The visit comes days ahead of PM Modi's meeting with US President Trump in Osaka, Japan on the sidelines of 14th G20 summit and the second JAI trilateral - Japan, America and India.

The first JAI trilateral had taken place between Japanese PM Shinzo Abe, US Present Trump &amp; PM Modi in Buenos Aires in Argentina in December 2018.

On Wednesday, Pompeo will be meeting PM Modi at 10am followed by external affairs minister S Jaishankar at 12 noon which would be followed by press statements. The US secretary of state will also be making an "India policy speech" on Wednesday evening.

Calling the visit an important one, S Jaishankar speaking in Gandhinagar said, "we have a very positive approach for the meeting."

On the ongoing crisis in the Gulf due to US-Iran tensions, Jaishankar said, "we have a relationship with Iran we have a relationship with US....we will be guided by our national interest and that will be the yardstick of judgement."

India is concerned by the situation in the Gulf, especially with a large diaspora in the West Asian region. The Indian government says it has a strong and legitimate interest in maintaining stability and peace in the region and believes both Washington and Tehran should de-escalate and refrain from any action that can destabilise the region.

India will be discussing the import of Iran oil with Washington. The US had waived import of Iranian oil after its sanctions for all countries had been terminated by Washington.&nbsp;

On the geopolitical situation in the region, terror and Indo-Pacific will be the focus areas during Pompeo's visit. Trade remains an issue of contention with US President Trump calling India a "Tariff King".&nbsp;

Along with trade, H-1B visa, data localisation or use and storage of data of Indian citizens, S-400 missile defence deal with Russia remain other contentious issues.

On the S-400 deal, India has made it clear to the US that it has a long-standing defence relationship with Moscow which can't "be wished away" and that the deal has been in discussion with Russia for a decade.&nbsp;

New Delhi believes the Trump administration has enough flexibility to give a waiver under the American CAATSA law which imposes sanction on countries engaging in defence ties with Russia.

Also with China-backed Huawei, which is feeling Washington's heat, New Delhi will be looking at its own security requirements and will take its own call but before that will hear concerns of other countries as well.

This is the second visit of Pompeo to India. He was in India last year for the maiden 2+2 dialogue between defence and foreign ministers of US and India.

The sub-committee of the House Foreign Affairs Committee is scheduled to hold a hearing on US Interests in South Asia and the FY 2020 Budget on Thursday.&nbsp;

"We also request $64 million for regional activities to support raising infrastructure standards, supporting regional energy and digital connectivity, and bolstering cyber security," she said in her prepared remarks submitted to the Congressional sub-committee.&nbsp;

The Department continues to explore options for providing additional resources to support the Indo-Pacific Strategy in line with this request, and if available it intends to return to Congress to discuss them, she said.

With the Asia Reassurance Initiative Act, she said, the Trump administration stands together with Congress by signalling to the region that America, itself an Indo-Pacific nation, is committed to promoting mutual prosperity.&nbsp;

The Department requests $468 million for South Asia for the fiscal 2020 which increases regional economic and security assistance, as well as development funding for India and Maldives. This more than doubles US' fiscal 2019 request, she added.

In the Indo-Pacific, the Trump administration is committed to ensuring a rules-based order, with free and open commerce, freedom of navigation, democracy, and the peaceful resolution of disputes, Wells said.

These principles have helped to improve living standards for half of the world's population living in the Indo-Pacific region, and they remain critical for the region's long-term future, she said.&nbsp;

Seventy per cent of global commerce passes through the oceans of the Indo-Pacific, and the US will protect its seas and skies through our diplomatic engagement, development efforts, and security cooperation, she noted.&nbsp;

At the same time, the US, alongside India, Japan, Australia, and other trusted allies and partners, will support the political and economic autonomy of Indo-Pacific countries to ensure they can chart their own path to freedom and prosperity, as satellites to none, she told the lawmakers.&nbsp;

"We cannot allow China, or any other country, to subvert our partners through unsustainable infrastructure projects that push economies into unsustainable debt, or by contributing to an erosion of transparency and democratic norms," Wells said in her prepared remarks.

She told lawmakers that the Maldives is testament to the power of a free, open and rules-based Indo-Pacific region.

"The FBI quickly deployed at the request of the Sri Lankan government and helped dismantle the local terrorist organisations that carried out these attacks," she told the lawmakers in her prepared statement.&nbsp;

"Now we are assessing ways in which we may support the Sri Lankan government while it re-orients its security apparatus toward addressing international terrorism, and we will continue to impress upon Sri Lanka the need to respect human rights, including for members of minority groups, refugees, and asylum seekers," Wells said.&nbsp;

Eye on China: US government seeks more funding from Congress to bolster Bay of Bengal military security

New Delhi would be Pompeo's first stop and South Korea his last during the nearly week-long visit to the Indo-Pacific region, beginning June 24, that would also take him to Sri Lanka and Japan.

Before starting his trip, Pompeo will address the India Ideas Summit of US-India Business Council on June 12.

"I'll be speaking to a group of Indian business leaders in preparation for the trip that I'll take in a couple weeks where I'll be visiting India, an important part of President Trump's strategy in the Indo-Pacific," he told reporters at the Foggy Bottom headquarters of the US State Department on Monday.

"I'm looking forward to the opportunity both to give the set of remarks about how it is our relationship is so closely tied economically, but also importantly the things that the <a href="https://www.wionews.com/world/pm-narendra-modi-to-meet-chinese-president-xi-jinping-on-sidelines-of-sco-summit-225651">United States and India </a>can continue to do to build out what is an incredibly important relationship for both countries," Pompeo said.

His next stop will be in Colombo, where Pompeo will express America's solidarity with the people of Sri Lanka as they stand united against the despicable Easter Sunday terrorist attacks. He will also discuss promising opportunities for US-Sri Lanka cooperation based on shared commitments to a free and open Indo-Pacific region, she added. 
Pompeo will then travel to Osaka, Japan, to participate in the G20 Leaders' Summit from June 28 -29, the first such gathering hosted by Japan.

During the meeting, the United States reiterated President Donald Trump's statement that America stands with Sri Lanka against terrorism and supports Sri Lanka's counter-terrorism efforts following the horrific Easter Sunday terrorist attacks of April 21.&nbsp;

Explaining further he said,&nbsp;Pakistan-based terrorist organization have exhorted its cadres for "samundari jihad" against India.&nbsp;

On February 14th, a JeM terrorist had rammed a car laden with explosives into a bus leading to the death of over 40 CRPF personnel. India later conducted air strikes inside Pakistan at Balakot on JeM hideouts which later led Pakistan Air Force to retaliate last week.

Meanwhile, Pakistan information minister Fawad Chaudhry denied Indian accusations that Pakistan was involved in the February 14th attack at Pulwama. He, however, added that his government had decried to crackdown on terrorists&nbsp;claiming that the decision to act was taken at a meeting of the National Security Committee before the suicide bombing in J&amp;K.

After the bombing and subsequent air strikes by India, the United States, Britain and France proposed last week that the UN Security Council blacklist the head of JeM, Masood Azhar.

The Defense Security Cooperation Agency has been asked by the State Department to issue the required certificate notifying the US Congress about the sale. Once the US Senate approves the deal, the deal will enter into the negotiation stage and then the sale will be concluded. The prime contractor will be Boeing Company, Oklahoma City, US.

While approving the deal, Pentagon's DSCA said that the "proposed sale will support the foreign policy and national security of the United States by helping to strengthen the US-Indian strategic relationship" and to "improve the security of a major defensive partner which continues to be an important force for political stability, peace, and economic progress in the Indo-Pacific and South Asia region."

The department added,"the proposed sale will improve<a href="http://www.wionews.com/india-news/chinas-missile-defense-system-for-pakistan-aimed-at-indias-brahmos-missile-37014"> India's capability to deter regional threats</a>" with the SPS facilitating "a more robust capability into areas of increased missile threats."

The sale will include - 12 Guardian Laser Transmitter Assemblies (6 installed and 6 spares), 8 LAIRCM System Processor Replacements (2 installed and 6 spares, 23 Missile Warning Sensors (12 installed and 11 spares) and five Counter-Measures Dispensing System (2 installed and 3 spares).

The department also assured that the sale will not "alter the basic military balance in the region".

The&nbsp;US is the second-largest arms supplier to India. Washington has already recognised India as a "major defence partner", a status that which commits the US to facilitate technology sharing with India.

India engaging with China on Indo-Pacific Concept

The Indian Air Force is "very much alive" to emerging threats that could arise in the Indo Pacific region, Air Chief Marshal B S Dhanoa said Sunday, and asserted that his force was prepared to deal with any challenge to protect India's national interests.

He also said there is cause for concern over the rate of modernisation and induction of new equipment in India's neighbourhood, even as India faces challenges emanating from "unresolved territorial disputes" and "sponsored" non-state and transnational actors. But the IAF is capable of, and is moving ahead, for countering them effectively, he told PTI in an interview.

Asked whether the IAF can play a role in smashing terrorist training camps across the Line of Control in Jammu and Kashmir, he did not rule out such a possibility.

"The IAF is well equipped to take on threats which occur from across the border, be it in the realm of sub conventional or other domains," the Air Chief Marshal said.

Referring to India's immediate security challenges, without naming China and Pakistan, he said, "The current challenges emanate from unresolved territorial issues, sponsored non-state actors and transnational actors who act against national interests through the global commons."

"The IAF is prepared 24x7 for any threat and is ready for a befitting response to any contingency with all our available assets," he told PTI.

Dhanoa also made an indirect reference to China's rapid modernisation of its air force and also about the infrastructure development Beijing has carried out in the Tibet Autonomous Region (TAR) bordering India.

"The IAF is well equipped to take on challenges across the entire range of threats that could emanate across our borders. While there is a cause for concern as regards to the rate of modernisation and induction of new equipment in our neighbourhood, the IAF is nevertheless, moving ahead with appropriate measures to cater to these new developments," he said.

Asked whether the IAF was capable of playing a role to expand India's geo-political influence in the Indo-Pacific region, he replied in the affirmative and talked about IAF's capabilities including having the second largest fleet of C-17s.

"We have the second largest fleet of C-17s in the world. Therefore, India will pull its heft in helping out friendly nations in times of human distress and humanitarian relief. In addition, the IAF is very much alive to the emerging threats that could arise in the Indo Pacific region," he said.

At present, the IAF has a fleet of ten C-17 Globemasters, used for strategic airlift missions, transporting troops and cargo for long-range missions.

The US has been pushing for a greater role for India in the Indo-Pacific which is seen by many countries as an effort to contain China's growing clout in the region.

In November last year, India, the US, Australia and Japan gave shape to the long-pending "Quad" Coalition to develop a new strategy to keep the critical sea routes in the Indo-Pacific free of any influence.

Dhanoa said the IAF was adopting a holistic approach in harnessing all available resources at its disposal to deal with various security challenges in a collaborative and cohesive manner.

"The gradual shift in the centre of gravity of global financial power from the West to the East has brought many challenges to the fabric of existential peace in the Asia-Pacific," he said.

"Security is no longer confined to the preservation of territorial integrity alone. It also encompasses a comprehensive concept including all elements of national power," he added.

On IAF's ambitious modernisation plan, the Chief of Air Staff said augmenting the fighter squadron strength was his top priority.

"To achieve this, the IAF is looking at new inductions and midlife upgrades. Towards this, MiG-29, Jaguar and Mirage-2000 aircraft are being upgraded in a phased manner in order to equip them with contemporary capabilities," he said.

He also mentioned the planned induction of 83 Tejas light combat aircraft and 36 Rafale jets.

"Further, case for 114 fighter aircraft is being processed under the Strategic Partnership model of DPP (Defence Procurement Procedure)-16. Other options are also being explored to build up to authorised strength at the earliest," he added.

The IAF has already started the process to procure a batch of 114 fighter jets.

At present, the IAF has a total of 32 squadrons of fighter jets much below the authorised strength of 42 squadrons.

In a statement, before he leaves for Japan on Saturday to attend the Annual Summit on October 28 and 29, Modi said India's partnership with Japan is of great substance and purpose.

"We have a special strategic and global partnership. Our ties with Japan, both economic and strategic, stand completely transformed in recent years. It rests on the strong pillars of India's Act East Policy, and our shared vision and commitment to a free, open and inclusive Indo-Pacific," he said.

The US National Defense Authorisation Act provides "flexibility" for countries like India who are dependent on Russia for their military purchases, but were likely hit by a 2017 US law to punish entities engaging in transactions with some sectors of Russia, North Korea and Iran, Congressman Mac Thornberry said.

Thornberry is the Chairman of the House Armed Services Committee, which oversees the Pentagon's all military services and all Department of Defense agencies including their budgets and policies.&nbsp;

The Congressman, who is part of a delegation visiting India, red-flagged the Indo-Russia S-400 Triumf air defence missile systems deal, stating there was "concern" in the US, both in the administration and in the Congress, that it would "complicate our ability to work on inter-operability".&nbsp;

Recognising that the Countering America's Adversaries Through Sanctions Act (CATSA), that was signed in August last year, "does not have much flexibility", he said the National Defense Authorisation Bill 2019, which was passed in the House last week, adds more flexibility.

"So, there is an understanding in the administration and the Congress that some additional flexibility in that law is needed. And it's not just India that's in that situation, there other nations in that," Thornberry told reporters.

Besides Thornberry, Congresswomen Vicky Hartzler and Carol Shea-Porter and Congressman Harry Cueller are also part of the delegation.

The CATSA mandates the US administration to punish entities engaging in significant transaction with the defence or intelligence sectors of Russia, North Korea and Iran.&nbsp;

This also impacts India, which depends on Russia for its military supplies.

Thornberry added that the new bill allows the US Secretary of Defence some discretion to allow any concession if a country is willing to reduce its dependence on Russian equipment.

"Now, some of the (Indian) government officials with whom we have met, believe that the language (of the Bill) could be improved. And so, I am certainly willing and anxious to hear suggestions not only from Indian governments but also other governments who may be affected on this by improving the language," the Congressman added.

He noted that one of the provisions of National Defense Authorisation Act 2019 is to rename the US-Pacific Command to be renamed as Indo-Pacific Command.

India has recently concluded price negotiations with Russia for a nearly Rs 40,000-crore deal to procure S-400 Triumf air defence missile systems for the Indian Air Force. The two countries are now trying to find a way out to evade the provisions of CATSA in regards to the deal.

"If there is concern that any country...It's not just India that is looking at acquiring it or any country that requires that system, it will complicate our ability to work on inter-operability together. So, that completely separate and apart from any sanctions, legislations. I hope that the (Indian) government will take its time and consider very carefully in acquiring that system (S-400) because of the difficulties it may present," he added.

Referring to muscling in of China in the Indo-Pacific, he said the islands Beijing is building in the disputed South China Sea were initially said to be meant only to help rescue stranded fishermen and that they would never put military capability.

"There is concern about using debt to acquire bases and other sorts of things in variety of countries and then turning around and militarising them which shows a newly aggressive posturing by China," Thornberry said.

The US National Defense Authorisation Act provides "flexibility" for countries like India who are dependent on Russia for their military purchases, but were likely hit by a 2017 US law to punish entities engaging in transactions with some sectors of Russia, North Korea and Iran, Congressman Mac Thornberry said. Thornberry is the Chairman of the House Armed Services Committee, which oversees the Pentagon's all military services and all Department of Defense agencies including their budgets and policies. The Congressman, who is part of a delegation visiting India, red-flagged the Indo-Russia S-400 Triumf air defence missile systems deal, stating there was "concern" in the US, both in the administration and in the Congress, that it would "complicate our ability to work on inter-operability". Recognising that the Countering America's Adversaries Through Sanctions Act (CATSA), that was signed in August last year, "does not have much flexibility", he said the National Defense Authorisation Bill 2019, which was passed in the House last week, adds more flexibility. "So, there is an understanding in the administration and the Congress that some additional flexibility in that law is needed. And it's not just India that's in that situation, there other nations in that," Thornberry told reporters. Besides Thornberry, Congresswomen Vicky Hartzler and Carol Shea-Porter and Congressman Harry Cueller are also part of the delegation. The CATSA mandates the US administration to punish entities engaging in significant transaction with the defence or intelligence sectors of Russia, North Korea and Iran. This also impacts India, which depends on Russia for its military supplies. Thornberry added that the new bill allows the US Secretary of Defence some discretion to allow any concession if a country is willing to reduce its dependence on Russian equipment. "Now, some of the (Indian) government officials with whom we have met, believe that the language (of the Bill) could be improved. And so, I am certainly willing and anxious to hear suggestions not only from Indian governments but also other governments who may be affected on this by improving the language," the Congressman added. He noted that one of the provisions of National Defense Authorisation Act 2019 is to rename the US-Pacific Command to be renamed as Indo-Pacific Command. India has recently concluded price negotiations with Russia for a nearly Rs 40,000-crore deal to procure S-400 Triumf air defence missile systems for the Indian Air Force. The two countries are now trying to find a way out to evade the provisions of CATSA in regards to the deal. "If there is concern that any country...It's not just India that is looking at acquiring it or any country that requires that system, it will complicate our ability to work on inter-operability together. So, that completely separate and apart from any sanctions, legislations. I hope that the (Indian) government will take its time and consider very carefully in acquiring that system (S-400) because of the difficulties it may present," he added. Referring to muscling in of China in the Indo-Pacific, he said the islands Beijing is building in the disputed South China Sea were initially said to be meant only to help rescue stranded fishermen and that they would never put military capability. "There is concern about using debt to acquire bases and other sorts of things in variety of countries and then turning around and militarising them which shows a newly aggressive posturing by China," Thornberry said. He added that in Djibouti, China was to initially have a commercial port but it brought military capability there.

"Because if they're not structured in a way in which the nations of the region can sustainably pay them back, over time, you will see that tends to compromise their sovereignty," Wong said.

"We're concerned with how projects are conceived of and implemented because we want these projects to be economically feasible. We want them to be connected with the economies of these nations in a smart way that increases their GDP, truly drives regional integration, and doesn't weigh them down," he said.

The American interest, he said, is in infrastructure and connectivity throughout the Indo-Pacific.

"We're less concerned with where the financing or from which country financing for infrastructure across the region comes from. We are more concerned with how that financing for infrastructure is structured, and how the particular infrastructure projects are conceived of and implemented," he said.

For decades, the US has been advocating for strong connectivity principles, facilitating good connectivity projects, preparing the investment frameworks and the investment environments in the region to drive private capital to these types of projects, he said.

"In the Indo-Pacific, the Asian Development Bank says that there's about a $1.7 trillion per year investment gap for infrastructure, what they truly need to encourage the type of GDP growth been seen for a number of years in the Indo-Pacific. But that gap won't be filled by only state-backed financing, he said.

"It can only be filled by getting private sector money off the sidelines," Wong said. Currently, there is $50 trillion in private sector capital and cash instruments that are uninvested around the world.

"If we can get that into the Indo-Pacific to invest in quality best-value infrastructure, that'll be to the benefit of many of the countries in the region, to our benefit, as the GDP of the region grows and our trade and our investment grow," he said.

But there is a problem right now in the Indo-Pacific, Wong said. In the developed world, for every one dollar in state financing that goes to infrastructure, one gets two dollars in private capital. But in the Indo-Pacific, for every one dollar in state financing, one only gets 30 cents of private capital into these projects.

"There's a gap there, and we need to help the nations of the region ensure that they can access that private capital, craft the projects in a way that does attract investment money, ensure that their regulatory environments and their bidding processes are attractive to private capital.

"Then if we can do that, we can fill that infrastructure gap, provide the alternatives that are needed by the nations of the region, so that infrastructure is done right and truly ensures economic growth," Wong said.

Expressing serious concerns about the situation in the South China Sea, they called upon parties to exercise restraint and resolve disputes peacefully based on international law.

Trump thanked Turnbull for his continued support for the US&#39; program of Freedom of Navigation Operations.

The Overseas Private Investment Corporation signed a Memorandum of Understanding with Australia to advance United States-Australia support for high-quality infrastructure investment in the Indo-Pacific region and encourage reforms to improve regulations, transparency, and local capital markets.

This is probably aimed at the One Belt One Road initiative of China, which has created a sense of anxiety among various countries in the region.

The joint statement, however did not mention the Chinese initiative in this regard, which the US Secretary of State, Rex Tillerson, has called as predatory economics.

According to the joint statement, the two countries intend to launch the United States-Australia Strategic Partnership on Energy in the Indo-Pacific region to promote energy infrastructure, low emissions technologies, and global gas markets.

Affirming their support for global health security to prevent, detect, and respond to infectious disease outbreaks, the two countries also agreed to intensify cooperation to support the growth of digital trade between them, ensure an open, free and secure Internet, and advocate the liberalisation and facilitation of global digital trade.

Sharing concerns about terrorists&#39; use of cyberspace and the evolving threat of terrorism to both nations and the global community, Trump and Turnbull discussed about Afghanistan and on-going efforts to assist its people in their quest for peace and security and to deny terrorists access to safe havens there.

Trump, according to the White House, thanked Turnbull for Australia&#39;s leadership on counterterrorism issues in Southeast Asia and its substantial contributions to the Global Coalition to Defeat ISIS.

They further discussed cooperation as terrorist fighters depart Iraq and Syria and return to their home countries.

Donald Trump&rsquo;s Asia tour was his first overseas trip as the American president and also his longest. Also, it was the most anticipated as it happened at a time when Asia was passing through a politically volatile phase. In the context of belligerent war threats from North Korea, the intensification of geopolitical conflicts among dominant players and the ensuing power realignments, the visit was significant not only for Asian politics but for global peace and security.

While the jury is still out as to whether Trump succeeded in protecting America&rsquo;s politico-economic interests in the region and assuaging the concerns of &lsquo;allies&rsquo; like Japan and South Korea, the American President clearly signaled his intent to work towards initiating a &lsquo;new security order&rsquo; in Asia by strengthening Washington-Tokyo-New Delhi partnership as a counter to the developing Beijing-Pyongyang-Islamabad axis.

It was significant that Trump decided to combine his visits to Japan, South Korea and Vietnam with three major regional summits - the Asia-Pacific Economic Cooperation (APEC) and the East Asia and ASEAN Summits-that involved all the major powers around the Indo-Pacific.

During his tour, contrary to expectations, Trump did not broach contentious issues like trade imbalances, human rights violations, and China&rsquo;s control over the South China Sea or its support to North Korea&rsquo;s nuclear program. Also, he failed to extract tangible commitments from China to intensify pressure on North Korea. Again, what was most noteworthy that at no point, either in his speeches or comments, he made any reference to the American leadership in the region.

It was a major departure as all the previous presidents had tried to push the U.S. into the driver&rsquo;s seat as the guarantor of peace and stability in Asia. It might be construed as Trump&rsquo;s strategy to put &lsquo;America First&rsquo; in foreign policy that signifies a conscious attempt to disengage America from different global crises-gradually withdrawing from conflict zones-and focus primarily upon augmenting its own national power and security.

Trump&rsquo;s rather moderate and conciliatory approach was quite apparent during his China visit where he received a grand welcome and described Chinese President Xi Jinping as &lsquo;a very special man&rsquo;. During his visits to Japan and South Korea, where the focus of meetings was on containing North Korea, his tone was on the whole measured and resolute than expected. In South Korea, Trump talked about strengthening bilateral partnership belying Seoul&rsquo;s fears regarding any disruption in relations. There was a sense of relief that Trump made no further threats of unilateral strikes against North Korea and pointed towards the possibility of exploring diplomatic options to normalise the situation and establish peace.

Amidst all these, Trump did outline his broad vision for Asia as he floated a new framework for the region-the &lsquo;Indo-Pacific&rsquo;, in his speech on November 10 at APEC Summit at Danang in Vietnam. The idea, centered around the notion of a &ldquo;free and open Indo-Pacific&rdquo;, is considered as Trump&rsquo;s alternative to Obama&rsquo;s &lsquo;Pivot to Asia&rsquo; strategy&rsquo;, at least in form, if not completely in substance. Praising India&rsquo;s role, the American President offered a &ldquo;renewed partnership with America&rdquo; to strengthen the cooperation, regionally and bilaterally, in the interest of Indo-Pacific.

For Donald Trump, the basis of this cooperation should be built on free and fair trading and commerce environment. What is important to note is that Trump&rsquo;s repeated referral to Indo-Pacific was not merely rhetorical in nature, but rather was part of a grand strategy to forge the strategic coalition between the U.S. India, Japan and Australia that could counter growing power and influence of China in Asia. In this context, one of the most important strategic takeaways from Trump&rsquo;s trip was the revival of the Quadrilateral Dialogue comprising the four countries, which met at the level of senior officials on the sidelines of the ASEAN Summit in Manila almost after a decade.

The United States, of late, has enhanced its military operations both in the South China Sea and the&nbsp;Korean peninsula,&nbsp;emphasising freedom of navigations and resisting Chinese assertions. These issues were discussed throughout Trump&rsquo;s Asia trip and are likely to remain on top of his Asia agenda for some time.

Still, doubt prevails over Trump&rsquo;s sincerity in pushing this strategy as the American President neither devised any concrete roadmap for its implementation nor suggested what exactly would be America&rsquo;s role in the proposed regional order. Also, Trump&rsquo;s speech castigating Asian nations for &ldquo;chronic trade abuses&rdquo; and strident stand against Trans-Pacific Partnership (TPP) did not help in creating confidence among his partners. It is believed that Trump&rsquo;s rigid stance on &lsquo;economic unilateralism&rsquo;, in the form of &lsquo;America First&rsquo;, would hamper its economy in long-term and also affect its standing in important multilateral forums.

Shunning America, the remaining eleven signatories of the TPP chose to carry forward the initiative and work towards mutually beneficial economic exchanges. The Danang Declaration reflected the mood as it referred to &ldquo;importance of non-discriminatory, reciprocal and mutually advantageous trade and investment frameworks&rdquo;.

Thus, there is more continuity than change in Trump administration&rsquo;s approach towards Asia. Rhetoric is replaced by realism as America braces for a new world order where the American supremacy as a dominant player is fading away rapidly. Trump, much to the dismay of his supporters, is treading a cautious path on contentious issues without attempting any radical shift. This is quite apparent as he tones down his diatribe and tries to introduce a credible and coherent policy on Asia that would bear his unique stamp and at the same time protect American interests.

It is really difficult to predict as to whether the Trump Administration would push for a new security order in Asia by promoting the framework of &lsquo;Indo-Pacific&rsquo; or would rather choose to strategically disengage itself from the regional quagmire engulfing the continent.

However, America&rsquo;s determination to counter China&rsquo;s growing assertions, both in economic and strategic spheres and the emergence of the &lsquo;Quad&rsquo; as a dominant block might usher in new power equilibrium in Asia, changing the contours of existing power relationships. Trump&rsquo;s Asia tour has signalled a new beginning or at least a step forward in that direction.

It was a major departure as all the previous presidents had tried to push the U.S. into the driver’s seat as the guarantor of peace and stability in Asia. It might be construed as Trump’s strategy to put ‘America First’ in foreign policy that signifies a conscious attempt to disengage America from different global crises-gradually withdrawing from conflict zones-and focus primarily upon augmenting its own national power and security. Trump’s rather moderate and conciliatory approach was quite apparent during his China visit where he received a grand welcome and described Chinese President Xi Jinping as ‘a very special man’. During his visits to Japan and South Korea, where the focus of meetings was on containing North Korea, his tone was on the whole measured and resolute than expected. In South Korea, Trump talked about strengthening bilateral partnership belying Seoul’s fears regarding any disruption in relations. There was a sense of relief that Trump made no further threats of unilateral strikes against North Korea and pointed towards the possibility of exploring diplomatic options to normalise the situation and establish peace. Praising India’s role, the American President offered a “renewed partnership with America” to strengthen the cooperation, regionally and bilaterally, in the interest of Indo-Pacific. × Amidst all these, Trump did outline his broad vision for Asia as he floated a new framework for the region-the ‘Indo-Pacific’, in his speech on November 10 at APEC Summit at Danang in Vietnam. The idea, centered around the notion of a “free and open Indo-Pacific”, is considered as Trump’s alternative to Obama’s ‘Pivot to Asia’ strategy’, at least in form, if not completely in substance. Praising India’s role, the American President offered a “renewed partnership with America” to strengthen the cooperation, regionally and bilaterally, in the interest of Indo-Pacific. For Donald Trump, the basis of this cooperation should be built on free and fair trading and commerce environment. What is important to note is that Trump’s repeated referral to Indo-Pacific was not merely rhetorical in nature, but rather was part of a grand strategy to forge the strategic coalition between the U.S. India, Japan and Australia that could counter growing power and influence of China in Asia. In this context, one of the most important strategic takeaways from Trump’s trip was the revival of the Quadrilateral Dialogue comprising the four countries, which met at the level of senior officials on the sidelines of the ASEAN Summit in Manila almost after a decade. The United States, of late, has enhanced its military operations both in the South China Sea and the Korean peninsula, emphasising freedom of navigations and resisting Chinese assertions. These issues were discussed throughout Trump’s Asia trip and are likely to remain on top of his Asia agenda for some time. Trump’s speech castigating Asian nations for “chronic trade abuses” and strident stand against Trans-Pacific Partnership (TPP) did not help in creating confidence among his partners. × Still, doubt prevails over Trump’s sincerity in pushing this strategy as the American President neither devised any concrete roadmap for its implementation nor suggested what exactly would be America’s role in the proposed regional order. Also, Trump’s speech castigating Asian nations for “chronic trade abuses” and strident stand against Trans-Pacific Partnership (TPP) did not help in creating confidence among his partners. It is believed that Trump’s rigid stance on ‘economic unilateralism’, in the form of ‘America First’, would hamper its economy in long-term and also affect its standing in important multilateral forums. Shunning America, the remaining eleven signatories of the TPP chose to carry forward the initiative and work towards mutually beneficial economic exchanges. The Danang Declaration reflected the mood as it referred to “importance of non-discriminatory, reciprocal and mutually advantageous trade and investment frameworks”. Thus, there is more continuity than change in Trump administration’s approach towards Asia. Rhetoric is replaced by realism as America braces for a new world order where the American supremacy as a dominant player is fading away rapidly. Trump, much to the dismay of his supporters, is treading a cautious path on contentious issues without attempting any radical shift. This is quite apparent as he tones down his diatribe and tries to introduce a credible and coherent policy on Asia that would bear his unique stamp and at the same time protect American interests. It is really difficult to predict as to whether the Trump Administration would push for a new security order in Asia by promoting the framework of ‘Indo-Pacific’ or would rather choose to strategically disengage itself from the regional quagmire engulfing the continent. However, America’s determination to counter China’s growing assertions, both in economic and strategic spheres and the emergence of the ‘Quad’ as a dominant block might usher in new power equilibrium in Asia, changing the contours of existing power relationships. Prime Minister Narendra Modi today called for intensifying regional cooperation to effectively deal with terrorism and pitched for a rules-based security architecture for the resource-rich region, seen as a veiled reference to China&#39;s expansionist posturing in the Indo- Pacific.

In an address at the ASEAN-India summit here, Modi identified terrorism and extremism as the major challenges facing the region and said the time has come for the countries of the region to join hands to collectively deal with it.

&quot;We have individually strived very hard to fight terrorism and violent extremism. It is time that we jointly address this challenge by intensifying cooperation in this crucial area,&quot; he said.

The 10-nation Association of Southeast Asian Nations (ASEAN) is considered one of the most influential groupings in the region and India and several other countries including the US, China, Japan and Australia are its dialogue partners.

In a clear reference to the South China Sea (SCS) dispute which has cast a shadow over the summit talks, Modi said India will continue its support to the ASEAN for establishing a rules-based security architecture in the region.

&quot;India assures the ASEAN of its steady support towards achieving a rules-based regional security architecture that best attests to the region&#39;s interests and its peaceful development,&quot; he said.

China&#39;s aggressive military build up in the SCS was one of the focus areas of the deliberations at the ASEAN summit. China claims sovereignty over all of the SCS, a huge source of hydrocarbons.

However, several ASEAN member countries including Vietnam, the Philippines, and Brunei have counter claims.

India has been supporting freedom of navigation and access to resources in the SCS in accordance with principles of international law, including the 1982 UN Convention on the Law of the Sea.

The ASEAN has been pushing for a legally binding code of conduct for all stakeholders in the SCS but Beijing has been opposing such a framework asserting that it will resolve the dispute with respective countries under the bilateral mechanism.

Prime Minister Modi also talked about shared values and common destiny between India and ASEAN, adding 1.25 billion people in India were eagerly waiting to receive leaders of the ASEAN at the Republic Day celebrations in January next year.

He said India is also holding a commemorative summit with ASEAN on January 25 next year. The ties between India and ASEAN have been on an upswing.

The ASEAN region along with India together comprises a combined population of 1.85 billion people, which is one-fourth of the global population and their combined GDP has been estimated at over USD 3.8 trillion.

Investment from ASEAN to India has been over USD 70 billion in the last 17 years accounting for more than 17 percent of India&#39;s total FDI. India&#39;s investment in ASEAN during the same period has been more than USD 40 billion.

Thailand, Vietnam, Indonesia, Malaysia, the Philippines, Singapore, Myanmar, Cambodia, Laos, and Brunei are the members of the ASEAN.
