Calling the ongoing negotiations "difficult", the official said, "text presented by the Indians is not sufficient for G7 and the EU. The official pointed out, "India is playing a role, they are trying their best", recalling how skilful Indonesia was during its presidency of the grouping last year and "Indians we can see at the end of the process."

For Brussels, expectations from the G20 joint statement include a reference to the UN Charter, a mention of Ukraine, and a focus on respecting territorial integrity. The EU officials emphasised the importance of states abstaining from attacking each other and placing this in a broader context.

When asked about Russia's assertion that the G20 is primarily an economic grouping, the EU official argued that the organization had evolved into a more political forum. With leaders from around the world participating, the G20 has a geopolitical significance not found in other international organizations, officials pointed out.

Regarding Chinese President Xi Jinping's absence from the summit, the EU official noted that he had been present at the previous year's summit in Bali but refrained from commenting on China's decision. As World leaders and delegates arrive in India for the G20 summit this weekend, a majestic 'Nataraja' sculpture that reflects a centuries-old royal art form from India, awaits them. The world's largest idol of 'Nataraja' (Hindu God Shiva as the divine cosmic dancer) installed at the forecourt of the Bharat Mandapam G20 venue in New Delhi, traces its origins to Swamimalai in Thanjavur, Tamil Nadu, the land of the mighty Chola empire. WION spoke to Srikanda Sthapathy, the master craftsman in bronze castings, who along with his family and fellow artists sculpted the world's largest Nataraja idol in record time, ahead of the G20 summit.

"It all began with a tendering process and detailed scrutiny. Our family-run firm S. Devasenapathy Sthapathy Sons submitted our proposals, tax documents, cost estimates and a detailed presentation about how we would execute this project. With no expectations, we prayed to Lord Nataraja and submitted our tender," Srikanda Sthapathy recalls. 
 
After the scrutiny, we were contacted by the Indira Gandhi National Centre for the Arts, Ministry of Culture, and told that we would have to build the world's largest Nataraja sculpture in less than seven months, he says.

Twenty seven feet tall, 21 feet wide weighing 18 tonnes and priced at Rs. 10 crore (approx $1.2 million), this sculpture is inspired by the Chola-era Nataraja idols that were built by the Swamimalai Sthapathies of the Vishwakarma community, that Srikanda and his ancestors belong to. 
 
Swamimalai (Lord's Hill) is one of the abodes of Lord Murugan and is situated on the northern banks of river Cauvery. In addition to being a pilgrimage centre, the town is renowned for its bronze idols made by the Sthapathies, whose services were utilised by Chola emperor Raja Raja Chola for the construction of the Thanjavur Brihadeesawarar temple. It is said that the Sthapathies of the Viswakarama community have been passing on this ancient art form known as the 'lost-wax casting method', for more than 34 generations.&nbsp;

Explaining the process of making the mould, Srikanda said, "We begin by preparing a mixture of paraffin wax, resin and ground nut oil. When exposed to fire, this material becomes very flexible and the Sthapathi works on the wax model and divides the sculpture into 120 parts, of which the dimensions of the face, torso, limbs etc. are fixed as per the Shilpashastras (scriptures). Once the wax model is ready, we coat it with alluvial soil from the Cauvery River basin and dry it in the sun. We apply multiple coats of soil on the wax models to make the mould stronger and also reinforce it with metal wires and rods." he said. The clay mould so derived is then heated (thereby melting the wax within) and the wax is drained out.&nbsp;

The empty mould (known as 'karuvu' in Tamil) is then heated, while the 'ashtadhatu' eight metals (in their apt proportion) that are to be used for the sculpture are melted in a crucible to a liquid form. As the mould becomes red hot, it is buried in the ground. With only the mouth of the mould visible above the ground, the molten metal is poured in and the mould is gradually allowed to cool. Later, the reinforcement rods and wires are removed and the mould is broken open and a rough sculpture is obtained. Thereafter, it is chiselled, filed, engraved and its finer details are worked upon.&nbsp;

"The traditional idols we offer for temples are 'Panchaloha' (a five-metal alloy of gold, silver, copper, zinc, iron), whereas the world's largest Nataraja is made using an eight-metal alloy (copper, brass, lead, tin, mercury, iron, gold and silver). Using an eight-metal alloy will ensure that this sculpture lives for centuries without any wear and tear. In fact, as it ages it would begin to radiate its antique colour and only become more mesmerising to the beholder,"&nbsp; Srikanda says confidently.&nbsp;

"We see this opportunity to build the world's largest Nataraja, as a great honour for the 40 families and nearly 600 artists of Swamimalai, who are carrying the legacy of a Chola-era art form. The Nataraja undisputedly belongs to Tamil Nadu and we can't be happier, as our Nataraja stands tall at the Bharat Mandapam G20 venue which will host world leaders," he adds.

About a week ago, a team of craftsmen from Swamimalai were in New Delhi to carry out the finishing touches for the sculpture, ensuring that it is displayed in its full glory, ahead of the G20 Summit.&nbsp;

"This statue of Nataraja, an important symbol of cosmic energy, creativity, and power, is going to be an attraction at the #G20 summit. This iconic project is carried out by the Ministry of Culture team IGNCA,"&nbsp;tweeted the Indira Gandhi National Centre for the Arts.

During the G20 leaders’ summit in India, US President Joe Biden will concentrate on reforming the World Bank and pressing other multilateral development banks to increase investment for infrastructure and climate change projects, the White House announced on Tuesday.

White House National Security Adviser Jake Sullivan was quoted by reporters as saying, “That's one of our main focuses heading into the G20: delivering on an agenda fundamentally reshaping and scaling up the multilateral development banks, especially the World Bank.”

The World Bank, established as World War II came to an end in order to combat poverty, is now being promoted as a counterbalance to China’s international financing.&nbsp;

With new funding and balance sheet regulations, the bank’s lending authority has been strengthened, with new CEO Ajay Banga pushing for more funds towards alleviating hunger and climate change.

In a supplemental budget request submitted to Congress in late August, the White House requested an additional $3.3 billion to “materially expand development and infrastructure financing” through the World Bank in order to provide nations with a “credible alternative to the People’s Republic of China’s (PRC) coercive and unsustainable lending and infrastructure projects.”

“We know that these institutions are some of the most effective tools that we have for mobilising transparent, high-quality investment into developing countries,” Sullivan was quoted as saying.

“And that’s why the United States is championing a major effort that is currently underway to involve these institutions so that they are up to the challenges of today and tomorrow,” he added.

According to Sullivan, Biden will also urge the G20 nations to grant low- and middle-income countries real debt relief.

<h2>G20, an apex institution</h2>

India is no stranger to hosting large international conferences. Some of the biggest summits in the past were the Non-Aligned Movement (NAM) Summit in March 1983, the Commonwealth Heads of Government (CHOGM) Summit in November 1983, and the Third India-Africa Forum Summit (IAFS) in March 2015. But there is something special and unique about G20 and its Delhi Summit.

One, G20 is composed of the world’s top developed nations and the most important emerging economies. All permanent members of the UN Security Council are there. So are all G7 members and the five members of BRICS. The MIKTA group, with its five members, is in G20, and there are others: Saudi Arabia, Argentina, and the European Union (EU). Besides, leading multilateral institutions such as the UN, World Bank, IMF, and others will attend the summit, as they did in the past.&nbsp;

Two, the list of nine guests of India, as the G20 president, is imbued with significance of its own: Bangladesh, Egypt, Mauritius, Netherlands, Nigeria, Oman, Singapore, Spain, and the UAE.

Three, the political and economic weight of G20 countries is noteworthy. By all accounts, G20 now represents about 65% of the world’s population, 85% of the global GDP, and 75% of international trade. If the Indian proposal to admit the African Union (AU) as a member of G20 is accepted at the summit, these figures will register further increase.

Four, India’s presidency is part of a four-year cycle during which the presidency stays with developing countries only. Indonesia held it earlier. After India, it will move to Brazil and then to South Africa. Thus, the countries of the Global South have a rare opportunity to drive the G20 agenda in the desired direction, but in a pragmatic manner so that the Global North marches in tandem.

<h2>Presidency so far</h2>

India’s presidency began on 1 December 2022 and will end on 30 November 2023, that is, a few weeks after the Delhi Summit. The preceding nine months and eight days saw a series of intense preparations for the ultimate gathering of world leaders. The first of them – President Bola Ahmed Tinubu of Nigeria – arrived in Delhi on September 5.

The G20, as an informal multilateral institution, operates through its Finance Track (with its 8 work streams), the Sherpa Track (with its 13 working groups and two initiatives), and the autonomous meetings of the Foreign Ministers. The two tracks held meetings of their working groups composed of senior officials as well as Ministerial meetings. Besides, at the non-official level, 11 Engagement Groups contributed with a rich crop of inputs after holding their own meetings throughout the year, culminating in their own summits. For example, the communiques issued by Business 20 (B20) and Think 20 (T20) contain many substantial ideas and recommendations that the G20 governments may have accorded ample consideration.

In all these preparatory meetings, all G20 members were represented suitably. However, at the forthcoming summit, three leaders, through their absence, have drawn much attention to themselves. They are: Andrés Manuel López Obrador, President of Mexico, who has not attended a single G20 summit probably on ideological grounds; Vladimir Putin, President of Russia, who telephoned PM Modi to explain his preoccupation with the war as the reason of his absence; and Xi Jinping, President of China, who let it be known through a spokesman of the foreign ministry that China would be represented by Premier Li Qiang. Neither the Chinese President nor the spokesman offered any explanation for the former’s absence, leaving the world’s Sinologists and others to offer multiple theories.

But as External Affairs Minister S Jaishankar pointed out, all twenty members of G20 will be represented at the Delhi Summit. He also observed that “the countries are represented by whoever they have chosen to represent them”, adding, “The levels of representation do not become the final determinant of the position of a country.”

<h2>Key issues for summit</h2>

G20, founded in 1999 at the level of finance ministers and central bank governors, was elevated to the level of the Heads of State/ Government to address the global economic and financial crisis of 2007. Two years later, in 2009, it was officially depicted as “the premier forum for international economic cooperation.” Thus, today, while some argue that G20 can discuss and decide only economic issues, others maintain that as the powerful grouping of the world’s top leaders, G20 has no choice but to discuss political and geopolitical issues too, which have a bearing on the planet’s economies.

This argument is at the heart of the biggest challenge before the Delhi Summit: how should the Russian invasion of Ukraine and its economic consequences faced, especially by the countries of the Global South, be addressed and then reflected in the proposed Delhi Declaration? With India’s valuable help at the Bali Summit last year, negotiators agreed on two paragraphs, now known as ‘the Bali paras.’ In the run up to this year’s summit, Russia and China continue to insist on the exclusion of ‘the Bali paras,’ whereas the remaining 18 members including India, emphasise the need for their retention.

At the time of writing, G20 Sherpas and other officials were engaged in non-stop negotiations to break this vexed diplomatic impasse. There are other issues too on which differences persist among the US, EU, China, India, and others, but the word is that most of them can be managed, provided the Ukraine question gets resolved through consensus. On that vital matter depends whether the summit will issue a Joint Declaration or a mere ‘Chair’s Summary and Outcome Document.’

On most other substantive issues that form the core of G20 agenda, consensus has already been reached through the preceding official level and ministerial level deliberations. These include a wide array of subjects such as the measures essential to ensure the steady growth of a resilient and inclusive global economy; steps and finance needed for energy transition and for the accelerated implementation of SDGs 2030; promotion and sharing of Digital Public Infrastructure services with all interested nations; initiatives for environmental protection, leveraging of the Blue Economy and restoration and enriching of biodiversity; better preparedness for the next pandemic; and practical progress in women-led development and reform of multilateral development banks and other institutions. Agreement is also near on the admission of the AU as a member of G20.

<h2>Stakes and challenges&nbsp;</h2>

The sad but overarching reality about the world today is that it faces multiple conflicts, sharpening strategic contestation, pressing global challenges and polarisation – even within the G20. Can the grouping hope to address all this by perpetuating differences or by narrowing them through mutual accommodation? The goal of Indian diplomacy today is to emphasise the large areas of agreement and narrow the areas of disagreement within the G20 family. The summit’s outcome, thus, depends on the members of G20 itself.

India has put a premium on its role as “the voice of the Global South”. But it also serves as the bridge between the Global South and the Global North, and between the West and the East. Can it succeed in all these roles at a time when India-China relations have touched a new low? That is the question under discussion in the capital’s diplomatic corridors.

In this complex situation, PM Modi has aptly observed, “We recognise that we all have our positions and perspectives on various global issues. At the same time, we have repeatedly emphasised that a divided world will find it difficult to fight common challenges.” Should this key message from the G20 President inspire all its members, the success of the Delhi Summit will stand assured.

G20 Summit, New Delhi: Before the curtain rises

India's External Affairs Minister Dr S. Jaishankar&nbsp;credited Prime Minister Narendra Modi for India’s changed attitude at international fora, and a&nbsp;reason for India finding its place at the high table of diplomacy.

In an interview with ANI, Jaishankar said, "It is a different world, a different India. It is a different Prime Minister. It is a different government. And that is why you have all that you haven't seen in the past."

When asked about a consensus on G-20 joint communique, Jaishankar said that&nbsp;G-20 is a collective exercise.

"We will deal with it in that. Look, we are India. You know we are India. We know how to handle the world. Believe me, especially in the last ten years we have shown how we can handle the world," Jaishankar told news agency ANI ahead of G-20 summit in New Delhi.&nbsp;

Asked about Russian foreign minister Sergei Lavrov's comment that Russian wanted Ukraine crisis to be included in the declaration, and if it's the muscle flexing before the summit, Jaishankar said:&nbsp;"Well, that may be the way you would characterise it. I mean, for me, anybody would try to put across their national position, try to maximise their negotiating position if you would. I think you should wait and see what actually happens in the negotiation, not prejudge it purely in terms of what may be said on one occasion. And what the media interpretation of what was said on one occasion."

Speaking on India taking up the voice of the Global South to G20, the minister said that no other presidency had aimed at getting developing countries together.&nbsp;

"No other G-20 presidency has tried to get together developing countries who are not on the table and say -- please come, sit with us, tell us what are your concerns. And we will distil those concerns and place them before the G-20. That is a unique exercise," the foreign affairs minister said.&nbsp; 
 
Jaishankar said that India has a special responsibility in this changing world scenario.&nbsp; 
 
"I see it more for India as a responsibility, that we have the responsibility today in a very difficult world. How do you bring people together? How do you make everybody understand that we all have a bigger responsibility and therefore please, can we kind of get our act together here and do what is right by the world," he said.&nbsp; 
 
The External Affairs minister said he hoped that the G20 nations would understand their responsibilities to other countries.&nbsp;

I am confident that every one of the G20 nations coming to Delhi will understand the responsibility that they bear. That the other 180 countries of the world are looking to them to set directions and that they cannot afford to fail them," he said.&nbsp; 
 
The minister said that the participation of every citizen of the country in some way in the summit was assuring. 
 
"One of the big pluses of the G20 is really how much more interested the people of India, especially the young people of India, have got about foreign policy and they need it because look, this is a globalised era," he said.&nbsp;

I mean, for me, anybody would try to put across their national position, try to maximise their negotiating position if you would. I think you should wait and see what actually happens in the negotiation, not prejudge it purely in terms of what may be said on one occasion. And what the media interpretation of what was said on one occasion." "No other G-20 presidency has tried to get together developing countries who are not on the table and say -- please come, sit with us, tell us what are your concerns. Jaishankar said that India has a special responsibility in this changing world scenario. "I see it more for India as a responsibility, that we have the responsibility today in a very difficult world. How do you bring people together? How do you make everybody understand that we all have a bigger responsibility and therefore please, can we kind of get our act together here and do what is right by the world," he said. The national capital will be considered a "Controlled Zone-I" from Sept 8 morning to Sept 10, 11:59 pm.

Officials said that residents, authorised vehicles like housekeeping, waste management and hospitals will be allowed to travel on a C-Hexagon, Indian Gate and other roads.

The notification reads, "Heavy Goods Vehicles (HGVs), Medium Goods Vehicles (MGVs) and Light Goods Vehicles (LGVs) will not be allowed to enter Delhi from 21:00 hours on 07.09.2023 to 23:59 hours on 10.09.2023."

However, vehicles carrying essential commodities such as milk, vegetables and medical supplies carrying a valid "no-entry permission" will be allowed to enter the national capital.&nbsp;

"No TSR and taxi will be allowed to enter or ply in New Delhi district from 05:00 hours of 09.09.2023 to 23:59 hours on 10.09.2023."

But taxis carrying bona fide residents and tourists having valid bookings in hotels located inside the New Delhi district and intending to go to the New Delhi railway station will be allowed to ply on the road network inside the New Delhi district.

India's External Affairs Minister S Jaishankar addressed the issue of some world leaders deciding to skip the upcoming G20 Summit scheduled to take place in New Delhi. Speaking during the Doordarshan Dialogue, titled "G20: The India Way," Jaishankar urged to&nbsp;shift attention away from who will attend and instead concentrating on the positions that countries will take on key global issues during the summit, media reports said.&nbsp;

Jaishankar expressed the view that the ultimate determinant of a country's stance should not be solely based on the level of representation at the event.

"At the end of the day, countries are represented by whoever they have chosen to represent them so the levels of representations do not become the final determinant of the position of a country," Jaishankar said.

"So I would say rather than focus necessarily on which country chose to come at what level, the real issue is what position they take when they come. That's really what it is we will remember about this G20 for the outcomes it produced."&nbsp;

Regarding the absence of Russian President Vladimir Putin and Chinese President Xi Jinping at the G20 summit, Jaishankar noted that countries are represented by the individuals they have chosen to send.

He urged observers to focus on the outcomes and results produced by the G20, rather than fixating on the attendance levels of specific leaders.&nbsp;

<h2>China's and Russia's participation&nbsp;at G20 Summit</h2>

The Ministry of Foreign Affairs of China announced that the Chinese Premier Li Qiang will attend the 18th G20 Summit in New Delhi.&nbsp;

Chinese foreign ministry spokesperson Mao Ning reportedly said, "At the invitation of the government of the Republic of India, Premier of the State Council Li Qiang will attend the 18th G20 Summit to be held in New Delhi, India, on September 9 and 10."&nbsp;

However, no explanation was provided for President Xi's absence.

On the Russian front, President Vladimir Putin opted not to attend the summit, with Foreign Minister Sergey Lavrov representing Russia instead.

Under the new guidelines issued by the Delhi Police, only the Supreme Court Metro station will have restricted entry and exit for passengers, depending upon the security situation. All other metro stations will be open to passengers as usual.&nbsp;

The finance minister of India announced on Tuesday (September 5)&nbsp;that discussions are in progress for establishing a global framework to regulate crypto assets. She emphasised that effective regulation of cryptocurrencies would necessitate cooperation from all nations.

"India's (G20) presidency has put on the table key issues related to regulating or understanding that there should be a&nbsp;framework&nbsp;for handling issues related to&nbsp;crypto&nbsp;assets," Nirmala Sitharaman said at an event in the financial capital of Mumbai.

"Active discussions are happening," she added.&nbsp;

In preparation for the upcoming G20 Summit in New Delhi, the Delhi Police had&nbsp;taken steps with regard to Metro stations to enhance security measures, which they have now withdrawn.

They had earlier&nbsp;instructed the Chief Security Commissioner to close certain metro station gates that provide access to the VVIP routes. According to a report by ANI, DCP Metro G Ram Gopal Naik sent a letter identifying 39 stations where action was necessary. Notably, stations such as Supreme Court, Janpath, Bhikaji Cama Place, Khan Market, and Dhaula Kuan had&nbsp;been categorised as "Sensitive stations."

The G20 Summit, scheduled to take place over two days starting on September 9, will host leaders and delegates from 40 countries, including the 20 member states. Prominent world leaders like US President Joe Biden, Canadian PM Justin Trudeau, French President Emmanuel Macron, as well as heads of international organisations like the World Bank and IMF, will attend the event.

Entry of heavy vehicles, except those carrying essential goods, will also be restricted during the period of the summit. Commuters have been advised to carry all updated and appropriate car documents.

Buses, Taxis and Autorickshaws:

All interstate buses will be allowed to enter Delhi. City buses will run on Ring Road and towards the borders of the city.&nbsp;However, bus services will not be available in the New Delhi Area.&nbsp;

No taxis and autorickshaws will be allowed to ply in New Delhi from 5:00 am on Sept 9 to 11:59 pm on Sept 10. However, taxis already located in the city will be allowed to ply on the road network of the city.&nbsp;

Metro Operations:

The Delhi Metro Rail Corporation&nbsp;(DMRC) has withdrawn its restrictions for&nbsp;39 metro stations.
