In recent years, NATO has been closely watching China’s actions after the country declared itself a “near-Arctic” power. Beijing has also forged a partnership with Russia, which has brought Chinese warships into the Baltic Sea in 2017. &nbsp;&nbsp;

According to a NATO-issued statement over the call, “The Secretary General recalled that NATO does not see China as an adversary but called on China to uphold its international commitments and act responsibly in the international system.” &nbsp;

“He raised NATO’s concerns over China’s coercive policies, expanding nuclear arsenal and lack of transparency on its military modernisation,” it said. &nbsp;

France on Saturday said French foreign minister Jean-Yves Le Drian and his Indian counterpart S Jaishankar agreed to work on a common programme of "concrete actions" to jointly defend a truly multilateral international order.

After a phone conversation between Le Drian and Jaishankar, the French foreign ministry said the two ministers also decided to deepen their strategic partnership based on a relationship of "political trust" between the two "great sovereign nations" of the Indo-Pacific.

"Discussed recent developments in the Indo-Pacific and Afghanistan with my friend FM @JY_LeDria. Looking forward to our New York meeting," Jaishankar tweeted.

The conversation between the two foreign ministers came a day after France recalled its ambassadors to the United States and Australia in protest against a trilateral security alliance among the US and the UK and Australia.

The alliance resulted in France effectively losing a multi-billion dollar deal to build 12 conventional submarines for Australia. France is also upset over its exclusion from the alliance.

India is yet to react to the formation of the trilateral security partnership.

"The two ministers decided to deepen their strategic partnership, based on a relationship of political trust between two great sovereign nations of the Indo-Pacific," the French foreign ministry said in a statement.

It said they also discussed the situation in Afghanistan, which is "deteriorating".

"The two ministers agreed to meet again in New York next week, on the sidelines of the United Nations General Assembly, to work on a common program of concrete actions to jointly defend a truly multilateral international order," the ministry said.

The AUKUS (Australia, the UK and the US) partnership was unveiled by US President Joe Biden, Australian Prime Minister Scott Morrison and British PM Boris Johnson on Thursday.

Australia's High Commissioner to India Barry O'Farrell on Friday said China's massive military modernisation programme, challenging strategic environment in the Indo-Pacific and intensification of great power competition in the region prompted Canberra to become part of the ambitious AUKUS partnership.

In a statement, Le Drian on Fridays said he was recalling French ambassadors to the US and Australia for consultations following a request by President Emmanuel Macron.

"This exceptional decision is justified by the exceptional gravity of the announcements made on 15th September by Australia and the United States," the French foreign ministers said.

"The cancellation of the attack class submarine program binding Australia and France since 2016, and the announcement of a new partnership with the United States meant to launch studies on a possible future cooperation on nuclear-powered submarines, constitute unacceptable behaviour between allies and partners," he said.&nbsp;

At the summit, which took place in a hybrid format, and India was represented in person by External Affairs Minister Dr Jaishankar, the PM talked about "challenges" in the area which is "related to peace, security, and trust deficit" and the root cause of these problems being "increasing radicalization."

PM Modi highlighted how Central Asia has been a "bastion of moderate and progressive cultures and values" and "traditions like Sufism have flourished here over the centuries and spread throughout the region and the world." Based on this "historical heritage of Central Asia, SCO should develop a common template to fight radicalization and extremism."

PM proposed that SCO should work to "develop a strong network" between "moderate, tolerant, and inclusive institutions and traditions associated with Islam" in SCO countries and lauded the "useful work being done by SCO-RATS". SCO RATS is the group's Regional Anti-Terrorist Structure (RATS) which is headquartered in Tashkent, Uzbekistan and aims at increasing cooperation among member states on the issue of counter-terror, separatism and extremism. India will soon take over the Presidency of SCO-RATS.

Mentioning Afghanistan, the PM called on the group to take "initiative on this issue". Afghanistan was taken over by the Taliban last month, and many Central Asian countries, including Tajikistan and Uzbekistan, are concerned about an increase in refugee influx as a result of the insecurity.

He also welcomed Iran as its new member state and the inclusion of Saudi Arabia, Egypt, and Qatar as its dialogue partners. All 4 countries are India's close partners in West Asia. PM said, "The expansion of SCO shows the growing influence of our organisation. SCO will become stronger and more credible with new Members and Dialogue Partners." SCO has 8 members so far-- Russia, China, India, Pakistan, and 4 central Asian countries--Tajikistan, &nbsp;Uzbekistan, Kazakhstan, Kyrgyzstan. The last major expansion saw India and Pakistan included in the mega China-led grouping.&nbsp;

A specific focus was also on connectivity in the speech, with the PM emphasising the role of central Asia as a "connectivity bridge between major regional markets" and retreating from New Delhi's commitment to increasing connectivity with that part of the world. Nauru, which has strong ties to US&nbsp;ally Australia, helped scupper a World Bank-led cable tender earlier this year over concerns the contract would be awarded to the former Huawei Marine, now called HMN Tech, after the Chinese firm lodged a bid priced at more than 20 per cent&nbsp;below rivals.

The tiny Pacific nation of just over 12,000 people has now approached the Asian Development Bank (ADB) to help fund an alternative, the development agency told Reuters.

"ADB is involved in very early discussions with the government of&nbsp;Nauru&nbsp;to explore possible options to help fund an undersea cable to deliver low-cost, high quality internet service," the ADB said in a statement to Reuters.

"The details of the connection arrangement and funding sources will be determined in due course."

The two sources said the new plan would involve laying a cable from&nbsp;Nauru&nbsp;to the Solomon Islands capital of Honiara, located about 1,250 kilometres (776.7 miles) apart.

The new line would then tap into the Coral Sea Cable system, a 4,700km network that connects Australia to the Solomons and Papua New Guinea. That line, majority funded by Australia and built by Sydney-headquartered Vocus Group, was completed in 2019 to shut out a competing offer from Huawei Marine, then owned by Huawei Technologies.

The former Huawei Marine is now majority-owned by Shanghai-listed Hengtong Optic-Electric Co Ltd after Huawei Technologies sold the submarine cable business last year.

Nauru's plan needs Australia and the Solomons to be on board, the sources said. It is unclear if&nbsp;Nauru&nbsp;has requested financial assistance from Australia or whether it only needs Canberra's permission to join the Coral Sea Cable system.

One source, who has direct knowledge of the planned cable route, described the talks as "early stage negotiations".

The second source provided information about discussions between&nbsp;Nauru&nbsp;officials and the ADB, Australia and the Solomons. The source said&nbsp;Nauru&nbsp;was in the process of "doing a deal".

The governments of&nbsp;Nauru, Australia and the Solomons did not respond to requests for comment. The World Bank said it was not involved in discussions around cables connecting with&nbsp;Nauru.

Nauru&nbsp;was the first to raise concerns over a bid lodged by China's HMN Tech during the World Bank tender process last year to build subsea cables for&nbsp;Nauru, Federated States of Micronesia and Kiribati, sources told Reuters in December. "Chinese enterprises have always maintained a good record in network security, and the so-called Chinese espionage activities are groundless," Zhao told a regular press conference on Thursday, when asked about the undersea cable plan.

The United Kingdom has officially joined the Indian Navy’s Information Fusion Centre-Indian Ocean Region (IFC-IOR) based in Gurugram and&nbsp;deputed its officer for it.

The Information Fusion Centre keeps an eye on the Indian Ocean with a key focus on the early mobilisation of resources in case of any crisis.

UK's Lieutenant Commander Stephen Smith will be deputed full time at the centre. The development is part of the 2030 roadmap announced by Indian Prime Minister Narendra Modi and British PM Boris Johnson after their virtual summit in May. UK is the fifth&nbsp;country to send its officer&nbsp;after the US, Japan, France and Australia.

"Coming as a natural outgrowth of the strong partnership between the Royal Navy and Indian Navy, this is a significant step up in our shared maritime domain awareness effort, and boldly underlines UK and Indian desires to work together in the Indian Ocean Region and wider Indo-Pacific", said Admiral Tony Radakin KCB ADC, First Sea Lord and Chief of Naval Staff.

The European Union (EU) and India are committed to a free, open, inclusive and rules-based order in the Indo-Pacific, underpinned by respect for territorial integrity, sovereignty and freedom of navigation and overflight, the influential grouping said on Monday.

The assertion came after the EU and India carried out a joint naval drill in the Gulf of Aden on June 18-19 to improve operational interoperability and promote peace and security in the key waterways.

The EU also said the two sides are keen to enhance cooperation in the maritime security sphere in the Indo-Pacific region.

On counter-terror, the statement said both sides&nbsp;"expressed their concern at the growing radicalisation and the increase in international terrorism and violent extremism in parts of Africa and Asia".

It highlighted,"As maritime neighbours, India and Kenya recognised the importance of ensuring through shared endeavours greater security, safety and prosperity of the Indian Ocean region. They also noted that terrorism in all its forms and manifestations are a common threat to humanity."

Earlier in the day, EAM participated in the inauguration of the newly renovated Mahatma Gandhi memorial Library at the University of Nairobi. The renovation was undertaken through financial support provided by the Indian government.

Calling the "rise of modern Africa is not just a noble sentiment" but a "long-awaited expectation", EAM at the university said, "It is only when this continent of more than a billion people takes its rightful place that the full diversity of our planet will find proper expression. It is then that we can justifiably declare that the world is truly multipolar."

India has multiple times extended its support for an African seat at the United Nations Security Council. Currently, both India and Kenya are non-permanent members of the UNSC.&nbsp;

China has passed a new legislation to strengthen the power of its maritime safety authorities sparking fears that tensions between Beijing and other Asian countries, including Japan, may escalate in the Indo-Pacific region.

The relations between the US and China are at an all-time low. The two countries are currently engaged in a bitter confrontation over various issues, including trade, Beijing's aggressive military moves in the disputed South China Sea and human rights in Hong Kong and Xinjiang region.

Japan will hold a joint military drill with US and French troops in the country's southwest next month, the defence minister said Friday, as China's actions in regional waters raise concern.

The exercise, running from May 11 to 17, will be the first large-scale exercise in Japan involving ground troops from all three countries, the Japanese Ground Self-Defense Force (JGSDF) said in a statement.

Japan to host first joint military drill with US, France amid growing Chinese concerns

A powerful Senate committee has overwhelmingly approved the key China strategic competition bill, which among other things supports the Quad grouping and enhances security partnership with India.

Known as the 'Quadrilateral Security Dialogue', the Quad grouping comprises the US, India, Australia and Japan.

The representatives for the four-member nations have met periodically since its establishment in 2007. The top leaders of the four countries held a historic virtual summit hosted by President Joe Biden last month.

The Senate Foreign Relations Committee, following a three-hour debate and several amendments, voted 21-1 to approve the Strategic Competition Act on Wednesday.

The United States should reaffirm its commitment to the Comprehensive Global Strategic Partnership with India and further deepen bilateral defence consultations and collaboration with the country, says the bipartisan bill moved by Senators Jim Risch and Bob Menendez, ranking member and chairman of the Senate Foreign Relations Committee.

It urges the US government that in close consultation with India, identify areas where it can provide diplomatic and other support as appropriate for India's efforts to address economic and security challenges posed by China in the region.

The two lawmakers described the legislation as an unprecedented, bipartisan effort to mobilise all American strategic, economic, and diplomatic tools for an Indo-Pacific strategy that enables the US government to compete effectively with China and the challenges it poses to its national and economic security for decades to come.

One amendment moved by Senator Edward Markey, and approved seeks to establish a QUAD Intra-Parliamentary Working Group to connect together lawmakers from the United States, Japan, Australia and India. Markey is chair of the Asia-Pacific subcommittee.

''The Quad Inter-Parliamentary Group will help our four countries diversify cooperation on issues beyond its traditional defence focus such as by delivering alternatives to China's Belt and Road in the Indo-Pacific and delivering on the promise to provide over one billion COVID-19 vaccines to the region,''&nbsp;he said.

The bill bolsters the United States diplomatic strategy in addressing challenges posed by the Chinese government and reaffirms America's commitment to its allies and partners in the Indo-Pacific region and around the world, and calls for the United States to reassert its leadership within international organisations and another multilateral forum.

It renews America's commitment to allies and partners by prioritising security assistance for the Indo-Pacific region, and strengthens US diplomatic efforts to address challenges posed by China in the Western Hemisphere, Europe, Asia, Africa, the Middle East, the Arctic, and Oceania.

The Indo-Pacific is the most consequential region for American foreign policy. China is engaged in hotly contested territorial disputes in the South and East China Seas. Beijing has also made substantial progress in militarising its man-made islands in the past few years.

Beijing claims sovereignty over all of the South China Sea. But Vietnam, Malaysia, the Philippines, Brunei and Taiwan have counterclaims. In the East China Sea, China has territorial disputes with Japan.

The bill seeks to invest in universal values, authorising a broad range of human rights and civil society measures, including supporting democracy in Hong Kong and imposing sanctions with respect to forced labour, forced sterilisation, and other abuses in Xinjiang.

It focuses on countering and confronting China's predatory international economic behaviour, and includes measures to track intellectual property violators, Chinese government subsidies, monitor Chinese use of Hong Kong to circumvent US export controls, and track the presence of Chinese companies in US capital markets.

It directs the United States to provide technical assistance to countries working to counter foreign corrupt practices, and debt relief to the poorest countries who have requested forbearance due to the COVID-19 pandemic.

The bill calls for enhanced coordination and cooperation with allies on arms control in the face of China's military modernisation and expansion, and requires reporting on Chinese ballistic, hypersonic glide, and cruise missiles, conventional forces, nuclear, space, cyberspace and other strategic domains.

It also seeks a detailed description of United States diplomatic efforts with Pakistan with respect to matters relevant to China including investments by Beijing in Pakistan through the Belt and Road Initiative.

In his remarks on the Senate floor a day earlier, Senator Jim Inhofe said that there is a need for the United States to increase investment in national defence to deter Chinese aggression. The Chinese People's Liberation Army, he said, has been expanding its network of strategic ports and bases around the world, from Djibouti, to Pakistan, Cambodia and Sri Lanka.

''Last year, China started going after the territory of India, which has resulted in dozens of dead Indian soldiers. They've continually harassed Japan and Taiwan in the air and on the sea, their fishing fleets have terrorised small Pacific island nations. Speaking exclusively to our Principal Diplomatic Correspondent Sidhant Sibal, Logar said, "India is a very interesting and welcome partner for cooperation...see many common positions that we can take together". On the Indo-Pacific vision, the foreign minister said, "We think the EU has to be very actively engaged in discussion with Indo-Pacific countries."&nbsp;

His comments are important since Slovenia will be presiding over the Council of the European Union from July for six months. The Indian PM is expected to travel to Portugal next month for the India EU summit. The summit happens under the Portuguese presidency. Anže Logar: For Slovenia, India is a very interesting and welcome partner for cooperation. India is the 3rd most important market in this region if we count it as bilateral trade. And I see many common positions, that we can take together, especially, with the new developments of digitalisation, artificial intelligence. Looking forward to enhanced cooperation.&nbsp;

Anže Logar: In a way, India is becoming more and more important and even your foreign policy is growing its importance and interest in this global currents of political engagement and economical engagement. In that sense, European Union and India are sharing their values, values built on rule of law and coming from the same democratic hemisphere of the world. In that sense, one should only complement enhanced cooperation and I see initiatives from the Portuguese presidency, very good in a way to improve our bilateral exchange, be it from the economic point of view, be it from a political point of view. Due to the Slovenian geo strategical position, we have port koper, we can be a very good gate for Indian enterprises, in order to access the European hinterland. In that terms, Slovenia is very interested in enhancing cooperation at the EU level.&nbsp;

Sidhant Sibal: And about the India EU FTA.&nbsp;

Anže Logar: We would like to bring this issue back high on the agenda of the European Union. We saw free trade agreement between several countries in the Indo-Pacific region, in which India did not participate in the initiative. It is very important we proceed towards this initiative between India and the European Union. I see this, as one of the main topics on the agenda.&nbsp;

Sidhant Sibal: Slovenia has great tourism potential, especially for Indian tourists.&nbsp;

Anže Logar: Slovenia can offer, on a very small piece of land everything, what to expect, perfect landscapes. This voice of beauty of Slovenia spread around quickly. In that sense, I would suggest, like better, on the highest possible engagement between our tourist agencies as well as to enhance our cooperation. Direct air flight would definitely enhance the availability of the Slovenian tourist market to Indian tourists. &nbsp;

Sidhant Sibal: What kind of cooperation India and Slovenia have against Covid pandemic?&nbsp;

Anže Logar: We can exchange information as the EU countries exchange it on a daily basis. And if there are some good consequences on countering pandemic, there are best practices in every country around the globe, if we can exchange this, we can tackle the crisis. This is a good way on how to proceed on a mix of measures that can lower volume of the spread of the crisis. Now, we are heading to the 2nd phase, which is the vaccination period, in that sense, it is a global problem. Until we globally vaccinate the population, we will still have problems with covid. So, we have to cooperate in that sense. India, has vast production capacities for vaccines, and the EU is trying to build up the capacities in producing our own, so we have vast space for cooperation. We are all on the same boat, so we have to go in same direction.&nbsp;

The last summit was 2017 and since then no discussion at the highest level. FTA between EU and US was stopped, and we have to kick that. The same is with India, we want to synchronise our views on bilateral exchange. Slovenia as a country of central Europe, we want to focus on countries of central Europe and western Balkans. There will be two main issues, one is resilient Europe on the health sector and we want to give strategic debate on managing the health crisis and aim to have good crisis management and second is cybersecurity. Anže Logar: China is a seasoned power, it is rising as well, India is rising as well. Big markets are increasing influence in the world and we need to take this into consideration. If look into the Slovenian side, we have imbalanced bilateral ties with China. We import much more than export, and from my perspective, in not so distant future, we want to balance this. Between the partners, we should have more or less the same exchanges. Slovenia can offer high edge technologies, we are taking an active part in seeing the possibility to enhance our bilateral ties. If we look at the EU perspective, the last days of the German presidency, the end of 2020, we had an institutional agreement on investment with China.&nbsp;

Marten van den Berg: Netherlands and India have a long-term relationship and both Prime Ministers know each other very well. So, it was a very open and productive meeting. The outcome was a strategic partnership on the water between Netherlands and India. We are active already in India on the topic of water, in terms of water management, dealing with floods and also water scarcity. We have a large programme in Chennai, we are doing a lot of research with India, and decided to bring it to a higher level, so as to have a strategic relationship on the water to address the challenges we both face in our countries over water.&nbsp;

Sidhant Sibal: &nbsp;How do you see India-Netherlands engagement going forward?&nbsp;

Marten van den Berg: We will have more meetings at a political level. We have upgraded collaboration on the water. We are quite active in research and innovation so that we will strengthen our joint research programmes. We have collaboration with the department of science, department of biotechnology with India. strengthen collaboration on health, agriculture, water in terms of research, trade, investment. Also on the issue of space, the close relationship between the two countries. We see a lot of opportunities. Also on energy and climate. We are both partners in the international solar alliance. India is ambitious on renewables. A lot of opportunities on offshore wind, solar energy, a grid system. We decided to go next step to deal with the challenges of climate.&nbsp;

Sidhant Sibal: The Netherlands has been a world leader in climate technology. Your PM has been famous for cycling around, and gifted cycle to PM Modi. How both countries are engaging on climate issues?&nbsp;

Marten van den Berg: It is a very important part because the climate challenge is a real global crisis and maybe one of the biggest crisis we face at the moment, maybe after Covid. What we have to do is fast track sustainable development in Netherlands and India. We are partnering in developing clean technologies, working on decarbonisation, also important, in the context of the international solar alliance, both countries work together in Africa to fast track in sustainable development, introduce clean technologies, fast track in phasing fossil fuels.&nbsp;

Sidhant Sibal: What is Netherlands' view on Indo-Pacific?&nbsp;

Marten van den Berg: Indo-Pacific region is a very important region. If you look at economic figures, it is of increasing importance in the world. So, on one hand, you see a lot of economic opportunities, you see some challenges, some concerns, so we are very much in favour of an open inclusive rules-based society. Two PMs discussed this topic in how we can strengthen the institutions, how we can strengthen the rule of law, how we can strengthen institutions for enforcing the rule of law. we doing that in terms of discussion. We are getting more collaboration on maritime security, sharing expertise, maybe also training, exercise together. We see India as a key player in the Indo-Pacific, we see India as a key partner in addressing all the challenges in the Indo-Pacific region. Marten van den Berg: Covid is a huge concern to all of us. We work closely together, both countries working on health issues. Also on vaccine development, research and science. Serum Institute has a plant in the Netherlands. So, there is a close collaboration with Serum Institute, and we are happy the way India is presenting itself as a very important vaccine manufacturing country, taking big responsibility and have a very positive impact on the world in addressing the Covid pandemic crisis. We are looking forward to strengthening our collaboration on vaccine development and vaccine manufacturing.&nbsp;

Sidhant Sibal: A personal question, if you can talk about the history of the place you are living in?&nbsp;

Marten van den Berg: The residence of the Netherlands envoy is the Jinnah house, and in this library, Gandhi, Jinnah and Nehru discussed independence and partition. So, historically, it is a very important place, a lot of important discussions took place and Nehru, Gandhi came here. It's a privilege to be ambassador to India and also living in this very historical place in India.&nbsp;

India and the Philippines are also cooperating on the vaccine front. Manila plans to secure 8 million doses of COVAXIN&nbsp;-- developed by India's Bharat biotech.
