<p>According to the police, Jha not only burnt and threw his phone but also of four others. He then fled to Rajasthan, an adjoining state in the north after the security breach on Wednesday (Dec 13).</p>

<p>"After the incident, he fled to Rajasthan where he stayed for two days and returned to Delhi last night," a Delhi Police officer said, as quoted by news agency PTI.</p>

<p>Kailash and Mahesh Kumawat, who are cousins, arranged his stay there, they added. The duo is also sought by Delhi police now and will be arrested soon.</p>

<p>Delhi's Patiala House Court on Thursday (Dec 14) sent four individuals accused of breaching the security of Indian parliament a day earlier to seven days of police remand. The fifth accused Lalit Jha, allegedly the mastermind of the entire breach, was arrested on Thursday late evening.</p>

<p>Atul Shrivastava, a lawyer for Delhi Police said, "We had requested for 15 days police custody remand which had been considered by the court and the court had been kind enough to grant seven days police custody remand..."</p>

<p>The remand has been given to the Special Cell of Delhi Police. While the Special Cell had reportedly asked for a 15-day remand of the accused, the court instead approved seven days.&nbsp;</p>

<p>Police sources told the Press Trust of India on Thursday that it was Jha who decided on the date to carry out the breach incident inside Parliament.</p>

<p>"Lalit Jha had called everyone for a meeting in Gurugram. Before carrying out the incident, Lalit himself took possession of the phones of the four accused and ran away," police sources said.</p>

They were overpowered and led away by police.</p>

<p>The house was adjourned till afternoon before reconvening.</p>

<p>BJP MP Rajendra Agarwal, who was presiding over the House, said the two men jumped from the gallery before taking out something from their shoes which led to the smoke.&nbsp;</p>

<p>"Security officials have nabbed them. The investigation is underway and we will get to know what was their objective and if they are connected to any organisation," said Agarwal.&nbsp;</p>

<p>Speaking to reporters outside the building, Congress leader Adhir Ranjan Chowdhury said:&nbsp;“Two young men jumped from the gallery and something was hurled by them from which gas was emitting. They were caught by MPs, they were brought out by security personnel."</p>

<p>Karti Chidambaram, another Congress MP said the canisters were emitting yellow smoke as one of the unidentified men attempted to make a dash towards the speaker's chair.&nbsp;</p>

<p>Even as a probe has been initiated to look into the matter, the focus has now been shifted to these six individuals who were connected with the incident, and their motive.</p>

<p>The arrested have been identified as Sagar Sharma, D Manoranjan, who used yellow canisters inside Lok Sabha, Neelam Devi and Amol Shinde, who burst red and yellow canisters outside the parliament.</p>

<p>Later, another person named Vicky Sharma was arrested for allegedly sheltering others at his Gurgaon home. While the police are on the look out for the sixth one, Lalit Jha.</p>

<p>So far, the police have found no common connection between them except that all were members of a social media page called the 'Bhagat Singh Fan Club', according to media reports.</p>

<p>Of them, Neelam Azad and Amol Shinde were unemployed for a long time and were desperately seeking jobs.</p>

<p>It has been reported that the accused told police that they wanted to highlight issues like unemployment, inflation and the violence in Manipur, and ensure that they are discussed in parliament.</p>

<p>According to reports, he was a follower of Indian revolutionary leader Bhagat Singh and Che Guevara, a prominent communist figure in the Cuban revolution.</p>

<p>Before going to Delhi, Sharma had told his family members that he was heading to the capital to take part in a protest.</p>

<h2><strong>Manoranjan&nbsp;</strong></h2>

<p>Manoranjan, another person who jumped from visitors’ gallery, is from Mysuru, southern Karnataka state. A graduate in computer engineering, it is unknown whether the 34-year-old was employed.</p>

<h2><strong>Neelam Azad</strong></h2>

<p>The 37-year-old is a teacher and hails from Hisar, Haryana. She has an M.Phil degree and also cleared the National Eligibility Test, which is required to get a teaching job.</p>

<p>She had also participated in the year-long protests by farmers against the three agricultural laws that were repealed in 2021, and the protest held by wrestlers against the alleged sexual harassment by then Wrestling Federation of India chief and BJP MP Brij Bhushan Singh earlier this year.</p>

<p>Amol Shinde, son of farm labourers in Maharashtra's Latur, is an&nbsp;Amry exam aspirant. The 25-year-old wanted to join the Army after failing to clear the police recruitment exam. He had joined Neelam Azad in deploying the canisters and shouting slogans outside parliament.</p>

<p>Notably, the visitor pass of one intruder was issued by Bharatiya Janata Party lawmaker from southern India's Mysuru constituency Pratap Simha.&nbsp;</p>

<p>Pratap Simha, 42-year-old former journalist, wrote a biography of Prime Minister Narendra Modi in 2007. He has been elected from Mysuru for the second time in a row in 2019.&nbsp;<br />

The MP later met Speaker Om Birla and shared that the father of the accused, Sagar Sharma, resides in his constituency, Mysuru, and had requested for the pass. He added that he had no additional information apart from what he shared, said sources.</p>

<p>The four were apprehended by the security apparatus deployed at the scene.&nbsp;</p>

<p>According to Delhi Police sources, the fifth accused in this case, Lalit Jha, was present outside the Parliament House. When the police caught Amol and Neelam, Lalit fled from the spot.&nbsp;</p>

<p>Police sources say that the investigation so far has revealed that all these people are unemployed and during interrogation the accused have told that they were troubled by unemployment and had reached outside the Parliament House on December 13.&nbsp;</p>

<p>All four (Neelam, Manoranjan, Sagar, Amol) had given their mobile phones to Lalit.&nbsp;</p>

<p>As soon as the commotion started, Lalit fled from the spot. Lalit has mobile phones of the detained accused. The search for Lalit was on at the time of filing this report.&nbsp;</p>

<p>Bottomline: Strong security needs alert eyes, keen ears, efficient arms, and high-tech equipment but what it is and what it is seen to be are two different things.</p>

<p>I was on a video discussion after the yellow smoke attack this week with a panel of fellow journalists who have covered parliament, and the talk veered around to how media persons now have an entry into the new parliament building as if it were a backdoor. The snide tone was inescapable as one mentioned the surfeit of glamorous and curious visitors including movie stars entering the house from front doors to have what in India we call a "dekho" —and the potential for security distraction such things hold.</p>

<p>Between the "dekho" and the decorum of the house falls the long arm of the administration. There are enough and more experts telling us what should have been done or could have been done or must be done to boost security after some youngsters with no apparent connection with organised groups smuggled in canisters that oozed a yellow smoke haze that sent shivers down the spines of Indian VIPs. Given that the incident happened ominously enough on December 13, the anniversary of the 2001 attack by terrorists in the adjacent old parliament building in New Delhi, the fears are understandable.</p>

<p>Then there are questions on everything from novel protests to whether guns could be smuggled in the way the canisters were and whether the recent expulsion of Lok Sabha member of parliament Mahua Moitra after a cyber security breach was an overreaction by the ethics committee.</p>

<p>Beyond all this, I still think the focus should be on elegant but hard-as-nuts security of the kind I witnessed in Bangalore. Security personnel, in my humble opinion, come in various shapes, sizes, and personality traits. I have covered a couple of G20 summits in high-security zones, been to the prime minister's house and chief minister offices, and entered parliament premises on countless occasions.</p>

Many guards have little or no hard training whatsoever and casually use the frisking device or inspections as a routine act with bureaucratic rules. There are standup comedians like Varun Grover who have made a career out of mocking security staff and their gauche ways</p>

<p>In India, the Special Protection Group that guards the PM is one I am understandably impressed by, as it comes close to what I witnessed with the Israeli VIP security. They are professional, focused, well-dressed and pleasant. In terms of both recruitment and training, they reflect personality traits that are distinct from the kind I have witnessed elsewhere.</p>

Could we think of the SPG going beyond its traditional brief to train lesser mortals of the security hierarchy so that we can scale up security not merely in numbers but in quality? Maybe we could do with retired SPG staff being deployed for this.</p>

<p>“My response on 13 December will be in contrast to the 2001 Afzal Gurus resistance against extrajudicial killings of Kashmiris. But, it is going to still shake the very foundations of India’s Parliament. Delhi BanayGa Khalista’,” Pannun said in the video shared on social media on Tuesday (Dec 5).</p>

<p>The threat comes amidst the ongoing Winter Session of the Indian Parliament, which is scheduled to end on December 22.</p>

<p>Meanwhile, Indian security agencies have beefed up security in and around the national capital Delhi to thwart any such activities by operatives of US-based Sikh for Justice, founded by Pannun.</p>

<p>The development comes days after the US charged an Indian man with attempting to carry out the assassination of the Khalistani leader on “American soil”.</p>

<p>A press release by the US Justice Department, quoting court documents, said that earlier this year, "an Indian government employee, working together with others, including Gupta, in India and elsewhere, directed a plot to assassinate on US soil an attorney and political activist who is a US citizen of Indian-origin residing in New York City".</p>

<p>The statement was released after an Indian-origin drug trafficker named Nikhil Gupta was detained by Czech authorities at Prague airport on June 30 at the US government's request.</p>

India: Buoyed by assembly poll wins, PM Modi asks oppn not to vent ire on 1st day of parliament winter session

<p>As many as 18 bills have been listed by the Narendra Modi government for it to be taken up in the Winter Session of the Indian Parliament.</p>

<p>According to a bulletin issued by the Lok Sabha Secretariat, among the 18 bills, two are related to extending the provisions of the Women's Reservation Act to Union Territories Jammu and Kashmir and Puducherry.</p>

<p>Bills related to replacing colonial-era criminal laws will also be taken up for consideration and passage in the Lok Sabha.</p>

<p>These are Bharatiya Nyaya Sanhita, The Bharatiya Nagarik Suraksha Sanhita and the Bharatiya Sakshya.</p>

<p>They were examined by the Parliamentary Standing Committee on Home Affairs, which submitted its reports with dissent notes by opposition members.</p>

<p>Apart from that, the government also plans to introduce a bill that seeks to increase the strength of the Jammu and Kashmir Assembly from 107 to 114 in a bid to provide representation to Kashmiri migrants, displaced persons from Pakistan-occupied Jammu and Kashmir and Scheduled Tribes.</p>

<p>Besides the bills, the government has listed the first batch of supplementary demands for grants for 2023-24 for presentation, discussion and voting during the session.</p>

<h2><strong>Cash for query allegations to be taken up&nbsp;</strong></h2>

<p>Moreover, discussions on the cash for query allegations against TMC MP Mahua Moitra will also be taken up in the Lok Sabha (lower house) during the session.</p>

<p>A report on the case, prepared by the Ethics Committee, will be tabled and have to be adopted before the expulsion recommended by the panel comes into effect.</p>

<p>The Winter Session of Parliament begins on December 4 and continues till December 22.</p>

<h2><strong>Govt calls for all-party meeting&nbsp;</strong></h2>

<p>Meanwhile, the government has convened an all-party meeting on December 2 ahead of the winter session, PTI reported quoting sources on Saturday.</p>

<p>The all-party meeting, by convention, is called a day before the session begins. However, due to the counting of votes for five states on December 3, the meeting has been advanced by a day.</p>

Besides the bills, the government has listed the first batch of supplementary demands for grants for 2023-24 for presentation, discussion and voting during the session. <p>Introduced during the Monsoon session, the government could not table the bill during the special session of Parliament, given the opposition and former Chief Election Commissioners' protests.</p>

<p>The government seeks to elevate the status of the CEC and ECs to that of the Cabinet Secretary, currently enjoying the status of a Supreme Court judge.</p>

<p>Apart from that, another key legislation would be tabled that seeks to replace the Indian Penal Code, Criminal Procedure Code, and the Evidence Act during the session as the standing committee on Home has already adopted the three reports recently.</p>

<p>On August 11, Union Home Minister Amit Shah introduced three bills in the Lok Sabha that aim to repeal and replace the Indian Penal Code (IPC), the Code of Criminal Procedure (CrPC), and the Indian Evidence Act, which were enacted during the British rule in India.</p>

<p>In a display of nostalgia, 10 women parliamentarians shared their memories, messages and experiences of the old Parliament building in handwritten notes as they prepared to bid farewell to the structure ahead of a move into the new complex during the upcoming session.</p>

<p>The MPs representing various political parties offered heartfelt tributes to the building that has been the epicentre of India's democratic journey.</p>

<p>Shiromani Akali Dal MP Harsimrat Kaur Badal, in her note, recounted her journey within the hallowed halls of the old Parliament building.</p>

<p>"From an awed visitor in 2006 to a first-time MP in 2009, then a first-time minister in 2014, these 144 pillars in this temple of democracy hold a multitude of memories for me," she said.</p>

<p>The "beautiful building, embellished with the history and handiwork of thousands of Indian artists, sculptors and labourers has been a place of intense learning and immense satisfaction", Badal added.</p>

<p>Priyanka Chaturvedi of the Shiv Sena (UBT) echoed her sentiment.</p>

<p>"Memories. Learnings. Policy Making. Friendships. History and the sheer beauty of this architectural marvel that has seen intense debates and disruptions," she shared in her note.</p>

<p>"Stalwarts and history makers all work in its precincts. Parliament that has shaped 75 years of our journey as a confident nation. Proud to be a part of this journey and hoping the essence of this parliament continues in the new building," Chaturvedi said.</p>

<p>Union Minister and Apna Dal (S) MP Anupriya Patel recalled in her note her first steps into Sansad Bhavan.</p>

<p>"I could feel deep within that I am entering a historic building, which saw India gaining its Independence on 15 August, 1947, the framing of our Constitution and the evolution and strengthening of our country's democratic institutions," she said in her note.</p>

<p>Nationalist Congress Party (NCP) MP Supriya Sule, on the other hand, expressed her gratitude to the people of Maharashtra and the Baramati Lok Sabha constituency for giving her the opportunity to attend sessions at the Building.</p>

<p>"Blessed and gratitude to the people of Maharashtra and Baramati for giving me the opportunity to be a part of the largest democracy in the world and attending sessions in the old beautiful Parliament building -- echoes the voices of the leaders who contributed to the development of our beautiful country," she wrote in her note.</p>

<p>Congress MP Ramya Haridas reminisced about the building's significance, calling it the "palace of democracy" and the "birthplace of strong decisions".</p>

<p>She emphasised its historical importance and lasting memories.</p>

<p>Independent MP from Amravati Navneet Rana said she cherished her time in the old building and remarked, "First time when I was entering Parliament was a great memory for me. This Parliament gave me an opportunity to learn a lot of things. It's a real temple of democracy." Rajya Sabha MP and legenday sprinter PT Usha shared her unique perspective.</p>

<p>She recalled her visits to Parliament House and the warm reception she received from fellow parliamentarians, emphasising their support and cooperation.</p>

That time still remember that all the Honourable MPs congratulating me and gave best wishes. After that too I visited two or three times with some special purpose. But on 20th July, 2022, was a very special day for me. First time in my life I stepped into the Rajya Sabha with my right leg, touched the step with my right hand and chanted 'Hari Om' in my lips (sic)," she said.</p>

<p>The legislations that would be taken up include the Chief Election Commissioner and other Election Commissioners (Appointment, Conditions of Service and Term of Office) Bill, which was introduced during the Monsoon Session in the Lok Sabha; the Advocates (Amendment) Bill and the Press and Registration of Periodicals Bill, passed by the&nbsp;Rajya Sabha&nbsp;in the Monsoon Session; and the Post Office Bill, introduced in the&nbsp;Rajya Sabha&nbsp;during the Monsoon Session.</p>

<p>The&nbsp;Rajya Sabha&nbsp;agenda also lists the Repealing and Amending Bill, 2023, which was passed by the&nbsp;Lok Sabha&nbsp;in July.</p>

<h2><strong>Govt calls for all-party meeting</strong></h2>

<p>The government has called an all-party meeting on September 17, a day before the special session of the parliament.</p>

<p>The session is expected to begin in the old parliament building and shift to the new structure the next day.</p>

<p>The shift to the new Parliament building will coincide with Ganesh Chaturthi on September 19, considered auspicious among the Hindus as a sign of making new beginnings.</p>

<h2><strong>Oppn expresses apprehension&nbsp;</strong></h2>

<p>However, the opposition leaders have raised suspicions about the agenda of the special session, adding that the central government may have something up its sleeve.</p>

<p>Congress general secretary in-charge of communications Jairam Ramesh said on X that the Modi government was “compelled” to announce the agenda under “pressure” after the party supremo Sonia Gandhi wrote to the PM.</p>

The announcement has also come close on the heels of Indian government's message to Supreme Court of India that it was open to conduct elections in Union Territory of Jammu and Kashmir.<br />

The Opposition parties held protests during the session on number of issues including Manipur violence and even moved a vote of no confidence against the government in vain.<br />

<p>India’s major opposition parties on Wednesday (August 2) demanded the speaker of the lower house of the Indian Parliament (Lok Sabha) reschedule the no-confidence debate to an earlier date.</p>

<p>Members of the so-called INDIA alliance wrote a letter to Speaker Om Birla to make it clear that they were not happy with the discussions to be held on the last three days of the ongoing monsoon session.</p>

<p>Outlook India quoted a senior INDIA alliance member as saying, “We told the Speaker that the government is using this opportunity to pass a number of bills and we want to participate in the discussion. If the no-confidence discussion takes place at the earliest, then we can participate in the discussion on the legislative agenda.”</p>

<p>According to media reports, opposition parties are considering moving either a no-confidence or censure motion in the upper house of the parliament or Rajya Sabha.&nbsp;</p>

India: Opposition parties demand early scheduling of no-confidence debate

<p>Prime Minister Narendra Modi-led government is likely to introduce a bill on the Uniform Civil Code (UCC) in the upcoming session of Indian Parliament which is set to begin next month.</p>

<p>India Today reported quoting sources that the bill might be sent to the parliamentary standing committee which will hear the views of various stakeholders on the Uniform Civil Code.</p>

<p>PTI news agency quoting sources said that the monsoon session of the parliament may begin in the third week of July.</p>

<p>The report on UCC comes hours after Rajya Sabha (upper house) Secretariat issued a public notice stating that a parliamentary panel will hear views of the Department of Legal Affairs, the Legislative Department and the Law Commission on UCC on July 3.</p>

<p>“Members are reminded that the next meeting of the Department-related Parliamentary Standing Committee on Personnel, Public Grievances, Law and Justice will be held at 3 pm on Monday, 3rd July 2023, to hear the views of representatives of the following organisations on public notice issued by the Law Commission of India on the Uniform Civil Code,” the notice read.</p>

<h2><strong>Uniform Civil Code</strong></h2>

<p>UCC is a comprehensive set of common laws for all religions governing personal matters like marriage, divorce, adoption, inheritance, custody, alimony and others. It aims at ensuring equality among all religions.</p>

<p>Although the complete form of UCC is under debate, a fair idea finds a mention in the Indian Constitution’s Directive Principles of State Policy (DPSP).</p>

<p>Part IV of the DPSP, which is not justiciable or enforceable before the courts of the country, plays a ‘fundamental’ role in the governance.</p>

<p>Article 44 mentions the "state shall endeavour to secure a Uniform Civil Code for the citizens throughout the territory of India".</p>

<h2><strong>Modi’s push </strong></h2>

<p>Implementing UCC has been one of the poll planks of the ruling Bharatiya Janata Party (BJP). Though it has come up for a debate often, the push from the central government wasn’t visible until PM Modi talked about implementing the rule in a recent gathering.</p>

<p>Addressing workers of the Bharatiya Janata Party (BJP) in the election-bound Madhya Pradesh state’s Bhopal city, Modi said that it was high time that serious discussions begin around the topic.</p>

<p>He also singled out the opposition parties who supported the outlawed triple talaq practice—which allowed a Muslim man to divorce his wife in minutes just by saying "talaq" (divorce) three times—while making a fervent pitch for UCC.</p>

<h2><strong>Features of the new parliament&nbsp;</strong></h2>

<p>The new parliament, located adjacent to the old parliament in the heart of New Delhi, has been constructed by&nbsp;Tata Projects Limited, a Tata Group firm, within a two-year span, under the Central Vista&nbsp;project.&nbsp;</p>

<p>The new parliament building greatly extends the seating capacity of Lok Sabha MPs from the current 552 to 888. Meanwhile, the Rajya Sabha seating capacity has been extended from 245 to 384.&nbsp;</p>

<p>The design of the new Lok Sabha is inspired by India's national bird peacock and Rajya Sabha has been designed with a focus on India's national flower – lotus. The new parliament is spread over an area of around 65,000 square metres.</p>

The new parliament building greatly extends the seating capacity of Lok Sabha MPs from the current 552 to 888. Meanwhile, the Rajya Sabha seating capacity has been extended from 245 to 384. The design of the new Lok Sabha is inspired by India's national bird peacock and Rajya Sabha has been designed with a focus on India's national flower – lotus. India's new Parliament building will be inaugurated by prime minister Narendra Modi on Sunday. A historic Chola-era inspired Relic will be placed in the new Parliament, this was announced by Home Minister Amit Shah. The Relic is a Sengol a replica of a golden scepter from Tamil Nadu dating back to 600 BC. Releasing a video India's Home Minister Amit Shah noted the historical importance of the Golden Sengol while the video also explained the use of symbolism at the time of India's Independence movement from the British Rule.
