Liz Truss appointed as Britain's PM. What will her Cabinet look like?

The United Kingdom’s next prime minister,&nbsp;Liz Truss, takes power as a traditional, low-tax Conservative Eurosceptic promising to turbo-charge economic growth.

Her position is the polar opposite of how she started out, as the Liberal Democrat-supporting daughter from a family of progressives, who opposed the monarchy and Brexit.

Her self-styled lifelong political “journey” has prompted criticism that she lacks genuine conviction and prioritises power over ideology.

But her straight-talking style, calls for a smaller state and championing of free trade have proved popular with grassroots Conservatives.

Truss, 47, campaigned on a platform of slashing taxes and bulldozing bureaucratic “orthodoxy”, particularly in the finance ministry where she once worked.

“For a party that’s gone in a quite populist direction in recent years, she’s been able to present herself as more authentic, more ordinary,” said Tim Bale, of the Queen Mary University of London.

“She sets herself up as — despite having been in government for eight years — almost outside that establishment and therefore the kind of person that you can rely on to represent you against that so-called ‘blob’.”

Heir to Thatcher?

To <a href="https://www.wionews.com/world/liz-truss-to-take-oath-as-uk-prime-minister-on-tuesday-no-place-for-rishi-sunak-in-cabinet-513341">Truss’s admirers</a>, her campaign was built on sincere long-held instincts and beliefs.

“She’s always been outspoken. She’s always been a disrupter,” said Mark Littlewood, head of the Institute of Economic Affairs think-tank and a former member of Oxford University’s Liberal Democrat club with Truss.

“You really need to understand Elizabeth Truss as a kind of free market liberal,” he told&nbsp;AFP.

Truss’s rise to become&nbsp;the UK’s third female prime minister has inevitably led to comparisons with the first: Margaret Thatcher.

As foreign secretary for the past year, Truss has been pictured riding atop a tank and sporting a Russian fur hat in Moscow, just like the Tory icon.

But she has batted away any suggestion of a deliberate visual ploy.

Yet like the “Iron Lady”, she is faced with the&nbsp;daunting task of leading the UK out of decades-high inflation, a worsening cost-of-living crisis and industrial action.

Financial Times&nbsp;political commentator Robert Shrimsley believes Truss is the heir not to Thatcher but to Boris Johnson’s “cakeism” doctrine — being “pro having cake and pro eating it”.

She was, he wrote, the choice of a Conservative party that “dislikes hard choices” in contrast to her beaten rival, former finance minister Rishi Sunak, who campaigned for fiscal discipline.

‘Human hand grenade’

<a href="https://www.wionews.com/world/eu-urges-liz-truss-to-adhere-to-the-brexit-deal-513310">As foreign secretary</a>, Truss spearheaded a raft of trade deals following the UK’s divorce from the European Union.

Truss has branded her initial opposition to Brexit a mistake, despite growing evidence of its economic costs, and has repositioned herself as a champion of the cause.

Issues around new trade arrangements in Northern Ireland are causing friction with Washington and Brussels and could prove problematic early in her tenure.

On the international stage, she has also forcefully confronted Russia’s invasion of Ukraine.

But her initial encouragement of Britons to fight there was slapped down by the military establishment and fuelled criticism that she lacks judgement.

Johnson’s former top aide Dominic Cummings likens her to a “human hand grenade”, and some MPs have accused her of excessive self-promotion.

Truss admits to not being the “slickest presenter”. She is still mocked online for a bizarre speech she gave as environment minister in 2014, offering impassioned support for British cheese and pork.

Liberal Democrat to Tory

Truss grew up first in Scotland and then in an affluent suburb of Leeds, northern England.

Her mother was a nurse, teacher, and campaigner for&nbsp;nuclear disarmament&nbsp;who took her on protests, and her father was a left-wing maths professor.

Some characterised her former Department for International Trade as the “Department for Instagramming <a href="https://www.wionews.com/world/nadine-dorries-joins-priti-patel-in-quitting-cabinet-following-the-election-of-truss-as-new-pm-513344">Truss</a>” because of her prolific output on social media.

During the Tory leadership campaign, Truss criticised her Leeds school for fostering “low expectations”.

Soon after Liz Truss was declared the winner of the Conservative leadership race, the newly-elected prime minister walked past his rival and fellow party member Rishi Sunak without offering him a consolatory handshake.

The result was announced on Monday by the returning officer of the leadership contest and chair of the Conservative Party's powerful 1922 Committee of backbench MPs, Sir Graham Brady, at the&nbsp;Queen Elizabeth&nbsp;II Centre near Downing Street.

Truss was elected by the lowest ever margin for a Conservative leader with 57 per cent of the vote compared to 43 per cent for Sunak.

Liz Truss beat Rishi Sunak, winning 81,326 votes compared to the India-origin chancellor’s share of 60,399 votes.

In a letter to Boris Johnson, who will formally hand his resignation to the Queen on Tuesday, Patel said she would offer her full support to the new government.

The 50-year-old Indian-origin MP, who was appointed as the UK home secretary in July 2019, congratulated Truss on being elected as the country's new leader, and assured to support for her as the new Prime Minister.

"From the backbenches, I will champion many of the policies and causes I have stood up for both inside and outside of Government," she added.

Expressing honour to have worked as the UK Home Secretary for the last three years, she said, "I am proud of our work to back the police, reform our immigration system and protect our country," she wrote.

For outgoing PM Boris Johnson, Patel said, “It has been a great honour and privilege to serve the country with you during your premiership."

Meanwhile, there are reports that Patel would be replaced by another Indian-origin lawmaker - Suella Braverman.&nbsp;

According to Guardian, Patel’s move to resign is being seen as an attempt to avoid the embarrassment of being sacked as she was tipped to be replaced by Suella Braverman as home secretary.

The 42-year-old Goan-heritage Bavernman currently holds the post of Attorney General. She was also in the prime ministerial race in the UK but decided to support Truss after getting eliminated in the second round in July.

While it would be tempting to draw implied parallels with the indomitable Margaret Thatcher, but the country that Ms Truss will lead is a vastly different one. The late Thatcher, for one, the daughter of a grocer, demonstrated in word and deed, that the UK was a land of opportunity- a theme that has, over time diminished for many in the country. Second, the context- that of political economy- is different. Thatcher’s incubus was the economic philosophy of ‘neo-liberalism’ wherein the late leader, among other things, aimed (successfully) to trim the state. But Thatcher’s era was also one where the UK was undergoing profound structural change(s) that did not seem apparent then.

One of these was immigration and immigrant flows into the country, the nature and form of which have changed the complexion of the country. One ‘after effect’ of this development is actually that a brown skinned Indian origin person (Rishi Sunak) could not only think of becoming PM of the UK but also pose a challenge to what was once a ‘white establishment’ governed country. But this fact obscures both a latent and overt trend - one that formed the foundational premise of Brexit- that of a country that is deeply polarized and somewhat at odds with itself. (This includes the yawning gap between Scottish nationalism and the Unionists plus the diminishing returns of the Good Friday Agreement in Northern Ireland)

This is the broad context and set of conditions that Ms Truss will inherit. Overlaid by inflation of the nature of decadal highs that has made cost of living exorbitant for ‘ordinary’ Britons, the challenges could not be more fraught and complex for the new prime minister.

Can, the question is, Ms. Truss govern?

Of course, she can. Governing, in the pedestrian sense, is easy. But the UK needs more than governance. Shorn of accretions and rhetoric, Ms Truss needs to, or has to reclaim the country for Britons, in the broadest possible sense. (The term Britons is employed here to include all that form the country’s firmament). How can this be rendered possible? Ms Truss, for starters has to tread a delicate line: she has to foster a sense of belongingness in the country while at the same time disavowing narrow, exclusive nationalism. This is not easy but is doable -something that can be done by broadening the idea and concept of belongingness, fostering non exclusionary pride in the nation. But it would mean broadening the party tent, a possibility that would call for bold and beautiful leadership.

While it is an iffy proposition given the nature of the Conservative Party, other challenges would call for equally bold leadership. One of these is the UK’s standing in the world. It would appear that post-colonial Britain is an addled country. Its ‘island mentality’ has not gone away. Notwithstanding its past(right or wrong), the country is actually inward looking. In prosaic terms, it is neither here nor there. Its foreign and defense policy is latched to that of the United States under the rubric of the ‘special relationship’. The author does not suggest that the UK disavow the special relationship but it may be prudent for the country to have some ‘strategic autonomy’ under the broad umbrella of the relationship. Next, even though it is a ‘bridge too far’ but the UK must repair and calibrate its relationship with the European Union. The why of it is obvious but not so the how of it. This is another area where Ms Truss must demonstrate leadership.

At this point in time, the UK does not have soft power. (Obiter Dictum, Tony Blair’s ‘Cool Britannica’ branding was not only a vulgar and lame rendition of soft power but as shallow as Blair himself). The country needs to think deep and introspect about itself and its position within and without. The world has moved on and so must the UK. In terms of hard power, the UK is not a laggard but surely, its defense and security posture need a rethink and maybe even an overhaul. Here Ms Truss has experience but typically bureaucracies -be these the civil services or the defense establishments all over the world- are defined by inertia. Innovation even of the staid variety is resisted. Again, deft leadership is called for here.

All in all, the distilled essence of this essay is that the UK adrift as it is stands at a cross roads. The country needs able, bold and beautiful leadership; not mere governance or mere economic antidotes. Its challenges are too profound and fraught to be reduced to these. Ms Truss has not ably only won the race for prime minister-ship in the UK but demonstrated verve and staying power. This is just the beginning. A country awaiting reclamation becomes. Ms Truss for the sake of her country must rise to the occasion and redeem the United Kingdom.

Truss will succeed Boris Johnson, who tendered his resignation in July after a slew of scandals which involved a revolt from his own cabinet. However, the victory margin of Truss was considerably lower than what Johnson was able to achieve in his leadership race against Jeremy Hunt in 2019.&nbsp;

"I know she has the right plan to tackle the cost of living crisis, unite our party and continue the great work of uniting and levelling up our country," Johnson said on Twitter after Truss’s victory.&nbsp;

However, the decision has not gone down well with all experts as a number of them claimed this can make the situation worse by increasing the fuel inflation, according to Reuters.&nbsp;

What does Liz Truss's victory mean for UK-India ties?

When&nbsp;everyone waited for the announcement about the new UK PM, Russia appeared pessimistic about the leader who would take office after caretaker prime minister Boris Johnson. Russia said on Monday (September 5) that it could not rule out the possibility that dire relations with Britain would get even worse under the country's next prime minister.

"I wouldn't like to say that things can change for the worse, because it's hard to imagine anything worse," Kremlin spokesman Dmitry Peskov said when asked if Moscow expected any shift in relations with Britain. He made these comments before Liz Truss was declared the next PM of UK.

"But unfortunately, this cannot be ruled out, given that the contenders for the post of British prime minister competed with each other in anti-Russian rhetoric, in threats to take further steps against our country, and so on. Therefore, I don’t think that we can hope for anything positive."

Asked if President Vladimir Putin would send a congratulatory telegram, he said: "Let's wait and see who becomes prime minister."

Truss is chiefly known in Russia for a visit she made to Moscow in February, when she and foreign minister Sergei Lavrov held a rancorous meeting. Lavrov described their conversation as like a dialogue between deaf and mute people, complaining that facts had "bounced off" her.

Truss has made geographic gaffes before, including on one occasion when she mixed up the Black and Baltic seas.

Truss openly challenged Lavrov at their meeting over Russia's troop build-up near Ukraine, saying: "I can't see any reason for having 100,000 troops stationed on the border, apart from to threaten Ukraine."

Since then, Britain has been one of the most active and vocal supporters of Ukraine after Moscow sent troops into the country on February 24, and has been supplying Kyiv with weapons and training.

As per a Reuters report, a palace representative announced last week that due to mobility concerns, the queen would appoint Britain's new prime minister at her Scottish estate of Balmoral Castle rather than at Buckingham Palace in London.

The new PM will have to tackle the energy crisis and a productivity crisis as both have affected people's living standards. Britain's energy regulator announced that the power bills will jump 80 per cent to an average of 3,549 pounds ($4,188) a year from October. This will send millions of households into fuel poverty. Businesses are also at risk unless the government intervene and comes up with a solution. (This) would imply headline inflation peaking at 22.4 per cent, well above our baseline forecast of 14.8 per cent." Inflation The Bank of England has anticipated that as the energy crisis intensifies, inflation will jump to 13 per cent. According to Citigroup, the nation could peak at 18 per cent in early 2023. Meanwhile, Goldman Sachs warned that it could reach 22 per cent if the natural gas prices "remain elevated at current levels". At 10.1 per cent in July, Britain had the highest rate of annual inflation among Group of Seven advanced economies. High dependency on imported gas and a fast-weakening currency are some of the reasons for British inflation. In the last three months alone, the pound fell to almost 8 per cent against the dollar. This performance is worse than the euro or even the Japanese yen. If this scenario continues to worsen, it will make the imports of energy priced in dollars even more expensive. According to the British media, Foreign Secretary Liz Truss is on course to beat Rishi Sunak to be elected Conservative Party leader and British Prime minister on Monday.

Not only this, the United Kingdom's local media has reported that Suella Braverman is likely to be the only British politician of Indian heritage in the new cabinet.

The report claims that Truss is looking to replace Priti Patel as Home Secretary and believes that Braverman is a suitable candidate for the position.

Braverman, who is currently the Attorney General for England and Wales, was born in the Indian state of Goa.

After being knocked out in the second round of ballots of fellow Tory MPs in mid-July, Braverman had thrown her weight behind Truss.

UK cabinet: Suella Braverman likely to be only Indian-origin member of parliament, says report

Signalling his defeat in the Tory leadership race ahead of Monday’s election results, Rishi Sunak said that his job would be to support the next government.

Speaking to BBC before the declarations of election results, the Indian-origin former chancellor said he intends to stay on as a Parliament MP if he is not elected as the British Prime Minister.

He further said that he would continue to work for his constituents in Richmond, Yorkshire, if he is defeated by Foreign Secretary Liz Truss.

When asked about his future plans if he loses, Sunak said, “I look forward to supporting the Conservative government in whatever capacity.”

“I'm going to stay as a member of Parliament It's been a great privilege to represent my constituents in Richmond in North Yorkshire as their member of Parliament and I'll love to keep doing that as long as they'll have me,” he added.

When further asked if he would consider running again for the top job at 10 Downing Street in a few years' time if he loses this time, Rishi said, “We've just finished this campaign. I'd say... I need to recover from this one."

From managing to gain leads during the early phase of the contest, Sunak has been trailing behind Truss in recent surveys of Tory party members voting to elect Boris Johnson’s successor.

While Truss had repeatedly laid emphasis on immediate tax cuts, Sunak, in contrast, had pledged to delay tax cuts until inflation is controlled.

An estimated 160,000 Tory members have cast votes through online and postal ballots at the Conservative Campaign Headquarters (CCHQ).

The winner will be announced on Monday at 12.30 pm (local time) by Sir Graham Brady chair of the 1922 Committee of backbench Tory MPs and returning officer of the leadership election.

Then, the newly elected Tory leader will make a brief acceptance speech soon after at the Queen Elizabeth II Conference Centre in central London near Downing Street.

The rest of Monday will involve the winning candidate putting the final touches to his or her Cabinet posts.
