North Korea has notified Japan that it plans to launch a rocket satellite into space between Wednesday (Nov 22) to Friday (Dec 1) in the direction of the Yellow Sea and East China Sea, said Japan's coast guard.

The latest development comes despite South Korea issuing a warning to Pyongyang to immediately halt its preparations to fire a spy satellite into space which would be Pyongyang's third attempt this year.

Japanese Prime Minister Fumio Kishida instructed government ministries and agencies to fully prepare for a possible North Korean launch, said Tokyo's Kyodo news agency citing the PM's office.

Earlier this month, Seoul's spy agency said that Pyongyang was in its definitive phase of preparations for another effort to launch its spy satellite.

"We sternly warn North Korea to... immediately suspend the current preparations to launch a military spy satellite," Kang Ho-pil, chief director of operations at the South Korean Joint Chiefs of Staff, said Monday.

"If North Korea goes ahead with the launch of a military reconnaissance satellite despite our warning, our military will take necessary measures to guarantee the lives and safety of the people."

This comes after Pyongyang's failed attempt to launch the spy satellite in August this year.

The United Nations Security Council has adopted many resolutions urging North Korea to stop its nuclear and ballistic projectile programmes since it conducted a nuclear test in 2016 for the very first time.

South Korea had earlier released a statement saying that Pyongyang, in exchange for Moscow's space technology, was providing it with arms and ammunition.

And even though their businesses are small compared to drinks giants like Suntory, their ambitions are world-class.

Taiko Nakamura, 54, was inspired to set up Shizuoka Distillery in 2016 by a trip to Scotland.

"I saw this distillery, and I was amazed that this tiny place in the mountainous countryside was selling whisky across the globe," he said. "So I thought it would be fun to make my own whisky and then have people from all over the world enjoy it."

The explosion of craft whisky in Japan follows a boom and bust in the industry.

<h2>QUALITY OVER QUANTITY</h2>

Long viewed as an inferior copycat of Scotch, Japanese single malts and blended whiskies started racking up international awards around 2008, sparking intense global demand that effectively drank the supply dry by around 2015.

The shortage sent prices into the stratosphere. A set of 54 bottles from Ichiro's Malt, a trailblazer in Japanese craft whisky, sold for $1.5 million in 2020 at a Hong Kong auction. Last week, Sotheby's offered what it claimed was the most valuable collection of Japanese whisky at auction, headlined by a 52-year old bottle that sold for 300,000 pounds ($373,830).

Major makers Suntory and Nikka, a unit of beer maker Asahi Group, have spent the past decade ramping up capacity and stock of the spirit, which must age for at least three years to qualify as "Japanese whisky," under 2021 standards.

Suntory, Japan's biggest and best-known whisky maker, recently invested 10 billion yen ($67 million) to upgrade its distilleries, including its Yamazaki site.

Chief blender Shinji Fukuyo said he welcomes the new breed of Japanese distillers, and Suntory is willing to give advice to the startups "as long as it contributes to maintaining and improving the quality of Japanese whisky as a whole".

Foreign money is flowing into the market too. In 2021, global drinks giant Diageo bought an undisclosed stake in Komasa Kanosuke Distillery, established in 2017 by a maker of traditional shochu liquor.

IJW Whiskey Company, a Kentucky-based company, set up a Japanese subsidiary known as Cedarfield that is building a distillery on the northern island of Hokkaido that would be Japan's biggest, the Nikkei newspaper reported in March.

But with new supply hitting the market and from so many new players, some in the industry have voiced concerns that poor quality product could spoil Japan's reputation.

"That's a real fear in the industry," said Casey Wahl, an American expatriate who founded Kamui Whisky on the remote island of Rishiri in Japan's extreme northern boundary.

Shizuoka's Nakamura says makers like him can only respect the process and wait for the results.

"I believe we need to put all our effort into making Japanese whisky that lives up to the quality of the Japanese whiskies made by our predecessors," he said.

Fukushima wastewater release: PM Fumio Kishida says China agreed to discuss Japanese seafood ban

France on Thursday (Nov 16) assured support to India, Brazil, Germany and Japan for the permanent membership at the UN Security Council, asserting its longstanding stance on reforming the Security Council.

Nicolas de Rivière, France's Permanent Representative in the United Nations said that "reform of the Security Council is necessary for its authority and representativeness".

Rivière suggested that an enlarged Council could have up to 25 members, "including new permanent and non-permanent members".&nbsp;

"We would also like to see a stronger presence of African countries, including among the permanent members," the French ambassador to the UN added, reflecting a sense of bilateral convergence between Paris and New Delhi to prioritise <a href="https://www.wionews.com/world/the-capitals-delhi-delivers-as-the-voice-of-global-south-634649">inclusion of African nations</a> to ensure an equitable representation at multilateral high-tables.&nbsp;

Later, India's Permanent UN Representative Ruchira Kamboj noted that under India's presidency of the G20, Africa secured a permanent seat at the table.

Global South refers to countries often characterised as developing, less developed, primarily located in Africa, Asia, and Latin America and generally do not have an equitable representation in key UN bodies.&nbsp;

India's Permanent Representative to the United Nations Ruchira Kamboj made these formal comments while addressing the 'question of equitable representation on and increase in the membership of the Security Council and other matters related to the Security Council'.&nbsp;

Kamboj called out the nature of the Inter-Governmental Negotiations (IGNs), an informal mechanism at the United Nations to address the question of reforms in the UN Security Council, slamming the lack of transparency in the process put in place in 2008.

Since 2008, the Inter Governmental Negotiations (IGN) occur in the informal plenary of a session of the UN General Assembly. These "informal" negotiations are meant to address the question of equitable representation and increase in the membership of the Security Council.&nbsp;

Due to their "informal" nature, the Inter-Governmental Negotiation (IGN) on UN Security Council reform does not have any draft text on the table to negotiate.&nbsp;

"There are no records of previous meetings of the intergovernmental negotiations available with the UN. There are no deadlines set for the negotiations to conclude. Even the two co-chairs of the negotiations are appointed by the President of the UN General Assembly from the same side of the issue, i.e., the elected non-permanent members," Ambassador Asoke Mukerji, India’s former Permanent Representative to the United Nations told WION.

Second moon mission by Japan's Ispace to take flight as early as 2024 after April setback

A Japanese man, aged around 50, was arrested on Thursday (Nov 16) after crashing a car into a barricade near the entrance of the Israeli embassy in Tokyo, police said,&nbsp;amid global tensions over the Israel-Hamas war.

Mor Eliyahu, a spokeswoman for the Israeli embassy, said that the incident "is suspected to be a targeted vehicle ramming attack, and it is currently under investigation by local police", as per news agency AFP.

However, the police did not comment on the possible intentions of the unemployed resident who drove his car through the barricade into a fence at an intersection around 100 metres from the embassy.

As per the local media reports, a police officer sustained slight injuries in the crash.

"At around 10:55 am, the suspect, driving a minicar, suddenly turned to the left and rammed into a male police officer in his 20s who was patrolling for the Israeli embassy," news agency AFP quoted a police spokesperson as saying.

"Around 11:00 am, I heard a huge bang, so I went outside to check out. Then I saw a policeman injured and in pain near the traffic barrier and it looked like he was bleeding. There was also a black car parked nearby," a restaurant employee working nearby told public broadcaster NHK.

This marked the 10th consecutive month of slowing wholesale inflation, with the year-on-year growth rate falling below 1 per cent for the first time since February 2021.

Takeshi Minami argued that government subsidies aimed at curbing gasoline and utility bills might lead to a slowdown in consumer inflation by the close of the fiscal year ending March 2024.

Moreover, when heat and a solvent are applied to VPR, it readily breaks down into its constituent components. Submerging VPR in seawater for 30 days also led to a 25 per cent biodegradation, with the polyrotaxane breaking down into a potential food source for marine life.

Japanese Foreign Ministry said in a statement on Tuesday (October 31) that sanctions have been imposed on individuals and a company that is connected to the Gaza-based militant group Hamas. The sanctions include freezing of assets of the company and individuals who have helped fund Hamas. The ministry said that the sanctions are in line with new sanctions announced by the United States this month.

This is the first set of sanctions Japan imposed on Hamas since the militant group crossed the border and attacked Israel on October 7.

Japan has added Muhammad Ahmad 'Abd Al-Dayim Nasrallah and Ayman Nofal to the list of people and organisations it considers terrorists.

His comments came close on the heels of a United Nations warning that adequate aid was not reaching the Gaza Strip to meet "unprecedented humanitarian needs".

The Hamas-controlled health ministry in the enclave says that more than 8,300 Palestinians have been killed so far.

Hamas fighters crossed the border and staged attacks in&nbsp;Israel on October 7, killing and kidnapping Israelis. The latter has responded with overwhelming military action.

Netanyahu likened a ceasefire to "surrender" to Hamas.

Kirby added that the US was 'confident' of boosting the number of aid trucks to Gaza through the Rafah crossing with Egypt to about 100 a day.

The UN has been constantly pressing for a ceasefire.

Philippe Lazzarini, chief of UNRWA, the UN agency for Palestinian refugees, has called on the&nbsp;United Nations Security Council (UNSC) to pass a resolution for a humanitarian ceasefire.&nbsp;

Though UNGA has already passed such a resolution, it is not binding. A resolution passed by the UNSC, however, will compel action on the ground.
