<p>The initiative was brokered by the United Nations and Turkey in July 2022, aiming to address the global food crisis exacerbated by Russia's military actions in Ukraine and the blockade of Ukrainian ports.</p>

<p>As part of the deal, the UN officials also agreed to assist Russia in exporting its food and fertiliser to foreign markets. However, Russia claims that the UN has failed to fulfill this commitment.</p>

UN asks Putin to extend Black Sea grain deal in return for SWIFT access

<p>The Russian foreign ministry said on Tuesday (July 4) that Russia sees no basis for renewing Black Sea grain deal. The statement has come less than two weeks before the grain deal agreement expires. The agreement has allowed Ukraine to ship grain out of its Black Sea ports despite the ongoing war.</p>

<p>In its statement, the ministry has said that Russia was doing everything in order to facilitate departure of all ships covered by the deal from the Black Sea.</p>

<p>The grain deal expires on July 17.</p>

<p>Russia has, for long threatened to pull out of the agreement. It has been complaining that promises to remove barriers to its own exports of grain and fertiliser have not been fulfilled.</p>

<p>In mid-May, Russia agreed to renew the deal for two months. But after that, it has repeatedly said that it sees no basis to extend the deal again.</p>

<p>In its statement, the foreign ministry said the Black Sea initiative had delivered Ukrainian grain to "well-fed" countries but failed to help those that needed it most in Africa, Asia and Latin America.</p>

<p>The ministry said that the five poorest countries - Ethiopia, Yemen, Afghanistan, Sudan and Somalia - received only 2.6 per cent of the grain shipped while the situation pertaining to the Russian grain and fertiliser exports "continued to worsen"</p>

<p>"Under these conditions, it is obvious that there are no grounds for further continuation of the 'Black Sea Initiative', which expires on July 17," the statement said.</p>

<h2><strong>No progress on demands, says Russia</strong></h2>

<p>Russia claims that it has seen no progress on its demands including for its state agricultural bank to be reconnected to the international payments system SWIFT.</p>

<p>Foreign Ministry spokesperson Maria Zakharova said that a reported EU proposal to create a subsidiary of the bank was 'unworkable'. The proposal suggests that the subsidiary could be admitted to SWIFT.</p>

<p>Akar said in a statement, "We are heading toward an agreement on the extension of the grain deal." The deal is to expire on 18 May.&nbsp;</p>

<p>Cindy McCain, the executive director of the World Food Programme (WFP), told the BBC on Sunday that the Ukraine grain deal must be renewed otherwise it will become difficult to feed the world.&nbsp;</p>

<h2><strong>Russia exploiting hunger with grain deal delay&nbsp;</strong></h2>

<p>US Secretary of State Antony Blinken told reporters on Tuesday, "In recent days, Russia has once again returned to blocking ships from sailing to Ukraine's ports to pick up the grain, in a cynical action that directly results in less food getting to global markets and to human beings in Africa, the Middle East and around the world."&nbsp;</p>

<p>He added that the "world shouldn't need to remind Moscow every few weeks to stop using people's hunger as a weapon in their war against Ukraine."&nbsp;</p>

<p>On the other hand, British Secretary James Cleverly, speaking alongside Blinken, said Russia "should re-sign the Black Sea Green Initiative and do so immediately" and "it is completely wrong that Russia uses the hunger of some of the poorest people in the world to pursue leverage during this conflict".&nbsp;</p>

<p>The ongoing Russia-Ukraine war led to a food grain crisis globally in the past year — ever since it was launched on February 24. But the UN-brokered deal emerged as a ray of hope as it allowed Ukraine to export millions of tonnes of grain through the Black Sea but some of the ports were blocked due to invasion.&nbsp;</p>

<p>The blockade caused large quantities of Ukrainian grain to stay in Central European states due to logistical bottlenecks. It hit prices and sales for local farmers. Ukrainian grain is cheaper than that produced in the European Union.&nbsp;</p>

<p>This was one of the reasons why Poland and Hungary recently announced bans on grain and other food imports from Ukraine in order to protect their local agricultural sectors.&nbsp;</p>

<p>"I told President (Xi) that it is important for China to use its influence on Russia," Scholz said.</p>

<p>"Russia must immediately stop the attacks under which the civilian population is suffering daily and withdraw from Ukraine," he added.</p>

<p>During a one-day visit to Beijing, Scholz said that the UN charter and "principles such as sovereignty and territorial integrity," which he claimed Russia was breaking in Ukraine, had been agreed to by Russia, China, and the West.&nbsp;</p>

<p>At a press conference, the German leader also urged Russian President Vladimir Putin to maintain a pact permitting grain exports from Ukraine via the Black Sea.</p>

German Chancellor Olaf Scholz asks China to use its 'influence' on Russia for ending Ukraine war

<p>A day after Russia agreed to resume exports from the Black Sea, six grain ships left Ukraine’s ports, Turkey’s Defence Minister Hulusi Akar said on Thursday.</p>

<p>" After the resumption of the grain initiative, six ships left Ukrainian ports. Thus, the number of ships leaving the ports exceeded 426 and the amount of grain transported surpassed 9.7 million tons," Akar was quoted as saying by the Anadolu news agency.</p>

<p>On Wednesday, Turkish President Tayyip Erdogan announced that Russia had agreed to resume grain exports after the latter announced to temporarily suspend the deal, which was signed on July 22 and brokered by the UN and Turkey.</p>

<p>Currently, negotiations are going on for a possible extension of the November 19 deadline for the grain deal. Earlier, the Turkish president said that Ankara is determined to transfer Russian grain and fertilizers to less developed countries.</p>

EU urges Russia to reverse its decision of suspending Ukraine grain deal

<p>Russia declared on Saturday (October 29) that it was suspending its participation in grain deal that allowed export of Ukrainian grain. Russia blamed alleged drone attack on Russian ships in Crimea as the reason for its decision.</p>

<p>"In light of the terrorist act carried out by the Kyiv regime with the participation of British experts against ships of the Black Sea fleet and civilian vessels involved in the security of grain corridors, Russia suspends its participation in the implementation of the agreement on the export of agricultural products from Ukrainian ports," the Russian Defence Ministry announced on Telegram.</p>

<p>Ukraine is often called the bread-basket of Europe. The initial months of Russian invasion on Ukraine had raised the spectre of global food shortage as grain shipments were not&nbsp; able to leave Ukrainian ports.</p>

<p>The grain deal, brokered by the UN and Turkiye, was able to establish a safe passage for grain shipments. The safe passage may no longer exist following latest Russian stance.</p>

<p>Saturday appeared to be a day of major announcements and allegations from the Russian camp. Russia alleged that British navy was responsible for damage to Nord Stream gas pipeline. This was first direct allegation from Russia against a major NATO member.</p>
