In June, the state-run KCTV had admitted that North Korea was facing a ‘food crisis’ as the agricultural sector was finding it increasingly hard to fulfil food demands of the nation. During the same time period, the North Korean ruler Kim Jong-un, too, declared that the food situation in the country was "getting tense".<o:p></o:p>

Now, Tomas Ojea Quintana, UN special rapporteur on human rights has reported that the locals and ordinary citizens of North Korea are "struggling on a daily basis... to live a life of dignity" and this shortage of food could soon turn into a humanitarian crisis.

Kim Yo Jong's remarks, carried by Pyongyang's official KCNA news agency, were in response to South Korean President Moon Jae-in's recent calls for declaring an official end to the 1950-53 conflict that ended in a truce, not a peace treaty, leaving the two sides technically at war for more than half a century.

In a speech at the UN General Assembly earlier this week, Moon proposed the declaration of an end to the conflict that broke out 71 years ago, stressing such an act would "make irreversible progress in denuclearisation and usher in an era of complete peace".

Kim, a key policy adviser to her brother Kim Jong Un, said it was an "admirable idea" to propose a formal end to the war but insisted the South should remove its hostile attitude first.

Making such a declaration with "double-dealing standards, prejudice and hostile policies" still in place "does not make any sense," she said.

"For the termination of the war to be declared, respect for each other should be maintained and prejudiced viewpoint, inveterate hostile policy and unequal double standards must be removed first," she said.

She added making such a declaration would "hold no water and would change nothing" under current conditions.&nbsp;

But the North would be willing to have talks on improving ties with Seoul if the South withdrew hostility "after breaking with the past when it often provoked us".&nbsp;

North Korean leader Kim Jong Un urged efforts to prevent natural disasters or coronavirus outbreaks from damaging the economy as he convened a meeting of the ruling party's politburo, state media reported on Friday.

Economic plans dominated the agenda at the meeting held in Pyongyang on Thursday, KCNA news agency reported.

The country's economy has been battered by international sanctions and self-imposed border and movement lockdowns aimed at preventing a coronavirus outbreak. Seasonal heavy rains and typhoons have raised further concerns about damage to food supplies.

"(Kim) underlined the need to take thorough-going measures to overcome abnormal climate the danger of which has become higher in recent years," KCNA said.

Among the work Kim called for were river improvement, reforestation for erosion control, dyke maintenance and tide embankment projects.

North Korea has not confirmed any COVID-19 cases, but closed borders and imposed strict prevention measures, seeing the pandemic as a matter of national survival.

"The present dangerous situation of the worldwide pandemic which keeps spiralling out of control demands tighter nationwide epidemic prevention," Kim said, according to KCNA. "Tightening epidemic prevention is the task of paramount importance which must not be loosened even a moment under the present situation."

According to international officials, North Korea has turned down shipments of China's Sinovac Biotech COVID-19 vaccine, as well as doses of AstraZeneca's vaccine.

North Korea turned down vaccine offer, says UN body
