As per the theaterisation plan, each of the theatre commands will have units of the Army, the Navy, and the Air Force, and all of them will work as a single entity looking after security challenges in a specified geographical territory.

At present, the Army, Navy, and Air Force have separate commands.
The decision on observing 2025 as the 'year of reforms' and the broad objectives under it were finalised at a high-level meeting chaired by Singh. It was attended by all the secretaries of the defence ministry.
One of the nine points listed by the ministry following the deliberations was to take initiative to instil a &ldquo;sense of pride&rdquo; in Indian culture and ideas, fostering confidence in achieving global standards through indigenous capabilities, while imbibing best practices from modern militaries that suit the nation&rsquo;s conditions.
&ldquo;(The) &lsquo;year of reforms&rsquo; will be a momentous step in the modernisation journey of the armed forces,&rdquo; Singh said.
The defence ministry said the focus in 2025 will also be on new domains such as cyber and space and&nbsp;emerging technologies like artificial intelligence, machine learning, hypersonics, and robotics.
In order to give impetus to the ongoing and future reforms, it was unanimously decided to observe 2025 as the &lsquo;year of reforms&rsquo;, it said in a statement.
The reforms would aim at transforming the armed forces into a technologically advanced&nbsp;combat-ready force capable of multi-domain integrated operations, the ministry added.
The defence minister-led meeting held that the reforms should aim to further bolster jointness and integration initiatives and facilitate the establishment&nbsp;of the integrated theatre commands, it said.
During the deliberations, it was decided that the reforms should focus on new domains such as cyber and space&nbsp;and emerging technologies like artificial intelligence, machine learning, hypersonics, and robotics.
It was agreed that associated tactics, techniques, and procedures required to win future wars should also be developed.
The meeting also called for developing a shared understanding of operational requirements and joint operational capabilities through inter-service cooperation and training.
It also emphasised on the need to make acquisition procedures simpler and time-sensitive to facilitate swifter and robust capability development.
The aim of the defence reforms also includes rolling out steps to facilitate technology transfer and knowledge sharing between the defence sector and civil industries and promoting public-private partnerships by improving ease of doing business.
The meeting also underlined the need for focusing on collaboration across various stakeholders in the defence ecosystem and breaking silos.
It said the ministry should work towards positioning India as a credible exporter of defence products, fostering R&amp;D and partnerships between Indian industries and foreign original equipment manufacturers.

The report revealed that India's share in global merchandise exports rose from 0.9 per cent in 2005 to 1.8 per cent in 2023, while its share in services exports more than doubled from 2 per cent to 4.3 per cent.
Overall, India's export share grew from 1.2 per cent in 2005 to 2.4 per cent in 2023. This growth has been driven by factors such as robust trade agreements, a diversified export portfolio, improved logistics infrastructure, and government initiatives like the Make in India campaign and the Production-Linked Incentive (PLI) scheme.
It also said "India's performance in services exports better than goods: India ranks 16th globally in merchandise exports and the seventh in services exports Similarly, India's share in global imports also witnessed an increase. Merchandise imports rose from 1.3 per cent in 2005 to 2.8 per cent in 2023, while services imports increased from 2.4 per cent to 3.4 per cent. Overall, India's share in global imports grew from 1.5 per cent to 2.9 per cent during this period.
<h2>Performance in services stand out</h2>
India's performance in services exports stands out. Services account for 43.8 per cent of India's total exports, the highest share among major global economies, compared to the global average of 24.7 per cent.
The report says that India's export growth was robust in the first two decades post-liberalization, with a CAGR of 11.1 per cent during FY 94 to FY04 and 17.3 per cent during FY04 to FY14.
However, the last decade (FY14-FY24) saw a significant moderation in export growth. Export growth slowed to a CAGR of 3.3 per cent due to subdued global demand, trade protectionism, and disruptions like the COVID-19 pandemic and geopolitical tensions.

The report also stated that India holds a Relative Comparative Advantage (RCA) in key sectors such as agriculture, textiles, chemicals, and pharmaceuticals. However, the country lags in machinery, transport equipment, and electronics, indicating areas for further development.
The report highlighted global trade dynamics over the past two decades. China's share in global merchandise exports increased significantly, largely at the expense of traditional export leaders like Japan, Germany, France, the UK, and the USA. In services, India and Singapore improved their shares, while the USA experienced a decline.

India remains at the lower end of the value chain in the majority of the sectors. Among the 10 largest companies in the United States, 9 are IP-driven technology/Product companies, and the 10th is an investment firm with stocks of technology companies around the world. These companies are at the forefront of innovation and enjoy a premium in the market valuation based on their ability to be at the top of the game in their respective sectors.

These steps have been taken to prevent corruption and cronyism in public procurement. For the product companies to succeed, the government needs to act as a first buyer to mitigate risk and spur innovation. 
Moreover, the government needs to fund pre-commercial research at corporations and startups instead of doing it as autonomous labs where the researchers are employed full time without any accountability on outcome. Throughout the world, the product companies, from America’s defense industrial complex to China's new energy domination, were built by public funding for private innovation. 
India also needs to bank on public funding for private innovation and government buying to build its IP-driven product companies. The public funding should be designed in a way that it could spur private investment in R&amp;D, which has been abysmally low at 0.3% of GDP.  What propelled India to become 5th and soon to be 3rd largest economy in the world from 17th in 1991 will not enable it to compete with the United States and China. We need a new way of thinking on political economy that could change the structure of the economy from shallow services and manufacturing to an IP-driven economy. It will enable the country to overcome the middle-income trap and set the path to overtake the United States and China in the coming decades.

Importers in Bangladesh are being ‘forced’ by the government to source goods from Pakistan, in an apparent sign of improving trade relations between the two South Asian neighbours. According to Bangladesh media reports, a second cargo ship, Panama-flagged 'MV Yuan Xiang Fa Zhan', visited Bangladesh’s Chittagong port Sunday (Dec 22). The ship was carrying a ‘substantial load of 811 containers of essential industrial materials such as soda ash, dolomite, and marble blocks, along with goods like garment raw materials, sugar, and electronic products,’ reported Bangladeshi news outlets.
This was the second cargo ship that docked at Chittagong airport since Bangladesh got independence in 1971. The first shipment arrived here in November. "To my knowledge, this was the first cargo ship that came directly from Karachi, mainly carrying raw materials for our textile and ceramic industries,” an official of the Chittagong Port Authority was quoted as saying by news agency PTI.

Now, the Economic Times has reported that some officials in Bangladesh’s shipping ministry are pushing for a review of the India-Bangladesh shipping pact, under which India has access to Chittagong and Mongla ports.
Since Yunus took charge of the Bangladesh government earlier this year, he has worked to reverse deposed PM Sheikh Hasina’s policies, which were fundamentally pro-India and anti-Pakistan. In a major shift, he has been working to improve Dhaka’s ties with Islamabad.
Amidst the government transition, India-Bangladesh trade has witnessed a decline. According to the administrator of Bangladesh Chambers of Commerce and Industry (FBCCI), Md Hafizur Rahman, the trade has gone down significantly since August. “After the government change, we observed a downflow in trade between the two countries. But I believe this is not permanent,” he was quoted as saying by ANI.

News agency IANS reported citing locals that around a dozen workers had arrived at the scene on Sunday (Dec 22) to work at different construction sites in the region.
Local police have now launched an investigation into the accident.
The victims have been identified as one-year-old Vaibhavi Ritesh Pawar, her two-year-old brother Vaibhav Ritest Pawar, and a 30-year-old named Rinesh N. Pawar. All of them were sleeping next to each other when the dumper ran over them.
As soon as the accident occurred, locals rushed to help the victims and were able to send the six injured to a nearby hospital. When police arrived, they seized the dumper and cleared the footpath.

(From WB’s World Development Report 2024) So, to become a developed nation, we need our existing companies to transition from a process innovation-driven revenue model to a product-driven innovation model. And for this, we need next-gen products because it is extremely difficult to beat the incumbent in the current-gen products. Be it India's UPI for payments or China's EVs, the countries and companies have been able to defeat the incumbent only by focusing on the next-gen products and offering solutions that are 10X better than the existing products. Coming up with next-generation products also needs to bring some of our diaspora back, which is doing cutting-edge R&D in American universities and firms. These researchers won't come to the current CSIR setup for obvious reasons (some left this setup to go to the US). The Rs 1 lakh crore fund, announced during the interim budget, can be used to do pre-commercial research at universities (Institute of Brain Sciences at IISc model), academic institutions and firms (corporate labs like Bell Labs, Xerox PARC) and startups. In the last few years, we have succeeded in building the first generation of IP-driven product companies in some sectors. In telecom equipment, there is Tejas Networks, in vaccine development, we have Bharat Biotech, in making trains, we have also made some progress with Vande Bharat, which was developed at the Integrated Coach Factory in Chennai shows that the private and public sectors can both develop IP-driven products that will be globally competitive. The mindset of the government as well as the private sector needs to change for this. Services companies can be built without significant government involvement, it is extremely difficult to build a product company without the support from the government on the day. The product companies need a large sum of money for pre-commercial investment before the product hits the market. Moreover, these companies also need market access, preferably from the government at an early stage, in order to iterate and improve the product. In most of the products, the government acts as a safe buyer. The government will buy only if the product has been used by the private sector before and the trials will be on No-Cost-No-Commitment (NCNC) basis. These steps have been taken to prevent corruption and cronyism in public procurement. For the product companies to succeed, the government needs to act as a first buyer to mitigate risk and spur innovation. Moreover, the government needs to fund pre-commercial research at corporations and startups instead of doing it as autonomous labs where the researchers are employed full time without any accountability on outcome. Throughout the world, the product companies, from America’s defense industrial complex to China's new energy domination, were built by public funding for private innovation. India also needs to bank on public funding for private innovation and government buying to build its IP-driven product companies. The public funding should be designed in a way that it could spur private investment in R&D, which has been abysmally low at 0.3% of GDP. What propelled India to become 5th and soon to be 3rd largest economy in the world from 17th in 1991 will not enable it to compete with the United States and China. We need a new way of thinking on political economy that could change the structure of the economy from shallow services and manufacturing to an IP-driven economy. It will enable the country to overcome the middle-income trap and set the path to overtake the United States and China in the coming decades. Importers in Bangladesh are being ‘forced’ by the government to source goods from Pakistan, in an apparent sign of improving trade relations between the two South Asian neighbours. According to Bangladesh media reports, a second cargo ship, Panama-flagged 'MV Yuan Xiang Fa Zhan', visited Bangladesh’s Chittagong port Sunday (Dec 22). The ship was carrying a ‘substantial load of 811 containers of essential industrial materials such as soda ash, dolomite, and marble blocks, along with goods like garment&nbsp;raw materials, sugar, and electronic products,’ reported Bangladeshi news outlets.

This was the second cargo ship that docked at Chittagong airport since Bangladesh got independence in 1971. The first shipment arrived here in November. "To my knowledge, this was the first cargo ship that came directly from Karachi, mainly carrying raw materials for our textile and ceramic industries,” an official of the Chittagong Port Authority was quoted as saying by news agency PTI.

The reports came a day after the leader of Bangladesh’s interim government, Professor Muhammad Yunus, met with Pakistani Prime Minister Shehbaz Sharif in Egypt's Cairo. Both leaders "agreed to strengthen relations between the two countries through increased trade, commerce, and exchange of sports and cultural delegations", as per the statement from Yunus' office.

Now, the Economic Times has reported that some officials in Bangladesh’s shipping ministry are pushing for a review of the India-Bangladesh shipping pact, under which India has access to Chittagong and Mongla ports.

Since Yunus took charge of the Bangladesh government earlier this year, he has worked to reverse deposed PM Sheikh Hasina’s policies, which were fundamentally pro-India and anti-Pakistan. In a major shift, he has been working to improve Dhaka’s ties with Islamabad.

Amidst the government transition, India-Bangladesh trade has witnessed a decline. According to the administrator of Bangladesh Chambers of Commerce and Industry (FBCCI), Md Hafizur Rahman, the trade has gone down significantly since August. “After the government change, we observed a downflow in trade between the two countries. But I believe this is not permanent,” he was quoted as saying by ANI.

At least two toddlers and a man were crushed to death on Monday (Dec 23) in a horrific accident in the Indian city of Pune as a speeding bumper veered onto the footpath and mowed down nine sleeping labourers. The incident happened at around 1 am IST at Wagholi near the Kesnand Phata. At least three people were instantly killed while six others sustained critical injuries.

News agency IANS reported citing locals that around a dozen workers had arrived at the scene on Sunday (Dec 22) to work at different construction sites in the region.

Local police have now launched an investigation into the accident.

The victims have been identified as one-year-old Vaibhavi Ritesh Pawar, her two-year-old brother Vaibhav Ritest Pawar, and a 30-year-old named Rinesh N. Pawar. All of them were sleeping next to each other when the dumper ran over them.

As soon as the accident occurred, locals rushed to help the victims and were able to send the six injured to a nearby hospital. When police arrived, they seized the dumper and cleared the footpath.

The man, identified as Javed Munshi, is believed to be a senior member of the banned terrorist organisation Tehreek-ul-Mujahideen (TuM). According to sources cited by India Today TV, Munshi had undergone training in Pakistan.

“A 58-year-old man identified as Javed Ahmed Mushi was arrested from a house at Canning in South 24 Parganas on Sunday. He is a resident of Srinagar and is suspected of having close links with the TuM,” a senior IPS officer from West Bengal told Hindustan Times.
Following his arrest, a Kolkata court granted the Jammu and Kashmir Police transit remand for Munshi until 31 December. He is set to be transported to Srinagar, where he will be presented in court.
As per media reports, Munshi, originally from Srinagar, had been hiding at a relative’s house in Canning after arriving in the area a few days prior. “Based on specific intelligence from Kashmir Police, we acted swiftly to arrest him,” an STF official was cited saying by India Today.

Munshi’s arrest comes a day after the STF teams from Assam and West Bengal detained two suspected members of the banned militant group Ansarullah Bangla Team (ABT) in Murshidabad.
Preliminary investigations indicate that Munshi had previously travelled to Bangladesh, Nepal, and Pakistan using counterfeit Pakistani passports.

Following his arrest, a Kolkata court granted the Jammu and Kashmir Police transit remand for Munshi until 31 December. He is set to be transported to Srinagar, where he will be presented in court. As per media reports, Munshi, originally from Srinagar, had been hiding at a relative’s house in Canning after arriving in the area a few days prior. “Based on specific intelligence from Kashmir Police, we acted swiftly to arrest him,” an STF official was cited saying by India Today. On Thursday, an FIR was registered against Gandhi at Parliament Street Police following a BJP’s complaint, accusing him of physical assault and incitement after MPs Pratap Chandra Sarangi and Mukesh Rajput were injured.
The FIR has been registered under sections 115 (voluntary causing hurt), 117 (voluntary causing grievous hurt), 125 (act of endangering life or personal safety of others), 131 (use of criminal force), 351 (criminal intimidation) and 3(5) (common intention) of the Bharatiya Nyaya Sanhita.
“We have transferred the case from local police to the Crime Branch,” a senior officer said, adding that police are likely to record the statements of Sarangi and Mukesh Rajput and may also call Gandhi for questioning.

“We are taking legal opinion if the Congress leaders’ complaint can be converted into the FIR,” another police officer said, adding that a decision on this will be taken soon.
Talking about the investigation in the case against Gandhi, the officer said police would seek access to CCTV footage of the area where the incident occurred and also reach out to media houses to inquire about any video evidence they may have.
Police will also recreate the scene of crime if required during the investigation, the source said.
On Thursday, BJP MP Hemang Joshi, accompanied by party colleagues Anurag Thakur and Bansuri Swaraj, visited the Parliament Street police station and filed the complaint.
The Congress strongly rejected the claim, alleging that BJP MPs pushed Kharge and “physically manhandled” Gandhi.
The Congress also lodged a complaint in connection with the matter on Thursday.
A delegation of Congress MPs, including Digvijaya Singh, Mukul Wasnik, Rajiv Shukla and Pramod Tiwari, filed the complaint visiting the station in person.
After political protests turned ugly, Lok Sabha Speaker Om Birla on Thursday banned demonstrations by MPs and political parties at any of the gates of Parliament, sources said.
“Lok Sabha Speaker Om Birla has issued strict instructions that no political party, Member of Parliament or groups of members will hold any dharna and demonstration at building gates of Parliament House,” parliament sources said.

As soon as the information about the incident was received, I went to SMS Hospital and directed the doctors to provide immediate necessary medical facilities and take proper care of the injured. Around 23–24 people have been injured in the incident. A fire broke out due to the collision of many vehicles one after the other. Efforts are being made to douse the fire," the Jaipur official said.

The tourist resort of Pahalgam recorded the minimum temperature at minus 8.2 degrees while the Shopian district was the coldest in the valley at minus 10 degrees Celsius. The World-Famous Ski resort in North Kashmir's Baramulla district recorded the minimum temperature at minus 6 degrees and Sonamarg Tourist resort saw the night temperature dip to&nbsp;minus 9 degrees. &nbsp;

South Kashmir's Pulwama district recorded the minimum temperature at minus 9.5 degrees. Bandipora was at minus 7.3 and Baramulla was at minus 5.9 degrees. &nbsp;

Ladakh region has been battling the cold wave as well. The Leh town recorded the temperature at minus 11.8 degrees, while Kargil was at minus 13.8 degrees. The coldest place in North India was Zojila with temperatures dipping to minus 24 degrees.

The MeT Department of Kashmir Valley has attributed the weather condition to&nbsp;the La Nina effect which means cooler than average sea surface temperatures across the central and eastern Pacific. This weather change mostly impacts the wind circulation patterns leading to more rains and snow.

The MeT department has predicted the winter period to&nbsp;prolong and&nbsp;be very harsh in terms of temperature, rains and snow. As we head towards the 'Chillai Kalan, which is the coldest period of 40 days starting December 21, the La Nina effect will multiply the impact of cold and precipitation in the valley.

The Met Department has predicted generally dry weather till December 21. There are chances of snow from 21 December, but the weather will again be dry from December 23 which means a further dip in the temperature.

Prime Minister Narendra Modi is set to visit Kuwait on 21 and 22 December, marking the first visit by an Indian Prime Minister to the Gulf nation in over four decades.&nbsp;
