Defence Minister Rajnath Singh on Wednesday reiterated that Prime Minister Narendra Modi did not ask US President Donald Trump to mediate in the Kashmir issue.

"As S Jaishankar ji said Kashmir issue was not discussed in President Trump &amp; PM Modi meeting. There is no question of mediation in Kashmir issue as it will be against the Shimla agreement," said Singh.

In the last four years, there have been 131 terrorist attacks on the Indian Army bases and personnel in Jammu and Kashmir and Northeastern states of the country, Defence Ministry informed Parliament on Wednesday.

As per the Defence Ministry`s reply to a question in the Lok Sabha, the government said in 2016, 15 attacks took place while in 2017, the number of attacks rose to 33. In 2018, the number of attacks came to 65 while in the first seven months of this year, 18 attacks have taken place.

Minister of State for Defence Shripad Naik clarified that no naval ship or establishment had come under attack during the last three years.

The Defence Ministry said while it holds an inquiry into all incidents of attacks, it had constituted a committee under Lt Gen (Retd) Philip Campose to enquire the incident at Air Force Station Pathankot and to recommend remedial measures to strengthen the security of various military establishments across the country.

"Based on the Committee`s recommendations, various measures including strengthening of physical security through the layered defense and perimeter security, deployment of Quick Reaction Teams, use of airborne platforms, etc., for the security of defense installations have been instituted. Periodical review of the security arrangements based on threat assesses," the government said.

Unfortunately, India’s erstwhile political leadership could not adequately counter Pakistan’s hollow threats. Today, Pakistan masterminding terrorist strikes on Indian soil, using threats of using nuclear blackmail, has changed forever.&nbsp;

When the IAF crossed the LoC and bombed Balakot’s terrorist hub, the message had been delivered loud and clear: the days when the blood of Indian patriots were spilled every now and then, was over; henceforth the response will be befitting.&nbsp;

PM Narendra Modi, in unambiguous terms, told Pakistan that India’s nuclear weapons have not been kept to be used as crackers on Diwali! In all practical terms, the Rubicon had been crossed.&nbsp;

Pakistan is not likely to roll back its terrorist grooming programme. From the Pakistani perspective, covert warfare is the best tool to deal with India.

On a cost-benefit analysis, creating and maintaining jihadis and ultras come at almost no cost. It just needs to provide political support and rest everything is taken care of by the groups themselves.

Ideological training is provided in the religious seminaries or tanzeems, which are funded by raising donations from the public. Billions of Pakistani rupees are raised by these tanzeems and the funds are channelised for training camps and to buy arms.

Finding fidayeen volunteers in Jammu &amp; Kashmir is going to be increasingly difficult for Pakistan’s ISI because of the Modi government’s no-nonsense Kashmir policy.

Saraiki-speaking southern areas of Pakistani Punjab, namely Multan and Jhang are flush with seminaries, which are imparting religious training to indoctrinate the youth. &nbsp;

These areas, historically, have been ideal hunting ground for jihadi tanzeems. Unless there is a conscientious check on them, thoughts of reining in terrorist outfits, are a pipedream.&nbsp;

Steps taken by the Pakistani government to show that it is winding up its terrorist infrastructure are cosmetic. The country is in dire economic straits and needs IMF funds. Naturally, it has to portray its clean image to the world.&nbsp;

Given Pakistan’s strategic over-reliance on jihadi terrorism, India should continue with its policy of no-talks until tangible results of winding up of terror infrastructure are visible.&nbsp;

Indian diplomats have left no stone unturned, in the past few years, to internationally isolate Pakistan on the terror front. Today, any talks, however small, will negate diplomatic benefits.

Pakistan has always tried to discuss only Kashmir, whenever bilateral talks have taken place between the two countries in the past. When Jammu &amp; Kashmir is an integral part of this country, what is there to discuss?

If Kashmir is ever discussed in the future - only after Pakistan’s sincerity towards winding up its terrorist agenda is visible - India should only discuss the issue of getting back its territories under Pakistan’s illegal occupation, which have been handed over to China, like Gilgit, Hunza and Baltistan, through which runs the China-Pakistan Economic Corridor.

In an open letter addressed to the freedom seeking organisations of Jammu and Kashmir, Gilgit Baltistan said, "Be it the United Nations resolutions, the Karachi Agreement (28/04/1949), the constitution of Pakistan, the judgements of Pakistan`s apex courts or the freedom seeking organisations of Jammu and Kashmir and even according to the viewpoint of those political parties (in AJK) committed to accession with Pakistan; the current (territory) of Gilgit Baltistan is a compelling part of the State of Jammu and Kashmir."

"Pakistan`s status here is that of an (assumed) supervisor and it has no right to change the borders (of this territory)," the letter stated.

The open letter stated that this matter is not confined to (the territory of) Gilgit-Baltistan but is directly connected to the erstwhile state of Jammu and Kashmir and its (assumed) disputed status.

"On account of the natural routes of the territory of Jammu and Kashmir being deliberately restricted, it is difficult to transmit news of events occurring in one part of the (erstwhile state) to other parts (of the State)," it said.

"In 1947, when the <a href="https://www.wionews.com/india-news/jammu-and-kashmir-over-5000-candidates-register-for-army-recruitment-drive-in-baramulla-234637">State of Jammu and Kashmir</a> was divided into three (parts), whereupon after the ceasefire and UN (United Nations) involvement, the third Northern province of Gilgit Ladakh was split in two, of which an area of c.28,000 square miles was separated from Muzaffarabad and Srinagar upon coming under the control of Pakistan," the letter added.

"In contrast to Pakistani and Indian controlled Jammu and Kashmir, (the territory of) Gilgit Baltistan has endured various changes (in its geographic structure). C. 2,000 square miles of the territory was given - in the interim - to China (as part of the Sino-Pakistan Agreement in 1963). The State Subject Rule of Jammu and Kashmir (20/04/1927) has been (practically) been laid dormant," it noted.

Emphasizing another important issue addressed as a "dangerous game", the letter further said, "This game involves the adjacent borders (of Gilgit-Baltistan) with KPK (Khyber Pakhtoon khwa - a province in Pakistan) which meet the State (of Jammu and Kashmir)`s borders at various geographic points. For the past 71 years, KPK has been subtly encroaching into our State."

"At the first instance, interference took place in the district of Diamer (as an occupation of the land) beyond Basha (in KPK) reached Basri. From where (effectively the Pakistani State) successfully encroached up to 30 kilometres into (GB) territory. If this area had remained with us (GB), then KPK would not even have a claim on Diamer Basha dam at all," the letter added.

"In the second stage, the area of Chitral in KPK which is adjacent to district Ghizer (in GB) encroached into the latter area where the historic polo ground of Shandur is situated. Here, the Chitral scouts with the help of FC (Frontier Constabulary of Pakistan) occupied this ground. Shandur boasts the world`s highest polo ground and tourist resort. This area is the State of Jammu and Kashmir`s third Northern province`s historic part, whose (geographic) boundaries were (mutually) agreed upon (and settled) by Mahar," it stressed.

However, Governor Satyapal Malik asked people to bear with the curbs imposed on civilian traffic on the national highway for two hours daily as it concerns the safety and the security of the pilgrims.

Over 95,000 visit Amarnath cave shrine; Mehbooba Mufti claims yatra arrangements irk locals

India has said that a UN report on the situation in <a href="https://www.wionews.com/india-news/jammu-and-kashmir-one-civilian-injured-as-pakistan-violates-ceasefire-along-loc-in-nowshera-233962">Jammu and Kashmir</a> is a mere continuation of the earlier "false and motivated narrative".

"The report of the OHCHR is merely a continuation of the earlier false and motivated narrative on the situation in the Indian state of Jammu and Kashmir. Its assertions are in violation of India's sovereignty and territorial integrity and ignore the core issue of cross-border terrorism," Ministry of External Affairs (MEA) spokesperson Raveesh Kumar said on Monday.

The report by Office of the High Commission for Human Rights (OHCHR) slammed both<a href="https://www.wionews.com/south-asia/pakistan-occupied-kashmir-govt-employees-stage-protest-againtst-pakistan-discriminatory-financial-policies-232643"> India and Pakistan</a> for failing to improve situation in the state, and called for an international probe into violations.

Noting that four major armed groups in J&amp;K are believed to be based on the Pakistan side of the <a href="https://www.wionews.com/india-news/jk-army-soldier-killed-in-sniper-fire-along-line-of-control-176587">Line of Control</a>, the OHCHR report said, "No steps have been taken to resolve the main issues, including a number of highly problematic legal restrictions." This is a follow-up report by OHCHR on its first-ever report on Kashmir released last year.

"A situation created by years of cross-border terrorist attacks emanating from Pakistan has been 'analysed' without any reference to its causality. The update seems to be a contrived effort to create an artificial parity between the world's largest and the most vibrant democracy and a country that openly practices state-sponsored terrorism," MEA spokesperson Raveesh Kumar said in his statement today.

It is a matter of deep concern that this update seems to accord legitimacy to terrorism that is in complete variance with the UN Security Council (UNSC) positions, he added.

Azad had strongly defended the role of Jawaharlal Nehru in relation to the developments in the state after BJP leaders accused the late Prime Minister of committing mistakes.

Union Home Minister Amit Shah had moved a resolution earlier in the lower house and had said that the extension was essential to facilitate fresh Assembly elections in the state later this year.

Shah, earlier in the day, said the government has no other option but to extend President's Rule in Jammu and Kashmir as the Election Commission wants to hold Assembly elections in the state by the end of 2019.

Previously, former J&amp;K Chief Minister and National Conference leader Omar Abdullah criticised Shah’s argument in the House as an "unacceptable one".&nbsp;

“So the Home Minister’s argument is that because the Congress has used Article 356 more times than anyone else the Modi government is justified in denying the people of J&amp;K an elected government. That’s an unacceptable argument,” Abdullah tweeted on Friday.

The Congress strongly opposed the extension, blaming the "incompatible" alliance of BJP and PDP for the current security situation in the state.

"Today the situation is such that we have to extend the President's Rule in Jammu and Kashmir for every six months. Its roots are in the incompatible alliance of PDP and BJP in 2015," Congress leader Manish Tewari said in the Lok Sabha on June 28.&nbsp;

The President's Rule was implemented in the state in June last year following the collapse of the PDP-BJP alliance. The State Assembly, initially kept in suspended animation was dissolved by Governor Satya Pal Malik in November.

On June 28, Lok Sabha approved the statutory resolution to extend President's Rule in Jammu &amp; Kashmir with effect from July 3rd, 2019.

Union Home Minister Amit Shah had moved a resolution earlier in the lower house and had said that the extension was essential to facilitate fresh Assembly elections in the state later this year.

The move was opposed by scores of regional parties as well as national parties including the Congress. Former J&amp;K Chief Minister and National Conference leader Omar Abdullah criticised Shah’s argument in the House as an "unacceptable one".&nbsp;

The Congress strongly opposed the extension, blaming the "incompatible" alliance of BJP and PDP for the current security situation in the state.

"Today the situation is such that we have to extend the President's Rule in Jammu and Kashmir for every six months. Its roots are in the incompatible alliance of PDP and BJP in 2015," Congress leader Manish Tewari said in the Lok Sabha on June 28.&nbsp;

Meanwhile, Shah on Monday said the government has no other option but to extend President's Rule in Jammu and Kashmir as the Election Commission wants to hold Assembly elections in the state by the end of 2019.

He was speaking in Rajya Sabha after moving a statutory resolution to extend President's Rule for another six months, starting July 3.&nbsp;

He also moved the Jammu and Kashmir Reservation (Amendment) Bill that proposes to provide reservation to people living in the areas along the border with Pakistan on par with residents of areas near the Line of Actual Control.

The President's Rule was implemented in the state in June last year following the collapse of the PDP-BJP alliance. The State Assembly, initially kept in suspended animation was dissolved by Governor Satya Pal Malik in November.
