Meet Kashmir`s sole female wildlife conservationist who has spent 17 years rescuing wild animals

There has been a huge spike in road rage and stunt biking incidents in Kashmir valley. Before it becomes a major problem, the Jammu and Kashmir Police's traffic wing has started counselling sessions for stunt bikers of the valley. A group of these stunt bikers along with their parents were called in for a counselling session making the youngsters understand the threats involved in doing the stunts.

A road rage video has gone viral recently on social networks in which a family was attacked and threatened by stunt bikers on the outskirts of Srinagar for filming a video of stunt biking. The J&K Police and its traffic wing has formed special teams to identify individuals involved in stunt biking and posing a threat to the life of common people. The traffic police are also taking action against repeat offenders of stunt biking incidents.

"We have started acting tough and the repeated and habitual offenders are being dealt with sternly while those who are doing it for the first time are being counselled in front of their parents before letting them go. We have summoned a few, and are trying to reach out to the maximum to counsel them. In addition to law enforcement, parents have an important role in preventing such incidents. If they want to provide their children two-wheelers or other vehicles, they should make sure they have all the necessary documentation, safety equipment, and, most importantly, whether or not they are eligible to drive,'' said Muzaffar Ahmad Shah, SSP Traffic.

Kashmir region has witnessed multiple deaths and injuries due to these bike stunts. A youngster died recently in a bike collision on the famous boulevard road of Dal Lake while doing a stunt. The videos on social networks of these bike stunts led to a lot of citizens approaching the traffic police to curb bike stunts. The police say that they won't allow these youngsters to endanger their lives and of the pedestrians. The issue of road rage and stunt biking is not restricted to the Srinagar city only but various parts of the region as well.

''The department has taken multiple measures to curb stunt biking and rash riding by two-wheeler riders, besides identifying the boys involved in it. It is not restricted to Srinagar only, there are some boys from other districts who come to Srinagar for these stunts. We have identified dozens of these stunt bikers and are in the process of identifying more. With the help of social media, we have identified a good number of bikers from other districts who come to Srinagar for bike stunts and reckless riding and driving. And we will be calling them for the counselling as well,'' said Muzaffar Ahmad Shah, SSP Traffic.

She has become a household name in the Kashmir region after her videos of rescuing wild animals went viral a few years ago. She is Kashmir valley's first female wildlife rescuer and is also the programme head with Wildlife SOS Jammu and Kashmir.

Aaliya has been rescuing snakes, bears, birds, leopards, and other animals. However, her videos rescuing snakes from gardens, houses, schools and roads went viral and made her famous in the valley.

She faced a lot of challenges in the beginning as she was entering a profession dominated by men. And it was not the team she worked with but the people on the ground which were a challenge to her. The people never at first believed that she was leading the team and always ignored her till they would see her rescue the animal.

''There are difficulties everywhere, but it also depends on the team you are working with. I can't be thankful enough to the almighty, that I have the best teammates and the working atmosphere was encouraging. The team did not make me feel that I am the only woman in the field. I feel blessed to have such a work environment. Everyone was supportive."

"The challenge is when we go among the local people, there you feel that the people listen to men more over women. But I have been able to make that impression through my work. The people always thought I was just a part of the team, and some would even tell me to go home, but when they saw that I was leading the team and saw me work, the mindset would change within sometime after that. I am thankful to Allah that I have been able to break the stereotype and change the perception,'' said Aaliya Mir, Project Head, Wildlife SOS Jammu and Kashmir.

Aaliya is a postgraduate in science and mathematics and started her journey into the wildlife as a student only. She later got married to a veterinary doctor which helped her in exploring the field more. Aaliya says the satisfaction of rescuing an animal and saving a life is what keeps her going every day.

''Every parent in the valley wanted their girl child to either become a doctor or go into teaching. It is considered nice for girls to go into these two professions and my family wanted the same for me. But fortunately, I got married to a veterinarian and through him I got a chance to explore this field. I started to volunteer, and it seemed that I was destined to do wildlife rescue. I got the chances, and I utilised them in the best possible way. I am so content by doing this work, at the end of the day you are happy that you have been able to save a life, no matter how small or big. This work gives me a lot of happiness and satisfaction, '' said Mir.

''Urbanisation is happening at a very fast speed and then development. We are not against development, but we are advocating sustainable development. We are not against tourism, but we support eco-tourism. I am supervising two research projects too; I don't only do rescue but also research. I am running two centres and supervising research projects in Kashmir. What we saw was due to tourism, there is a huge change in our environment, we need to handle tourism in a better way. Brown bear was a dream to see in the valley, but now you put out some waste outside and you will see a brown bear, why is this happening? Waste management is a failure, all wild animals get attracted to the waste. Leopards come as they see a lot of dogs near the waste dumps. That's why leopards are roaming in cities and not jungles. We are doing multi-cropping in the paddy fields and that's why wild animals like bears come to these areas." she added.

Aaliya was given a Wildlife Conservation award by the Jammu and Kashmir government for her exceptional efforts in conservation of wildlife. Aaliya is the first woman in the region to receive this award.

The human-animal conflict in the region has been on the rise, with 2022 turning out as a year of record-breaking human animal conflict incidents in the region. Urbanisation and waste management are the main reasons for the rise of these incidents in the valley.

The 52nd session of the UN Human Rights Council (UNHRC) was a platform for Kashmiri activists from India to voice their aspirations and concerns regarding cross-border terror. Shuib Lone, a former lawmaker and activist, highlighted the significant decline in violence in the region, largely due to the constitutional changes in 2019 and local government reforms.

"The families of those impacted by cross border militancy have come out to share their experience" but warned that Kashmir faces new challenges from "hybrid war...the online radicalization of youth in Kashmir, with events from Afghanistan and used as a pretext to draw Kashmiri youth in the international conspiracy theories," said Lone.

The threat of false information about Kashmir being used to radicalise the youth of South Asian origin in the UK was also raised. This international dimension is a significant concern. Lone highlighted, "attempts are being made to radicalise youth in Britain in the name of Kashmir".

Bushra Mahajabeen, a terror attack survivor, spoke out about the exploitation of Kashmiris at the hands of militants. She stated that the long silence from thousands of victims had come to an end, and more people would come out to speak against it. The growing cross-border drug trade in Jammu and Kashmir was also brought to the council's attention. Central Reserve Police Force (CRPF) has made and inducted a bomb/bulletproof armoured vehicle also known as CSRV (critical situation response vehicle) to fight terrorism in Kashmir.

CRPF's new counter-terrorism vehicle in Kashmir

To ensure the least collateral damage and successful anti-terror operations in the Kashmir Valley, Central Reserve Police Force (CRPF) has made and inducted a bomb/bulletproof armoured vehicle also known as CSRV (critical situation response vehicle) to fight terrorism in Kashmir.

The latest all-terrain highly sophisticated vehicle 'CSRV' has given a shot in the arm to the Central Reserve Police Force engaged in counter-terror operations in Jammu and Kashmir.

The CRPF has introduced a modern bullet and bomb-proof vehicle for room/house interventions during encounters in Kashmir Valley. And this step has proven to be very successful for the forces. It has helped to build the morale of soldiers on the ground as well.

"It is called Critical Situation Response Vehicle. It was indigenously done by our research and development wing in New Delhi. This acts like a force multiplier, in situations like narrow lanes and by-lanes where you need to sort of intervene in a room or house where a terrorist is held up, the vehicle has the manoeuvrability to leverage such situations effectively. For example, this vehicle has a bulletproof Morcha. It has a hydraulic system and can be raised to the second floor of the house as well. It has steer and skid technology, it can revolve 360 degrees, in narrow lanes and by lanes, and it can enter easily. Right now, we have two such vehicles, and since it's been designed by our own team, we are using it extensively," said IG CPRF (Kashmir Operations) MS Bhatia.

CRPF has had a major modernisation in the last four years. From arms and ammunition to surveillance equipment like the latest guns and high-tech surveillance, gadgets have been provided to the soldiers on the ground by the government of India. Joint venture carbons rifle, PSG 1A1, explosive detector, handheld thermal imaging, through wall radar, MI machine gun 7, latest bulletproof and new bunker vehicles.

"We are using technology extensively in the modernisation of weapons, and CCTV surveillance of the national highway after the Pulwama incident. It has yielded good results. We have also deployed drones, night vigil cameras, bulletproof and mine proof vehicles and medium bulletproof vehicles, our armoury is now top class, deploying drones extensively not only during operations and for the surveillance of national highways. All these endeavours we do are for the soldiers fighting on the ground because it's like a force multiplier," said IG CPRF (Kashmir Operations) M S Bhatia.

The CSRV and the JCBs have a bulletproof cabin mounted on a forklift for security personnel to gain the advantage of height against the adversary without being exposed to danger. The CSRV cabin provides 180-degree protection while the JCBs have 360-degree protection for the soldiers inside the bullet-proof cabin. The CRPF says the new technology acts as a force multiplier and morale booster for the soldiers. Soldiers are feeling confident while engaging in an encounter and room/house interventions during the operations.

"This is a force multiplier and morale booster for the soldiers. While Jawans are moving in this vehicle their confidence boosts tremendously, because they are sure of their security. The vehicle has grade-four bullet-proofing so no bullet or grenade can harm them. So, confidence increases, accuracy increases, and our results are increasing. We are using the best of the best equipment available in the country and world, so after the Pulwama attack we have been provided with all kinds of facilities which one soldier can think of, we are fully equipped and well trained and these are the things giving results on the ground," said Alok Awasthy, DIG Operations CRPF, Kashmir.

The vehicle also gives soldiers an advantage as there is hardly any chance of causality and it has proven a great success in the operations used. The soldiers feel the government of India has brought in major changes after the Pulwama attack in 2019.

"The vehicle which has been provided has level four bullet-proofing when we have to do the room intervention and this vehicle is being used. By this vehicle, there is hardly any causality to security forces with great success and also helps build our morale. The new weapons which have been provided like wall radar, snipers which help us to see inside the house, benefit us. The morale remains high, and we also think that the government is doing something for us," Jiri Khandik, Soldier.

The CRPF is making many more vehicles like these and may in future provide them to other security agencies.

WATCH WION LIVE HERE You can now write for wionews.com and be a part of the community. Around six decades back, India and Pakistan signed the Indus Water Treaty (IWT), brokered by the World Bank. The agreement was followed by nine years of negotiations and was termed as "one of the most successful international treaties" by the financial institution. Dwight Eisenhower, who was the president of the United States when the treaty was signed in 1960, described it as "one bright spot...in a very depressing world picture that we see so often". The treaty is linked to the use of waters of the Indus River System by the two countries. India has an absolute control of eastern rivers — Beas, Sutlej and Ravi — while Pakistan is allowed to "receive for unrestricted use waters of the western rivers which India is under obligation to let flow beyond the permitted uses," reads a government document. Chenab, Jhelum and Indus are the western rivers which flow through Jammu and Kashmir.

Tensions over the Treaty, however, escalated last month when India sent a notice to Pakistan over Islamabad's continued “intransigence” in implementing the agreement, by raising repeated objections to the construction of hydel projects on the Indian side.

Hydroelectric power projects at the centre of tensions
For more than a decade, the two countries have been locked in a standoff regarding the agreement and two hydroelectric power facilities on tributaries of the Jhelum and Chenab rivers. Some experts view the dispute intertwined with the decades-old Kashmir issue between the neighbouring nations.

The Kishanganga Hydroelectric Project, inaugurated by Prime Minister Narendra Modi in 2018, includes a tributary of the Jhelum. Since Pakistan was permitted unrestricted use of the western river, it raised objections against India's project and claimed that it would deplete river water levels. Another project, which prompted pushback from Pakistan, is the underconstruction Ratle river project on the Chenab River. In 2021, the Union Cabinet, chaired by PM Modi, approved an investment of Rs 5,281 crore for the 850 mega watt hydro-electric project that aims to improve the power supply position in the Union Territory.

Indus waters are a lifeline for Pakistan, which is counted as one of the most water-stressed countries of the world. In 2018, a report by the International Monetary Fund (IMF) ranked Pakistan on the third spot in a list of nations facing severe water shortage. Fears have prevailed over the worsening of climate-related conflict between the two nations that have nuclear arms.

In a factsheet on its official website, the World Bank explains: "The two countries disagree over whether the technical design features of these two hydroelectric plants contravene the Treaty." The agreement, it further stresses, "designates these two rivers, as well as the Indus, as the western rivers to which Pakistan has unrestricted use with some exceptions. Under the Treaty, India is permitted to construct hydroelectric power facilities on these rivers, subject to constraints specified in Annexures to the Treaty."

A document by India's Ministry of Jal Shakti cites annexures to stress that the country can use the water of western rivers for domestic use, including agricultural use and generation of hydro-electric power. India is "permitted to construct storage of water on western rivers upto 3.6 million acre feet (MAF) for various purposes as specified in the Annexure E of the Treaty," it reads.

A brief timeline
In 2010, the Kishanganga project faced a major challenge when Islamabad approached the Hague’s Permanent Court of Arbitration and accused New Delhi of violating the Treaty. In 2011, India was asked to submit related data after a visit by the Court of Arbitration to review the Neelum–Jhelum Projects in Pakistan-occupied Kashmir, and the Kishanganga facility. Two years later, the court told India to divert a minimum of water for the project. A minimum flow of 9 cubic metres per second (Cumecs) was permitted, which was more than the Indian government’s proposal of 4.25 cumecs. New Delhi was, however, told that construction of the dam could be continued in a setback to Pakistan.

In 2016, skirmishes along the Line of Control (LoC) triggered panic among workers and briefly disrupted the construction. The workers were shifted from Gurez to Bandipora at the time.

Pakistan also asked the World Bank in 2016 to facilitate the setting up of a Court of Arbitration to look into its concerns. "India asked for the appointment of a neutral expert for the same purpose. These requests came after the Permanent Indus Commission had been engaged in discussions on the matter for a while," the institution highlighted on the factsheet on its website.

"The World Bank sought to fulfill its procedural obligations with respect to both the Court of Arbitration and the neutral expert. The Treaty does not empower the World Bank to decide whether one procedure should take precedence over the other; rather it vests the determination of jurisdictional competence on each of the two mechanisms. At the same time, the World Bank actively encouraged both countries to agree amicably on a mechanism to address the issues," it further said.

On March 31, 2022, the international financial institution decided to resume the process of appointing a neutral expert and a chairman for the Court of Arbitration.

But earlier this month, New Delhi questioned the World Bank's decision to appoint a Court of Arbitration and a neutral expert under two separate processes to resolve differences. "I do not think they (World Bank) are in a position to interpret the treaty for us. It is a treaty between our two countries and our assessment of the treaty is that there is a provision of graded approach," External Affairs Ministry Spokesperson Arindam Bagchi said.

Eyeing a modification of the Treaty, India, in its notice last month, underlined that Pakistan's actions have "adversely impinged on the provisions of IWT and their implementation."

India's main opposition Congress party leader and MP Rahul Gandhi has reached the end of 4,000km long ‘Bharat Jodo Yatra’ or unity march.

The march, which started in the southern state of Tamil Nadu’s Kanyakumari, continued for five-months. Across the nation, the march attracted large crowds and various celebrities were also seen joining the walk.

However, the analysts say that they are not sure if the march will translate into votes. Gandhi stated that the ‘Bharat Jodo Yatra’ was aimed at bringing Indians together against fear and hatred that is being spread in the society.

The march ended on Monday afternoon with a rally in a stadium in Srinagar. Gandhi along with other Congress leaders attended the rally. Some leaders of opposition parties were also present in a show of unity.
