The report warns that the "expanded military postures" of both countries along the Line of Actual Control (LAC) elevate the risk of "armed confrontation" between the two neighbours could "directly threaten U.S. persons and interests, calling for U.S. intervention."

Since the 2020 Galwan incident, ties between the two countries continue to go southwards. Last December also, forces of the two countries clashed in Arunachal Pradesh's Tawang after the Chinese side tried to intrude.

The US report, released on 8th March, warned that the "previous standoffs have demonstrated that persistent low-level friction on the Line of Actual Control has the potential to escalate swiftly."

The report also talked about India-Pakistan ties, and while pointing out that "Pakistan has a long history of supporting anti-India militant groups'', it highlighted that "under the leadership of Prime Minister Narendra Modi, India is more likely than in the past to respond with military force to perceived or real Pakistani provocations."

India has responded to major terror attacks, both at&nbsp;Uri and Pulwama&nbsp;in Jammu and Kashmir, perpetrated by Pakistani terrorists with surgical strikes.

It called the crises between India and Pakistan of "particular concern" because of the "risk of an escalatory cycle between two nuclear-armed states."

But, on a hopeful note, the report explained that New Delhi and Islamabad probably are "inclined to reinforce the current calm in their relationship" following both sides’ renewal of a cease-fire along the Line of Control in early 2021.

US intelligence warns of risky confrontation between India and China at LAC

India and China on Wednesday held diplomatic talks over disengagement in remaining friction points along the LAC in eastern Ladakh. As per reports, while the two nations discussed proposals in an "open and constructive manner", there is no indication of a breakthrough. One outcome that came out of the talks held under the Working Mechanism for Consultation and Coordination on India-China Border Affairs (WMCC) framework was that the two sides have agreed to hold the 18th round of military talks on an early date. According to a PTI report citing the Indian Ministry of External Affairs (MEA), talks at an early date would help to achieve the objective in accordance with the existing bilateral agreements and protocols.

"The two sides reviewed the situation along the Line of Actual Control (LAC) in the Western Sector of India-China border areas and discussed proposals for disengagement in the remaining areas in an open and constructive manner, which would help in the restoration of peace and tranquillity along the LAC in Western Sector and create conditions for the restoration of normalcy in bilateral relations," said the MEA.

"To achieve this objective in accordance with the existing bilateral agreements and protocols, they agreed to hold the next (18th) round of the Senior Commanders meeting at an early date," it added in a statement.

The 17th round of military talks was held on December 20 of last year. However, there was no indication of any forward movement in the resolution of the remaining issues between India and China.

As per the ministry, the two sides have agreed to continue discussions via diplomatic and military channels.&nbsp;

"The 26th meeting of the WMCC was held on 22 February 2023 in person in Beijing. This was the first WMCC meeting since the 14th meeting held in July 2019, to be held in person," it said.

A joint statement released after the talks said that both sides exchanged views in an "open and constructive" manner towards resolving the "relevant issues". It also described the talks as "frank and in-depth".

The two sides have now resolved all the friction points that came up after the May 2020 aggression by the Chinese army in an attempt to alter the status quo on the LAC.

The disengagement process included the dismantling of infrastructure built by the two sides at the location where they had deployed troops and other assets.The previous locations from where they had disengaged included the Galwan area and the two banks of the Pangong lake in eastern Ladakh.Earlier, in response to a media query earlier, MEA Spokesperson Arindam Bagchi said the disengagement process in the area will be completed by September 12.

The Indian and Chinese troops have completed disengagement from the last stand-off point in eastern Ladakh, ANI news agency reported quoting government sources.

“Armies of India and China today (Tuesday) completed the disengagement process in Gogra Heights-Hot Springs area near Patrolling Point-15 in eastern Ladakh sector. The two sides have also completed verification of each other`s positions after pulling back troops from friction point," ANI quoted government sources as saying.

The patrolling point 15&nbsp;in eastern Ladakh was the only remaining site that awaited de-escalation between India and China. Earlier both sides had resolved all differences in the Galwan Valley and, the South and North banks of the Pangong lake.

The region emerged as the friction point after Chinese troops increased their movement near the border in May 2020 trying to unilaterally change the status quo of the LAC border.

But India managed to thwart their advance showing strong retaliation. Since then, the troops of both nations have been engaging in de-escalation.

Both armies had agreed to move back from their positions towards their respective sides of the LAC and verify each others' positions after that.

According to ANI, senior government sources said that the Chinese side wanted de-escalation, too, along with the disengagement from the PP-15 area but “India is not in a hurry to de-escalate the situation in the eastern Ladakh sector where the two sides have continued to maintain over 50,000 troops facing each other."

They claimed that “complete de-escalation” would not be possible as outstanding issues in the Daulat Beg Oldie sector and the Demchok area, where Indian patrols are still being objected to by the Chinese military, remain.

The National Security Council, India’s security establishment, is of the view that the current situation should be used for addressing the legacy issues also, including the ones created long ago.

The Indian Army also believe that if the troops have been deployed in such large numbers along the LAC in eastern Ladakh, they should ease out only after securing a solution to the long pending issues.

China continues to develop infrastructure along the India border - the Line of Actual Control (LAC) - with the latest reports suggesting that they have constructed at least three mobile towers at Hot Springs in eastern Ladakh.&nbsp;

Local councillor Konchok Stanzin said that the newly developed towers are very close to the LAC.&nbsp;

This comes after the Indian authorities in January this year strongly objected "illegal construction of a bridge" by China. &nbsp;

The construction of the bridge was on part of the Pangong Lake in Eastern Ladakh. India had said that it is monitoring the situation.&nbsp;

But what does it mean for India?

According to defence expert Major General (retd) S B Asthana, the construction of a bridge in Easter Ladakh and recent news of the towers of communication being erected is something that indicates Chinese determination to continue with infrastructure development and be able to have better response timings in case of a situation if it so develops.&nbsp;

India must also improve its infrastructure development. "We need to develop the communication infrastructure also in addition to the road and other infrastructure because sound communication is the key to command and control and for effective management of the border," he said.&nbsp;

Why communication towers are important?

General Asthana said, "If the communication can be developed in remote areas of various parts of the country, there's no reason why it can't be developed along the LAC," he added.&nbsp;

General Asthana said what usually happens is that the various departments do not find it cost-effective when the customers are fewer.&nbsp;

"But then there's a strategic cost that has to be paid and for that even if the population density is low, we need to develop the communication infrastructure much better so that we can respond accordingly, especially when the stand-off is on and when the LAC is being managed and there is a heavier troop density along the LAC by both sides."&nbsp;

"So I think we need to perhaps push through our infrastructure development also at the same pace to match China and ensure we don't lack behind," he said.&nbsp;

Stressing that "friends don't set red lines", Singh said: "We are very keen for all countries, especially our allies and partners, not to create mechanisms that prop up the rouble and that attempt to undermine the dollar-based financial system," he added. 
 
"No one should kid themselves - Russia is going to be the junior partner in this relationship with China. And the more leverage that China gains over Russia, the less favourable that is for India. I don`t think anyone would believe that if China once again breached the Line of [Actual] Control, that Russia would come running to India`s defence," he added. 
 
After he arrived in New Delhi on Wednesday, Singh met commerce minister Piyush Goyal and officials of the Prime Minister's Office, National Security Council and external affairs ministry.

India's external affairs minister S Jaishankar had said that India will not agree to any status change along the LAC.

"We are absolutely clear that we will not agree to any change in the status quo. Any attempt to change the LAC unilaterally by one side. So however complex, however long it takes, however difficult it is, I think that clarity is what guides us," Jaishankar said while adding that "friction points" still needed to be resolved.

The bodies of seven Indian Army personnel who went missing after an avalanche struck near the Line of Actual Control (LAC) in Arunachal Pradesh have been recovered, the army said in a statement on Tuesday.

On February 6, the army personnel from the 19 Jammu and Kashmir Rifles were trapped after the avalanche hit the Kameng Sector.&nbsp;The personnel were part of a patrol team.

The area, located at an altitude of 14,500 feet had been witnessing inclement weather with heavy snowfall for the past few days.

Search and rescue operations, including airlifting specialised teams, had been launched immediately after the avalanche struck the Mummy Head area in the Tawang district where the soldiers were patrolling in sub-zero conditions.

Unfortunately, despite the best efforts of everyone involved, all seven have been confirmed dead, the army said in the statement.

"The area, located at an altitude of 14,500 feet, had been witnessing inclement weather with heavy snowfall since the last few days. The bodies of the soldiers are currently being transferred from the avalanche site to the nearest army medical facility for further formalities," the army said.

President Ram Nath Kovind and Prime Minister Narendra Modi offered their condolences to the bereaved families.

These efforts even include deployment of PLA cooks to teach Tibetan families how to cook 'Chinese dishes', according to reports.

The development was mentioned in a report of an official Chinese portal, said the reports. The report was about situation in a Chinese village by the name of Yumai. It is China's last big border village located just kilometres from Upper Subansiri district in India's Arunachal Pradesh. The village is part of Tibet Autonomous Region (TAR).

The PLA's courting of the villagers is being seen as part of a strategy to ensure they are on China's side in case of a border conflict with India.

In 2017, Chinese President Xi Jinping had written a letter to Tibetan herders in the village. In the letter, Xi&nbsp;mentioned herders being 'guardians of Chinese territory'. He also said that he hoped that herders will 'motivate' others.

Now, Chinese Army appears to have taken steps in this direction, going by the developments mentioned in the report. Chinese soldiers have been instructed to call on the elderly in Yumai village to look to their general comfort and safety. Cooks from Chinese Army are teaching Tibetan household to cook 'Chinese' dishes.&nbsp;

The report says that even five 'homestays' have been set up for tourists. These rooms have wifi, oxygen generators and TVs. Military doctors visit the village twice a week to tend to the sick.

After Arunachal Pradesh's MP Tapir Gao informed that a 17-year-old was allegedly abducted by the Chinese army as&nbsp;reports said Indian army officials&nbsp;contacted PLA troops along the Line of Actual of Control(LAC).

News agency ANI quoting defence sources said the Indian Army contacted the PLA through a hotline informing that the boy was collecting herbs and was hunting and asked the Chinese officials to return the individual as per established protocol.

In a tweet Gao said Chinese PLA troops had abducted Miram Taron on January 18 &nbsp;inside Indian territory as he requested the Indian government to contact Chinese officials&nbsp;for his safe release. The MP said his friend escaped and reported it to the authorities.

MLA from Pasighat in Arunachal Pradesh Ninong Ering called the incident "shocking" as he requested the Indian foreign ministry to intervene.

"Chinese intrusion in our land must be checked," Ering said.

The development comes as Indian and Chinese commanders concluded the 14th round of talks recently. The talks were held at Chushul-Moldo meeting point in eastern Ladakh as India pressed for the disengagement process at Hot Springs.

India and China have been involved in a standoff at the Line of Actual Control (LAC) in eastern Ladakh since May 2020. In June 2020, Indian and Chinese troops were involved in a clash at Galwan Valley in which 20 Indian soldiers were killed&nbsp;including four&nbsp;Chinese PLA soldiers.

Although China had announced disengagement at the border in February last year but reports say PLA have&nbsp;built new fortifications and roads along the LAC and stationed troops. India had earlier slammed China's move to build a bridge across Pangong Lake.

India and China have issued a joint statement after the 14th commander-level talks amid border tensions. However, no outcome or breakthrough in resolving tensions has come up yet.

China has been using different tactics at the border areas over the years. From aerial incursions into Taiwan’s defence zone to unfurling flag at Galwan valley, China’s aggressive approach continues in border and territorial issues. All of this comes at a time when Xi Jinping led government rolled out a new ‘border law’. China’s National People’s Congress passed the law last year which said that PLA shall take measures to strengthen the border defence, support economic and social development in border areas. Among other things, the law allows PLA to work closely with civilians living near the border. The law can affect the neighbouring countries of China. It is suspected that China may have stalled negotiations with India over the LAC standoff for the border law to be implemented. China shares nearly 22,000 km border land with 14 other countries. China is yet to finalise border agreements with India and Bhutan.
