Deputy Chief Minister of Delhi Manish Sisodia, who has been infected with novel coronavirus, is still in ICU with his condition stable, a senior doctor said on Thursday.&nbsp;

"He is still in ICU since yesterday (Wednesday), but his condition is stable. The minister has been put on oxygen support, and under constant observation," a senior doctor of the LNJP Hospital in the national capital said, reported news agency PTI.

The doctor also added that Sisodia will undergo an RT-PCR test in a couple of days to check whether he is still infected with Covid-19 or has successfully recovered.

Sisodia also has a condition of "hypertension", the doctor said, when asked whether the minister has comorbities.&nbsp;

Sisodia, who was tested positive on September 14, was under home isolation, but was admitted to the hospital on Wednesday after he complained of difficulty in breathing and fever.&nbsp;

"He (Sisodia) was admitted to hospital as a precautionary measure since he was continuously having a little higher body temperature and his oxygen level dropped slightly," a senior official said after the senior minister was hospitalised on Wednesday.

Sisodia is the second minister of the Delhi government that contracted this deadly virus. Earlier, Delhi Health Minister Satyendar Jain also got infected with Covid-19.&nbsp;

Delhi government decides to provide relief to victims of violence

A Delhi court on Monday directed the Delhi Police Commissioner to submit a fresh report on the complaint about Deputy Chief Minister Manish Sisodia's tweet alleging "police personnel of setting Delhi Transport Corporation buses on fire".

Additional Chief Metropolitan Magistrate Vishal Pahuja, after hearing arguments in the matter, rejected the clean chit given to Sisodia in the matter and directed the commissioner to file a fresh report by March 17.

Complainant advocate Alakh Alok Srivastava strongly objected to the Delhi Police report, which stated that no cognizable offence is made out against him.

During the hearing, the court recorded serious objections by the complaint on the actions taken report (ATR) filed by Tilak Marg Police Station, in which they had said they have not even received the complaint.

The court had earlier called for an ATR on the complaint seeking registration of FIR against Sisodia for allegedly spreading fake news during Jamia violence.

The complaint said that despite lapse of more than one and a half months, the police have not yet registered an FIR against the accused and sought directions for the same against Sisodia under several relevant sections of the Indian Penal Code (IPC) and the Information Technology Act.

Sisodia had on December 15 shared pictures and videos purportedly from Jamia Nagar in which police officers were seen carrying barrels and pouring liquid onto the DTC buses.

He had alleged that the BJP had used the police to set buses on fire during the incident.

At least three DTC buses were set on fire in the Bharat Nagar area of the national capital on December 15 after a demonstration against the Citizenship Amendment Act (CAA) turned violent in the area.

Additional Chief Metropolitan Magistrate Vishal Pahuja, after hearing arguments in the matter, rejected the clean chit given to Sisodia in the matter and directed the commissioner to file a fresh report by March 17. Complainant advocate Alakh Alok Srivastava strongly objected to the Delhi Police report, which stated that no cognizable offence is made out against him. During the hearing, the court recorded serious objections by the complaint on the actions taken report (ATR) filed by Tilak Marg Police Station, in which they had said they have not even received the complaint. The court had earlier called for an ATR on the complaint seeking registration of FIR against Sisodia for allegedly spreading fake news during Jamia violence. The complaint said that despite lapse of more than one and a half months, the police have not yet registered an FIR against the accused and sought directions for the same against Sisodia under several relevant sections of the Indian Penal Code (IPC) and the Information Technology Act. Sisodia had on December 15 shared pictures and videos purportedly from Jamia Nagar in which police officers were seen carrying barrels and pouring liquid onto the DTC buses. He had alleged that the BJP had used the police to set buses on fire during the incident. At least three DTC buses were set on fire in the Bharat Nagar area of the national capital on December 15 after a demonstration against the Citizenship Amendment Act (CAA) turned violent in the area.

Chief Minister Arvind Kejriwal and his deputy Manish Sisodia will not be present during US First Lady Melania Trump's visit to a Delhi government school in the city on Tuesday as their names were dropped from the guest list for the event, sources said.

Melania, the wife of US President Donald Trump, is scheduled to visit the school to watch "happiness classes" and interact with the students.

Sources in the Delhi government said the US embassy communicated to the city administration on Saturday morning that names of Kejriwal and Sisodia do not figure in the list of invitees for the event.

When contacted, a US embassy spokesperson referred the query to Delhi government on the matter.

According to the original schedule, Kejriwal and Sisodia were to welcome Melania at the school and brief her about rationale behind introduction of happiness classes as well as the Delhi government's overall reform initiatives in the education sector, officials in the city said.

"Names of Kejriwal and Sisodia have been dropped from the list of invitees for the event. We do not know who will receive and brief the First Lady about happiness classes when she visits our school," said a Delhi government official, who wished not to be named.

Though there was no official reaction from the Delhi government on the issue, a series of tweets by Sisodia, credited with educational reform in Delhi schools, indicated the AAP dispensation's unhappiness over it.

He said "happiness class" is "the solution to all hate and narrow mindedness".

"Education is meaningless without happiness. I am happy that Delhi govt schools are showing a path to the world. And the world is curious to know what we are doing in happiness class," he said.

Earlier in the day, the deputy chief minister told reporters that the Delhi government had received a request about Melania's visit to a government school.

`"If she (Melania) wants to come (to a government school), we welcome her," he said.

An AAP functionary argued that in absence of the chief minister and his deputy, who will brief Melania about the 'happiness curriculum'.

"Delhi government's happiness curriculum has been lauded across the globe. Who will brief Melania Trump if the chief minister and the deputy chief minister are not present during her visit," he asked.

Expressing anguish over exclusion of names of the two leaders from the event, Aam Aadmi Party spokesperson Saurabh Bharadwaj said it has been a "protocol" and "convention" that the state leaders are present when any foreign dignitary attends events in their states.

He also alleged that the names of Kejriwal and Sisodia have been dropped from the guest list at the behest of the BJP-led central government. He referred to a press conference by a BJP spokesperson to clarify the saffron party's stand on the issue.

"The BJP is claiming that it (Centre) did not ask the US Embassy to drop the names of Kejriwal and Sisodia from the guest list. The comments actually indicated that there is something fishy," Bhardwaj claimed.

"If it (the Centre) has not asked it (the US Embassy) to drop names of the CM and deputy CM, then it could have simply requested the embassy to include their names," he said.

"Instead of asking the US embassy for the same, holding press conference by a BJP leader is a clear indication that it (BJP) is involved in the entire matter," Bharadwaj said when asked about the issue.

On Kejriwal not being part of the guest list for Melania's visit to the Delhi school, BJP spokesperson Sambit Patra said that there shouldn't be any "low-level politics or petty politics" on issues which are of national interest.

"India comes under disrepute if we start pulling each other's legs. The Modi government doesn't influence the US, as to whom they invite or not," he said.

The Delhi government introduced the happiness curriculum in July, 2018. According to the curriculum, students studying in classes 1-8 at Delhi government schools spend 45 minutes every day to attend "happiness classes" where they participate in activities like storytelling, meditation and question and answer sessions.

Similarly, for nursery and kindergarten students, the classes are held twice a week.

The Arvind Kejriwal-led government has been spending a large chunk of its budget on education in the city in the last several years.

In its last budget, the Delhi government had set aside 25 per cent of its total budget for the education sector, perhaps highest among other states.

Kejriwal led AAP to a spectacular victory in the assembly elections earlier this month primarily riding on his development agenda including reforms in the health and education sectors.

The reforms initiated by the AAP government have been lauded by several prominent personalities.

The elections in the national capital took place in the midst of massive protests in the city and elsewhere over the new citizenship law, an issue which was strongly raised by the BJP top leadership during the campaigning which often turned bitter and vitriolic.

Though BJP's campaign focused on national security issues, the AAP mainly focused on its achievements in the fields of education, healthcare and infrastructure.

The AAP had registered a sensational victory in 2015 by winning 67 seats in a hurricane march that almost wiped out the BJP and the Congress. 
Carrying blue and white balloons, buntings and giant cut-outs of their leader Arvind Kejriwal, AAP workers celebrated at the party's headquarter in the national capital.

Meanwhile,&nbsp;Congress accepted defeat and vowed to rebuild and revive itself at the grassroots level in the city.

"People's mandate is against us, we accept it. We have resolved to revive and rebuild the party," Congress' chief spokesperson Randeep Surjewala said at a press conference.

A total of 672 candidates, including 593 men and 79 women, were in the fray for the hotly contested elections.&nbsp;

The Delhi government had demanded 10 trucks of onion every day till December 9. From November 23, our onion supply was stalled by the central government," Singh told ANI.

"The central government on September 5 had said that they had 56 thousand metric tonnes of onion. Then how did 32 thousand tonnes of onion decay? Why did the government not make available those onions at a lower price? They can let the onions decay but not make them available to the public," he added.

Earlier, Delhi`s Deputy Chief Minister Manish Sisodia on December 1 accused the Centre of intentionally creating a scarcity of onions in the city-state.

"When the onion prices started to rise, on September 5 the Centre wrote to Delhi government that they had 56,000 metric tonne stock of onions and asked the Delhi government to procure onions as required," he said.

"Soon, the Delhi government intimated the Central government that it would procure and distribute 10 trucks of onions, that is, 2.5 lakh kilos at a subsidised price in Delhi every day so that the hoarding of onions could be stopped," he said.

Delhi Deputy Chief Minister Manish Sisodia on Saturday lashed out at the Centre for blaming the Kejriwal government for the rising level of pollution in the national capital and said that 63,000 machines provided by the Centre to curb stubble burning cannot help 26 lakh farmers.

"The Centre has provided 63,000 machines (to curb stubble burning) in two years. How will it help 26 lakhs farmers? It will of course not! With this speed, is it a programme for 50-60 years? If it is so what should people of Delhi-NCR do for the next 50 to 60 yrs?," asked Sisodia in a press conference.

The statement came in the wake of high pollution levels and hazardous air quality in the national capital following the festival of Diwali.

On Wednesday, Delhi Chief Minister Arvind Kejriwal had said that Haryana, Punjab and Uttar Pradesh state governments should provide alternate machinery and equipment to farmers to stop them from burning stubble.

Australia's Canberra Chief Minister Andrew Barr held talks with Delhi Chief Minister Arvind Kejriwal and his cabinet colleagues at the Delhi Secretariat on Monday morning.

The two chief ministers held delegation-level talks on areas of mutual cooperation.

While addressing the media, after the meeting, Barr said, "We had a productive discussion on several issues. Delhi and Canberra are capital cities, though these vary in size and population. There is a scope of cooperation in several fields, particularly education, health, and environment.

"The visiting Chief Minister said he also sees the potential for cooperation in the fields of tourism research and universities engagement.

"Had a very productive meeting with the Chief Minister of the capital city of Australia. We discussed a range of issues including health, education, and infrastructure. Governments of the two capital cities have decided to learn from each other`s experiences," said Kejriwal.

During the meeting, Deputy Chief Minister Manish Sisodia informed the visiting delegation about the Delhi Education model and elaborated on how the turnaround was achieved during the last four and a half years.

Sisodia also invited the visiting delegation to visit Delhi government schools and Mohalla Clinics. He also told the Australian delegation that the Delhi government will be happy to share its experience of Happiness Curriculum with them.

The visiting delegation expressed keenness in knowing about the Mohalla Clinics and how they function. Both sides continued to take forward their engagement with future meetings.

Sisodia added that by May 2020, the national capital will have many as 9,500 buses plying on the roads.

Right now, Delhi has around 5,500 buses plying on the roads (DTC and Cluster buses).

The 1,000 standard floor cluster buses will start coming from July itself and the full delivery would be completed by December this year, read a statement issued in this regard.

Tender for 1,000 electric buses has been done and will be opened on August 2. All the 1,000 electric buses would be on Delhi roads by April 2020 staring from January 2020.

Of the 1,000 low floor cluster buses which are to be added to the public transport fleet of Delhi, Cabinet on Thursday approved the proposal to award of concession to the successful bidders for 650 buses. Work will be awarded in 15 days.

The tender for the rest of the 350 buses will be opened on July 19.

These 1,000 low floor cluster buses will start coming from December 2019 in a batch of 165 every month and will be completed by April 2020.

"The Cabinet decisions taken are a major boost for public transport. With the decisions taken today (Thursday) and those taken earlier and in the pipeline, Delhi will have 9,500 buses plying on the roads by May 2020; addition of 4,000 buses in the current fleet of Delhi`s public transport. The first batch of the buses will start coming in July 2019 and it will continue till May 2020," Sisodia said.

Sisodia also shared that the state Cabinet has approved a proposal to officially close down the Rajghat Coal Plant. The 45-acre area plant will be converted into a solar park with the capacity of 5,000 KW.

"Delhi Government decided to close down the production at the coal-based plant in 2015 as it was a major source of pollution. Delhi Government has been pushing for Solar energy for quite some time now," Sisodia said.&nbsp;

The court in its order said that Arvind Kejriwal, Manish Sisodia, Rakhi Birla, Somnath Bharti are concerned, there is insufficient evidence to come to a conclusion that there exists a prima facie case and grave suspicion about the commission of the aforesaid discussed offences.

The court has slated commence of trial and prosecution of evidence in the case for July 26, 27, 29 and 30.

The court had on, July 2, reserved its order after the conclusion of arguments to determine the charges against the accused in the case.

The Delhi government will bear the Class 12 Board exam registration fee charged by the CBSE from students in schools under it starting this academic year, Deputy Chief Minister Manish Sisodia has said.

This impromptu announcement was made by Sisodia on Saturday during an interaction with school students at Thyagraj Stadium here after a student asked about the disparity in the registration fee on the basis of category.

Manisha Kumari, a former student of Sarvodaya Kanya Vidyalaya (SKV), Adarsh Nagar, sought to know, "Why is there such a huge difference in the registration fee we have to pay.

The general and OBC students pay Rs 1,500 and an SC student Rs 50. I have no problem that an SC student pays less. But I just want to know why the difference is so big.

"If you look at the central government's proposal, you will see that it was a model of cross-subsidy, which means all other people would bear the subsidy of students and senior citizens. Why no objection on this?" the 37-year-old Oxford scholar said.

"Women are a very small fraction of the country's workforce. Most women work in small and medium-sized enterprises. They do not have the financial independence to travel freely and many times have to ask their families for money to travel. When travel for women becomes free, it significantly increases their access to opportunities, as the World Bank and UNDP reports have suggested," she said.&nbsp;

She said a McKinsey Global report said India's GDP will grow by 16-20 per cent if women participation in the economy will be at par with men.&nbsp;

"The lack of access to public transport is one of the top impediments to the participation of women in the workforce," she added.

Reiterating the party's strong women security pitch, Atishi said, "Women feel much more secure when the presence of women grows in public spaces. We do not need just special coaches, we need 50 per cent occupancy of women in the Metro."

In an appeal to Sreedharan to not allow himself to be used by the BJP for their political agenda, Atishi said, "You are such a well-respected person, why are you allowing the BJP to fire from your shoulder to stall women's empowerment and development? Sisodia, who is also Education minister of Delhi, highlighted achievements of the AAP government in uplifting education sector in Delhi and laid emphasis on 'happiness' curriculum and 'entrepreneurship mindset' launched for government schools in Delhi.

"Entrepreneurship mindset curriculum is aimed at preparing job providers not job seekers," he said about the curriculum for Class IX-XII students which has been launched on pilot basis in some of the city government schools.

There should not be any confusion that the curriculum is intended to prepare entrepreneurs as it is aimed at cultivating entrepreneurial mindset in students so that they become job providers and problem solvers in any field they work after the school education, Sisodia said.

The Deputy Chief Minister asked education department officials to issue a circular on teacher innovation fund of Rs 1.0-1.5 lakh per school which was announced in Delhi government budget.

In reply to a question, Sisodia said all the eligible vice principals wiil be promoted as principals if Delhi government is given power over Services department.

He also said that the government has removed the income cap on scholarship for meritorious students so that most of them will be benefited by it.

Sisodia highlighted human resource and infrastructure developments in the Education sector under the AAP government and overall improvement in results of Delhi schools in last 4.5 years.

He claimed 2.5 times increase in Education budget from Rs 6600 crore in 2015 to Rs 15600 crore in 2019 and said by November this year 45118 classrooms will be ready against 24157 in 2015.&nbsp;
