The origin of the explosion is being investigated, said Tenenti. The spokesperson further speaking to&nbsp;news agency AFP said that two observers were from Australia and Chile and that all four were in “stable” condition.&nbsp;

A Norwegian UN observer was “lightly injured” and had been taken to the hospital, Norway’s defence ministry spokesperson Hanne Olafsen told Norwegian news agency NTB. Olafsen added that the circumstances surrounding the attack were unclear.&nbsp;

Reports by news agencies citing sources said that an Israeli drone strike targeted the observers in the village of Wadi Katmoun outside the border town of Rmeish.&nbsp;

Stephane Dujarric, a spokesperson for the UN chief, said Guterres condemned the explosion and expressed “grave concern” over the exchange of fire between the Israeli army and Hezbollah.&nbsp;

“These hostile actions have not only disrupted the livelihoods of thousands of people, but they also pose a grave threat to the security and stability of Lebanon, Israel, and the region,” said Dujarric.&nbsp;

The safety of peacekeepers should be ensured, said the spokesperson.&nbsp;

Lebanon’s caretaker Prime Minister Najib Mikati spoke to UNIFIL commander Aroldo Lozaro and condemned the “targeting” and wounding of UN staff, a release by the PM’s office stated.

In response to the allegations the Israel Defense Forces (IDF) took to social media to deny&nbsp;any involvement in the incident.

“Contrary to the reports, the IDF did not strike a @UNIFIL_ vehicle in the area of Rmeish this morning,” said the Israeli military.

It also noted that there is “no alternative to large-scale deliveries of aid by land in Gaza.”&nbsp;

The Israeli prime minister released a statement saying that the United States inability to veto the proposal&nbsp;showed a "clear retreat" from its prior stance and would harm both the combat operation against Palestinian militant group Hamas as well as the endeavour to free more than 130 hostages who were still held captive in the Gaza Strip.

"In light of the change in the American position, Prime Minister Netanyahu decided the delegation would not leave," his office said.

The United Nations Security Council (UNSC), on Monday (Mar 25) passed a resolution calling for an “immediate ceasefire” in Gaza amid the ongoing war between Israel and Hamas during the month of Ramadan and an unconditional release of all hostages held in the besieged enclave. &nbsp;&nbsp;

The UNSC adopted the resolution with 14 council members voting in favour of the measure while the United States abstained. &nbsp;

The text demanded an “immediate ceasefire” for the ongoing Muslim holy month of Ramadan, “leading to a permanent sustainable ceasefire.”

The White House, however, denied that the abstention reflected a diversion in American policy.

The high-level delegation was scheduled to fly to Washington to hold talks around a planned Israeli military operation in the southern Gaza city of Rafah, where reportedly over a million Palestinians are seeking refuge.

White House national security spokesperson John Kirby said that Netanyahu's decision to call off the meeting was unfortunate, however, the US would put forward its concerns regarding Israeli policies as part of the discussions between the two governments.

"It's disappointing. We're very disappointed that they won't be coming to Washington DC to allow us to have a fulsome conversation with them about viable alternatives to them going in on the ground in Rafah," Kirby said.

“Nothing has changed about our view that a major ground offensive in Rafah would be a major mistake."

<h2>Israel bars aid delivery to north Gaza&nbsp;</h2>

Meanwhile, the UN agency for Palestinian refugees on Sunday stated that Israel had permanently banned them from delivering aid to the northern Gaza region, where the threat of starvation was at its peak.

"Despite the tragedy unfolding under our watch, the Israeli Authorities informed the UN that they will no longer approve any @UNRWA food convoys to the north," Philippe Lazzarini, the head of the agency, said on X.

"This is outrageous and makes it intentional to obstruct lifesaving assistance during a man-made famine."

Israeli PM Netanyahu calls off high-level delegation's visit to US over UN Gaza vote

Benny Gantz, a member of Israel's war cabinet, announced on Sunday his intention to resign from the national emergency government if a proposed legislation, which continues to exempt ultra-Orthodox Jews from mandatory military service, is passed into law.

In a statement, the centrist cabinet minister said, "The nation cannot accept it, the Knesset (parliament) must not vote for it, and my colleagues and I will not be members of the emergency government should such legislation pass in the Knesset."

Gantz, a former military chief who holds significant support, joined the unity government to help oversee the conflict with Hamas following its October 7 attack. As per recent opinion polls, he has more support than Prime Minister Benjamin Netanyahu.

While Gantz's party alone may not have the power to bring down Netanyahu's government, Israel's defence minister&nbsp;Yoav Gallant has also expressed opposition to the bill, indicating dissent within Netanyahu's own right-wing Likud party.

Gallant, who is currently on an official visit to the United States, stated that he would not support the bill which is scheduled to be presented to the cabinet on Tuesday.

<h2>What is the legislation about?</h2>

Although the proposed legislation has not been publicly disclosed, as per a Reuters report, leaks to Israeli media suggest it revises disputed military exemptions for ultra-Orthodox Jews of the&nbsp;Haredi community and may even expand them.

Additionally, it downplays the economic consequences of the longstanding policy, which top Israeli economists have repeatedly warned carries a heavy price.

"Somebody told me snipers were present," the Jerusalem Post quoted Itay Cohen, a photojournalist at the airport as saying.

"When I got off the bus, I saw two security guards with drawn weapons. We got rushed into the building and could not see a thing," Cohen said.

"It is a red line but I'm never going to leave Israel. The defence of Israel is still critical. So there's no red line (in which) I'm going to cut off all weapons so they don't have the Iron Dome to protect them," said Biden on being asked by MSNBC if the invasion of Rafah would be a red line.

In continued effort to secure the release of hostages still held captive in Gaza, Israeli spy chief met with his US counterpart on Saturday (March 9) Tel Aviv said.

"The head of the Mossad, David Barnea, met yesterday (Friday) with the head of the CIA, Bill Burns, as part of the ceaseless efforts to advance another hostage release deal," Prime Minister Benjamin Netanyahu's office said in a statement on behalf of the Mossad.

"Contacts and cooperation with the mediators continue all the time in an effort to narrow the gaps and reach agreements," said Mossad.

The statement comes amid mediators scrambling to secure a new ceasefire deal in the Gaza war before Ramadan which could begin as early as Sunday, depending on the lunar calendar.

The Israelis did not specify if the meeting took place on Friday (March 8) between Barnea and Burns.

"At this stage, Hamas is entrenching its positions like someone who is not interested in a deal and is striving to inflame the region during Ramadan at the expense of Palestinian residents of the Gaza Strip," it said.

Mossad also stated that Hamas was aiming for&nbsp;unrest in the area to worsen during Ramadan.&nbsp;

Israeli officials have stated that the conflict between the warring sides would come to an end only with the defeat of the Palestinian militant group Hamas.

The government media office in Hamas-run Gaza, referring to the ones who died on Friday, said that the airdrops were "futile" and "not the best way for aid to enter."

The United States and Jordan are among the countries that have carried out airdrops in northern Gaza.

At least 11 people lost their lives after an Israeli strike hit tents housing displaced civilians near a hospital in the southern city of Rafah on Saturday (March 2), said Gaza's Hamas-run health ministry.

It further said that another 50 people were injured in the strike next to a hospital in the Tel Al-Sultan area of Rafah.

One of the deceased victims was a medic at the hospital and children were also injured in the blast, ministry spokesman Ashraf al-Qudra said in a statement.

"Eleven citizens were martyred and about 50 injured, including children, as a result of Israeli forces targeting tents of displaced people near the Emirati hospital," AFP quoted Qudra as saying.

One of the witnesses said that the strike hit a tent where people had taken shelter.&nbsp;

"The strike hit one tent, where people took shelter, directly, the shrapnel came inside the hospital where I and friends were sitting, we survived by a miracle," news agency Reuters quoted a witness as saying.

"Destruction is everywhere and there are many martyrs," said Rafah resident Belal Abu Jekhleh.

"Suddenly the glass shattered and a fire broke out. Everyone fled, some were martyred and others injured. I was injured in my hands and head, and my brother was also injured," he added.

The man, Moaz al-Masri who Israel accused was killed by IDF soldiers last May.&nbsp;

Israeli forces, which conducted overnight raids, arrested 55 Palestinians, according to the Palestinian Prisoner’s Society.&nbsp;

In a statement, the Palestinian organisation also said that the arrest operation was concentrated in the Hebron governorate where nearly two dozen people were detained.&nbsp;

Israel has 'more or less' agreed to a deal proposing a six-week ceasefire in its war against the Palestinian militant group Hamas in the Gaza strip, said a senior US official on Saturday.

The Biden administration official further added that it was now up to Hamas to fully agree to the release of the most vulnerable hostages for the agreement to be put into effect.

"There's a framework deal. The Israelis have more or less accepted it," the Biden administration official told&nbsp; speaking on condition of anonymity, according to AFP.&nbsp;

"Right now, the ball is in the camp of Hamas."

The official said that the negotiators were working "round the clock" in order to ensure the deal was secured by the start of the Muslim holy month of Ramadan.

"It will be a six-week ceasefire in Gaza starting today if Hamas agrees to release the defined category of vulnerable hostages... the sick, the wounded, elderly and women," the official said.

"I just want to kind of emphasize that we would have a ceasefire if Hamas addresses that final issue," he added.

Earlier, US President Joe Biden said that he was hoping there would be a ceasefire deal between Israel and Hamas by Ramadan as the conflict in the Gaza Strip intensifies.

"I'm hoping so, we're still working real hard on it. We're not there yet," Biden told reporters at the White House when asked if he expected a deal by Ramadan, which is set to begin in about a week.

"We'll get there but we're not there yet -- we may not get there," Biden said.

The incident, as per Israel, began around 4:00 am (local time)&nbsp;when some 30 trucks carrying humanitarian aid arrived&nbsp;in the Rimal neighbourhood and thousands of Palestinians rushed to the trucks passing&nbsp;an IDF checkpoint.&nbsp;

Israeli forces also claim that some Palestinians were&nbsp;run over by the trucks and that some vehicles&nbsp;managed to continue further north where&nbsp;armed men allegedly&nbsp;opened fire at the convoy near Rimal and looted it.

The UN estimates that 2.2 million people in Gaza amid Israel’s relentless military campaign to eliminate Hamas are threatened with famine, particularly in the northern part of the Palestinian enclave where destruction, fighting and looting make the delivery of food nearly impossible.&nbsp;

A report by the Times of Israel citing a&nbsp;military source said after the incident some people from the crowd began moving towards Israeli soldiers stationed in the area to&nbsp;coordinate entry of aid trucks&nbsp;to northern Gaza. The source told the Israeli media that&nbsp;troops opened fire at the crowd after feeling “endangered”.&nbsp;

Israeli cabinet to approve IDF's plans for Rafah ground offensive next week: Netanyahu

US Secretary of State Antony Blinken said on Friday (Feb 24) that Israel's plans of building new settlements in occupied West Bank were "inconsistent with international law". He was speaking at a news conference in Buenos Aires. He said that the United States was "disappointed" after Israel's announcement and that construction of new settlements was counterproductive to enduring peace in the region.

"They're also inconsistent with international law. Our administration maintains a firm opposition to settlement expansion, and in our judgment this only weakens, doesn't strengthen, Israel's security," Blinken said.

Blinken's comment were also a signal that the US was returning to its longstanding policy, which was reversed by former US president Donald Trump.

In November 2019, Trump's then secretary of state Mike Pompeo announced that Washington no longer viewed Israel's settlements on West Bank land it captured in the 1967 Middle East war as "inconsistent with international law", a reversal of four decades of US policy.

The Biden administration has maintained that expansion of Israeli settlements was counterproductive to lasting peace. However, Blinken's comment was the first time a top official in the current administration said that expansion of settlements was inconsistent with international law.

Blinken's statement has come a day after Israel's far-right Finance Minister Bezalel Smotrich spoke of plans to greenlight 3300 homes to be built.

These include dismantling Hamas and Islamic Jihad and safeguarding the release of all hostages that are held captive in Gaza.

After the war comes to an end, Gaza's civil affairs would be run by "local officials with administrative experience" who are "not linked to countries or entities that support terrorism", the Times of Israel newspaper reported citing key elements of Netanyahu's plan.

“Any movement towards Israel’s withdrawal from the West Bank and Gaza requires consideration for Israel’s very real security needs,” Richard Visek, acting legal adviser at the US State Department told the court.&nbsp;

He also noted that the UNGA had asked the UN court to opine on the consequences of Israeli occupation prior to Hamas’ October 7 attack on Israel.&nbsp;

“We were all reminded of those security needs on October 7, and they persist. Regrettably those needs have been ignored by many of the participants,” Visek added.&nbsp;

He called on the judges to stick to the established UN framework for the two-state solution.&nbsp;

Washington has been “engaging intensively” with Palestinians, Israel, and other states to not only address the current crisis in Gaza but also “a political settlement that will lead to a durable peace in the region that includes lasting security…and a path to Palestinian statehood,” said the acting legal adviser.&nbsp;

He added, “There is broad international support for achieving a negotiated solution to the conflict that will give rise to a Palestinian state.”&nbsp;

Therefore, the court “should not find that Israel is legally obligated to immediately and unconditionally withdraw from occupied territory,” said the US legal adviser.&nbsp;

Notably, the US amid protests and criticism of Israel’s military action in Gaza continues to back Israel, while President Joe Biden’s administration continues to insist on a two-state solution for the region. However, the leaders of the Jewish state do not agree with the same.&nbsp;

<h2>‘Flagrant violation of international law’</h2>

The UN top court also heard from Vladimir Tarabrin, Russia’s ambassador to the Netherlands who spoke about the suffering of Palestinians in Gaza while condemning the October 7 attack on Israel.&nbsp;

He went on to slam Israel’s retaliation to the attack and called it “collective punishment” which cannot be justified. Around 90 per cent of Gazans have been forced to leave their homes and they are living in inhumane conditions, said Tarabrin.&nbsp;

The UN top court is hearing arguments from an unprecedented 52 countries on the Israeli occupation of Palestinian lands that will go on till February 26.&nbsp;

However, the ICJ has been asked not to opine on the withdrawal of Israeli troops from the occupied territories, but many states participating in the hearings have called on Israel to do so.&nbsp;

The 15-judge panel has around six months to issue their opinion on the request.&nbsp;

Israel, which is not participating in the hearings, said in a written statement that the UN court’s involvement could be harmful to achieving a negotiated settlement.&nbsp;

Amid the ongoing hearing at The Hague, on Wednesday, the Israeli parliament, Knesset, voted to back Prime Minister Benjamin Netanyahu’s declaration opposing the “unilateral” creation of a Palestinian state.&nbsp;

Netanyahu’s ruling Likud party said 99 out of the 120 lawmakers voted in support of the declaration, passed earlier this week by the cabinet, rejecting all “international dictates” seeking to push for Palestinian statehood.&nbsp;

“This landmark vote underscores our collective resolve: We will not reward terrorism by unilateral recognition in response to the October 7 massacre, nor will we accept imposed solutions,” said the Israeli PM.&nbsp;

He added, “This strong stance sends a powerful message to the world: Peace and security for Israel will be achieved through negotiations, not through unilateral actions.”

A report by Reuters citing sources with knowledge of internal discussions, on Monday said Brazil does not intend to retract Lula’s comment which has since sparked a diplomatic rift between the countries.&nbsp;

Lula’s orders are that there will be no retraction and any answers will be given through diplomatic channels, sources told Reuters.

Meanwhile, Brazil’s foreign ministry said it would summon Israel’s ambassador to Brazil, Daniel Zonshine, for a meeting in Rio de Janeiro, where Brazilian Foreign Minister Mauro Vieira is scheduled to attend G20 meetings.&nbsp;
