

<p>A USDA spokesperson told Reuters the agency could not comment on anything related to Neuralink and referred all requests to the inspector general, whose office declined to comment. The agency did not respond to requests for comment on its record monitoring animal research experiments nationally.</p>

<p>The Justice Department and the US&nbsp;Attorney’s Office for the Northern District of California declined to comment. Spokespersons for Neuralink and Musk did not respond to comment requests.</p>

<p>The USDA's handling of a recent high-profile case involving Envigo, a research and dog breeding facility, also factored into the federal investigators’ decision to look at the agency's oversight of Neuralink, the sources told Reuters.</p>

<p>In that case, law enforcement officials eventually intervened, filing charges against the firm this year that resulted in a civil consent decree that required Envigo to give up around 4,000 beagles to the Humane Society of the United States.</p>

<p>The parent company for Envigo said in a statement to Reuters that it did not need to pay any fines or admit wrongdoing in its agreement with the Justice Department.</p>

<p><strong>GREAT LEEWAY</strong></p>

<p>A Reuters review of government records and interviews with two current and former USDA employees, one lawmaker and more than a dozen animal welfare experts paint a picture of an overextended agency that struggles to regulate animal testing.</p>

<p>The USDA’s animal care unit employs just 122 inspectors countrywide. They are responsible for the oversight of 11,785 facilities, including labs, breeders and zoos, the Congressional Research Service, which conducts analyses for the US&nbsp;Congress, reported in July.</p>

<p>The USDA inspector general has published at least three reports since 2014 critical of the agency’s lax oversight, though its criticism dates back to the 1990s.</p>

<p>The lack of resources means the agency is often not able to hold researchers accountable when they fail to comply with the law, the inspector general found in its 2014 audit.</p>

<p>The USDA's lab inspectors operate separately from the agency's inspector general, which audits the USDA and investigates animal-welfare crimes to assist U.S. prosecutors.</p>

<p>The law gives animal researchers great leeway to conduct various tests, though companies can be sanctioned when they don’t conduct experiments in the manner that their committees approved, according to three experts on the regulations interviewed by Reuters.</p>

<p>Some advocates of the current system – many of whom work in medical research – argue it affords researchers the freedom they need to advance life-saving medical treatments.</p>

<p>Naomi Charalambakis, the associate director of science policy for the Federation of American Societies for Experimental Biology, said animal research was already "highly regulated, highly scrutinised" and that no further regulation is needed.&nbsp;She said she did not believe that what Reuters reported occurred at Neuralink is representative of the vast majority of research labs.</p>

<p>The Animal Welfare Act, which governs animal experiments, omits mice and rats. This is despite them making up the vast majority of all animals used, including at Neuralink, according to more than a dozen current and former company employees.</p>

<p>The law dictates that research facilities form committees to review the use and care of animals in experiments. Only one committee member has to be unaffiliated with the research facility. In human trials, all panel members involved in the oversight must be independent to avoid undue corporate pressure and other conflicts of interest.</p>

<p>Neuralink’s animal care director Autumn Sorrells leads the company’s committee, which consists of more than half a dozen Neuralink employees and three outsiders, according to internal company documents reviewed by Reuters.</p>

<p>Sorrells did not respond to a request for comment. Neuralink says on its website that it champions animal welfare and tries to reduce animal testing where possible.</p>

<p>Two academic studies conducted in 2009 and 2012 found that animal research committees approved between 98% and 99% of experiments proposed by researchers.</p>

<p>The USDA was especially accommodating under former U.S. President Donald Trump, when the agency allowed researchers to avoid violations if they reported them first.</p>

<p>In 2019 Neuralink and its research partner at the time, the University of California Davis, self-reported an incident in which a Neuralink surgeon used a sealant on a monkey to close a void between two brain implants without the glue having been approved by the research committee, according to emails and public records obtained by advocacy group Physicians Committee for Responsible Medicine (PCRM).</p>

<p>A spokesperson for the university declined to comment.</p>

<p>The USDA decided there was no violation because of the rule change introduced in 2018 under the Trump administration, Robert Gibbens, an agency official, told PCRM on Dec. 6 in an email seen by Reuters.</p>

<p>"The facility discovered the noncompliance using its own compliance monitoring program, and immediately took appropriate corrective action and established measures to prevent recurrence," Gibbens wrote in the email. "Therefore ... there were no citations on the inspection report."</p>

<p>The USDA last year changed its policy so that self-reporting a violation no longer avoids a citation.</p>

<p>Gibbens referred Reuters to a USDA spokesperson, who did not respond to a request for comment.</p>

<p><strong>LIMITED CONSEQUENCES</strong></p>

<p>Two animal researchers told Reuters that USDA sanctions for any infractions they committed would be minor compared to the resources and funding of their institutions.</p>

<p>The USDA’s maximum fine of $12,771 per day per animal is rarely doled out, and the usual fines, potentially in the couple-thousands of dollars, are viewed by violators as "a normal cost of business," the inspector general found in a report in 2014.</p>

<p>The inspector general audits the animal inspection program sporadically and the maximum penalties haven’t changed since then.</p>

<p>Moreover, the vast majority of violations result in warnings or no action at all, according to a 2017 analysis by Delcianna Winders, an animal law expert at the Vermont Law and Graduate School. Her research found that issuing mere warnings frequently failed to incentivize compliance with the law.</p>

<p>The analyses by Winders and the inspector general are the most recent Reuters found. This year, the agency has fined only two research facilities – for less than $6,000 each – and issued warnings to five labs, public filings show.</p>

<p>The USDA’s inspection service said in 2021 it opened only 118 cases following 7,670 site inspections, issued 58 official warnings, obtained eight administrative orders and suspended one facility’s license for five years.</p>

<p>Some animal-welfare advocates interviewed by Reuters point to such statistics in arguing that more enforcement is needed.</p>

<p>“There has been this culture of non-enforcement that permeates the agency,” said Ingrid Seggerman, senior director of federal affairs for the American Society for the Prevention of Cruelty to Animals.</p>

<p>The agency’s handling of Envigo is a case in point, these advocates say. Beginning in 2021, USDA inspectors uncovered multiple violations at Envigo's facilities during routine inspections, including maggot-infested dog food and more than 300 dead puppies, but took no action.</p>

<p>Reuters could not determine why the agency did not intervene to address what U.S. prosecutors later called violations of animal-welfare laws.</p>

<p>Envigo was made to sign the consent decree giving up the beagles only after the USDA inspector general and the Justice Department investigated and found evidence of inhumane treatment.</p>

<p>USDA inspectors cannot review every facility each year, despite their mandate to do so, because of their limited resources, and inspect about 65 percent of them instead, the Congressional Research Service reported this year.</p>

<p>Only about 0.008% of the agency’s most recent budget of $430 billion goes to enforcing the Animal Welfare Act, according to Eric Kleiman, a researcher at the Animal Welfare Institute, an advocacy group. The figures were confirmed by Reuters.</p>

<p>“This funding is a pittance, as you can see, compared to the wealth, size and power of, say, many research facilities, let alone Elon Musk,” Kleiman said.</p>

Given that the USDA cleared Neuralink's facilities during eight visits in the last three years, federal investigators believe there is merit in reviewing the USDA's oversight of the company as it considers potential animal welfare violations, said the individuals who are familiar with the investigation. These sources said the decision by federal investigators to scrutinise the USDA was bolstered by criticism from the USDA's Office of the Inspector General, which has for years described the agency as overstretched and ineffective. In 2014, the watchdog noted in a report that the department’s enforcement office “had a backlog of over 2,000 cases, a volume so large that (animal inspectors) could not quickly address serious violations.” A USDA spokesperson told Reuters the agency could not comment on anything related to Neuralink and referred all requests to the inspector general, whose office declined to comment. The agency did not respond to requests for comment on its record monitoring animal research experiments nationally. The Justice Department and the US Attorney’s Office for the Northern District of California declined to comment. Spokespersons for Neuralink and Musk did not respond to comment requests. The USDA's handling of a recent high-profile case involving Envigo, a research and dog breeding facility, also factored into the federal investigators’ decision to look at the agency's oversight of Neuralink, the sources told Reuters. In that case, law enforcement officials eventually intervened, filing charges against the firm this year that resulted in a civil consent decree that required Envigo to give up around 4,000 beagles to the Humane Society of the United States. The parent company for Envigo said in a statement to Reuters that it did not need to pay any fines or admit wrongdoing in its agreement with the Justice Department. GREAT LEEWAY A Reuters review of government records and interviews with two current and former USDA employees, one lawmaker and more than a dozen animal welfare experts paint a picture of an overextended agency that struggles to regulate animal testing. The USDA’s animal care unit employs just 122 inspectors countrywide. They are responsible for the oversight of 11,785 facilities, including labs, breeders and zoos, the Congressional Research Service, which conducts analyses for the US Congress, reported in July. The USDA inspector general has published at least three reports since 2014 critical of the agency’s lax oversight, though its criticism dates back to the 1990s. The lack of resources means the agency is often not able to hold researchers accountable when they fail to comply with the law, the inspector general found in its 2014 audit. The USDA's lab inspectors operate separately from the agency's inspector general, which audits the USDA and investigates animal-welfare crimes to assist U.S. prosecutors. The law gives animal researchers great leeway to conduct various tests, though companies can be sanctioned when they don’t conduct experiments in the manner that their committees approved, according to three experts on the regulations interviewed by Reuters. Some advocates of the current system – many of whom work in medical research – argue it affords researchers the freedom they need to advance life-saving medical treatments. Naomi Charalambakis, the associate director of science policy for the Federation of American Societies for Experimental Biology, said animal research was already "highly regulated, highly scrutinised" and that no further regulation is needed. She said she did not believe that what Reuters reported occurred at Neuralink is representative of the vast majority of research labs. The Animal Welfare Act, which governs animal experiments, omits mice and rats. This is despite them making up the vast majority of all animals used, including at Neuralink, according to more than a dozen current and former company employees. The law dictates that research facilities form committees to review the use and care of animals in experiments. Only one committee member has to be unaffiliated with the research facility. In human trials, all panel members involved in the oversight must be independent to avoid undue corporate pressure and other conflicts of interest. Neuralink’s animal care director Autumn Sorrells leads the company’s committee, which consists of more than half a dozen Neuralink employees and three outsiders, according to internal company documents reviewed by Reuters. Sorrells did not respond to a request for comment. Neuralink says on its website that it champions animal welfare and tries to reduce animal testing where possible. Two academic studies conducted in 2009 and 2012 found that animal research committees approved between 98% and 99% of experiments proposed by researchers. The USDA was especially accommodating under former U.S. President Donald Trump, when the agency allowed researchers to avoid violations if they reported them first. In 2019 Neuralink and its research partner at the time, the University of California Davis, self-reported an incident in which a Neuralink surgeon used a sealant on a monkey to close a void between two brain implants without the glue having been approved by the research committee, according to emails and public records obtained by advocacy group Physicians Committee for Responsible Medicine (PCRM). A spokesperson for the university declined to comment. The USDA decided there was no violation because of the rule change introduced in 2018 under the Trump administration, Robert Gibbens, an agency official, told PCRM on Dec. 6 in an email seen by Reuters. "The facility discovered the noncompliance using its own compliance monitoring program, and immediately took appropriate corrective action and established measures to prevent recurrence," Gibbens wrote in the email. "Therefore ... there were no citations on the inspection report." The USDA last year changed its policy so that self-reporting a violation no longer avoids a citation. Gibbens referred Reuters to a USDA spokesperson, who did not respond to a request for comment. LIMITED CONSEQUENCES Two animal researchers told Reuters that USDA sanctions for any infractions they committed would be minor compared to the resources and funding of their institutions. The USDA’s maximum fine of $12,771 per day per animal is rarely doled out, and the usual fines, potentially in the couple-thousands of dollars, are viewed by violators as "a normal cost of business," the inspector general found in a report in 2014. The inspector general audits the animal inspection program sporadically and the maximum penalties haven’t changed since then. Moreover, the vast majority of violations result in warnings or no action at all, according to a 2017 analysis by Delcianna Winders, an animal law expert at the Vermont Law and Graduate School. Her research found that issuing mere warnings frequently failed to incentivize compliance with the law. The analyses by Winders and the inspector general are the most recent Reuters found. This year, the agency has fined only two research facilities – for less than $6,000 each – and issued warnings to five labs, public filings show. The USDA’s inspection service said in 2021 it opened only 118 cases following 7,670 site inspections, issued 58 official warnings, obtained eight administrative orders and suspended one facility’s license for five years. Some animal-welfare advocates interviewed by Reuters point to such statistics in arguing that more enforcement is needed. “There has been this culture of non-enforcement that permeates the agency,” said Ingrid Seggerman, senior director of federal affairs for the American Society for the Prevention of Cruelty to Animals. The agency’s handling of Envigo is a case in point, these advocates say. Beginning in 2021, USDA inspectors uncovered multiple violations at Envigo's facilities during routine inspections, including maggot-infested dog food and more than 300 dead puppies, but took no action. Reuters could not determine why the agency did not intervene to address what U.S. prosecutors later called violations of animal-welfare laws. Envigo was made to sign the consent decree giving up the beagles only after the USDA inspector general and the Justice Department investigated and found evidence of inhumane treatment. USDA inspectors cannot review every facility each year, despite their mandate to do so, because of their limited resources, and inspect about 65 percent of them instead, the Congressional Research Service reported this year. Only about 0.008% of the agency’s most recent budget of $430 billion goes to enforcing the Animal Welfare Act, according to Eric Kleiman, a researcher at the Animal Welfare Institute, an advocacy group. The figures were confirmed by Reuters. “This funding is a pittance, as you can see, compared to the wealth, size and power of, say, many research facilities, let alone Elon Musk,” Kleiman said. <p>On Sunday, the "world's richest person" as he was introduced, took the stage at a Dave Chappelle show in San Francisco. The controversial billionaire took the stage yelling Chappelle’s famous Rick James impression: "I’m rich, b***h" reports CNN.&nbsp;</p>

<p>This comes as the much-coveted Twitter blue subscription service has been announced for the third time. Maybe, this was the announcement Musk planned to make on stage.</p>

<p>When something like this happens it is impossible that the incident would stay off of Twitter. A user by the handle @omnihedge tweeted at Musk about the "crowd full of boos", to which Musk in a since-deleted tweet replied it "was 90% cheers &amp; 10% boos."&nbsp;</p>

<p>The boos were expected given the turbulence that Musk taking over Twitter has brought with it; from the massive layoffs to the "hardcore" culture forcing the leftover employees to sleep in the office, to the coveted blue tick that once had to be earned but now is "for sale", there's a lot of anger.</p>

<p>Speaking of the now-paid blue tick, its relaunch comes as Musk tries to reduce Twitter's dependence on advertisers.</p>

<p>"These are incredibly dangerous, these personal attacks that we are seeing," said White House spokeswoman Karine Jean-Pierre, in response to the weekend tweet by Musk that subsequently went viral.</p>

<p>"They are disgusting and they are divorced from reality," she said.</p>

<p>Musk, who is now owner of social media giant Twitter, tweeted on Sunday to urge prosecution of Fauci.</p>

<p>"My pronouns are Prosecute/Fauci," Musk said, tauntingly playing on the growing practice for people to indicate their preferred gender pronouns.</p>

<p>Musk also posted a meme showing Fauci telling US President Joe Biden, "Just one more lockdown, my king," in apparent criticism of the coronavirus mitigation measures initially taken in parts of the country in the first year of the pandemic.</p>

<p>Former US president Donald Trump and other conservatives in the country had focussed their criticism of Fauci during the height of the pandemic. Fauci even faced death threats and had a security team assigned to protect him.</p>

<p>"These personal attacks that we've been seeing are dangerous on Dr. Fauci and other public health professionals as well," said Jean-Pierre.&nbsp;</p>

<p>"Dr. Fauci has served under seven Republican and Democratic presidents. We cannot forget that.... His work on infectious disease from HIV Aids to COVID has saved countless lives," she said.</p>

<p>"We are fortunate, I should say, that he has devoted his career and his life and his exceptional talent to America's public health."</p>

<p>Republican lawmakers have pledged to grill Fauci when they take control of the House of Representatives in January, after locking horns repeatedly with the top immunologist over Covid vaccines, mask mandates and other pandemic-related issues.</p>

<p>Fauci is due to step down this month as President Joe Biden's chief medical advisor as well as director of the National Institute for Allergies and Infectious Diseases.</p>

<p>French President Emmanuel Macron said on Friday (December 3) that he had "clear and honest" discussion with Twitter owner Elon Musk about the social media giant's content moderation policies. The meet took place just a day after Macron flagged his concerns on the issue.</p>

<p>"Transparent user policies, significant reinforcement of content moderation and protection of freedom of speech: efforts have to be made by Twitter to comply with European regulations," Macron said in a tweet after his meeting with Musk on Friday afternoon.</p>

<p>Macron, who is on a visit to the US, said in an interview on Thursday that he believed there were "responsibilities and limits" to free speech.</p>

Macron meets Musk a day after flagging concerns about Twitter

<p>Billionaire entrepreneur Elon Musk said on Wednesday that a wireless device made by his brain chip company Neuralink will likely begin human trials in six months' time. Neuralink is developing brain chip interfaces which it claims will enable disabled patients to communicate and move. Neuralink has been conducting trials on animals while seeking approval for clinical trials in humans.</p>

<p>"We want to be extremely careful and certain that it will work well before putting a device into a human but we've submitted I think most of our paperwork to the FDA and probably in about six months we should be able to upload Neuralink in a human," Musk said during a much-awaited public update on the device.</p>

<p>This event was originally to happen on October 31 but was postponed by Musk just days prior, without giving a reason.</p>

<p>Neuralink’s last public presentation, more than a year ago, involved a monkey with a brain chip that played a computer game, just by thinking.</p>

<p>Musk is known for lofty goals such as colonising Mars and saving humanity. His ambitions for Neuralink, which he launched in 2016, are of the same grand scale. He wants to develop a chip that would allow the brain to control complex electronic devices and eventually allow people with paralysis to regain motor function and treat brain diseases such as Parkinson’s, dementia and Alzheimer’s. He also talks of melding the brain with artificial intelligence.</p>

<p>Neuralink, however, is running behind schedule. Musk in 2019 had said that he was aiming to receive regulatory approval by 2020 end. Later, he said in 2021 that he aimed to start human trials during the year.&nbsp;</p>

<p>Neuralink has repeatedly missed internal deadlines to gain US Food and Drug Administration (FDA) approval to start human trials, reports said citing current and former employees. Musk approached competitor Synchron earlier this year about a potential investment after he expressed frustration to Neuralink employees about their slow progress, Reuters reported in August.</p>

<p>Synchron crossed a major milestone in July by implanting its device in a patient in the United States for the first time. It received US regulatory clearance for human trials in 2021 and has completed studies in four people in Australia.</p>
